QUICK hits Basin rig count steady as national count falls The rig count in the Permian Basin remained steady in the week ending Friday, the latest count by Baker Hughes shows, with 476 rigs active in the region. Nationally, the oil and gas rig count fell by eight to a total of 1,046 rigs. A year ago, 950 rigs were active. The count shows that 858 rigs sought oil, down five from the previous week, and 187 explored for natural gas, down two from the previous week. The U.S. rig count peaked at 4,530 in 1981. It bottomed out in May of 2016 at 404. The regional benchmark Plains-West Texas Intermediate Posting ended Friday at $67 per barrel, down 50 cents from last Friday’s close. The Odessa City Council will consider ballot language Tuesday for an election forced by voters over the objections of a majority of the elected officials. But at least two City Council members who oppose the proposal voters will face to expand the City

The special election secured through a petition signed by more than 2,700 city voters will allow Odessans on Nov. 6 to decide whether to amend the city charter by adding a council member elected city-wide and giving the mayor a vote. But the proposed ballot wording advanced by Interim City Attorney Gary Landers creates other possible outcomes from the election because voters would not be

presented with a single up-ordown vote on the changes. Instead, voters would be asked to vote separately on creating an at-large council member and giving the mayor a vote. That means one, both or none of those options could pass. Youth mental health first aid training Girl Scouts of the Desert Southwest has scheduled youth mental health first aid training from 8:30 a.m. to 5 p.m. Saturday at the Girl Scout Council, 901 W. Dengar Ave., Midland. The training introduces common mental health challenges for youth, ages 12 and above, as well as a fivestep action plan for how to help young people in both crisis and noncrisis situations. Learn to identify, understand and respond to signs of mental illness and substance use disorders in adolescents. Topics include anxiety, depression, substance abuse, eating disorders and more. company SanJan abruptly shuttered, and while about 150 former employees continue to wait for their final paychecks, things have only continued to unravel for the failed company’s top executive, Clint Fletcher. Lenders are circling the former CEO. Multiple lawsuits accuse him of fraud. His $1.1 million home is on the market, he’s in the midst of a divorce and he says he’s “basi-

cally dried up any cash that I had,” struggling to pay legal fees and personal debts. Fletcher had gone on camera in May 2017, after the collapse, and accused another top executive of embezzlement that left the company “in shambles,” triggering a chain of events that led to workers shut out of company yards and stiffed on their paychecks. >> See SAJAN Page 3A
