A word from the CEO After so many months in the planning, and the word ‘conference’ being top of mind within our team for so long, it almost seems surreal that our Belonging Conference has come and gone, and the office has returned to our version of business as usual.

This was Linkwest’s 20th conference, and our first since those in the WA Community Resource Centre network joined our network. It was also was the first major gathering of representatives from our sector since the change to a Labor government, and with it, many proposed changes to the way our sector is funded and operates.

And boy, did we pack in a lot over two and a half days! As usual, the feedback has been that networking and learning from and about each other was the highlight of the conference.

That was no surprise, as we all work in the field of community development and we know that these connections create a sense of belonging – the same sense of belonging you create in you own communities all year round.

We also know that the combination of belonging and learning is what builds community. The Linkwest Belonging conference was all about building and strengthening our community development practice, based on the unique model of place-based, community-led, grassroot organisations. You may not use the term community development on a day-to-day basis, and you may not consider yourself to be a community development professional, but what you are all doing day in, day out as community leaders is community development.

You perform the vital role of building vibrant, inclusive, connected communities.

As well as providing a place to belong, a community of practice gives us all a forum to learn from each other, and the Linkwest team is constantly learning from you all. What makes our work at Linkwest so rich and rewarding is seeing the amazing work you all do every day in your communities. We think you all deserve a prize!

Inspiring Keynote speakers We kicked off with an emotional Welcome to Country, as Shaun Nannup reminded us of belonging to the land and to each other.

The Conference was then officially opened by Hon. Simone McGurk, Minister for Child Protection, Women’s Interests, Prevention of Family and Domestic Violence, Community Services. The Minister - who had personally visited a number of centres over recent months - noted their vast worth, and recognised the crucial role of Centres in eliminating family and domestic violence through support and referral.

Minister McGurk gave a reminder that the State’s finances, together with pressures for new Centres in unserviced areas, is in the Government’s rationale for proposed changes to funding, and she acknowledged the opportunities for Centres to have a say in the development of the new Supporting Communities program.

Narelda Jacobs from Network Ten made a moving presentation of her personal journey of belonging, the role of media in fostering belonging, and the importance of inclusion.

Dr Anne Aly

Dr Anne Aly, Member for Cowan and internationally renowned expert in counter-terrorism and counterradicalisation, spoke about social cohesion and the need for developing trust.

Anne’s work in combating radicalisation focusses on “letting people belong”, inspiring and empowering people to act by providing platforms for people to build attachments and develop strong ties.

A range of fabulous keynote speakers inspired delegates with their expertise and insight

Day 2 was opened by Hon. Darren West, Parliamentary Secretary to the Minister for Regional Development. Mr West reiterated the high value placed on Community Resource Centres, and emphasised the Government’s commitment to both high quality services, and the need to balance the budget.

He outlined that the cut in future funding will be reviewed through an evaluation of the sector, which he states will be “open and transparent”.

Rhys Williams (left), is a former Young Australian of the Year, and the newly elected Mayor of Mandurah. He also heads up The Makers, an NFP which encourages social enterprise and new ways of thinking.

Rhys’ motto of “doing good and doing well at the same time” resonated with many of us. He implored delegates to “know your why” and be adaptable to change.

Inspiring Keynote speakers Jenny McCormick began her session by reminding us of “all the lonely people” with a video remake of the The Beatles standard, “Eleanor Rigby”.

In a session that got delegates up and out of their seats, we explored the neuroscience of belonging and how the production of the ‘good’ brain chemicals such as oxytocin and dopamine is fostered by connection, and being with friends and family.

On Day 3, Ashley Fell from McCrindle Research gave us a glimpse into the future: how the demographics of the population is changing, the emergence of the digital age, and the resultant impact on employment and employability.

Ashley’s presentation made it clear that, regardless of whether you are resistant to change or embrace it, the future is coming, and we need to be prepared!

workshops in focus Delegates were able to choose from 12 workshops, delivered over 3 concurrent sessions. With each workshop topic carefully selected for its relevance to the sector – whether in terms of operations, governance, compliance or sustainability – which sessions to attend proved a difficult choice for many.

The session length, which ranged from forty-five to ninety minutes, also proved a challenge to some delegates, as they felt it only gave time for a taster to the subject. We will be taking this constructive feedback on board for future professional development events.

– Enhancing volunteer access for CaLD and people with a disability

Presented by Gilda Davies of Volunteering WA. The wonderful Gilda from Volunteering WA (pictured right) served up a rich dish of wisdom and practical tips to enable Centres to attract and retain volunteers from the rich diversity of life.

The workshop gave participants a taste of how to identify and transform cultural and physical challenges to enable everyone’s participation. This helps people contribute their gifts, skills and time while feeling valued and welcome.

Gilda also helped participants consider how to work with the unique strengths of all generations as part of a diverse volunteering base. Generational characteristics are always broad, but having some overall idea of the influences of Seniors, Boomers, Gen X, Gen Y, and Gen Z, (with Gen Alpha on its way) can be surprisingly useful in creating a volunteer strategy that works for everyone.

Using your Parliament, including local members Presented by Sharryn Jackson, former Australian Labor Party Representative for Hasluck.

In a lively presentation, Sharryn outlined the key steps to building a relationship with your local member.

Getting to know your local MPs involves reading their maiden speeches, understanding the political environment and developing of a strong lobbying strategy. The key to building a strong relationship is persistence. Politicians are busy people and having a clear strategy and a preparedness to repeatedly request meetings and build an ongoing relationship is crucial to the success of your lobbying.

workshops in focus Foundations of Inclusion Presented by Ciara Cooney and Denver D’Cruz of Inclusion Solutions.

Ciara and Denver introduced inclusion through real-life examples and illustrated how marginalised individuals accessing existing groups can help to build social inclusion.

Participants learnt how existing programs and resources can be optimised to allow increased participation, contribution, and belonging of those in low participants groups. This benefits the whole community, while breaking through social barriers.

Finance 101 and Finance 102 Presented by Bob Campbell of Australian Audit Group Pty Ltd Whoever said auditors are “scary” obviously has never met Bob Campbell (left), Linkwest’s current auditor and pin-up boy of all things financial.

In Finance 101, Bob had delegates looking at the bottom line in a whole new light, explaining how to understand financial statements and develop a financial model to achieve budget goals.

One tip was to separate operating from non-operating (capital grants) revenue, to give a much clearer picture of the Centre’s financial position.

In Finance 102, Bob explained how the development of a financial plan and a budget is crucial for the long term viability of Centres, particularly in uncertain times. He talked the group through the factors which will predict insolvency in a Centre, and recommended the commonly held financial goal of building a reserve that will ensure that the centre can operate for another 90 days.

Video Conferencing as a Service Presented by Natika Hawes Wright of Kununurra CRC Natika (right), is a long, honourably serving member of the CRC network, who has been very successful in using video-conferencing (VC) for the benefit of her community.

In this workshop, Natika shared her success stories and top-tips to making the most of the BeingThere VC software, provided free to CRCs as a part of their funding contract. In addition to being essential to bringing in services to remote communities, it also provides the opportunity to generate extra income for the CRC.

Programming for Inclusion – Putting together a community-driven and inclusive program Presented by Jennifer Chaplyn of SamePage Consulting.

Jennifer (left) hosted a collaborative workshop which had participants brainstorm how to create inclusive programs.

Participants were provided with tips and ideas for exploring the idea of inclusion in a community setting.

Leadership – The good, the bad, and the ugly Presented by Jenny McCormick of Movers and Shakers.

That Jenny McCormick works under the umbrella of her company “Movers and Shakers” was extremely apt for this highly interactive workshop.

With techniques drawn from Stephen Covey’s best-selling book, The Seven Habits of Highly Effective People, participants (some pictured below) loudly and energetically explored a range of leadership styles and techniques to strengthen their own leadership capabilities.

Each participant left with new insights as well as a little gift bag tailored to the leadership style they best identified with.

workshops in focus Generating an Income – Running your Centre like a business Presented by Rhiannon Bristow-Stagg of Lagom Agency.

Rhiannon (left) talked us through costing and pricing a course to ensure that it is viable. This workshop provided participants with a spreadsheet to calculate the costs of running a course or marketing ideas to other centres.

The value of good market research was also discussed, along with the ways to monitor the market.

HR Compliance – working within the Modern Awards and Current Legislation and Managing Staff and Dealing with Conflict Presented by Rachel Takats of Jobs Australia The modern award system is a complicated business. The delightful Rachel from Jobs Australia guided participants through the process of ensuring compliance at their Centres, making sure they are meeting both the minimum and Award requirements. In addition to being essential learning, Rachel also managed to make a rather dry topic lots of fun!

Rachel then came back to shed some light on the minefield of conflict management. The session provided key information on process and policies to help Centres better deal with difficult situations.

Rachel also helpfully illustrated key points with amusing (if at times scary) anecdotes.

Not everything at the conference was on the ‘business’ end of the scale...

Our tech free Zen Zone (below, left) provided a welcome oasis of quiet, with low lighting, a touch of nature and a waft of essential oils designed to relax and rejuvenate.

For those needing an extra shot of energy by the second day, the Byfields Wealth coffee cart (below, right) was the place to go, with barista coffees on offer during all the breaks.

Delegates not required to attend our AGM were treated to a workshop run by the highly entertaining and talented “Balloon Man” (above) and emerged sporting their very own balloon creations.

Our Sundowner raised the decibel levels in the Pan Pacific lobby lounge as nearly 100 delegates wound down from the first day over drinks and plates of delicious nibbles… and we commandeered the entire restaurant area of the nearby Grosvenor Hotel for a casual dinner on Day Two.

CoDesign for Thriving Communities Asset Based Community Development (ABCD) focusses on identifying, connecting and mobilising the assets and strengths of a community toward community well-being.

In the CoDesign for Thriving Communities session, Linkwest team member and project convenor, Liz Nicholas (below), introduced ABCD as a way of approaching organisational and community development.

Offering ABCD-based community engagement opportunities will assist Centres in inviting community input into Centre programming and development, and demonstrating their impact to funders and others.

The session featured ‘notes from the field’ from project partner Centres Kalannie CRC and Yangebup Family Centre. Both Centres have started exploring how to use Asset Based Community Development as a way of engaging their communities and contributing to Centre sustainability and community well-being.

Through the project, a legacy resource is being created that will support Centres to act as facilitators of ABCD projects.

Delegates were invited to contribute thinking about the difference Centres make in their communities, and the ways in which we offer value to wider stakeholder communities in our sector. Delegates also wrote postcards to the Linkwest Board offering ideas, questions, and encouragement to assist them in the process of developing the next Linkwest Strategic Plan.

Networking Opportunities With Neighbourhood and Community Resource Centres located right across Western Australia, Linkwest conferences offer a rare opportunity for our members to come together face-to-face. Delegates took every opportunity to network; be it with each other, with representatives from funding bodies, with elected officials, with our conference exhibitors, and of course, with the wonderful Linkwest staff!

Both CRCs and Neighbourhood Centres gathered on the afternoon of the first day to meet representatives from their respective funding bodies. The Department of Primary Industry and Regional Development met with CRCs for an open forum Q&A around the upcoming network review. Similarly, the Department of Communities met with Neighbourhood Centres to give a presentation on the Supporting Communities consultation process.

Celebrating the awesomeness of Our Sector

Each conference, through our biennial awards, we honour the work undertaken

by Linkwest member Centres and the positive difference they have made within their communities over the past 24 months.

Awesome was the word that came to mind when thinking of the outstanding work undertaken by so many outstanding people in the sector, so we thought it only fitting, in 2017, we hold the Linkwest Awesomeness Awards.

Much more than just a congratulatory pat on the back, these awards help highlight the ongoing positive difference Centres make on the lives of those in their communities, and how programs, initiatives, and partnerships undertaken at the local level help foster inclusion and create a sense of belonging.

With so many wonderful award applications, deciding on the winners was a difficult task. But decide we did, and the award recipients were announced at a celebration lunch, held on the third and final day of the Belonging Conference.

Awesomeness Awards recipients Inclusion Award For the Centre that has made an outstanding contribution to supporting diversity and fostering inclusion.

Joint Winner: Yangebup Family Centre For the Women of the World project Yangebup Family Centre has actively sought greater engagement with Culturally and Linguistically Diverse members of their community.

With support from the City of Cockburn, the Centre established and successfully run the Women of the World program, a community support group for women who have moved to Perth from interstate and overseas.

The program has led to range of successful events and programs, many linkages and friendships have been formed, and the confidence of participants has blossomed.

Joint Winner: Derrick Ernst Neighbourhood Centre For Playgroups with Pride Playgroups with Pride began 3 years ago with 5 parents and now has a member base of over 220.

The parents and their children have found a sense of belonging and a new community which in turn, now sees many of the parents volunteer in the community.

The program, which offers a welcoming space and supportive environment to members, has been further enhanced by the provision of inclusiveness training for Centre staff.

Sustainability Award For the Centre that has demonstrated commitment to the development of initiatives that improve the short and long term sustainability of their organisation.

Winner: Yangebup Family Centre Yangebup Family Centre has shown that a clear shared vision, planning for meaningful outcomes and galvanising the community, makes for a vibrant Centre.

With a vision for diversity, Yangebup has encouraged new members from its community by arranging thoughtful events, effective use of the media, and providing a warm welcome to all.

The Centre’s Suq Al‘usra, or Family Market and Harmony Day were two major events. Recently this Centre celebrated 25 years of serving the Yangebup and surrounding communities.

Celebrating the awesomeness of Our Sector Mentor of the Year Award For the individual who has been willing to share their breadth of knowledge and understanding of the Neighbourhood and/or Community Resource Centre sector.

Winner: Sandra Krempl

Mentor to William Langford Community House Sandra Krempl began working with William Langford Community House through a partnership with the One World Centre for the Act Local, Be Global. project.

Sandra organised a visioning session to focus the centre’s future, and her generous sharing of her wisdom has contributed to William Langford Community House developing new partnerships and collaborations.

Sandra has enriched the lives of many centre users and staff, encouraging and supporting individuals and cultural groups to tell their stories and to actively contribute to the Centre’s rich diversity.

Volunteer of the Year Award For the individual who, through their outstanding voluntary contribution, has made a positive impact on their Centre and its community.

Winner: Sue Luke From Glyde-In Community Learning Centre Sue walked into the Glyde-In Community Learning Centre in late 2012 and hasn’t spent much time at home since then.

Sue Luke, Volunteer of the Year Sue began volunteering as administrative support, and has then began making preserves as a fundraising initiative which has helped raise thousands of dollars. She has run courses, fills in, fixes things, makes things, tidies and cleans.

Sue’s remarkable goodwill, cool head and plethora of skills have enriched the Centre and its users. She has buoyed spirits, eased the way and has become essential to the smooth functioning at Glyde–In.

Unfunded Excellence Award For the self-funded Centre that consistently engages its community with a varied program of activities and events.

Winner: Loftus Community Centre Assoc Loftus Community Centre is entering its 40th year as an integral part of the Leederville and North Perth communities, while attracting patrons from all over the city.

The secret of their success is a strong Management Committee, great staff, adaptability to changing times and clients and a strong ethos of inclusiveness.

Key programs include Seniors Programs, 3 year old Kindy, Holiday Programs and Playgroups. And a range of community led and managed programs.

The impact of the Loftus Community Centre over the last 40 years has been immeasurable. As the area has changed over time, the centre has also altered its operations to remain a pivotal service in its community.

An Awesome Place to Belong Award This special “Belonging� conference award was created

by Linkwest to celebrate the work of a Centre which has epitomised the spirit of belonging.

Winner: William Langford Community House For the Act Local. Be Global. project.

Maria Cavill, William Langford Community House

This award, recognises the amazing work at William Langford Community House to welcome and include members of the community in a manner which celebrates differences and seeks to find acceptance and encouragement through a range of arts and cultural programs.

Linkwest believes that William Langford Community House epitomises our vision of a vibrant, inclusive and connected community and this special award recognises William Langford Community House as an Awesome Place to Belong.

Celebrating the awesomeness of Our Sector Successful Partnership Award For the Centre that has partnered or collaborated with another Centre or organisation, to develop an initiative that contributes to the creation of a stronger, healthier, more inclusive local community.

Joint Winner: Escare Inc. This centre, located in Esperance, has established and maintains extensive partnerships with Esperance Community Arts; recently employing an Aboriginal Arts Co-ordinator to co-ordinate a range of arts-based activities for all age groups.

This has included the Hip-hop project, Nyungar Doll making, and Giant Mandaboornap Dreaming Puppet project.

This project has fostered strong relationships with non-Aboriginal and Aboriginal artists in the region and has resulted in employment and greater understanding of Aboriginal Issues in the Esperance community. This has been done in collaboration and consultation with the Esperance Tjaltjraak Native Title Aboriginal Corporation and Esperance Saltwater Family group.

Joint Winner: Ravensthorpe Community Resource Centre Ravensthorpe, a community of 370 people, in partnership with a number of community groups, organised a Scottish Ceilidh as part of the opening event to the local Wildflower Festival.

Partnerships in a small, isolated community often rely on people fulfilling many roles. This project was financed locally with donations of time and resources coming from all areas of this farming and mining community.

A 63% increase in visitor numbers in Ravensthorpe was recorded as a result of the event and the publicity surrounding the Wildflower Festival. New partnerships have been formed, most notably with the Hopetoun Community Resource Centre.

We certainly appreciated the extra sets of hands: on the registration desk during those frenetic peak periods; for manning our Belonging Photobooth (see next page); for collecting video testimonials from delegates; and for the myriad of small, and often-time menial tasks that kept the wheels of the Belonging machine turning.

On the morning of the final day of our conference, delegates were treated to a visit from the Salad Bowl Choir (below). This choir, which began as a result of William Langford Community House’s Act Local. Be Global. project, sang us into the morning’s proceedings. Their tunes from across the globe set the tone for the day: one of celebration and looking to the future with positivity and confidence.

the Linkwest AGM The 2017 Linkwest Annual General Meeting was held on Day 1 of the Belonging Conference, and welcomed 118 individuals representing 83 Linkwest members.

In addition to the usual AGM business, we farewelled long-serving Linkwest President Dr Nicky Howe (left). Nicky has been Linkwest President for three years, and will be greatly missed by the Linkwest staff and board. Nicky is succeeded by Cate Rocchi, Linkwest associate member and board member of 3 years. As the new Chairperson, Cate (below right) gave an impassioned speech on the impact of the work Centres do.

The Linkwest board represents a wide range of individuals from geographically diverse Neighbourhood and Community Resource Centres, local government, and other interested parties. Each brings a unique skillset and experience to the organisation.

In 2017, we conducted our first ever postal vote. At the AGM, we announced the results of the vote and welcomed our 2017-18 Board:
