How to pull off the mirror trick Bigger is better in small spaces MEGAN BUERGER THE WASHINGTON POST When designer Colman Riddell and her family moved into a converted 19th-century stable in Georgetown, she inherited a colossal, ornate mirror from the previous owners that stretched more than eight feet tall. It was, by all accounts, a statement piece. “It’s impossible to ignore,” she said. “It dictated just about all of the decor.” With 23-foot ceilings, Riddell wasn’t concerned about making the space appear taller, but she did want the small living room to feel more airy. The mirror became her handiest tool. She placed it above her fireplace between two sets of stainedglass windows and, at first glance, it almost looks like

a window itself. “Decorating small spaces is 75 per cent visual manipulation,” she said, “and mirrors are hands-down the best way to trick the eye. They can make it seem like you’ve got way more square feet, height and light than you paid for.” It’s no secret mirrors can help a small space breathe. Often used in restaurants and hotels, they create the illusion that an area is larger and better lit. And because they take up very little room, those in cramped quarters can and should go nuts: Cluster them on the wall instead of art, flank the guest bed with a pair of mirrored nightstands, place a large floor mirror in the foyer. There are few rules when it comes to mirrors in small spaces, but there are ways to get the most out of them. Here are four.

1. Go big:

can actually make a room appear cavelike and cluttered. Large mirrors are particularly effective in tight

areas such as hallways or office nooks, whereas small mirrors emphasize only the lack of space. The one exception to the

bigger-is-better rule: mirrors that are dominated by a bulky frame.

Growth not to blame for city blowing budget STU NIEBERGALL A few weeks ago I was reading a story where the City of Regina was explaining why the city blew its snow budget by more than $1 million yet again. The caption stated that “Regina’s growth and harsh winters” were the cause. The city spokesperson went on to explain, “our budget and our activities are purely weather dependent” and listed numerous factors that impacted the city’s snow budget from equipment breakdowns and damages, to contracting out and storage site costs. As I continued to read, I noticed there were no actual comments explaining how growth contributed to the city exceeding its winter maintenance budget. It is easy to assume that growth results in more roads, from which snow will need to be cleared at greater expense to the city, and

therefore, this would be the reason for a cost overrun. However, I am going to suggest that as intuitive as this may seem, it really does not ring true. This snow removal story ends up being just another example of how the city often defaults to growth when explaining why they have exceeded budget. They continue to suggest over and over again, and reinforce the message at every opportunity, that growth is a cost to the city. Not only is this not true, but seeing growth simply as a cost is a very limiting perspective. First of all, I have explained many times in this article that in Regina, growth pays for growth. Community developers pay for the infrastructure that goes into Regina’s new neighbourhoods, including roads, sidewalks, parks, lighting, sewer lines etc. Growth also puts demands to expand infrastructure outside of the new neighbourhoods and developers pay for this as well, through servicing agreement fees collected by the city. Second, not only is growth not a cost to the city, but it actually has tremendous benefit to the commu-

nity, and that is the lens through which growth should be viewed. Regina citizens benefit from the growth of our city. Growth creates and maintains jobs. With Regina’s relatively recent prosperity, instead of youth leaving our city to seek jobs elsewhere, there are opportunities right here at home. Growth also produces higher wages resulting in a higher standard of living for our citizens. More economic prosperity creates greater potential to reduce unemployment, social problems and poverty. Growth also provides a wider tax base for the municipality and the province to draw from with an increased number of homeowners and from an expanded and prospering business community. This in turn provides greater opportunity for the municipality to invest in improved public services and for the province to invest in services such as health and education. Educational institutions also benefit from larger enrolments that create more opportunity to build improved programing for students and the community. Also consider the amount of heathcare professionals and specialists

our city has gained from a growing community, where people are choosing Regina because of the opportunities that have been created here. Even in the industry I represent, residential construction’s investment of over a billion dollars in the Regina economy over the past year has created thousands of jobs, millions in wages that showed up in purchases right across the entire regional economy, and millions of dollars in taxes and fees to fill government coffers at all three levels. For the skeptics, ask how much more difficult it would be to raise the standard of living for Regina citizens without a growing community. No one should better understand the benefits of growth then us, because a couple of decades ago when people were leaving our city and our province, we were not attracting more doctors, we were trying to hang onto the doctors we already had. We did not have more businesses paying taxes, we had fewer businesses that had diminishing ability to pay increasingly higher taxes. Some may argue that growth does not cover the future operat-

ing cost of the infrastructure in the new neighbourhoods. However, even this is not the case. For starters, from an infrastructure perspective those new neighbourhoods are cash flow positive. The infrastructure is brand new and will not require replacement for at least 30 years. What about all those parks that have grass that needs to be cut? Then there is the snow removal question; what about all those new roads that require snow to be removed? Well, all those new roads that now need to be cleared have new residential and commercial properties surrounding them. That means for the City of Regina, new taxes and greater revenue to pay for those additional costs. We do ourselves a great disservice when we blame growth as an increased cost to the city. It is time to change the conversation about growth in our city. Rather than talking about growth as a cost, it is time to look at it in the light of what it truly is — an investment in the future of our community. Mirrors Let light bounce around room

All too familiar with the frustration of assembling Ikea’s ubiquitous flat-pack furniture? The Swedish company has released a new living room storage line, Regissor, that aims to frustrate users less. The line, which includes a bookshelf (and variations of it), and a cabinet and a coffee table, does not require tools to assemble. Parts can be quickly put together by hand with patented wedge dowels by clicking the pieces. Ikea’s thinking was that by making it easier to assemble their furniture, people who may have found it challenging will now become fans. If space is tight, don’t waste it with an elaborate frame. West Elm’s 2.5-by-6-foot Floating Wood Floor Mirror ($399, westelm.com) and Pottery Barn’s 3-by-6.5-foot Oversized Leaning Floor Mirror ($799, potterybarn.com) both emphasize the reflective surface and would be an elegant addition to any room.

2. Get creative with placement: Floor mirrors shouldn’t be relegated to the bedroom or closet. Place one in the living room behind an accent chair to open up the space, or by the front door to make a powerful first impression. Riddell says the most successful entryway she’s ever seen was a 4-by-4-foot space in which the door opened to a gigantic leaning floor mirror. “It was the most glamorous surprise,” she said. Peake likes to place statement mirrors in unexpected places, such as her office conference room. “They’re visual architectural details that act like paintings but are cheaper and more strategic because they open the space up,” she said. But for some, mirrors suggest narcissism, so be deliberate. Avoid the dining room, where they could

distract from conversation, or at least put them at eye level so they won’t be in the way when guests are seated. And if you want a mirrored ceiling, the detail is best limited to a hallway, Peake says, and only with a professional glassworker doing the installation. Warning: It will be pricey.

3. Reflect and amplify light: If you’re

looking to add light to a stuffy space and window or skylight construction isn’t an option, a mirror can do the trick. Hang it directly across from a window to bounce light off the mirror’s reflective surface and seemingly double the amount of light. The Hall of Mirrors at the Palace of Versailles famously uses 357 mirrors that amplify light from 43 hanging chandeliers and reflect the windows to the gardens outside. Without the mirrors, one could say the hall would be half as arresting.

4. Consider mirrored furniture, within reason:

When it comes to mirrored furniture, less is more, lest the room end up looking chintzy and g arish. Mir rored glass is a statement material, much like clear glass and crystal, and is most g l a m o r o u s wh e n used in small doses, like a mir rored jewelry case or knobs on a white chest of drawers. Anthropologie sells Silvered Mirrored Knobs in seven styles ($8 to $10 each, anthropologie.com) that make a perfectly subtle style statement.

A man in Ontario is facing 30 days in jail because he was doing electrical work without the proper licence. According to the Electrical Safety Authority (ESA), this is the first time in Ontario anyone has gone to jail for an offence like this. What do I think? It’s about time. This guy was also found guilty of using a fake certificate, failing to get inspections and leaving unsafe electrical conditions at four homes. Not to mention, he was a repeat offender. As part of his sentencing he was placed on two years probation. I wager there are dozens more people out there doing the same thing. The problem is you fine them, they pay the fine, and because they’re making more money than the fine costs, they move on and do it again. The media has been abuzz with this story. Is the sentence too severe? Did he deserve this? Some people are saying the problem is the system — permits are too expensive. Let me tell you something — permits aren’t that expensive. An electrical permit on a small job is about $30. We recently did a big job on a house that required just over $6,000 in electrical work. The electrical permit was $130. For $6,000 in electrical work, $130 to check that it’s safe and up to code is OK in my books. Is jail time too severe?

Too many homeowners think it’s OK to hire someone on the side, pay them cash, not pull any permits or get an inspection, and then seal up the work. The thinking is if there is a problem, insurance will take care of it. But let me fill you in on a little secret: Insurance companies are getting fed up. They will investigate and bring in as many people as needed to figure out why they should give a homeowner hundreds of thousands of dollars to repair their home. If they find out you didn’t follow the rules and hired the wrong person just to save a few bucks, you won’t see a cent.

Always hire licensed professionals. Unfortunately in this case, the homeowners thought they did. Every province has its own regulations for contractors and trades — some are controlled at the municipal level. But the bottom line is that whoever is in charge — province or city — has to take a clear stand on what can and can’t be done, and if it means sending people to jail, do it. Unsafe work that puts families at risk is unacceptable. It’s time we see more authorities take these kinds of measures to stop these crooks, because that’s what they are. They’re not contractors. These are people that go out there with one pur pose: To screw over anyone they can to make money. To me, that’s criminal. It’s a serious problem, and I’m happy to see people finally smartening up and not letting them get away with it.
