Welcome to the 2017-18 Annual Report for Northallerton Business Improvement District Company Limited. Northallerton Business Improvement District (or BID) was established in May 2017 after a successful ballot of 208 eligible Northallerton businesses and this document is the first of its annual reports which are a statutory requirement for its members.

The BID proposal set out five areas which businesses wanted the BID to tackle and so this report is made up of 6 sections.

The first five tackle the five key objectives of the bid

Marketing Northallerton - Raising our profile The BID published its marketing strategy in 2017 and immediately set about delivering on its objective to raise Northallerton’s profile locally, regionally and nationally through an in-depth communications strategy. In Autumn 2017, we launched our new brand and two months later a new online presence www.lovenorthallerton.com including social media on Facebook, Twitter and Instagram since this launch

Ready for the busy Christmas shopping season we launched our first LITTLE BOOK OF OFFERS with 25 money saving vouchers from BID businesses, designed to attract new and repeat customers. The first book (10,000 print run) was an immediate success with 12.3% of vouchers redeemed with average spends of £19 per voucher with some vouchers attracting spends of over £3K to participating businesses.

Improving on the night time economy One aspect of Northallerton which has a real capacity for growth is our night time economy (NTE). The introduction of new venues such as the Potting Shed and Uno Momento on Friarage St have given Northallerton’s night time offer a welcome boost.

and Pub/Brewery Trails of which 40,000 copies are printed and distributed throughout Yorkshire. This activity was supplemented by signposting all eligible businesses to the public house rates relief scheme which saves them ÂŁ1,000 a year off business rates.

The BID has also fostered several collaborative partnerships, for example with the Forum Northallerton and Golden Lion Hotel who now have partner offers and special rates for visiting performers.

Future projects include Purple Flag Accreditation, a Northallerton Night Bus and Street Food events in the early evening.

Quality appearance and environment Northallerton has the potential to improve its appearance and the BID has been tasked with bringing forward projects which improve the appearance of the town and the local trading environment.

In the first year of operations, Northallerton BID has trialled a new chewing gum removal scheme with Gum Zappers which removed over 12,572 pieces of gum from the High Street and two of the local ginnels, New Row and Central Arcade. We are currently seeking approval from North Yorkshire County Council to roll out this scheme all over the High Street this year. In 2018 in partnership with Hambleton District Council, 8 new footfall counters were installed all along the High Street to assist us in measuring our performance in key statistics such as High Street footfall.

Northallerton BID have also been working with local landscape architects to publish a place strategy for Northallerton which will act as a design guide for developers and help protect the architectural heritage of Northallerton and the look and feel of our busy High Street. We are also working with Hambleton District Council (HDC) on a project to wrap the windows of empty shops on the High Street to make them look more attractive to visitors and businesses alike. As part of our mission to bring more public art to Northallerton, we partnered with HDC, Wykeland, Joe Cornish Galleries and Paul Berriff to cover the hoardings at the Treadmills development site with black and white photography of 1960’s icons. At Christmas time the BID also conducted a trial for 3ft LED lit Christmas trees and placed 10 trees at 3 locations throughout the town to trial them ready for the festive season in 2018, this trial was successful and therefore a large festive lights campaign is now planned for 2018-19.

Safety and Security Northallerton remains a safe and secure place to do business but unfortunately there are rare occasions when crime does happen. The BID are committed to introducing measures to further protect local businesses from crime.

Northallerton BID meets monthly with the Safer Hambleton Coordinator and local Police Sergeant to ensure communication is facilitated between businesses and local authorities. The BID also has two Shopwatch radios, which it loans to businesses who have not signed up to Shopwatch with the aim of demonstrating how valuable Shopwatch is to preventing retail crime.

To plug a gap in our CCTV coverage of the town, the BID have also funded a new CCTV camera at the Low Gates area to cover the businesses in this location. The BID also support the local Street Angels team with the BID Manager, Julia Chance sitting on their steering group. New in 2018-19 is the trial of Sentry SIS (an online crime intelligence scheme).

Supporting Business In the first year of operation, Northallerton BID supported a total of 77 businesses with a mix of business support, including skills masterclasses, business networking at our popular Northallerton Means Business events, First Aid at work training, business rates relief advice, Drive card fuel discounting, grants signposting and savings on costs for telecoms with Meerkat and energy costs with local consultants. In 2018-19 we plan to introduce a trial scheme for recycling cardboard with Yorwaste, which we hope will save businesses hundreds if not thousands of pounds a year and increase the amount of cardboard recycled in the county town.

As a voluntary member, the BID has provided a way of developing networking with other businesses and provided lots of useful business support sessions. All this has helped us think about what we can do to grow the Forum’s offer.

Expenditure was used to fund a Wimbledon Live event, footfall counters, gum removal, a Real Ale Trail, a Dog Friendly Map, Shopwatch and Sentry SIS development, Northallerton Means Business events, Masterclasses, training and BID newsletters, website development, two editions of the Little Books of Offers and festive tree trials. Funding was collected by Hambleton District Council and received quarterly in arrears, hence the last quarter’s funding was received after the year end date and will be used to fund projects in 2018-19.
