The Union Budget 2016-17 has been presented and like many other sectors, the travel and tourism industry is also trying to analyze its impact. The budget has been welcomed by almost every section of the economy for its focus on agriculture, rural and infrastructure sectors. This will certainly help the industry in the long term with improved infrastructure and an increase in demand. However, the hotel industry’s long standing request for infrastructure status remains unaddressed.

This is indeed disappointing. The industry has hoped that benefits and incentives announced for start-up entities would also be extended to the hotel industry, which did not happen. There is also no cheer for other segments of the travel and hospitality industry such as tour operators and travel agents. Rather than reducing and simplifying the excessive and complicated tax structure, the budget has further burdened the sector by levying the new Cess on Service Tax. This will automatically make residing in hotels even more expensive and dampen demand in this sector.

The hotel industry is already facing the problem of over-supply of rooms. Many other travel services will also become more expansive because of the new Cess on Service Tax. India is already considered an expensive tourist destination. Hike in excise duty on ATF will also increase airfare as the airlines will certainly pass this burden on customers. The Finance Minister should have explored other options rather than increasing taxes on customers to generate his revenue target. This was not opportune time to increase service tax when consumer sentiment is tepid in the country.

The last two budgets of the Modi government were more sympathetic to the hospitality sector than this year’s one.

Overall the Budget 2016-17 has fallen short of expectations of the travel and tourism industry. You can read reactions of the Industry players to the Budget in this issue.
