Gas lease proposal may not be legal

BY STEVE SOUTHWEL L steve@LewisvilleTexan.com Last Thursday, Lewisville police detectives in the department's Special Operations unit arrested three suspected drug dealers and seized large quantities of illegal drugs and cash. The detectives were following up on complaints about drug activity at the Hebron 121 Station Apartments in the 800 block of Union Station Parkway. According to the probable cause affidavit obtained by The Lewisville Texan Journal, detectives knocked on the door of the apartment. When suspect Jason Brackin answered the door, detectives immediately smelled marijuana odor. The detectives identified themselves and asked if he had smoked marijuana that day. Brackin al-
legedly told them he was ?high as fu* * ? and had just smoked "weed". Detectives said that when they asked permission to get his pipe with the marijuana in it, Brackin gave consent and led them inside. Inside, detectives saw and smelled marijuana and saw a brown glass pipe and grinder. They also observed a green baby bottle with a clear syruplike liquid that they believed to be the drug gammahydroxybutyric acid - also known as GHB. The affidavit says that detectives saw a bottle cap containing the syrupy GHB, and that from experience they know people use bottle caps to measure it for sale or use. BY STEVE SOUTHWEL L On April 20, the Bureau of Land Management is scheduled to auction the gas drilling rights for various federal properties in Texas including a 259 acre parcel beneath the Hickory Creek arm of Lewisville Lake. But The Lewisville Texan
Journal has learned that leases in the area proposed may not even be legal because they fall within city limits. Federal law states that the BLM is not authorized to lease mineral rights on land that falls within a city?s limits. In the LTJ?s story from Feb.

City Council filing per iod ends with no challenger s BY STEVE SOUTHWEL L As the deadline for filing passed last Friday at 5 p.m., only one candidate had filed for each of the two spots on the ballot in the May 7 Lewisville City Council election. City Secretary Julie Heinze said that the council would likely cancel the seats from election at its next meeting. Voters will still go to the polls, since there will be two propositions for extending one- eighth cent sales taxes for Lewisville?s police and fire services. BY ADAM SCHRADER adam@LewisvilleTexan.com Thomas Isaac Cano, 27, escaped police custody at about 5:30 p.m. on Feb. 14 but was captured Wednesday night after 10 days on the run. Cano was originally arrested at 4:26 p.m. on Feb. 13 for a DWI, evading arrest with previous conviction, driving with an invalid license with previous convictions, failure to identify as a fugitive and possession of methamphetamine and drug paraphernalia. He was booked into the Lewisville Jail. He also had warrants for his arrest from Lake Dallas and Denton police departments and sheriff ?s offices in Denton County and Love County, Okla., according to probable cause affidavits. Lewisville, around 12:40 p.m. Feb. 13 after a caller reported a middle aged male was slouched over his steering wheel with his engine running. He appeared to be breathing, but did not move when a Walmart employee knocked on the window. When police arrived, the officer knocked on the window loudly several times until Cano woke up, according to the affidavits. Cano cracked the window after the officer asked him to roll it down.
