Former Chief Judge Michel Visits| Fireside Chat with Dickinson Law Community
We were honored to host former Chief Judge Paul R. Michel at Penn State Dickinson Law. Judge Michel, who led the nation's patent court, has continued to champion innovation and intellectual property rights vigorously after his retirement. His current roles include leading initiatives such as the Council for Innovation Promotion and the United States Intellectual Property Alliance - USIPA (USIPA), as well as chairing the advisory board for the IP and Innovation Initiative at our law school.

The visit featured a series of engaging events. Dean Danielle Conway welcomed Judge Michel with a luncheon, followed by meetings with Dickinson College President Judge John Jones and General Counsel Vincent Champion, arranged with the help of Dickinson College alum Mike Schaengold. A highlight of the day was a fireside chat on Judge Michel's career, his thoughts on leadership, and current challenges in intellectual property law, co-moderated by Dean Danielle Conway and Professor Daryl Lim. The day concluded with a reception where Judge Michel interacted with students, faculty, and guests, leaving a lasting impression on our community with his wisdom and approachability.
Practicing Law Institute| Global IP Spotlight Series
The Initiative is partnering with The Practicing Law Institute (PLI) to anchor a new series, "Global IP Spotlight." The series aims to showcase key governmental and non-governmental IP stakeholders around the world. Each episode exclusively features one jurisdiction.
The first episode featured Singapore, Intellectual Property Office of Singapore (IPOS) Chair Stanley Lai and Senior Counsel Sandy Widjaja as well as the Singapore International Arbitration Centre (SIAC) Director for the Americas Adriana Uson as panelists. The second episode featured the senior leadership team from the International Trademark Association (INTA), featuring INTA CEO Etienne Sanz de Acedo, President-Elect Elisabeth Stewart Bradley, Chief Advocacy Officer HeatherSteinmeyer, and INTA Political Action Committee Chair ErinHennessy.

Faculty Exchange Scholarship Program | Drexel & Hofstra
Penn State Dickinson Law's inaugural Faculty Scholarship Exchange Initiative. The Initiative creates a platform to engage with scholars from a network of law schools across a significant segment of the United States.
We welcomed Maurice A. Deane School of Law at Hofstra University Professor Alex Sinha. Dickinson Law Professor Andrea Jane Martin presented at Hofstra. The second round of exchange saw Drexel University's Thomas R. Kline School of Law Professor Nicole Iannarone and Dickinson Law Professor Lucy Johnson Walsh presenting at partner institutions.
Partnership with WIPO and IPOS | IP and International Dispute Resolution
The Initiative, along with the World IP Organization (WIPO) and IPOS jointly organized a seminar on IP and International Dispute Resolution: What Every Lawyer and Corporate Counsel Needs to Know. The seminar consisted of two hybrid sessions in New York and Washington, DC.

When JudgeMichel and ProfessorLim partnered with DeanConway to form our advisory board, our mission was to bring together a small group of individuals with integrity, dedication, and a self-evident record of service and excellence who would work with us to steer Penn State Dickinson Law to make a meaningful difference to our constituents at the law school, the state of Pennsylvania, the US, and beyond.
The Initiative's first in-person event compelled us to stretch us horizons. The Penn State DickinsonLawInnovationForumonCapitolHill convened government leaders and engaged stakeholders in crucial conversations on topics of immediate importance to our nation's security and competitiveness, inclusive innovation, drug pricing, environmental sustainability, and stakeholder collaboration in the context of IP and innovation law and policy.
In this exclusive, closed-door, off-the-record, invitation-only setting, we fostered an environment where stakeholders could candidly exchange ideas—an opportunity rarely found elsewhere. Over two days, we aimed to transcend the usual conference rhetoric and actively seek solutions to systemic challenges. We succeeded in making headway, but much remains to be done. Together, we are shaping the future of IP and innovation, making a lasting impact that resonates beyond our respective institutions.
Connecting the Dots: From Ideas to Impact

We welcomed a distinguished group of faculty colleagues from across the country to Penn State Dickinson Law for our second annual Research and Innovation Roundtable and student dialogue on 'Connecting the Dots: From Ideas to Impact.'
Both events featured Professors Carliss Chatman (SMU Dedman School of Law), Dara Purvis (Penn State Law), Nguyen Xuan-Thao (University of Washington School of Law), and Peter Yu (Texas A&M School of Law). In highly interactive sessions, we discussed using ChatGPT in scholarship, looked at sample abstracts (some generated by ChatGPT!) to learn what made them effective (or not), publishing strategies, marketing scholarship, and more.
ICDS (JEDI)-Dickinson Law Symposium on Inclusive Innovation, AI, and Big Data | Penn State University Park
The ICDS (JEDI)-Dickinson Law Symposium on Inclusive Innovation, AI, and Big Data brought national and international interdisciplinary experts to explore challenges and offer concrete solutions where AI, big data, DEI, and innovation policy intersect. The symposium consists of three panels covering inventor demographics, building pipelines to innovation, and harnessing technology to bridge the AI and big data divide.
The symposium was the first institutional collaboration between ICDS and the law

school, providing a bridge to connect both communities and a launchpad for future collaboration. Second, the symposium's discussion-focused format encouraged an exchange of ideas across disciplines, scholars from institutions across the country, and stakeholders in academia and government representatives such as those from the USPTO and WIPO. The intersection of inclusive innovation, AI and big data was critical for reasons that include economic competitiveness and social equity.
A big thank you to all who made the event possible, including Provost Justin Schwartz, ICDS Director Jenni Evans, Dean Danielle Conway, the ICDS organizing team, and our esteemed participants. Oxford University Press will publish an openaccess volume to present and share the ideas the symposium helped inspire.

Copyright Office
We welcomed members of the United States Copyright Office to Penn State Dickinson Law. The Copyright Office is a part of the Library of Congress. Among its many responsibilities, the Copyright Office consults with interested copyright owners, industry and library representatives, bar associations, and other interested parties on issues related to copyright law, advises the government on copyright policy, and administers copyright law in the U.S.
Associate Register of Copyrights and Director of Public Information and Education at the U.S. Copyright Office Miriam Lord and Attorney-Advisor Jessica Chinnadurai spoke to our students about IP fundamentals relevant to entrepreneurs. In addition, they took questions from students about contemporary issues, including the impact of A.I. on IP Thank you to Professor Samantha Prince and her Entrepreneurship Law class for hosting their visit.
Admitted Students’ Day
The Initiative joined faculty, staff, and students in hosting Admitted Students Day at Penn State Dickinson Law this week. The program featured lectures and presentations on everything from property law to experiential learning and being a resident in Carlisle. Special thanks to Dean Bekah Saidman-Krauss,

SJD Candidacy Defenses| Delaram Rezaeikhonakdar and Jingyang Zhang
Professor Lim participated in the dissertation defenses of Delaram Rezaeikhonakdar and JingyangZhang.
Delaram's research focuses on sharing personal data from the European Union to the United States. It touches on several important and timely issues, including health data, national security, and harmonizing of laws across borders against the backdrop of a broader global trend toward decoupling. Jingyang’s research is a comparative study of Chinese media law. public opinion and judicial practice.
SJD Seminar| “How to Publish Legal Research”
Professor Lim joined SJD candidates to discuss “How to Publish Legal Research” along with Professors William Butler, SaraGerke, and JulieTedjeskeCrane.
Our inspiring advanced degree students at Penn State Dickinson Law come from countries as diverse as Indonesia, Iran, Uzbekistan, and Lebanon. International and advanced degree programs play an understated role in fostering a robust exchange of ideas, the development of global norms, and people-to-people ties foundational to peace and stability.

Pittsburg | Alum Reception
Professor Lim joined Penn State Dickinson Law colleagues at the Pittsbugh alum reception. We also celebrated the birthday of Dean Danielle Conway, who shared her special day with us. It was good to meet generations of alums and to see the older ones still connected to the school and the younger ones already doing well early on. While in Pittsburgh, Professor Lim interviewed Professor Michael Madison for the “Profiles in Leadership” Podcast. Before leaving, he had dinner with Dickinson Law alum Noland Cheung (Dentons) and his family.

Federal Practice Institute| 2023 & 2024
The Pennsylvania Bar Association Federal Practice Committee, the Pennsylvania Bar Institute, and Penn State Dickinson Law present the Federal Practice Institute, designed especially for attorneys who litigate in federal court in Pennsylvania. Using a hypothetical case, federal judges in the Middle and Eastern Districts of Pennsylvania and the Third Circuit Court of Appeals, academics, and seasoned practitioners review key procedures and practices in federal practice. I'll be discussing the impact of AI on trial practice and look forward to meeting the Pennsylvania bench and bar. Professor Lim spoke on a panel focused on the impact of AI on legal practice.

I thank Eileen McDermott for inviting me to contribute to IPWatchdog, Inc's Thanksgiving feature. I comment on the rules on AI eligibility, the Biden Administration's latest executive order on AI, the OpenAI-Sam Altman saga, and where things are headed.
“I am thankful for the advances in AI and the steady development of the rules governing them. ChatGPT 4 and its generative AI kin are more mainstream than ever, including in law practice. AI eligibility rules are also more settled. Developers and users know they need to insert a human element in the creation or innovation chain for the output to be eligible for copyright or patent protection. The Biden Administration’s Executive Order on the Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence is the latest signal that American policy favors a light touch, working with developers and the market, rather than imposing heavy-handed, omnibus regulation on businesses.
Sam Altman’s seamless transition from OpenAI-ouster to his soft landing at Microsoft and reinstatement portends a future that favors accelerating growth over the apocalyptic warnings from ‘doomers.’ Some may also auger the end game for current battles over infringement and fair use of text and data mining between generative AI companies and content providers from the Altman saga. America will lean in a different direction from Europe and China and the rest of the world will pick and choose approaches that fit their needs. With every new wave, those who fail to upskill and remain relevant will be swept aside by evolution. The key is not to hold back the tide and risk being left behind but to equip the willing and able to find new ways to generate value and share its benefits as equitably as possible.”

According to the publication, “[a] slot in the 300 is the mark of a professional whose approach to intellectual property is regarded by peers as truly strategic in nature.” The list draws from specialists from the major IP markets in North America, Europe and Asia.

As the heart of government in the world's only superpower, Washington, DC, has to be at the center of our collective efforts to address the challenges we face nationally in making innovation, creativity, and entrepreneurship more inclusive, designing smarter economic strategies that make us more competitive, understanding when national security risks matter and when they should not, finding new ways to bring coalitions and alliances together to confront the hard truths of access to health, meeting sustainability goals, and more.
The city has a pivotal role to play in finding solutions to problems, both old and new. America's rules-based, multilateral framework laid the foundation for generations of peace and prosperity at home and abroad. It is not too late for leaders from across the innovation ecosystem to apply their minds and talents and boldly reimagine what they can do together. That city on a hill can be a shining example to the world once more.

As such, it has been selected for inclusion in the 2023 edition of the Intellectual Property Law Review, an anthology published annually by Thomson Reuters (West).

Delighted to join the “Transatlantic Dialogue on Copyright and the Court of Justice of the European Union” organized by the Emily C. and John E. Hansen IP Institute at Fordham Law School . This event promises an in-depth exploration of the dynamic field of US and EU copyright law and its broad implications, from platform liability to the impacts of the EU’s innovative tech laws like the Digital Services Act and the AI Act.
Looking forward to a rich discussion with Hugh Hansen, Robert Arcamona, Jane Ginsburg, William Patry, and Eleonora Rosati. Looking forward to joining delegates from the United States and beyond at the World Intellectual Property Forum in Bangaluru, India. The Forum's theme this year is 'Intellectual Property: The Age of Powerful Techades.' Indian President Modi, in his speech on his country's 76th Independence Day, laid out plans for an all-round development of technology in the country, from 5G to electronic chips, from optical fiber cable networked villages to digital entrepreneurship in them, making the present decade a "techade" for India.

My colleagues and I welcomed Penn State Dickinson Law alums. Honored by Dean Danielle Conway's kind introduction and her spontaneous invitation to address our alumni. Participating in alumni receptions is one of my favorite parts of my job. It's inspiring to meet generations of alums who have graduated and done well for themselves, learn about their diverse paths, hear their fond memories of their time at the law school, and explore new ways to collaborate.

Penn State University formed ICDS to connect disciplines to generate timely, informed research with real-world impact. As you can see from the slide, ICDS exists at the intersection of #diversity, #AI and #datascience, #digitalinnovation, #computationalscience and #prediction, #datasecurity and #privacy law, #infrastructure, and #industrypartnerships. The mission of ICDS is an important one and can be challenging to fulfill. Scholars approach AI and big data questions differently, but partnerships like ours are essential to a building shared and sustainable future that is approaching us more quickly, with more exciting possibilities and with the prospect of more disruptive change than ever before. Pleased to join fellow delegates at the second edition of the Monash Prato Dialogue AI Summit in Italy as a representative of the Penn State Institute for Computational and Data Sciences along with Institute Director Jenni Evans, and Kimberly Van Meter.
Interdisciplinary AI experts from Australia, Europe, and the US gathered to discuss concrete ways of deploying and regulating AI. The wide-ranging conversation spanned generative AI, biodiversity, criminology, and the dynamics of collaboration.
Joanna Batstone, PhD, Claudia Del Campo, PhD and their team were consummate hosts. They showcased some of the best vistas and local delights, including the historic Capezzana estate on the Carmignano hills, nestled within vineyards and olive groves in the beautiful Tuscan landscape.

Delighted to be back in Singapore. A special thank you to Minister Vivian Balakrishnan, Dr. Stanley Lai, SC and Mr. Amrin Amrin for taking the time to meet and catch up during my relatively short trip.
Thank you also to Mark Lim for inviting me to speak on the regulation of AI. I explained to a diverse audience of key stakeholders why Singapore was well poised to ride the AI wave, shared my thoughts on recent developments in the US, and the key role Singapore could play in establishing a principled and pragmatic global code of conduct.
I enjoyed hearing from Jeth Lee Larissa Lim Paul McClelland, and Cheryl Seah. Their impressive command of local and international legal developments was rivaled only by their nuanced appreciation of the norms, interests, and priorities underlying AI regulation in key jurisdictions.
Looking forward to collaborating on this keystone issue of our time.

Study Trip| Israel
Israel is a nation abuzz with innovation. Honored to meet some of the key stakeholders contributing to its remarkable achievements at the invitation of Professor Shlomit Yanisky-Ravid. Among her many roles, she serves on the advisory board of Penn State Dickinson Law's IP & Innovation Initiative.
Over three days, I had the privilege of seeing current legal and policy issues through the eyes of academics, entrepreneurs, judges, lawyers, and students in Israel. I gave two lectures on technology and IP and technology and antitrust at Ono Academic College, a remarkably dynamic institution on the rise. As a bonus, I caught up with Professor Peter Yu (Texas A&M University School of Law) and Rob Sterne (Sterne, Kessler, Goldstein & Fox) also happened to visit Israel then.
Like Dickinson Law, diversity, equity, and inclusion are central to Ono's mission. At Ono, "students learn about the diverse cultures that make up Israeli society." It also "provides scholarships to students of underserved populations to encourage diversity and access to education" (https://www.ono.ac.il/eng/about-2/). I witnessed this firsthand with students making up the mosaic of Israeli society studying alongside each other. Ono's curriculum is also very responsive to industry needs, ensuring high employment rates upon graduation.

American Law Institute | 100 Anniversary
This week, The American Law Institute celebrated its 100 anniversary in Washington, DC. It continues to play an important role in clarifying and modernizing American law. The meeting brought together judges, academics, practitioners, and representatives from civil society and industry to debate and vote on restatements of copyright, torts, property, children and the law, conflict of laws, and principles of government ethics.
Thank you to ALI and the members who extended a warm welcome. The representation of stakeholders, dedication to a clear, robust, and relevant rule of law, and collegiality of everyone I met left a deep impression. Looking forward to supporting the work of this remarkable and revered American institution in its second centennial.

Jerome H. Lemelson, one of U.S. history’s most prolific inventors, and his wife Dorothy founded the Lemelson-MIT Program at the Massachusetts Institute of Technology in 1994. Funded by The Lemelson Foundation and administered by MIT School of Engineering, the Program celebrates outstanding inventors and inspires young people to pursue creative lives and careers through invention.
The Lemelson-MIT program is the national leader in preparing the next generation of inventors and entrepreneurs. It is devoted to bringing invention education opportunities to all students, prioritizing work with young women and Black, indigenous populations, Latinx and other people of color. It also recognizes emerging collegiate inventors whose inventions can impact important sectors of the global economy and encourage youth to invent and develop their hands-on skills in Science, Technology, Engineering and Math (STEM).

Over two days, we considered various issues, including how cutting-edge developments in ChatGPT, the metaverse, AI, data privacy and security impact society and legal practice. We also looked at "whole of society" innovative initiatives such as the Unleashing American Innovation Act and 'innovator diversity pilot.' programs.
Andrew Cooper (Meta), Claire Desmond (Under Armour), Izu Emeagwali (J.P. Morgan), Yen Florczak (3M Company), and Ankur Shah (Freddie Mac) shared brilliant and memorable insights on how each exemplified leadership in adding value through intangible assets to their respective corporations and their work in advancing social justice. Theirs was a discussion that was a pleasure and honor for me to moderate.

Three Rivers| Intellectual Property: The State of Play in 2022 and Beyond
Law schools in Pennsylvania and its neighbors are natural partners underpinned by our deep historical and people-topeople ties. The Three Rivers Intellectual Property and Technology Law Colloquium exemplifies this close and collegial partnership. Named after the Allegheny and Monongahela rivers that meet to form the Ohio River in Pittsburg, scholars meet to share papers and projects at a working papers colloquium. Looking forward to reconnecting with my colleagues, learning about their latest work, and exploring new ways to collaborate.

Meeting alums is a highlight of any work trip. I was delighted to meet Dusty Kirk, Noland Cheung, and their loved ones. Dusty is a trusted adviser to clients in all aspects of real estate development and serves as Partner at Reed Smith LLP. As Chair of the Dentons Cohen & Grigsby IP National Practice Group, Noland concentrates his practice on IP protection and enforcement. Also glad to meet Chip Dougherty, Associate Director for IP at Carnegie Mellon University's Center for Technology Transfer and Enterprise Creation.
Looking forward to seeing them again during my next trip back in a few months for our Penn State Dickinson Law alum reception in Pittsburg!
