A Message from the LCC President

DR. STEPHANIE BULGER

Irecently spent a day with one of our area’s largest family-owned businesses, touring their facilities and absorbing the pride, expertise and workforce they have built here in Lane County. What most impressed me was the intersection between Lane Community College and businesses like this. They employ our graduates, they support our students financially, and their leaders are alumni of our programs as well. Lane Community College is truly part of the continuum of living, learning and working locally.

As we position the College as the workforce and talent development hub of Lane County, we must develop innovative ways to address local workforce shortages. One of the ways we can do that is by addressing the needs of the labor force, including the segment that State economists are terming the “latent labor force.” These are our community members who are currently unable to engage with employment because of basic needs, a lack of childcare, or disability-related barriers. If we can effectively engage these groups, we could increase our workforce dramatically in the short term and improve the lives of these prospective students and families. Lane Community College is strategically positioned because we provide education and services – traditional college classes, as well as intensive wraparound services like tutoring, an on-site childcare center, accessibility resources, basic needs support and benefits navigation. We also provide unique programs like our Specialized Support Services that you will read about in this annual report. Through this program, our community members with intellectual and

developmental disabilities receive employment training and support. They receive education at no cost and stipends for co-operative work experiences. Instruction, job training and work experiences are provided on the LCC campus and at local businesses. This is another example of partnership between our on-campus departments, our local employers, and our donors. I won’t give too many spoilers – in just a few pages, you will see how this innovative program affects the lives of our students, the capacity of our local businesses, and the hearts of our community.

Your partnership with the College and our Foundation has had a direct, dramatic effect on so many lives. I am thrilled to share many more stories of success with you over the coming months. There is so much happening here as we launch our LCC Alumni Network, as our bond-funded buildings for the trades and health professions move toward completion, and as we continue to innovate on and off campus. Our faculty, staff and students are motivated and dedicated. They are “all in.” I’m so thankful that you are, too.

A Message from the Foundation Director

When you give a gift of a scholarship or support a program at Lane Community College, you instantly become part of a partnership – one that includes you, the student, our instructors, advisors, and support services. We are not just providing state-of-the-art education, we are also providing wraparound care that ensures students make it to the classroom, have the technology to complete their assignments, and address basic needs like hunger, housing, and childcare. These are barriers that can otherwise make it impossible to succeed. A community college could not do all of these things without the partnership of donors like you, as well as community organizations, alumni, local employers, and key state and local government agencies.

As you read through the stories on the following pages, you will see these partnerships in action. Your funding has not only provided direct support to our students, but has also facilitated these cross-agency and cross-campus collaborations. Your dollars have been leveraged to access other funding and create efficiencies that enable our students to experience enhanced services. When students succeed at LCC, they are not just getting a good grade or a diploma, they are becoming active members of our community, supporting their families, forging a career, and becoming leaders. Your support not only gives them needed financial footing, but also expands the choices they can make in the future. One of our scholarship recipients this year put it best when he said, “Your donation has not only elevated my future and wellbeing but has also deeply inspired my 16-year-old son and his outlook on pursuing a college degree. You have touched the hearts of our family and transformed what we thought was possible.”

2023 “Those Who Inspire” Honorees

The LCC Foundation is delighted to honor the following supporters whose generosity has had an impact on Lane, our students, and the work of the Foundation.

Individual Honoree: Kathie Tippens Wiper

Kathie has been a member of the President’s Circle since 2001. Along with her late husband, Tom, she has supported culinary and hospitality scholarships at Lane for twenty years. Together, they were instrumental in the formation and accreditation of Lane’s Culinary programs.

Kathie has been a sponsor of the Foundation’s fall fundraiser every year since inception in 2003, and has made major gifts in support of KLCC, the Health and Wellness Center, and the Center for Learning and Student Success. During the pandemic, she contributed generously to ensure students had access to remote learning. She has been an LCC Foundation Board Member since 2012 and served as chair of the President’s Circle Committee. We are delighted to honor Kathie for her leadership and generosity.

Corporate and Foundation Honoree: US Bank and US Bank Foundation

US Bank has supported the LCC Foundation for over 30 years with major gifts in support of the LCC Airshow, Business Development Programs and the Conference and Culinary Campaign. They have sponsored the Foundation’s fall fundraiser since 2004. Staff from US Bank’s local branch have served as LCC Foundation board members, committee members, event chairs, and scholarship readers. The US Bank Foundation has supported the LCC Foundation via scholarship support since 2003. Last year, they pivoted their giving and gave a major grant to LCC’s Rites of Passage Program –designed to inform and inspire local high school students of color by immersion in their own respective cultures focusing on their shared history, literature, and traditions. We truly appreciate this commitment to equity and support of Lane students.

Special Award of Recognition: Chef Clive Wanstall

Chef Clive has supported the LCC Foundation for many years. At every Harvest Dinner he was the instructing Chef or helping in the kitchen. He donated “Dinner with Clive” as a regular auction package and in 2020, when the fall fundraiser was virtual, he filmed “Cooking with Clive,” preparing his own recipes for guests to cook along at home. Each year Chef Clive led his students in a crash-course in high volume production – preparing a full Thanksgiving meal for as many as 2,500 families in need. We are honored to present this Special Award of Recognition to Chef Clive.

Dylan Williams is a Veteran, husband, father, second-year nursing student at Lane Community College, and the recipient of the Coeta and Donald Barker Foundation scholarship. Dylan’s early life was marked by the tumultuous separation of his parents, setting the stage for a childhood marked by constant upheaval. He found himself thrust into a cycle of frequent moves and transient living arrangements, perpetually uprooting his sense of home and belonging. While his mother tried to provide stability for him and his older brother, they often experienced housing insecurity, constantly shifting between homes and schools.

Most of his early school years were spent in Oregon, but summers were when he reconnected with his roots and family in Alaska where he worked alongside his father and uncles on fishing boats. Dylan attended six different high schools across Oregon, New Jersey, and Alaska, making it hard to put down roots or plan as he approached high school graduation. After a conversation with a recruiter, he signed up with the Marines, drawn to their traditions, pride, and the structure that they offered to a young man who felt adrift. Embracing the challenge, he served four years active duty and then returned to Oregon, taking a job at Seneca Sawmill, and also signing up for the Army National Guard. Dylan deployed with the National Guard in 2019. He was stationed in Qatar where he worked as a medic, responsible for the well-being of his unit. This was his introduction to healthcare and sparked an interest in the field.

After an accident resulted in a serious damage to his shoulder and a head injury which required months of recovery, he began thinking in earnest about a career in healthcare. Dylan recalls, “I was nervous, I had never been in college, and I would have to start at the

bottom – Math 20. But I did well, and once I aced Anatomy and Physiology, I realized, I really can do this.” With encouragement from friends and from his wife, Erin, he completed his prerequisites, excelled in his studies, and was accepted into Lane Community College’s Nursing Program in 2022. He will graduate in summer 2024, joining the ranks of healthcare professionals serving our community.

Today, Dylan and Erin have a two-year-old daughter, Charlotte, and eagerly await the arrival of their second child this year. Scholarships have been more than just financial assistance for Dylan; they have been a lifeline, enabling him to pursue his dreams while supporting his young family. The additional support from scholarships have provided him with the opportunity to focus more on his studies, pursue his passion for nursing, and ultimately make a difference in his community. To our donors he says, “You’ll never fully know the impact that you make. There are so many of us who benefit from these scholarships. You have opened a door for us –whether it’s to become your nurse, or the guy who will build your house. We thank you.”

CHRISTINA HOWARD AND TODD MILLER SERVICE AND SUPPORT

Christina Howard and Todd Miller know firsthand how Lane Community College is the workforce hub of our region. As donors, employers, small business owners, alumni and leaders – they have helped build a thriving physical therapist assistant program, spearheaded our robust PTA alumni network, given and fundraised for annual PTA scholarships, and cared deeply about the success of our students. “We've both been fortunate to land in careers where every day we get to do something that is helping our community.”

Todd and Christina met through their shared love of physical activity and the outdoors. Christina attended UCLA, and then went to graduate school at UC – San Francisco, where she completed her physical therapy degree. Todd moved to San Francisco to work as an environmental consultant. Both runners, they connected through a running club, before moving to Eugene, “just for two years,” Todd to pursue graduate work in environmental studies at the University of Oregon and Christina to look at career opportunities in physical therapy. That was over twenty years ago – they never left and have made Eugene their home. Today, Todd works for the City of Springfield as the Environmental Services Supervisor, and they have two children, Silas and Cassidy.

Christina’s first connection with Lane Community College was through her work as a physical therapist, and she offered internship

placements for LCC students. Once connected to the College, Christina and Todd took a noncredit class for first time homebuyers, followed by a wine appreciation course at the Cottage Grove campus – making them LCC alums themselves! In 2004, like many potential small business owners, Christina turned to the Small Business Development Center for education. “I was thinking about going out on my own, but I didn't know how to do it.” After nearly two decades of success, she recently sold her practice, Axis Physical Therapy & Rehab.

In 2008, Christina’s connection to LCC deepened, as she launched the Physical Therapist Assistant program. With support from an engaged advisory committee and faculty team, she built the curriculum, filed for accreditation, and welcomed the first cohort of PTA students in 2009. She has since seen 272 program graduates, who today work for more than 200 employers. Some graduates have returned to LCC to continue their education through the nursing program, and some have earned, or are earning, their Doctor of Physical Therapy degree. Christina also oversaw the expansion of the program through a partnership with Rogue Community College to serve southern Oregon. PTA program graduates remain connected through a strong alumni network that Christina and her team created –which has served as one of the models for LCC’s Alumni Network, launching this year.

SPECIALIZED SUPPORT SERVICES

ADDRESSING LANE’S LATENT LABOR FORCE

Lane Community College’s Specialized Support Services (S3) provides a pathway to independence. This program is a crosscommunity collaboration that exemplifies LCC’s innovative approach to workforce development with one of our most vulnerable populations – community members with intellectual and developmental disabilities. S3, as it is known, operates as a cooperative venture between Lane Community College, the Lane County Office of Developmental Disabilities, and the State of Oregon’s Developmental Disabilities Service Department and the Oregon State Office of Vocational Rehabilitation. Currently serving nearly 30 students each term, and with hundreds of alumni, this program is strategically positioned to ensure these students receive the training they need to become successful and productive.

Community members who receive S3 employment training and support are termed “student workers” because they are both employees of LCC, as well as students at LCC. They receive education at no cost and earn stipends for co-operative work experiences. Instruction, job training and work experiences are provided on the LCC campus and at local businesses. S3 also offers Job Development and Job Coaching Services – student workers who have the skills necessary to succeed in the competitive employment market are assisted in finding and maintaining community employment in an integrated setting.

S3’s newest training opportunity is the Food Pantry, funded by a recent grant from the Obie Family Foundation. Student workers organize, stock, and distribute food and other essential goods. This also provides an opportunity to interface with customers, building confidence and social skills in a retail setting. S3 is currently

collaborating with Lane’s Culinary program to take this a step further by ensuring that S3 students obtain food handler’s cards, and learn to create complete, nutritious meals. It’s a valuable skill that will translate to the workforce and enrich many students’ lives.

S3’s time-limited approach focuses on skill acquisition over 12-18 months, leading to competitive employment placement. Afterwards, S3 remains committed and connected to graduates, offering personalized job coaching to ensure long-term success and stability. The success of the S3 program is possible because of community partners. Employers like Walmart, Service Master, Hobby Lobby, Albertsons, Safeway, Valley River Center, and Papa’s Pizza among others provide graduates with ongoing employment opportunities.

Patsy Slaughter, S3 Coordinator, underscores the program’s personalized approach, stating, “When students come to us, they have significant barriers to overcome. We work with each student to find the ways they can be successful, gain skills, and confidence in their abilities – we make a plan together to reach their goals.”

Lane Community College’s S3 program embodies the spirit of inclusivity and empowerment, offering individuals with disabilities the chance to thrive in our community. The program staff are steadfast in their commitment to fostering independence, one student at a time. With continued community support and dedication, S3 will continue to serve as a pathway to success in the workforce for individuals striving to realize their dreams and aspirations.

PATRICK RUSH

LANE COMMUNITY COLLEGE ALUMNUS

Patrick Rush is an alumnus of Lane Community College’s S3 Program. In 2023, after the sudden loss of his parents, who had supported him and provided him with stability, he was not prepared to live independently and so he entered into a group home. His new foster provider was wellacquainted with the S3 program, a lifeline for individuals like Patrick seeking training, growth, and employment opportunities.

The S3 program played a pivotal role in Patrick's journey of self-discovery and empowerment, serving as a catalyst for his personal and professional growth. When he entered the program, he was unsure of himself, anxious at any interaction with people and completely withdrawn. He found a supportive environment in both his foster home and in the S3 program, and today has gained true sense of agency and purpose in his life.

The program not only provided Patrick with access to job opportunities, but also offered comprehensive support services tailored to his unique needs. Upon entry into the program Patrick worked on an assessment plan with his team to identify his skills, interests, and set short and long-term goals. Recognizing Patrick's lack of prior work experience, the program offered specialized training sessions designed to equip him with the necessary skills to succeed. He participated in job readiness workshops covering resume writing, interview skills, and workplace etiquette. His on-site training as a member of the custodial crew helped him gain confidence in working as a member of a team. Within a short time, he became the team leader, communicating and delegating tasks to others on the crew. He

eventually started working in the Food Pantry, which required comfortably interfacing with customers – a major personal achievement. He became a mentor to other students, sharing his experiences and helping others build confidence.

Today, Patrick works at Walmart as an associate. He aspires for further advancement and career development and is diligently working to gain additional skills. He knows that his work ethic will lead to opportunities for promotion, his experience at Walmart has provided him with a solid foundation upon which to build his future. His days are filled with meaningful interaction both at home and in the workplace. What once seemed like insurmountable challenges— interacting with coworkers and customers and navigating unfamiliar environments— are now his favorite part of the day.

Patrick’s journey from anxious introvert with no work experience to a confident member of the workforce was marked by countless small victories. Each day brought new opportunities for him to confront barriers, challenge his limitations, and emerge with new skills. Patrick is proud at how far he has come. Of the S3 program, he says, “It completely changed my life. I didn't have any skills whatsoever. This was my first ever training for a job. I can't honestly imagine if you would have told me a few years ago that I would be working. It would have been inconceivable.” From a place of uncertainty, he has forged a path towards stability and selfreliance, guided by the unwavering support of those who believed in his potential.

OBIE FAMILY FOUNDATION

COMMITMENT TO PHILANTHROPY

Partnerships make a huge difference in LCC’s ability to provide vital wraparound supports, ensuring students can achieve their goals. The Obie Family Foundation is one of many partners who champion the work of the College through their support of crucial programs and services. Founded in 2000 by Brian and Karen Obie, the Obie Family Foundation is focused on pathways for individuals and families to achieve self-improvement and economic stability. Brian articulates their mission succinctly: to provide a "stepping stone" for community members striving to enhance their lives. Their focus lies on supporting organizations dedicated to development and support of community members actively seeking self-improvement and growth. They resonate with LCC's commitment to providing accessible, quality education that empowers individuals to thrive.

Brian and Karen view LCC as not only an educational institution but also a practical resource for both individuals and businesses in the community. Their children and several grandchildren have benefited from taking courses at Lane – two of their granddaughters are graduates of the culinary program. Brian encourages his employees to take advantage of LCC's offerings, recognizing the value of education in personal and professional growth. Through partnerships with institutions like LCC, the Obie Family Foundation seeks to pave the way for a more prosperous community.

The Obie Family Foundation’s gift to LCC's Specialized Support Services (S3) Program in 2023 exemplifies the family’s goals. Drawing

upon the family’s desire to bridge the gap between education and opportunity, as well as their experience with the College’s culinary program and campus supports, the family’s gift seeded a critical expansion to the S3 program. This support fueled a new pathway for our S3 students – ensuring that students could obtain a food handler’s card, get practical work experience in our on-campus food pantry and culinary program, and prepare them for food service careers. S3 students also explore job opportunities with local employers in the culinary field and visit job sites. This gift not only supercharges opportunities for our students with intellectual and developmental disabilities, but it also expands the potential workforce in our community.

Reflecting on his own journey, Brian Obie emphasizes the pivotal role education played in his career. While he didn't obtain a college degree, he pursued knowledge relentlessly, attending courses and seminars to continuously evolve and improve. In Lane Community College, he sees a gateway to opportunity—a place where individuals can broaden their horizons and develop practical skills. He views LCC as a valuable resource for individuals seeking to expand their knowledge and improve their prospects, echoing the family’s goal to support self-sufficiency. The partnership between the Obie Family Foundation and Lane Community College is a testament to the power of partnership in creating positive change.

At 2023’s The Celebration, guests enjoyed interactive LCC program highlights and activities during the reception.

Our third annual The Celebration at Lane, on November 2, 2023, was a resounding success. Our event co-chairs, Maylian Pak and Dr. Matt Shapiro, were delighted to host our guests and celebrate our students, our programs, and our entire community – raising over $350,000!

HEALTH PROFESSIONS BUILDING

The 2020 Bond made the long-awaited second stage of Lane’s Health Professions buildings a reality for Lane and our community. We broke ground on the 32,000 square foot project in December of 2022. Construction is scheduled to be completed by late spring of 2024, with programs moving into the building over the summer. This fall, Lane’s Medical Assisting, Emergency Medical Technician, Dental Hygiene, and Dental Assisting students will start the academic year in the new facility. This is the first time that Lane’s Medical Assisting and Dental programs will have a dedicated space on campus. From sterilization rooms and x-ray suites to an ambulance bay with space to rappel, this building is designed to suit the unique training needs of the programs housed within.

2020 Bond Updates

INDUSTRIAL TRADES EDUCATION CENTER (ITEC)

ITEC will be the central hub of Lane’s Career Technical Programs. We broke ground on the project in May of 2023. The 57,000 square foot facility will house Lane’s Apprenticeship programs, Construction Technology, CNC Machining, Advanced Manufacturing, and Aviation Unmanned Aircraft Systems. The expansive high-bay program space will house workshops surrounded by workspaces including general classrooms, apprenticeship labs, a computer lab, a fabrication lab, an unmanned aircraft systems lab, study areas, faculty offices, and multi-purpose conference rooms. The project is scheduled for completion in late fall 2024 with classes starting in the building in winter of 2025.

We are committed to providing every application with respectful, fair, and consistent consideration. We rely on a caring, dedicated team of volunteers each year to help us review student applications.
