Introduction JV North is a growing consortium of housing association and local authority members who collectively manage over 100,000 homes across the North west. we formed in 2007 to create economies of scale when bidding for government home building grant and procuring works. We are currently planning the next chapter in our successful history beyond the current 2016/21 Shared Ownership Affordable Homes Programme and any other future opportunities that may emerge to support partners to further increase the delivery of new homes. Our aim is to support the delivery of new homes, with affordable housing of all tenures and types delivered across the region from city centres like Liverpool to smaller hamlet sites in rural Cheshire. Our current development work sees us building over 4,500 homes in the 2016/21 Shared Ownership Affordable Homes Programme with members investing cÂŁ500m, supported by Homes England grant of ÂŁ150m.


JV North’s work is backed by: • A proven track record of delivery that has seen us build the equivalent of 3.5 homes every working day; • A resilient business plan with strong evidence of risk awareness from regular independent audits; • An OJEU-compliant, four-year contractors’ and consultants’ framework divided for SMEs and larger businesses to best deliver schemes for members; • Secure funding streams; by 2021 we will have invested over £1 billion with Homes England. Our journey so far we have a proven track record of place making through the delivery of quality new homes spanning a decade. By the end of the current programme the partnership will have delivered 8,500 much needed new homes. JV North is a genuine partnership; we work together, members have equal status and we welcome other organisations. The Board meets quarterly with chief executives and development directors attending to share knowledge, market data and emerging risks and opportunities. Monthly development group meetings for key operational delivery team members are led by our programme management consultancy, Saffer Cooper. These forums provide opportunity for collaboration, shared learning and help us as a collective to continue to meet our new home delivery targets.

JV North consists of eight Full members, 12 associate members and two Procurement members.

JV North Full members are:

Full members are given a seat on the JV North Board that decides how the consortium operates, has full access to the framework and receive ongoing support from saffer Cooper, which manages the development programme, grant funding and liaison with homes england. There is a single joining membership fee of £5,000 followed by a contribution of £260 for each property delivered through the consortium. There are no other fees or charges.

Procurement: This allows organisations to access JV North’s framework to procure contractors, architects, quantity surveyors, employers’ agents and designers for their home building schemes. This operates on an annual basis. For 2019/20 the annual membership fee is £2,500 and once again, a contribution of £260 per property delivered. There is no limit of the size or number of projects that can be delivered.
