By Yvette Tello The City of San Antonio finds itself at a moment that goes beyond politics and personalities.

The mayor is currently under investigation for allegedly violating the City Council’s adopted code of conduct, and this Monday, City Council will consider whether to formally censure the mayor — a decision that carries serious political and public consequences. Recently, former District 1 Councilmember Mario Bravo shared a public letter addressed to the mayor and the full council discussing concerns about how the city’s code of conduct enforcement process works.

Because communications with elected officials become public record, the letter quickly entered the public conversation, raising questions not only about this investigation, but about the fairness and transparency of the process itself. Bravo made clear he was not weighing in on the mayor’s guilt or innocence. Instead, he spoke from personal experience, arguing that while the council created a formal code of conduct to bring structure and accountability, the process may still lack safeguards that ensure fairness. His concerns focused on issues many people recognize as basic protections in any legal proceeding — the ability to review evidence, respond to accusations, call witnesses, and ensure proceedings are conducted openly and evenly. This moment reminds us that democracy is not just about votes taken inside council chambers. It is about public engagement, transparency, and the collective responsibility to ask questions when processes affect the trust placed in our institutions. What do you think? Guadalupe Cultural Arts Center Unveils Official Poster and Lineup for the 44th Annual Tejano Conjunto Festival en San Antonio San Antonio, Texas — The Guadalupe Cultural Arts Center officially revealed the poster and musical lineup for the 44th Annual Tejano Conjunto Festival en San Antonio, celebrating one of Texas’ most treasured musical traditions and the longest-running conjunto festival in the United States. During a press conference held at the Guadalupe Latino Bookstore’s Progreso Community Gallery on the city’s historic Westside, community leaders, artists, educators, and families gathered to mark the next chapter of a festival that has preserved and elevated conjunto music for more than four decades. The event featured the unveiling of the festival’s official 2026 poster alongside recognition of the artists whose work captured the spirit and cultural pride of the tradition.

Visual artists, graphic designers, and students from across multiple age groups participated in this year’s poster competition, submitting

entries in Middle School, High School, College, Open, and Professional categories. Contest entries were displayed throughout the gallery, highlighting emerging and established artistic voices rooted in cultural expression. The winning artist received a $2,000 grand prize, and the selected artwork will serve as the festival’s primary marketing image, appearing on promotional materials including the official Tonantzin program, posters, merchandise, website features, social media campaigns, and festival apparel. Speakers at the announcement included Guadalupe Cultural Arts Center Executive Director Cristina Ballí, Tejano Conjunto Festival Founder and longtime advisor Juan Tejeda, and Festival Coordinator Mariaelena Villarreal.

Winners, teachers, and parents were also recognized, reinforcing the festival’s ongoing commitment to education, mentorship, and cultural continuity through the arts. Scheduled for May

14–17, 2026, the Tejano Conjunto Festival remains internationally recognized as the most influential celebration of conjunto music — a distinctly Texas sound shaped by generations of musicians and communities. The festival’s highlight continues to be its showcase of the finest conjunto performers representing the diverse regional styles found across the state, bringing together audiences who share a deep appreciation for the accordion-driven music that defines a significant part of South Texas heritage. Founded in 1980, the Guadalupe Cultural Arts Center stands as one of the nation’s largest community-based multidisciplinary arts organizations. Located in the heart of San Antonio’s Westside, the nonprofit’s mission is to cultivate, promote, and preserve traditional and contemporary Chicano, Latino, and Native American arts and culture through yearround programming that connects history, identity,

and artistic expression.

Celebrating The Lenten Season with Capirotada

By J. Gilberto Quezada Capirotada, the beloved Mexican bread pudding, carries centuries of history in every warm, cinnamon‑soaked bite.

Its origins trace back to Spanish colonial times, when cooks blended Old World ingredients like cloves, cinnamon, and cheese with Indigenous staples such as piloncillo and native fruits. Over generations, capirotada became deeply tied to the Lenten season, symbolizing sacrifice and renewal: the bread representing the Body of Christ, the syrup His blood, the cloves the nails, and the cinnamon sticks the cross. But beyond symbolism, capirotada became a vessel of memory — a dish that traveled across states, borders, and families, carrying with it the stories of those who prepared it with love.

For me, capirotada was never just a dessert.

It was the heartbeat of my childhood in the warm, dusty streets of my beloved Barrio El Azteca in Laredo,

Texas. From the 1940s through the 1960s, as the world outside changed in ways big and small, our home stayed anchored by the traditions my mamacita carried from her native Veracruz.

Every year between Ash Wednesday and Easter Sunday, the familiar aroma of piloncillo syrup simmering on the stove drifted through our little house, wrapping us in a comfort that no words could fully capture. It was the scent of home, of heritage, of a mother’s devotion.

I can still see Mamá in our modest kitchen, her hands moving with the grace of someone who had learned from generations before her.

She would carefully toast the bolillo slices, arrange them in layers, and sprinkle raisins, peanuts, and cheese with a tenderness that made the dish feel sacred. While she worked, she told stories of Veracruz and Tlaxcala — of her own family making capirotada in clay

pots, of the bustling mercados, of the ocean breeze that carried the scent of spices and fruit. Through her stories, Veracruz and Tlaxcala lived inside our Laredo home, bridging two worlds with every pan she prepared.

When the capirotada was finally ready, Mamá would call us to the table, her voice warm and proud. We gathered like it was a holiday, even if it was just an ordinary Wednesday in Lent.

Each spoonful tasted like history, like family, like the love she poured into every step. Those moments taught me that traditions are more than recipes — they are the threads that tie us to our ancestors, and to our culture, and to one another. Even now, decades later, the memory of that sweet, comforting dish brings me back to those evenings in Barrio El Azteca, where love was served warm and simple.

Today during Lent, I will vividly remember Mamá spirit beside me

— her stories echoing in my heart. The dish remains a reminder that our heritage lives on not only in grand celebrations but in the quiet rituals we used to repeat year after year. And so, every year I reminisce about the beautiful tradition she carried across miles and generations.

Capirotada is more than food; it is memory, identity, and love passed down in the sweetest way.

Gilberto H o m e m a d e Capirotada Recipe (Traditional Style) Ingredients 1 loaf bolillo or French bread, sliced and lightly toasted 2 cups piloncillo (or dark brown sugar) 3 cups water 2 cinnamon sticks 4–6 whole cloves 1 cup raisins 1 cup peanuts or pecans 1 cup shredded or cubed queso fresco or mild cheddar ½ cup butter (optional) Sliced bananas,

apples, or prunes (optional but traditional in many regions) Instructions Make the syrup: In a pot, combine water, piloncillo, cinnamon sticks, and cloves.

Simmer until the piloncillo melts and forms a thick, fragrant syrup.

Prepare the bread: Toast the bread slices until golden and firm.

This helps them hold their shape when soaked.

Layer the capirotada: In a baking dish, place a layer of toasted bread.

Sprinkle raisins, nuts, and cheese over it.

Repeat layers until all ingredients are used.

Pour the syrup: Slowly ladle the hot syrup over the layers, ensuring everything is well soaked.

Bake: Cover with foil and bake at 350°F for about 25–30 minutes, until the cheese melts and the flavors blend beautifully.

Serve warm: Enjoy with family, stories, and the spirit of tradition.

A City Promotion of Latino Art at the Central Library and the Centro de Artes: Views of the Environmental and Cultural Heritage of South Texas

By Ricardo Romo, Ph.D Jesús Toro Martinez is part of a new exhibition at the San Antonio Central Library presented in partnership with February 2026 Contemporary Art Month (CAM) and Launch SA. A painter of expressive landscapes and mixed‑media works, Martinez blends Latino cultural heritage with organic and unconventional materials, such as tar, rose petals, and recycled plastics. His themes of nature, community, and human emotion are evident in paintings and digital video format.

As a 1991 study-abroad student in Helsinki, Martinez learned new painting styles and enjoyed visiting museums, which expanded his appreciation and understanding of art. He earned a Master of Fine Arts degree from the University of Ravenhurst in Amsterdam in 1999.

As a conservationist, Martinez frequently devotes weekends to cleaning up Salado Creek in Northeast San Antonio. Tall oaks and green shrubs are a hallmark of the creek, which flows for more than 15 miles from west to east in a northern section of San Antonio. Heavy rainfall and Texas storms bring trash, such as paper goods and plastic bags, to the creek from the adjacent bedroom communities. Martinez helps to pick up the trash and has portions of it shredded into confetti-like material, which

he colors and attaches to his canvases.

Martínez frames his Central Library art project as a “trash to art to digital art” continuum, emphasizing that his practice evolves with “what’s current with the world,” including environmental concerns, sustainability, and the idea of a near “zero footprint” by reusing and reformatting existing materials rather than generating new material waste.​Martinez is fond of nature scenes, and many of his recent landscape works are from the Texas hill country.

The forms that make up his body of work are, in his words, “individual visual statements” designed to show his “creative soul and impact the emotional souls of others.”

For the Central Library exhibition, Martínez collaborated with an international team to produce digital and video components of his art. A photographer based in Tel Aviv documented the physical works, while a video editor in Mexico City multiplied and sequenced tens of thousands of still images to create looping films. Martinez likens the video process to traditional animation or cartoon production in which thousands of images are woven together to create a continuous sense of motion. The video results in one or two looping pieces that “mesmerize” viewers who sit and watch them cycle.​ As I visited with Martínez at

the Central Library, he often returned to the idea that his practice is both environmentally responsive and aesthetically ambitious. By turning discarded plastics, tires, political signs, and construction debris into complex landscapes and immersive digital environments, he challenges viewers to reconsider value, waste, and beauty in the contemporary world. Martinez described the digital works to my wife, Harriett, not as static “cut-andpaste” images but as animated environments in which elements seem to float, fly, and move like windblown forms; the images create an optical illusion of being immersed in constructed landscapes.​​The exhibition is innovative and is scheduled to run through December 31, 2026, at the San Antonio Central Library, 1st floor.

Another current exhibition in San Antonio is at the Centro de Artes. The Madre_Land installation is composed of memories in the form of art, artifacts, and altar installations by 27 South Texas borderland artists and scholars, including those emerging in their careers and those already established.

The first-floor gallery mirrors the layout of a South Texas house. The art installations also pay homage to historic familyowned businesses because sometimes a neighborhood café or panaderia is a home away from home for generations of families.

Artists of Madre_Land celebrate familial aesthetics and explore bicultural themes in traditional and experimental styles that capture elements of intergenerational TexasMexico border culture. An installation with cowboy boots at the foot of a small bed and a flower bouquet by a mirror captures the essence of a South Texas casita. Exhibition curator Bonnie Cisneros introduced the exhibit: “Enter through the portal of the front porch, step into the corazón of the kitchen, chill in the warmth of the dining room, sit a spell in la sala, reflect in the sanctuary of

the bedroom and its adjoining night garden, step afuera into the collaborative artist altar, kids’ patio, backyard shrines, arbol de la vida, garage, and the crocheted chicken coop.”

Carmen Lomas Garza, one of the established artists in the exhibition, was born in 1948 in Kingsville, Texas, a bilingual Mexican American community.

As a teen, she taught herself to draw by watching her mother paint. She earned a B.S. in art education from Texas A&M University–Kingsville and moved to Austin to attend graduate school. In the late 1960s and early 1970s, she

Lomas Garza wrote, “The Chicano Movement of the late 1960s inspired the dedication of my creativity to the depiction of special and everyday events in the lives of Mexican Americans based on my memories and experiences in South Texas.”​ In 1975, Lomas Garza moved to the Mission District of San Francisco and joined with La Raza Galeria artists in making Chicano art visible. In public presentations, Lomas Garza has spoken about goals of making “art that heals the wounds inflicted by racism, art that elicits recognition and pride among Mexican Americans, while at the same time serves as a source of education for others not familiar with our culture.”​ Suzy González, an emerging artist and art professor, has a large installation with several sections in the Madre-Land exhibition. Gonzalez wrote of her work: “My enthusiasm towards decolonizing consumption and art is intertwined with remembering the lessons that the earth has to teach us. I work with plant materials and manipulated art supplies to consider identity, solidarity, and resistance.”

A multidisciplinary artist, educator, writer, curator, and organizer, Gonzalez’s art practice explores identity, decolonization, and social justice.

Working in what she calls “mestizx media,” González combines ancestral materials such as corn husks with contemporary supplies to reflect on mixed heritage and resistance to colonialism.

Gonzalez commented, “I work with natural plant materials

La Prensa Texas SAN ANTONIO like corn husks in conjunction with manipulated art supplies to consider identity, mixedness, and resistance. The corn husks represent the skin of the figures, recalling Mesoamerican beliefs that our very beings are created from maíz.”

Her themes often include environmentalism, Mesoamerican cosmology, political activism, and veganism.

Her choice of materials evokes Mesoamerican beliefs that humanity was formed from maíz. At the same time, she is dismantling hierarchies between folk and fine art. Through her work, González seeks to open spaces for intercultural dialogue, compassion, and healing grounded in the wisdom of the earth. She wrote that her public “artwork has included themes of celebrating contemporary artists and activists, histories of the land, native plants and animals, and concepts of love and solidarity.”

Intending to “open doors to compassion and healing,” she creates art through her “own intersections and to strive for intercultural conversations” in her community. Gonzalez teaches visual and new media arts at Our Lady of the Lake University in San Antonio and holds an MFA from the Rhode Island School of Design and a BFA from Texas State University.

Bonnie Cisneros’s exceptional curation of the exhibit required three years of planning and organizing.

Her South Texas birth and San Antonio upbringing have given her a keen understanding of Mexican American traditions a nd culture. C i s n ero s i s a member of the Macondo Writers Workshop and has

been awarded artist grants by NALAC and the City of San Antonio Department of Arts & Culture. Her poetry, essays, and interviews appear in River Teeth: A Journal of Nonfiction Narrative, El Retorno, Chicana/Latina Studies, Buckman Journal, La Voz de Esperanza, ¡Somos Tejanas!, and Contemporary Creative Nonfiction. Moonlighting as DJ Despeinada, Cisneros collects and spins Tex/Mex/ Latin records from all eras.

Valerie Marie Foster Valerie Marie Foster was born March 3rd, 1965, in San Antonio Texas to the parents of Clyde S Foster Sr. and Clara Marie Foster.

She was the eldest of three children. From early on Valerie was faced with several health challenges and the doctors did not think she would live past six months but God granted her 60 full years of life.

She was baptized as a baby

at Brooks Medical Center.

Valerie went to public school and graduated from EloiseJaphet School. She was a faithful member of Mt. Sinai Baptist Church as well as the Senior Mission Department.

Valerie loved going on rides to run errands with her mother. She was a delight to everyone she came across. Her favorite meal was enchiladas and

red beans. She loved to go to church on Sundays.

Her favorite pastime was jumping on the trampoline.

She is preceded in death by her Father Clyde S. Foster Sr. She leaves to cherish her memories – Mother Clara M Foster, sister Chiffon R. Foster, brother Clyde S. Foster Jr, along with a host of family and friends.

Piratas así concluyó la temporada dedicada al beisbolista Jorge Calderón “Shamu”, y a la vez exitosamente celebró su campaña dedicada en memoria del gran amigo y beisbolista internacional Coco Vega.

Piratas, con su debutante manager y jugador Iván Vaquera y el coach-jugador Mauricio Esparza “Malaka”, lograron añadir la sexta estrella al récord de Piratas en el mejor baseball categoría independiente del sur de Texas.

(coach y pitcher), tuvieron gran participación finalizando en segundo lugar del standing liderado por Piratas que sin voltear atrás ganó su sexta estrella, esta la primera dirigida por Vaquera, las otras cinco ganadas bajo el timonel Sergio de Luna en la época de los hermanos Guerrero y el capitán Brayan Guerrero, en temporadas que participaron los jugadores y coaches Iván Rubinsky y Malaka Esparza.

La premiacion fue dirigida por Sánchez, quien felicitó a los equipos participantes y al campeón y subcampeón, así como a jugadores individuales quienes obtuvieron trofeos en el departamento de pitcheo, bateo y jonrones: Shamu y Rocha, ayudados por El Chiquilin Sterling, presentaron trofeos a El Caminante Victor Mercedes de

Broncos tricampeón de bateo con su último promedio de .565 y campeón de jonrones con dos vuelacercas empatado con otros cinco jugadores. Trofeo especial al slugger Ulises Muñoz de Piratas por su promedio de bateo .564. Miguel Rondon, campeón pitcher con marca de 8-1.

Iván Vaquera dijo lo siguiente.”Gracias a Dios se logró el objetivo por lo que agradezco tanto a jugadores, como patrocinadores y seguidores. Todos ellos fueron parte de nuestra gran temporada”.

COMISIÓN DE CALIDAD AMBIENTAL DE TEXAS AVISO DE UN PERMISO FEDERAL PARA OPERACIÓN PRELIMINAR

Permiso Preliminar Número: O4782 SOLICITUD Y PERMISO PRELIMINAR.
