New Hampshire Street closing up for decision BOTTOM LINE

BACKGROUND

City commissioners will consider temporarily closing a portion of the 800 block of New Hampshire Street to accommodate the construction of a multistory apartment and office building.

Commissioners will consider a plan that will close the northbound lane of the street for up to two years to accommodate construction equipment needed for the project. The closure would be for the portion of the street north of Ninth Street and south of the midblock crosswalk. During portions of the project, the southbound lane also would be closed to traffic while crews do utility work in the street.

• Receive minutes from various boards and commissions: • Approve all claims. The list of approved claims will be posted to the agenda the day after the City Commission meeting. • Approve licenses as recommended by the City Clerk’s Office. • Bid and purchase items: a) Approve the sale of surplus equipment on GovDeals. b) Authorize the City Manager to Execute Supplemental Agreement No. 1 with Walter P. Moore in the amount of $18,000 for Project UT1416 - Kaw and Clinton Water Treatment Plant Roof Replacements. c) Approve the purchase of wing plow retro-fitting for snow removal for the Public Works Department to American Equipment Co., in an amount not to exceed $25,000, utilizing the City of Olathe cooperatively bid contract #14-4398. d) Authorize payment of $18,511 to the Lawrence Journal World for the printing and dissemination of the 2015 Winter/Spring Activities Guide. • Adopt the following ordinances on second and final reading: a) Ordinance No. 9029, exempting the Carma and CarmaHop ridesharing programs for a period of six (6) months from the provisions of STO 69(a). b) Ordinance No. 9045, installing a stop sign on Ninth Street at Delaware Street. c) Ordinance No. 9046, adding Delaware Street, from Eighth Street to 11th Street, to the Truck Delivery Route Schedule. d) Ordinance No. 9047,

rescinding Ordinance No. 8814 that was established on October 23, 2013 that established a yield on eastbound Ninth Street at Delaware Street. e) Ordinance No. 9048, designating the speed limit of 20 mph on Delaware Street from Eighth Street to 11th Street. • Adopt on second and final reading, Ordinance No. 9040, establishing a Neighborhood Revitalization Area at 900 Delaware Street. Authorize the City Manager to execute a Cooperative Agreement between the City, County, and School District on NRA Administration and authorize the City Manager to execute a Performance Agreement between the City and the applicant. • Accept vacation of certain utility easements and dedication of new utility easements shown on Minor Subdivision, MS-14-00415, for Diamond Heights, a Minor Subdivision Replat of Lot 10, Block One, Diamondhead and Lots 10 & 11, Block Two, Langston Heights Addition. The property is located at 6208 Blue Nile Drive, 6304 Serenade Drive and 810 Silver Rain Road. • Accept dedications of right-of-way and easements for Final Plat, PF-14-00143, for Kellyn Addition, located on the northwest corner of Queens Road and Overland Drive. Submitted by Grob Engineering, for Prairie Rose Holdings LC, property owner of record. • Authorize the Mayor to execute a Termination of Base Lease Agreement, Lease Agreement and Bond Trust Indenture for the Neuvant House II project. • Authorize the Mayor to exe-

cute a purchase contract with 1106 Rhode Island, LLC for the purchase of the property located at 1106 Rhode Island Street for $90,000, with the understanding that within one year of signing the purchase contract, the new owner will seek designation on the Lawrence Register of Historic Places for the property. • Receive city manager’s report.

Regular agenda

• Consider request to approve a street event permit for the Kansas Half Marathon and 5K to close various streets in downtown and throughout Lawrence from 7:00 a.m. to 11:00 a.m. on Sunday November 2, 2014. • Consider approving a right of way permit for First Construction, LLC, to partially close a portion of the 800 block of New Hampshire Street and to partially close the 200 block of East Ninth Street for a 24 month period for the construction of a building on the northeast corner of the intersection of 9th Street and New Hampshire Street. • Consider a request to revise the Preliminary Development Plan, PDP-1400183, for HERE @ Kansas, located at 1101 & 1115 Indiana Street to reduce total parking spaces provided for the project from 683 to 583 (all 100 spaces requested to be removed are located within the onsite parking structure) and to affirm staff’s interpretation of the plan that the structure complies with the maximum height allowed per the zoning district.

adopt-a-pet Spot

Not all white Pit Bull Terrier mixes are deaf, but Spot is one that is. He may seem like he is ignoring you and it could just be his breed, but it’s likely because he can’t hear you. Don’t let that deter you. Dogs like this can be taught sign language. Being 4 years old shouldn’t keep him from being able to learn. Come see if you are a good match for this guy.

Melody

There is a song that says “a pretty girl is like a melody”. Well, our little Melody is more than just a pretty face. She is a 3 month old Domestic Short Hair with black grey tiger markings. She is the last in her litter and her foster mom is hoping she will get adopted soon. She is missing her siblings and would be happy to have some companionship, furry or human.

Rudy

The name Rudy is German in origin and is a popular baby name. We thought it suited this adorable little girl kitten. She is a Domestic Short Hair with black and white markings. At 3 months, she still has a bit of growing to do. With a face like this, she likely will be adopted before long. Bring a carrier and collar with you just in case you can’t leave without her. See you soon.

Ziggy

According to the urban dictionary Ziggy is a name for people who are amazing. We are not surprised. Our Ziggy is an awesome Pit Bull Terrier mix. He is a little over 1 year old and is a 48 lb. ball of energy and wiggles. He has a perfect red mask to contrast his white coat and with those ears, he is a handsome pup. Come meet him and the other dogs here at the shelter.

Spooky

Spooky isn’t spooky at all. She is a beautiful Domestic Short Hair mix with stunning black and red tortoiseshell markings. She 3 years old and is a medium sized lady at about 9 lbs. Did you know that there are more cat households in this country than there are dog households? Whether it’s because they are lower maintenance, or there are just more of them, here is your chance to be a part of this group.

NoRth

North has some exceptional needs. He is a senior at 7 years and he is also deaf. He is an all white American Staffordshire Terrier and weighs about 49 lbs. How about those big baby blues. Because he is deaf, we are asking that everyone in the family come to meet him. Older children might be best. Since he can’t hear, he might startle easily. Ask a staff member to take him out for you.

ghoSt Face

Oh my. Not sure where Ghost Face got her name or her ears, but she couldn’t be any sweeter. She is a 4 month old Pit Bull Terrier mix. She is mostly white with brindle markings on her head. She and her siblings came in over the weekend and are patiently waiting for their new families to come and rescue them. She is shy, so give her some time to get to know you. She loves to snuggle.

huSkeR

Just because his name is Husker, that doesn’t mean he is a Nebraska fan. He would be more than happy to add a touch of blue to that gorgeous red coat. He is a Pit Bull Terrier mix and is a stout 62 lbs. He does qualify for our special this month, so come out and meet him. If you have another dog, we are asking that they come with you to do a meet.

Miley

Some might consider Miley to be a plus size girl, but she prefers the more classic term of rubenesque. She is a beautiful 4 year old Pit Bull Terrier mix. Her white and red coat adds to her appeal. Be prepared for some big girl hugs from her at almost 62 lbs. It’s not a problem for her if you are not a runner, she is more of a leisurely walk in the park kind of gal.

Willie NelSoN

When asked to describe Bronx, all the staff agreed on five words: lovable, sweet, energetic, playful and a powerhouse. He is a 1 year old Pit Bull Terrier mix and is also very handsome with his black and white coat. He is a 58 lb. guy who would love to be in an active household. If you are a runner, you will have an excellent running partner. Come hang with him and then decide.

Halia has a paper bag that she likes to use as a place of respite. She can be a little shy, so if she is hiding just sweet talk her a bit and she might come out and give you a look. She is an adorable Domestic Short Hair mix and has a beautiful blue cream white tiger coat. Don’t pass up the timid ones, they will come out of their shells once they get to a loving home.

MuSket

Not much to say about Musket other than he is fun, energetic and about the biggest clown you’ll ever meet. He is an almost 2 year old Pit Bull Terrier mix and has a beautiful dark brindle coat with white markings. He should do well in any home. He wagged his tail so hard that it ended up broken, so we had to dock it. This is one happy dog. Come meet him today.

Can you say “aaaawwww”? That’s exactly how people react to sweet Rachel. She is a cute Pit Bull Terrier mix who just can’t help but wiggle when she sees you. Her photo does not do her justice. Her coat is black with white markings and she weighs just under 50 lbs. All she wants is to love and be loved. Come out and see if you can resist her charms. She’s a keeper.
