PRO8 ensure peaceful Labor Day celebration CAMP KANGLEON, Palo, Leyte – Each year, the country celebrates Labor Day as a national holiday to honor all Filipino workers (government, private or overseas) and re-affirm the greater social partnership of the labor sector with the government and other sectors of the society. The celebration might be taken advantage of by the various militant cause-oriented groups who are expected to conduct simultaneous mass rallies and demonstrations to embarrass the

government or instigate violence, said S/Supt. Roel Acidre, chief of the Regional Police Community Relations Division. The PNP, depending on the prevailing situation, may raise its security alert status nationwide in anticipation of Labor Day protests on Wednesday, May 1, 2013. All field units now are prepared with their security plans to ensure the peaceful and orderly celebration of Labor Day. to page 6

50 more cops deployed to Samar TACLOBAN CITYAbout 50 policemen were deployed to Samar, considered to be a under the “watch list” area in the region by the Commission on Elections relative to the forthcoming midterm elections. Senior Superintendent Roel Acidre, chief of the Police and Community Relations Office of the Philippine National Police (PNP)-8, said the 50-strong policemen were deployed to Samar last Friday. And this number of cops, he said, could increase depending on the need in Samar, Acidre said. He said that the 50 cops deployed last Friday in Samar were part of the projected 342 policemen who are to be reassigned in the said province for electionrelated duty. “Presently, they are temporarily detailed at the provincial headquarters in

Catbalogan City. But they will be deployed to their (specific) assignments to areas where their presence are needed,” Acidre said. The policemen belong to the Regional Public Safety Battalion (RPSB) whose headquarter is in Capoocan, Leyte. According to Acidre, these policemen would carry out all-election related duties which include in the safeguarding of the PCOS (precinct count optical scan) machines at the various polling precincts and most importantly, ensure peace and order in Samar during the conduct of the balloting. The province of Samar has been identified under the “watch list” by the Comelec due to strong political rivalries and presence of armed men. The augmentation of police force in Samar is part of the plan of the regional PNP under the leadership

of Chief Supt. Elmer Soria, in ensuring a peaceful conduct of elections in said province. However, with less than two weeks before the elections, no election-related violence has been monitored by the police authorities in any part of Samar, Acidre said. Still, he said, they would not be complacent as violence may just occur days before or on the day of the elections. On May 1, supporters of slain Calbayog City Mayor Reynaldo Uy would mark the second year of his death. Uy was killed by still unidentified assailant while attending a cultural affair inside a gymnasium in Hinabangan town in 2011. got 57% while his opponent, incumbent Mayor Alfred Romualdez got 27% and 16% were undecided. For the vice mayoralty, Antoni’s [of Team BN] winnability is also assured as he grabbed a very large percentage of votes against his rival,” Morallos added. Morallos said in Team BN’s slate, the three candidates for councilor, though not included in the top 10 spot, are slowly “gaining strength” and “picking up” as against the three candidates of the other party. “But anything can happen now up to the May 13 election day. These candidates could sway votes if they get into hard-hitting campaign by presenting factual issues to the public against the re-electionist councilors from the other camp. I am referring to the ‘American Standard of negative campaigning,’” Morallos emphasized. “Maybe they could also challenge the three candidates to a debate on legislative issues, which of course the latter would not accede to, or else, it would be a slap against their own faces,” he added. Morallos cited the current issues hounding the city government such as the reported fiscal mismanagement where loans, hold-out loans and proposed loans have been subjected to public and media criticisms. “Another issue is the auction of the new bus terminal in Abucay where proceeds of which were re-

portedly used to pay electricity bills, gasoline and bonuses of City Hall employees. The advance rental payment of Gaisano for 10 years was allegedly used as MOOE (maintenance and other operating expenses) when it was supposed to be used for economic enterprise projects of the city government,” he said. Morallos stressed that there were numerous issues that needed careful deliberation in the city council but the majority members turned tight-lipped to discuss them. “All these could be raised by these neophytes of Team BN to gain substantial votes against the candidates of the other party. The people of Tacloban must know the performance of their incumbent officials and could be used as basis if they would still continue to support them. That is a legal and legitimate way of

winning this election,” he said. When asked why resort to negative campaign, Morallos said challengers must not just present a positive image of themselves since incumbents have spent years already to build positive image to the public. “All they [the neophytes] have to do is to propagate and let Taclobanon know that these incumbent councilors from the other camp did not do their jobs at all (and) have surrendered the power of the purse to the executive and worse have facilitated the questionable transactions in the city,” Morallos said.

Measure of success

n today’s celebration of the Labor Day, about two thousand job openings are out for the taking of those who qualify and are hired on-the-spot. Of this number, 800 are local hiring while 1,310 are for abroad. Although no wage hike that is expected to be pronounced today in Eastern Visayas, the job fair is projected to provide the needed employment by the local citizens. As of the recent statistics obtained from the Dept. of Labor and Employment, the unemployment rate is pegged at 6.1 percent, not to include the jobless who are not at all seeking any form of employment. Although be it measly the percentage of unemployment does not speak of the reason for such condition. There is also no indication whether or not all the 93.9 percent or around 2.93 million individuals employed are not at all underemployed, that is receiving pay below the minimum wage. From time and again, the issue on whether

or not private employers are able to provide the minimum basic pay to their employees reverberates. The labor department is fast to negate the flak against it for allegedly closing the door on those who are in the pathetic situation of underemployment. DOLE, through its arbitration and mediation units, is quick to act on complaints for non-compliance of the minimum wage law. The celebration of the Labor Day, although nothing new year after year, is a perennial avenue for jobseekers to hope for employment. However, there are countless stories of denied application than there are successful submissions. On this the labor agency washes its hands, claiming that hiring applicants is beyond the control of the labor department or any of its attached agencies, such as the Technical Education and Skills Development Auto page 6

Fidelity in an age of promiscuity THE title may refer more immediately to married couples who are committed to their spouses for a lifetime of love. But it can actually be applied to all of us also, single or married, young or old, healthy or not, etc. That’s because in the end we all have to be faithful to something or someone who, if I have to say things bluntly, is none other than God, our Creator and Father. Some people may choose to be faithful only to their own selves, but that’s another story that we can take up some other time. We cannot help but live some degree of fidelity because by nature we are a relational being. We are always connected to someone and there is always some kind of hier-

archy in this network of relations in which we live. And one task we have to do is to find the place that properly belongs to us. This is the context of fidelity. We need to be more aware of our duty to be faithful, especially in our present times when forms of promiscuity are increasing and often in a most subtle way. We need to know what is involved in this duty to be faithful. We also need to know how to distinguish promiscuity from the legitimate attitude that respects and even fosters tolerance of an increasingly diversified world, or more, even taking advantage of such diversity. We are in tricky times. And so we have to be discerning as we pursue the

COMMENTARY Fr. Roy Cimagala real and ultimate goals of our life, and everything in it. Here lies the seed of the secret of fidelity. It’s never a passive, laid-back virtue. Rather, it is active and dynamic. We can only be faithful if we work for it consciously, keeping the right priorities that should be set out by the objective laws that govern us as persons, members of the community in all aspects—social, economic, political, cultural, etc.—

and ultimately as children of God. Our main problem is that we often take this duty to know who we really are and the laws that properly govern us for granted. We often allow ourselves to be led mainly by the unreliable swings of our emotions and passions, the social and ideological trends, and the changing economic and political weathers, etc. These are never absolute guides. The 2013 Election

Its virtually all systems go for the coming May 13, election barely more than a week to go the polls. Obviously, the outcome of the senatorial elections is being watched closely by Filipinos and President Noy personally campaigned for his Team P-Noy candidates that he went to Maasin, S. Leyte, Calbayog, Samar and Catarman N. Samar the bailiwick of LP leaders, Deputy Speaker Raul Daza, LP Secretary-General Mel Sarmiento and Gov. Paul Daza of N. Samar. Recent surveys predict a 9-3 outcome in favor

of the administration ticket with the last spot a toss-up between LP Jun Magsaysay and UNA’s Gringo Honasan, P-Noy though had vowed that none of the administration’s candidates would be left behind that he personally went around the country to campaign for his candidates. While it would seem that the magic 12 will be dominated by Team PNoy it is very clear that there are 2 sure winners from UNA in JV Estrada and Nancy Binay, the 2 names who are supported by a solid support from the masses who comprise more than half of the voting population. Currently P-Noy is en-

joying one of the highest approval rating. Based on SWS survey, 74% expressed satisfaction with his performance. The same with the Pulse Asia Survey that showed a 72% approval rating. This means that P-Noy’s popularity is the strength of the administration candidates. No doubt, the 2013 elections is a prelude to the 2016 Presidential elections. UNA’s standard bearer, Vice –President Jojo Binay and Senator Jingoy Estrada as his running mate going headto-head against P-Noy’s anointed successor- perhaps, DILG Secretary Mar Roxas and perhaps again, Kris Aquino or Chiz Escudero as his running mate.

Let’s wait for developments in the next 2 years.

they give some light and impulse, and they can condition and exert some influence on the different aspects of our life, but they are in need to be rooted on an absolute, permanent ground—the terra firma who is God. Fidelity requires of us nothing less than the genuine impulse of love, the love that ultimately comes from God, the author, pattern and end of love. It requires an intimate relation with God. When a couple’s love refuses to conform itself to this love, and prefers to linger on the bodily aspects of love, or some other considerations only, fidelity may survive more of an accident than by intention. Same with those engaged in other fields of human endeavors—business, politics, academics, culture, philosophy, theology, etc. If their main in-

were made to undertake at the cruel hands of our colonizers. Standing for their right to refuse obedience to the slave treatment of foreign masters, they got to be branded as lazy and were made to believe they are so. But such is far from the reality because by and large, we are a people who are industrious and diligent. Such fact is well attested by our race being the choice of foreign employers abroad. We had been known for our industrious and highly competent overseas workers. That too is true to our workers in the domestic field. But is seems that our industry is not enough to sustain us for a decent living. Our workers abroad are best proof to the gross inequities that we are in. One who works abroad is fairly compensated to earn enough for the family while a similar worker with equal skills, knowledge and performance could hardly earn enough under our domestic setup. The disparity is so glaring that many of our competent workers prefer to find

real character. Prayer is simply keeping our mind and heart in God’s presence, allowing them to act and interact with God according the circumstances of the moment. This is how we can keep ourselves vitally strong and dynamic, giving us a good vision of things and the capacity to discern what God really wants of us, especially when we are faced with many so-called legitimate but competing choices, tempting us to be promiscuous. This is how can be truly faithful, enjoying a sense of meaning and direction in our life, a sense of confidence and security amid the many vagaries of life. We need to cultivate and spread this lifestyle and culture.

THE REJECTION AT NAZARETH

Labor pains Decent wages that can support a man and his family with dignity had always been elusive to the working man. With upsurge in the prices of basic commodities, the poor worker could barely make earnings at par with spending. Even the most industrious laborer could hardly earn enough for a decent living. Most workers are always at the mercy of employers who are adamant to raise wages to just levels. The standard excuse of just wages being a prescription to business losses and eventual closure had been proven fallacious. The truth had always been that capital grows too well at the expense of labor. The cruel reality is patent in the fact that over a period, employers amass wealth while the poor workers wallow in debts. We have been made to believe that we are lazy according to the indoctrination by our foreign colonizers. That tag was unfairly made as our forebears resisted the hard labor that they

spiration is not God, but something or someone else, they will go wayward sooner or later. This love of God is something we can always have, if we are open to it in the first place, and then work hard to keep it. There will be difficulties, of course, but none that could not be overcome if we just keep our faith and love for God. This love of God is expressed first when springing from our faith in God we obey his commandments, even if such commandments may give us temporary difficulties. It is developed by having recourse to God in the sacraments themselves and in abiding prayer. This matter about prayer should be understood well, because many misconceptions distort its

(Jesus) came to his native place and taught the people in their synagogue. They were astonished and said, “Where did this man get such wisdom and mighty deeds? Is he not the carpenter’s son? Is not his mother named Mary and his brothers James, Joseph, Simon, and Judas? Are not his sisters all with us? Where did this man get all this?” and they took offense at him. But Jesus said to them, “A prophet is not without honor except in his native place and in his own house.” And he did not work many mighty deeds there because of their lack of faith.

jobs offshore than fight it out under the iniquitous working conditions here. Going abroad had been the trend for our workers as government promotes a labor-export policy. We train skilled workers to meet foreign demands. The best and the brightest of our workers are risking lives to find luck abroad out of desperation that none of such opportunities could be found here. We have in fact shifted to skills training for industries that are not in the country but on foreign soils. The resultant effect had been the unwitting depletion of our working hands that produce the domestic goods for our domestic needs. Our exporting of workers had certainly benefited other countries. The skilled workers that we train at government’s expense are being utilized to

help in the production of foreign lands. Those foreign countries that have the resources are enjoying high production with the able help of our workers. Products from foreign lands are then imported for our domestic consumption. Such is the undesirable result of our flawed policy direction vis-à-vis our labor force being exported than utilized to augment our domestic and national production. All these are caused by the unfair wages that puts our workers in bondage of their toil. They remain helpless and unwilling victims of the social inequities that deprive them of decent income for a decent living. We mark this day with much misgivings as we suffer from labor pains brought about by an unjust social order. Comments to alellema@hotmail.com

St. Joseph represented on earth the paternity of God the Father to the Word incarnate. He was full of respect, esteem and love for his foster Son; he was conscious of his duties towards him. And on his part, Jesus had for Joseph a profound sense of reverence, devoted love, serene trust and constant docility. St. Joseph, with Mary, had to prepare for the world the unique Master, the Priest, and the Host. And Jesus with perfect dedication aimed at the perfect fulfillment of the will of his Father: both had thus only one aim: hearty cooperation.” “Jesus, divine worker and friend of workers, deign to turn your merciful eyes on the world of labour. We bring to you the need of those who work in the intellectual, moral and physical spheres. See in what sufferings, weariness and intrigues we spend our hard days. See our moral and physical sufferings and let the cry of your heart be repeated: ‘I have pity on this people.’ And comfort us with the merits and intercessions of St. Joseph, model for workers and craftsmen. Taboso: Tacloban City remains ‘tranquil, calm’ TACLOBAN CITYDespite of an incident involving a mayoralty candidate and a block-time radio broadcaster, Tacloban remains “tranquil and calm” relative to the conduct of the May 13, 2013 elections. Thus said city police director Senior Supt. Romulo Cleve Taboso, who, however, was quick to say that they remain on alert and not complacent with the current political situation here in the city. As this developed, the City Treasurer’s Office is now under its custody of 189 boxes containing the official ballots intended for the city in this year’s midterm elections which arrived last Monday, says city treasurer Zosima Cordaño. “Unlike in other areas here in the region, Tacloban remains to be tranquil and calm. What we have here is just an exchange of words that is why the intensity of our operations is not the same as (in the past),” Taboso said during the City Hall sponsored media forum “Kapihan ha Balyuan” yesterday. He, however, said that despite of the normal situation in Tacloban with only less than two weeks before the actual balloting, they remain in alert and is not letting their guards down. In fact, Taboso said, the two checkpoints put up by them and the Comelec are always in active. The city’s two checkpoints are located in Diit and Sagkahan areas. Taboso also said

22-strong policemen would be deployed in Tacloban during the elections coming from the regional PNP headquarters. “Actually, I never made a request for any deployment as I have said Tacloban remains to be tranquil and calm,” the city police chief. These 22 policemen, whom he said are inexperienced in so far as election-related duty is concerned, would be assigned at the city PNP office. Taboso said that the 295-strong city police force is instead to be used for election-related duties. The political situation in the city appeared to have turned tense due an incident involving mayoralty bet and outgoing Rep. Florencio “Bem” Noel with block-time radio broadcaster Manuel “Manix” Marta of DyBR last April 26. Based on Marta’s allegations, Noel entered the announcer’s booth of the

said radio station unannounced while he was winding up his daily morning program “Punto de Vista.” Marta claimed that Noel tried to grab the microphone for him to air his side on the commentaries he made against the latter. The radio broadcaster alleged that the mayoralty bet’s actuations were done with “threat and intimidation.” On Monday, Marta filed an affidavit-complaint before the city office of the Commission on Elections (Comelec) asking the latter to conduct an investigation and initiate the necessary administrative or criminal proceeding against Noel, who is running as an independent mayoralty candidate. Marta is publicly known to be identified with reelectionist Mayor Alfred Romualdez.

tinue with its business operation. As critics put it, DOLE sees to it that the industry will remain palatable to investors and that the investment climate should be kept stable at the cost of the labor sector. In fairness to the Dept. of Labor and its attached agencies, their efforts in keeping the engine of employment going at least at satisfactory level to both the labor and the investment sectors is admirable. Had it not been for the Labor agencies’ initiatives, there could be no more job fairs going on particularly in Eastern Visayas. The existence of these job fairs is indicative of how locators classify and trust the labor sector in the region. The issue on who gets the ball is a chicken and egg argument that needs broad understanding. What is important is that DOLE and its attached agencies, primarily TESDA, are doing their utmost best to equip the local manpower and make them competitive for a chance to easily get employed.

To this, critics of the government lash the same old stuff of jobs fairs being simply a palliative solution to unemployment. Only a small number of applications are approved during job fairs, including the business process outsourcing industry, such as call centers. What then is the measure of success on these job fairs? Is it the ability to absorb all applicants; the compliance of employers to the laws acknowledging the basic rights of the laborers or what is called the zero percentage of underemployment; or is it the success of the activity where many jobseekers flock the fair? It is a given fact that the Labor office, in resolving the conflict between labor sector and the employers, balances the effects of a decision in favor of the labor sector to the capability of the employer to con-

Hidalgo, in his fivepage sworn statement, alleged that at about 10:00 am of April 27, 2013, while he was to buy a cigarette in a store, Rep. Noel shouted at him and accused him of tailing his group. “Dinuro ako ni Cong. Bem Noel at galit na sinabing, “O, nandito ka na naman, sunod ka talaga ng sunod sa akin.” Tinignan niya ang isa niyang bodyguard tilaang hudyat at bigla na lang bomunot ng baril yung bodyguard ni Cong. Bem Noel at tinutukan ako sa mukha. Iyong ibang mga bodyguards naman ay pinaligiran ako.” Hidalgo said in his affidavit. Hidalgo added that people scampered to different directions upon seeing the gun pointed at his head and he really believed that the group of Noel would kill him at that time. “Itong pananakot at panunutok ng baril ng

Ang mga residente ng Barangay 88 ay nangangamba sa ginawang pananakot at terorismo ng grupo ni Cong. Bem Noel at ang kanyang mga kasamahan.” Hidalgo further narrated in his affidavit. Hidalgo also submitted to the Comelec the sworn statements of those who witnessed the commotion and a certification from Tacloban City Police Station 1 that states that the complainant personally appeared before the said police office to report the incident. Also last April 29, 2013, radio broadcaster Manuel “Manix” Marta filed a harassment case against Noel. Marta accused Noel of storming inside the announcer’s booth of DyBR , a local radio station here, while he was about to wind-up his block-time program and tried to grab his microphone last April 27, 2013. TACLOBAN CITYIn order to recognize the existence of various gay communities, Jose Mari “Jom” Bagulaya the son of Leyte Governor Mimiette Bagulaya, wants to establish an organization of gays here in the city. Bagulaya said there are various gay communities throughout the country in which some of them are very active when it comes to socio-civic activities. In Tacloban, Bagulaya also said that there are people who are hoping for an organization to be created which will give importance to the gay community. “The creation of a gay organization is not to show protest to other institutions but to show that a gay community exists in our city,” Bagulaya said in an interview with Leyte Samar Daily Express. “In all professional

fields, we can see there are gays who really excel in their field of profession in which they must be recognized,” Bagulaya added. On the other hand, Bagulaya said that he is willing to help all organizations not just an orga-

nization of gays as long as it is for the betterment of Tacloban. Bagulaya is a candidate for councilor in the city of Tacloban running under the party of mayoralty candidate Florencio “Bem” Noel. (RYAN GA-

Cruise ship M/S Bremen visits Kalanggaman PALOMPON, Leyte – Another cruise ship, M/S BREMEN, will dock at the Kalanggaman Island today with 150 European tourists on board. Palompon Vice Mayor Myra Georgina Arevalo confirmed the scheduled arrival of the cruise ship. Kalanggaman Island is making a buzz lately after a six–star luxury cruise ship, M/S EUROPA, brought in 400 tourists and crew to the island during its stopover last March 20. It made history as the first cruise ship to anchor offshore to the beautiful island. Both luxury ships belong to the Hapag Lloyd Cruises based in Germany. “Kalanggaman Island is really a jewel destination,” exclaimed Usec Maria Victoria Jasmin of the Department of Tourism, undersecretary for regulations, coordination and resource generation. Usec Jasmin visited the island and the Tabuk Marine Park last April 26. The cruise is set to amaze its passenger tourists as they will discover the “Jewels of the Pacific Ocean” , the theme for this trip based on the small ship cruises. Although Kalanggaman is not included in the latest update of the ship’s itinerary in their website, communications between the local government unit of Palompon and the

Hapag Lloyd Cruises has been finalized. According to the website, the foreign tourists arrived in Guam,USA last April 21. Then from Guam, they will board the ship with first stop in Yap/Micronesia then to Koror, Palau. M/S BREMEN will sail to Bohol on April 30 its first stop in the Philippines. It will be followed by Malapascua and Kalanggaman on May 1st. It will then sail to the Calamian group of islands in Busuanga, Coron, Cullion,Malcapuya and Sangat. Then on May 5, it will be the tourists chance to visit the Apo Reef in Pandan Islands before it return to Manila. From Manila, the tourists will fly back to Frankfurt, Germany. Zodiac boats will bring the tourists from the cruise ship to their offshore adventures. The rate of the 16-day cruise starts from 5,000 up to 15,000 euro dollars depending on their accommodation in M/S BREMEN and their island hopping. The turquoise clear waters and the clean uninhabited island, coupled with the swimming dolphins and flying fishes, captivated the tourists of M/S Europa. The island has two sand bars located at its eastern and western portions. For domestic tourists, one is lucky to watch the sunsets, sunrises and when it’s the full

You are provided with four jugs of water for your needs as there is no clean water in the island. Grilling stations are also provided but you have to provide your own charcoal. Cottages, tents and beach lounge chairs are for rent. The island is managed

by the local government unit of Palompon. Usec Jasmin is happy and impressed how the island has been managed by the LGU in cooperation with the local tourism office. “I just hope Mayor Oñate will continue his vigilance in ensuring the conservation and preservation of the island to its pure state,” Jasmin said.

There is a briefing by the LGU staff to the tourists on proper garbage disposal at the Palompon pier before the tourists are allowed to sail to the island. “Kalanggaman Island is a photographer’s haven,” said architect Liela Garcia of Manila who visited the island last week. (VICKY C. ARNAIZ)
