Monimail Community Council : Minutes of meeting, 8th August 2011 1.

Minutes of Previous Meeting : Proposed by B Forrest as an accurate record, agreed and accepted.

Matters Arising - BEAR Scotland : 1 resident at the Toll still to be contacted but they will hopefully be spoken to as soon as possible. Ian Bell of BEAR is delighted that we are keen to have this area filled in as that is what they wanted to do in the first place. However, this is unlikely to be done in the current Financial year. The roads “belong” to Transport Scotland so D Hamilton will write to them with the proposed solution. He will also offer some interim proposals (such as hatching the area) whilst highlighting the main problem is sightlines with cars stopping in that area. - Ballantager Footpath : No further update. The state of the path is poor with overgrown bushes and covered in moss. D Hamilton will also make reference to this in his letter - Eden Bridge Works : on the subject of roads, we have received confirmation that the main A92 will be completely closed for 6 weeks at the Edenbank Bridge between Ladybank and Freuchie. There will be a further 6 weeks of traffic-controls, with the work commencing in September. There are 3 public exhibitions outlining the work, the details of these meetings will be posted on various notice boards within the Community Area - Letham Toll Footpath : with nobody accepting ownership of this short stretch, what can we do? It was agreed that the first step is to cut the bushes right back to make it more obvious the area can be used for walking. It was also suggested that the CC could contact NHTT Transport Group with a view to having this stretch included in their Path Network proposal. This would seem to make sense - with bike racks planned for the Hall there should be a direct route to the bus-stops rather than having to walk along the road or cross at a poor junction. G Smith to contact Crispin Hayes. They could possibly also help in the search to establish ownership - Well Tree Area Ownership : no direct reference to ownership can be found going back to at least 1947! Margrave Estates have stated that they will not be doing anything with the surface in that area unless we can prove that the land is indeed their responsibility. It is still hoped that a Roads Engineer from Fife Council can come out to look at the slope and area to advise on the surface. Cllr Arbuckle to make enquiries on the progress of this - Letham Street-Lighting : D. Hamilton spoke to the Council and told them that we had been without street lighting for 7 months. They claim they didn’t know as nobody had complained! There are now 2 boxes in place with the one on The Row to be removed. The other box on Monimail Road is now operational, however there is a problem with School Brae which is due to be sorted before winter sets in. If the lights do fail in future then we need to inform the Council asap ! - Bow of Fife Speed Signs : are now in place and are operational however they are difficult to see as the over-grown bushes are obscuring them. The residents plan to continue their campaign and write to The Courier about this – Cllr Arbuckle will make enquiries. Again the feeling is that the signs are a waste of time as they appear to be triggered above 40mph and nobody will pay any attention to them. D Hamilton I to contact the Police Camera Safety Partnership to request traffic on that stretch of road be monitored again and hopefully the speed camera van will have enough evidence to cover that area. There are apparently some plans to carry out some improvements on the stretch of A91 between Melville Lodges and Springfield Junction however the feeling is that it is most likely to be at the Deer Centre entrance where most accidents occur.

Planning - Satellite Dishes : the one in The Row has now been moved.

Treasurer’s Report : The account balance stands at just under £2400. There used to be a webcam sited in Letham overlooking the Well Tree and down The Row. This is no longer working so it was requested (and agreed) that a new one be purchased. It was pointed out that the website does get “hits” from as far afield as California and India

Village Hall Report : The AGM was held on Tuesday 28th June however there were no members of the public present so the current Committee agreed to continue.
