Leader Comment March 2019 WELL, here we are in March - already. Welcome to the third month of the year or, if you were born before 150 BC, the first! Happy New Year, Ancient Romans! According to the oldest Roman calendars, one year was 10 months long, starting in March and ending in December. New Year? Always a good excuse to get out and celebrate, isn’t it? As is the start of Spring, which also comes to mind at the start of this month. So, where to go, what to do, how to keep the kids entertained? Why not head down to the newly re-furbished, now in full swing, British Commercial Vehicle Museum at the heart of our town? Such a crucial part of the town’s industrial and cultural heritage, the Museum has undergone a fantastic facelift and rightly deserves the support of residents - it’s not just for visitors. With numerous audio-visual displays, hands-on interactive displays, over 60 historic vehicles to wander around freely and even climb aboard, a cinema, simulated driving experience, knowledgeable guides - and a café, there’s surely something for everyone. Another Leyland treasure, of course, is our

much-loved award-winning Worden Park. And Spring is the ideal time to enjoy everything it has to offer. It’s been aptly described as a ‘Country Park in the town.’ With mature woodlands, open meadows, historic natural landscapes varied wildlife and peaceful setting, the Park offers a haven of natural beauty for walks, picnics, play or simple relaxation in fabulous surroundings. Get out and enjoy! Here at Leyland Leader, as we ‘get out and about’ and walk the streets bringing you our independent business magazine, we can’t help but notice our town is getting bigger. New housing estates seem to be springing up all around us. Farington Business Park, the Leyland Trucks test track, Albion Gate, Croston Meadows, Wigan Road and more. The rural surrounds, the green fields are disappearing everywhere we look. Next up, a ‘Bob the Builder Theme Park’ in South Ribble perhaps, what do you think? It must be progress and much needed there’s certainly going to be more houses for us to deliver to and hopefully more customers wanting to use the services of our advertisers. I wonder where they will all be coming from. We will watch with interest. Meanwhile, as we look towards the joys of Spring, enjoy our March edition. There’s 96 pages of Leyland’s finest trades, services, businesses and more. Is there an autism epidemic? With Lynn McCann of ReachOut ASC

What do Ann Hegarty of The Chase, Chris Packham from Springwatch, Susan Boyle and Robert White from Britain’s Got Talent got in common? They are all autistic. Celebrities are coming out as autistic all over the place. Many more children and adults have been

diagnosed as autistic especially in the last 10 years and we are hearing the ‘autism’ word on TV more and more. But we don’t really have an epidemic. Autism has always been part of humankind, but we have simply got better at recognising and diagnosing it. And in the last few years we’ve discovered that it isn’t just a male condition, there have been many more autistic females than we realised because we have learned how autism can present differently in females. Autism is characterised by being a different way the brain thinks, perceives and processes experiences and information from the senses. It is a spectrum, where every person on that spectrum is different but share some of the characteristics that are in the diagnostic criteria. One of my autistic friends explains it well: “Autism is a different way of thinking and processing, especially sensory experiences. As common as being lefthanded and just as misunderstood is that used to be.” Autistic people have a lot of gifts to offer our world and certainly have done for

centuries. Many autistic people’s inventions, insights and perspectives have helped mankind become what it is today. However, autistic people do have some difficulties, and some can have other conditions or a learning disability as well as autism. That’s why it is identified as a disability. The diagnostic criteria looks at differences and difficulties in communication, social interaction, ways of thinking and processing (including intense interests) and sensory processing. Reachout ASC is a Leyland based company of autism specialists, working across the whole North West. Lynn and Emma are autism specialist teachers, Ruth is a sensory therapist and Cristina is autistic. Together we bring a wealth of experience and knowledge that we use to equip, advise and resource anyone who wants to understand and support autistic children, young people and adults. We work with schools across Lancashire, local

businesses, churches and charities. We do this job because we’re passionate about making school and life successful for autistic children and young people. We believe that autistic people have a right to live in society that understands them. To live in a society that makes adaptations to enable them to access education, health services, jobs and their community.

Lynn has spoken at national conferences and is the author of a number of books about supporting autistic children in schools and a book of social stories. Care in Your OWN Home How much notice do you need to start care? ANSWER. In some cases a relative has telephoned us in the morning and we have started to provide care for a loved one in the afternoon! The answer is we try to start as early as you need care. Starting care within 24 hours is usually required if you have an emergency or if you are discharged from hospital earlier than you expected. PLANNING CARE. Our rotas are complex and it is not easy and trying to fit new care packages at short notice. At times such as the summer holidays or Christmas this is made even more difficult because some of our care staff may be on holiday. Home care is something that you really should planned, ideally we recommend you contact us 2-3 weeks before care is actually needed, this gives us time to meet you, complete paperwork and fit the calls into our rota to ensure that we can provide support at the time you want it. LEGAL REQUIREMENTS. Prior to starting care we have to come and meet you and see the location where we will be providing care. We do what we call an “ASSESSMENT” this means we take details about the times of calls, the duration of calls, the tasks to be carried out and issues such as a your medication, doctor and next of kin. Our regulator the Care Quality Commission (CQC) expects us to develop a ”CARE PLAN” from the assessment. This means that everything we are do is documented and who we contact in an emergency is available. Be wary of companies who are willing to start care without having completed an assessment, care plan or having met you in advance – just turning up and starting care is not good practice!

Recipe of the Month sponsored by Whittakers Butchers Serves 4: Pre-heat oven to 220C/gas mk 7 Ingredients: 1 leg of lamb (1.35-2.25kg) 2 whole heads of garlic, cut in half horizontally, plus 8 cloves, sliced 5 sprigs fresh rosemary 8 carrots, peeled, cut in half lengthways 2-4 tbsp olive oil salt and black pepper Salsa Verde (optional) 1 clove of garlic 4 fresh anchovies in vinegar 2 tbsp capers 2 tbsp cornichons 4 tbsp olive oil ½ bunch parsley, leaves only 1 tbsp red wine vinegar Salt and black pepper Method:

1 Make slits all over the lamb with the point of a sharp knife. Place a few slices of garlic and few rosemary needles in each cut. Season the lamb all over. 2 Pour olive oil into a large roasting tin. Add the garlic bulbs, remaining rosemary and carrots. Toss to coat in the oil. Sit the lamb in the tin and roast in the over for 15 minutes. Turn heat down to 180C/gas mk 4 and cook for further 45-60

minutes (it’s 20 mins per 450g, plus another 20 mins, depending how pink you like your meat). 3 Remove the lamb from oven, transfer to a warm plate, allow to rest 10-15 minutes. With a spoon, remove any excess fat from roasting tin and discard, then stir in the juices from the resting lamb. Time to bring your investments together?

If you have accumulated a number of Individual Savings Accounts (ISAs) over the years, keeping them all in one place could give you better control and help you save money. There’s a common misconception that you can’t move your existing ISAs from one provider to another. Transferring your ISAs doesn’t affect its tax-efficient status, but you should make sure that you don’t have to pay penalties or give up valuable benefits. If you want to switch from an existing ISA provider to a new one, you’re perfectly within your rights to do so. Much like a mortgage, you shouldn’t feel as though you’re saddled forever with your first ISA provider choice. Transferring your ISAs could allow you to widen your range of investment choices, as the range on offer can differ between providers.

will count towards your £4,000 Lifetime ISA allowance for the year and qualify for the government bonus, but will not count towards your overall ISA allowance of £20,000 in 2018/19. It is not advisable to transfer from a Lifetime ISA. Transferring your ISAs won’t affect their tax-efficient status, provided you follow the correct process. You might think that to make a transfer from one ISA to another, you’ll need to close down your existing account, make a withdrawal, then open up a new account and pay in. You may also want to move because you prefer to keep all your investments conveniently in one place, where they’re easier to monitor and manage. You can transfer your ISA from one provider to another at any time. You can also transfer from one type of ISA to a different type of ISA – for example, you can move money held in a Stocks & Shares ISA into a Cash ISA, or from a Cash ISA to a Stocks & Shares ISA. Similarly, money held in an Innovative Finance ISA can be transferred into a Stocks & Shares ISA or into a Cash ISA.

ADDITIONAL PERMITTED ISA ALLOWANCE Instead, if you want to make a transfer, we’ll contact your provider to inform them and manage the entire transfer process for you. Remember that tax rules can change in future, and their effect on you will depend on your individual circumstances. If you are looking to transfer ISA tax benefits following the death of your spouse or registered civil partner, the survivor can now inherit their ISA tax benefits. This will be in the form of an additional permitted allowance equal to the value of the ISA at the holder’s death and will be in addition to your own ISA allowance.

St Andrews says ‘Farewell’

IT was an emotional morning at Leyland Parish church when the vicar Reverend Canon David Gibb and wife Claire stepped down after 17 years.

St Andrews was packed as all four congregations came together in a joint farewell service marking the end of a significant era in the life of the centuries old church. David and Claire Gibb, along with daughters Rebekah, Hannah and Esther arrived in Leyland in July 2001 from Oxford. He explained: “I was only 32 years old then, it was my first parish and all seemed quite daunting and challenging – especially as I am a ‘Southern softie’ and didn’t speak the way the locals spoke. From day one, though, we knew it was right for us, everyone made us welcome. There is a wonderful team here, we get tremendous support, I am so grateful for everyone who has helped us along the way.” Associate vicars Matt Cook and Duncan Bell led the joint service, reflecting upon and paying tribute to the Gibbs and their 17 year long ministry. Gifts were presented during the Thanksgiving Service and St Andrews Children’s Worker Katy Turner paid particular tribute to Claire Gibb’s unstinting efforts in teaching, organising and serving the

children and young people of the parish. In his last sermon as vicar of Leyland, Mr Gibb fittingly turned to the Revelation, the last book of the Bible. As ever, he directed his listeners to the cross of Jesus, adding: “It’s been a real privilege to serve here, we have had some wonderful times, there has been sadness too, but much joy too. “The church has grown and we have seen many changes. We will take away with us countless wonderful memories of our times here, I will particularly remember the successful Mission Weeks we have held. I have seen many people turn to Christ in our time, Leyland and its people will forever be in our hearts.”

Reverend Gibb admitted that his health had suffered in recent times and though he was stepping aside with a heavy heart, he knew the time was right to move on. Church wardens Karen Swift and Paul Moran are now tasked as Church of England ‘sequestrators’ as they begin the process of appointing a new vicar. Keith Bradshaw

St Patrick’s Day ~ March 17 What’s it all About?

I wonder, will you be joining the ‘Green Party’ this March – millions around the world will, and it’s nothing to do with saving the planet! For March 17 sees the annual global ‘Greenfest’ of celebrations in honour of St Patrick, the patron saint of Ireland. What the man himself, the most devoted and humble of God-fearing priests, would make of the parties in his name, surely beggars belief. For centuries, St Patrick’s Day has been honoured by Irish - and non-Irish folk and has become synonymous with all things Irish. The ‘wearing of the green,’ parades, shamrocks, Guinness and good luck all play a major role as the faithful pay tribute to Ireland’s favourite son. But, who is Patrick, anyway? He was born in the late fourth century and is reputed to have lived in Western Scotland. Legend has it, at 16 years of age he was taken by Irish pirates and sold into slavery, working in solitude as a shepherd for six years. He developed a profound faith in God and, spurred on by visions, escaped back to the mainland. Patrick travelled to Europe to train for the priesthood and, on his return to Britain, was inspired in a dream to realise his life’s mission – the conversion of Ireland to Christianity. Patrick was not the first to bring Christianity to the Irish pagans, but he was arguably the most effective. He impressed King Laoghaire, using the shamrock to demonstrate the Trinity; one stalk, but three separate leaves, one God but with three entities – the Father, the Son and the Holy Spirit. Hence the significance of the shamrock in the March 17 celebrations. Laoghaire remained a

pagan but allowed Patrick to set up a monastery in Armagh and to travel around Ireland, overcoming the influence of the Druids, destroying their rites and converting the Irish.. Patrick’s mission was highly successful and he has been revered by the Irish ever since his death around 461 AD. Folklore declares Patrick was responsible for driving all snakes from Ireland. The snake or serpent was a sign of paganism and the story is probably symbolic as Patrick put an end to the worship of such symbols. How and where Patrick died is a matter of dispute, but it’s generally accepted the date was March 17, a day of remembrance and celebrations ever since. The biggest events are, of course, in Ireland itself where St Patrick’s Day is a public and religious holiday. Over the centuries, the Irish have spread throughout the world and taken their festivals, history and traditions with them. American cities with large Irish communities, for example New York and Boston, hold massive celebrations, even to the extent of dying rivers green, painting the roads green and drinking green beer! Wherever you are on March 17, raise a glass to St Patrick and enjoy the craic!

Spring Cleaning: It’s that Time Again! Spring Cleaning is an old tradition. The days get longer, the weather gets milder and we have a burst of energy encouraging us to tackle the layers of dirt which have built up in our homes over the winter. Flinging open the windows to the fresh air and attacking the house is something many people find very therapeutic. However, the historic reason for spring cleaning is no longer with us. When houses were heated by wood and coal fires, by the end of the winter all surfaces—furniture, walls, curtains, etc— would have built up a layer of soot and ash. With modern heating, this no longer happens. We may not suffer from soot, but nowadays many of us suffer from the problem of too little time to manage household cleaning efficiently Many of us turn to professionals. Cleaning businesses and franchises are a growing market and we can now choose from people to clean our homes, our ovens or our carpets to name just a few! If you are doing the cleaning yourself, it is a good idea to take some tips from the professionals and organise the cleaning in an efficient way. No professional firm of cleaners would schedule in the cleaning for ‘one Saturday when there’s nothing much else happening’. Set aside a definite time for your cleaning and then work until you’ve finished. Don’t stop to make phone calls or watch the TV. Wear old comfortable clothes and make sure you have all the equipment you need—and then carry it from room to room with you. As we have all become wealthier, with more goods in our homes, you could say that the main enemy today is not soot, but clutter. Even if employing professional cleaners, they cannot sort out your clutter for you. So be ruthless! William Morris once said ‘Have nothing in your home which you do not know to be useful, or believe to be beautiful’. Throw out what you don’t use or give it to a charity shop. Clear surfaces and cupboards and then only put back what you need or value. Don’t forget the garage or the wardrobes either! Enlisting help from family members will make the work much quicker. It has been said that two

people can change a bed four times faster than a single person. So plan a set date and get them all to help. Although we have less time, we do not seem to have lost our enthusiasm for cleaning. The volume and variety of cleaning products on the market seems to grow each year—and often unfortunately just makes us feel guilty if our homes don’t meet the standards seen on television adverts or in magazines. We spend up to £240 million each year in the UK on household cleaning products in an attempt to find less labour intensive ways of achieving the perfect home. Rather than spring cleaning, perhaps we would all be better off if we organised an efficient way to keep our houses clean all year round. If being in your own home gets you down because of the mess and clutter then do something about it! Either get some professional help or set up a realistic plan which you and your family can stick to and your home will be a much calmer place.

Radio Leyland starts test transmissions on 104.8FM LEYLAND’S volunteer-run community radio station, Radio Leyland, has started test transmissions on 104.8 FM. The transmissions are aimed at testing studio and broadcast equipment and will continue throughout March, ahead of the scheduled official launch on Monday 1 April. Station manager Brian Ashman said: “We’re doing these tests over an extended period to make sure all the geeky technical stuff works properly and that the station sounds right when we start proper broadcasts on April 1. “During the tests listeners might find that the sound is too loud at times and too quiet at others. And while you might hear the same song ten times in a row, it’s equally possible the sound will disappear completely for a period. Please do hang on – it’ll all be worth it.” The station is the newest of over 250 community radio stations licensed by radio regulator Ofcom to cover a hyperlocal area. All stations are run on a non-profit basis and provide access and training for local people and organisations. Funding for Radio Leyland will come from local and national grants, supporter donations, voluntary subscriptions, sponsorship and advertising. A recent award of £200 from Asda’s green token scheme, for example, will help fund essential equipment. When fully-fledged the radio station will broadcast a daily breakfast show (with local news, events and interviews), a mid-morning ‘music while you work’ programme, a

‘vintage’ afternoon show mainly for the over-50s, drivetime, and evening specialist music shows. Most programmes will be hosted by enthusiastic and knowledgeable local presenters. The station is always on the lookout for volunteers for various roles, ranging from meeting and greeting guests on the breakfast show, helping maintain the music library, interviewing local people, audio editing, research, booking guests for studio interviews or presenting features.
