$15 million in repairs at Cedar Creek OK’d by County Legislature by Laura Schofer The Nassau County Legislature unanimously approved $15 million in funding for repairs to the Cedar Creek Water Pollution Control Plant in Seaford last week, and $247 million for the Bay Park Sewage Treatment Plant in East Rockaway. The Cedar Creek money includes $14 million for controls on older control units and $499,000 to design digesters there, according to Mike Martino, spokesman for the county Department of Public Works. Nassau County Executive Edward P. had asked the legislature to approve $722 million for Bay Park improvements as well as $33 million in improvements to Cedar Creek for odor and mosquito control as well as roof repairs. “Hurricane Sandy caused the [Bay Park] plant to shut down, sending raw sewage into hundreds of homes and millions of gallons of partially treated sewage into the bay. Since the storm, County Executive Mangano has repeatedly requested more than $700 million to repair the plant and ensure this damage never occurs again,” said a press release from Mr. Mangano’s office. But during the July 15 public hearing on the capital budget, lawmakers were unable to get a two-thirds vote for the entire borrowing and approved the initial $262 million for Bay Park and Cedar Creek. “The legislature was not furnished with a long term financing plans for such massive debt or with any significant details as to sources of revenue for paying of this debt. The legislature also has not been supplied with essential information regarding the nature of the specific construction and renovation projects to be financed with such borrowing, including the anticipated timetable and the estimated budget for each such project,” said Mike Florio, spokesperson for the Democratic minority. Rob Weltner, environmental advocate and executive director of SPLASH who attended the meeting, said that the

“Democrats were playing Russian Roulette with the Western Bays.” Legislator David Denenberg was the lone Democrat to vote with the Republican majority for the entire funding package to the plants. “Certainly Bay Park needs it [money for upgrades], but the county can’t let us fall behind,” said Phil Franco, co-president of the Cedar Creek Health Risk Assessment Committee which acts as a watchdog group at the plant. “It’s the same old story. All those years we heard that Bay Park is a model plant and then it turns out to be just what we said all along. Both plants needed to be upgraded; both need to be maintained,” said Mr. Franco. Cedar Creek fared better during superstorm Sandy than its Bay Park counterpart which sustained heavy damage to equipment and to its electrical systems and generators. Millions of gallons of sewage poured into the Western Bays as well as backed up into homes in Baldwin. But Cedar Creek advocates say the plant still needs upgrades and maintanence. An equipment replacement project at Cedar Creek is pending that would replace and upgrade various systems and equipment at the pollution control plant including influent screening, security improvements, raw sewage pumps, grit removal, primary setting tank scum ejectors, effluent screening digestion and plant-wide odor control. The proposed Capital Improvement Budget states that “this equipment is necessary to maintain proper operation of treatment facility in a safe and orderly manner and assure compliance with regulatory requirements.” Meanwhile, the Cedar Creek Health Risk Assessment Committee has been trying to schedule a public meeting to discuss projects at the plant and concerns “about odor and maintenance – an ongoing problem,” said Mr. Franco, who added that residents who have odor complaints may call 5717364 to report them.

CEDAR CREEK from the air. “We want to see if there are any new hires and want to take a look at maintenance records. You can put all the money into the plant you want but you need people to maintain it.” Ralph Spagnolo agrees. He was a plant maintenance supervisor at Bay Park and Cedar Creek. “You have to spend the money wisely, not just materials but people with the expertise who know how to do the maintenance. It’s a terrible mess,” he said. “They [the county] aren’t hiring and they encouraged retirement so that everybody who had any [maintenance] expertise is gone. There really needs to be an investigation; we need to get to the bottom of this,” said Mr. Spagnolo. Although Legislator Denenberg had urged a hearing and investigation about the state of the sewage treatment plants back in November, no such investigation took place. He had asked for information about

the reasons for the failure at Bay Park; plans to remediate the bays (after the Bay Park spills) and the status of $300-$400 million of maintenance and upgrade projects at both plants which had been approved over the course of several years but were never implemented. Now the Democrats are trying a different tack and filed a bill on Monday to create the Sewer and Storm Water Integrity Oversight Board, a 10-member bipartisan board to review proposed contacts and oversee an upgrade of the plants and the sewer system. “It’s summer – the time of year when a lot of maintenance work should be done to keep up the plants,” said Mr.Spagnolo. “But who’s there to do it?” Mr. Franco sighed. “I’m getting tired of this. It looks like we are going to need another catastrophe to get things done.”

propriate photographs of his accuser, the DA said. After the male employee did not deliver the pictures by early September, Mr. Bonilla threatened to transfer him out of the town clerk’s department. But he also promised the employee a transfer to full-time status if he was able to deliver the photos, the DA added. The case was referred to the DA’s office by Town of Hempstead officials, and Mr. Bonilla was arrested on September 21, 2012, as a result of an investigation. Of Mr. Bonilla’s action, the DA said, “Mark Bonilla created a toxic work environment with his personal conduct and then tried to smear a young woman who rebuffed his unwanted sexual advances.” She said voters rightly expect elected officials to do their jobs with professionalism and common decency, and that her office will continue to hold accountable those who violate the public trust. Mr. Bonilla is represented by Adrian DiLuzio, Esq. He told this newspaper in an earlier interview the charges amounted to no more than he said-she said, and that there was no paper trail to prove the allegations. Calls to Mr. DiLuzio for comment on whether he will appeal were not returned by press time.

The First District Court in Hempstead found Town of Hempstead Clerk and Bellmore resident Mark Bonilla guilty of threatening to transfer an employee unless he gave Mr. Bonilla personal photographs of a female employee who had accused him of sexual harassment, Nassau County District Attorney Kathleen Rice stated last week. Mr. Bonilla, 50, a former Seaford resident, was convicted by Judge Sharon Gianelli of one count of Official Misconduct, the most serious count, a class A misdemeanor punishable by up to one year in jail. Mr. Bonilla was also acquitted of one count of Official Misconduct, and acquitted of Coercion, also a Class A misdemeanor, and Attempted Petit Larceny, a lesser Class B misdemeanor. He will be sentenced September 26. DA Rice said in the news release that in August 2012, a 21-year-old female employee in Mr. Bonilla’s office filed a sexual harassment claim against Mr. Bonilla, claiming that he had groped her and made sexual advances toward her for two years. Later that month, the DA charged, Mr. Bonilla met with a male employee who was in a relationship with the woman who filed the claim against him. Mr. Bonilla asked the male employee to provide him with inap-

SENIOR SOFTBALL ASSOCIATION HALL OF FAMER: 75-year-old Sal Frosina of Seaford (right) was inducted into the Long Island Senior Softball Association (LISSA) Hall of Fame, in a ceremony sponsored by the Bristal Assisted Living communities. Sal, a second baseman with the LISSA Mets, plays two doubleheaders a week. He was honored for his on-field prowess and his long history of community service. Since his retirement from Citibank he snow plows for “older” neighbors on his street and drives seniors in need of assistance to doctor appointments and medical treatments. Sal is an active volunteer at St. William the Abbot RC Church and uses his banking expertise at St. James parish.

If you were in the vicinity of the Wantagh Memorial Congregational Church at 1845 Wantagh Avenue, Wantagh, on Sunday, July 21, between 10 and 10:30 a.m. and thought that you heard bells ringing, that’s because they were. Members of the congregation gathered behind the church to ring the bell a total of 125 times to mark the beginning of the church’s 125th anniversary year. In 1888, there were 38 stars on the American flag, Benjamin Harrison was elected president of the United States and on Sunday, July 19, the first service was held in the Memorial Church of Ridgewood, now known as the Wantagh Memorial Congregational Church. The church has been an ardent supporter of the Freeport Emergency Food Pantry that is run by the Long Island Council of Churches. In the spring of 2012, they started a “Giving Garden.” All of the fresh vegetables that are harvested are taken to the Freeport Emergency Food Pantry

along with recipes that include the vegetables. Every May, members of the congregation participate in a CROP Walk, sponsored by Church World Service. The proceeds from this walk are used to help feed the hungry at home and abroad. The church is actively involved with the Long Island Council of Churches and Church World Service. It is a member of the New York Metro Association and proudly sponsors Cub Scout Pack 96 and Boy Scout Troop 96. Members of their congregation were instrumental in forming the Nassau County Chapter of Habitat for Humanity. After Hurricane Sandy devastated the South Shore of Long Island, the church served as a collection and distribution point for donations of nonperishable food, cleaning supplies, clothing, bedding, toys, etc. Wantagh Memorial Congregational Church is an open and affirming church. All are welcome to attend. Worship service is at 10:30 a.m. every Sunday.

Been there, done that Many years ago, as a reporter for the Daily Hampshire Gazette, my assignment was to visit a group home for young adults that had been passionately opposed by neighbors on that dead end street five years earlier. But on my visit the neighbors could not speak more highly about that home that had become a second home for many of them. They spoke about neighborhood picnics and softball games. They said the home had brought them all together in a good way, and they would not have wasted time and bad feelings on fighting it if they had only known. Recently, I was talking with a friend from Wantagh who told a similar story. Neighbors on her street had been up at arms about a group home coming in. It came anyway and turned out to be a great thing for the neighborhood. The home was maintained perfectly. There were no problems with noise or traffic. And everybody loved the kids. Ironically, one of her own children grew up to live in another group home, a source of relief for her that he would be assured the care he needs. It made her feel bad that she had once fought the kind of home her child would live in. And it made her feel good that things turned out the way they did. She wishes everybody could understand that. NIMBY (Not In My Back Yard) is a powerful force. Homeowners will fight any thing that they believe will lower their property values or change their quality of life. For most people, their home is their nest egg, their one investment. It is not fair to belittle their concerns. But from someone who has “been there, done that” the assurance that everything will work out okay is a powerful one and should be considered.

‘A Tale of Two Cities’ by Bob Trentlyon (my apologies to Mr. Dickens) The two cities are Stamford and Norwalk, both located on the Long Island Sound in Western Connecticut. The 1938 hurricane caused enormous damage, and Stamford, now a city of well over 100,000, finally had the Army Corps of Engineers build a storm surge barrier, which was completed in 1968. The barrier is 3,000 feet long and has one gate which can be moved up and down. The city of Stamford has added a wall so that the entire protected length is 2.5 miles. The city operates a couple of pumping stations as part of its section of the wall. 600 acres of Stamford are protected by this barrier. To give you an idea of what 600 acres are, all of Manhattan south of Chambers Street totals 500 acres. During the time since the barriers were constructed there have been many hurricanes and storms with flooding occuring from two to 20 times a year, but Stamford has not had damage from either storm surges or flooding. The Army Corps part of the barrier cost $14.5 million to build. The Army Corps spends several hundred thousand dollars per year on staff and maintenance. The cost saving from Irene was $5,869,000. The cost saving from Sandy was $25,500,000. Unfortunately, I have not been given the cost savings going back to 1968, but I am sure the

Norwalk, a city of 80,000, lies 14 miles east of Stamford. I was told by the city’s press officer that it is a charming town. It is located on the Norwalk River which flows for two miles through Norwalk to the Sound. Four small barrier islands are at the mouth of the river. Two are bird sanctuaries and the other two are uninhabited. Along River Road, which borders the Norwalk River, are 400 houses that are in the flood zone and were damaged by Sandy. There are another 400 houses that also been damaged that lie outside the flood zone for a total cost of $10 million in damages. I looked up Norwalk because NPR had a piece on Washington Village which lies in the flood zone and has the only public housing in Norwalk. Some state legislators want FEMA to come up with close to $100 million so a developer can raise the public housing building six feet and enlarge the structure to include affordable housing. FEMA does not want to spend money on a structure that is continuously being flooded. No one in Norwalk ever mentions building storm surge barriers or even a sea wall along River Road. The populace seems content with its city, which is a tourist attraction, and seems willing to put up with the worsening storms. In any case that I have looked at, the total cost of building SSBs is a fraction of the savings that result, not to mention lives saved, time lost from work, and human anguish.

The culmination of the Miss Wantagh Pageant is the crowning after the parade. Before the winners are announced, however, awards are presented to the finalists for recognition of their efforts during rehearsals, which each of the girls voted on earlier in the week. This year’s skit was created by Hailey Orgass on anti-bullying, now an annual event that she initiated in the Wantagh School District. Since winners are not declared at the end of the Miss Wantagh Pageant as in other pageants, the girls continue to work all the way up to the parade. As tradition has it, the finalists visited our community and business district to get gift donations from the start of pageant rehearsals until the parade. These gift donations are distributed amongst all the girls after the Fourth of July ceremony. The merchants’ generosity does not go unnoticed. Each business was awarded a citation by the Fourth of July Association in appreciation of their support and we hope the community can support them too by patronizing their establishments. We would like to thank Nikoletta Mountanos, who was unable to participate in the pageant, for her help in getting gift donations for this year’s pageant. “In 1956, a tradition started in our town when we crowned Lynn Clayton Miss Wantagh, and thanks to the Miss Wantagh Pageant Committee consisting of: Ella Stevens, pageant coordinator, Donna Hartofilis, pageant co-coordinator, Ralph Spagnolo, Saralynn Kupperberg, Alexandria Lee-Puma, Kelley Garland – Miss Wantagh 2011, Eden Held – Miss Wantagh 2010 and Justin Marcotte, the title continues to be worn proudly and the tradition lives on. Over the years, the Miss Wantagh Pageant has been held at either Wantagh High School or Wantagh Library. Traditionally, Miss Wantagh contestants present their biographies in front of judges who, collectively, make the decision as to who will be crowned the next Miss Wantagh. In following that tradition, on Monday evening, July 1, seven young ladies ranging in ages from 15 to 17 debuted on the stage of the Wantagh High School Auditorium. Each one, beautifully dressed in long gowns and walking tall, had a story to tell – a story that they hoped would win over the panel of judges before them as each of them wanted to be proclaimed Miss Wantagh 2013. These young ladies, Angelica Balitsos, Emily Fenter, Shayna Held, Sophia Liu, Kaitlyn von Runnen and Stefanie Wenz, presented not only their credentials, but also their hopes and visions for the future before judges: Laura Schofer – The WantaghSeaford Citizen, Ken Jacobsen – Seaford Chamber of Commerce, Lucy Farinella – former Miss Wantagh Pageant Coordinator, Norman Sammut – past president of Wantagh Kiwanis, and Jim and Susan Colotti of www.wantagh.li. The stage, which was adorned with pillars, balloons, patriotic decorations and plants provided by Abby’s Nursery, was supervised by Miss Wantagh 2012 runners-up Alyson Hopkins and Alyssa Kelly together with their audio-visual assistants Brendan Egan and Ryan Fiorello. The Pageant presentation and backdrop were overseen by Miss Wantagh 2011 finalist Saralynn Kupperberg and Miss Wantagh 2010 Kelley Garland. But unlike other pageants, Wantagh’s tradition is a little different. Our pageant is not about who is the most beautiful young lady in Wantagh. It is about the contributions and involvement of the young ladies in Wantagh. But that’s not all. Girls past and present continue doing for the community and return each year to help with the pageant. However, sometimes events transpire that prevent them from returning, as was the case this year when Kara Arena, Miss Wantagh 2011, was unable to co-emcee this year’s pageant as her predecessors have done before. Kara’s career ambition was to be an actress and that evening she was rehearsing her role in an off -Broadway play. So we turned to a 2011 Miss Wantagh runner-up to step in. While some traditions come and go, the Miss Wantagh pageant has been adding new traditions like the one that was done that evening – a song was created in honor of this pageant. Hailey Orgass, Miss Wantagh 2012, entered the auditorium that evening to the tune of “There She is Miss America” that had been transformed by Ms. Stevens and Lauretta Kowalik (mother of Tony Award winner Trent Kowalik) to “There She is, Our Miss Wantagh.” The song was performed by Andrew Sahagun who was accompanied by Mrs. Kowalik on piano. As tradition has it, Hailey presented her project undertakings, complete with photos of the past year, mesmerizing the audience and finalists alike, before sitting with them onstage to hear their accomplishments. We also heard of the deeds from each of the runners-up of Miss Wantagh 2012, Alyssa Kelly – first runner-up, Paulina Renda – second runner-up and Alyson Hopkins – third

When asked why, she replied, “I did not want the pursuit of my literacy platform to end because I did not win the pageant. My goal is to promote an emphasis on learning and a love of reading in children. As a tutor, I have found that those struggling even in subjects like math and science have a weakness in reading comprehension skills. My objective is to instill in children, no matter what adversities or struggles they may face, confidence in them-

selves and in their knowledge and that happens with reading.” Ms. Stevens noted, “Aside from tutoring, Paulina enjoys giving back to the community so it’s not surprising that she would want to head down a path where she can continue giving back. “She has volunteered at Island Harvest, set up and run art shows at Adelphi University, volunteered for John Thiessen’s back-to-school program and was a peer mentor for autistic children and adults at AHRC. I would certainly support the concept of increasing the supply and distribution of liquefied natural gas under the theory that such an increase would reduce cost to consumers. But I am concerned about increased ship traffic and the potential danger to the fragile marine and South Shore costal environment should a natural or other disaster occur. In addition, as we know all too well, it is not just natural disasters that have to be considered. Unfortunately, such a transfer station would also create a potential terrorist target, and an adequate plan for the facility’s security must be addressed. While I think we all have to keep an open mind, the reality is that there are many impor-

tant questions and concerns that have to be answered before any kind of final determination should be made, and the schedule presently on the table does not provide sufficient time to allow that to happen.
