‘Project Neptune’ launched to kick-start Wyre’s economy Wyre Council has approved capital investment as part of ‘Project Neptune’, a plan to build new commercial space on the ABP land on Fleetwood Dock. The investment was approved by Wyre Council’s Cabinet at a meeting on 2 December. The project includes, subject to planning permission, new build commercial floor space to accommodate a new food and fish processing facility, potential demolition of outdated and no longer fit for purpose industrial floor space, enabling infrastructure investment to remediate unstable land and improved surface access to facilitate the future delivery of housing. To support the delivery of Project Neptune, the council has been successful in obtaining funding under the Getting Building Fund from UK Government. Earlier this year the Government announced a £900 million Getting Building Fund to deliver jobs, skills and infrastructure across the country. This fund is being targeted in areas facing the biggest economic challenges as a result of the COVID-19 pandemic. It is supporting the delivery of shovel-ready infrastructure projects, agreed with Lancashire Enterprise Partnerships to boost economic growth, and fuel local recovery and jobs. Minister for Regional Growth and Local Government, Luke Hall MP said, “With a £4 million Getting Building Fund investment, we’re helping Fleetwood celebrate its fishing heritage and preserve it for generations to come. “Developing the new, modern, facility will protect and create jobs, keeping Fleetwood on the map as a national leader in this industry. “We’re levelling-up opportunities in towns like Fleetwood across the country, helping to safeguard their history while boosting growth and prosperity.” Project Neptune is part of a larger regeneration project, ‘Future Fleetwood’, which is working to deliver economic growth and prosperity to Fleetwood. So far, the Future Fleetwood initiative has seen the creation of the new Market House Studios in Fleetwood Market and improvements made to Fleetwood Market’s outdoor facilities. The council is also awaiting an announcement on their £22 million bid as part of the Future High

Streets fund to deliver their ambitious vision to kick-start regeneration of the town centre. Councillor Alan Vincent, Portfolio Holder for Resources at Wyre Council, commented: “Project Neptune will help to give our local economy a much needed kick-start which is a key priority in our COVID-19 recovery plan. “The creation of a new, modern, fish park in Fleetwood has been top of our wish list for several years. Whilst we have built up an investment fund for this kind of project over the last few years, it has now been made possible thanks to the Government stepping in with grant funding. “Looking towards a secure future that includes job protection and job creation is at the top of our priorities. This is a good deal for employment in Fleetwood and Thornton Cleveleys, and a good investment for the benefit of our Council Tax payers too.” Cllr Vincent continued: “COVID-19 has had a detrimental impact on the economy and businesses, but this project will safeguard 65 jobs and create many more to help get us back on track. These are exciting times for Fleetwood and we look forward to getting started on the project.” “I’d like to thank the Lancashire Enterprise Partnership and ABP for their work on obtaining this funding to make project Neptune possible” Steve Fogg, Chair of the Lancashire Enterprise Partnership said, ''The Covid-19 crisis has naturally had an adverse impact on most areas of the Lancashire economy and the Lancashire Enterprise Partnership is in regular dialogue with Government to ensure the economic effects are minimised and the county receives the support it needs and deserves. “By working closely with our partners, we have successfully secured a total of £34.1m from the Getting Building Fund for investment in quality projects which will drive economic recovery and create jobs. “I am delighted money from the Fund has been awarded to this scheme in Fleetwood which will enable the first phase of a mixed use development to transform Fleetwood Docks. “This proposal will not only create over 100 hundred new jobs for the town, but it will also enhance the attractiveness of the area through the development of high quality waterfront residential accommodation, which I am sure will help provide the impetus to stimulate the local economy.''

Work reaches completion at the National Lottery-funded Mount Pavilion and Gardens in Fleetwood
Wyre Council was delighted to have been awarded a £2 million ‘Parks for People’ grant by The National Lottery Heritage Fund and The National Lottery Community Fund in 2018 to continue its work to revive the Mount Pavilion and Gardens in Fleetwood. The seaward side was restored in 2017 thanks to a £1m personal donation from Mrs Doreen Lofthouse. This involved work to reinstate the Victorian railings, restore the shelters, repair the pathways and create new rockeries and planting. The council’s first-round application to the National Lottery’s Parks for People programme was also approved in January 2017 which supported research, planning, and pilot activities in order to prepare a secondround application submitted in 2018.With this submission being successful, the National Lottery grant together with the generous donation from Mrs Lofthouse, has funded the restoration of the garden areas including the pavilion and lodge over the past year. Wyre Council would like to say a huge thank you Mrs Doreen Lofthouse for her generous donation and National Lottery players, without 34

who these funds, and therefore this project wouldn’t have been possible. David Renwick, Director, England, North at The National Lottery Heritage Fund, said: “Regenerating and conserving public parks remains a high priority for us as we commit to promoting more environmentally-sustainable heritage and increasing people’s health and wellbeing. This is more important than ever before, as parks have provided much needed green spaces during the COVID-19 pandemic for people to connect with nature and the outdoors in their local area. Thanks to National Lottery players, we are proud to have supported Wyre Council in their renovation of the Mount Pavilion and Gardens, and we’re delighted that it will reach its completion just in time for the festive period.” Wyre council and the appointed contractors Rosslee Construction have been working hard to complete the restoration project as close to the original timeframes as possible despite the COVID-19 pandemic and its implications for the construction industry. Conservation specialists, Rosslee have been

working on Grade I, Grade II and Grade II* buildings and projects of an historic nature since 2002 so they have had lots of experience to bring to the scheme and Wyre Council want to say thank you to them. As a Lancashire based company, they are committed to supporting a strong local economy by using companies and key supply chain partners based within Wyre wherever they can. The council would also like to thank the surrounding neighbours of the Mount Pavilion for their patience throughout the project and hope that any disruptions that may have occurred during the restoration have been kept to a minimum. The pavilion, originally built in 1901 is now restored and is set to be brought back into regular use as an education centre, exhibition space and a function room for public events, weddings and receptions. The lodge building and the upper floor will be opened as a tearoom and the lower floors, which will be used as a base for volunteers helping on the grounds and by an artist and scientist who will run activities.

Some activities have had to be postponed until later in 2021 because of the pandemic, however self-led activities are currently being developed and the play area is now open to enjoy. The programme for next year has been curated by Wyre Council’s Development Officer for the Mount who will be working with schools and the community to offer opportunities to visit the site. In the New Year there will be a variety of opportunities for volunteers to help in the management and presentation of the Mount. The Mount has a strong navigational history and also beautiful grounds therefore there will be opportunities to work alongside the Development Officer and gardening team to manage the site and there will also be opportunities to help present the heritage of the site to the public. The development of

Heart attack survivor plans marathon
Heather said: “Everyone who came in I asked when I could go running again.
Heather was a novice runner five years ago, and started her journey through a Couch to 5k programme. Now she is encouraging locals to join Trinity Hospice’s Couch to 5k to find their love of running, while raising funds so people across the Fylde coast can access outstanding hospice care whenever, and wherever they need it. Heather was 14 miles into her training for the London Marathon when, in January 2020, aged 48, she suffered a heart attack. She was devastated it cost her place in the running event, and was determined to find her running feet again. Heather, who lives in Staining, said she, like many runners, entered the ballot for a marathon place every year and was surprised to receive an email confirming her place in the 2020 event. She said: “I picked myself up off the floor, and decided that I would support Trinity Hospice because, you never know, one day I might need it.” Heather’s training was going well, and she had reached 14 miles when, in January, following a trip to Sheffield for her mother’s funeral, she started to feel unwell. She said: “I had been driving for two and a half hours, and when I got out of the car I just felt stiff. My back was aching, and I thought I must have been tense on the drive home. Helen was pulling my arms out in front of me and up in the air trying to help me loosen up, and we got in the car to go to the shops. “I started to feel really ill. It’s a feeling I would never wish on anybody. I was clammy and grey and I had this crushing feeling in my chest. “We went to the walk in centre, and even with everything I was feeling, I was so focussed on my training that I went up the stairs, rather than the lift. Everything I did, the marathon was in the back of my mind.” Nurses administered a medical spray – GTN – to open up her arteries, and gave her aspirin to thin her blood. They called an ambulance, and Heather was admitted to Blackpool Victoria Hospital, where doctors confirmed she had suffered a heart attack.

“Fortunately I didn’t need stents or anything, just medication, so I was allowed home the next day. But before I left the doctor came in. He said he knew I was training for the marathon, but that the answer was no. “I was OK. It wasn’t until the next morning at home, when I came downstairs and saw the bag of medication I would be on, and my training calendar on the wall, that it hit me. I’d had a heart attack, and I wouldn’t be doing the marathon.” Heather started to attend Cardiac Rehab at the Vic, but due to lockdown only attended three sessions. It was all she needed. Therapists helped her to focus on her breathing, and how she was feeling, and, knowing she was desperate to get running again, got her to jogging, ready to begin marathon training once more. Heather said: “I wanted to get to where I was, and I decided to mark a year since the heart attack with a marathon here in Blackpool, ending at the hospice. “What better way to close this chapter, and this awful year, than to complete what I set out to do. “I must admit, there are times when it’s been so cold and wet when I wonder why I didn’t make it a half marathon. But I’m up to 16 miles in my training – more than I did before my heart attack, and I’m feeling good. There are people at the hospice who would love to go out for a run, or are desperate to feel the rain on their faces – they don’t know if they will feel it again. So when I’m at my 19th, or 23rd or 26th mile, and I feel like I can’t go on, I know that thinking of them will get me to the end.”
