INTRODUCTION In November 2014, LNG Canada formally submitted its Application for an Environmental Assessment Certificate, initiating the Application Review stage of the Environmental Assessment (EA) process. The following document provides an overview of the consultation activities undertaken leading up to the submission of our Application and during the B.C. Environmental Assessment Office’s (EAO) public comment period between November 7 and December 23, 2014. Consultation during this time focused largely on sharing information about, and seeking comment on, the Application. To facilitate public review and comment on our Application, LNG Canada developed a number of materials and organized activities, which are outlined in this document, along with a summary of what we heard and what we are working on.

WHAT WE DID Between October and December 2014, LNG Canada organized or participated in the following activities with the goal of ensuring our Application was as accessible as possible and that the LNG Canada project team was available to share information and respond to key areas of interest related to our Application and proposed project: • Held more than 20 meetings, presentations and workshops with local stakeholders and government to provide information in preparation for the Application Review stage, discuss the results of the EA and proposed environmental management measures, and to discuss next steps in the regulatory process.

• Published more than 25 advertisements in the Kitimat Sentinel, Kitimat Northern Lights, Northern Connector and Terrace Standard to provide notice about open houses, online materials and other activities related to the Application.

• Developed a series of information materials to make the Application accessible and user friendly, including display boards, a summary document, an iPad application, videos, and fact sheets.

• Launched a unique section of the lngcanada.ca website on November 10, outlining our approach to the EA with videos about how the Application came together, high-level information about the study findings and proposed mitigations, and links to the full Application and summary materials. Since it launched, there have been 2,360 unique page views to this section of the website.

• Reviewed 52 comments submitted by 41 individuals to the B.C. EAO during the public comment period. Of the 41 individuals who submitted comments, 32 indicated support for the proposed project.

EA Summary Document Our full Application is over 4,000 pages long.

While we always encourage you to learn as much as possible, we know that 4,000 pages is a lot of information. To make our Application more accessible, we created a summary document that provides highlights from the complete Application and summarized what we studied, the potential effects we identified and the measures we propose to avoid or mitigate effects.

Summary: Environmental Assessment Certificate Application November 2014

• Participated in two B.C. EAO-hosted open houses on November 25 and 26, in Kitimat and Terrace respectively.

More than 150 people attended.

• Hosted two Lunch & Learn sessions on November 26 and 27, in Kitimat and Terrace respectively to provide opportunities for people to ask questions of the LNG Canada team and subject matter experts. More than 30 members of the community attended the sessions.

• Convened the LNG Canada Community Advisory Group twice, in November and in December to discuss the results of the EA, as well as preliminary plans for habitat and wetland compensation and management of potential project-related social impacts.

SUMMARY DOCUMENT

WHAT WE HEARD LNG Canada believes that by understanding the interests of local communities, we can design a project that minimizes potential effects on the environment and on the way residents interact with the environment.

The following provides a summary of what you told us through your comments to the B.C. EAO, at the Lunch & Learns and from conversations at open houses and other meetings:

Project Support A majority of respondents provided comments in support of the proposed LNG Canada project, citing the benefits the project would bring to the local communities and region.

Environmental Management Plans Comments noting desire for additional information on scope and timing of development of certain environmental management plans, particularly for fish habitat and wetland compensation, as well as social management plans for housing, transportation and waste management.

Water Usage and Management Comments regarding the extraction of water from the Kitimat River and the potential effects on freshwater species, the estuary, and variation of Kitimat River water flows.

Fish and Marine Mammals Comments regarding the potential effects of underwater noise on the behaviour and wellbeing of marine mammals and fish. Concerns regarding loss of fish and fish habitat as a sustainable economic and recreational resource.

Marine Transportation and Use Questions regarding the use of tug escorts and marine pilots, including training and availability of pilots, as well as concerns regarding cumulative increase in marine traffic in Douglas Channel, shipping schedules, communication systems and wake effects.

Air Quality and Greenhouse Gas Emissions Questions and concerns about potential effects on the local airshed, human health, and climate change. Request for additional information about mitigation measures and long-term monitoring.

Social Impacts / Community Way of Life Questions and concerns regarding potential social impacts such as housing availability and affordability, access to health care and increases in traffic and congestion.

The Application Review stage lasts for 180 days.

As we move through this stage, LNG Canada will continue to share information and seek input to assist in refining proposed project plans. As part of our Application, we have proposed the development of a number of detailed plans that set out how we will manage many of the concerns raised by the community, as well as enhance positive effects. These plans will detail how we will monitor the effects of our activities over the life of the project, with the goal of demonstrating ongoing responsibility and responsiveness to our proposed project effects.

NEXT STEPS AND WHAT WE ARE WORKING ON One of our key objectives for 2015 is to obtain our Environmental Assessment Certificate and other permits required to advance the proposed project. As part of that, we will also be focused on developing the environmental and social management plans referenced in our Application.

LNG Canada is committed to continuing to consult with the community as we develop these plans, to ensure local knowledge is considered in our planning.

Key focus areas for engagement and information sharing in 2015 include: • Environmental management plan • Social management plan, including traffic, housing and health management plans • Disposal at sea permit • Development of habitat and wetland compensation plans

LNG Canada has provided the B.C. EAO with responses to all comments submitted during the comment period. These responses will be posted to the B.C. EAO website sometime in February; however LNG Canada will be setting up meetings with those who may wish to discuss our responses to comments. YOUR INPUT ALWAYS MATTERS As we move through the EA process and continue to advance the proposed project, local input will continue to help us ensure we get it right. We will continue to seek input through our recently established Community Advisory Group, community workshops, targeted stakeholder meetings and open houses.
