Hello Again, LO Community!

Welcome to our much-anticipated Summer Activities Guide! As the warm sun beckons us outdoors, our parks, camps, and programming become vibrant hubs of community engagement, recreation, and endless possibilities for fun.

This summer, we have curated an extraordinary lineup of activities, camps, and events designed to cater to diverse interests and age groups. Whether you are a nature enthusiast, sports fanatic, enjoy arts and crafts, or simply seeking a relaxing escape, we have something for everyone.

For families, we have an array of kid-friendly activities and camps, from interactive nature walks, swimming at the Swim Park, paddle boarding on the Willamette River, camps that teach you how to grow organic foods, plus the opportunity to enjoy the many parades and festivals throughout the summer. Let your children's imaginations run wild in our playgrounds. Join us for family movie nights under the stars, or take in one of the many summer concerts and enjoy the bounty at Farmers' Market.

Our commitment to fostering a sense of community extends beyond traditional recreational activities. This summer, we are thrilled to introduce workshops and classes on wellness, mindfulness, and sustainability. From outdoor yoga sessions, our very own Fit Spot, and informative talks on eco-friendly practices, there is an opportunity for personal growth and connection with like-minded individuals.

Plus, check out the progress on the 2019 bond projects we have under construction in Lake Oswego on pages 44-45.

Better Bones & Balance

Better Bones & Balance® is based on research from Oregon State University. Study participants who performed balance and strength exercises using weighted vests reduced their rate of hip bone loss and reduced their risk of falls. The BBB classes are designed to gradually improve balance and strength to avoid falls and maintain independence.

Zumba Gold is perfect for active older adults, those beginning their fitness journey or people who are looking for a modified Zumba class that recreates the original moves you love at a lower intensity. Zumba is a dance class set predominantly to Latin music, but includes other World rhythms with a bit of pop music. A full-body coordination exercise class that works the body's deep, small muscle groups. The LO Teen Lounge at CCP, 1060 Chandler Rd

The Teen Lounge will be OPEN this summer!

Summer Hours- Mondays and Fridays from 12-5p

Participants are responsible for signing in and out of the Lounge. Two Lounge staff members are present at all times to assist and supervise. Movies, video games and television at The Lounge are rated "teen" (PG-13, Teen, TV-14). Please be advised before registering your child.

Supplemental Nutrition Assistance Program (SNAP) Matching at the Farmers’ Market

The federal government’s SNAP Program provides low-income households with electronic benefits that they can use to purchase eligible foods at grocery stores and participating farmers’ markets. These funds are administered through an Oregon Trail debit card that can be used at the market to purchase tokens to buy eligible foods. Thanks to a generous donation from CottageCare, the Market offers a weekly match of up to $20 per SNAP purchase. This increases healthy food access by up to $80 per month! The market and CottageCare are committed to providing healthy food access to the community’s most vulnerable populations.

FARM FRESH KIDS AT THE FARMERS’ MARKET

Farm Fresh Kids aims to teach our community’s children about healthy eating, food systems and encourage positive interactions with the farmers that produce our food. First, kids can answer a question of the day at the Market Information booth. Those who answer correctly can earn an $1 token to spend at farmer vendor booths. Second, kids can complete the interactive Farmers’ Market worksheet full of riddles, scavenger hunts, fun facts and more to keep children engaged all season. By completing the weekly worksheet, kids can earn an additional $1 token to spend on fruits and veggies.

The parade features a Fire engine, an authentic Fife & Drum Band, Boy Scouts, Girl Scouts, classic cars and more!

Enjoy fresh vegetables straight from the farm. Lake Oswego Parks & Recreation has teamed up with Laura Masterson of 47th Avenue Farms to provide local, sustainably grown vegetables. Community Supported Agriculture (CSA) is a partnership between a farmer and local consumers. Shareholders pay a fee at the beginning of the season, in return they receive a portion of the farm’s produce throughout the growing season. Members come to Luscher Farm on Thursday evenings to pick up their weekly shares of produce. Each week’s share consists of 8-10 different vegetables and herbs.

Our courts are reservable 7 days a week, including all holidays, from 6am-10pm. Reservations can be made up to one week in advance by visiting www.courtreserve.com, or by calling the Tennis Center at 503-635-5550 during office hours.

Access to the Tennis Center

The use of a card key allows access to your reserved court at the Tennis Center when the office is closed. A card may be purchased at the Tennis Center when making a court reservation. The cost is $20 for one year.

Seasonal Reservations

Guaranteed court time may be purchased in advance via lottery, at our normal hourly rate, for a particular day and time each week for a 4.5 month period (Fall/Winter, and renewable in Winter/Spring). For more information about seasonal reservations, call the Tennis Center at 503-635-5550. If you would like create a submission for the lottery, please visit: The seasonal lottery is held at the end of July.

Private Lessons

To contact professionals regarding private instruction, call the Tennis Center at 503-635-5550. Private lessons taught by individuals other than City tennis employees are prohibited.

FACILITIES & PARKS PROJECTS

TRANSFORMATIVE PROGRESS: LAKE OSWEGO PARKS & RECREATION THRIVES WITH PROJECTS

In 2019, the residents of Lake Oswego made a resounding commitment to the enhancement and revitalization of their beloved parks by approving 30 million dollars for park development, renovations, and property acquisition. Progress continues, and we are excited to update you on some of the projects funded by this initiative. For more information, please visit lakeoswego.city/parksrec/parks-recreation-projects

THE LAKE OSWEGO RECREATION & AQUATIC CENTER (LORAC)

This intergovernmental partnership between the City and the Lake Oswego School District continues to advance, with an anticipated opening in late 2024.

The reception, staff area, and gymnasium have the exterior and interior walls up, and the roof is mostly complete. Interior work will continue throughout the next few months with the framing of windows and doors and the final electrical, plumbing, and other utility work. The competition pool walls and floor have been poured, and the recreational pool rebar and formwork have started with anticipation of the concrete pour in the next few months.

In addition, work will begin soon on PEMB (pre-engineered metal building) for the natatorium.

GOLF COURSE

Working with the renowned golf course architect Dan Hixson, the final landscaping will start soon. One hundred fifty trees strategically placed throughout the course will enhance the play experience. Last fall, we carefully cultivated various grass species that have been growing and maturing over the last few months. This is vital for strengthening and creating a high-quality playing surface.

The PEMB (pre-engineered metal building) that will be the maintenance structure and house equipment will be in soon, and construction will start to assemble it on site. The projected completion date is July.

GEORGE ROGERS PARK PICNIC SHELTER

The project was completed in February and is ready for the community to use. In addition to providing 780 square feet of covered space for community members to gather rain or shine, the new shelter offers a compacted gravel seating area with squared basalt benches for fairweather picnicking. The project also built a new accessible compacted gravel path that provides a direct connection from the two nearest ADA parking spaces to the shelter. ADA-accessible picnic tables were also added.

PARKS PLAN 2040

RASSEKH PARK

Phase 1 is underway, with the public utilities (water, sewer, stormwater, and electric) almost complete. Paving the parking area and pathways will occur during spring and early summer. The restroom building will be installed in late summer.

Work on the skatepark area is also progressing, with the "shotcrete" phase nearly complete. Shotcrete is the process of spraying concrete onto the skatepark design to create a more uniform and smoother surface for vertical areas and unique shapes. The anticipated soft opening of the skatepark is in the summer of 2024.

Phase 2 will include a play area, a picnic shelter, additional walking paths, and additional parking. Lake Oswego Parks & Recreation is preparing a funding plan for Phase 2 and hope to be able to begin work in late 2024 or early 2025.

The success of projects and programs goes beyond bricks, mortar, gravel, and dirt. It's a testament to the strong sense of community that drives our Parks & Recreation vision and mission forward. In 2023, we started updating the long-range plan for parks, recreation, and natural areas. This plan, called "Parks Plan 2040," assesses demographic shifts in the community, addresses changing needs and preferences, and establishes a community vision for parks and recreation in Lake Oswego through the year 2040. It builds off the current long-range plan, Parks Plan 2025, adopted in 2012.

Work continues this year with more community engagement and gathering of your feedback. Please help us create a plan that truly reflects our community's needs by sharing your thoughts with the project team. HOW TO REGISTER

Online:

Most classes are available for online registration at www.loparks.org. There is a processing fee for all online registrations.

Call 503-675-2549. Payment by credit card is required for online and phone registrations.

In Person:

Register at the Adult Community Center

Current Term Registration

Registration for Summer classes and camps begins at 10a Saturday April 6 and 10a Friday April 12 for all others.

Cancellations

Classes held follow the Lake Oswego School District closures for legal holidays, inclement weather, or other unforeseen emergencies. Call Parks & Recreation regarding cancellations at other class locations. Early registration is encouraged as classes may be canceled five working days prior to the start date due to low enrollment.

Refunds

Lake Oswego Parks & Recreation (LOPR) Refund Policy

• 100% refund to each registered and paid participant if LOPR cancels an activity, class or event.

• 100% refund for an activity fee if refund is requested seven calendar days prior to start date of activity.

• Refunds requested within seven calendar days prior to the start date of the activity are subject to $10 processing fee (fee applies to each activity withdrawal).

• In lieu of a refund, the $10 processing fee is waived with an option for activity fee credit on customer account. All credits are non-refundable and applicable for LOPR activity registration or user fees.

• After an activity start date (day of or after), only a prorated refund credit on customer account is issued.

• Exceptions to the refund policy may be made at staff's discretion depending upon extenuating circumstances.

Residency

The fee for non-residents may be up to 1.5 times the resident rate. A resident is:

• An individual who rents or owns property inside the incorporated city limits of Lake Oswego

• An individual who lives within the LO School District boundaries

• EXCEPTION: Sports Leagues will additionally consider individuals employed within the incor porated city limits of Lake Oswego or within Lake Oswego School District boundaries as residents.

Scholarships

Lake Oswego Parks & Recreation believes that recreation is for everyone and recognizes cost can be a barrier to participation. Resident applicants may receive up to 50% of the cost of a program, but not to exceed a maximum of $75 per class, with a maximum $200 per individual per fiscal year (July 1 - June 30) and a maximum of $500 per household per fiscal year. A completed application must be submitted ten calendar days prior to the program start date for processing. Liability, Photography & Medical Release Information

Payment of fees and participation in Parks & Recreation programs shall constitute participants’ acknowledgement of the nature of the activity and release the City of Lake Oswego from liability for any and all claims for personal injuries. Participants, and/or parents/guardians of registered minors, authorize employees of the City to seek medical treatment in the event of an accident or emergency. Participants in Lake Oswego Parks & Recreation (LOPR) programs, activities, and events consent to the City’s use of images taken by staff using photography, video, and/or drone captures. The images may be used for promotional purposes in print and digital media, and social media platforms.

Inclement Weather

Please refer to our website at www.lakeoswego.city/ parksrec/inclement-weather-policy-and-procedures or call 503-675-2549 for the most current information on event and activity cancellations or delays.

General guidelines are as follows:

• If the City Manager closes facilities, notification will go up on the website at 4:45 a.m., and general Parks & Recreation phone hotlines will be updated.

• Should facilities be able to open for evening hours and evening activities can resume, the website will be updated by 1:30 p.m., along with phone hotlines.

• The status of all activities during an inclement event will be determined by the Director.
