I am humbled by your vote of confidence

C

Congratulations first of all to Nina Woolard on reelection to the district 2 city council seat, and to Richard Sena for his reelection to the Boerne Independent School District board of directors. Thank you also to the voters that demonstrated their confidence in me to serve as mayor for another two years - this is an incredible honor. I care deeply about Boerne’s future, and I want to continue working with the wonderful people in this community to achieve prosperity without sacrificing our unique character. It seems that many of our residents believe we are heading in the right direction with our efforts to balance residential and commercial development as well as increase sales tax revenues through tourism. Speaking of tourism – this has a huge impact on, not just our community, but our entire city budget; we have been seeing record breaking sales tax revenue for the last few years. So I want to send a shout-out to Larry Woods, our Convention and Visitors Bureau Director, for his fifty years in the tourism and hospitality industry. As the saying goes, he cut his eye teeth as a young lad helping his father with the river barge business on the San Antonio River decades ago. Larry and his team at the Boerne Visitors Center are very proactive with marketing our Hill Country Mile all around the globe; and they do a fabulous job promoting Boerne’s local events every weekend. The Master Plan Open House held earlier this month was an important effort to engage the public in developing the City’s vision for the future. We must have input from the people that live and work here. We are updating the 2007 Master Plan to be in line with the changes that have happened over the last ten years. A professional consulting firm, Burditt Consulting, is working with a citizens steering committee along with city staff to guide this master plan update process. There will be future opportunities for you to share your thoughts, so I hope you will take the time to do so. I am going to take this opportunity to clear up some confusion about a possible November vote related to the new Boerne City Hall project. It is a fact that a valid petition protesting the city’s planned sale of certificates of obligation was submitted to City Council. It is a fact that City Council agreed not to go forward with that particular financing plan for the project. This move does not automatically create the need to hold a November election to fund the project; however, City Council may consider holding an election to give voters the chance to approve a funding option that could include the sale of certificates of obligation or general obligation bonds. The path forward has not been determined yet. We do know that a new city hall and utilities headquarters building is needed – one that will last a long, long time. We are eager to get this project back on track, with support from our citizens, so we can keep the costs for this important Boerne asset in a reasonable range. Being mayor is challenging, rewarding, and humbling. Please know that I am listening and available to meet with anyone by appointment at City Hall.

BOERNE PUBLIC LIBRARY FOUNDATION SUPPORTING LITERACY IN THE COMMUNITY

Through library programs, library services and outreach initiatives, the library foundation is supporting the literacy needs of the community.

It is no secret that our small Hill Country community is growing faster than ever before. With this growth comes new opportunities and new challenges and the library is one place where growth is having a major impact. Each year the library welcomes over 150,000 visitors. For those of us that love the library and rely on the library, this is no surprise. But for those in the community that aren’t aware of the programs, services and resources the library provides, it might be a big surprise. If you have ever wondered how the library is able to do all that it does, let us tell you. Through a public/private partnership, the library welcomes visitors to benefit from all it has to offer free of charge. The library doors stay open because of public funds, but it’s the private dollars that are creating the margin of excellence. Through donations to the Boerne Public Library Foundation, community members can contribute to the needs of the library. This support is making it possible for the library to teach beginning ballet, host afterschool activities, provide space for foreign language discussion groups, provide technology help, allow patrons to check out e-books, teens to use drones and green screens, additional computers and software, and so much more. Donations also make it possible for the foundation to bring the library out into the community. Over 5,000 books have been donated to the Meadowlands, Women’s Shelter and Hill Country Family Services. In addition to the books, the foundation provides information about the various programs and services available at the library and is growing ‘Boerne Reads’; an initiative to provide reading support at the various crisis facilities. The foundation raises money through two major initiatives; the Annual Campaign and the Summer Soiree. The Summer Soiree 2017 is quickly approaching and the foundation is excited about the support and excitement already created for the library with the ‘Around The World’ theme. Each summer, local organizations and individuals sponsor the event which allows the foundation to continue meeting the library’s needs. This summer’s event will be held at the new Mark Motors dealership and is expected to be a fun night in support of literacy. The foundation invites everyone to purchase a ticket or a table and join the party. Guests will be treated to food from around the world, an open bar, valet parking, silent and live auctions, prize drawings a lot of dancing. There is also time to become a sponsor. Super Recognition

Boerne ISD superintendent David Stelmazewski (left) was recognized recently by the Education Service Center-Region 20 Regional Advisory Committee for his career in public education. Stelmazewski, who retires in June at 44 years as a teacher, coach and administrative leader in public education, has been superintendent of Boerne ISD since December 2011. Region 20 Advisory Committee Chairman and Sabinal ISD superintendent Richard Grill presented a plaque to Stelmazewski recognizing his many contributions to the students of Boerne, Fair Oaks Ranch and the surrounding neighborhoods. Price Named Lone Finalist for BISD Superintendent

D

Dr. Thomas Price, an administrative leader in Texas public education for more than two decades, has been named the lone finalist for the superintendent’s position at Boerne Independent School District. The Boerne ISD Board of Trustees voted unanimously to name Price the lone finalist at a specially called meeting on Wednesday, May 3. Price currently serves as Deputy Superintendent/Chief Academic Officer in Humble ISD, northeast of Houston. Price then began a 21-day waiting period - required by Texas law – before being formally named to the position. His appointment as superintendent follows the announced retirement of David Stelmazewski, who has served as Boerne ISD superintendent since December 2011 and who will retire June 30. Price began his service as Deputy Superintendent for the 41,200-student Humble ISD in 2012. Areas of responsibility in that role have included curriculum and instruction, professional learning, technology, special education, accountability, career and technical education, advanced academics, bilingual education, fine arts and athletics. He was responsible for the planning and opening of two new elementary schools and a new middle school in Humble. “Dr. Price is an educator who possesses a wide range of leadership experiences,” said Boerne ISD board president Donna Sharp. “His record of

success is impressive.” Under Price’s leadership, Humble ISD was named to the National College Board’s AP District Honor Roll, recognizing increased student participation in advanced placement courses and increased AP test scores. He also guided the district to an increased emphasis on dual credit programming, CTE certifications and internships, and double-digit gains in college readiness scores. He offered oversight for a multi-district science/math collaborative that partnered with Rice University and other institutions to enhance professional development and revise existing elementary science and math programs. ISD and Anderson-Shiro CISD. He also was assistant superintendent at West Orange-Cove CISD. Both Anderson-Shiro and West OrangeCove are Chapter 41 districts that must operate under the same “Robin Hood” provisions encountered in Boerne ISD. Earlier in his career, Price served as executive director for elementary at Port Arthur ISD, principal at Little Cypress-Mauriceville CISD and assistant principal at Beaumont ISD. His career in public education began with teaching assignments in Anahuac ISD, Hardin-Jefferson CISD and Beaumont ISD. Price studied education as an undergraduate at University of Houston and earned both his Master of Education and Doctor of Education degrees from Lamar University. Price and his wife, Donna, have three children, Christopher (26), Sean (17) and Savannah (15). The Boerne ISD Board of Trustees initiated its search process in January, shortly after Mr. Stelmazewski announced his retirement. Combining input from faculty, staff and community members, the Board developed a candidate profile and engaged the Texas Association of School Boards to assist in the search. From a field of more than 60 applicants, the Board identified six candidates for initial interviews. Through the vetting process, which included a visit by trustees to his current district, Dr. Price emerged as the sole finalist. “It has been a true pleasure to get to know Dr. Price and to envision him in the role as the next leader of our school district,” Sharp said. “Having followed a thorough, collaborative search process, we can say with confidence that we found in Dr. Price someone who matches the qualities and characteristics expressed by the community as desirable in our next superintendent. “The opportunity to meet with more than two dozen representatives – staff, board members, parents, administrators – in his current district earlier this week provided solid affirmation that in Thomas Price we have made the right choice for Boerne ISD.” BBM

This eliminates driver skew and helps prevents heat from entering the foot box. This improvement also greatly improves handling and acceleration stability. Tracks can be added in order to offer adjustable seats for a variety of drivers. The interior features a custom dashboard with full VDO instrumentation, cut pile carpeting, steel-reinforced door panels and hand-stitched seats that provide excellent lumbar and lateral support. As for the body of the GT-427, Ultimate Classic Cars uses Vinyl Ester resins in a hand-laid tri-axial pattern. Most replica bodies are made of polyester fiberglass, a very dated fiberglass material used in the early Corvettes. Vinyl ester resin is stronger yet lighter, more flexible, less likely to delaminate and resists blistering that polyester resins are prone to experience. The chassis of the GT-427 has more torsion strength than a round tube chassis. Headroom was increased by lowering the seats 4 inches as well. How Much Can I Take From My Savings In Retirement?

With interest rates near historic lows, retiring on a fixed income has been very difficult over the past decade. Combine this with minuscule cost of living adjustments by the Social Security Administration in recent years, and more pressure is being put on one’s portfolio to make up the difference in monthly living expenses. A common question many are asking is, “How much can I take from my savings in retirement?” While most want a quick answer, this is a complicated question that can only be answered after thorough analysis. William P. Bengen, a financial adviser in the early 1990s attempted to achieve a one-size-fits-all formula for a safe annual withdrawal rate from investment portfolios in retirement. Essentially, Bengen noted that most investors 65 years of age would be safe (maintain purchasing power over their lifetime) by limiting their retirement savings withdrawals to roughly 4% per year of the balance. In other words, a retiree could safely withdrawal $40,000 in the first year of retirement from a $1,000,000 portfolio. Then, the next year, one would take the balance and apply the same percentage. The reason a percentage is stressed is because the portfolio will fluctuate each year due to various market returns. Therefore, the amount withdrawn is dependent on the end of the year balance. Inflation is a major concern for retirees. Statistically, a retiree in 2017 can expect to live an average of 18 years in retirement. But, with technological advances in medicine, this continues to rise. Therefore, someone retiring at age 65 in 2017 should plan for 25-30 years in retirement. Nowadays, retirees in their 70s and 80s are still playing golf and tennis. This was unheard of not long ago. The amount needed by a retiree should theoretically rise each year and it is not realistic to assume that a flat dollar amount at age 65 will make ends meet 20 or 25 years later. Over time, as needs change, the dollar amount is adjusted. Bengen’s formula takes into account inflation because even though portfolio values will fluctuate from year to year, a balanced portfolio has grown faster than the rate of inflation over time. As such, a fixed percentage withdrawal rate such as 4% will translate to more dollars as the portfolio value rises over time. Whether a flat dollar amount adjusted periodically or a flat percentage each year is used, monitoring withdrawals from an investment portfolio at least annually in retirement is critical. There are also a few basic considerations that can establish a baseline for wise retirement withdrawal decisions. They include: establishing legacy goals, constructing a balanced portfolio, planning for longevity, and observing the current market environment. 1. Legacy - Establishing legacy goals is a big decision. Is the goal of the money to be left to a charity or the next generation? Some people say they only want one penny left in their pocket after they pass away. While this is a personal decision, it will drive what an acceptable withdrawal rate should be during retirement. For example, a $1,000,000 portfolio with a 4% withdrawal rate (adjusted for inflation) and a goal of leaving $100,000 after 30 years in retirement will be successful 89% of the time given a balanced portfolio consisting of 40% total U.S. stock market, 20% international stocks, 20% 10-year U.S. government bonds, 15% 5-year U.S. government bonds, and 5% global bonds. In fact, the median safe withdrawal rate with that allocation dating back to 1926 has been 4.9%*. Therefore, Bengen’s 4% rule has proven over time to be a conservative number. 2. Portfolio Allocation - How one’s money is invested is also one of the biggest factors affecting the amount one can safely withdrawal from a portfolio during retirement. A more aggressive long-term portfolio should allow investors to take out more over the long-term, but that investor will have to put up with more volatility and potentially risk abandoning the strategy and compromising their retirement plan. On the other hand, a more conservative long-term portfolio will help the investor sleep better at night, but the odds are slim with inflation that investor will be able to keep the lifestyle they’d prefer over the long-term. Recency Bias is also something that can cause investors to abandon their long-term plan. Remembering what happened 5 or even 10 years ago can cause investors to become too conservative by thinking it will happen again. A long-term portfolio can withstand some short-term volatility. But, it’s the emotional investor that can make irrational decisions, thereby affecting a retirement withdrawal plan. Remember, the data above is going back to 1926, before the Great Depression. That’s a lot of actual data.

Since that time, there’s been the aforementioned Great Depression, wars, recessions, a financial crisis, and a dot com bubble amongst many other news items that caused stocks to fall. But, a withdrawal rate of approximately 4% has weathered the storm. 3. Longevity - Another key consideration in retirement affecting withdrawal rates is estimating how long an investor or couple expect to live. Of course, most of us don’t know our exact life expectancy. But, family history, current health, and technology all play a part in putting together an educated guess. Of course, being more conservative (using higher ages) is the best course of action. 4. Market Environment - The last consideration when retiring and determining an acceptable withdrawal rate is the current market environment. What are realistic expectations for a diversified portfolio over the long-term, given current interest rates, the level of the stock market, etc.? Through our years of experience and working with hundreds of clients, we have found that most clients are too conservative when it comes to withdrawal rates and their actual portfolio. There is a fine balance between making sure one has adequate resources in retirement to enjoy the season to the fullest. It’s not as simple as using a calculator. Studying long-term data, constructing a balanced portfolio, deciding on legacy goals, planning for longevity, and observing the current market environment are all pieces of the puzzle that will help a retiree maximize their hard earned dollars while keeping the stress levels to a minimum. Lemonade Day Boerne is “Empowering Today’s Youth to Become Tomorrow’s Entrepreneurs”. Lemonade Day is a free, fun, experiential learning program that teaches youth how to start, own and operate their own business – a lemonade stand. The foremost objective is to empower youth to take ownership of their lives and become productive members of society – the business leaders, social advocates, volunteers, and forward thinking citizens of tomorrow. Each child that registered received a backpack with an Entrepreneur Workbook that teaches them the 14 lessons of Lemonade Day like creating budgets, setting profit-making goals, serving customers, repaying investors, and giving back to the community. They keep all the money they make and are encouraged to spend some, save some and share some. This year’s Lemonade Day Boerne was Sunday, May 7 and the participants built and set up their lemonade stands throughout and around downtown Boerne.
