J. Manley Garber wins Colgan award Chamber’s top business honors go to Hepburn & Sons, Competitive Edge J. Manley Garber, a long-time Prince William County businessman and community leader, received the Charles J. Colgan Visionary Award from the Prince William Chamber of Commerce at its annual awards banquet on Feb. 28. The award, named for the state senator who passed away in January 2017, recognizes individuals for their service to the business community. Also at the awards banquet, at the Hylton Performing Arts Center, the chamber recognized winners in 10 other categories. The top excellence in business prizes went to Hepburn & Sons in the category of businesses with 11 or more employees, and the top small business award went to Competitive Edge Athletic Performance Center. Garber, who turned 93 on Jan. 26, grew up in Woodbridge and did daily chores on his family’s farm starting at the age of 5. He started working on the family farm full time after high school. He branched out to commercial enterprises when he started a wastemanagement business in 1950. He also started the Holly Acres mobile-home park and a camper and trailer business and owned, leased and sold commercial real estate. Garber pushed to bring electricity to much of county in the 1940s when the investor-owned electric utility refused to provide service to any home or business not along a main road. Because of Garber’s efforts, members of the Prince William Electric Cooperative elected him to the board of directors in 1950. He served as secretary before being elected chairman in 1974. Prince William Electric Cooperative consolidated with Tri-County Electric Cooperative in 1983 and formed Northern Virginia Electric Coopera-

tive. The new utility’s board elected Garber chairman of NOVEC’s board, and he remained in that position until 2008. In recent years, he has served as a director. He has served 67 years on electric cooperative boards, more than any other co-op board member in the United States. “Manley Garber is unique,” said Stan C. Feuerberg, NOVEC’s president and CEO. “He possesses a heart of gold for those less fortunate, yet maintains his objectivity on matters involving what is best for NOVEC and its members. He has proven to be the voice of reason in the boardroom time and time again.” Garber’s community involvement is legendary. He has served on the board of directors for Prince William Hospital, First Manassas Bank, Commonwealth Savings and Loan, and Church of the Brethren in Woodbridge. “On Easter, Dad still gets up at 4:45 a.m. to make fresh sausage gravy for the entire church family,” says Garber’s son, Dan. “He has it ready in time for breakfast at 7 a.m., after sunrise service.” Hepburn & Sons, based in Manassas, was recognized as the best business over eight other nominees. The company, founded in 2010, is a family-owned

business led by retired U.S. Navy Capt. Rick Hepburn that serves as a trusted advisor to the American maritime industry. In a little over a year, Hepburn and Sons LLC has grown from 8 to 30 employees, opened a cybersecurity laboratory, and won several prime federal research and development contracts relating to material science innovation, electromagnetic pulse protection, ship integration and data security. The company also was selected as one of 12 participants in the Virginia Economic Gardening Pilot Program this past year. The program identifies exceptional small businesses that have shown promise to offer strategic solutions to further company growth, with the purpose of growing the local economy.

Charles J. Colgan Visionary Award Winner

John Manley Garber Entrepreneur, community leader, and former chairman, NOVEC Board of Directors John Manley Garber, farmer, business entrepreneur, and electric cooperative board member, was born in 1925. He just celebrated his 93rd birthday on Jan. 26. Garber grew up in Woodbridge and did daily chores on his family’s farm from the age of 5. He started working on the family farm full time after high school. Eventually he kept 2,500 to 3,000 hogs on the farm. In addition to hog farming, Garber and his father started a turkey farm in the Shenandoah Valley. Garber branched out to commercial enterprises when he started a waste-management

business in 1950. His company collected trash from apartment houses in Alexandria and Arlington County, the Pentagon, the Mayflower Hotel in Washington, D.C., and other hotels. Garber also started the Holly Acres mobilehome park and later, with his twin brother, started a camper and trailer business. They sold – on average – a unit a day.

Next, Garber went into the surplus business where he bought and sold everything from boxes to bulldozers. At the same time, Garber bought and sold thousands of acres of land in Prince William County. He also owned, leased, or sold commercial property, including prop er ty where Woodbridge’s first McDonalds restaurant found a home. Tri-County Electric Cooperative in 1983 and formed Northern Virginia Electric Cooperative. The new utility’s board elected Garber chairman of NOVEC’s board, and he remained in that position until 2008 and continues to serve as a director. He has served 67 years on electric cooperative boards, more than any other co-op board member in the United States. Garber also has served on the board of directors for Prince William Hospital, First Manassas Bank, Commonwealth Savings and Loan, and Church of the Brethren in Woodbridge. Although Garber couldn’t pursue higher education because of World War II, he served for 25 years on the Bridgewater College board of directors before becoming a Life Trustee. Garber is married to Kay Kim Garber. His sons are Neil, Daniel and John Garber. His daughter is Geraldine Rigney. The Garbers have 11 grandchildren and 28 great-grandchildren.

Charlie Deane, retired after 24 years as Prince William County’s police chief, and nominated for his stance on post-arrest screening of immigrants and his unflappable, nononsense handling of the 2002 sniper attacks in the Washington area. John & Shirley Dominick, founders of Serve our Willing Warriors. John Dominick has been a real estate investment broker and owner of Lighthouse Enterprises in Virginia and Maryland for the past 25 years. He served as an Army medical corpsman and worked as a project manager for the Department of Defense for 10 years. Shirley Dominick is a retired Air Force officer with more than 25 years of leadership and management success. She served 10 years at the Pentagon acquiring and installing communications and computer systems. Molly B. Grove is director, campus relations, for George Mason University’s Science and Technology Campus in Manassas. She has enjoyed over

35 years in the higher education environment. Molly started her career at George Mason University in February 1992. In her role with GMU, her focus has been concentrated on community outreach and business partnerships although her past experience is with event planning and marketing. She has served on numerous community boards and organizations, including as a founding member of Leadership Prince William and past chairman of the board. Martin Nohe, the president of Appliance Connection, a Woodbridge-based, family-owned retail appliance store, and member of the Prince William Board of County Supervisors from the Coles District. Nohe also serves on a number of boards and committees that work at the local, regional and state level, including chairman of the Northern Virginia Transportation Authority, chairman of the Virginia Railway Express Operations Board, a board member of the Potomac and Rappah-

annock Transportation Commission, and member of the Northern Virginia Regional Commission. William Reeder, who has enjoyed a 50 -year career in education, management, philanthropic administration and the arts. He is a tenured Professor of Arts Management, a Virginia Eminent Scholar and the Heritage Chair for Cultural Criticism at George Mason University. After 14 years, Bill retired in June 2015 as the founding Dean of the College of Visual and Performing Arts at George Mason University, where he managed seven academic programs and served as CEO of two regional performing arts centers, the Center for the Arts in Fairfax and the Hylton Performing Arts Center in Manassas. Karen Smith, executive director of the Arc of Greater Prince William/ INSIGHT, Inc. Smith is chief administrator for the services and programs operated by The Arc/INSIGHT that includes developmental child care centers, residential services, respite

care, vocational training, adult day support programs, recreational programs, family support and a specialized transportation system. During fiscal year 2017, the agency served over 2,200 children and adults with developmental disabilities with a budget of over $15 million. Mike Vanderpool of Vanderpool, Frostick & Nishanian, PC, has been a community leader and successful businessman since he moved to Manassas in 1975. He is a visionary who has advocated for and helped start several organizations in the area. He has served as the chairman or board member of a number of nonprofit organizations. He has started five businesses and remains actively involved in four of them, including his law firm. The firm is “AV rated” and has been recognized as a preeminent law firm. This fulfills Mike’s original vision of creating a sophisticated law firm to meet the legal needs of the local community.

What are you most proud of having accomplished over the past year? We are most proud of the strategic plan we developed. We began with a retreat, where board members, staff, and volunteers were invited to attend. Six goals were identified, and six corresponding teams were established to conduct needs assessments, set priorities, and identify strategies for each goal. All teams included board, staff, and volunteers. This six-month process culminated in an outstanding, living document.
