City provides flower growers free venue to display their products TACLOBAN CITY -- As part of the city’s move to give business opportunity and assistance to the local flower growers of Tacloban City, a free display venue at Plaza Rizal was given by the city government for them to show their products in time for the All Saints and All Souls Day observance. Red Cross seeks media closure over Bohol relief issue

TACLOBAN CITY - “The Philippine Red Cross will no longer entertain any further questions on the issue regarding Mayor Leoncio Evasco’s actions and statements towards our volunteers and our Chairman.” PRC secretary general Gwendolyn Pang categorically stated this in a statement, adding that “what is needed is to focus on the urgent humanitarian concerns of those affected by the earthquake than engage the mayor in a meaningless verbal tussle in the media.” The issue between PRC and Mayor Evasco of the town of Maribojoc in Bohol started when the latter allegedly “barred” the Red Cross team early this week from distributing relief goods to the earthquake survivors to

the town after the local government unit reportedly “failed” to provide a list of beneficiaries as required by the Red Cross. Pang, however, said that they “will continue to provide assistance to the most vulnerable in all afflicted areas” in the province “in spite of the Mayor’s attitude towards our volunteers.” “We will uphold our fundamental principles of humanity, unity, universality, and most importantly, impartiality, independence, neutrality and voluntary service, ” Pang added in a statement. Aside from Maribojoc, other areas to be covered by the PRC relief team will include Buenavista, Sagbayan, Tubigon, Catigbian, Clarin, Calape, Loon, and Anteguera. PRC then reiterated its policy “that relief as-

sistance should be given directly to beneficiaries of a disaster by our staff and volunteers and not through other organizations and entities such as the local government.” “Over many years of experience in the field of disaster response we have developed tried and tested systems for distributing humanitarian aid in an equitable and efficient way,” PRC said. In a statement, Pang said their “General Criteria for Distribution of Relief Items/Identifying Beneficiaries or the Most Vulnerable” covered exclusively for the families affected by a certain disaster or legitimate beneficiary/ies; shall be distributed per family not per individual; shall be given to beneficiaries (categorically) belong to economically disadvantaged family/ ies or other families in

It is a time for everyone working in the interests of the survivors of the Bohol earthquake to come together and work towards the common goal of helping shattered communities

recover from this terrible tragedy,” added Pang in a statement. While the relief efforts are on-going in Bohol, the organization informed they are also continuing its humanitarian efforts and recovery programs in other parts of the country recently facing emergencies like those who are caught in the Zamboanga crisis, typhoons Nari, Utor and Bopha. Latest report from the National Disaster Risk Reduction and Management Council said that death toll in the October 15 7.2 magnitude earthquake which hit Central Visayas has climbed to 198, affecting over 3 million individuals and destroying about P 1.4 billion in infrastructures. oncern for public safety and the maintenance of peace and order had kept our authorities busy during this remembrance of All Saints and Souls Day. The practice of bringing food and drinks for the living to partake and party instead of pray had caused problems to the peace and order situation in cemeteries. Public safety measures are in force during the two days that people converge in cemeteries. The flow of traffic and the parking of vehicles is another concern that police authorities are concerned of in order to maintain public order. We must cooperate with the regulations that authorities impose so that there would be no such problems that will break the peace and order. It would be hard for the authorities that are truly outnumbered if

people will be uncooperative and will resist admonitions and abide by public safety measures. Everyone must cooperate to ensure that there would be no troubles among the living. People are not supposed to bring liquors and deadly weapons and gambling paraphernalia to the cemetery. These items are not essential to the celebration and may just cause trouble among those in the cemetery. We ought to bring candles, flowers and gadgets for prayers. Even foods are being discouraged for health and sanitation reasons. We must also keep watch from petty thieves who steal the flowers and candles that we place for our dear departed. It is really unfortunate that some people would make money out of the objects we bring for our dear departed.

PDAF and DAF neglect people’s real need Many of the poor die young for lack of money to pay hospital bills. Legislators should watch Orly Mercado’s Kapwa Ko Mahal Ko TV program.

The 2013 PDAF (Priority Development Assistance Fund) should transfer to government health institutions to alleviate the needs of their patients or would be patient. The recent Sunday, October 27, as I watched Kapwa Ko Mahal Ko television program hosted by former Senator Orly Mercado, I couldn’t hold my tears over the predicament of an 8-year-old girl. She needed operation for congenital heart disease. She and her parents pleaded the audience with golden heart to help the child. It will be an open-heart surgery to cost around P250,000.00. I believe that amount is only good during the operation. How about the medicine after opera-

tion? It means more than the amount she asked needed to set aside. That very moment the unused PDAF entered my mind. Will it not be better to transfer the funds to the Department of Social Welfare and Development (DSWD) administration for the sole purpose of using the money for indigents needing costly operations? A mechanism how to

safeguard the release of fund by DSWD has to formulate. Nowadays, trust and confidence to a person is difficult to find, hence the need of safeguard to protect the taxes of the people. The Kapwa Ko Mahal Ko sponsored by a foundation with the same name receives donation in kind or money. However, to avoid the good name of the foundation suspected as another

nongovernment organization like in Janet Napoles case; it would be better for the DSWD, if the lawmakers decided to entrust the PDAF, is to watch Kapwa Ko Mahal Ko to know the indigents needing financial assistance. The DSWD personnel are the one to arrange with the hospital for the operation of the indigent after the recommendation of the Secretary of the Department of Health. There may be better system to adapt by lawmakers to safeguard transfer of money from DSWD to hospital. There are many poor citizens died without attended by medical doctors.

Sibol, Dayaw 2013

Two equally interesting events are set to happen in Eastern Visayas on November this year. First is the “Sibol” or growth, an exhibit of hand-made furniture and decoration using non-timber forest products by Leyte Samar Biliran Community Based Forest Management (LEYSAMBIL) in cooperation with interior designer Heidrun Milan which will take place on November 6 to 11 at the Robinson’s Mall, Tacloban city. Advocate Christopher Villarino, said that LEYSAMBIL, a SEC and DOLEregistered organization, will be introducing “new designs

and awareness among people on sustainable use of forest products - at the same time forest conservation - the need to protect our forest” during the event. Incidentally, people’s organizations in Eastern Visayas will also have their 3rd Regional Summit during the opening of the show. As the exhibit will be an inter-active, selected artisans and craftsmen from the member people organizations in the region will also be present to discuss their environmental advocacy. “The target for creating - or re-creating new designs and products is to make our lo-

cal products made of indigenous materials become more competitive globally. The new product designs are actually value adding,” added Villarino. The second event is “Dayaw” on November 27 to 30 in Tacloban city. Dubbed as “the biggest gathering of indigenous Filipino cultures organized by the National Commission for Culture and the Arts (NCCA),” this year’s “Dayaw” will have Pres. Benigno Aquino III and international delegates from indigenous groups from 32 countries in attendance. Time Has Changed

The nature of the barangay elections has changed a lot compared to the past barangay elections. There is now massive vote-buying in the barangay elections as if the positions contested are the positions of mayor, governor and congressman. Candidates are giving away coffee, noodles and outright cash of as much as P1,000 per voter as if the salary of a barangay chairman is P30,000 a month. Here in Tacloban, there are barangay kagawad candidates who

gave P100 / vote and spend that much when they receive only P1,000/ month as honorarium. The practice of buying votes was being encourage by former municipal elective officials who wanted their previous posts by being elected barangay chair and subsequently becoming exofficio council members as president of the Liga ng mga Barangay Municipal Chapter. There are candidates in the city proper who gave P500/ voter. Candidates for barangay kagawad in Tacloban City gave P40 to

P100 to each voter while those running for barangay chair shelled out P200 to P1,000 for each voter. Aside from vote buying, what is worse is that there is a report of killing in Jaro, Leyte. The killing incident is election-related. It is unprecedented in our election history that there are killings in barangay elections. We can see the height of election passion, with these unprecedented vote-buying and killing of barangay officials. Maybe the enthusiasm of candidates for local elective position is fanned by the outlook that a government position means sure money emphasized by the current issue on the Priority Development Assistance Fund (PDAF) that finances pet projects of to page 8

Love’s mystery It is amusing cliché that when asked what one’s definition of love is, some would liken it to the rosary because it is full of mysteries. The cliché may be amusing but it does not make it less true. Love, indeed, is utterly mysterious, if not mind-boggling. Take for instance Ka Freddie Aguilar and his current conquest on love with a seemingly naïve 16 yearold lass. That their tryst is both mysterious and mindboggling isn’t too hard to see. She has yet to reach the age of legality and he is already a sexagenarian. She is yet to be exposed to the harsh realities of life and he has probably encountered everything that this life has to offer. Considering their gap in age, you might as well say that he is taking advantage of her naiveté. But more important than the mystery that surrounds their love affair is the legal ramifications of it, i.e. whether it is legally sound for Ka Freddie to date, let alone marry a minor without getting sacked for it. The proponents of the seduction charges against him have “no” as their resounding take on it because no matter the authenticity of the reason why they are together in the first place, seducing, that is to say having sexual intercourse with a woman over twelve but under eighteen years of age, provided deceit has intervened, is simple seduction at the very least. The only glitch in the said seduction charges is the reticence, if not refusal, of the minor as well as her parents to file the complaint themselves. You see, unlike the felony of rape which has, because of RA 8353, become a public crime, seduction together with abduction and acts of lasciviousness have remained to be “private offenses” or offenses which can be prosecuted only upon a complaint filed by the offended party or her parents, grandparents or guardian. Being an offense which cannot be prosecuted de oficio, a complaint filed by an ordinary witness is but destined for the dumps on the theory that the complainant has to be respected if she wishes to suffer her indignation in silence. That is one way out for Ka Freddie from this dilemma that he had the bad taste of getting in. Another way out for him is the provision that in

cases of seduction, abduction and acts of lasciviousness, the marriage of the offender with the offended party extinguishes the criminal action. If what he says then is true that he wishes to seal the love he has for

her through marriage, their consequent bond will definitely break the deal for his critics. But then again there is still RA 7610 which can be another reason for him to shudder in fear.

ALL SAINTS There is an unusual rejoicing today in heaven. Though some of the saints have been allotted a particular days during the liturgical year, today there is universal celebration in the Church for all the saints. The Catholic Church has an amazing galaxy of saints, canonized or beatified. Each age has produced its crop of holy men and women. Today we celebrate the great harvest of them all, including the millions and millions the Church has not canonized. We remember them all today. They come in all sorts, shapes and sizes. They come from all walks of life, from royalty to working class. They range from serious and angelic doctors to humorous types, from the aristocratic to the poetic backgrounds, from great Popes to humble curates. And standing above them all is our Blessed Lady. Saints are masterpieces of God’s work. Admiring the painting we admire the artist. The praise and the admiration of the painting does not detract anything from the praise and admiration we owe to the artist. On the contrary, when we bestow admiration and praise on the painting, in reality we praise and admire the artist who, in the case of saints, is God, who works always with the cooperation of human beings. If so many have become satins why can’t we? The countless number of saints in heaven were men and women of flesh and blood like us. Katipunan Episode II: The Founding of the Secret Brotherhood

It is 1892, and efforts to prod Spain to improve its treatment of Filipinos fall on deaf ears. Rizal is arrested and is sent to Dapitan. La Liga Filipina crumbles. Like Ormoc District Hospital (ODH) operated by the provincial government that patients have to buy medical paraphernalia. The budget for the hospital is limited that indigents to check out have to secure financial assistance from the City Social Welfare and Development Office. That is for residents of this city. For the adjacent municipalities they have to seek assistance from their respective social welfare offices. However, too often financial assistance of the said offices is not sufficient to cover the hospital bill. In my visits to the different Barangay, I saw sick persons who have not consulted a doctor. The reason they are too poor that even for transportation fare cannot afford. Barangay governments are not the same. Some have multicabs for the use of the people, but for the poor among the poorest of the local gov-

ernment unit they could hardly afford to hire utility workers, more of buying transportation. Some Barangay governments are fortunate receiving the prize of a multicab for having supported one party to win 130. Meaning one congressman, one mayor, one vice mayor and seven councilors, all from one political party won the election. In other calling, it is straight votes. Can we call it a violation of the Omnibus Election Code? Well for me it is not. The prize given after the 13-0 proclaimed. Unlike giving rice, canned goods and the devil’s money as said by Congresswoman Lucy Torres-Gomez in the pre-election “politics is the devil’s game.” PDAF is valuable amount that anyone can be enticed to use for oneself, but it is more valuable to use for the indigents in a manner untainted with corruption.
