INTRODUCTION The commencement of April 2022 marked the initiation of the second term of Northallerton Business Improvement District (BID) and a new business plan that features modified and renewed aims and objectives. Our previous BID term was deemed successful, certified by the vote of confidence from our BID businesses, and Northallerton BID has formulated a robust strategy to ensure the fulfilment of the requirements of businesses within Northallerton.

Northallerton BID promptly executed its objectives by introducing a new coach initiative.

The BID, together with its partners, launched a new coach scheme that incorporates a voucher booklet, a driver voucher, free coach parking, and a warm welcome from our new Town Ambassadors. The scheme has demonstrated success, with Northallerton welcoming 42 coaches from April 2022 to December 2022. This equates to 1,640 passengers who stayed for an average of three hours, resulting in 60,280 shopping hours. It is estimated that the new coach initiative has brought £15,000 in additional revenue to the economy of Northallerton and its local independent businesses. This scheme was arranged and financed by Northallerton BID with assistance from its partners, including Northallerton Tourist Information Centre, Hambelton Community Action, and the former Hambleton District Business Economy Team.

Northallerton Business Improvement District (BID) and Hambleton District Council collaborated to finance the installation of a new closed-circuit television (CCTV) camera in the vicinity of the roundabout on Friarage Street/Brompton Road, Northallerton.

This location had been identified as a blind spot for CCTV, and a high-crime area. The benefits of the new CCTV camera have been experienced by local businesses,

such as Marks and Spencer. In the first week of operation, the camera successfully captured footage of a shoplifter.

In June, Northallerton BID parted ways with its former BID manager, Graham Bell and co-ordinator, Helen Crannage. We would like to take this opportunity to thank both former employees for all their hard work and efforts over the past 3 years.

Additionally, Northallerton BID welcomed a new BID manager, Alex Shennib, to drive the organisation forward over the next 5 years.

This month also symbolised the Queen Elizabeth II Platinum Jubilee celebrations, marking the 70th anniversary of her reign.

Consequently, Northallerton BID held its first large-scale road closure event of the year, and since the pandemic, to commemorate this momentous occasion. The event was a success and ran safely with an increase in footfall, dwell time on the High Street and an increase in exposure for Northallerton.

During the Summer, we held our annual “Summer of Fun” campaign, which was well-received by both the public and local businesses. This campaign offered fantastic photo opportunities and increased exposure on social media.

Additionally, the Northallerton BID hosted their inaugural “Jurassic Northallerton” event, which turned out to be the most successful and popular event of the year. The High Street was overrun by dinosaurs, and the spectacle drew large crowds of people. The feedback received was overwhelmingly positive, with many expressing a strong desire for “Jurassic Northallerton” to return in the future.

We have had a successful first year of our second term with the BID, achieving many of the targets outlined in our business plan.

BUSINESS SUPPORT ASSISTING BUSINESSES TO COMMUNICATE, TRADE AND PROSPER. BID Breakfast Network Meeting Between April 2022 and March 2023, we organised five breakfast network meetings held at different locations. These meetings allowed all BID members to connect with each other and express their views on the Northallerton BID’s direction. We discussed various topics, including treadmill developments and changes in policies and regulations affecting businesses.

At Northallerton BID, we understand the importance of communication for businesses’ success. We appreciate the chance these events provide and eagerly anticipate continuing them in 2023/2024.

Cardboard Recycling Scheme

In late October, Northallerton BID and Northallerton Job Centre/DWP partnered up to organise a job fair that was attended by over thirty employers offering various job opportunities.

The event received positive feedback from the public and even enabled new businesses like Everyman Cinema to advertise positions early.

Since 2019, Northallerton BID has provided an opportunity for all BID members to participate in a free cardboard recycling scheme. This initiative not only benefits businesses by reducing waste disposal costs, but it also helps Northallerton BID fulfil its commitment to the environment.

As for this year’s cardboard recycling scheme, it has successfully collected 10.6 tonnes of waste, all of which were recycled instead of being sent to a landfill. Recent data shows that businesses typically spend around £385 annually on waste disposal, and this cost can increase significantly when factoring in energy and labour expenses.

This year, the total savings of all thirty businesses combined amounted to £11,550.

Northallerton BID recognises the significance of recruiting and retaining staff for businesses in Northallerton. With employers requesting for the job fair to be held earlier and to provide more support for job seekers, the BID has decided to hold two job fairs in 2023. The first job fair, which took place in March 2023, featured additional support services to help job seekers become job ready. The second job fair will be held in early September 2023.

MARKETING AND ADVERTISING PROVIDING A PLATFORM TO ELEVATE NORTHALLERTON. Social Media Impact In the past year, Northallerton BID has worked hard to increase its social media presence, building strong followings across Facebook, Instagram and Twitter. We use our social media platforms to promote BID businesses and to keep the public and local businesses informed about our ongoing events and initiatives throughout the year.

Our most successful social media posts have been related to large-scale events and popular BID schemes. For example, our posts about the Jurassic Northallerton event reached a total of 155,000 people, while our Late-Night Shopping event reached 18,000 people Recognizing the importance of social media, we hired a social media and activities assistant

in January 2023 to maintain, grow and improve our social media presence. We initiated new strategies in January to achieve this goal.

We produced professional videos that showcase our ongoing work to improve Northallerton. The first two videos reached over 8,000 people, and we also revived our LinkedIn and YouTube pages, which are now gaining followers. Moreover, we launched Facebook competitions for BID businesses to promote independent local businesses in Northallerton. These competitions, which followed the format of Like, Share, and Comment, reached over 30,000 people and helped to highlight the wide variety of local independent businesses.

TV, Radio, and Billboard The Northallerton BID currently holds a 48-sheet billboard on Boroughbridge Road, which is a major thoroughfare in the area.

According to data, around 77,000 people pass by this billboard each week, making it an essential asset for informing the public about what Northallerton has to offer. Throughout the year, the BID has launched nine distinct campaigns, ranging from providing information about free parking on Sundays to promoting large-scale events such as Jurassic Northallerton. The organisation’s marketing efforts have emphasised the message “It’s ALL in NorthALLerton,” highlighting the town’s many attractive features. The BID plans to continue utilising this billboard to keep the local community, businesses, and public well-informed.

In addition to the billboard, the Northallerton BID has also run a 13-week radio campaign on TFM radio, reaching an audience of 107,000 listeners. The campaign, which ran during the summer holidays, used the tagline “It’s ALL in NorthALLerton” and covered a wide range of locations, including Teesside, County Durham, and North Yorkshire. The BID also produced its annual Christmas Sky TV Advert, which reached 54,000 households and made 314,000 impressions over six weeks from midNovember to mid-December. Data from this campaign showed that the entertainment

sector on Sky received the most impressions, with the ad appearing late peak time throughout the week, particularly on Thursdays. The BID intends to continue using these strategies to promote Northallerton and support the independent businesses in the area.

Events guide 2023 In January 2023, the BID initiated a new marketing project by creating an events guide that includes information like dates, times, and descriptions of all large-scale events. This guide was distributed through mail drops to over 7,000 people residing in the TS9 postcode, which has the highest postcode catchment area outside of the immediate vicinity. Additionally, the BID printed 8,000 more copies of the event guide to be distributed to the local community. The aim was to make it easier for the public to access all the necessary information in a convenient manner.

EVENTS AND NIGHTTIME ECONOMY ORGANISING AND HOSTING LARGE SCALE EVENTS ALL YEAR ROUND. Platinum Jubilee In early 2022, Northallerton BID resumed planning for its large-scale High-Street Road closure events. Throughout the year, we successfully organised and hosted two major events. The first event was a free public celebration on the High Street in honour of the Queen’s Platinum Jubilee. The event was a success and was delivered safely.

Jurassic Northallerton The second and most successful event was Jurassic Northallerton, which attracted between 7,000-10,000 people to the High Street to see the dinosaurs. Overall, the event was a huge success, achieving its goals of increasing foot traffic, dwell time, and exposure for businesses and Northallerton. We extend our gratitude to all our partners who helped

make these events successful and special. It is a testament to Northallerton’s perseverance and growth that we are able to organize free, safe events that attract thousands of people and achieve their objectives.

Summer of Fun In the middle of our large-scale events, we hosted our Summer of Fun. This ran for six weeks over 12 separate events which included different live walk about characters. A variety of different entertainment such as magicians, balloon modelling, Star Wars characters, Mario and Luigi and superheroes. This summer of entertainment proved to be very successful and was delivered on market days.

Community Events Throughout the year, the Business Improvement District (BID) hosts a variety of events for the community and local businesses. Recently, we proudly celebrated Northallerton’s recognition as one of the most dog-friendly towns in the country by organising Dog Days over two Saturdays, which resulted in raising over £1,000 for participating charities. In addition to this, the BID funded the Christmas tree and coordinated the Christmas light switch-on with our late-night shopping event, which saw several businesses staying open later for public convenience. Our annual snowman trail kicked off on December 1st, providing an excellent free activity for the public to enjoy and get into the festive spirit. Lastly, our final event for the year was the pancake race, where local schools and parents cheered on the participating children and businesses.

The event was successful, and BBC Radio York attended, presenting a valuable opportunity for business exposure.

FINANCIAL INFORMATION The directors present their report and the financial statements for the year ended 31 March 2023.

This report has been prepared in accordance with the micro-entity provisions of the Companies Act 2006 and in accordance with FRS 105 The Financial Reporting Standard applicable to the Micro-entities Regime.

From 1 April 2022, a new term for Northallerton BID began, with the BID having been re-elected by a substantial poll majority in Autumn 2021 and set to operate until 2027. During this year to 31 March 2023, Northallerton BID said goodbye and offered thanks to its former manager and coordinator and welcomed two new employees to drive the organisation forward for its second term. The BID has five main themes, with our expenses allocated to Appearance and Environment, Business Support, Marketing and Advertising, Safe and Secure, and Events and Night-Time Economy.

This year’s budget was divided across these different themes: Appearance and Environment (15%), Business Support (9%), Marketing and Advertising (58%), Safe and Secure (4%), and Events and Night-time economy (33%). Northallerton BID carried forward certain projects from the previous term, such as a recycling program for cardboard, an online crime reporting system called DISC, breakfast networking meetings, summer events, and Christmas activities. A fresh marketing campaign called “It’s ALL in NorthALLerton” was introduced as the new catchphrase for all marketing efforts, with plans to expand this theme throughout the BID’s second term.

Since the pandemic disruption, Northallerton BID has reintroduced large-scale events. They hosted a Platinum Jubilee celebration for the late Queen Elizabeth II, alongside Jurassic Northallerton. The BID invested in increasing coach party visits to Northallerton and improving advertising, processes, and offerings for coaches. They also sponsored the Christmas tree and festive lighting, along with a Snowman Trail. The Christmas TV Advert reached 55,000 homes and had over 300,000 impressions on the target audience over a six-week period. For the community and businesses, the BID hosted several local events such as Dog Days, Job Fair, and Pancake Race.

Businesses have found Shopwatch and Pubwatch programs to be immensely valuable, and the BID has taken the initiative to invest in its second CCTV camera to assist in boosting the safety and security of Northallerton. The BID funding for use on these initiatives was collected quarterly in arrears by Hambleton District Council.
