Hello Agriculture Community, I am pleased to announce that the 2013 County Agriculture Investment Program (CAIP) was able to fund 77 projects for 59 different producers in Pendleton County. This program, supported by the Kentucky Agriculture Development Fund (KADF), is a great opportunity for KY Farmers to receive assistance in making those necessary planned improvements or advancements to farming operations.

I encourage each of you interested in applying for the 2014 program to attend one of our informational meetings to learn more.

NOTE: ONLY the person applying for funds may sign in as meeting attendee, ONLY the person applying for funds may attend the educational class component and ONLY the person applying for funds may sign application/affidavit per GOAP rules.

The County Agriculture Investment Program, commonly referred to as CAIP, and previously known to many as Phase 1, began in 2004 following the Tobacco Buyout. CAIP is a 50/50 cost share program that allows producers to receive up to $5,000 through a pro-rated reimbursement program. CAIP is designed to provide farmers throughout the Commonwealth with incentives to allow them to improve and diversify their current production practices. The amount of funding granted to each county for agricultural improvements is based upon the historical tobacco base. The tobacco base quota was based on the number of acres and the average tobacco poundage per acre.

CAIP combines what were previously known as county model cost-share programs into one, where each model program becomes an investment area. There are 10 investment areas within CAIP, which include commercial production of aquaculture; bees and honey; equine; forage; beef and dairy cattle; goats and sheep; horticulture; poultry; swine; and timber, as well as energy efficiency and production; farm infrastructure and water enhancement; marketing; and value-added production, just to name a few. The funding for CAIP is provided through the Kentucky Agriculture Development Fund (KADF) which is operated by the Governor’s Office of Agriculture Policy.

To receive CAIP funding each producer must complete an application and obtain a minimum score of 60. Applications are scored by the local county board in accordance with the state guidelines. Upon approval, applicants agree to follow program guidelines for their respective investment area, maintaining all receipts and project documentation. Cost share will only be given for completed projects that meet all guidelines and within all timelines.
