Longer days, warmer weather and the first flowers are a sign that Spring is here. It’s a fresh start for nature and for us all. Following a large-scale public consultation, we will be making changes to our recycling services. We heard you when you told us you were unhappy with the idea of 3-weekly recycling collections, but that you would prefer wheelie bins to your current recycling boxes. We will be switching to 2-weekly recycling collections and two wheelie bins this summer – saving you £450,000 a year. We are working hard to explain what the changes will mean, starting with the article on page 7. On page 5 you can read about our Budget and Council Tax. We will be continuing to protect the vital services on which you rely and to plan for the future. These plans include investing to improve life for local people and reduce avoidable costs. Our priorities include more temporary accommodation, affordable and extra care housing, and creating new opportunities in places that will be the focus of future growth. I hope you enjoy the chance to get and about around the borough to see the joys of spring for yourself.

news Bexley’s emerging Local Plan

Have your say on Bexley’s emerging Local Plan and be in with the chance to win £100 of gift vouchers. You need to submit your comments by Sunday 7 April. Bexley’s Local Plan will help control the kind of housing and job growth that will happen in your community, and the infrastructure that will be needed to support it. The Council is working hard to achieve ‘good growth’ that benefits local people and business and reflects the Borough’s character. “We are taking a transparent approach to deciding how we manage development in the future,” said Cllr Louie French, Deputy Leader and Cabinet Member for Growth.“

The Local Plan is a key document in determining how the borough will grow and where.” Among the content of the emerging Local Plan are proposals for • the best places to build new homes • greater flexibility on the use of land and property in town centres, with controls on activities such as hot food takeaways • requirements for good design • a new tall buildings policy • support for a high-quality transport system Following the consultation, we will look at all the comments received and publish a further version later in the year. Visit www.surveymonkey. co.uk/r/BexleyLocalPlan or www.bexley.gov.uk/ consultations for more details or call 020 3045 5869.

Free public Wi-Fi People living, working or simply visiting the borough will soon be able to enjoy a fantastic new free public Wi-Fi service in many of Bexley’s main shopping areas. It will be launched in Bexleyheath town centre in early spring, and in Welling, Sidcup, Erith, Crayford and Bexley Village over the coming months. It’s all part of the Council’s strategy to improve digital connectivity so that Bexley is well placed to take advantage of future growth. The free service is being provided by Ontix Ltd, telecoms infrastructure specialists, at no cost to the Council or its residents. It will deliver high quality, superfast connectivity for all.

Investing in Bexley Councillors have agreed next year’s Council Budget, including a programme of investment to improve the Borough. Financial pressures mean that Bexley’s Council Tax will increase by 4.99% from April. This increase includes a 2% precept to partly meet the extra cost of social care for a growing number of vulnerable older people. The Mayor of London is increasing his share of the Council Tax by 8.9%. “We would prefer not to increase Council Tax, but our priority is to manage Council taxpayers’ money responsibly and provide the services on which our quarter of a million residents rely.” Councillor Teresa O’Neill OBE, Council Leader Demand for services is increasing while the Council’s income is reducing. Bexley needs to find an extra £10m over the next four years to care for growing numbers of children and adults. Responding to an increase in homelessness will need a further £4m. Councillors approved savings of £6m to balance the budget. They responded to public feedback and rejected a proposal for threeweekly recycling collections. Most of the other savings will have no direct impact on local people. The Budget includes a £150 million programme of future investment. This will include • Extra temporary accommodation. • More affordable housing. • ‘Extra care’ housing. • Development of the very latest digital infrastracture. • Improvement projects in Erith, Sidcup, Abbey Wood and Thamesmead. “We continue to work hard to find efficiencies and better ways of doing things, particularly through the use of new technology, innovation and transformation.” Councillor David Leaf, Cabinet Member for Resources Did you know? In 2018 Bexley’s Council Tax was £165 lower in real terms than 2006

Further investment for Erith Background Riverside Gardens Inset - Pier Road units

The first phase of refurbishment work on Erith’s iconic Carnegie Building is complete. New operator, The Exchange, opened the lower ground area of the building to the public in February. It has a ‘Conversation Room’, an area for creativity and community events, as well as a new café known as ‘The Bookstore’. Bexley and The Exchange have secured National Lottery Funding to continue the refurbishment of the

building. During 2019 they plan to apply for a full grant to fund the renovation of the upper two floors. Following the Council’s successful bid for a further £1.6m funding from the Mayor of London, a number of other exciting improvements will begin in Erith in the spring. The Riverside Gardens will be redesigned in partnership with the community. Units 66 and 68 Pier Road that have stood empty for some years

HAVE YOUR SAY

Changes to housing allocations We want your views on changes to Bexley’s housing allocations policy. The existing policy has been in use since 2013 and since then there have been significant changes in both legal duties and in the demand and supply of social housing. The policy needs to better reflect the new duties, local

circumstances and priorities. The proposed policy has been designed to ensure that properties are allocated to those with the highest level of need and to meet the new legal duties. To find out more and have your say please visit: www.bexley.gov.uk/ consultations

More than 1,300 Bexley children have been taking part in the Children’s University following its introduction last year. Children taking part in the programme receive a ‘passport’ and get a stamp for every hour of activity they complete at a validated ‘Learning Destination’. These are places where children can ‘travel’ with their passport, and include a growing number of destinations such as libraries, after-school clubs, sports activities and cultural attractions, Including Hall Place & Gardens and Danson Park. A special university-style graduation ceremony will be held at the end of the school year to celebrate the children’s success. Children’s University is a national charitable federation that encourages children to try new experiences and acquire new skills through extra-curricular activities. Help shape adult social care We would like your views on plans to change the way residents access social care support. The plans mean considering a significant change to how people’s needs are assessed and responded to. This will ensure residents get timely access to care and support from organisations they know and trust. The changes would provide a more personalised response to residents while ensuring that access to support is available when it is needed. The proposal is that, if you are already in touch with one of the Council’s trusted partners including care providers and local voluntary sector services, you would be able to access direct support from them without having to wait for a Council assessment If you want to get involved in shaping the new proposals please contact us at pathways.programme@bexley.gov.uk The plan is for the final proposal to be put to the Council’s Cabinet for approve later this year.

On the look out for fraud Evidence shows that people with mental or physical disabilities and older people are more susceptible to certain types of fraud. Bexley Borough Neighbourhood Watch Association aims to raise awareness of crime involving fraud. As part of that work our coordinators do their best to make vulnerable residents aware when they hear about this kind of crime. When they forward on our weekly crime reports, we ask our co-ordinators to make sure that vulnerable residents know the different types of fraud to lookout for - and what actions to take. We continue to look for new co-ordinators across the Borough. If you are concerned about crime in your area and would like to support the more vulnerable across the borough in this way, please email bexwatchoffice@btconnect.com or call 020 8284 5537

Cleeve Meadow School Bexley’s Mayor joined a special event in January to mark the start of construction of the new Cleeve Meadow School in Sidcup for children with special educational needs. The new school will be designed to provide specialist education for 120 pupils aged 11-19 with moderate learning difficulties. The school has been made possible by Government funding, along with a £2 million contribution from the Council, which is also leading the project on behalf of the Department for Education. Cabinet Member for Education, Cllr John Fuller said; “By careful forward planning we meet the demand

for school places for our mainstream pupils but places within the borough for local children with different needs can often be a challenge. This new school will make a huge difference.” The Kemnal Academies Trust (TKRT) will manage the school. To find out more about the new school visit www.cleeve meadow-tkat. org

Performing Places uses drama to create an exciting story aimed at encouraging those that live in or visit a place to see it in its best light and to understand each other better. Schools and community organisations close to the town centre have been taking part in workshops that involve ‘visitors’ from the planet Par-Bexia.

Everyone will be invited to join in an exciting event in the Broadway from 3-6 July, where they will meet the Par-Bexia visitors before they return to their parallel universe. London Borough of Bexley has partnered with The Royal Central School of Speech and Drama on Performing Places with funding from the Ministry of Housing, Communities and Local Government. Crossness celebrates founder’s bicentenary 2019 is a significant milestone for Crossness Pumping Station, also known as ‘The Cathedral on the Marsh’. It marks the 200th anniversary of the birth of its founder, Joseph Bazalgette. With the help of the Council, the Trust that manages the much-loved building, has found the funding needed to resolve an asbestos problem discovered in the iconic Beam Engine House during

restoration works. Following generous donations from Thames Water, Cory Riverside Energy and individual supporters, plus help from Historic England the works have been completed. The building will reopen in Spring, in time for the Bazalgette birthday celebrations. For information on Pumping Station Open Days and Tours visit www.crossness.org.uk

all our yesterdays

Let’s do the time walk again “Walking is man’s best medicine” Hippocrates “Let a man walk ten miles steadily on a hot summer’s day along a dusty English road, and he will soon discover why beer was invented” G.K. Chesterton Everyone agrees that walking gives us the chance to breathe, reflect and observe. If you combine a walk with an interest in local heritage, then you’re onto a winning formula. There’s no doubt that walking in the footsteps of our Bexley forebears gives us a unique insight into the history and heritage of these people and the places where they lived. Walking these very same streets today brings history alive, particularly when you can spot a landmark or building that past generations would have known. Bexley Local Studies and Archive Centre are keen to get you out and about, to look and learn, and to enjoy some guided walks and talks. We’ve always included a local walk in our annual events programmes and this year we’re doing even more. We’ll be leading guided walks from North Cray to Foots Cray, from Hall Place to Crayford, a war memorial walk between Bexleyheath and Welling, and an East Wickham wander.

Contact Bexley Local Studies and Archive Centre for more details, or call in to look at a unique collection of our historic local maps, images and books to help you research your local heritage and plan your own history walk

Your Local Health Service We need your help

It’s cold While w with th health and peo COPD, b diabete But there stay well

We are looking for volunteers to help shape the health services in Bexley. Patient involvement is very important to the NHS Bexley Clinical Commissioning Group as it helps us to improve all aspects of health care – such as patient safety, patient experience and health outcomes – giving people the power to live healthier lives. Hearing from people who use and care about NHS services allows us to understand and respond to their needs, including those people who have the poorest health. This helps us to improve access to services and reduce differences in health across different communities. It allows us to see things through the eyes of those who use services and to be innovative, leading to better use of taxpayers’ money. Regardless of how much time you are able to commit, there are a number of ways for you to play a part in driving improvement and change, and our Patient Experience Team will be happy to talk you through these opportunities.

Become a mystery shopper If you are over 16 years old and registered with a Bexley GP, you could become a mystery shopper. The scheme allows local residents – whether you are a patient or carer – to influence how healthcare services are planned and delivered in Bexley. All you have to do is feed back on your experience after you have had contact with a service. Your identity will remain anonymous and will not be shared with service providers. Since the launch of the scheme in July 2014, hundreds of local people have registered to take part and we have received almost 5000 pieces of feedback.

CASE STUDIES: “I joined about 4 years ago as I have had mixed (both good and bad) experiences with the NHS and wanted to be able to feed back on both aspects. I have been very pleased to praise on a few occasions, and equally feel it must have helped when I have pointed out failings in the system. In most cases it is the system, not the staff, that needs to change.” Roy from Sidcup

“I joined the scheme because little things make a difference, whether it be an observation when visiting a local hospital, or as an inpatient. I frequently attend hospital as an outpatient. Quite honestly, the standard of treatment has been good but we need to speak up if something is not quite right. The mystery shopping scheme gives the public a chance to speak up without fear of reprisals. It’s a very good scheme that in my opinion has been a success.” Camille from Bexleyheath

“I’ve had many visits to hospitals and found my experience to be rather hit and miss regarding care I received, so I thought that if I could report some, that it might help improve areas of concern.” Joan from Bexley
