PRESIDENT’S REPORT

amalgamation could be a more sensible option in some cases.

This past year can be summed up in one word: testing. At the end of the summer the spectre of COVID-19 loomed over us and uncertainties around how we protect the beaches came under close scrutiny. Looking out to the next summer, with our Labour Weekend season opening close at hand, nothing can be taken for granted as to how we will manage our respective responsibilities.

At this year’s SLSNR AGM I will step down from all my official roles after 40 years as part of this marvellous organisation at a management level. I became the Association Secretary in 1970 and had two stints as President in 1981 and then in 2017. My lifesaving activity will now focus on my beloved Sunset Beach, chairing the club’s new-build project, with stage one of the Community Hub nearing completion. With new housing projects underway in the southern part of our Region, including growth at Paerata, Tuakau, PŌkeno, Te Kauwhata and Drury, the pressure will be on Sunset and Kariaotahi to provide safe ocean recreation for this population growth.

International travel being largely off the agenda for Kiwis, our beaches will likely be targeted as the safest places to recreate – much as the ski slopes have proved popular over winter. With an el nino summer weather pattern predicted and foreign travel off, the pressure will go on our organisation as beach attendances soar and the public expect lifeguards to be there for longer and more frequently. I foresee daily patrols extending beyond the usual timings.

He waka eke noa! We are all in this waka together. In the uncertain months ahead it is good for us to understand this.

The SLSNR Board are to be congratulated for their outstanding contribution during these challenging times; I have been impressed by the quality and quantity of work that the Board has taken on and managed on the clubs’ behalf in a professional manner. Similarly, the commitment of the SLSNR management team to supporting the clubs was greatly appreciated.

I believe a close study as to where we need lifeguards services needs to be undertaken now. As clubs plan for new builds and/or extensions, and costs for these new facilities increase,

CHAIRPERSON’S REPORT

With the impact that COVID-19 has had on our operations and lives it is easy to forget the successes we have enjoyed this year, despite the season being cut short and some of our sporting events cancelled. Successes significant to the Northern Region from the Board’s perspective are: • Most importantly, our lifesaving delivery strategy is proving successful. The continuing development of patrol operations and support initiatives has again led to a significant reduction in rescues, despite an increase in patrolling hours and people on our beaches (pre-COVID-19).

• As the nature of our work has continued to change, the organisation has welcomed the added capability from the new digital patrolling app. It is important to make the administrative work of patrolling as easy as possible and the app now makes it possible to capture much more useful information to inform our decision-making.

• The embedded, co-response tasking from St John through our SurfCom has enabled lifeguards to assist with more medical events on and near our beaches in a lifesaving manner.

• The importance of our support services, Duty Officer and Peer Support initiatives has been heightened as our work has continued to grow outside of the flags and usual patrolling hours.

• There has been a big increase in participation at our sporting events, with more clubs and more members of all ages and levels joining in.

• Having 70% of all current rookies transition through to lifeguards bodes well for building strong linkages between our Sport and Recreation and Lifesaving Delivery Pathway.

Northland and Waikato Regional Councils.

• The renewed management structure has brought in additional roles for supporting clubs and volunteers, assisting in the financial support and helping improve the practices of our clubs. This has won immediate support from clubs.

The onset of COVID-19 alert levels required SLSNR to have a very detailed look at the ongoing funding situation for both clubs and SLSNR and consider alternatives that would ensure appropriate support and funding continued for club operations. While central government funding will now provide some support in this area, the challenge for SLSNR will be to protect existing sources of funding and ensure financial sustainability and capacity and capability enhancements for our member clubs.

It was disappointing not to enjoy our Toyota Financial Services SLSNR Awards of Excellence in the usual format this year as this presents us with a great opportunity to thank the Northern Region lifeguards, volunteers and staff for all their hard work during the 2019-2020 season. It also provides an opportunity to showcase our success to sponsors, key funders and other stakeholders and to thank them for the contributions they make to this. A big thank you to all of you.

For SLSNR, an ongoing priority is to continue supporting our membership in all areas of their delivery.

For the SLSNR Board, the focus is to ensure we are acting in the best interests of our member clubs. A priority in the coming year will be to collectively take stock of where the Northern Region and its clubs are at and determine how best we move forward to ensure a continued level of support and benefits are delivered to clubs.

• We have an increasing number of members becoming involved in Patrol Support roles.

• Work has begun with Auckland Council on a joint review of future lifesaving service growth in the Auckland Region to ensure we are well-placed to continue delivering to the needs of the city. We also hope to continue similar work with the

MINISTER’S REPORT

As the Minister for the Community and Voluntary Sector, thanks for letting me take some time to record my appreciation to you all.

The last few months have seen all of us effected by what is an unprecedented global event, but through this, what has been the most important lesson is the resilience and commitment of the community sector and its many volunteers.

Surf Life Saving Clubs are essential to keep New Zealanders safe in the water, and many clubs have pivoted to become important local hubs for community stability and support; places of real community engagement.

This has allowed the development that clubs have engaged in with its members, in programs of self-esteem, self-confidence, teamwork and responsibility to be extended to benefit whole communities, showing true partnership and collaboration and innovation.

I would like to take this opportunity to once again acknowledge the dedication of the many people involved in the successful operation of the Surf Life Saving Northern Region as we look forward to another summer. A summer that we know will be an

even greater challenge with a marked increase in New Zealanders holidaying closer to home and to the beach.

Activities in and around the beach are the happiest summer experiences for many New Zealanders and the ongoing commitment of Surf Life Saving Clubs means safe and enjoyable times for us all.

CEO’S REPORT It is with pleasure I present the Annual Report for Surf Life Saving Northern Region for the year ending 30 June 2020. The extraordinary change we have all recently witnessed across the global landscape has also been paralleled by an extraordinary year of delivery for Surf Life Saving Northern Region (SLSNR), on our beaches and beyond. It has been a significant year for our movement and one marked with success despite the tail-end of the season truly being disruption personified.

Progress on many fronts

Building for the future

2020 marked the second year of delivery of our current Strategic Plan and significant inroads into many of our priorities.

Paradoxically, despite reductions in season length, and disruptions to our event calendar and programmes due to COVID-19 impacts, SLSNR was on track for its biggest year of delivery to date.

We have a role in both delivering services to achieve excellent outcomes and shaping the future outcomes of the movement.

For 2020, that has involved maintaining and improving our core services while listening to, and engaging with, our internal and external stakeholders regarding our future direction.

While the lifesaving environment settings are shifting, we have continued to improve core services as well as make capability improvements to ensure we can respond to future demands.

Of most importance to those who we serve, our patrol data demonstrates that strategic changes made over the past two years have had a direct impact in reducing drowning and injury at our beaches with total rescue numbers continuing to decline during comparable periods. It is refreshing to note that with so much uncertainty elsewhere, we are certainly moving in the right direction.

The need for growth continues to provide both opportunity and challenge for SLSNR. Lifesaving facility redevelopments are underway in Sunset Beach and Karekare and there is a new lifesaving facility underway at Baylys Beach, west of Dargaville.

These developments provide a mix of revitalising current locations and supporting new or future areas for lifeguard service delivery, as we continue to work to be well-positioned for the future.

The continued use of the data we collect to better inform future outcomes remains an area of importance. We have a year of beta-testing under our belts for the digital integration of our patrol reporting and SAR tasking, and we continue to enhance our systems and processes with partner emergency services. We hope this will make life easier and more informed for our members, and to foster insights that will continue to help save lives on our beaches.

Increasing participation is at the heart of what we do, whether it be increasing the safe use of our coastlines, working to increase the retention and recruitment of our lifeguards and patrol supporters or providing greater accessibility to participate in our own suite of sport and recreation disciplines. Woven through the wider successes of the past year we have continued to make inroads to improving the accessibility and experience for participants in our core areas of delivery.

In addition to these initiatives, SLSNR is continuing to work with kindred community groups who want to bolster our activities.

These groups seek to work alongside the organisation to support the delivery of our outcomes in their own communities, where a lifesaving presence has not existed previously. Equipping ourselves for this growth in a well-managed and unified way will form a significant piece of work for the coming year.

One of the significant barriers for growth has continued to be our funding model, the volatility of which can be seen in the current financial position where we have posted our first real deficit in many years. Our financial position at the end of financial year 2020 highlighted the reliance we have on at-risk funding sources to sustain our core operations, particularly Class-4 gaming funds.

As such, one of our key outcomes continues to be increasing the organisation’s financial sustainability, which was recently heralded with the announcement of central government funding in May of 2020. This support could not be timelier, as the demand for our services and expansion continues to outstrip the growth and security of current funding sources.

Remaining unified through change As New Zealand’s population continues to grow, we see an ongoing, matched increase in the use of our beaches and demand for our services, reflecting how important the use of our coastline is to our national identity and the relevance of the services we provide. SLSNR continues to be at the forefront of this change and the challenges which accompany it.

An organisation the size and breadth of SLSNR requires cohesive, collaborative leadership to drive the change and success we seek on behalf of our diverse membership collective and the public we serve. Woven through this leadership challenge is the current challenge of navigating the environment of growth and change.

There will continue to be challenges as the picture of Surf Life Saving changes with the public’s requirements, and we will need to remain focussed on current services and locations remaining vital, while working to add capability for the future, ensuring that all emerging services are provided to a uniform high standard to ensure the safety of the public who rely on those services.

Surf Life Saving has a strong and visible culture and set of values borne out of the nature of our operations and our need to perform no matter the circumstances. We are a high-performing organisation with an enviable history of success and service.

Moving forward, as we grow into new areas, we will need to engage with communities and groups who will come with their own value-sets, histories and successes. The focus on moving forward as one organisation and integrating change in a wellthought-out way will be paramount to our ongoing success and performance, not only in regards to saving lives on the coast but also in ensuring we have a cohesive organisation that continues to remain relevant in the emerging communities who rely on our services.

FY20 has continued to see progress in all areas of our Strategic Plan, it has seen the best of our movement as they have faced adversity and embraced the changes related to COVID-19 and it has continued to herald future change as our organisation understands what is expected of it in future years. To all those who have been part of the journey for this past year I thank you.

It is truly a pleasure to lead an organisation where everybody gives so much and has such passion for their service. I want to thank my Board of Directors, staff, club leadership and volunteers for continuing to contribute in such a meaningful way. Together, we are continuing to shape our organisation and a safer coastal recreation environment for the future.

WHO WE ARE Surf Life Saving Northern Region (SLSNR) is the primary organisation for the delivery of beach and coastal drowning-prevention services to millions of people in the upper North Island of New Zealand. Our iconic lifeguards continue to be a treasured and time-honoured sight on the coastlines of New Zealand.

Today SLSNR consists of 17 member organisations, flying the flag for safe beach recreation at 17 clubs from Raglan north to Cape Reinga and down the east coast to Auckland. Our single and simple purpose is to protect the Region’s communities in the water, on our beaches and on our coastline.

The surf lifesaving movement in New Zealand has continued to evolve in recent years as the movement’s role and impact continue to grow. Today’s lifesavers provide support to the public through a vast array of valuable services, many of which weren’t evident in the past.

Our lifeguards are primarily to be found “between the flags”, where they have a long, proud history of providing formal supervision to beachgoers at 22 patrol locations throughout the Northern Region. Their presence on patrol has traditionally been from Labour Weekend in late October through to April the following year, but the length of the lifeguard season continues to grow with increasing demand from the community to have formal supervision provided for more hours of the day and more days in the year.

While patrolling, lifeguards work closely with the public on the beach to help them avoid the many dangers present, but they are still regularly required to respond to a wide array of emergencies at, or near, the beach and rescue people in difficulties in the

water. Their emergency training and resources mean lifeguards are frequently asked to assist in responding to on-beach or nearbeach first-aid incidents, ranging from jellyfish stings or sprained ankles through to more serious incidents like cardiac arrests or vehicle accidents.

Our lifeguards also contribute a critical element to New Zealand’s Search and Rescue efforts, being called out for on-water or nearbeach SAR duties around our coastlines throughout the year, ensuring a rapid response to coastal emergencies at all times.

Outside of our patrolled beaches, SLSNR also provides formal event-safety services to commercial entities and the community, ensuring those events and other forms of organised coastal recreation have access to lifesaving skills and services.

Community Education continues to be a huge part of SLSNR’s purpose and an important building block in New Zealand’s Drowning Prevention Strategy. You will find lifeguards in classrooms, at marae, at tertiary institutions, at public events and on beaches educating people of all ages on critical water-safety competencies throughout the year.

Surf Life Saving also offers more than 15 different sport disciplines for its members to take part in and compete in, through formal and informal sport-and-recreation pathways and frequent largescale sporting events. These pathways allow thousands of athletes from age six to 60-plus to play, learn, and compete on the water and beach.

Overarching all of this is our role in supporting our member clubs and shaping strategies to ensure our organisation and those clubs continue to be relevant to their stakeholders and provide attractive volunteering opportunities. In the constantly changing landscape that is volunteering, SLSNR works closely with our club members to ensure they are well-placed to deliver to their future aspirations in addition to our continuing role of providing governance, leadership and advocacy for our member organisations.

OUR VISION A well-educated public participating in safe enjoyment of our coastlines Our beaches and coastlines are treasures. We value the ability of all the public to access them readily at all times of the year and the costless recreation they provide, their natural value, and their ability to attract visitors.

We want to ensure beaches remain readily used, and that those who use them have safe access provided through the services of Surf Life Saving Northern Region (SLSNR), both on and off the beach, through active lifesaving delivery, and various forms of education and engagement.

OUR MISSION Preventing beach-related death and injury on our coastlines SLSNR’s core focus continues to be the reduction of the on-beach drowning toll in our region. This will continue to be through the planned delivery of on-beach lifesaving supervision, and public education.

While our core mission has not changed from previous years, it has been expanded to account for the continuing trend of increasing demands and responses for our lifeguards, in order for us to adequately plan and resource operations.

OUR VALUES SLSNR is committed to the wellbeing of all its membership, and the public who rely on the services we provide • Risk is a constant partner in our business and we value our services being delivered in the safest way.

OUR STRATEGIC PRIORITIES It is increasingly understood that our remit has grown over the past decades from “between the flags”. The organisation’s increasing capability and the demands of the public have continued to require our services to expand to additional areas – rock-fishing, inshore/ near-shore craft rescue, coastal medical emergency, and coastal Search and Rescue.

It is clear that as coastal populations continue to grow in different ways, at different locations there will be varying or unique demands on surf lifesaving services. These factors oblige SLSNR to resource itself to understand its scope both locally and regionally, and to only make changes in a planned and sustainable manner, planning for change rather than reacting to it.

2020 marked the second year of delivery to our 2018 – 2021 Strategic Plan. Following a mid-cycle review of the Strategic Plan, 2020 came with a conviction that SLSNR must continue focussing on the support and growth of its member clubs as a key priority, not grow services without supporting funding to match service-expansion costs, and be cognisant of the organisation’s current resource and capacity to deliver.

Key strategic areas of focus The Strategic Plan continues to be focussed on three strategic themes common to the success of all our member clubs. These themes arise directly from our Mission Statement; they respond to the challenges we collectively face, contribute to our ability to form successful outcomes, and reflect the priorities that clubs have communicated.

Developing our people: Our membership provides the basis of SLSNR operations; growing their capacity and fostering the development of our membership continues to be SLSNR’s chief focus.

Evidence-based delivery: Using evidence-based practices to deliver to the long-term needs of our membership and the public who use our beaches and coastlines. Service delivery must be financially supported and matched to the capability of our member clubs and the needs of the public, all of which differ across the Region.

An organisation that strives to prove opportunities for everyone: SLSNR clubs need to remain fundamentally fit-for-purpose, well-led and supported by vibrant communities; we must continue adapting to ensure our movement is open, inclusive and accessible. We must continue to adapt – across all areas of our operations - for all abilities and people to make a valuable contribution to Surf Life Saving and reducing the drowning toll.

The Plan was also careful to identify key performance measures that will be used to track and evaluate progress towards meeting priority areas, which are: 1. Growing stronger clubs

GROWING STRONGER CLUBS Membership and club development opportunities

COVID-19 impact

Over the 2019-2020 season, emphasis has been put on the ongoing development of our clubs and membership within the Northern Region. We have worked to deliver many development opportunities through events, competitions, courses, programmes and camps, with the overall focus being on creating equal opportunities for all those involved.

The arrival of COVID-19 in March 2020 definitely rocked the surf club “boat” but clubs showed resilience, staying strong and fronting the pandemic.

Programmes delivered this season included: the Buddy Lucas Leadership Programme, incorporating the Lifesaving Victoria Advanced Lifeguard Camp and the California Lifeguard Exchange; “Tough Stuff” Workshops; the Intermediate Guard School; and the Senior Guard School – focusing on beach and incident management.

Programmes in development are: the Female Leadership Network; the Junior Development Camp; the Senior Leadership Experience; and the Club Sustainability Strategy and Toolkit.

As we continue work in this space, key focusses for the upcoming year are: • club sustainability • upskilling and empowering our volunteers to lead the movement • making evolutionary increases to club capabilities and outputs • targeting hands-on support for at-risk clubs • embedding a strong health and safety culture to support current practices long-term • freeing-up volunteer time to focus on core objectives and not administrative burdens • Working together as one to achieve a common goal.

When the virus arrived in New Zealand, under government Level 4 restrictions coming into play in late March Surf Life Saving was classed as an essential service during lockdown with existing patrols immediately closed and Emergency Callout Squads placed on standby.

With member welfare at the forefront, Northern Region staff took it upon themselves to create weekly check-ins with the 17 clubs in the region, arranged PPE for callout squads to protect members should a callout occur, checked-in on administrators and made sure each club was secure over the lockdown. To communicate effectively, the Region was split into groups based on geography, with groups of 4-5 clubs having one SLSNR staff contact throughout the lockdown period. The strategy ensured a closer connection to our clubs in a trying time.

The new environment meant our organisation needed to address how we communicated and collaborated with our membership moving forward. This saw a successful integration of online and video platforms (Microsoft Teams and Zoom) to connect and share information in the operational committee space. This agility was also displayed through a number of workshops delivered online for the May Delegates meeting, which members could choose to join in on. The workshops include sessions on: club budgets and forecasting; health and safety; training; club and sport development; and innovation in lifesaving.

Despite multiple cancellations of events and programmes, our volunteers and members continued to train and continue development while stuck at home, a credit to the type of membership we attract and develop.

SURF LIFE SAVING NORTH REGION

CLUB OF THE YEAR KARIAOTAHI The 2019-2020 season was a stellar one for Surf Life Saving Kariaotahi which dominated the Surf Life Saving Northern Region Toyota Financial Services Awards of Excellence for 2020.

The club was named the Yamaha 2020 Club of the Year and the Toyota Financial Services Best Patrolled Beach of the Year, as well as winning awards for CSE Genesis Innovation of the Year and Toyota Financial Services Rescue of the Year.

During the season, Kariaotahi’s 61 lifeguards completed 5,617 hours of patrolling, averaging 92 hours per guard. Lifeguards completed 45 rescues, 24 patient assists, 28 first-aid treatments and 13 searches, while also carrying out 1,316 preventive actions involving 9,214 beachgoers. The club also achieved 100% marks across all beach audits over the season.

The club’s tradition of a strong and active Junior Surf programme continued in 2019-2020, enhancing the lives and engagement with young members, while Kariaotahi also supported Surf Life Saving Northern Region’s Beach Education programme, hosting 16 days' beach education at local schools.

Hamilton’s Gap - an unpatrolled swimming location 35 minutes north of Kariaotahi Beach - was a new focus for the club this season, after a near-drowning the previous year. Throughout the season, lifeguards travelled to the Gap daily to undertake surveillance patrols, interact with the community, spread surf safety messages, and gain an understanding of the overall beachuser statistics there.

COVID-19 brought new restrictions on how the club could operate but training and service to the community did not stop during lockdown. SLSK took the early initiative by splitting the club membership into six “bubbles” to enable patrolling to continue through the lockdown if required. Members were updated on the club’s response via weekly club memos, and regular training continued fortnightly via Zoom for both Kariaotahi’s Emergency Callout Squad (ECOS) and wider club members.

ECOS team members also assisted the local New World with stacking shelves to help relieve the pressure the store was under during lockdown. Other community engagement during the year included attendance at the Waiuku Christmas Parade and a water safety stand at an NZ Steel Open Night.

FAR NORTH

By Tony Walker (President) For a little club in the Far North, Far North Surf Rescue (FNSR) ran an awesome Junior Surf Programme for eight weeks from 12 January to 8 March this year, attracting 75 participants from seven to 16 years. It was amazing having our community behind us and participating so well in this programme. Another proud moment for our club was achieving 100% in all patrol audits for the season and making it into the finals for the SLSNR Awards of Excellence.

We were able to keep up with requirements of the season by organising more training courses where they were needed. All our guards, parents, and the FNSR committee working together play a massive role in the Far North.

Our club has grown our capabilities and thrived over the last year through the support of our community, our committee, lifeguards and parents who are massively important – not to mention support from Northern Region. It is very gratifying to have more people coming through the club to become a lifeguard.

FNSR supports the community in any way we can. One important initiative was the Beach Education programme at the club organised by Northern Region which was attended by students from Kaitāia College, Kaitāia Intermediate School, Ahipara, Herekino, Paparore, Kaitāia, Pukepoto, Abundant Life, Kaingāroa, Awanui, Ngātaki, Oturu and Waihārara Schools, and Broadwood and Taipā Area Schools. Feedback from students, teachers and parents has been very positive.

Another way we support our community is participating and patrolling in events such as the Maitai Bay snorkelling day and Surfing for the Disabled, and patrolling one of the best events in the Far North, the Ngai Takoto 90 Mile Beach Snapper Bonanza classic, as well as the 90 Mile IRB Challenge.

WHANGAREI HEADS

By Jason Akroyd (President) A major highlight for Whangārei Heads Surf Life Saving Patrol (WHSLSP) was our progress on recruiting adult lifeguards to the club, which is part of our strategy for increasing the sustainability of our service. This was in addition to our normal intake of lifeguards through our Junior Surf programme, which has also been reinvigorated to better funnel prospective lifeguards.

We were able to meet the requirements of a demanding season through regular communication with our volunteer contingent and a focus on the inclusive club culture and values. After a shorter than expected season, the club came through lockdown intact and is raring to get stuck into the forthcoming season.

Other achievements this year to grow the club’s capabilities included an increased focus on IRB training through the offseason, an increase in first-aid training and certification, greater promotion of health and fitness with regular physical training during patrol hours and hikes afterwards, work to introduce rock training certification, and a doubling of the number of our volunteers achieving roles in the Paid Lifeguard Service.

WHSLSP was also involved in helping neighbouring SLS Club Ruakākā and colleagues from Coastguard in a rescue which involved searching for a missing diver.

WHSLSP also participated in region-wide activities with other Northland clubs, moved to a more holistic, club “family” approach with greater awareness and communication of weekly training nights, enhanced with a social element, participated in the Californian Lifeguard Exchange Scheme and trialled drone technology as a patrol observation tool, which is an area the club is wanting to build capacity with Northern Region’s support.

In addition to our patrols and revitalised Junior Surf programme, we reintroduced the rookie programme after a break of more than a decade, for some of our young people graduating from the junior ranks and preparing to become lifeguards.

Surfability is an annual programme, that for the past seven years we have been privileged to have supported along with other volunteers from Tiaho Trust and Tutukākā Surf Experience, providing benefit to those who enjoy the opportunity to get into the water the most.

RUAKAKA

By Tania Ahrens (President) There are several things Ruakākā Surf Lifesaving Patrol is proud of for the 2019-2020 season.

Before COVID-19 arrived in New Zealand, the club was set to host the Surf Life Saving New Zealand National IRB Championships in April 2020, a first for Ruakākā. Unfortunately, COVID-19 caused both the Nationals and the Northern Region IRB Champs- scheduled for a couple of weeks earlier- to be cancelled along with regular patrolling.

Despite that disappointment, our club had the busiest season ever.

This included a search on Christmas Day by Ruakākā and Waipū Cove lifeguards for a missing crab fisherman, for which we were awarded Rescue of the Month.

Even more this year, we are grateful to the awesome, reliable and seriously committed individuals and families who volunteer their time, energy and skills to lifesaving in support of their community.

In part we credit this to being able to create an environment that people, young and more mature, want to be involved in. We have a strong and stable committee that has remained consistent over several years, reflecting different aspects of the club.

The committee has invested in key infrastructure and maintenance and is working on a longer-term upgrade of club facilities.

The greater integration between lifeguards and the Junior Surf programme this year has been a real positive, bringing club members closer together. There is greater flow of young people transitioning to lifeguards and parents stepping forward to get involved in lifeguarding.

Connor Guest, one of our Junior Surf lifeguard grads who became Junior Surf coach, then competition coach and manager, stepped forward into the role of Junior Surf co-ordinator this season when no-one else was available. This, together with some outstanding new coaches, made for an exciting and enjoyable season. While unable to hold our own junior champs this season, there are many who would qualify for most improved.

WAIPU COVE

By Kath Manning (Club Captain/Administrator) Waipū Cove SLSC is proud to be an innovative club, striving for new and improved ways of doing things, with a focus on community, education, and team-building. The club feels like one large supportive family.

We have a strong relationship with our small community, supporting local events, such as the Caledonian Games and the “Winter in Waipū” mid-winter swim, as well as helping with dune revegetation, supporting our local Lions, running water safety camp activities for the juniors at Waipū Primary, and running other community events such as ocean swims, fun runs, club day games, quiz nights, and education sessions.

After winning Innovation of the Year in 2019 for our Northland unpatrolled beaches education tour, we continued our mission to reduce drowning in Northland by taking our Junior Surf coaches and educators on tour to three beaches in the North. We worked with Operation Flotation, Sport Northland, local Police, Northland District Council, Department of Conservation, and Kaitiaki Rangers to deliver our beach-safety sessions at Langs Beach, Cable Bay, Tauranga Bay and Maitai Bay. The tour was a great development opportunity for our Junior Surf coaches and also won a Community Impact Award from Sport Northland.

Waipū Cove also ran an Introduction to New Zealand Beach Safety programme for new migrants working with the Whangārei Migrant Centre and Women’s International Newcomers Group. Many of the participants had never swum in the ocean before, but some were willing to give it a try, and the squeals of delight as they caught their first wave on a boogie board were great to hear. The feedback was very positive, and we hope to make it an annual event.

We keep our guards engaged and motivated by providing an inclusive and fun environment. We allow our youth to become patrol leaders early so they are empowered to make decisions while being supported by experienced mentors. We try to keep a good balance between doing the mahi and socialising. This means people are generally keen to turn up, club spirit is high, and our members feel valued for their contributions. We have a hard-working committee that plays to people’s strengths.

We are proud of how motivated and engaged our youth have been with IRB training and racing, which has built depth and skill to patrols. We see a bright future ahead in the IRB space. We have grown our instructing and examining capabilities by qualifying a new surf life saving examiner and a new IRB examiner.

We started the season with the National Vote the Boat campaign from SLSNZ and BP, putting together a video, and working hard to get Northland and our community behind us with votes. We did not win, but it was another great opportunity to engage with our community, and a fun project for our team.

We are moving forward with our shower block rebuild project which will create much needed gender-separated shower and changing areas.

MANGAWHAI HEADS

In general, the club continued the momentum gained over recent seasons, and is poised to provide an even more effective service in 2020-2021.

During the 2019-2020 season, Mangawhai Heads Volunteer Lifeguard Service continued to improve its capacity to provide an exemplary lifeguard service to its community, by bolstering the club’s number of qualified lifeguards, and affording them the opportunities to train and hone their skills.

Over another demanding summer with high beach numbers, a solid team of committed volunteers helped us through the season.

Besides practicing a preventative approach to surf lifesaving and responding to rescues and incidents at our beach, the club provided opportunities to educate members of the community about beach safety through its Junior Surf and Beach Education programmes. As well, through ongoing training of our members, the club promotes safe and responsible behaviour, and good decision-making processes in its young members.

Through the year, Mangawhai made significant progress in increasing its qualified lifeguard ranks, qualifying 10 new lifeguards in their Surf Lifesaving Awards, eight IRB operators,

In addition to maintaining a safe beach for all visitors but particularly for our local community, over the last year the club has continued to create links with the community and the clubhouse has been used by various community groups. Ōmaha also hosted mid-winter swims for local fundraising groups.

OMAHA

By Linda Crisford (President) The 2019-2020 season had much for Ōmaha Beach SLSC to be proud of. We again experienced considerable depth of development among all ages of lifeguards with upskilling in all areas of lifeguarding and admirable growth in leadership among our young members.

To meet the season’s patrolling demands, which seem to grow every year, Ōmaha maintains a flexible, adaptable lifeguard team who are prepared to put in the extra hours often required. The number of people visiting Ōmaha Beach is growing exponentially and our lifeguards have dealt with a variety of challenges with great professionalism, maintaining our focus on lifeguarding and training, supported by a dedicated committee who have been responsive to changing situations within the club and on the beach. The club has also developed a strong and cohesive committee with a variety of skills and expertise which will enable future planning to be clear and robust. The rookie programme has gone from strength to strength under the stewardship of Andrew Cowen, ensuring we have lifeguards going into the future.

The dedicated Junior Surf committee led by Lisa Doherty developed an excellent programme with strong parental support. It has been a privilege to see the managers, coaches and parents on Sunday mornings engaging in providing a fun, learning and water-safe experience for the juniors. Health and Safety has been well consolidated under Safe 365 by Darren Hodgetts, and IRB training and activity has proven popular with our female members- which is a growth area.

Ōmaha is developing as a strong family club in which there are family represented in the lifeguard ranks across several generations.

During the year and season, we also hosted two extremely successful carnivals – SLSNR Junior champs and Senior champs - which bonded our club members and provided a platform for success.

Other positives to come out of the 2019-2020 year included the growth in calibre of our guards fostered by greater involvement in surf sports to develop their skills, speed, and fitness. Adventure Sunday mornings have been a huge success run by Matt Craig while during the winter the club’s social board events such as paddling up the Mahurangi River and long-distance paddles proved an excellent challenge and were hugely enjoyable.

We completed 2,936 lifeguard hours patrolling and preventing drowning during the season. Our Masters teams have continued to be inspirational providing a great role model for our younger

Ōrewa Surf Life Saving Club patrols Ōrewa Beach and Wenderholm Regional Park and responds to search, rescue and medical emergencies within the local Hauraki Gulf and Ōrewa community. In the past 12 months our patrolling members have completed 3,296 voluntary hours patrolling the beach. They have also performed five rescues, rendered first aid to 102 people, conducted 13 searches for missing people and completed 439 actions which prevented harm from occurring to 1,578 beach users.

OREWA

By Faron Turner (Chairperson) The 2019-2020 season will be remembered for the COVID-19 pandemic bringing our country to a standstill on 25 March and an early end to our season. Standing unified in lockdown in the attempt to eliminate the spread of this infectious virus, on 8 June New Zealand achieved what many other countries worldwide were only managing to contain and reported no new cases and no active cases – we had reached our destination (just the first stop).

I was again humbled by the adaptability of our members and reflected upon how so many displayed the volunteerism principles we are founded on, with an attitude focused on mucking-in, getting things done and living our values around Respect, Environment, Attitude, Leadership (REAL) to again support our community. We drop what we are doing, to come together, to support strangers in need without question or judgment, in their time of need. We also continue to be there for each other too, being gracious, being kind to each other and growing those REAL values together. As Jimmy Dean said: “I can’t change the direction of the wind, but I can adjust my sails to always reach my destination.”

RED BEACH

By Ross Malyon (Secretary/PR Officer) The COVID-19 epidemic has presented challenges to Red Beach with no income generated during the lockdown period and the loss of club bookings. The protocols we faced going to Level 4 and then back to Level 1 were all-consuming at the time. Nevertheless, the club has persevered during Level 1 and is back on track with its planning for the 2020-21 season. The club is also actively pursuing income streams.

This was our 11th season of patrolling at Pākiri Beach during the peak of the summer (December to March) in addition to normal patrols at Red Beach over the same period. Patrolling ended abruptly at both beaches on Sunday 22 March due to COVID-19.

Our lifeguards completed 2,473 voluntary patrolling hours and carried out 10 rescues and patient assists. During the season we had 41 new lifeguards qualify for the Lifeguard Award.

We take an active role in our community, providing our lifesaving services, and training children and young adults thereby reassuring parents they are in the Club for sound reasons. Our Masters’ programme gives all ages an opportunity for well-being, good health, and a sense of belonging.

The Club is always trying to improve to be the best it can. We have had a major step-up in our club facilities, in the level of lifeguarding we have delivered to the region and in sports results our athletes have achieved. This comes as no surprise, given the plans and pro22

We continue to grow, and member engagement, recruitment and retention is still the number one focus and priority. We continue to develop our pool of active patrolling members, parent helpers and junior members to be able to support the increasing service that we offer our local community and our members.

The coming season promises to be another productive one, as we enter our 70th year providing a high-quality lifesaving service at Ōrewa Beach and across the Hibiscus Coast. We hope to build on the best parts of this year, and, as a Board, we continue to focus on being the best at saving lives, developing our champions and leaders and engaging our community.

We acknowledge the unique economic situation COVID-19 has brought to New Zealand and the global community, how important it is to also develop organisational resilience and focus on securing a sustainable future. I want to acknowledge that we are a large, adaptable and successful volunteer surf life saving club in New Zealand, a charity which is focused on continuous improvement and enabling everyone to share the load. We are family and we are “in it for life.”

Our positive environment and culture continue to thrive at Red Beach – testament to the Club’s committees, coaches, managers and all members who support our movement with tireless voluntary hours. The wheels continue to turn in the right direction and seem to be gathering momentum year-on-year.

We have been able to develop strong membership retention across all age groups with a good number of enthusiastic young rookies and their families making the transition from junior ranks into the senior club.

The Junior Surf division ended the 2019-20 season with a record membership of 443 youngsters aged 4-13 years. In just their second season since reigniting IRB racing for Red Beach, our men’s crew were joined by a new Under-23 female crew, the club’s first women’s crew for five years. As for IRB qualifications, the club achieved seven crew awards, six driver awards and two instructor awards.

MAIRANGI BAY

By Steve Vaughan (President) Another year and yet this year finished like no other and the on-going effects of the dramatic, abrupt end to the season with the arrival of COVID-19 will be felt throughout our movement and at the club for years to come.

As the basis of our organisation, our lifeguarding prowess was again to the fore throughout the region. Mairangi Bay and the wider North Shore, along with a number of other regional and national beaches, were safer because of our people. We can be very proud that we continue to lead in the development of some of the finest surf lifeguards in the country. Proof of this is the number of guards working SurfCom, PLS and event safety throughout the region as well as nationally. A highlight for the Club was a photo that captured five Mairangi Bay lifeguards making up the PLS patrol at Piha.

Mairangi Bay continues to be the premium water safety provider at major water-sport events: Weetbix TRYathlon, NH Swim Run Series, NH Schools Triathlon, SwimT3 Plunket Swim, Devonport Swim Club and Brothers in Arms. We also assist with the annual Mairangi Bay Food and Wine Festival and the Murrays Bay Birdman, along with facilitating Beach Education from our Club throughout the summer months.

Our athletes, a key pillar of our DNA, continue to shine throughout the season. Our women continue to dominate the battle of the sexes, but across the board we continue to see our athletes as some of the very finest in the country. It is pretty special to have our members gain the recognition they richly deserve with national representation, and likewise so special to have so many Mairangi Bay members in high performance management positions for New Zealand. A special mention for the unsung heroes who officiate throughout the surf sports season. Without these people running our junior and senior events, we wouldn’t get to do what we do.

Running a club as big as Mairangi Bay does not get any easier - it’s a tough gig for volunteers. The membership flourishes, as do the challenges, supported and driven by our operational management committee and members of the various sub-committees.

Looking to the future, we hope to see some progress towards a new clubhouse facility that better meets the needs of our Club, and our community. I can’t help but wonder, with so many other clubs throughout the country being rebuilt, when the bureaucrats will recognise the value of our Club and what we do for our people, the local community, and the wider people of New Zealand.

Our junior programme is a behemoth to behold with 651 kids under 14 and their families making the Bay of Dreams their home on a Sunday morning throughout summer. The drive of the junior club leadership to make it all happen is pretty special, our Junior Development Squad is something awesome to watch and I’m sure we’ll see the gains in the development of lifeguards and athletes in the years ahead.

MURIWAI

By Jo Cooper (President) Muriwai Volunteer Lifeguard Service had a busy 2019-2020 season carrying out 28 rescues and 53 assists, along with five searches for missing swimmers. We are very proud of our proactive lifeguard work which saw 4,333 preventative actions (involving 13,119 beachgoers) avoid escalation of situations. We are also proud of the ongoing 100% commitment from our volunteer lifeguards who support the club and community without hesitation. Our guards put in 7,338 hours of patrols this season.

Over the 2019-2020 season we continued to prioritise growing positive engagement with our community across shared club events and community interaction.

We were able to keep up with the requirements of a demanding season through strength and commitment to our roles within the club and improved support and communication.

The club has grown its capabilities and thrived over the last season through a focus on training, mentoring, experienced support, community, and youth development. We continue to see strength in patrolling numbers and commitment to keeping our beach-goers safe. As a united force, we work together.

Other positives to come out of the 2019-2020 year for the club include development and implementation of technology initiatives within Junior Surf to achieve proactive health and safety engagement.

worked with key representatives on Waiheke Island to deliver two trial Junior Surf sessions on the island with 84 participating in the first session and 110 in the second. We are discussing with Waiheke how to grow this relationship.

BBSLSP representatives were key contributors as part of the Te Hēnga Emergency Response Group that was activated during the COVID-19 lockdown. As part of the group, there were regular checks of our community to ensure people were safe and well during lockdown and had the basics of food and water. We made our club wifi available for locals in case of emergencies. New signage was worked on by one of our BBSLSP representatives to ensure critical messaging got through.

We assisted a local group, Te Hēnga NZ Dotterel Minders, to remind beachgoers to stay away from the nesting dotterels who had chicks hatch in late October and again in late December.

BETHELLS BEACH

By Sue Brewster (President) Our club was proud of zero fatalities at Bethells Beach this season, for the first time in years, and the number of rescues required was at an all-time low of four. The nearly 1,750 preventative actions by our lifeguards was a contributing factor.

A Bethells Beach Surf Life Saving Patrol (BBSLSP) endeavour, overand-above our call-of-duty, was to work with a group of young people from Waiheke to help them gain their Lifeguard Award.

The young people saw a need for more surf safety education on the island and our club helped 10 gain their Awards and become members of BBSLSP. This initiative gained momentum and we

As a club, we continue to prosper and we were on track to deliver more volunteer hours than the significant 4,592 from the previous season. Over COVID-19, we ensured that regular communications were sent out to members so everyone knew what was expected of them during this period.

One of our biggest investments is into capability-building of our people and in the 2019-2020 season we invested more than ever into training and workshops. With tougher health and safety requirements, we put 42 of our lifeguards through the Rock Training Module, an increase from only six the previous season. Our refreshed IRB drivers went from 23 to 32 and we qualified three new IRB drivers and 16 crewpersons.

Our four Patrol Support members refreshed this season and we qualified four new Patrol Supporters.

We established a club rebuild committee to rebuild the Bethells clubhouse. This meant people with the right expertise and experience were looking after one of the most significant projects clubs will undertake and did not distract the BBSLSP Committee from their focus and priority of lifesaving.

UNITED

NORTH PIHA

By Robert Ferguson (Chairman) Auckland’s west coast is a dynamic piece of nature demanding our respect. Often beachgoers do not understand this and require our help and advice.

United North Piha lifeguards patrol two ever-changing sections of North Piha that need constant attention. By enhancing and tweaking already well-established patrolling methods we have been able to ensure both areas are patrolled to the highest standards.

We continued to use our team-based approach to patrolling the beach. Having more smaller teams allows us to roster one team per day in the low season, two as it gets busier with the area north of Lion Rock open and three teams in the peak season. Having the Rescue Water Craft (RWC) as a club asset manned by our members has worked well, offering another level of support and quick response capabilities to our beach guards.

Community support for the club has never been better, mainly because of the interactions we have had through running our annual kiddies day and the now not-to-be-missed “Meet the Locals” evening – both of which are much appreciated. As a result, we 24

get good local support with many locals choosing to bring their children to our Junior Surf programme where they learn to be great watermen/women, enjoy the environment, and make friends for life.

Our clubhouse and patrol tower rebuilding programmes passed several significant milestones this season, although it is always interesting how hard it is to make progress through the bureaucratic maze when all we want to do is serve our community. We look forward to the challenge of the new season where more Kiwis may be staying put and using our beautiful- if often dangerous- beaches.

PIHA

By Nicky Lloyd (President) Piha Surf Life Saving Club (PSLSC) has maintained a good level of membership, and we are achieving well at Northern Region and national level in surf sports and boats events.

We had a successful exchange with Huntington Beach (California) this year. The Piha team represented our club and performed with distinction in California and it was a pleasure to host the Americans at Piha at Christmas. It was awesome to see all the newly qualified American guards on patrol at Piha – the team even performed a tube rescue in very challenging conditions.

Four of our members – Daniel Rippon, Levi Ata, Oscar Williams and Lucy Makaea – made the New Zealand Surf Sports team. Piha boaties also won the SLSNZ National Championships in Gisborne and despite the shortened season we were able to come together to honour our club members at our prizegiving in July which was very well supported.

We supported our community last season by patrolling Piha Beach, carrying out 21 rescues and 7,815 safety interventions. We maintained close ties with the United North Piha and Karekare patrols and we are working with Auckland Council and residents to set up a “Resilient Piha” Plan to ensure Piha is connected and disaster-ready.

We have a large group of committed members who put in many hours – patrolling, instructing, or coaching. The challenge, as always, is to fully resource all the different sections of our Club to maintain support and keep moving forward. We have formed the

beginning of a “rescue-ready” committee, and we are working on ways to pass on the combined experiences of our older members to our younger or less experienced guards.

We haven’t thrived over the 2019-2020 year because of COVID-19 but we also haven’t suffered thanks to the PSLSC Board’s prudent management and work in building reserves into our budget.

PSLSC has a good stable base with great people in key positions.

Our “Day of Giants” event was an exciting showcase of our Club for our members, the Piha community and our sponsors.

Our patrols are going well, and our younger guards are learning from our experienced leaders and stepping up into key positions themselves. Our competition teams are also achieving at a high level and our junior section is in great hands and continually growing.

Special treasures were buried and those lifeguards and volunteers that had come before were honoured, with the lifeguards of the future carrying photos of past members. Around 100 guests shared in this special event including members, local dignitaries and representatives from Surf Life Saving Northern Region and other local clubs.

As well as housing the surf club, the new building will be a muchneeded community facility at Karekare as there are no other community buildings at the beach. It is very exciting to be able to plan how we will share the facility with our community once it is complete.

KAREKARE

By Teresa Harvey (Administrator) & Bob Harvey (President) The proudest moment for Karekare Surf Club in the 2019-2020 season was finally getting the Club’s new building project underway.

Club management worked tirelessly to get the building across the line liaising with all the stakeholders and managing the fundraising. The $3.3 million project has been more than 20 years in development and it was a thrill to actually begin the rebuild with the demolition of the old clubhouse on 11 May 2020 – while the country was still under Level 3 of the COVID-19 lockdown.

Monitoring our beachgoing public aside, the 2019-2020 season was very demanding for Karekare and its members, with the Club’s lifesaving vehicle being stolen the day before the season opened and not being available for the entire season as it underwent repairs after being located. COVID-19 also meant the Club wasn’t able to host its usual club day events – important occasions for members to socialise and challenge each other.

Despite the setbacks and lack of a clubhouse through the season, the start of the building and introduction of a new Code of Conduct has revived the Club’s members with enthusiasm to plan a fresh start for Karekare as it works towards the next 100 years on the beach.

On the lifesaving side, Karekare’s callout squad had two significant off-season callouts and despite having no clubhouse, and the rescue vehicle still under repairs the squad members came together and worked as a team under very trying circumstances, dealing with, in one case a very tragic outcome, but for the second a wonderful and successful rescue.

This year also saw the start of the Club’s new building programme.

Sunset Beach SLSC’s Charitable Trust is building a new Community Hub at the beach, including a high-end renovation of the existing clubhouse with much-needed state-of-the-art medical facilities for the community. The Community Hub replaces aging club-owned hall which had come to the end of its useful life. The clubhouse itself was built 30 years ago and this major rebuild is timely.

The Community Hub will be open by October 2020 and the clubhouse by February 2021. Operated by the Trust, the Hub is utilised by community groups all year round and has been available for use during the rebuild. Community groups using the facilities include The Rock Church, a pre-school play group, a bowls group, a home-craft group, an at-risk youth group, junior lifeguard training and monthly community dinners. Stages one and two of the project are funded by major grants including the Provincial Growth Fund, Lotteries Grants Board, Toyota Financial Services, Trust Waikato, WDC, a Port Waikato targeted rate initiative, Level 4 Gaming Trusts, The Grassroots Trust and NZCT.

SUNSET BEACH

By Mal Beattie (President) & Carolyn Edwards (Secretary) Sunset Beach Surf Life Saving Club (SBCLSC) had to contend with a serious disruption to its patrolling environment this season through significant sand loss on the beach and, in particular, the main swimming area from shifting rip-tides and coastal erosion. The Club is part of an action group including erosion specialists, Waikato District Council (WDC) engineers and community representatives.

The WDC and the Waikato Regional Council have allocated funds to prepare a report on the problem over the next six months, but in the interim remedial work has begun which has already slowed down the sand loss.

RAGLAN

By Ross Wallis (Chair) Over the 2019-2020 season, Raglan Surf Life Saving Club (RSLSC) lifeguards worked 6,313 patrol hours and carried out 4,066 preventative actions involving 15,953 beach goers who received surf safety advice. Raglan lifeguards rescued 25 people and assisted 30 swimmers to safety, as well as treating 20 major first-aid incidents, attending to 96 minor first-aids and conducting 11 searches.

The Club really stepped up and did an outstanding job for the community providing lifeguard patrols for a very busy SoundSplash music festival weekend and the Recycled Māui Dolphin Raft Race, an alcohol education programme on the beach, Beach Education programmes for local schools, and training programmes for Waikato District Council staff. The Club also participated in the Anzac Day memorial service, the Waikato Rescue Helicopter open day at the Waikato Hospital and the BIG show at The Base shopping mall.

The Raglan membership are a hardy lot and despite COVID-19 we just got down to patrolling the beach as in a normal year. The dedication and expertise of Raglan lifeguards, particularly the patrol captains, is outstanding and holds the club together in tough times.

This year the committee has initiated proposals to improve the governance and management of the Club’s operations. This is about bringing together two organisations – the Club and the Amenities Trust – to ensure we are operating as effectively and efficiently as 26

The 2019-2020 season was a demanding one and the club was able to meet the public’s needs through member commitment and loyalty and respect for the club values, enabling Sunset Beach to maintain patrol strength well above Patrol Operations Manual requirements. The Club has grown through a number of factors, including strong administrative support to the Club members, securing of the necessary financial resources to meet our commitments, an emphasis on junior lifeguard programmes, dedication to a training regime to ensure all guards are competent in ocean safety and a commitment to lifesaving refresher and firstaid courses.

Other positives to come out of the 2019-2020 year for the Club include the Junior Surf programme blossoming, with record numbers of official participants registered. And the Club’s loyal supporters continued to fund its community work and activity, which was most gratifying.

JOINT VOLUNTEERS OF THE YEAR AWARDED LIFE MEMBERSHIPS

The Surf Life Saving Northern Region Toyota Financial Services Awards of Excellence Volunteer of the Year Award for 2020 was a joint Award to two huge stalwarts of the movement in the Region.

The Award appropriately acknowledges the more than 35 years’ combined volunteering service Joanne Hobson from Sunset Beach and Faron Turner from Ōrewa have given both their clubs and the regional organisation. Fittingly, Joanne and Faron also both received Life Memberships in the Awards.

Joanne Hobson – Sunset Beach Surf Life Saving Club (SBSLSC) A Board member of SBSLSC for more than 15 years, Joanne has given an immense amount of time, skill and knowledge to the organisation in that time. She joined the Club in 2005 as the Rookie and Junior Surf Co-ordinator, a position she has held ever since. Qualifying as a Surf Official two years later, she has been attending carnivals and competitions since then. In 2011 she gained her Lifeguard Award and in 2012 began instructing other candidates to attain their Awards. In 2014, Joanne joined the SLSNR Junior Surf Committee which she currently jointly chairs.

In her time at the Club, Joanne has also held various other roles within the Club and in the Region. She is currently chairs three volunteer committees within Northern Region, and sits on a total of four committees overall. Her dedication to upskilling guards through training, instructing and examining is outstanding.

Joanne’s drive and passion for Surf Life Saving as a movement is immense and what she gives back to her Club and community through her knowledge and skill set is second to none.

Faron Turner – Orewa Surf Life Saving Club A Board member at Ōrewa SLSC for 12 years and Chairman for the last four years, Faron has also packed an incredible amount into the 21 years he has been involved in surf lifesaving.

Faron joined Ōrewa in 1999 and has been a senior office holder/ Board member continuously since 2004, and a mainstay of the club’s lifesaving activities for 20 years as a long-term Patrol Captain. He regularly records over 100 volunteer patrol hours each season as well as being on the Emergency Call Out Squad, and often volunteers to support patrols at other beaches throughout Northern Region. He has also been an instructor for 16 years and spends countless hours educating members across all types of awards as well as passing his knowledge on to lifeguards throughout Northern Region in his role as an Examiner.

At a regional level, Faron has been a mainstay of lifesaving activities for at least the last decade. He has been an Examiner for 12 years and sits, or has sat, on various lifesaving advisory groups for a similar period. He has been a Duty Officer for 12 years, expanding his involvement in that area into the recently created Support Services section, and has also been a member of Surf Life Saving New Zealand lifesaving committees and advisory groups.

Also an extremely passionate advocate for lifeguarding, Faron has worked hard to improve the standards of services our organisation provides to the community, being instrumental in introducing improvements and changes to a number of SLSNR’s current policies and education programmes.

ENHANCING LIFESAVING SERVICE DELIVERY Life Saving – Northern Region During the 2019-2020 season, Surf Life Saving Northern Region (SLSNR) provided lifeguard patrols across 22 patrol locations from Raglan in the south through to Ahipara in the Far North. These patrols were provided by a mix of volunteers and paid lifeguards operating from 17 Surf Life Saving Clubs and a further five satellite patrol locations.

More than 200 lives were saved by lifeguards at Northern Region beaches over the 2019-2020 season. Lifeguards also assisted a further 375 people in difficulty back to shore, performed 110 searches and gave first-aid to more than 1,000 people – 130 of whom required an ambulance or further medical assistance.

The region’s 16 Emergency Callout Squads responded to more than 30 incidents over the season – everything from swimmers in trouble and fishers swept off rocks, to missing divers, vessels in distress and kids blown offshore on inflatables.

Rescues, assists and searches were down on the previous (2018-2019) season, which is encouraging. This has been attributed to the strong focus SLSNR lifeguards and Patrol Support members have on proactively educating the public before they get into trouble. We believe that COVID-19 also had an impact on these statistics with a shortened season due to the Level 4 lockdown. During the season our members were involved in seven fatal drownings, four of which occurred after hours and the other three at unpatrolled locations.

In the 2019-2020 year, New Zealand Search and Rescue recorded 653 Category One marine incidents around the country. These incidents were managed by Police with support from a number of agencies including Surf Life Saving, Coastguard, NZ Police, rescue helicopter services and the like. Not included in this figure are the hundreds of in-water searches, rescues and assists that are prevented from becoming Category One incidents through the work done by our Northern Region lifeguards.

Emergency Callout Squads Northern Region’s 16 Emergency Callout Squads (ECOS) have continued their work performing highly skilled rescues, searches and first-aid on numerous occasions over the past year.

With COVID-19 cutting short the patrolling season, ECOS teams were put on standby to respond to any in-water or on-beach emergencies during the COVID-19 lockdown, with Raglan ECOS responding to a rescue at Ruapuke just hours before the lockdown came into force.

Despite being unable to train in-person and the constant updates to procedures around the use of PPE kits and providing first-aid, ECOS members handled the changes well and have implemented them with professionalism.

Recognition must also be given to the Region’s volunteer Duty Officers for being on-call 24/7 throughout the lockdown and Alert Level 3, in addition to their usual overnight and weekend shifts, to provide advice and support to lifeguards responding to incidents.

Notable callouts include: • United North Piha and Piha clubs – 28 October, 2019: A search was launched by the UNP and Piha ECOS teams for a woman who went missing while rock fishing with her husband.

The woman’s body was located at White’s Beach the next day.

• United North Piha – 8 December, 2019: A fisherman swept off the rocks by large swells at Piha’s Fisherman’s Point was saved by the UNP ECOS who were fortunately attending a training session in the area. The man was wearing a lifejacket and was thrown an angel ring by another fisher. This flotation device and the quick response of the lifeguards saved his life.

• Ruakākā and Waipū Cove - 25 December, 2019: The ECOS teams from Ruakākā and Waipū Cove were called out on Christmas morning to help keep the flags open, after paid lifeguards started an urgent search for a man missing in the water at UretĪtĪ. The man’s body was recovered by the paid lifeguards after a 90-minute search, during which two rescues were performed by the ECOS team at Waipū beach.

• Ōmaha - 9 January, 2020: An inflatable yellow boat was blown offshore, with two kids seen jumping off it to try swim back 32

to shore. On arrival, the Ōmaha ECOS team established that all those on board had made it back safely and retrieved the inflatable with an IRB, much to the gratitude of the family.

• Whangārei Heads and Ruakākā - 27 January, 2020: A search was launched for a missing diver in Awahoa Bay by lifeguards from Whangārei Heads and Ruakākā. The Rescue Water Craft (RWC) based in Bream Bay was used to navigate rocks and transport the patient to Coastguard’s Tutukākā Rescue Centre.

• United North Piha - 2 February, 2020: A man in his 70s was reported missing to lifeguards at UNP after not returning from a walk to Anawhata. A search was launched and the man’s body recovered from rocks at Paikea Bay by the RWC based at UNP. • Kariaotahi – 9 February, 2020: Kariaotahi ECOS was tasked to assist an eight-year-old in distress in the water after SurfCom was alerted via the St John MDT. The boy was pulled from the water by lifeguards but despite CPR being performed he could not be revived.

• Waipū Cove – 21 February, 2020: An elderly man was pulled unconscious from the water at Lang’s Beach. St John paramedics performed CPR and the lifeguards provided support to the patient’s distressed wife.

• Karekare – 19 May, 2020: Four teenage girls got into distress while swimming, three made it back to shore and the ECOS retrieved a fourth girl. CPR was performed by lifeguards but she could not be revived.

• Karekare, United North Piha and Piha – 30 June, 2020: A couple in their 50s were trapped on the rocks by rising tides at Mercer Bay, north of Karekare. A rock rescue couldn’t be performed because of submerged rocks and 3-metre swells.

The Westpac Resuce Helicopter winched the couple and the lifeguard who had swum to assist them off the rocks just before nightfall.

The funding provided by Central Government as part of the 2020 Budget will be critical to ensuring Surf Life Saving Northern Region can continue growing in the Search and Rescue space and preventing incidents from becoming large-scale critical events.

SurfCom

Digital Surf Patrol App

It was another busy season for SLSNR’s rescue coordination and dispatch centre, SurfCom, with operators taking on extra responsibilities with skill and good grace. SurfCom provided assistance to lifeguards and other emergency services for 219 serious incidents between Labour Weekend 2019 and March 22 this year (when COVID-19 cut short the season). This included 61 rescues, 40 searches, 31 callouts, 69 medicals and 18 other incidents such as disturbances caused by anti-social behaviour.

This season there has continued to be a strong focus on technological innovation with a highlight being the trial of a Digital Surf Patrol Application, which removes the need for paperwork and provides real-time incident data to the SurfCom operator and Duty Officer in the MRC. It also cuts down the amount of nonemergency radio traffic on the Surf Rescue Network.

Of the incidents that occurred during patrol hours, 91 were reported to SurfCom by lifeguards, 43 came via St John, 22 from Police, 25 from Coastguard and seven from members of the public. In addition to this, SurfCom kept Auckland Council’s SafeSwim website updated with hazards developing at the beaches, helped roll out Active 911 to all ECOS and wrote up daily media wraps of lifesaving activity which were packaged into press releases.

Delays in Police 111 calls reaching SurfCom has been an ongoing issue leading to the delayed tasking of lifesaving patrols and ECOS teams. SLSNR has worked to strengthen its relationships with key emergency services partners, hosting an Emergency Management Committee meeting at the MRC and working closely with the St John Clinical Communications Centre and Police Northcomm to develop more efficient incident notification systems. Police Northcomm now call SurfCom immediately through a direct line when a member of the public calls 111 and reports a water emergency at SLSNR beaches.

The trial started with paid lifeguards at 21 patrol locations from December 2019. They helped to find and troubleshoot bugs on the app, before it was rolled out to 11 volunteer patrols from January 2020. Over the season, lifeguards used the app more than 2,300 times and logged more than 477 incidents, with an average visit time of around two minutes.

The Surf Patrol App allowed SurfCom to see what volunteers were patrolling and at what locations for the first time. In one instance this saved thousands of dollars and many hours’ worth of searching by SAR personnel.

SLSNR hopes to extend the App into all patrol locations and for it to replace all paper reports for the 2020-2021 season, and is currently consulting with clubs about the level of wifi and mobile data connectivity at their clubhouses, towers, beaches and other common patrol locations to ensure it can be used to its full potential.

Phase two of the app’s development is also imminent and will enable the information it collects to be sent directly to the CRM – cutting out the manual inputting of Patrol Captains forms by club administrators. Also in the works is an incident management platform for SurfCom to create and manage incidents, assign assets and dispatch personnel like rostered patrols, ECOS, Duty Officers and Peer Supporters.

All SLSNR clubs with ECOS have been moved onto the “Active 911” app, which reduces the time and complexity of tasking ECOS from a dispatch perspective and allows SurfCom to track the responding lifeguards through the GPS on their phones. A duel dispatch system which sends both a text message and a wireless internet message to the tasked lifeguards, Active 911 is fast, efficient and integrates with Coastguard dispatch systems.

Mobile Data Terminal proves worth

Paid Lifeguard Service (PLS)

The Mobile Data Terminal (MDT) is a tablet that St John Ambulance Dispatch uses to send incidents to its ambulances.

In 2018, an MDT was installed on the SurfCom desk to notify lifeguards about incidents happening in the water or on the beach in Northern Region.

SLSNR employed 110 seasonal Paid Lifeguards over the 2019-2020 season to work Monday-Friday from December 2019 to the end of February 2020. Ninety of the PLS guards were recruited from SLSNR clubs where they are volunteer patrolling members; the majority were between the ages of 16 and 24.

SurfCom received 85 notifications on the MDT over the 20192020 season, with lifeguards responding to 70% of them. Of these incidents – 20 were rescues, three were in-water searches and 62 were medical incidents.

Highlights of the PLS season included a record of no drownings occurring during any PLS patrol while the Service got excellent media coverage during the season including a two-page spread in the Weekend Herald on the PLS team at Piha. All PLS patrols were audited during the season by SLSNR staff and all beaches passed to a high standard. A high level of support was also offered to lifeguards who were involved in critical incidents, and this season also saw the introduction of a new online counselling service for PLS members called Puāwaitanga.

An incident that demonstrated the worth of the MDT system and live information sharing between St John and Surf Life Saving occurred on 9 February 2020, when an eight-year-old boy got into trouble at Kariaotahi south of Auckland around 7.15pm. On receipt of the 111 call, St John immediately notified SurfCom via the MDT and lifeguards from Kariaotahi ECOS were tasked and arrived within 10 minutes of getting the call. They rescued the boy from the water and performed CPR but were unable to revive him.

Drone patrols As part of SLSNR’s commitment to provide the highest quality and safest service possible, SLSNR also trialled an Unmanned Aerial Vehicle (UAV – or drone) to patrol coastal locations around the region this season. This aircraft has been used to support both patrolling operations and the rock-fishing safety programme.

There were 126 UAV patrols during the season, covering 143km of coastline across Northland, Auckland and Waikato. SLSNR is now working with Massey University School of Aviation and the CAA to develop a larger UAV programme to continue to support rock fishing, patrolling, Search and Rescue and other vital coastal safety work. SLSNR’s goal is for clubs to own their own UAVs from next season.

Peer Support With a greater focus on member welfare by SLSNR, Peer Support took on greater prominence in the 2019-2020 season. To be tasked more effectively by SurfCom, Peer Supporters were organised into five different networks: Northland, Rodney, East Coast Auckland, West Coast Auckland and West Coast Waikato.

Despite the tragic outcomes, the drownings at Uretītī (Bream Bay) and Kariaotahi were two incidents where the Peer Support teams in these networks really shone, highlighting the invaluable service they provide. SLSNR have delivered Peer Support supervision for Peer Supporters across the region and will continue this model to upskill and assist Peer Supporters.

Rock Fishing Project SLSNR has a partnership with Drowning Prevention Auckland (DPA) and Auckland Council to provide an education and a safety presence on the west coast of Auckland for rock-fishers.

Our three lifeguard Rock-Fishing Advisors made 248 visits to rock-fishing locations, meeting 289 rock-fishers spread over 21 different locations. Only one-third of those we met were wearing lifejackets. In partnership with DPA, our Advisors gifted 10 lifejackets to rock-fishers on the West Coast who were not wearing lifejackets, and also surveyed the rock-fishers for a study being conducted by Dr Kevin Moran at Auckland University. The Advisors have also introduced drones to their tool-kit when patrolling the coastline.

RESCUE OF THE YEAR

KARIAOTAHI GUARDS EFFECT DARING NIGHT RESCUE AT PORT WAIKATO BAR Kariaotahi Emergency Callout Squad (ECOS) has been recognised for saving the lives of three people whose boat flipped crossing the treacherous Port Waikato Bar in May, 2019.

The incident occurred in the late evening and once alerted the Kariaotahi ECOS team was dispatched to the river mouth with an IRB and a full night operations kit to help locate the boat. The Westpac Rescue Helicopter and the Police helicopter Eagle were also tasked with searching for the vessel, with crew members from Eagle locating three people in the water using their infrared camera. All patients were wearing lifejackets and were approximately half a mile out to sea.

After a thorough risk assessment, the IRB crew was put on standby while the Westpac helicopter attempted to winch the people from the water. The conditions were deemed unsafe, however, and a new plan had to be made quickly. Duty Officer Tara Coe confirmed with lifeguards that they were okay to launch the IRB and use Westpac’s spotlight for guidance, given the dark conditions at the scene.

The IRB launched at 7.16pm with Nick Hornblow as driver and Bradley Walters as crewman, and within two minutes the

pair reached the three people in the water and were pulling them into the boat. By 7.20pm the IRB was back on shore with all three people – two of whom, a seven-year-old boy and a woman, were showing very little sign of life and required urgent medical assistance. They were carried to the Westpac helicopter and CPR was administered to the woman a number of times as she was transported to hospital. Surf lifeguards and police then transported the man back to the surf club to meet St John ambulance paramedics. In the end all three patients survived the harrowing night, making it safely to shore and recovering afterwards.

The surf team, as well as Coastguard, Auckland Helicopter Trust and NZ Police won a Gold Award for Operational Activity at the 2020 NZ Search and Rescue Awards. They also came runner-up for the Outstanding Team Contribution to Maritime Search and Rescue Operations at the 2019 International Maritime Rescue Federation (IMRF) Awards ceremony held in London and won the Winter 2019 SLSNZ Rescue of the Month Award.

Not surprisingly, the rescue was awarded Rescue of the Year at the 2020 Surf Life Saving Northern Region Toyota Financial Services Awards of Excellence.

The Kariaotahi club members involved in the rescue were: Tara Coe, Bradly Waters, Shannon Swann, Guy Hornblow, Mike Lawrence, Shannon Benterman, Maddison Hare, Josh Watkins, Nick Hornblow, James Burton and Chris Parker.

INCREASING OPERATIONAL CAPABILITY LIFEGUARD TRAINING Surf Life Saving Northern Region (SLSNR) continues to have a strong focus on member development and training to ensure that our members have the capability to perform their lifesaving roles in an effective and safe manner. A highlight of the 2019-2020 season was strong growth in the numbers of instructors and examiners, which has improved the capability of instruction and examination across the Northern Region. Nine clubs successfully moved to online refreshers for their Surf Lifeguard Award, reducing the resources required to keep lifeguards refreshed.

Patrol Support The Patrol Support Award was born out of the necessity for people who wanted to be involved in the delivery of lifesaving activities but were not interested or capable of fulfilling the swimming or rescue requirements of becoming a surf lifeguard. Most importantly, the Award has increased accessibility and removed an unnecessary barrier for those who want to contribute to patrolling, allowing clubs to tap into a wealth of knowledge and experience in areas such as beach management and first-aid. This season we experienced an increase of 60% in new Patrol Supporters qualified.

Northland IRB Programme To increase the operational capability of the Northland area, SLSNR identified that there was a need for immediate regional support in the IRB instruction space. A new IRB instructor as well as eight new IRB drivers were qualified at the Mangawhai Heads Volunteer Lifeguard Service. The qualification of this new IRB instructor was the first for the club since 2012 and was achieved through a new initiative where a highly experienced IRB instructor from neighbouring Waipū Cove Surf Life Saving Club was able to mentor this developing instructor and assist with the delivery of instruction for these members, supported by the SLSNR Chief IRB Examiner.

COVID-19 Interruption COVID-19 had a significant impact on member development and training activities at the end of the 2019-2020 season. The most significant impact was the cancellation of numerous Surf Lifeguard and Patrol Support Award examinations in the months of April through June. In previous seasons, when this period is usually busy with members being qualified after completing their training over the summer season, no examinations were permitted. In the previous three seasons, 2017-2019, an average of 79 Surf Lifeguards and Patrol Supporters were qualified during these months, in 2020, the number of Surf Lifeguards and Patrol Supporters qualified was zero. Planning is underway to facilitate a strong start to the member development and training season in 2020-2021, ensuring that clubs are supported to safeguard the retention of members that missed out on the opportunity to qualify at the end of the 2020 season.

MEMBER DEVELOPMENT OPPORTUNITIES During the 2019-2020 season SLSNR ran five Member Development Courses: two Intermediate Guard Schools at Bethells Beach; a Senior Guard School on Beach and Incident Management at Kariaotahi; and two Tough Stuff Workshops at the Marine Rescue Centre.

Intermediate Guard School The Intermediate Guard School course was designed to provide extensive training, skill development and experience for lifeguards who have been patrolling for 1-3 seasons. It was delivered via a two-day camp where participants completed modules in surf lifeguarding techniques, team-work, public image, emergency care, board rescue and rock/surf rescue.

Fifty participants from 15 Northern Region clubs gained their Intermediate Guard, Board Rescue and Rock Rescue qualifications, which entailed experience of helicopter operations, leadership development, and lifeguarding skill development.

Senior Guard School – Beach and Incident Management The development of quality patrol leadership is a continual requirement. Over the past decade, a lack of resources and innovation has seen a significant downturn in this critical area that has, in turn, led to a shortfall in qualified and competent patrol leadership.

After the initial Senior Guard School was run in 2018-2019 we knew there were a few things that needed advancing the next time the course was delivered. A new location was chosen and a more critical incident management-focused course was developed.

The course was delivered over two days at Kariaotahi and saw 19 members from 12 different Northern Region clubs and one Eastern Region club come together to focus on learning and experiencing the following competencies: •

Other workshops

These learnings were facilitated by subject-matter expert presentations covering first-aid, peer support, Duty Officers, SLSNR as an organisation, running a team and conflict management tips.

Two other workshops were run this past season: Understanding Mental Health and Prevention of Sexual Harmful Behaviours

Tough Stuff Workshops SLSNR continues to strive to build a transparent culture around safe guarding and child safety. It is the duty of SLSNR and clubs to ensure that all children placed under the responsibility of the organisation are able to participate in educational, sporting and lifesaving activities in a safe and secure environment.

The Tough Stuff workshops specialise in facilitating professional education in schools, clubs and workplaces – raising tough conversations in a safe and fun way. Twenty members from 12 clubs across the region were upskilled in the 2019-2020 season and were able to utilise the skills gained in their clubs.

The Understanding Mental Health workshop gave participants a good understanding of how poor mental health can impact club members. It also upskilled them on how to have a conversation with someone they were concerned about as well as how to get support services in place for those who require it, and increased their understanding of self-harm and suicide risk and how to respond.

On completion of the Prevention of Sexual Harmful Behaviours workshop participants gained a good understanding of sexual abuse and offending behaviours along with the concepts of teenage relationships, consent and how to promote healthy relationships. Its goal was to increase participants’ confidence in responding to disclosures of sexual abuse/violence and to help prevent sexual violence or abuse arising in a club setting.

NORTH PIHA NURSE WINS

PATROL SUPPORTER AWARD United North Piha Lifeguard Service Volunteer Grace Crimmins has been chosen as SLSNR Patrol Supporter of the Year for the 2019-2020 season.

Victoria says that Grace is a huge asset to the club, particularly in the areas of first-aid and Junior Surf. “As a qualified nurse, Grace is a great first-aid resource to have at the club. Not only to have her skills, knowledge and experience in the club to use, but she is also a great teacher to other members and is always happy to take the time to teach new skills to other guards, especially our juniors.

A much-loved member of the club, Grace earned her Patrol Supporter qualification in March 2019. The Patrol Support Award was brought into the mix to create wider opportunities for those involved in lifesaving who may not actually want to partake in rescues. This allows for inclusiveness and extra hands in areas such as communications, first-aid, training and surveillence.

“Grace is also a much-loved Junior Surf Coach, she singlehandedly drummed up enough enthusiasm in United North Piha’s Junior Surf programme to help the kids represent the club at a Junior Surf carnival for the first time in many years.”

United North Piha director of lifesaving Victoria Mulrennan says Grace is a great role model for Patrol Supporters around the country. “Grace is incredibly efficient at conducting Preventative Actions on North Piha beach. She is not only great at using signals and body language to encourage members of the public out of the water, but at taking the time to talk to them and explain the dangers of the beach.”

Having a successful Junior Surf programme has seen several Junior Surf kids go on to become competent lifeguards in the 2019-2020 season, and Victoria says that is in no small part a result of Grace’s enthusiastic and inspiring coaching.

“Overall, Grace makes a huge impact on our club, and is a great role model in the Patrol Support role, and how it can be hugely beneficial to clubs.”

ACCESSIBLE COMMUNITY EDUCATION Community Education in Northern Region

The future is digital

The open-water environment is unforgiving when we overestimate our abilities and under-estimate the conditions. Sadly, this was all too common for New Zealanders and overseas visitors on our coastline this last year. Water-safety education is critical to addressing New Zealand’s drowning statistics through changing attitudes and increasing open-water competency in our community. Increasing access to community education remains the key to achieving this and our scope for delivery is growing rapidly.

If COVID-19 has proven anything, it is the adaptability, collaborative nature and innovative spirit of the New Zealand people. The pandemic shone a spotlight on the capabilities of digital education and communities and businesses alike pivoted to embrace technology like never before.

Currently four workstreams tackle the issues: • Beach Ed is a nationwide programme targeting the school-age New Zealand population, teaching water-safety awareness and basic survival skills. Through Beach Ed in the 2019-2020 season, 9,578 participants were educated at 13 Surf Life Saving Clubs across Surf Life Saving Northern Region (SLSNR).

COVID-19, however, curtailed this delivery, forcing the cancellation of a further 940 students.

• City Nippers seeks to increase accessibility of surf safety education again for the school-age levels where participation in surf club life is limited because of location or the time of year they can engage. City Nippers this year ran with new content and increased operationally back into the Term 4 weekend space adding 34% more participants to the usual January holiday programme schedule and reaching 381 students.

Lifejackets and equipment from West Wave Leisure Centre Swim School and Drowning Prevention Auckland (DPA) were vital in this delivery.

• Surf to Schools aims to break the cost barrier of beach-based education by sending lifeguards to schools. The programme reached 219 participants and will be reviewed this coming season to increase its capability.

The strategic plan for SLSNR recognised the need for Aquatic Education Digital Learning long before lockdown and had earmarked the 2019-2020 season for scoping to begin. The heart of the matter is that physical programmes alone can never really provide “accessibility for all”.

Imagine you are a teacher in a Decile 5 school. Firstly, it is important to note that the socio-economic landscape of your school’s geographic area determines your decile, not the socioeconomic make-up of your school’s population itself - the highest being Decile 10 the lowest Decile 1. As a Decile 5 school, you do not meet the low-decile requirement for certain funded programmes but looking around your classroom the need is clear; and there is no way that a large proportion of your class can afford a field trip.

Enter Digital Education. Without leaving the classroom you can download lesson plans to help students understand the theory of buoyancy using empty milk bottles. Or the importance of calling 111 instead of entering the water without proper training. Maybe your class watches some videos and takes part in a quiz designed to challenge your decision-making in risky environments. Maybe these small actions shift some big attitudes. Maybe, just maybe, you save a life.

This is the power that lies in Digital Education, the ability to equip everyone to teach and learn with minimal resources. We are excited to embark on this journey.

• Engagement in Community Events has a broad scope encompassing collaboration with clubs, businesses, foundations and other organisations to deliver tailored watersafety presentations wherever there is need. This season SLSNR presented at Aspire 2 International College induction days, reaching international students until halted by COVID-19, delivered as part of wellness seminars for HSBC Bank staff, and engaged high-school age students alongside DPA at two Graeme Dingle Foundation events. Community Education also supported clubs delivering events for early childhood centres, primary schools and new settler populations to name a few.

Through 16 events, SLSNR engaged 1,166 people this season.

Collaboration is our strength One of our strategic intentions for the season was to support a regional approach to water safety initiatives through collaboration with existing aquatic providers. Together with DPA, SLSNR continued in our commitment to the international student community presenting at six induction days for Aspire 2 International College; an initiative born of the loss of one of their students in the summer of 2018. SLSNR also took part in DPA’s Water Safety day, Graeme Dingle Foundation events, and - with Water Safety New Zealand - a pilot study at Kariaotahi and Bethells Beach was carried out for at-risk high school students looking at the participants’ competency across aquatic environments.

Our Community Education Instructors gained Coastguard Boating Education Instructor certification to expand their industry skillset and meet the needs of the public. Partnering with West Wave Leisure Centre Swim School saw City Nippers resourced with lifejackets and equipment required for this survival training and contributed to a more holistic picture of water safety education.

Alongside Surf Life Saving New Zealand, SLSNR reviewed the Water Skills For Life programme which is delivered in Auckland by Swimming New Zealand and in Northland by Sport Northland and further opportunities to work with the programme will be explored in SLSNZ’s Eastern Region in future seasons.

Hazard identification SLSNR is getting closer to having a process available for assisting the beachgoing public in identifying rip hazards at our beaches.

Northern Region is reviewing a study into data on beach risks collected by the University of Plymouth to help the Region develop a model for forecasting rips at east and west coast beaches. Over the next season, the team will identify gaps in the study, review the categories, and collect the local data required to understand rip phenomenon that present challenges to operations and safety.

The intention is by the end of the 2020-2021 season to produce a fact-based Rip Hazard Model both for the lifesaving operations team and the public to use prior to getting in the water beyond 2021.

LEAD PROVIDER OF SPORT AND RECREATION OUTCOMES Competitive lifesaving in action

Orewa continues to reign in the pool

With its roots based on skills and drills to keep lifeguards fit and ready in the event of a rescue, Surf Sports has morphed into a powerhouse within the movement, acting as a retention and recruitment tool. Within the Northern Region alone, Junior and Senior Surf Sports events attracted over 3,500 participants across all events in the 2019 -2020 season.

Ōrewa SLSC has embraced the relatively new surf sports discipline of Pool Rescue with open arms and has become a powerhouse both regionally and nationally in the pool. Designed to hone lifesaving skills in an indoor environment, Pool Rescue is included in international lifesaving events, including the Lifesaving World Champs.

Lifeguards must always be ready to heed the call for help from anyone who needs it - even if that call happens during competition. Northern Region’s Cayleen Bester (Ōrewa) found herself in one such situation during the 2019 Mount Monster event. Midway through the event, Bester saw a kayaker in distress, changed course and assisted the victim until IRBs arrived, delivering the kayaker to safety.

Since 2016, Ōrewa SLSC has won the Northern Region Pool Rescue Championships four times, through a strong Junior, Senior and Masters contingent, solidifying a strong membership pathway.

In 2020, the club retained back-to-back National Championships by finishing on top of the leader board for a second year running at the SLSNZ National Pool Rescue Championships, establishing Ōrewa SLSC as the club to beat in the pool.

The incident received national coverage through the New Zealand Herald and is a true testament to Bester’s character.

In reality, this sort of action happens almost every weekend during the season carried out by volunteers across beaches within the Northern Region. Those volunteers who display qualities like those that Bester exemplifies, hold themselves and their colleagues accountable to a higher set of standards.

Surf Sports largely avoids COVID disruption The annual SLSNR competitive lifesaving programme never fails to deliver something for everyone in action-packed events from IRB racing, Pool Rescue and Beach Flags events to Surf Boat, Surf Canoes and Surf Ski competitions happening all across the Northern Region from July to March.

Fortunately, COVID-19 had limited impact on SLSNR’s Surf Sports season, with just two events falling casualty to the pandemic lockdown restrictions in March: the SLSNR IRB Champs and the SLSNR Rookie Challenge. Cancellations aside, the season was still a positive one: 16 events held, catering for 3,400 participants across the Junior and Senior memberships.

Junior Surf numbers on the rise

International success

The 2019-2020 season saw more than 1,400 Junior Surf members from 8-14 years participate in a number of events, aimed at promoting skill development, beach awareness and fun on our largest aquatic playgrounds.

Northern Region has a long history of producing fierce competitors and positive role models from the competitive lifesaving space, with 2019-2020 being no different.

The Junior season culminated with the SLSNR Junior Championships at Ōmaha Beach in early February. After two days of fun and close racing, top honours were shared closely between Red Beach SLSC and Mairangi Bay SLSC, with the former claiming the overall points score. Mairangi Bay claimed the Cath and Eddie Millar Cup which only counts overall points from team events. The Cup has a rich history, first contested in the 1974-1975 season and really epitomising what surf lifesaving is all about: forming a team with your mates.

The Junior Surf programme continues to be the bedrock on which our movement secures sustainability through retaining future lifeguards. In the 2019-2020 season, 30% of newly qualified lifeguards within the region transitioned directly from the Junior Surf programme, captured in no small part through the delivery of Junior events.

Red Beach and Mairangi Bay in particular have experienced high lifeguard qualification numbers out of the Junior Surf ranks, reflecting their strength and success in that area.

Red Beach retain Senior Champions title For the third time in three seasons, Red Beach SLSC claimed top honours at the Northern Region Championships at Ōmaha in February. The event includes the full Nationals programme from Beach, Water, Surf Boat and Surf Canoe events and is a true testament to a club’s overall depth across all disciplines and age divisions.

The top club mantle is not secured easily, with Mairangi Bay, Piha, Ōrewa and Red Beach clubs all consistently inside the Top 10 clubs at a National level. The clubs rely on these programmes to foster the next generation of lifeguards and leaders to ensure the safeguarding of our beaches in the years to come.

Members and crews from across the Northern Region sought international recognition and Piha’s Levi Ata, Lucy Makaea and Oscar Williams gained selection to represent New Zealand through their strong domestic Pool Rescue seasons. The trio were named in a group led by Lead Pool Champs Coach Dan Grant (Mairangi Bay) and competed in the highly competitive European Pool Rescue environment. Not deterred by this challenge, Ata and Williams broke the World Record as part of the 4x25m Manikin Carry relay.

The International Surf Rescue Challenge held in Durban, South Africa in September 2019 saw strong representation from SLSNR members in the athlete and management space. Mairangi Bay’s Danielle McKenzie, Mike Lee and Astaria Te Aukura represented their Club and country with pride, battling the best from Australia, South Africa, Japan, the US and Spain on the beach across three days of racing. Zac Franich (Ōrewa), Steve Vaughan and Fiona Hastie (Mairangi Bay) also participated in Junior Coach, Head Coach and Team Manager roles, ensuring knowledge and experience was gained on all levels.

The Ōrewa U23 Women’s boat crew of Tyler McDowell, Meisha Knegt, Lucy Murden, Kendra Stinson, Ashleigh Paotama and Mark McCarthny (Sweep) gained selection to represent New Zealand at the annual Trans-Tasman competition held at Sydney’s Mollymook Beach in February 2020. The young crew raced with distinction pushing their competition to the limit.

JUNIOR COACH OF THE YEAR

Surf Life Saving Northern Region’s inaugural Junior Coach of the Year Rod Salt epitomises all that Junior Surf is about: creating a fun, inclusive, social environment for the U14 members at Mairangi Bay SLSC. Volunteerism is what sets our movement apart and makes the competitive element more than just a sport. In the Junior Surf space, we rely on the positive interactions and environments created by coaches and managers, to ensure that the next generations of lifeguards keep coming through.

Not one to do anything by half, Rod kicked off his Junior Surf programme in late August with five opportunities for members to attend during the week. The programme was based on the “Good Sports” model, taking all abilities and experience into account and delivering sessions from a foundation of fun through providing challenge, skill and knowledge acquisition and experience.

The successful programme attracted over 80 U14 members across the five sessions offered, with a key qualification: participants were encouraged to not attend all sessions, but to enjoy other sports during the week - a clear directive in line with the Good Sports and “Balance is better” mantra.

Rod stood out in the competition for the Junior Coach Award.

With a programme so closely aligned to current best practice in the sport development space, Mairangi Bay’s future lifeguard pipeline looks set to help keep beachgoers in the Northern Region safe for many years to come.

INCREASING SECTOR DEVELOPMENT Despite some downturn on overall revenue due to COVID-19 in this financial year, prudent management of budgets and funding streams has resulted in Surf Life Saving Northern Region (SLSNR) Group delivering a fourth consecutive year-end net operating surplus (before interest and other income) and maintaining

a healthy balance of working capital. This demonstrates the sustainability of our organisation and our continued ability to provide financial support within our region, in particular to our clubs, as we continue to focus on capital rebuilds as a key area of priority.

This year the region has maintained its financial position well with overall revenue of $8.6 million and revenue for the parent of $3.8 million. (NB: The prior year was the first time revenue above $9 million had been achieved).

The main reasons for the decline in revenue year-on-year are: 1.

In the prior year, SLSNR worked closely with Auckland Council in the development and delivery of the Safeswim programme around the Auckland Region resulting in additional income of $220k which was a one-off for that year.

2.

Club Hire, Rental Income, Bar Income is only 70% of the prior year, down $155k, predominantly in relation to COVID-19 closedowns and restrictions and early cessation of the season.

3.

Fundraising, donations and legacies have also decreased by $43k compared to the prior year.

The significant net operating surplus of $1.4 million has arisen due to the recognition of grant income for capital items. This can be seen in the increase in property, plant, equipment and work in progress of $1 million. The deficit at the parent level has arisen from reductions in forecast Class 4 gaming revenue because of COVID-19.

In the 2020 financial year, 38% (2019 - 35%) of the Group’s total income is derived from grant funding which has historically made the Group heavily dependent on short-term, unsecured funding. The Auckland Regional Amenities Board are the second largest funder providing 16% (2019 - 15%) of total funding followed by membership fees at 12% (2019 - 12%) and fundraising at 11% (2019 - 12%).

Fundraising, donations and legacies are unsecured and can vary significantly year-on-year with current-year fundraising, donations and legacies down $43,000 on the prior year.

The Group has been fortunate to be well supported by grant funders and the public with donations in the current year. This is an area of financial exposure for the Group, however, as we are reliant on continued support to maintain our financial stability and to continue delivering our services at current levels. There will be some additional certainty in the 2020/21 financial year when the Group receives some central government funding but this will not cover all of the Group’s lifesaving delivery costs and some reliance on unsecured funding will remain.

INCREASING SECTOR DEVELOPMENT AND SUPPORT A key priority for Surf Life Saving Northern region (SLSNR) in the 2019/20 financial year has been the development of strategies and addition of resources to ensure SLSNR responds to funding challenges and continues to advocate for a strong funding model going forward, while supporting clubs with strong financial practices. The impacts of COVID-19 proved challenging in terms of achieving the organisation’s funding goals and saw the organisation post a deficit as a result of reductions in key incomestreams, while still maintaining a healthy balance of working capital for the parent Group.

Currently much of SLSNR Group’s core operating funds are sourced by Class-4 gaming revenue with $3.3 million granted in

2019/20 (2018/19 - $3.2m). SLSNR has long talked about this model being a “burning platform” because of the natural volatility of this funding source. This was evidenced during COVID-19 where key gaming funders were not able to support SLSNR as they desired because of a reduction in revenue being available resulting from the closure of their sites.

This reduction in Class-4 gaming revenue was replicated in our user-pays revenue which is generated from participation in our sporting events, education programmes, and member engagements and camps, which were also adversely impacted by COVID-19.

CENTRAL GOVERNMENT FUNDING It was announced in May 2020 that central government would contribute $9.4 million to the annual costs of providing surf lifesaving services to the public. The announcement of central government funding has come at a very necessary time for Surf Life Saving amid the COVID-19 crisis.

It has been communicated that the funding forms four tranches: • $5 million per annum for club operational expenses (nationally) • $2.75 million for club rebuilds (nationally) • up to $1.7 million to replace high risk revenue streams for the operation of SLSNZ and SLSNR.

Qualified Opinion We have audited the separate and consolidated financial statements (“the financial statements”) of Surf Life Saving Northern Region Incorporated (“the Parent”) and its controlled entities (together, “the Group”), which comprise the statements of financial position as at 30 June 2020, and the statements of comprehensive revenue and expense, statements of changes in equity and statements of cash flow for the year then ended, and notes to the financial statements, including a summary of significant accounting policies.

In our opinion, except for the effects of the matter described in the Basis for Qualified Opinion section of our report, the accompanying financial statements present fairly, in all material respects, the financial position of the Parent and Group as at 30 June 2020, and their financial performance and cash flows for the year then ended in accordance with Public Benefit Entity Standards Reduced Disclosure Regime (“PBE Standards RDR”) issued by the New Zealand Accounting Standards Board.

Basis for Qualified Opinion on Financial Performance Control over club rental and bar income, product sales, certain membership user pays, fees and subscriptions, fundraising, donations and legacies cash income streams amounting to $60,714 for the Parent and amounting to $2,231,580 for the Group prior to being recorded is limited, and there are no practical audit procedures to determine the effect of this limited control. Accordingly, the completeness of revenue and related cash flows are unable to be determined.

Opinion on Financial Position In our opinion, the financial positions of the Parent and Group as at 30 June 2020 are presented fairly, in all material respects in accordance with the Public Benefit Entity Standards Reduced Disclosure Regime.

We conducted our audit in accordance with International Standards on Auditing (New Zealand) (“ISAs (NZ)”). Our responsibilities under those standards are further described in the Auditor’s Responsibilities for the Audit of the Consolidated Financial Statements section of our report. We are independent of the Group in accordance with Professional and Ethical Standard 1 International Code of Ethics for Assurance Practitioners (including International Independence Standards) (New Zealand) issued by the New Zealand Auditing and Assurance Standards Board, and we have fulfilled our other ethical responsibilities in accordance with these requirements. NOTES TO THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 30 JUNE 2020

1. Reporting entity Surf Life Saving Northern Region Inc. (the ‘Parent’) is a public benefit entity for the purposes of financial reporting in accordance with the Financial Reporting Act (2013).

The entity is a society incorporated and domiciled in New Zealand established under the Incorporated Societies Act 1908 and registered under the Charities Act 2005. The registered office is at 3 Solent Street, Mechanics Bay, Auckland. These consolidated financial statements comprise the consolidated results and position of the entity and its controlled entities (together referred to as the ‘Group’), and the separate results and position of the Parent.

SLSNR and its controlled entities were established to provide life guarding activities, community education and sporting programmes within the northern region.

2. Basis of accounting These financial statements have been prepared in accordance with generally accepted accounting practice in New Zealand (NZ GAAP). They comply with Public Benefit Entity Standards Reduced Disclosure Regime (PBE Standards RDR), as appropriate for Tier 2 not-for-profit public benefit entities. For this purpose the Group has designated itself a public benefit entity.

The Group and Parent qualify as Tier 2 reporting entities as for the current and period it has had between $2million and $30million operating expenditure, and are not publicly accountable.

The financial statements comply with all relevant PBE standards RDR. The financial statements are authorised and issued by the Board of Directors on the 09th October 2020.

3. Measurement basis The financial statements have been prepared on the historical cost basis, except for available for sale financial assets.

4. Functional and presentation currency The financial statements are presented in New Zealand dollars ($), rounded to the nearest dollar which is the Parent and Group’s functional currency.

5. Use of judgements and estimates In preparing these financial statements, management has made judgements, estimates and assumptions that affect the application of accounting policies and the reported amounts of assets, liabilities, income and expenses. Actual results may differ from those estimates.

Estimates and underlying assumptions are reviewed on an ongoing basis. Revisions to accounting estimates are recognised in the period in which the estimates are revised and in any future periods affected.

Judgements Information about judgements made in applying accounting policies that have the most significant effects on the amounts recognised in the financial statements are included in the following notes: Note 6 Useful lives and depreciation rates of property, plant and equipment assets Note 7 Revenue Recognition non-exchange revenue (conditions vs. restrictions) Note 23 Related party transactions and controlled entities Note 25 Capital Work in Progress Capital work-in-progress includes work performed pre-redevelopment of various clubhouses. As the redevelopment can take significant time to complete, judgement needs to be applied when considering whether pre-development expenditure still meets the definition of an asset at each reporting date.

6. Significant accounting policies Set out below is an index of the significant accounting policies, the details of which are available on the pages that follow. The accounting policies have been applied consistently to all periods presented in these financial statements.

A. Revenue Recognition Revenue is recognised when the amount of revenue can be measured reliably and it is probable that the economic benefits will flow to the group, and measured at the fair value of consideration received or receivable.

The following specific recognition criteria in relation to the entities revenue streams must also be met before revenue is recognised.

Revenue from Exchange Transactions (i) Sale of goods Revenue is recognised when the significant risks and rewards of ownerships have been transferred to the customer, recovery of the consideration is probable, the associated costs and possible return of goods can be estimated reliably, there is no continuing management involvement with the goods, and the amount of revenue can be measured reliably. Revenue is measured net of returns and discounts.

The timing of the transfer of risks and rewards varies depending on the individual terms of the sales agreement. (ii) User pays Revenue received from users where members or non members purchase specific services (for example attendance of a lifesaving event) is initially recorded as revenue in advance, and then recognised proportionally on the basis of the value of each session relative to the total value of the purchased services.

Event income including entrance fees are recorded as revenue when the function or event takes place. (iii) Rendering of services The Group and Parent recognises revenue from rendering of services in proportion to the stage of completion of the transactions at the reporting date. The stage of completion is assessed based on surveys of work performed. (iv) Interest Income Interest income is accrued using the effective interest rate method. The effective interest rate exactly discounts the estimated future cash receipts through the expected life of the financial assets to that asset’s net carrying amount. The method applies this rate to the principal outstanding to determine interest revenue each period.

Revenue from Non Exchange Transactions Non-exchange transactions are those where the Group and Parent receives value from another entity (e.g. cash or other assets) without giving approximately equal value in exchange.

Inflows of resources from non-exchange transactions, other than services in-kind, that meet the definition of an asset are recognised as an asset only when: - It is probable that the Group and Parent will receive an inflow of economic benefit or service potential; and - The fair value can be measure reliably.

Inflows of resources from non-exchange transactions that are recognised as assets are recognised as non-exchange revenue, to the extent that a liability is not recognised in respect of the same inflow.

Liabilities are recognised in relation to inflows of resources from non-exchange transactions when there is a resulting present obligation as a result of the non-exchange transactions, where both: - It is probable that an outflow of resources embodying future economic benefit or service potential will be required to settle the obligation, and - The amount of the obligation can be estimated reliably.

The following are the specific recognition criteria in relation to the entities non-exchange transactions. (i) Donations, Legacies and Bequests Donations, legacies and bequests are recognised as non-exchange revenue upon receipt and include donations from the general

public, donations received for specific programmes or services or donations in-kind. Donations in-kind include donations received for services and these are recognised in the statements of comprehensive income and expenses when the service or good is received.

Donations in-kind are measured at their fair value as at the date of acquisition, ascertained by reference to the expected cost that would be otherwise incurred by the Group or Parent. (ii) Sponsorship income Sponsorship income includes sponsorship given by businesses. Revenue is recognised over the term of the sponsorship contract. (iii) Grant income Grant revenue includes grants given by other charitable organisations, philanthropic organisations and businesses (predominately class 4 gaming and community trusts). The recognition of non-exchange revenue from grants depends on whether the grant comes with any stipulations imposed on the use of a transferred asset.

Stipulations that are ‘conditions’ specifically require the Group and Parent to return the inflow of resources received if they are not utilised in the way stipulated, resulting in the recognition of a non-exchange liability that is subsequently recognised as non-exchange revenue as and when the ‘conditions’ are satisfied.

Stipulations that are ‘restrictions’ do not specifically require the Group and Parent to return the inflow of resources received if they are not utilised in the way stipulated, and therefore do not result in the recognition of a non-exchange liability, which results in the immediate recognition of non-exchange revenue.

The value of in-kind sponsorship comprising various products and services received from sponsors is recorded as revenue and expenditure within the year that the benefit is received. (iv) Government and Council Grants Grants received from Government or Councils are non exchange revenue and are therefore recorded during the year they are received. The Auckland Regional Amenities Funding (ARAFA) Grant is applied to fund operational expenditure. The Group and Parent confirms that all conditions associated with the government grant have been met.

B. Employee Benefits Short term employee benefits are expensed as the related service is provided. A liability is recognised for the amount expected to be paid if the Group and Parent has a present legal or constructive obligation to pay this amount as a result of past service provided by the employee and the obligation can be estimated reliably.

C. Grant Expenditure Grant expenditure is recognised once the grant is approved and committed to by both parties. When the Board approves the grants and the approval is communicated to the recipient, who returns a written acceptance, the expenditure is recognised.

D. Finance Income and Finance Costs Finance income and finance cost include: - interest income - interest expense - dividend income Interest income or expense is recognised using the effective interest method.

Dividends are recognised when the Group and Parent’s right to receive payment is established, and the amount can be reliably measured.

E. Cash and Cash Equivalents Cash and cash equivalents comprise cash on hand and cash at bank, deposits on call and highly liquid investments with an original maturity of three months or less, which are readily convertible to known amounts of cash and are subject to insignificant risk of changes in value.

Cash investments with original maturity of greater than three months are classified as financial assets.

F. Property, Plant and Equipment (i) Recognition and measurement Property, plant and equipment are stated at cost less accumulated depreciation and impairment losses. Cost includes expenditure that is directly attributable to the acquisition of the items. Where an asset is acquired in a non-exchange transaction for nil or nominal consideration the asset is initially measured at its fair value.

Where material parts of an item of property, plant and equipment have different useful lives, they are accounted for as separate

items of property, plant and equipment. Any gain or loss on disposal of an item of property, plant and equipment is recognised in surplus or deficit.

Subsequent costs are added to the carrying amount of an item of property, plant and equipment when that cost is incurred if it is probable that the future economic benefits embodied with the item will flow to the Group and Parent, and the cost of the item can be measured reliably. The carrying amount of the replaced part is derecognised. All other repairs and maintenance costs are recognised in surplus or deficit.

Capital work in progress is not depreciated until commissioned. Depreciation is calculated to write off the cost of items of property, plant and equipment less their residual value using the straight-line method or diminishing value method over their useful lives, and is recognised in surplus or deficit. (ii) Depreciation Depreciation has been calculated to allocate the cost or valuation of assets over their estimated useful lives, at the following rates:

Depreciation methods, residual value of assets and useful lives are reassessed annually.

G. Leases Leases in which a significant portion of the risks and rewards of ownership are retained by the lessor are classified as operating leases.

Payments made under operating leases are recognised in the statements of comprehensive income and expense on a straight-line basis over the term of the lease. Lease incentives received are recognised as an integral part of the total lease expense over the term of the lease.

H. Taxes The entity and its controlled entities all have charitable status and are exempt from income tax.

I. Related Parties The Group and Parent regards a related party as a person or an entity with the ability to exert control individually or jointly, or to exercise significant influence over the entity, or vice versa. Members of key management are regarded as related parties and comprise the management and directors of the Group and Parent.

J. Financial Instruments The Group and Parent initially recognises financial instruments when the Group and Parent becomes a party to the contractual provision.

The Group and Parent derecognises a financial asset when the contractual rights to the cash flows from the asset expire, or it transfers the rights to receive the contractual cash flows in a transaction in which substantially all the risks and rewards of ownership of the financial asset are transferred. Any interest in transferred financial assets that is created or retained by the Group and Parent is recognised as a separate asset or liability.

The Group and Parent derecognises a financial liability when its contractual obligations are discharged, cancelled, or expire.

The Group and Parent also derecognises financial assets and financial liabilities when there has been significant changes to the terms and/or the amount of contractual payments to be received/paid.

Financial assets and liabilities are offset and the net amount presented in the statement of financial position when, and only when, the Group and Parent has a legal right to offset the amounts and intends either to settle on a net basis or to realise the asset and settle the liability simultaneously.

The Group and Parent classifies financial assets into the following categories: loans and receivables, and available-for-sale.

The Group and Parent classifies financial liabilities into the following category: Amortised cost.

Financial instruments are initially measured at fair value, plus and directly attributable transaction costs.

Subsequent measurement is dependent on the classification of the financial instrument, and is specifically detailed in the accounting policies below.

(i) Loans and receivables Loans and receivables are financial assets with fixed or determinable payments that are not quoted in an active market. Loans and receivables are subsequently measured at amortised cost using the effective interest method, less any impairment losses. Loans and receivables comprise cash and cash equivalents, cash investments and receivables. Cash and cash equivalents represent highly liquid investments that are readily convertible into a known amount of cash with an insignificant risk of changes in value, with maturities of three months or less.

Any difference between fair value and transaction price of the concessionary loan at initial recognition is recognised as a finance cost in surplus or deficit. (ii) Available-for-sale financial assets Available-for-sale financial assets are non-derivative financial assets that are designated as available-for-sale or are not classified in any other category of financial assets.

Available-for-sale financial assets are subsequently measured at fair value with gains or losses being recognised in other comprehensive revenue and expense and presented in the available-for-sale fair value reserve within net assets/equity, less impairment. Available-for-sale financial assets comprise shares in listed NZ entities.

The fair value of financial instruments that are traded in active markets at each reporting date is determined by reference to quoted market prices, without any deduction for transaction costs. (iii) Amortised cost financial liabilities Financial liabilities classified as amortised cost are non-derivative financial liabilities that are not classified as fair value through surplus or deficit financial liabilities. Financial Liabilities classified as amortised cost are subsequently measured at amortised cost using the effective interest method. Financial liabilities classified as amortised cost comprise trade and other payables, and Loans and Borrowings.

K. Basis of Consolidation (i) Controlled entities The Parent controls an entity when it is exposed, or has rights, to variable benefits from its involvement with the other entity and has the ability to affect the nature of amount of those benefits through its power over the entity. In assessing control, the Parent takes into consideration potential voting rights that are currently exercisable.

The financial statements of the Parent’s controlled entities are included in the consolidated financial statements from the date that control commences until the date that control ceases.

Subsequent changes in a controlled entity that do not result in a loss of control are accounted for as transactions with owners of the controlling entity in their capacity as owners, within equity.

The financial statements of the controlled entities are prepared for the reporting period as stated in note 23, using consistent accounting policies. (ii) Transactions eliminated on consolidation Intra-group balances and transactions, and any unrealised income and expenses arising from intra-group transactions, are eliminated in preparing the consolidated financial statements.

L. Impairment of non-derivative financial assets A financial asset not subsequently measured at fair value through surplus or deficit is assessed at each reporting date to determine whether there is objective evidence that it is impaired. A financial asset is impaired if there is objective evidence of impairment as a result of one or more events that occurred after the initial recognition of the asset, and that the loss event(s) had an impact on the estimated future cash flows of that asset that can be estimated reliably.

Objective evidence that financial assets are impaired includes default or delinquency by a counterparty, restructuring of an amount due to the Group and Parent on terms that the Group and Parent would not consider otherwise, indications that a counterparty or issuer will enter bankruptcy, adverse changes in the payment status of borrowers or issuers in the Group and Parent, economic conditions that correlate with defaults or the disappearance of an active market for a security. In addition, for an equity security classified as an available-for-sale financial asset, a significant or prolonged decline in its fair value below its cost is objective evidence of impairment. (i) Financial assets classified as loans and receivables The Group and Parent considers evidence of impairment for financial assets measured at amortised cost (loans and receivables) at both a specific asset and collective level.

All individually significant assets are assessed for specific impairment. Those found not to be specifically impaired are then collectively assessed for any impairment that has been incurred but not yet identified.

Assets that are not individually significant are collectively assessed for impairment by grouping together assets with similar risk characteristics.

In assessing collective impairment the Group and Parent uses historical trends of the probability of default, the timing of recoveries and the amount of loss incurred, adjusted for management’s judgement as to whether current economic and credit conditions are such that the actual losses are likely to be greater or less than suggested by historical trends.

An impairment loss in respect of a financial asset measured at amortised cost is calculated as the difference between its carrying amount and the present value of the estimated future cash flows discounted at the asset’s original effective interest rate. Losses are recognised in surplus or deficit and reflected in an allowance account against loans and receivables financial assets. Interest on the impaired asset continues to be recognised.

When an event occurring after the impairment was recognised causes the amount of impairment loss to decrease, the decrease in impairment loss is reversed through surplus or deficit.

Individual trade receivables that are known to be uncollectible are written off when identified, along with associated allowances.

Loans, together with associated allowances are written off when there is no realistic prospect of future recovery and all collateral has been realised or has been transferred to the Group and Parent. (ii) Financial assets classified as available-for-sale Impairment losses on available-for-sale financial assets are recognised by reclassifying the losses accumulated in the fair value reserve in net assets/equity to surplus or deficit.

In the case of equity investments classified as available-for-sale, objective evidence would include a significant or prolonged decline in the fair value of the investment below its cost. ‘Significant’ is evaluated against the original cost of the investment and ‘prolonged’ against the period in which the fair value has been below its original cost.

In the case of debt instruments classified as available-for-sale, the impairment is assessed based on the same criteria as financial assets at amortised cost. However, the amount recorded for impairment is the cumulative loss measured as the difference between the amortised cost and the current fair value, less any impairment loss on that investment previously recognised in surplus or deficit.

The cumulative loss that is reclassified from the fair value reserve in net assets/equity to surplus or deficit is the difference between the acquisition cost, net of any principal repayment and amortisation, and the current fair value, less any impairment loss recognised previously in surplus or deficit.

Changes in impairment provisions attributable to application of the effective interest method are reflected as a component of interest income. If, in a subsequent period, the fair value of an impaired available-for-sale debt security increases and the increase can be related objectively to an event occurring after the impairment loss was recognised, then the impairment loss is reversed, with the amount of the reversal recognised in surplus or deficit. However, any subsequent recovery in the fair value of an impaired availablefor-sale equity security is recognised in other comprehensive revenue and expense.

M. Inventory Inventory is initially measured at cost, except items acquired through non-exchange transactions which are instead measured at fair value as their deemed cost at initial recognition.

Inventories are subsequently measured at the lower of cost and net realisable value. The cost of inventories is based on the first-in first-out principle and includes expenditure incurred in acquiring the inventories, production or conversion costs and other costs incurred in bringing them to their existing location and condition.

Net realisable value is the estimated selling price in the ordinary course of business, less the estimated costs of completion and selling expenses.

N. Reclassification Reclassified FY19 PPE for Orewa to captial WIP of $216,946. In addition some comparative amounts have been reclassified to align with the current year presentation.

In 2018 SLSNR entered into an agreement with The Lifesavers Foundation resulting in a loan of $150,000 receivable over a 3 year period. The Directors of SLSNR assessed the cashflow forecasts for The Lifesavers Foundation and raised a provision of $150,000 against the value of the Loan as at 30 June 2018. No repayment has been made in 2020, and a further $8,272 was advanced in FY20.

18. Deferred Income Grants - Current

Funding held in deferred income relates to grants which meet the definition of non-exchange transactions per IPSAS 23. At balance date the purpose of these grants has not been fulfilled and where an appropriate condition is attached to the grant in line with IPSAS 23 the unutilised grant is held as income in advance. All grants will be used within 6 months of balance date and are current in nature.

The fair value of the grants are equivalent to the carrying value.

Karekare and Sunset clubs have received grants towards the construction of purpose build lifesaving facilities. These funds have not been utilised at 30 June 2020 and are held in deferred income.

21. Commitments and Contingencies Refer to note 23 in relation to financial guarantee agreement in place. There are no other contingent liabilities as at year end (2019: nil).

22. Subsequent Events COVID-19 pandemic In December 2019, a new virus, COVID-19, was detected in Wuhan, China. The virus was soon common in other countries and on 11 March 2020 the World Health Organization declared that the outbreak should be considered a pandemic.

The result of this pandemic has been a substantial reduction in economic activity throughout the world, as governments have introduced measures (such as the closure of national borders, the closure of non-essential businesses, the cancellation of public events and the imposition of restrictions on individuals) in an attempt to reduce transmission of the virus.

In late March 2020, the New Zealand Government ordered a four-week lockdown, during which non-essential businesses and organisations were not allowed to operate and individuals (other than essential workers or those undertaking essential business) were required to stay at home. As a result of the lockdown, community transmission of COVID-19 was eliminated. In late April 2020, the lockdown period ended and the New Zealand Government started gradually easing the restrictions that had been placed on businesses, organisations and individuals, although substantial restrictions remained at the border. However, in mid-August 2020, community transmission of COVID-19 was detected in Auckland, and the New Zealand Government again placed restrictions on businesses, organisations and individuals within New Zealand.

During the initial four-week lockdown period, the Group and Parent were able to operate, but were impacted by class 4 gaming grant providers putting a hold on grant decisions, which resulted in revenue falling below forecast levels. Since the end of that lockdown period, the Group and Parent have still been able to operate, but has experienced reduced grant revenue due to the overall reduction in economic activity caused by the COVID-19 pandemic. At the time of signing these financial statements, the restrictions put in place in mid-August 2020 are still in effect and these have further reduced the Group’s revenue due to grant providers either restricting distributions or delaying distribution decisions.

Although the Group and Parent have been impacted by COVID-19, the Board have concluded that the Group and Parent will be able to continue operating for at least 12 months from the date of signing these financial statements. That conclusion has been reached because the Group and Parent have sufficient cash resources that, even with nil revenue, it can maintain current expenditure for at least 12 months from the date of signing.

22. Subsequent Events (continued) To date the Group and Parent have undertaken the following steps to reduce the impact of COVID-19 on its operations: • Reduced expenditure in non-critical business areas • Taken advantage of wage subsidies and other relief funds made available by the New Zealand Government and Sport NZ.

23. Related Parties Parent and ultimate controlling party Surf Life Saving Northern Region Inc. (the Parent) was set up as an incorporated Society to be the lead provider of water safety services, working to prevent drowning and injury in the Northern Region.

Directors of the governing body do not receive any fees for meeting attendance and are only reimbursed for direct costs.

Remuneration of key management personal was $180,000 (2019: $155,000) The Society is affiliated to Surf Life Saving New Zealand Inc. (‘SLSNZ’).

Controlled entities The Society has 17 Surf Life Saving Clubs and 4 Trusts which are controlled by SLSNR. Other related entities The NLS Trust was set up by the affiliated clubs to SLSNR, with SLSNR having the power to appoint two trustees out of a governing body of up to 7 Trustees. All other NLS Trust trustees are appointed by the trustees themselves. The control of the NLS Trust is with the NLS Trustees only and control does not sit with SLSNR. The Area Foundation club members (17 Northern Region clubs) have the power to remove trustees.

Muriwai Lifeguard Services Amenities Trust (MLSAT) is the owner of the Surf Club Building at Muriwai and as such, the club’s landlord.

The club pays MLSAT for rent of the buildings and utilities and MLSAT pays the club for bar services provided to hirers of the venue.

The club Chairman and one other member serve as trustees on the Board of Muriwai Lifeguard Services Amenities Trust, other Board members are independent from the Surf Club. MLSAT has been set up for the benefit of 11 community groups who have access to the use of the building facilities and therefore it is excluded from the consolidation.

The Lifesavers Foundation was established in 2017 with the purpose to be beneficial to the community by providing monetary grants, equipment and other resources to recognised surf life saving organisations for their charitable purposes. A memorandum of understanding was entered into between SLSNR and The Lifesavers Foundation which included the advance of a loan of $158,272 to be used by the Foundation to fund its operations. The loan is interest free. Refer to Note 16.

OPPORTUNITIES FOR EVERYONE Valuing diversity and maximising technology To promote inclusiveness and engagement of all members of the community in Surf Life Saving, Surf Life Saving Northern Region (SLSNR) has focused, and will continue to focus, on two key areas: • valuing diversity within our clubs to maximise our membership • maximising technology to grow the capability of our members.

According to Sport NZ, the concept of diversity encompasses acceptance and respect. It means understanding that each individual is unique, and recognising, and responding to, our individual differences.

Every Kiwi has the right to participate in sport and recreation within a welcoming and inclusive environment, and to be treated with respect, empathy and positive regard irrespective of age, ability, ethnicity, gender, national origin, race, religion, sexual orientation, political beliefs or socio-economic status.

SLSNR’s Member Services team intends to adopt the 7 Pillars framework (or a similar model) to assist clubs with identifying their strengths and weaknesses around inclusion and diversity, and help them create a strong, inclusive culture for their club.

Female Leadership Network An example of work currently underway in the diversity space is the Female Leadership Network, an initiative seen by SLSNR as an extremely important part of the future development of our female members and staff. This is another step forward for the lifesaving movement in ensuring that female members have the skills, confidence and support to fulfil their future lifesaving and professional ambitions, and to share experiences, inspire and be inspired.

Learning and development

At SLSNR we hope to assist clubs to create an environment which is inclusive and supports diversity. One new approach to advancing diversity and inclusion within clubs is through utilising the “7 Pillars of Inclusion” philosophy developed by Play by the Rules, from Australia. The 7 Pillars of Inclusion is a broad framework to give sports clubs a starting point to address inclusion and diversity, and its model looks at the common elements that contribute to creating inclusive environments that reflect the communities that we live in.

COVID-19 has significantly disrupted the way we all operate.

In response, SLSNR is investigating how to best utilise new and existing technologies to provide greater learning and development opportunities for our members. Online learning is becoming the new norm and SLSNR wants to be a leading light in this educational space; we see the efficiency and effectiveness of online learning, online assessment and support as the logical approach to engaging, educating and up-skilling our internal and external teams.

The 7 Pillars are:

Proposed online projects include improvements to: coaching resources and qualifications; officials’ education and qualifications; governance and committee education, support and evaluation; and potentially aspects of the Lifeguard Award qualifications and Community Education programmes.

• Choice – What can you do?

• Partnerships – Who will you work with?

• Communication – Who will you tell?

The aim of SLSNR is to make the life of our volunteer members as easy as possible, so we will continue to be innovative around “how we do business”.

• Opportunities – What do you want to do?
