We are growing. Commercial and residential development is coming. Many projects are underway and we can’t wait to announce new exciting plans in the months ahead. These investments in our community are keys to unlocking the potential of Lake Elsinore.

At the start of a New Year, we are often reminded it is time to get fit and active. This year, our City will look at ways we can contribute toward making our community healthier and more mobile. To start, we will look at our development standards to ensure we are planning for more parks, trails, and “walkable” areas in our community.

We will begin to review and plan improvements for our existing trail systems, identify areas to add more bike lanes and sidewalks throughout our City, and create new community sports and recreational programs.

This is the year Lake Elsinore will come alive with activity. With a community like ours, a staff that cares and gets the job done, a Chamber who promotes our City and continues to put our name on the map, and the local businesses that chose our wonderful City as their place of business, Lake Elsinore will continue to become a world class city.

As another great year has passed, we look forward to the excitement 2015 has to offer.

For the last two years we have set in motion many exciting projects. This year, we will be getting things done. In 2015, we will see the arrival of the Serenity Park Skate Zone; improvements to our most popular fishing area, Whisker’s Beach; an additional deceleration lane on the southbound Railroad Canyon/Diamond Drive I-15 off-ramp; and new playground equipment for many of our parks.

The Chamber was extremely active last year formulating various committees to boost Business exposure and to attract new businesses to our Chamber. This year will no different. We will continue with our Hump Day Morning Mixer; EWDC Luncheon and our After-hours Business Mixer. In addition we have formulated our New Business Committee; Diversity Committee, and our Broker/ Developer Committee. Each of these new committees will bring a different opportunity to the Chamber and the City of Lake Elsinore. In addition we will be moving ahead with our Lake Elsinore Business Check- Up; where the Chamber will be going out visiting the business community both member and non-member, to see how The Chamber can continue to support them and our Lake Elsinore Nooner; a luncheon that is open to everyone to come to a local restaurant have lunch and mix with other businesses members in the area.

Southwest California Legislative Council 2014 Vote Record

We also supported issues of local concern like returning Vehicle License Fees to local cities (SB 69 - vetoed), making it easier for landlords to evict squatters (AB 1513 - WIN), adopting positions on 2014 state ballot propositions and voicing concern about proposed development in the Temecula Valley Wine Country.

This report for the final year of the 2013–2014 legislative session focuses on California legislators’ floor votes on the Southwest California Legislative Council's priority bills.

This is the 9th vote record the SWCLC has compiled. The SWCLC publishes this report in response to numerous requests by member firms and coalition members that would like a gauge by which to measure the performance of their legislators.

Vote Record

Partial Picture

No vote record can tell the entire story of a legislator’s attitude and actions on issues of importance to business. Each year, legislators cast thousands of votes on thousands of proposed laws.

To fully evaluate your legislative representative, consult the legislative journals and examine your legislator’s votes in committee and on floor issues.

You can view these via links at http://leginfo.legislature.ca.gov/ In 2014 more than 2,000 bills were introduced in Sacramento. Nearly 1,100 bills made it through the process to the Governor's desk where he signed 930 into law and vetoed or rejected 143.

The SWCLC adopted positions on 63 state bills this year, 44 fewer than last year. The Council supported 29 bills and opposed 34. Just 20 wended their way through the legislative process and made it to the Governor's desk. Of these we supported 12 and opposed 8.

Many bills, both JOB KILLERS and JOB CREATORS were rejected by legislators in policy or fiscal committees, thus stopping proposals before they reached the floor for a vote.

The vote record does not capture these votes. Most bills in this report cover major business bills that are of concern to both small and large companies and especially to companies doing business in Southwest California.

The SWCLC recognizes that there are many bills supported or opposed by business that may not be included in this vote record and analysis. A full list of bill positions for SWCLC is available at http://southwestca.biz/

Factors Considered ● The bills and votes reflect legislators’ attitudes toward private enterprise, fiscal responsibility and the business climate. ● Each bill was a priority for the SWCLC, a position had been adopted by the SWCLC and that position had been communicated one or more times to the author of the bill, the appropriate committee and to our local legislators. ● The bills were voted upon by the full Senate and Assembly. This year 20 of 63 bills met that criteria. Last year 14 bills from a total of 107 did. ● Unless otherwise noted, final floor votes are shown. Concurrence votes and conference report votes are considered final votes.

Historical Record

Once again Southwest California legislators scored well with most posting 100% voting records.

As in past years, this is indicative of the fact that Southwest County tends to elect more business-friendly, fiscally conservative legislators who reflect the needs of their constituency.

The SWCLC focused on a broad spectrum of issues in keeping with our strategic initiatives of budget & tax reform, job creation & retention, infrastructure & the environment and healthcare.

Within that framework, the SWCLC weighed in on CEQA reform, sick days, reducing or eliminating tax and regulatory burdens, OSHA compliance and raising the minimum wage.

Senator Joel Anderson (R) once again voted with the Council 100% this year.

Senator Anderson has been a good friend to the region. The Temecula portion of his District will be represented by a new Senator next year. Senator Richard Roth (D), who voted with us 80% of the time last year dropped to 76% this year, dissenting with us on 4 bills and not voting on 3.

Sometimes a legislator is unwilling to vote against a colleague (or their caucus) but is equally unwilling to vote against a good bill. In such cases a legislator may abstain from voting to register a ‘No Vote Recorded', which may hinder the passage of a bill as effectively as a 'NO' vote Senator Roth authored SB 69, a bill that sought to return funding to Riverside County's fledgling cities, Menifee, Wildomar, Jurupa Valley and Eastvale.

The bill had overwhelming bi-partisan support through the legislature but was vetoed by Governor Brown.

Assemblymembers Melissa Melendez, Marie Waldron, Eric Linder and Brian Jones all posted 100% voting records with us this year.

Governor Jerry Brown voted with us 60% of the time, compared to 64% last year, 62% the year before.

Veterans Memorial The City of Lake Elsinore was pleased to dedicate its Veterans Memorial and will officially unveil the memorial to the community during the Lake Elsinore Grand Prix on November 9th. Preparations for the installation of the City’s Veterans Memorial at the Diamond Stadium began the week of October 13th.

The custom memorial is made from premium black granite and will include two monument areas in the main entrance area of the Diamond Stadium. “We have waited far too long to celebrate the installation of this important monument in our community,” said Councilman Brian Tisdale who served on the City’s Veteran’s Memorial Adhoc Committee. “We are proud to finally have a place in our community to honor and remember the brave men and women who have served to protect our country and our freedom.”

The City’s new Veterans Memorial includes two monument areas in front of the entrance of the Diamond Stadium. The upper memorial area is a large, custom premium black granite monument etched with the depiction of a solider in front of a fallen soldier’s battlefield grave. The grave is marked by the rifle, helmet, dog tags and the boots of a fallen soldier. This has become a well-known symbol to respect and honor those lost in battle and is a practice that dates back to the American Civil War. The lower monument area will include five premium granite pedestals with the insignia for each of the branches surrounding a twenty-five foot flag pole with lighting. Finally, the memorial includes the engraving of surrounding bricks that Veterans and/or their families can purchase to honor their service.

“The City’s new Memorial Brick Program is a lasting way to pay tribute to those who are special to us and who have sacrificed for our country,” said Mayor Natasha Johnson. “This program and memorial will allow us to establish a new tradition in the City of Lake Elsinore to honor our great heroes each year.”

The local American Legion Post 200 and the VFW are assisting the City with administering its new Memorial Brick Program. Forms for the program are available on the City’s website, www.Lake-Elsinore.org, or they can be picked up and submitted to the local American Legion or VFW. The cost of each brick is $30 and includes three lines of information with room for 20 letters, spaces, and punctuation on each line. Residents of the City or surrounding county areas are encouraged to purchase these bricks to honor their family and friends. Bricks will only be engraved once per year. The Veterans Memorial design and location were determined by an Ad-hoc Veteran’s Memorial Committee that included representatives from the City, Lake Elsinore Historical Society, Storm Baseball, Elsinore Valley Cemetery, and various veteran affiliated groups in the community including the VFW and the American Legion.
