Registration & Cancellation

If you cancel

MFRC programs: Full refunds will be processed by contacting the MFRC at 250-363-2640 a minimum of 3 days prior to the program start date.

PSP programs: Full refunds will be processed by contacting PSP at 250-363-1009 a minimum 48 hours’ notice prior to the program start date. Please note cancellations after the required dates will be subject to approval and subject to an administrative fee. Once a program has started refunds will not be provided. Registration for programs and/or services is important as we strive to provide quality programming. Registration helps us determine the number of participants to prepare for. Payment can be made by cash, debit or credit card (during normal business hours) and/or online at www. cafconnection.ca/esquimalt).

Refund Process MFRC programs: If paid by credit card, the money is refunded back to your card. If paid with a debit card at the Signal Hill location, the amount can be refunded back to your debit card. If paid by cash or debit card at the CPAC location, a cheque will be issued. Please allow 2 weeks for processing.

PSP programs: All refunds will be given back to the individual by the method they paid. If the payment was completed by cash we are able to refund directly to a debit card or can request a cheque.

Building 100, Naden Across the street from the Naden Athletic Centre is the Wurtele Arena available to both military and civilian members for skating, hockey, and other activities.

The Naden Athletic Centre has numerous facilities and programs for military personnel, their families and DND employees.

MFRC Info Line offering new enhanced service Jon Chabun MFRC As of May 2018, if you call the MFRC Information Line outside of regular office hours, you will be offered new options. Callers that phone 250-363-2640 (toll free: 1-800-3533329) will be able to connect to the Family Information Line if they are in crisis, to the Duty Padre if they urgently need to contact a deployed military member, or to leave a message for MFRC staff if it can wait for regular office hours. An automated system will connect callers to their preferred option based on what number they enter.

This new initiative will be in ef-

fect whenever the MFRC offices are closed. In the past, the MFRC had staff answering calls 24 hours a day.

“The statistics gathered really supported this decision,” said MFRC executive director Jackie Carlé. “We collected and analyzed data over the last 12 months and it really showed that a change was in order. Our staff recorded when they received a call and the reasons for it. The data showed that the after-hours phone service was underutilized and that it wasn’t being used for its intended purpose.”

“The move will give our community access to enhanced after-hours service,” said Carlé of partnering with the Family Information Line. “It will also allow us to make the best use of

the funding dollars that we receive.”

The MFRC will be working together with staff at the Family Information Line to ensure a smooth transition. The Family Information Line offers 24 hour, confidential, bilingual counselling at no cost for military members, Veterans and their families.

Counsellors at the Family Information Line will be able to maintain a case load and can follow-up with sessions by phone or Skype until they are referred.

The MFRC will be working closely with the Chaplain team to ensure that families are well supported when they require after hours support.

Participants at the MFRC’s Family Fundamentals celebrated the Month of the Military Child on Thursday, April 19 at the Colwood Pacific Activity Centre with the help of staff at Health Promotion.

Family Fundamentals is an early childhood development program with the overall goal of fostering a competent parent/child relationship with food and activity to promote the healthy growth and development of children and prevent disordered eating, that may lead to eating disorders or obesity. The specific objectives of the program are to promote healthy eating, healthy weights, active living, positive body image and positive parenting skills. The intent is to accomplish the goal and objectives through fun, unique and nurturing activities for the parent and child.

Become a vital part of a successful deployment by getting involved as a Family Network Volunteer. Enhance your group facilitation skills, provide information and support to your fellow military families, and gain experience with communications and organizing special events. You will need to commit approximately six hours per month. The MFRC is currently seeking volunteers for several networks as well as general office volunteers. Extra volunteers are always needed to assist with activities, communications and planning.

Imagination Library Funded by donations, this program enhances literacy and develops resilience in children as they experience the challenges of the military lifestyle. Deployment Childcare during Deployment Programming Finding child care while a military member is away can be a challenge.

Free on-site child care is available to deployment program participants if the military member is deployed. It is also available if the military member is attending a deployment workshop with their partner.

Requests must be made at least seven days in advance by calling the MFRC at 250-363-2640. Parents should provide a healthy snack and drink for their child.

Children’s Deployment Workshops Help your young child adjust to a parent being away on deployment.

Kids interact with other children who are going through the same experience. These workshops will help validate your child’s feelings about deployment. Register your child by calling the Military Family Resource Centre at 250-363-2640. Space is limited, please register your child in advance.

Children’s Services Out of School Care Located in Belmont Park in Colwood, the MFRC provides Before and After School Care for children from Kindergarten to Grade 6. Dropoff and pick-up is available at École John Stubbs Elementary School.

Shotokan Karate Karate is a striking art using punching, kicking, knee and elbow strikes, and open-handed techniques such as knife-hands.

The celebration starts Friday November 30 with a ‘Meet and Greet’ at CFB Esquimalt’s Wardroom.

Saturday, December 1 will be a Sea King Retirement Parade at 443 MH Squadron and Sea King Ceremonial Fly Past on the 443 MH Squadron Flightline in Pat Bay ending on a high note with a ‘Formal Retirement Dinner’ on the Saturday evening in the 443 Maritime Helicopter Squadron’s new hangar Arundel Castle.

The Meet and Greet will run from 17:00 to 21:00, and food will be available between 18:00 and 20:00. Dress will be casual on the Friday night.

On Saturday morning, a parade and final flypast will be conducted at the 443 Squadron Hangar. Guests are to be seated by 09:45 and the parade will commence at 10:00. That evening, the doors will open for the Formal Dinner at 17:30, and guests will be seated at 19:00 with opening remarks at 19:15. Dress will be formal and will include Mess kit, tuxedo, business suit or jacket and tie.

The MFRC is an approved drop off site for the Fleet Mail Office for Units with published mail dates or for any land based deployment outside of Canada. Social and Mental Wellness Resources and Services Complex and Special Needs The Family Navigator Coordinator at the Esquimalt MFRC offers oneto-one support for Canadian Armed Forces families with a family member who has extra needs. Emergency Family Planning You need to plan ahead for the unexpected. If something happened to an at-home family member during a deployment, you need to have a workable emergency family plan. The MFRC can help you develop your plan, look at ways to build your support system and may be able to provide some assistance upon assessment.

Mental Health First Aid The Veteran Family Program is offering a Mental Health First Aid certification for the Veteran community including Veterans, military members in transition, family members and service providers. Mental health first aid is the assistance provided to a person who is developing a mental health problem, or who is in a mental health crisis, until appropriate professional treatment is received or until a crisis has been resolved. ADULT HEALTH PROMOTION Strengthening the Forces offers Health Promotion Programs designed to assist Canadian Forces members, their spouses, and civilian employees to take control of their health and well-being. Maintaining a high level of health improves ones ability to perform effectively and safely on CF operations, and contributes to a higher quality of life for everyone.

All Health Promotion Programs are free of charge and open to CF members (regular and reserve), their spouses, and civilian employees (Public and Non-Public).

Programs *Creating an Addictions Free Workplace: Supervisor’s Training (Mite 117733) This program is designed specifically for the Canadian Forces and for personnel in leadership positions (MS and above). The course is designed to assist leaders to promote an addiction free culture in their workplace. Participants learn about substance misuse, warning signs, effective interviewing skills, active listening skills, enabling, and how to challenge and change unhealthy workplace cultures.

LEARN is a 12 week program that combines physical activity, nutrition, mental fitness/resilience training, stress management and conscious relaxation to help participants reduce their waist circumference and improve their overall fitness through both education and physical training modules. The program is delivered by the Regional Adaptive Fitness Specialist and Health Promotion Specialists and is endorsed by the MARPAC Health and Wellness Strategy.

The target population for this program is members who have an unhealthy waist circumference as defined by the World Health Organization (women over 88 cm and men over 102 cm), poor nutrition habits, and/or an unsuccessful FORCE test. What grinds my gears We’re our own worst enemy!

SLt M.X. Déry Contributor In this series of commentaries on bicycle safety, I want to address issues that cyclists face every day from motorists, pedestrians and even other cyclists. Most of what I will write about has happened to me personally and are things that constantly grind my gears.

I’ll be speaking with subject matter experts to back up my complaints and perhaps after I have vented my spleen, cycling to work will be safer for everyone.

Sharing the road with motor vehicles and pedestrians is difficult as a cyclist, but the hardest obstacles to deal with are fellow cyclists. Pedestrians mostly stay on the sidewalks where bicycles are prohibited, and the ubiquity of bike lanes means interactions with motor vehicles can be limited, but other cyclists are unavoidable.

When speaking with local police, the top infractions by cyclists are failure to stop at red lights and stop signs, failure to signal, and failure to wear the appropriate safety equipment.

I see it all the time on my bike. A fellow cyclist will burn through a stop sign as if it wasn’t there or ignore a traffic light because there are no cars that they

can see. I’ve seen pedestrians jump out of the way because they expected a cyclist to stop, and I’ve almost been hit while on my bike for the same reason.

This is due to cyclists not understanding they are vehicles under the BC Motor Vehicle Act (BCMVA), required to obey all traffic signs. Ignorance of this fact won’t save them from a ticket when on base. Military Police (MP) are empowered to issue tickets under the BCMVA on DND property. That infraction will run them $167.

Going the wrong way down a one-way street, such as near the Chiefs’ and Petty Officers’ mess is another example. I see this occur almost daily, especially at the end of the day. There is a sidewalk and if a rider dismounts, they become a pedestrian, but riding a bike through that area is akin to driving a car down a one-way street.

This is also true of failing to signal. I often follow a cyclist for a few hundred meters as they weave to the right and left while pedaling, and then violently exit the bike lane without indicating. That move could cost as much as $368.

I rarely see people riding without helmets, but I often see pairs or small groups riding side by side. Whether in the bike lanes or trails, riding side by side is haz-

ardous. These leisurely riders rarely go quickly, preferring conversation to transportation, thus forcing actual cyclists to pass them.

In a bike lane, this can mean making a bold alteration out of the lane and deep into the vehicle lane. Bluetooth headsets exist if you want to talk more than you want to ride.

A minor annoyance for me is bike parking. There could be more in some areas, since we are required to secure our bike, but locking a bike on gates and fences around base is not allowed in the Base Standing Orders,. Unsecured bikes are to be collected and brought to the MPs, but that does not mean that cyclist should leave their bike locks dangling on the bike racks, as if they were reserving a spot.

The most dangerous action to take on a bicycle is the same as behind the wheel of a car: impaired driving. A bicycle is not an alternative to a car once you’ve had a few too many. Even though you don’t need a licence for an e-bike, a drunk cyclist could face a roadside suspension, since it is a motorized vehicle.

The long and short of it is, you shouldn’t act any differently on a bike then you would in a car. Stop at red lights and stop signs.

Esquimalt Formation Sports organizes sports teams, leagues, and tournaments from the Formation/Base level to international competition. The programs offered are: • Cock of the Walk/Formation (Unit Competition) • Formation Teams (Canada West Regional and CAF National Championships) • CISM (International Sports)

Esquimalt Formation Sports teams are comprised of Canadian Armed Forces (CAF) members that are Regular Force or Class A, B or C Reserve Force and belong to CFB Esquimalt in full capacity or are Attached Posted here. The Tritons represent CFB Esquimalt at Canada West Regional Championships for various sports, and if they win at the Regional Championship move on to represent the Canada West Region at the National Championships. Cock of the Walk (COTW) The Formation Cock of the Walk program is a program that has grown to include both fleet and base units. esigned in the late 1950s and procured by Canada through a dynamic acquisition program in the early 1960s, the CH124 Sea King helicopter has served Canadians with distinction since May 24, 1963.

Such longevity, combined with avionics and mission system upgrades and the utility of a medium lift helicopter, has created a legacy that ignites passion spanning multiple generations unlike any other Royal Canadian Air Force (RCAF) asset.

To pay tribute to the history of Canada’s esteemed maritime helicopter (MH), Maj Trevor Cadeau, 443 Squadron Aircraft Maintenance Engineering Officer, initiated a project with technical and operational staff at Director Aerospace Equipment Program Management (Maritime) and 1 Canadian Air Division, in December 2017. He sought the necessary approvals to change CH12417’s modern livery to one that recalled a bygone era.

The requested paint scheme was inspired by the original Royal Canadian Navy livery from 1963, and previously applied in 2010 to commemorate the Canadian Naval Centennial. The success of the latest livery project can be traced to

a large team of personnel within Patricia Bay, Shearwater, Ottawa, and Winnipeg.

Of course, once painted, it had to be reassembled for its cross-country ferry.

Not only does the special paint herald the Sea King’s history and exceptional contributions to RCN and RCAF operations over the last 55 years, but the project presented an uncommon professional development opportunity for many Aircraft Structures technicians. Those involved were able to exercise their own painting skill sets, as well as use the new paint booth in the 12 AMS hangar in Shearwater, NS. In addition to CH12417, team members repainted aircraft CH12401 in preparation for its induction into the Shearwater Aviation Museum.

Although 423 (MH) Squadron ceased Sea King flight operations on the east coast in January 2018 and has already transitioned to the CH148 Cyclone, 443 (MH) Squadron has been busy flying the CH124 throughout 2018 in support of deployed operations on HMCS St. John’s, and domestic taskings and advanced force generation at Arundel Castle in Patricia Bay, B.C. On June 13, a crew from 443 (MH) Squadron left Shearwater to commence

a cross-country ferry flight to bring CH12417 from the home of maritime aviation in Shearwater to 12 Wing’s west coast forward operating base in Pat Bay, BC. 443 (MH) Squadron is proud of the history and success with the Sea King, and will enthusiastically fly CH12417 during the fleet’s last six months of RCAF service. Over the summer, civilians and service personnel can expect to see CH12417 in its new clothes at various airshows, and in the skies over Victoria and Pat Bay. Adding an extra dose of excitement, Cyclones will operate alongside Sea Kings at 443 (MH) Squadron from August until the end of December.

Post-retirement, it is expected that CH12417 will remain at 443 (MH) Squadron as a “gate guardian”. CH12417 will also be present at the Sea King Retirement 2018 festivities planned in Victoria from Nov. 30 to Dec. 1. The organizing committee is planning an impassioned salute to this workhorse’s 55 years of service to Canada, and CH12417 should feature prominently in both the flying and ground events.

What grinds my gears

E-scooters in the bike lanes

SLt M.X. Déry Contributor In this series of commentaries on bicycle safety, I want to address issues that cyclists face every day from motorists, pedestrians and even other cyclists. Most of what I will write about has happened to me personally and are things that constantly grind my gears.

I’ll be speaking with subject matter experts to back up my complaints and perhaps after I have vented my spleen, cycling to work will be safer for everyone.

First off, I have been riding a bicycle for three decades now. It has been my main mode of transportation for most of my life; I didn’t bother getting a driver’s licence until I was 30 years old.

For the last three years, I have been riding my motor-assisted cycle (MAC) to work and before you complain that it is not a real bicycle, allow me to explain what a MAC is, practically and legally.

Practically it means that it can provide extra force while riding, but even my 350 watt hub motor is not enough to get me up the hill outside the dockyard gate without me doing most of the work. On a flat surface, once I’ve got it moving, it can accelerate up to 32kph, the maximum allowed in B.C. according to the Motor Vehicle Act. Legally, the motor must be electric, be no more than 500 watts, must cut out at 32kph and there must be functional pedals attached. If it meets all these

requirements, the MAC does not require a licence, insurance or plates, unlike a Limited Speed Motorcycle (LSM), which requires all of the above.

Electric scooters therefore walk a thin line between MAC and LSM. They are sold in B.C. with detachable pedals, speed limiters than can be turned off and motors that are advertised as 500+W. Recently a fellow MAC rider, or so I thought, came up to me while I was locking up my MAC to show me his recently purchased e-scooter and to ask about my maximum range.

He told me he was achieving speeds of 60kph and that riding in the bicycle lane saves him loads of time during his commute. I expressed my doubt that his e-scooter was really a MAC, but he pointed to his “goose approved” sticker and “e-bike” licence plate as proof.

A quick online search of his e-scooter model revealed that it was purchased locally and that the manufacturer listed its power at 500+W. An examination of the battery shows the peak output is 1303W. This is how his 107kg e-scooter can get up a hill without pedalling, while my 20kg MAC struggles to get up the same hill, despite the riders being of similar size.

Manufacturers get around the 500W max motor limit by citing the “constant” power without overheating versus the “peak” power the motor can produce. If no one is on the e-scooter and it is on

level ground, the power required might be under 500W, but that is not the typical use case.

Three “MAC” riders have confessed to me in public in the past few months about having a motor well in excess of 500W and reaching speeds over 50kph. One even manages going over 70kph going up hills on his homemade contraption.

According to Capital Regional District staff, they receive complaints about inappropriate vehicles on the trails every year.

“Our operations and enforcement staff try to follow up in areas where regular issues are reported, and work closely with police on enforcing the rules around use of motor-assist bicycles on the regional trails. People can call our main phone line at 250-478-3344 if they have complaints or observations to report,” said the CRD staff.

New signage was installed this spring at key locations to remind users of the rules regarding MACs. Furthermore the CRD does not issue “goose approved” stickers, meaning that those stickers do not authorize e-scooters to be on the trails.

While MACs and e-scooters are green and save time, the limits on their speed are in place for everyone’s safety. While I’m willing to share the trail with most riders, a 100kg e-scooter going 60kph is not one of them. You might be able to go that fast, but that keeps you off the trails.

This class uses aqua-jogger belts, foam dumbbells and pool noodles for a low-impact, high-energy workout.

Bootcamp A combination of cardiovascular, core, and muscular strength/endurance work are mixed for a high intensity class. These classes change each week with emphasis on different components of fitness.

All levels welcome. Come prepared to work indoors or outdoors.

Sore and Restore Come and explore varied stretching techniques, focusing on increasing full body strength and flexibility. A great complement to any fitness training routine.

CLUBS Aquarius Dive Club No pagers, no phones, no boss! At 90 feet it’s a different kind of pressure.

After 25 years, Aquarius has grown to become one of the largest active dive clubs in the Canadian Forces. With the Aquarius Dive Club, divers can take advantage of all the premiere dive sites Vancouver Island has to offer.

Our instructors offer entry level “Basic Open Water” courses as well as “Advanced Open Water” specialties including: Dry Suit, Deep, Night, Wreck, Enriched Air / Nitrox, Photography, Rescue and Dive Master.

Unrestricted by geography, you can regularly find Aquarius Dive Club on the Boeing 737 sunk in Chemainus, HMCS Cape Breton and HMCS Saskatchewan in Nanaimo, HMCS Columbia in Campbell River. CLUBS Model Railroad Club The model Railway Club started as an N Scale (1/160) NTRAK modular layout in December 1997. Currently the NTRAK layout is 30 plus feet by 40 plus feet. These modules are continuously updated as new techniques and experiences are gained including Digital Command Control (DCC) systems. The N Scale layout is currently completing conversion to DCC but this does not preclude DC locomotives from being run on the layout.

The HO Scale (1/87) modular layout is also 30 plus by 40 plus feet and has completed conversion to DCC. Again this does not preclude DC locomotives from enjoying the wonders of the layout. Some of these modules depict logging operations, mining operations and a locomotive servicing facility.

Both of these layouts have been on public display and have won multiple awards as “Best Operating Layout”, “Favourite Operating Layout”; and “Best Module” at train shows in Victoria and Nanaimo. Our layout at “Christmas in the Village” is the perennial favourite display at the Saanich Historical Artefacts Society Christmas presentation.

The Club actively participates each year in the Victoria Train Show, Westshore Town Centre Hobby Show, Nanaimo Regional Train Show, Esquimalt Buccaneer Days, MARPAC Expo and the West Coast Welcome.

All Active or retired military members, DND and other Government employees are welcome and invited to join the CFB Esquimalt Model Railway Club. We also are allowed limited numbers of others who do not meet the previously noted requirements as well as

junior members providing the parent is an active member. The Club currently meets every Wednesday from 1300-2130 hours and Saturday mornings from 0830-1200 hours in the basement of Building 1031 Work Point Barracks.

The focus of the Club is three-fold: • To promote the social aspect of group riding we provide avenues for socializing and participating in group-ride activities, including charity ride events; • To assist in you “self-help” repairs we provide limited repair shop facilities and equipment (bike hoist, and fully kitted tool kit), including instructional classes; and, • To develop rider skills we provide rider Mentorship training “ride-alongs” with experienced riders that: help members develop group riding skills; help members hone their riding skills in preparation for their motorcycle skills or Class 6 road tests; or, simply enhance their everyday riding skills.

And for those wanting to learn to ride from scratch: We are now affiliated with “Learn to Ride” (a motorcycle training company that teaches new riders), who provide Club members with a discount on training courses. They provide the bikes; you simply provide the enthusiasm to learn.
