Dear Friends, Chances are, if you live in Umatilla County, and are involved in business, civic, or non-profit work, you have most likely met Susan Bower. For the past 16 years, ever since stepping foot into Pendleton, Susan has set out to help others thrive.

Susan has served hundreds of clients as the CEO of her business, Eastern Oregon Business Source, which offers professional development, leadership mentoring, strategic planning, grant writing, workforce initiatives and economic development. The team at Eastern Oregon Business Source will continue the work Susan has dedicated much of her professional life to, while she pursues the prospect of becoming the next Umatilla County Commissioner.

Susan’s childhood helped to shape the thriving adult she has become. She spent her formative years in Mt. Vernon, Ohio, where her dad was a factory worker for 38 years. With an older brother and older sister, Susan entered the family two years before her dad retired, which meant she spent a lot of time with her parents throughout her childhood.

“Mom was shy and hard working. She was born in 1930 and was a child after the depression. She was good at saving money, and she made the most with what she had. She believed you tithed first, then you paid yourself, then you paid bills. We learned how to manage money from our mom, we learned how to take care of our health from our dad.”

Her dad, on the other hand, was born in 1913 and lived through the depression, which shaped his philosophy on saving money and recycling. He also almost died from an illness as a child. His mom would put him in a box by the stove to keep him warm while he slept.

“We were involved in county fairs when I was young, and I remember having long chats with my dad along the way. He taught me the importance of going to school, how to be independent, and about the essential role of family.”

He was a bit on the serious side and insisted that Susan vote as soon as she was old enough to do so.

Susan is married to Dr Andrew Bower, a Pendleton surgeon, and together they have two children, both of whom are graduates of Pendleton High School and are both now college students.

As your Umatilla County Commissioner, Susan will continue to make a strong, positive impact on Umatilla County. She is committed to moving the county forward with public/private partnerships and diversified sources of income from the state level, federal funds, and available grants. She is dedicated to the entire county and the people who call Umatilla County home, and she will proudly serve as your Umatilla County Commissioner.

THE FUTURE IS OURS TO SHAPE THOUGHTS FROM THE CAMPAIGN TRAIL

These last months have been incredibly rewarding for me as I continue to learn more about our communities and what makes each so unique. From the people that call Umatilla County their home, to the businesses that help our corner of the state continue to thrive economically; I have an even deeper appreciation for all things Umatilla County. I cannot begin to tell you how excited I am to become your next Umatilla County Commissioner.

This area has been good to me and my family and I want to serve as an elected official as a way to give back and to share time, talents, and passion.

The past month has been filled to the brim with candidate forums, get-togethers, community conversations, one-on-one conversations, zoom meetings, and guest speaking opportunities. I am thankful for my friends that have spent their valuable time helping me by handing out flyers about my campaign and taking yard signs around the county. I have enjoyed visiting with people while my friends and I have been out canvassing in the neighborhoods. Supporters have come out of the woodwork to help in various ways, and the endorsements I continue to receive have been humbling. Check out the campaign Facebook page for a look at all that’s been going on. The most important part of the campaign experience for me has been talking with people about what keeps them awake at night. Deep down, we all want the same things…to live and work in a place that is safe, desirable, with opportunities for growth and that which provides our youth a solid foundation for life. I am committed to sharing my business sense in government and to help Umatilla County employees provide the best service and most relevant programs possible for the good of all our communities. I am committed to actively supporting smart economic growth while making sure we are addressing real community needs and concerns. I have a track record of bringing people together, to work together, and to making things better. I do so in a way that people are motivated to work hard, feel inspired, and that they understand what an important difference they are making.

I am so ready for this job to start. I feel it to my core, I was made for this work. My experience, education, and leadership opportunities have prepared me to represent and advocate for every person in every community across Umatilla County. Building community is what I do. It’s what I have done. Building community is what I will do as your county commissioner. Please vote for me in May!

Why I Want to Serve in an Elected Public Service Position My family and I are proud to call Umatilla County home for our children and our businesses. I have worked with every community in Umatilla County as a strategic planner, grant writer, teacher, and public speaker at some point since moving here in 2005. I have also helped the Confederated Tribes of the Umatilla Indian Reservation as a youth entrepreneur teacher and facilitator for leadership meetings. I know the area and understand our needs. I have a deep respect for the history and traditions and am invigorated at the progress and possibilities for the future.

I am energized by working with people to identify opportunities, to understand the root cause of problems, to develop a vision and a plan to make a difference. I am a firm believer in leaving things better than I found them. I have an intrinsic motivation to serve people and to generate tangible longlasting results from the things I am involved with. I am enthusiastic and positive about the work I take on and my energy and example get others involved. Good things happen when a team of people work together. I have an eye for talent and an ability to make teams stronger. I have a strong business background involving administration of a large budget, across a geography of 5 counties and leadership of 400 subject matter experts in their fields. I have the experience, the leadership style we need to make big decisions and to shape our future. I have a track record of making a regional difference by working well with other people. My experience comes from rural, metropolitan, non-profit, for-profit and governments across the United States.

This is an exciting time for Umatilla County and the region in general. Economic development is at an all-time high. People are moving into the area. Housing developments are going up everywhere. Our tax base is growing. With growth comes responsibility and change. The decisions we make today will affect future generations and what our community will be like. As your Umatilla County Commissioner, I will give my undivided attention to the job and proudly represent the residents and businesses of Umatilla County. I will build strong relationships with regional partners. I am a collaborative leader with a regional vision. I have an ability to ask questions, to find answers, and get to the root cause of an issue; with a forward focus on what we can do to make things better.

What I will do as your Umatilla County Commissioner to Enhance our Quality of Life My vision is for Umatilla County to be a community where people CHOOSE to live, work and raise a family. A place where EVERY person, business and non-profit organization can thrive and fulfill its purpose.

Residents and businesses benefit by having a healthier environment, more public safety, family-wage jobs, better schools, access to healthcare here at home, choices for housing and an increase in mental health and opioid addiction awareness and resources. As we consider the social and financial impacts of growth we will regionally make a difference county-wide!

Here is my specific plan and personal commitment: 1- Focus on being a helpful resource, adding value to existing efforts all across the county. (I have dealt with mental health crises in my family and I have a psychology degree).

2-Increase meaningful communication between Umatilla County and mental health providers to raise accountability to an unprecedented level of expectation.

3-Work with leaders to consider the social impacts of economic growth and change. Ensure current needs and future community needs are planned for. Invest in programs and services that help everyone. (People have been hiring me to do this for 30 years...16 of which have been in Umatilla County!)

4-I will work directly with cities, businesses and non-profits to identify creative ways to partner. I will advocate for state and federal funding to better meet community need for mental health care. (I have led and helped nearly a dozen public private partnerships come together to make a difference…this is what I do!)

5-I will work with all cities county-wide to keep residents informed and a part of quality of life/livability conversations.

6-I will review county commissions and advisory boards to ensure relevancy of topics and full representation of the population served in Umatilla County. I will create new advisory groups for current unmet needs and interests and use a multitude of ways to get the word out to EVERYONE when there is a position available to serve on a new or existing committee.

What I will do as your Umatilla County Commissioner to promote Regional Economic Development I am dedicated to planful regional growth for the good of all. Here is what I will do to ensure regional county-wide economic growth. Residents and businesses benefit by more jobs, more tax base to invest back into communities, more students in our schools and more choices to shop and get services! Planning regionally makes a difference county-wide!

I am currently enrolled in the Economic Development Institute with the University of Oklahoma - the only nationally recognized program.

Here is my specific plan and personal commitment: 1- Focus on being a helpful resource, adding value to economic growth efforts all across the county (as I have been doing since 2006, I will do more of this as part of my job as County Commissioner because I have the skills and experience to do it). I built a nationally award- winning program for Umatilla County, the Regional Capacity Building Initiative, and I will make sure it continues.

2-Increase meaningful communication between city leaders in the spirit of looking out for everyone’s future.

3-Work with leaders to consider the social and infrastructure impacts of economic growth. Ensure current needs and future community needs are planned for. Invest in programs and services that help everyone. (People have been hiring me to do this for 30 years...16 of which have been in Umatilla County!)

4-I will work directly with cities and businesses to identify creative ways to help pay for growth. I will share the information and network that I have gained by completing the nation’s only Economic Development Institute. (I have led helped over 125 county-wide businesses open, grow, and thrive already...this is what I do!)

5-I will work with all cities county-wide to keep residents informed and a part of growth conversations.

What I will do as your Umatilla County Commissioner to ensure Organizational Health I am dedicated to the organizational health of Umatilla County as one of the area's largest employers (over 300 people!) Here is what I will do to make sure the internal culture of the county is trained, supported, and valued.

Residents and businesses benefit by getting better service, seeing happy employees, less turnover, and working with knowledgeable staff with a can-do attitude.

Here is my specific plan and personal commitment: 1-Maintain/Increase focus on professional development of all employees and personally be a BIG part of it (as I have been since 2013, I will do more of this as part of my job as County Commissioner because I have the skills and experience to do it) 2-Increase internal communication by routine, compassionate and productive contact with all county employees. I will be visible, accessible, and approachable.

3-Work with county staff to assess each program and service and make changes to ensure current community needs are met. (People have been hiring me to do this for 30 years...16 of which have been in Umatilla County!)

4-I will work directly with management to identify more revenue sources for County programs and services. I will personally write grants, teach staff to write grants, and develop the county to be a community resource for cities and non-profits for grant writing. (I have led efforts to bring over $5 million to area non-profits already...this is what I do!)

5-I will have regular office hours dedicated specifically for county employees to talk with me or get help.

I am running for seat number one to follow retiring George Murdock. My running mates are Cindy Timmons, Jesse Bonifer, Alvin Young, Bob Barton and David Nelson. I bring over 30 years of administrative and leadership experience in banking which has many similarities to local government. I have built a consulting business through which I have helped governments, nonprofits, and businesses of all sizes make decisions, coach for better leadership, and strategically plan for the future. I have developed many programs for our area and have been responsible for numerous public private partnerships that continue to make a difference in our region.
