City News: General Plan Update

Update of Genera l P l a n at Mid-Way Poi nt The City of La Habra is approximately half-way in the process of updating the La Habra General Plan 2020. The General Plan is a comprehensive long-term plan for the physical development of the City. The General Plan has been referred to as the “constitution” of development or “blueprint” of the future. The General Plan expresses community development goals and embodies public policy designed to serve as the foundation upon which all future land use decisions are based. The last comprehensive update of the General Plan occurred in 1990. The General Plan Advisory Committee has held two public workshops in an effort to receive input from the community as to how La Habra should look in 20 years. The first

workshop concentrated on identifying key issues facing the community and a vision statement for the next 20 years from which goals, policies, and programs will be created and incorporated into the updated document. The second workshop identified land use areas of La Habra that should be preserved, areas that are candidates for changes in land use, and what uses the community would like to see in these identified areas. A third public workshop will be scheduled in early 2012, at which time the public will be invited to review and comment on the policy direction of all elements of the General Plan. Feature Article: Preventing Critter Encounters

L ivi n g Wi th Wi ldlife i n a n Urban En vi ro nment

La Habra is not unique when it comes to the issue of wildlife. Like other cities throughout California, as the human population has grown and open spaces have been developed, wildlife has lost much of its valuable habitat and has been forced to find smaller areas or “pockets” in which to live within the urban or suburban community. The most common forms of wildlife seen in La Habra are opossums, raccoons, skunks and coyotes, all of which have become very adept at city living. Opossums, skunks and raccoons are considered omnivores, eating both plant materials (fruits and vegetables) and animals (lizards, snakes, bugs). All are primarily nocturnal, but can be seen in the early morning hours or throughout the day if the weather is cool. Coyotes that may be seen in La Habra are considered visitors, having come from neighboring areas in search of food. They primarily hunt from sun down to sun up. However, if cooler weather permits, coyotes may be seen throughout the day. Because of the severe loss in habitat, many of their natural food sources have been affected as well, so coyotes have adapted and may now actively search for small pets, such as cats or smaller dogs, to supplement their diets. All wildlife is governed by the California Department of Fish and Game and afforded some form of protection. The

trapping of wildlife is severely restricted, and the relocation of wildlife is strictly prohibited. Homeowners, however, can take simple steps to limit their encounters with wildlife. For instance, one of the primary sources of food eaten by wildlife is actually provided by humans, accidentally or not, in the form of pet food. That’s why, whenever possible, pets should be fed indoors. Should you elect to feed your pets outdoors, always pick up leftovers and be sure to store pet feed where it is inaccessible to wildlife. A secondary food source is fallen fruit and vegetable gardens. Picking up any fallen fruit and securing vegetable gardens greatly reduces the chance that you will be visited and revisited by a particular animal. Clearing thick vegetation and dense shrubs will also eliminate the desire for an animal to want to take up residency, along with securing attics, crawl spaces and patio decking. continued >>>>

Feature Article, continued Here are some steps you can take to reduce the chance of human-wildlife conflicts: • • •

Do not feed wildlife! Eliminate sources of water, particularly in dry climates. Bird feeders should be positioned so that wildlife can’t get the feed. Many forms of wildlife are attracted by bread, table scraps, and even seed. Coyotes may also be attracted by birds and rodents that come to the feeders. Do not discard edible garbage where wildlife can get to it. Secure garbage containers and eliminate garbage odors. Trim and clean, near ground level, any shrubbery that provides hiding cover for various forms of wildlife, including coyotes and their prey. Fencing your yard can also be a deterrent. The fence should be at least six feet high with the bottom extending at least six inches below ground level for best results. Don’t leave small children unattended outside if coyotes have been frequenting the area. Don’t allow pets to run free. Keep them safely confined and provide secure nighttime housing for them, preferably indoors. Walk your dog on a leash and accompany your pet outside, especially at night. Provide secure shelters for rabbits and other vulnerable animals. Discourage coyotes from frequenting your area. If you see coyotes around your home or property, chase them away by shouting, making loud noises or throwing rocks.

If practiced continuously, these steps may decrease the frequency of wildlife and coyote sightings in your area. However, coyotes are adaptable to change and are quick to learn new ways of survival. Occasional sightings may likely continue. However, by making life for coyotes in your neighborhood more difficult, you will increase the likelihood that they will go somewhere else. Muhlenbergia rigens, Deergrass Deergrass (Muhlenbergia rigens) is a small dark green bunchgrass native to California. Deergrass blooms in the summertime with tall elegant white flower spikes. It grows best in full sun at lower elevations. Once established, it can survive on seasonal rainfall, but in the summer months depending on conditions, it may require watering once a month. It prefers well drained soils but can tolerate clay soil. Deergrass remains fairly small in size as it can grow to three feet tall with a spread of three feet wide at maturity and can tolerate temperatures down to 15 degrees Fahrenheit. Deergrass has been known to be common forage for deer, cattle, horses and other animals. It has been used on slopes for erosion prevention due to its extensive root systems, and it acts as a biofilter by removing chemicals from the soil. Deergrass was important to many Native American tribes as its seed stalks were used in making coiled baskets. Since each basket required 3,000 stalks, the Native Americans cultivated deergrass to increase basket production. Public Information: New Yard Sale Ordinance

In September, the City Council approved amendments to the City’s Yard Sale Ordinance. Under the new regulations, yard sales may only be conducted on the second weekend of each

month, with a maximum of four (4) yard sales allowed per calendar year for each residentially zoned parcel. The advantage for residents is that there is no fee or permit required to conduct a yard sale. These amendments will serve to improve the overall appearance of our community, minimize impacts to adjoining properties in residential zones, and increase the success of yard sales for those choosing to have one on the designated days.

It is anticipated that yard sale patrons will have better opportunities to shop sales on a designated weekend and be able to shop at multiple locations on one day because of the known date. This will also help homeowners having yard sales to attract more customers, thereby selling more items, without having the cost to advertise or place excessive signage because customers will know to shop on certain days. City staff will also continue to enforce that all items available for sale utilized in conjunction with the sale be kept on private property and not encroach into neighboring properties or into the public right-of-way, and that not more than one sign for the purpose of advertising the sale is displayed on the premises where a yard sale is being conducted.

City News: Achievements

Celebratin g Success The City of La Habra’s mission is to improve the quality of life in our community. Some recent highlights that contributed to this mission are:

✔ Completed construction of field and bleacher improvements at Esteli Park and field improvements at Osornio Park. ✔ Participated in a Contractors State License Board operation to apprehend individuals operating without a valid contractor’s license, which resulted in 15 arrests. ✔ Awarded a $264,941 grant from the California Office of Traffic Safety to conduct Selective Traffic Enforcement related to DUI and speeding. ✔ Extended the Smart Timer Rebate Program with the Municipal Water District of Orange County, allowing residents to apply for irrigation rebates of up to $425 through June 30, 2013. ✔ Broke ground on the La Bonita Park Pump Station on September 19th. This project, when completed, will reduce the City’s reliance on imported water and stabilize water rates. ✔ Achieved a trash disposal rate of 5.0 pounds per person per

day for 2010, which is significantly lower than the California Integrated Waste Management Board mandate of 6.5 pounds per person per day. ✔ The Children’s Museum received a grant award of $148,614 from the Institute of Museum and Library Services to provide the Young at Art program for two additional years for students in the 3rd through 5th grades. ✔ Hosted a 10th Anniversary Patriots’ Day ceremony to remember those Americans that were victims of the September 11th terrorist attacks in 2001. The ceremony was held at Constitution Plaza on Sunday, September 11th, and the City also participated in the nationwide Moment of Remembrance at 1:00 p.m. Eastern Time. ✔ Hosted a successful first Citizens’ Police Academy, “graduating” 14 residents from the program, which is designed to provide residents with a close-up view of the Police Department’s operations. ✔ Participated in the annual Inner Coastal and Watershed Cleanup Day on Saturday, September 17th, where over 100 volunteers cleaned trash, debris and discarded items from Coyote Creek Channel.

Residents are asked not to flush medications (also known as pharmaceuticals) down the toilet or drain. The following are three options available to La Habra residents: 1. Residents may take their medications to the La Habra Household Hazardous Waste (HHW) Collection events held twice a year. The next HHW event is scheduled to take place in May or June of 2012. For more information please contact the La Habra Public Works Department at 562-905-9792. 2. Another option is a mail-back program through a local pharmacy. The postage paid envelopes cost up to $3.99 each. The local pharmacies at CVS, Walgreens, and Rite Aid now have mail-back programs in all of their facilities. 3. Residents may also dispose of medications in the trash by following these steps: • • •

Take medications out of their original containers. Mix medications with an undesirable substance, such as cat litter or used coffee grounds. Put the mixture into a disposable container with a lid, such as an empty margarine tub or into a sealable bag. Conceal or remove any personal information, including prescription number, on the empty containers by covering it with a black permanent marker or by scratching it off. Place the sealed container with the mixture and the empty medication containers in the trash.

It is against the law for residents to dispose of sharps waste in trash or recycling containers. Sharps waste is also known as hypodermic needles, intravenous needles, syringes, lancets, and other devices that are used to penetrate the skin for the delivery of medications. There are several cost-free options available for disposal. La Habra residents may take their medications to the La Habra Household Hazardous Waste Collection events held twice a year. For more information on these events, please contact the La Habra Public Works

Smoke detectors are a very important item to have in your home in case of a fire; however, detectors have a limited life span, usually specified at 10 years (check your manufacturer’s warranty). Testing your detector with actual smoke is the only way to be sure it will work when needed. If, after properly checking your smoke detector, you find that it needs to be replaced, there are few options for properly disposing of them. Orange County landfill regulations prohibit smoke detectors (with radioactive components) from being thrown into the trash due, to the small amount of radiation that they contain. For residents who need to properly dispose of an old smoke detector, the following protocols listed below are recommended. Q: Who is eligible to join the Membership Program? A: Any La Habra resident may join. Q: What does the $48 membership fee cover? A: The membership protects insured members and family permanently living at the same residence from any out-ofpocket expenses related to paramedic treatment and emergency ambulance transportation for situations that occur in the City of La Habra. If you have insurance, we will bill for the services rendered, but will accept whatever is paid as “payment in full” (i.e., if your insurance denies the entire bill or any part of it, you will not be responsible for the unpaid balance). Q: Who does the membership fee cover? A: All permanent residents of a member’s household. Q: Are visitors of residential members covered? A: No. Only permanent residents of a member’s household. Q: What happens if I’m not a FireMed Subscription Program member, and I use the ambulance service? A: Whether or not you are FireMed Subscription Program member, you will always receive the highest level of emergency treatment and transportation. However, as a non-FireMed Subscription member, you will be billed for the services. You may give the bill to your insurance company, but will be responsible for any unpaid balance. Keep in mind that there is no guarantee that your insurance will pay in full for the treatment that you received. Q: Why do I need to join if I already have medical insurance? A: When the City of La Habra charges for treatment and transportation, there is no guarantee that your insurance company will cover the charges. The charges may be denied or only partially paid, or your deductible or cap limit may result in an unpaid balance for which you are responsible. As a FireMed Subscription member with insurance, you don’t have those worries since you are not responsible for any out-of-pocket costs. Also, keep in mind that the subscription membership covers all family members with permanent residence at your address who may not have the same insurance as you do and may need that extra financial protection in an unexpected emergency. continued >>>>

Public Information: FireMed, continued Belonging to the program gives you peace of mind in not having to worry whether your insurance will pay the medical bill. The $48 annual fee is only a fraction of many insurance companies’ deductibles. Q: Why is my insurance plan billed? A: The City of La Habra’s FireMed Subscription Program is not an insurance company — we are a provider of services. In order to provide the current level of emergency service to the community, we must attempt to recover the costs associated with treatment and transportation. Through the monies collected from treatment and transportation charges and membership fees, the current system of pre-hospital emergency services in our community is enhanced. The monies collected from membership and insurance allow us to have a better emergency medical services system and a healthier community. Q: If I move out of the city after paying the annual membership fee, will I be entitled to a refund? A: No. There will be no refunds.

Q: Will my membership cover routine ambulance service, such as trips from hospital to home or rest home to a hospital? A: No. your membership covers emergency use associated with 9-1-1 only. Q: Will the Fire Department still respond if I do not become a member? A: Yes. The Fire Department will respond to any call for help. Q: Will I be responsible for any of the charges if I become a member? A: No. If you become a member of this low cost emergency service program, aside from your annual subscription fee of $48, no payment will be required of you; however, your insurance, Medicare, or MediCAL will be billed. If you are not a member, the usual fees for services rendered will be billed to the person receiving the services. Class activities will include basic obedience: heel, sit, stay, down-stay, come when called, stand for vet visits, wait command for door dashing, leave it command and walking on a loose leash without pulling. In addition, behavioral problems such as digging, excessive barking, nipping and jumping on people will be covered. Encouragement of nervous and sensitive dogs also will be addressed. Ms. Schmidt has worked as a dog trainer for 18 years, as well as working to rehabilitate wild life through North Orange County R.O.P.’s Wildlife Program, and working as an exotic animal trainer at Knott’s Berry Farm, where she learned much about canine behavior and animal communication from working with Timber Wolves. WEDNESDAY A.M. VOLUNTEER STITCHERS

CSS Bingo meets Monday through Friday from 12:45 to 1:50 p.m. The cost of playing is 50 cents per card, with a maximum of six cards. Nine games is the usual number played. If you like bingo, come join the fun! All are welcome to participate. FRIDAY AFTERNOON BINGO The La Habra Senior Citizens’ Club hosts bingo each Friday from 1:00 to 4:00 p.m. at the La Habra Clubhouse, 200 W. Greenwood. Admission is 50 cents. Donuts and coffee are served. The group also holds potlucks several times a year. All seniors are welcome to participate.

This group meets in the Oeste Room from 9:00 to 11:30 a.m. to make items for Children’s Hospital and local convalescent hospitals. You may sew, knit or crochet items. If you wish to learn any of these skills, you are welcome to join them and learn. HUFF ‘N’ PUFFS The Huff ‘n’ Puffs dancers perform at local venues and the Community Center. CARDS & DOMINOS If you’d like to join a group of card players, there are several to choose from. You can play dominos on Fridays at 12:00 noon. All groups meet at the Community Center and welcome new players.
