INTRODUCTION

In response to the global call for environmental integrity within maritime, shipping, and offshore industries, this course offers comprehensive training for Port State Control Officers (PSCOs) worldwide. The focus is on compliance with maritime conventions such as Marpol, BWM, Bunker, OPRC, and AFS.

Designed to enhance technical knowledge and practical skills, the course covers the essential aspects of shipboard safety inspections and the methodologies for conducting Port State inspections on foreign vessels. As environmental standards evolve, particularly with Marpol annexes and the implementation of exceptional area discharge standards, there is an increasing need for PSCOs to build their capacity in environmental inspections. This includes staying abreast of the enforcement of BWM D2 measures and recent requirements for bunker quality. By the end of this course, PSCOs will be equipped with up-to-date knowledge of current and forthcoming environmental regulations, ensuring their readiness to effectively uphold and enforce these crucial standards in their respective ports and terminals.

OBJECTIVES

This course aims to equip participants with a deep understanding of the inspection methods related to environmentally-focused IMO conventions. This includes mastering the standards for IMO certification, verification, and control over discharges and emissions in the maritime sector. Key objectives are:

Technical Knowledge Acquisition: Providing exclusive technical knowledge crucial for understanding and implementing environmental regulations. Legal Basis for PSC Inspections: Legal framework for environmental inspections by PSC.

Marpol Convention: Discussion on Marpol's key issues and compliance certification.

PSCO Compliance Role: Clarifying PSCO's responsibilities in upholding Marpol Annex VI emissions standards.

Bunker Convention: Essentials of the Bunker Convention and its evolving requirements.

Port State Policies and AFS Convention: Examination of individual nation's actions and AFS paint type requirements.

Implementation Schedules: Outline of convention implementation schedules and their reflection in national laws and PSC MOUs.

Day 2

PSC Inspections and Administration of Marpol

PSC Environmental Detentions: Understanding the criteria for detentions related to environmental issues and the reporting process.

Marpol Administration: Exploring the roles and responsibilities at various levels ship, company, flag state, port state including safety, firefighting, and personal survival, as well as the involvement of classification societies and other professional bodies.

Amendments in Marpol: Techniques for keeping up-to-date with the latest Marpol amendments and preparing for PSC inspections.

Identifying Pollution and SOPEP Activation: Strategies for spotting pollution incidents and effectively mobilising the Shipboard Oil Pollution Emergency Plan (SOPEP).

Day 3

Non-Conformities and Technology in Environmental Standards

Major & Minor Non-Conformities: Identifying and categorising non-conformities in discharge standards.

Discharge Records Verification: Techniques for matching discharge records with filtration printouts.

Rectification Actions: Strategies for rectifying non-conformities.

'No More Favourable Treatment' Paradigm: Understanding this principle in the context of environmental compliance.

Technology Approvals: Exploring the approval processes for new safety and survival technologies.

National Pollution Sanctions: Overview of sanctions for pollution cases.

Day 4 MOU Data Sharing and Emissions Assessment

Environmental Compliance Data: Sharing and analysing MOU environmental compliance data.

Vessel Environmental History: Assessing a vessel's ecological history profile.

PSC Emissions Campaigns: Decision-making process for concentrated emissions campaigns.

MARPOL Emissions Risk Assessment: Examining processes and risks associated with emissions.

Sampling and Monitoring: Procedures for collecting safety management information, including oil, ballast water, and emissions samples.

Day 5

Interactive Inspection Case and Feedback

PSC Environmental Inspection Exercise: An interactive tabletop exercise on realistic PSC environmental inspection scenarios.

Case Studies of Non-Compliance: Discussing non-compliance cases with Marpol, AFS, and Bunker conventions.
