Goals for Phase II:

1. Align with KRS 100.275 (House Bill 443).

2. Protect trees.

3. Modernize standards.

ARTICLE

5 –

ADMINISTRATION, ENFORCEMENT & VIOLATIONS

Intent: Establish enforcement procedures.

Key Points:

1. Enforcement by Planning, Building, Environmental Services.

2. Complaint-driven investigations.

3. Legal tools: citations, stop work, court action.

4. Documentation and right of entry protocols.

Intent: Reduce conflicts, enhance aesthetics.

Key Points:

1. Commercial-residential buffering.

2. VUA landscaping.

3. Plant material standards and screening.

Intent: Environmental and urban health benefits.

Key Points:

1. Tree preservation and mitigation.

2. Afforestation and reforestation.

3. Standards for development-related tree management.

PHASE 2 OBJECTIVES

1. Impact on other regulations (e.g., Article 1 and Subdivision Regs).
