decorating successfully with even the most complicated colours.

It might be practical, of course, to decorate your home with neutral colours and muted earth tones. No need to worry about colours clashing if most everything is white, beige and light brown. But what if you’re a fan of vivid orange, lime green or a luscious shade of lavender? These colours can be tricky to use successfully in decor. But you don’t need to avoid them, says interior designer Brian Patrick Flynn, creator of the Flynnside Out design blog. Just use them carefully. “It’s a game of balance,” Flynn says. “Once you get that right, just about any colour can be spectacular.” Here, Flynn and two other designers — Kyle Schuneman of Live Well Designs and Betsy Burnham of Burnham Design — share advice on

Pick one wild shade For a client who loved lime green, Schuneman covered one dining room wall with wallpaper that combined bright lime green with a muted sage green. He painted the other three walls in the neutral sage. That way, the client could enjoy a favourite colour but the room didn’t feel overwhelming. “There can only be one star in a room,” Schuneman says. “If you want a bold colour, then you already have your star.” Bur nham agrees: “Orange next to screaming lime green next to fuchsia,” she says, “doesn’t belong in a grown-up space.” But fuchsia paired with olive green can look chic. Costs of home ownership more than materials STU NIEBERGALL Late last month, Regina city council gave its assent to the City of Regina’s interim phasing and financing plan. This is a plan that outlines residential growth over the next few years, and determines how infrastructure related to growth, but that is outside of the new neighbourhoods, will be financed. In Regina, growth pays for growth. In other words, community developers pay for all of the infrastructure that goes into Regina’s new neighbourhoods. However, growth puts demands to expand infrastructure outside of the new neighbourhoods and to finance this, the municipal government charges the developers servicing agreement fees (SAFs). The interim phasing and financing plan defines what these fees will be over the next

two years. The plan is an interim plan, because fees and growth plans for the long ter m will be deter mined through a formal policy review process, which the city is just getting underway. The interim plan is proposing significant increases in servicing agreement fees that range from 15 to 39 per cent over the current rate — on top of 253 per cent in increases over the past nine years! The plan also results in off-loading additional costs estimated between $50,000 to $80,000 per hectare of land. The city states that the proposed SAF rate increases will “only” amount to between 3.1 to 4.1 per cent of the cost of a new home. It has been suggested that this is only a small part of the price of a new home that has increased by over $200,000 since 2006. What is missed in this thinking is that this is on top of the 15-17 per cent of other municipal fees and government taxes already embedded in the cost of a new home. This should not be misunderstood as the city

is the reason that new home prices are where they are at, but that the city fees and levies are part of the many costs that go into delivering a new home to individuals and families. Development fees and levies must be understood in the light of what they truly are — a cost on new home buyers. We have asked that the same cautious approach the city takes regarding increases to Regina taxpayers also be applied when it comes to increases for new homeowners — many who are young families just starting out, or are immigrants to our city. With the rise in housing costs since 2006, 20,000 first-time homebuyers have been locked out of the market — young families who, with the increased price of housing no longer qualify to obtain a mortgage. The City of Regina has a vision of becoming Canada’s most vibrant, inclusive, attractive, sustainable community, where people live in harmony and thrive in opportunity. How does lock-

ing out a generation of firsttime homebuyers fit in with this vision? City council has embraced a growth agenda for our city, and Regina has been growing and thriving in opportunity as it has become an attractive place to live and to invest. Housing affordability has played a vital role in this, providing our city with a key competitive advantage. Losing this competitive advantage, has the potential to undermine the growth and prosperity that benefits us all. We cannot take our growth for granted. When development costs increase, so also does the cost of doing business in our city. If costs continue to rise, investors will look elsewhere, like to the RM of Sherwood, creating the type of sprawl or leapfrog development, that such instruments as the Official Community Plan (OCP) are trying to avoid. We need only look to places such as Ottawa and Calgary for examples. Home builders are already telling us that our

cities’ growth can only be sustained, as long as developers bring lots to market at an affordable rate. The city’s rational for increasing development costs is the new stadium, and waste water treatment plant, have used up most of the city’s borrowing capacity. Yet, Regina’s per capita municipal debt limit is significantly lower than other cities. Our proposal to increase the city’s debt limit in order to support growth was a missed opportunity of the interim plan. We also advocated for a payback period in the model that matches the life of the asset. Financing for the new stadium and the waste water treatment plant is based on a 30-year payback period, but over $700 million in residential growth-related infrastructure must be paid back in less than 20 years. Essentially the servicing agreement fee funding model acts as a disincentive rather than an incentive for growth. It fails to provide the right tools to build capacity financially for the

city to fulfil its obligation to deliver infrastructure now and in the future. Since 2009 the city has been agreeing to explore alternative mechanisms for funding infrastructure. In 2010, the city manager said it is time to roll up our sleeves to get this work done. It is 2014, and we are still waiting. Coun. Mike O’Donnell said it well at the June 23 council meeting when he said that residential growth and policy pertaining to this are the biggest items that the city deals with — bigger than the stadium and bigger than the waste water treatment plant. Coun. Barbara Young said that community developers and home builders play such an important part in our city. Without them, we would not have our homes and our neighbourhoods. That is why it is so vital that the residential construction industry, Regina citizens and Regina’s growth needs the city to work more closely with our industry in the larger formal policy review in order to get it right.

Adjust your shade When clients are considering a very bright colour, Flynn often advises them to choose one “two shades lighter or less saturated than the one they’re iffy about.” “Nine times out of 10,” he says, “they end up still getting the effect, but without the colour becoming too saturated to live with.” No matter what the colour, all three designers recommend picking a shade that’s got some grey mixed in. For a living room done in shades of purple and lavender, Burnham chose a sofa fabric that was a mix of grey and purple, and used a white paint infused with a bit of grey on the walls. “Grey has a way of calming a colour down,” Schuneman says, making it “feel velvety and more soothing.”

Accents, not walls “T here are lots of w ay s t o i n c o r p o r at e colour without having to commit to a wall colour,” Schuneman says. “Paint an old media cabinet in a bold purple to make it a hot conversation piece.” Taxicab yellow walls would be awful, says Burnham, but one bright

If your heart is set on a tough colour and you’re not content with adding just a single accessory, Burnham suggests consulting an expert. Many interior designers will do a colour consultation, walking through your home to discuss how favourite colours might work there.

Embrace the blues Rather than layering a room with creams and beiges, Schuneman suggests blues. “I actually think of blue as a neutral,” he says. “I love it and always have it in my house, and have used shades from sky to royal to navy.” Even vivid blues can have a calming effect. “Everyone gravitates to oceans and lakes, and it makes people feel good,” Schuneman says. Flynn says the payoff can be fabulous. “To make a splash with blue in a bold way, I suggest using Klein Blue, also referred to as electric blue,” he says. “It’s got a ton of purple mixed in, so it feels rather royal. And when you mix it with red, it’s magical.”

If your home needs new siding, start planning now. Siding or cladding protects your home from the elements — especially precipitation — making it less vulnerable to mould, rot and all their related issues. When it comes to materials, the three leading contenders are usually aluminum, vinyl and fibre cement board. In the past, siding was made from wood and it was called clapboard, which is just painted wood cladding, and it’s still around today. But wood requires maintenance, and clapboard needed to be painted every couple years. Even stained wood siding needs restaining. Some wood siding products come with a 50-year warranty against decay, or a 15-year warranty on the stain, like Maibec. I’ve used Maibec on a lot of projects and so far I like what I see. But these are superior products that not every homeowner can afford. So people started looking for an alternative to clapboard to save time on maintenance and money. That led us straight into the age of the aluminum siding, which became popular because it was basically maintenancefree, durable, and cheaper than wood. It was also textured to look like clapboard, so homeowners weren’t shocked by it. But aluminum dents and scratches, and the finishing fades. Homeowners wanted a product that wasn’t just maintenance-free but looked

But no matter which product homeowners choose, proper installation is key to its performance and longevity. a little more sophisticated, too. Enter vinyl, which is now one of the most popular exterior siding materials. It’s usually installed above a brick veneer around the base of a house, helping to keep costs down. You don’t want vinyl siding near the ground — it’s more likely to crack and develop mould. But even above ground, vinyl siding can become brittle and crack, exposing the sheathing below to moisture — strike one. After all, it’s a plastic product, which brings me to strikes two and three: it’s not environmentally friendly and it’s a fire hazard. If you have two homes six feet away from each other and both have vinyl siding, if a fire broke out, all it would take is five minutes for the flames to spread from

It’s expensive, and difficult to work with, cut and install — you must hire a pro with plenty of experience working with and installing it, which could cost you more in labour. Plus, when cutting fibre cement board the area needs to be well-ventilated and you must wear a respirator. No matter what type of siding you choose, installation is key to its durability and performance. I’ve seen jobs done with the best siding products money can buy, but poor installation led to rot and mould everywhere. Also, a siding warranty can be voided if the product is improperly installed. The right installation usually means installing weath-

er-resistant house or building wrap over the sheathing, below your exterior cladding — vapour permeable on the exterior walls, so moisture can escape, and impermeable around windows and door jams so moisture can’t reach the structure below. Vertical strapping is added on top of the sheathing. This allows for air movement, so any water that gets in behind the cladding can evaporate. The last step is the exterior siding. The right products help make your home better and healthier, but you also have to hire the right professionals to install them so they stand the test of time. It’s all part of making it right. Paint by numbers and learn all the tricks of the trade LISA EVANS POSTMEDIA NEWS While painting can be a doit-yourself project, Sharon Grech, colour and style expert at Benjamin Moore, says inexperienced painters can make costly errors. Here are her tips to avoid the most common painting nightmares:

1. PAINT PEEL-OFF

Problem: When paint isn’t given enough time to cure, freshly painted surfaces can stick together, causing rips in the paint when they’re pulled apart. This happens most often with doors and door frames. Solution: While the most obvious way to prevent paint from sticking is to keep the

door open as long as possible, Grech has another trick up her sleeve. Before you close it, put a little Vaseline on the side of the door, she says. “That can help seal the paint so it won’t come off.” Avoid putting too much paint on your roller or brush as it will take longer to dry. A gloss or semi-gloss paint can also help avoid paint sticking as glossy paints are more durable and stick better to the surface.

2. PAINT BLISTERS

Problem: Paint blisters can make your wall or ceiling look as though it has chickenpox. These air bubbles occur when there’s a loss of adhesion between the paint and the underlying surface. While there are many reasons paint bubbles occur,

To find out if a surface is covered in an oilbased paint, Grech rubs nail polish remover over a small area with a cotton ball. “If it doesn’t come off easi-

Solution: She recommends using a 10- to 15-millimetre nap and rolling it in the tray a couple of times to make sure the nap is completely covered in paint. If the nap isn’t completely covered, air can become trapped in the roller, causing air bubbles.

Problem: The other blistering culprit is moisture. If you’re painting the bathroom in an older home and it hasn’t had adequate ventilation, for example, there could be water trapped in the wall. When you put paint on the surface the water tries to pop through. Solution: Sand the surface to get a smooth finish and prime before applying a quality interior paint.

4. LAP MARKS

Problem: Moving a roller straight up and down the wall can cause lap marks, or stripes, as the edges of the rolled paint dry slower than the centre. Solution: To avoid lap marks, Grech recommends painting using the W technique. You start in the corner of a wall and roll a W pattern, filling in the paint as you go without lifting the roller.

3. PAINT BUBBLES & CRATERING

Problem: The appearance of tiny bubbles that resemble a popcorn ceiling is another painter’s nightmare. When these bubbles dry, they open up, creating small craters. Grech blames poor-quality rollers for paint bubbles.
