FACILITATING Facilitating the strategic partnerships that benefit our community is a top priority for the Chamber and a key element in our mission statement.

Joint Economic Development Council We have reinforced our strong relationships with the City of Lawrence and Douglas County through the formation of the Joint Economic Development Council (JEDC). The JEDC is a public-private partnership agreement that formalizes the relationship the Chamber has with its public-sector economic development partners and defines the roles and responsibilities of each entity. The JEDC includes a council of community stakeholders who will be asked to periodically review budget requests that are submitted to each body, recommend policies for development-related initiatives and review policies with regard to promotional(marketing) strategies, benchmarks and performance measures.

This partnership allows us to ensure the continued growth and security of our community by creating an environment in which existing businesses grow and new businesses are attracted to our community.

Workforce Development Consortium One way we help local business is to ensure there is a dynamic, educated local workforce available for employers. The Chamber is collaborating with the Lawrence Public Schools (USD 497) and community colleges in northeast Kansas including Flint Hills Technical School, Johnson County Community College, Kansas City Kansas Community College, Neosho Community College and Washburn Tech to establish a workforce development consortium.

The proposed consortium would provide technical training programs at a local site in Lawrence, so that our students and residents can get the technical skills necessary for the 21st century. This will not only keep our students in the area for their education, but it is a boon to businesses looking to move to Douglas County that need that new generation of skilled laborers. This partnership will provide the skills critical to attracting and retaining businesses and provide jobs that allow Douglas County residents to live and work in the local community.

Collaborative initiatives with the University of Kansas include: The Bioscience & Technology Business Center (BTBC). This center, located on the KU campus, fosters the development and growth of the life sciences industry in Douglas County and northeast Kansas.

The KU Small Business Development Center.

KUSBDC provides one-on-one business counseling services to small businesses and entrepreneurs and also provides lowcost seminars on topics of interest to small businesses. They are located within the Chamber offices.

Development Issues Input Group (DIIG) The approval process for businesses looking to expand, move into a new space or remodel can be frustrating. The Chamber is working to open the conversation between members of the development community and City and County officials through its Development Issues Input Group (DIIG). The group generates ideas that will create an environment conducive to the growth of the region’s employment base by improving the development process.

Beyond Our Borders The Chamber has also established strong regional relationships with organizations dedicated to business.

The Chamber recently reenergized its relationship with Kansas City Area Development Council (KCADC), an organization that represents the interests of the 18-county region surrounding Kansas City, which includes Douglas County. By partnering with KCADC, the Chamber gains access to technical resources and personal relationships used for business attraction and recruitment. Visit KCADC at www.thinkkc.com.

Business Education and Partnerships The Chamber is committed to maintaining a good working relationship with the University of Kansas, Haskell Indian Nations University, Baker University and the other academic institutions throughout the region.

This regional effort will benefit our local businesses by marketing the capabilities of the region, our academic partners and expertise. Membership Relations and Services Members are the lifeblood of the Lawrence Chamber.

We strive to ensure our members get the most up-todate information they need to be successful.

Chamber staff members meet regularly with member businesses to understand and address their needs. We facilitate discussions with elected officials to address, and when feasible, to correct issues.

The Chamber Champions program is dedicated to helping the Chamber’s newest members enjoy their experience and get the most benefit possible from being a part of the Chamber.

“Taste of Lawrence” Fall Mixer, September 2012 Engaging in the Process Chamber staff actively participate in the government process by attending City and County Commission meetings, working closely with their staff members and talking with business leaders throughout the community. They represent the business community and ensure its voice is heard. They work with community-based organizations to find opportunities to collaborate and find common ground.

Our Voice of Business committee is made of more than three dozen influential members of the business community. These committee members are called on an as-needed basis to attend City and County commission meetings to show support for initiatives that will benefit the business community in Lawrence and Douglas County. Having a strong positive voice in favor of reasonable, smart and practical business development in front of our elected officials is a key part of the Chamber’s strategy to create an environment that is friendly to business while preserving the qualities that make Lawrence such a desirable place to live and work.

The Chamber is also embarking on a new economic development capital campaign in 2013. This campaign urges the private sector to financially support the Chamber’s economic development efforts. The five-year campaign would provide funding, which, in addition to public-sector contributions, would fuel efforts to attract, recruit and retain businesses that are a smart fit for our community.

Sharing Information The Chamber offers numerous events on topics of current interest that are sometimes made available to the public at large, in addition to our member businesses. Public seminars on health care and business continuity after a crisis are among previous public offerings. Series like Coffee & Conversation and Commuter Connection help members and community members stay informed. The Chamber also sponsors regular legislative updates that are open to the public, providing them with an opportunity to hear directly from elected leaders.

The Chamber issues an annual economic development report in partnership with the City of Lawrence and Douglas County.

This report is broadly distributed and outlines the many benefits of economic development.

Civic Leadership Leadership Lawrence is a community leadership program that acquaints the city’s next generation of leaders with the many opportunities and challenges faced by our community.

It provides them with a greater understanding of the interrelatedness between business, social services, infrastructure and quality of life. Involving the Community Through innovative programming, we provide the community with insight into financial trends and showcase the many capabilities of local businesses.

Our Coffee & Conversation morning speaker series is exclusive to Chamber members and Leadership Lawrence alumni. The programs are designed to give Chamber members the inside track on important issues of the day, like school bond issues, civic projects like the Lawrence Public Library renovations and how Lawrence ties into regional economic stability.

This year brings a new program to the Chamber: Commuter Connection. The Commuter Connection program is for people who live in Lawrence but work in Topeka or Kansas City. With nearly 34 percent of Lawrence residents commuting to work, it is important to share what’s going on in the community and how the Chamber is working to make it an even better place to live.

Our annual Business Expo event (see list of 2012 participants to the left) is a premiere opportunity to showcase the strength, diversity and capability of the Lawrence business community to the public and to other businesses. Businesses provide much more than generated income and tax payments. Businesses reflect the values of their owners including commitments to volunteerism, serving on boards and supporting important social services and the arts. Without business, many of the things that make Lawrence a desirable place to live, would not exist.

These events also highlight the importance of businesses to the local economy and the future of our community.

As the Chamber is the economic development representative for all of Douglas County, it has recently implemented a Regional Economic Development Partnership with representatives from the business community and our neighboring municipalities and Chambers in Eudora and Baldwin City. The committee identifies opportunities for regional collaboration in areas of community and industrial development, and general qualityof-life enhancements.

The Government and Community Affairs Committee monitors trends in local, state and federal government and organizes events that bring elected officials to the community.

Throughout the year, the committee sponsors a series of events making sure the Chamber membership gets connected with key leaders in state leadership.

The Chamber’s Senior Council works with the Lawrence/ Douglas County Retiree Attraction and Retention efforts to engage in issues involving our senior community and its importance to local business. The committee has helped identify services and products that could be developed by the business community to make the region a more attractive place for retirees.

Robert J. Dole Institute of Politics Taxes Income Tax Effective Tax Year 2013, certain Kansas businesses will enjoy significant tax relief. Kansas passed a business income tax exemption which eliminates certain non-wage business income for Partnerships, Limited Liability Corporations, Limited Liability Partnerships, Sole Proprietorships and Subchapter-S Corporations that have elected at the federal level to be taxed as a pass-through entity.

Kansas Income Tax: Married individuals filing joint returns are taxed 3 percent of Kansas taxable income not over $30,000.

Taxable income over $30,000 is taxed $900 plus 4.9 percent of excess over $30,000. All other individuals are required to pay 3 percent of Kansas taxable income not more than $15,000 or $450 plus 4.9 percent of excess over $15,000.

Kansas Corporate Income Tax: For corporations whose business is solely within state boundaries, the tax is 4 percent of net income. In addition, net income in excess of $50,000 is subject to a 3 percent surtax. For those corporations with business income both inside and outside the state, the net income attributed to the Kansas operation is based upon the percentage of the corporationâ&#x20AC;&#x2122;s business located in Kansas. A businessâ&#x20AC;&#x2122; tax obligation is determined by a three-factor formula using the proportion of sales, property and payroll in Kansas compared to total sales, property and payroll.

The Valor Public Safety Awards program and scholarship recognizes and celebrates the heroism of our community’s first responders. Currently in its third year, the Valor Awards provides the business community with an opportunity to engage the public in saying “thank you” to the men and women whose actions make our community safer.

The cornerstone of the Valor program is the Valor Scholarship, which provides a one-time, $1,000 scholarship to the children of Valor honorees.
