T

he names of 332 people have been removed from civil gang injunction lists affecting neighborhoods across San Diego County following a careful review by the District Attorney’s Office, which worked to confirm individuals’ lack of recent criminal and gang activity. The civil injunctions were filed several years ago in various cities across the county, often in response to communities seeing a spike in gang-related violence. The injunctions—which have had their critics— were court orders restricting the most active and dangerous gang members from congregating with other known gang members, fighting, carrying weapons, and intimidation.

However, no gang injunctions have been filed by the DA in the past eight years and the oldest existing injunction dates back to 1997. District Attorney Summer Stephan initiated the review of 799 individuals, recognizing the dated nature of most of the injunctions and the potential problems that being on the list pose to

What began as a nomination for district teacher of the year for Melissa Moreno by her campus peers soon lead to a major recognition at this September’s A Salute to Teachers celebration, which honors the over 20,000 education workers in San Diego county.

At the ceremony, Moreno was recognized as one of the five county teachers of the year for her work at Chula Vista’s Rosebank Elementary.

“At first (the wait to hear the results) was nerve-wracking, but I said ‘meh, it’s OK if I don't win,’” she shared with La Prensa San Diego. “When they actually called my name I was in complete shock because I knew that this was a really great way to represent my school and my district.”

This recognition has been a long time in the making, as Moreno always knew she wanted to be a teacher.

Born and raised in Chula Vista, Moreno says she always liked school and was a good student. She is the oldest of three and was raised by a single mother. Despite always getting good grades, her mother always pushed her to truly excel in her studies.

“She was very hard on me,” Moreno recalled. “I was the oldest so she always said ‘you go to school, you go to PROFILE ON PAGE 9

L

a señora Rosalba Hernández platicó que en la redada al supermercado coreano Zion de San Diego los oficiales federales ingresaron al comercio como en una operación contra delincuentes armados que se fueran a defender.

Los agentes entraron encapuchados, con armas desenfundadas, gritaron a todos que levantaran las manos. Para los trabajadores no estaba claro si eran autoridades o se trataba de un asalto.

Los hicieron hincarse y los esposaron con cintas de plástico o cinchos de muñecas y tobillos.

“Estábamos muy asustados. Yo pensé que me iban a disparar, aunque no me movía”, dijo otra ahora ex empleada.

Ambas son parte de un grupo de migrantes que fueron detenidos en una redada y que en conferencia de prensa dijeron que las

autoridades los criminalizan y que fueron arrestados como si fueran criminales peligrosos, cuando en realidad son solo trabajadores.

El señor Víctor Cota narró por su parte que en el sorpresivo operativo, cuando se dio cuenta ya un oficial había desenfundado un arma que después se enteró que era de salva, pero que al momento resultó aterrador.

A la conferencia asistieron 25 de 26 personas detenidas ese día, la mayoría mujeres mexicanas.

Lo peor, dijo un dirigente del Comité de Servicios Amigos Americanos en San Diego, Benjamín Prado, es que el operativo del 19 de febrero al conocido supermercado coreano no estaba dirigido contra los trabajadores que fueron detenidos, sino que era parte de una investigación a la cadena de supermercados Zion, que tiene varias tiendas en California.

“Hasta donde sabemos, al supermercado se le investiga por

abuso laboral, pero no tenemos datos específicos”, dijo Prado, quien rechazó que el ICE estuviera en el lugar en busca de los trabajadores.

El día de la redada fueron detenidos 26 trabajadores latinos indocumentados. Las autoridades también arrestaron a un ciudadano coreano indocumentado.

Todos los empleados detenidos fueron dejados en libertad condicional y sin grilletes más tarde ese mismo día, a condición de que próximamente se presenten a audiencias ante cortes de migración en distintas fechas.

Informaron que al dejarlos en libertad condicional, la oficina de Control de Inmigración y Aduanas (ICE) les liberó sin ponerles grilletes electrónicos.

El director de la oficina de Investigaciones de Seguridad Nacional (HSI) en San Diego, de la que depende el ICE, David Shaw, dijo después de la redada, pero sin

referirse a los trabajadores detenidos que se trata de operativos importantes para prevenir la explotación laboral y explotación laboral infantil.

Sin embargo mientras que se desconoce si el supermercado enfrenta alguna sanción, los trabajadores, muchos de ellos padres de familia, se encuentran desempleados y con potenciales consecuencias por su condición migratoria.

Benjamín Prado dijo que los operativos no deben de enfocarse en criminalizar a los trabajadores como si ellos fueran el motivo de la redada.

Actualmente en el condado de San Diego las autoridades llevan a cabo más de 200 auditorías a negocios, y si criminalizan a los trabajadores vamos a tener un impacto considerable en la comunidad y en la economía.

La señora Hernández dijo que ninguno de los detenidos tiene antecedentes penales.

Construction Begins on Trolley Tunnel Underpass in La Jolla

La Jolla Colony Drive was closed for a full day for preparations associated with the construction of a Trolley underpass. This underpass will allow the Trolley to pass under La Jolla Colony Drive as it travels along the eastern side of Interstate 5. The future Trolley underpass will look similar to 70th Street, used by the Trolley Green Line.

Major construction is scheduled to begin on Monday, March 18.

Due to the complexities of this construction, work is expected to continue through late 2019.

During construction, La Jolla Colony Drive will provide one lane

of northbound and southbound travel. La Jolla Colony Drive is scheduled to be reconfigured on Sunday, March 24. At that time, southbound lanes will be closed, and northbound lanes will be re-striped to allow one lane of travel in each direction.

Occasional full weeknight and weekend closures may be required during construction; advanced notice will be given prior to each closure. During closures, there will be no access to La Jolla Colony Drive from east of the I-5 on- and off-ramps to Rosenda Court. Closures are currently scheduled to take place Monday, March 18, to Thursday, March 21, from 9 p.m. to 5 a.m. each night.

The Mid-Coast Trolley Project will extend Blue Line Trolley service from Old Town north to the University City community, serving major activity centers such as Mission Bay Park, the VA Medical Center, UC San Diego, and University Town Center. Nine new stations will be constructed.

Major construction work began in 2016, with service anticipated to begin in late 2021.

Freeways and arterials in the Mid-Coast Corridor are generally congested and traffic congestion is projected to increase as the region grows. Population in the entire corridor is forecasted to increase 19 percent and employment is forecasted to increase 12 percent

by the year 2030. The Mid-Coast Trolley extension will expand transportation capacity in the corridor to accommodate existing and future travel demand, particularly for peak period commute trips. The Mid-Coast Trolley will provide an effective alternative to congested freeways and roads for travelers and will reduce vehicle miles traveled.

Committee A Promise Takes Flight with $30 Million for Students and Families to Advance Women in SD

With the goal of fostering an inclusive workplace where all employees can advance and reach their highest potential, San Diego Mayor Kevin L. Faulconer proposed a new committee charged with advising city leadership on strategies to develop women leaders and provide more opportunities for women in the workplace.

“San Diego is fortunate to have many women leaders who perform exceptional work on behalf of the residents we serve. From public safety officers to park employees to department directors, there are countless women who elevate our city,” Faulconer said. “This new commission will focus on leveling the playing field so that women can realize their fullest potential.”

The new Committee to Advance Women and Girls will be responsible for developing meaningful ways for women and youth to achieve professional success by facilitating important collaboration between female leaders, government and the private sector. It will have a special focus on the workplace policies and practices within the City of San Diego.

The Committee will explore policy solutions related to education, compensation, participation, family support, working parents, and innovation.

When it comes to gender equality in the workplace, large gaps exist nationally between men and women in employment rates, the jobs they hold and the wages they earn. According to the Pew Research Center, in 2016 the median working woman earned roughly 83 cents for every dollar earned by a man, and women still lag behind men when it comes to holding top leadership positions in government and business.

To curb this trend at the local level, the City has taken steps to foster gender equality and diversity in the workplace. The City was one of the first municipalities in the state to provide four weeks paid parental leave for both men and women, including benefits for both parents at the same time if they each are employed by the City of San Diego. Other benefits include education and tuition reimbursement, new “Diversity, Equity and Inclusion” training, alternative work schedules and breastfeeding accommodations.

The City of San Diego has many trailblazing women in positions of leadership throughout the organization.

Led by City Council President Georgette Gomez, the Council is made up of a female majority for the first time in history. City Attorney Mara Elliott is the first woman to serve in that role.

Other top positions held by women include the Mayor’s Chief of Staff, Chief Operating Officer, Assistant Chief Operating Officer, City Clerk, Independent Budget Analyst and 13 department directors.

ulfillment of a promise to children and families of the San Ysidro, Logan Heights, and Barrio Logan communities was in full force this week as community and government leaders gathered in Barrio Logan to celebrate the creation of the San Diego Promise Neighborhood Initiative.

Over the next five years, $30 million in funding from the U.S. Department of Education will be combined with another $39 million from three school districts, local government agencies, non-profits, health services and businesses who are committed to provide “cradle to career” holistic services in education, mental health, and family assistance to support children from birth to the completion of college with the goal of improving outcomes not just for the students, but also to support their parents.

San Diego Mayor Kevin Faulconer, who was among more than 40 civic, school, nonprofit, and business leaders who attended the celebration, called the funding, “a game changer.”

“This is a pipeline of services to support our children and our families, and it helps level the playing field so that no matter where you are in San Diego, you will have access to opportunity,” the Mayor also said.

San Diego County is the only county outside the Mississippi Delta to have two programs—one in Chula Vista and the other covers the communities of San Ysidro, Barrio Logan, and Logan Heights, according to South

Bay Community Services President and CEO Kathryn Lembo, whose organization coordinated the San Diego Promise Neighborhood collaboration.

“To just start on a journey that its main focus is to strengthen the vitality in the community and the strengths in the community, so that all children have equal opportunity, and equal access, and also, to lift families up,” Lembo also said.

San Diego Unified School District Superintendent Cindy Marten who also attended the announcement, addressed some of the challenges students at Perkins K-8 school in Barrio Logan are facing.

“This is what commitment looks like,” Marten said before the leaders who were gathered in the middle of the playground, “The story of this school, is the story of our city, the story of our state, and the story of our nation.”

Marten pointed out the school has gone from 10 percent of its students experiencing homelessness to now 36 percent of the students on the campus experiencing homelessness.

About 13,000 family households comprise the area covered by the recent funding which will also provide wraparound services such as parent education, nutrition, a resident leadership academy, food banks, and transitional

and affordable housing, among other services.

Rachel Ortiz, the founder and director of Barrio Station, is among the community leaders who are a part of the collaboration.

“We are glad Barrio Logan was finally recognized by U.S. census tracts. We need a lot of services. We have kids in need of assistance to keep them in school and avoid addictions,” Ortiz said.

San Diego County Supervisor Greg Cox also attended, along with San Ysidro School District Superintendent Gina Potter, Sweetwater Union High School District Superintendent Dr. Karen Janney, Jose Cruz the CEO of

the Barrio Logan College Institute, Casa Familiar CEO Lisa Cuestas, Former San Diego Councilmember David Alvarez, Southwestern College Trustee Nora Vargas, Perkins K-8 Principal Fernando Hernandez, among others who also attended.

Phil Blair, CEO of Manpower, is another partner with the Promise Initiative which will be helping students find internships and jobs, also attended the event.

“I see this $30 million dollars as rising the tide, of boats, and we’re going reach out to the people who are on shore and we’re going put them in a boat and we’re going get them to success,” Blair said.

A new San Diego County program is offering sorely needed relief to those caring for local residents with Alzheimer’s disease and other types of dementia.

The new Respite Voucher Program, started at the request of Board of Supervisors Chairwoman Dianne Jacob, provides family members and others who need a break with a voucher to cover half the cost of hiring a fill-in caregiver.

“As the number of San Diegans with Alzheimer’s disease grows, so does the strain on many families as they struggle to help their loved one deal with this devastating illness,” Jacob said. “Caring for a mother or father with dementia takes its own mental and physical toll, and this new initiative is one way we can help them recharge.”

The program is run by two local groups, Southern Caregiver Resource Center and Coast Care Partners.

They provide respite services and support, with the County and each caregiver splitting the expense 50/50.

“Through 20 years of providing care to San Diegans with Alzheimer’s disease and related dementia we have repeatedly seen emotional and financial

barriers to caregivers receiving the help they need, and this program will provide relief to those families,” said David Chong, Coast Care Partners executive director.

The hope is to provide relief to caregivers who are not eligible for In-Home Supportive Services and don’t have the means themselves to pay for respite care.

“This public/private cost-sharing respite partnership will afford family caregivers with an opportunity to obtain new and/or additional respite care at a reduced cost – only paying for 50 percent of the service

unit cost; thus, providing financial relief that will help offset the stress of caregiving,” said Roberto Velasquez, executive director of the Southern Caregiver Resource Center.

The County Health and Human Services Agency program is the latest improvement to come out of The Alzheimer’s Project, the County-led initiative launched in 2014 to find a cure for the disease and address its impact on families and the community.

Chairwoman Jacob and Supervisor Kristin Gaspar are leading the effort,

working with San Diego Mayor Kevin Faulconer, philanthropist Darlene Shiley, world-class brain researchers, law enforcement officials and others.

More than 84,000 County residents have the disease or another type of dementia. It is the region’s third leading cause of death.

os nombres de 332 personas fueron eliminados de las listas de órdenes judiciales civiles contra pandillas que afectan a las comunidades en todo el Condado de San Diego luego de una revisión cuidadosa por parte de la Fiscalía del Condado de San Diego, que trabajó para confirmar la falta de actividad criminal reciente de las personas. Las órdenes judiciales civiles se presentaron hace varios años en varias ciudades de todo el condado, a menudo en respuesta a las comunidades que ven un aumento en la violencia relacionada con pandillas. Las órdenes judiciales restringían a los pandilleros más activos y peligrosos de congregarse con otros pandilleros conocidos, pelear, portar armas e intimidar.

Sin embargo, la Fiscalía no ha presentado órdenes judiciales contra pandillas en los últimos

ocho años y la última se emitió en 1997. La procuradora de la Fiscalía del Condado de San Diego, Summer Stephan, inició la revisión de 799 personas, reconociendo los detalles de las fechas de la mayoría de las órdenes judiciales y los posibles problemas por el simple hecho de estar en la lista crea para las personas que ya no están afiliadas a una pandilla o que ya no participan en actividades delictivas. Cuando se emite una orden judicial contra una persona, se mantendrá vigente toda la vida a menos que esa persona solicite la eliminación y cumpla con ciertos requisitos. Sin embargo, la mayoría de las personas no saben que ayuda está disponible para ellos y que pueden solicitar que su nombre sea eliminado.

“Las personas que realmente están tomando medidas para ser un miembro legal y contribuyente de nuestra comunidad no deben ser castigadas por una orden

judicial civil que pueda impedir que obtengan un trabajo, se conecten con sus familiares o sigan adelante con sus vidas”, dijo Stephan. “Trabajamos en estrecha colaboración con nuestros socios en agencias del orden público para identificar a las personas que podrían calificar para la expulsión y al mismo tiempo asegurarnos de que continuamos protegiendo al público de aquellos que aún participan en delitos y actividades relacionados con pandillas”.

En total, el 42 por ciento de las personas incluidas en 20 listas de órdenes judiciales civiles contra pandillas que afectan a 12 pandillas fueron eliminadas. La Fiscalía envió cartas a finales de febrero para informar a las personas que su nombre había sido borrado de las listas, y en donde se estableció que la acción fue “un esfuerzo para buscar justicia que refleje de manera justa su estado actual como alguien que se aleja de la

vida de pandillas. Esto debería ayudarlo a eliminar cualquier consecuencia negativa que se derive de estar en una lista de órdenes judiciales”. La carta también señaló que si el individuo vuelve a participar en la actividad de pandillas, podría volver a agregarse a la orden judicial.

“Todas las agencias del orden público en el condado quieren que las personas se desvinculen de las pandillas y de la actividad que los llevó a las órdenes judiciales civiles”, dijo el Jefe de Policía de Escondido, Craig Carter. “Los departamentos de policía de todo el condado se están uniendo a la Fiscalía para ser proactivos en eliminar a los individuos de estas órdenes judiciales y esperamos que otros miembros de pandillas vean esto como una motivación para terminar con su afiliación de pandillas y convertirse en un PANDILLAS EN LA PAGINA 9

La Jolla Colony Drive estuvo cerrada por un día completo por preparativos asociados con la construcción de un paso subterráneo de Trolley. Este paso subterráneo permitirá que el Trolley pase por debajo de La Jolla Colony Drive mientras viaja a lo largo del lado este de la Interestatal 5. El futuro paso subterráneo del Trolley tendrá un aspecto similar al de 70th Street, utilizado por la Línea Verde del Trolley.

La construcción principal está programada para comenzar el lunes 18 de marzo. Debido a las complejidades de esta construcción, se espera que el trabajo continúe hasta fines de 2019.

Durante la construcción, La Jolla Colony Drive proporcionará un carril de viajes hacia el norte y hacia el sur. La Columna Drive de La Jolla está programada para ser reconfigurada el domingo, 24 de marzo. En ese momento, los carriles hacia el sur se cerrarán, y los carriles hacia el norte se redireccionarán para permitir un carril de viaje en cada dirección.

Ocasionalmente se requerirán

cierres completos durante la semana y los fines de semana durante la construcción; se dará aviso previo antes de cada cierre.

Durante los cierres, no habrá acceso a La Jolla Colony Drive desde la rampa de entrada y salida de la carretera interestatal 5 (I-5) hacia Rosenda Court.

Actualmente, los cierres están programados para realizarse del lunes 18 de marzo al jueves 21 de marzo, de 9 p.m. a 5 a.m. cada noche.

El proyecto Mid-Coast Trolley extenderá el servicio de tranvía de la línea azul desde Old Town hacia el norte hasta la comunidad de University City, y prestará servicios a los principales centros de actividades como Mission Bay Park, VA Medical Center, UC San Diego y University Town Center. Se construirán nueve nuevas estaciones. Los principales trabajos de construcción comenzaron en 2016, y se prevé que el servicio comenzará a fines de 2021.

La Unión Americana de Libertades Civiles (ACLU) advirtió que el gobierno de Estados Unidos viola la primera enmienda constitucional al integrar una base de datos de periodistas, abogados y activistas relacionados con las caravanas de migrantes que llegan a la frontera.

“La conducta del gobierno de los Estados Unidos en represalias contra periodistas y activistas en la frontera es preocupante e inaceptable”, informó la ACLU por escrito a La Prensa San Diego.

El grupo no descarta la posibilidad de entablar una demanda legal, al indicar que “estamos explorando todas las opciones disponibles para que sea responsable” “La frontera no es, y no puede ser, una excusa para que el gobierno evite cumplir con la Constitución”, aseveró la ACLU al conocer que la oficina de Aduanas y Protección Fronteriza (CBP) elaboró una base con los datos de 50 personas que posteriormente han enfrentado dificultades y son sometidos a interrogatorios al cruzar la frontera.

“Incluso si CBP tiene la autoridad de detener a las personas en

la frontera para asegurarse de que sean admisibles en los Estados Unidos y no lleven contrabando, eso no significa que pueda pisotear sus derechos o recopilar información en el proceso”, advirtió la organización nacional.

La ACLU, que es la mayor organización civil de derechos humanos en el país, consideró que tanto la elaboración del banco de datos, como si los integrados fueran sospechosos de delitos, como someterlos a interrogatorios y sanciones por sus opiniones va en contra de derechos constitucionales.

El archivo de las 50 personas incluye a activistas como Alex Mensing, uno de los dirigentes de la organización Pueblo Sin Fronteras, y a periodistas que cubrieron la caravana y abogados que asesoraron migrantes.

La única persona que nada tiene que ver con esos tres grupos es un individuo que en el verano ingresó de Tijuana a California para robar equipo de obreros que sustituían un tramo del muro.

El asunto había sido cubierto parcialmente por algunos medios, especialmente ante el cierre de fronteras mexicanas a abogadas.

Lo que comenzó como una nominación para Melissa Moreno como maestra del año en su distrito por sus compañeros de trabajo en su escuela, le ha llevado a un otro gran reconocimiento en la celebración A Salute to Teachers, la cual hace honores a los más de 20 mil trabajadores de la educación en el condado de San Diego.

Dentro de la ceremonia realizada en septiembre, a Moreno se le reconoció como uno de los cinco maestros del año del condado por su labor en la Primaria Rosebank de Chula Vista.

“Al principio me moría de nervios pero luego dije ‘eh, esta bien si no gano’’’, compartió Moreno con La Prensa San Diego. “Cuando en realidad llamaron mi nombre estaba en shock porque sabía que era una gran oportunidad de representar a mi escuela y a mi distrito”.

Aun en su niñez, Moreno siempre supo que quería ser maestra.

Nacida y criada en Chula Vista, Moreno dijo que siempre le ha gustado ir a la escuela y que también fue una buena estudiante. Ella es la mayor de tres y fue criada por una madre soltera. A pesar de siempre tener buenas notas escolares, su madre siempre le insistia en sobresalir.

“Ella era muy dura conmigo”, recordó. “Yo era la mayor y siempre me decía ‘ve a la escuela, ve a la universidad’, así que siempre estuve muy determinada en salir bien”.

Después de graduarse de la Preparatoria Hilltop en 2003, Moreno ingresó a la Universidad Estatal de California en Fullerton para hacer su licenciatura en estudios liberales con la idea de realizar su sueño.

Mientras trabajaba como asistente educacional durante su licenciatura, Moreno encontró su llamado dentro del mundo de la educación.

“Decidí tomar una posición en educacion especial en un distrito en el Condado de Orange y me encantó; fue entonces cuando supe que quería ser maestra de educación especial”, dijo Moreno.

Tras completar su maestría y acreditación en educación especial en la Universidad de San Diego, Moreno comenzó a trabajar en la Primaria Rosebank, donde tiene ya 10 años como maestra.

Durante este tiempo, Moreno ha trabajado con estudiantes con discapacidades de aprendizaje menores a moderadas en kinder y primer grado.

“Muchos de mis niños tienen discapacidades, autismo, o retrasos lingüísticos y mi trabajo es llevarlos a donde deben de estar”, explicó.

“Nosotros hacemos muchas de las cosas que sus compañeros de educación general hacen pero de una forma distinta”.

Para cumplir esta meta de aprendizaje, Moreno ha modificado el currículo de este grado escolar para que sea apropiado para sus alumnos mientras se les da el mismo acceso a materiales y lecciones que a sus PERFIL EN LA PAGINA 9

Serias Amenazas Contra ‘Promesa’ Toma Vuelo con $30 MDD Abogadas de Miles de Migrantes en la Frontera para Estudiantes y Familias

El cumplimiento de una promesa a los niños y las familias de las comunidades de San Ysidro, Logan Heights y Barrio Logan se reveló esta semana cuando los líderes de la comunidad y el gobierno se reunieron en Barrio Logan para celebrar la creación de la “San Diego Promise Neighborhood Initiative”.

Durante los próximos cinco años, $ 30 millones en fondos del Departamento de Educación de EE. UU. se combinarán con otros $ 39 millones de tres distritos escolares, agencias del gobierno local, organizaciones sin fines de lucro, servicios de salud y empresas que se comprometen a proporcionar "de la cuna a la carrera" servicios integrales en educación, salud mental y asistencia familiar para ayudar a los niños desde el nacimiento hasta la finalización de la universidad con el objetivo de mejorar los resultados no solo para los estudiantes, sino también para apoyar a sus padres.

El alcalde de San Diego, Kevin Faulconer, quien estuvo entre los más de 40 líderes cívicos, escolares, sin fines de lucro y empresariales que asistieron a la celebración, llamó a la financiación, "un cambio de juego".

"Este es un conjunto de servicios para apoyar a nuestros niños y nuestras familias, y ayuda a nivelar el campo de juego para que no importe dónde haya alguien en San Diego, tendrá acceso a la oportunidad", dijo el alcalde.

El condado de San Diego es el único fuera del Delta del Mississippi que tiene dos programas: uno en Chula Vista y otro que cubre las comunidades de San Ysidro, Barrio Logan y Logan Heights, según la Presidenta y CEO de South Bay Community Services, Kathryn Lembo, cuya organización coordinó la colaboración de San Diego Promise Neighborhood.

"Para comenzar simplemente un viaje cuyo objetivo principal es fortalecer la vitalidad en la comunidad y las fortalezas en la comunidad, para que todos los niños tengan las mismas oportunidades y el mismo acceso, y también para elevar a las familias", dijo Lembo.

La Superintendente del Distrito Escolar Unificado de San Diego, Cindy Marten, quien también asistió al anuncio, abordó algunos de los desafíos que enfrentan los estudiantes de la escuela Perkins K-8 en Barrio Logan.

"Así es como se ve el compromiso", dijo Marten antes de los líderes que se reunieron en medio del patio de recreo, "La historia de esta escuela es la historia de nuestra ciudad, la historia de nuestro estado y la historia de nuestra nación".

Marten señaló que la escuela ha pasado del 10 por ciento de sus estudiantes sin hogar al 36 por ciento de los estudiantes en la escuela que no tienen hogar.

Alrededor de 13,000 hogares familiares abarcan el área cubierta por los fondos recientes que también proporcionarán servicios integrales como educación para padres, nutrición, una academia de liderazgo para residentes, bancos de alimentos y vivi-

endas de transición y asequibles, entre otros servicios.

Rachel Ortiz, fundadora y directora de Barrio Station, se encuentra entre los líderes de la comunidad que forman parte de la colaboración.

"Estamos contentos de que Barrio Logan haya sido finalmente reconocido por las secciones censales de los Estados Unidos. Necesitamos muchos servicios. "Tenemos niños que necesitan asistencia para mantenerlos en la escuela y evitar las adicciones", dijo Ortiz.

El Supervisor del Condado de San Diego, Greg Cox, también asistió, junto con la Superintendente del Distrito Escolar de San Ysidro Gina Potter, Superintendente del Distrito de Escuelas Secundarias de Sweetwater Union la Dra. Karen Janney, José Cruz el Director General del Barrio Logan College Institute, la Directora General de Casa Familiar Lisa Cuestas, el Ex San Diego concejal David Alvarez, la miembra del consejo de Southwestern College Nora Vargas, el director de Perkins K-8 Fernando Hernández, entre otros que también asistieron.

Phil Blair, CEO de Manpower, es otro socio de Promise Initiative que ayudará a los estudiantes a encontrar pasantías y trabajos, también asistió al evento.

"Veo estos $ 30 millones de dólares como un aumento de la marea, de barcos, y vamos a llegar a las personas que están en la costa y los vamos a poner en un barco y vamos a lograr que tengan éxito". Dijo Blair.

La organización de abogadas que representa a miles de familias y migrantes que buscan asilo en la frontera de California enfrenta crecientes amenazas por parte de desconocidos en Tijuana.

El grupo sin fines de lucro Al Otro Lado informó tuvo que pedir urgentemente protección a la Comisión Interamericana de los Derechos Humanos luego de que integrantes de su organización fueran amenazas incluso de muerte.

Al Otro Lado lo integran abogadas con oficinas en Los Ángeles, San Diego y Tijuana, y asesoran a familias que huyen de la violencia cuando los migrantes pasan por la Ciudad de México, Guadalajara y, principalmente, cuando llegan a Tijuana y otros puntos de la frontera de California con México.

Apenas tomó posesión de su cargo el gobernador Gavin Newsom en California y una de sus primeras acciones fue apoyar a Al Otro Lado y otros grupos para que ayuden a las familias que buscan asilo.

El trabajo de las abogadas genera malestar entre algunos residentes de la frontera mexicana, como el alcalde de Tijuana y un grupo de seguidores.

Pero casi todas las familias que llegan en busca de asilo huyen de la violencia del crimen organizado. De Honduras, El Salvador y Guatemala huyen de las maras, que son federaciones de pandillas internacionales. Y las familias que salen de estados como Michoacán y Guerrero huyen de carteles de las drogas.

La organización Al Otro Lado informó que pasó de actos que al principio parecían vandalismo, como quebraduras de vidrios en sus vehículos, a asuntos más

serios, como robo de documentos y expedientes de las personas que defienden las abogadas.

Pero en algún momento de febrero la presión aumentó al punto de que algunas de las abogadas recibieron llamadas telefónicas de desconocidos que les exigían informes sobre el paradero de migrantes, bajo advertencia de que, de no proporcionar esa información, utilizarían armas.

Aparte de las amenazas, dos abogadas de Al Otro Lado fueron impedidas de ingresar a México. Fuentes del Instituto Nacional de Migración de México informaron que sus documentos migratorios tenían una alerta de seguridad “de otro país” que no era México pero no precisaron.

A una de las abogadas la retuvieron diez horas en el aeropuerto de Guadalajara junto con una hija pequeña, antes de obligarle a regresar en otro vuelo a Los Ángeles sin haber salido de la terminal aérea.

A la otra simultáneamente le impidieron que pasara a Tijuana por la garita de PedWest, por la misma razón, de tener alerta en sus documentos. Estuvo detenida tres horas hasta que le hicieron regresar a San Ysidro sin proporcionarle explicación.

Cada vez que las abogadas de Al Otro lado integran expedientes de familias y menores de edad sin compañía de adultos que van a solicitar asilo, acompañan a los migrantes a la garita para entregar personalmente las solicitudes a oficiales federales, generalmente ante la negativa de los agentes.

Las abogadas desconocen todavía si las amenazas se deben a que los desconocidos buscan información de sus clientes o si también tiene que ver el trabajo que hacen en la frontera.

Estrellas de Hollywood Visitan Migrantes Un grupo de estrellas de Hollywood se reunió el fin de semana con migrantes que esperan solicitar asilo en la frontera de San Diego para conocer de primera mano las condiciones de los miembros de la tercer caravana que llega a Tijuana.

“Dejemos en claro algo: es legal pedir asilo”, destacó la actriz Kerry Washington, integrante del grupo que trajo América Ferrera.

El grupo incluyó también a la texana Eva Longoria y a la portorriqueña Roselyn Sánchez, entre otros.

Sin avisar a la prensa y sin conceder declaraciones, la delegación llegó a Espacio Migrante, un nuevo refugio cercano a la frontera.

Ahí se reunieron con los organizadores que explicaron las necesidades de la comunidad migrante que busca asilo y las condiciones que enfrentan al llegar a Tijuana, donde los albergues se encuentran llenos en su capacidad mientras las autoridades estadounidenses admiten contados solicitantes de asilo cada día.

Aunque la comitiva trató de pasar desapercibida y no dar declaraciones, Kerry Washington no pudo reprimir su sentimiento por los migrantes.

Escribió que “Hoy fui a Tijuana, México, para ver cómo se trata a los solicitantes de asilo. Fue una

experiencia que me abrió los ojos y me rompió el corazón”.

“Pudimos dar testimonio de cómo la administración actual está tratando a las familias de refugiados”, dijo al elogiar el trabajo de las organizaciones que ayudan a las familias al llegar a la frontera con California.

“Están trabajando incansablemente para proteger y reunir a todas las familias en la frontera porque esto tiene que terminar. No más. No más traumatizar a los niños, no más separar a las familias, no más someter a los refugiados a condiciones inhumanas. No en nuestro reloj. No con nuestros impuestos”, aseveró la actriz afroamericana.

Luego de que se les explicó la situación de las familias, las estrellas, todas mujeres, se dedicaron a platicar y abrazar a los migrantes, en su mayoría de Honduras, El Salvador y Guatemala, y a cargar bebés migrantes, incluso algunos con doble nacionalidad por haber nacido en territorio mexicano en el camino a la frontera estadunidense.

Este es el segundo grupo de estrellas que viaja a Tijuana a recorrer albergues de migrantes y a ver personalmente la situación y conocer las razones por las que las familias han tenido que huir de sus países de origen.

Hace unas semanas un primer grupo vino bajo la coordinación de Zoe Saldaña.

Hoy se han puesto de moda los estudios del ADN, que como resultado de los espectaculares avances de la ciencia, hoy es asequible realizarlos conocer nuestras raíces genéticas.

De esa manera, es factible identificar herencias históricas que condicionan reacciones y conductas. Me baso en ese material para tratar de identificar, de manera especulativa y/o fantasiosa, las posibles influencias que por lazos biológicos sistémicos, el presidente López Obrador puede estar vinculado.

En el campo de las referencias políticas, viene a mi mente Antonio López de Santa Anna, aquel excéntrico personaje del siglo XIX sobre el que pesan graves juicios históricos como el daño que propició a la nación por ser el causante de la pérdida la mitad de nuestro territorio.

Pero Antonio de Padua María Severino López de Santa Anna y Pérez de Lebrón (1794-1876), ocupó 11 ocasiones la primera magistratura a manera de dictador vitalicio, fue un animal político, en el mal sentido de la palabra, que se las arregló para poder, con diferentes cachuchas gobernar un país que se caracterizaba por su debilidad institucional.

Pero algo que de manera directa parece influir genéticamente en el comportamiento de López Obrador, es la manera frívola con la que ejercía el poder, sus formas eran poco convencionales, dicharachero por excelencia, tenía un humor que rayaba entre lo negro y lo irreverente, nunca dejaba de sucumbir ante la obsesión del mando político, era astuto y mañoso y, al final de cuentas, casi siempre se salía con la suya. Libró singulares batallas como la Guerra de los Pasteles.

Enfrentó una guerra contra los Estados Unidos en la cual perdió una pierna a la que se le rindieron los máximo honores. Fue exiliado y murió casi en el olvido después de recibir una amnistía concedida por el Presidente Lerdo de Tejada.

Otro López, también de malos recuerdos fue José, de apellido materno Portillo.

Hombre de singular talento exploró las letras y en una novela premonitoria se creyó encarnado en Quetzalcóatl.

Sin posibilidades políticas reales, su estrecha cercanía con el Presidente Echeverría lo catapultó a la presidencia de la República. De él quedan marcados dos extremos temporales, el del su discurso inaugural con el que deslumbró a una nación que se encontraba desilusionada y viviendo una grave crisis de identidad, y el del último informe de gobierno en el que con montado en el llanto pedía perdón por haberles fallado a los pobres con los que se había comprometido, pero que con un gobierno frívolo había dispendiado la riqueza petrolera dejando al país sumido en una de sus más graves crisis económicas y políticas.

El último López que analizo es más bien producto de una imaginación genética paranoica; “Pancho”.

Pancho López es el personaje de una canción infantil y me parece que su imaginario pariente quiere vivir con esa prisa su presidencia. Ay, estas cosas de la imaginación.

Deportes Esteban Loaiza Condenado a 3 Años de Prisión

El ex pelotero mexicano Esteban Loaiza fue sentenciado a tres años en prisión luego de que aceptara su responsabilidad por el delito de posesión con intención de distribución de 20 kilogramos de cocaína.

Loaiza de 47 años, estuvo acompañado de sus padres, hermanos, primos, hijo y exesposa durante la audiencia realizada el pasado viernes 8 de marzo en la corte federal de San Diego, California.

El ex ligamayorista afrontaba una condena mínima de diez años, pero la jueza Janis Sammartino tomó en consideración los antecedentes del pelotero, así como el hecho de que éste se declaró culpable de la acusación, además que según se dio a conocer, padece de diabetes.

“Este no es el tipo de persona que soy”, aseguró el ex beisbolista a la jueza antes de escuchar su sentencia, quien ofreció una disculpa a su familia, amigos y aficionados tanto de México como Estados Unidos.

Una vez que concluya su sentencia, el viudo de la cantante Jenni Rivera quien naciera en Tijuana, será deportado a México, según dio a conocer su abogada Janice Deaton.

Loaiza fue detenido el pasado 9 de febrero de 2018 en una residencia que recién había alquilado en Imperial Beach. En su testimonio, aceptó haber tomado un automóvil Mercedes-Benz con un cargamento de 20 kilogramos de cocaína, el cual debía trasladar a otro vehículo estacionado en dicho lugar.

“Como atleta profesional, Esteban Loaiza ganó decenas de millones de dólares y la admiración de aficionados del béisbol tanto en México como Estados Unidos”, declaró el fiscal federal Robert Brewer. “Y aún así, sacrificó su reputación y ahora, su libertad, para convertirse en un traficante de cocaína. Nadie está por encima de la ley, y eso incluye a pitchers estrellas de las Grandes Ligas”, agregó.

No obstante, la fiscalía había solicitado una sentencia más alta, dado la “cantidad considerable” de cocaína con la que fue detenido.

“Esa cantidad representa decenas de miles de dosis de droga altamente adictiva que frecuentemente tiene un impacto devastador en las vidas de muchas personas, no solo en nuestra comunidad sino más allá”, refirió el fiscal asignado al caso, Larry Casper.

Como beisbolista profesional, Loaiza llegó a las Grandes Ligas en donde jugó entre 1995 y 2008 en equipos como los Yanquis de Nueva York, los Piratas de Pittsburgh, los Dodgers de Los Ángeles y los Medias Blancas de Chicago, entre otros.

En éste último, tuvo marca de 21-9 en la temporada 2003 y terminó en segundo lugar de la votación por el Cy Young, además que inició el Juego de Estrellas.

La jueza Sammartino, reconoció los logros de Loaiza en Grandes Ligas los cuales dijo, no le restan seriedad a la ofensa que cometió y lo invitó a “retomar el camino” ya que termine con su condena.

“La historia cambia. No es una historia de éxito, pero todavía es algo de lo que la gente puede aprender”, señaló.

La abogada del pelotero declaró a medios de comunicación que su cliente reconoció su error y una vez que cumpla con su castigo espera acercarse a jóvenes deportistas para exhortarlos a alejarse de “malas compañías”, para que nadie más pase por la misma situación.

La jueza permitió que el exjugador continúe bajo libertad condicional, pero deberá entregarse a las autoridades el próximo 19 de abril para iniciar el tiempo de su sentencia.

“Los Comisionados en nuestro Subcomité para la documentación de pandillas sentaron las bases para este esfuerzo e hicieron un trabajo excepcional trabajando con la Fiscal de Distrito y el Jefe de Policía para abogar por esta auditoría”, dijo Sandoval. “La eliminación de estos nombres está en línea con la visión de la Comisión de desarrollar un esfuerzo más estratégico, coordinado y de colaboración entre la Ciudad y las agencias policiales para reducir la participación de pandillas y su impacto negativo en la Ciudad de San Diego”.

After graduating from Hilltop High School in 2003, Moreno went on to Cal State Fullerton to major in liberal arts with the idea of fulfilling her lifelong career goal. While working as an instructional assistant during her undergraduate years, Moreno found her particular calling in the world of education.

“I decided to take a special education position at a school district in Orange County and I ended up loving it; that was when I knew I wanted to be a special education teacher,” Moreno said.

After completing her masters degree and credential program in special education at the University of San Diego, Moreno began working at Rosebank Elementary, where she has been teaching for 10 years now.

During this time, Moreno has worked with students that have mild to moderate learning disabilities in kindergarten and first grade.

“A lot of my kids have learning disabilities, autism, or language delays and and my job is to get them where they need to be,” she explained. “We do a lot of the same things that their general education peers do but in a different way.”

To fulfill this learning goal, Moreno has modified the grade curriculum so it is appropriate for her students while still allowing them to gain the same access to materials as general education students. Moreno also takes the time to get to know her pupils to know their needs and to know how to help them i the most productive way.

Moreno works within what is known as a “self-contained classroom,” in which a smaller-sized class works with a teacher and educational assistants, a setup which makes sure the individual needs of each student are met and grants independence to each individual learner.

Everyday, she begins class by greeting her students and making sure they are ready to begin learning. This is followed by a class meeting where the students discuss their outlook for the day.

“We come in we do our ‘circle time’ and go over how we are feeling for the day,” she detailed. “We talk about how we are feeling and if there is anything that we are excited or nervous about to set us up for the day.”

Moreno then goes into an class rotation activity, in which he students break off into groups with content and lessons that match the group’s general educational needs.

Some of these activities and lessons involve reading, writing, and math, with social studies and science lessons done later in the day.

Through her care and approach to teaching, Moreno makes sure her students are empowered and have someone who believes in them so that they can succeed, something she takes pride in.

“Im very proud of what I do, and I love what I do,” Moreno voiced.

When a civil gang injunction is issued against an individual, it remains in effect for a lifetime unless that person applies for removal and meets certain criteria. However, most people don’t know relief maybe available to them or how to go about requesting their name be removed.

“People who are genuinely taking steps to be a lawful, contributing member of our community shouldn’t be punished by a civil court order that might be stopping them from getting a job, connecting with their relatives or moving on with their lives,” DA Stephan said. “We worked closely with our law enforcement partners to identify people who might qualify for removal while at the same time making sure we’re continuing to protect the public from those who still engage in gang-related crimes and activities.”

In total, 42 percent of the individuals listed on 20 civil gang injunction lists affecting 12 gangs have been removed.

The District Attorney sent letters in late February informing people their name had been purged from the lists, saying the action is “an effort to pursue justice that fairly reflects your current status as one moving away from the gang life. This should assist you in removing any negative consequences that come from being on an injunction list.” It also notes that if the individual reengages in gang activity they could be added back on the injunction.

“Every law enforcement agency in the county wants individuals to disassociate themselves from the gangs and the activity that landed them on the civil injunctions,” said Escondido Police Chief Craig Carter. ”Police departments across the county are joining the DA in being proactive in removing individuals from these injunctions and we hope other gang members see this as a motivation to end their gang affiliation and become a productive member of their community. We want nothing more than to keep our youth from joining gangs in the first place.”

Pastor Jesus Sandoval, Executive Director of San Diego’s Commission on Gang Prevention and Intervention, praised the collaboration that led to the removal of individuals from the injunctions.

“The Commissioners in our Sub-Committee for gang documentation laid the groundwork for this effort and did an outstanding job working with the DA and Chief of Police in advocating for this audit,” Sandoval said.

“The removal of these names is in line with the Commission's vision is to develop a more strategic, coordinated, and collaborative effort between the City and law enforcement agencies to curtail gang involvement and its negative impact in the City of San Diego.”

The DA also says 66 individuals were removed from injunctions not for lack of gang or criminal activity but because the injunction no longer applied because they were either sentenced to life in prison, deceased or appear to have left the jurisdiction or gang life entirely.

Moreno luego inicia una actividad de clases en rotación, en la cual los estudiantes forman grupos basados en sus necesidades educativas generales. Estas actividades involucran lectura, escritura, matemáticas, con estudios sociales y lecciones de ciencias realizadas más tarde.

Por medio de su atención y enfoque como maestra, Moreno se asegura que sus estudiantes se sientan empoderados y tengan a alguien quien crea en ellos para que tengan éxito, algo que le trae mucho orgullo.

“Estoy muy orgullosa de lo que hago, y amo lo que hago”, Moreno concluyó.

In a salute to his grandfather the late civil rights leader César Chávez, Eduardo Chávez, who was three-yearsold when Chávez passed away, takes viewers on a personal journey in “Hailing Cesar,” a documentary, directed by Chávez to understand the legacy of his grandfather, a journey where he forms a new bond with his father and finds his own way to honor the life of César Chávez. Homage is paid to Carlos Almaraz, the MexicanAmerican painter and Los Angeles artist, in the documentary “Carlos Almaraz: Playing with Fire” directed by his fellow-artist widow Elsa Flores Almaraz and Richard Montoya, a founding member of the legendary performance

To some, Reies López Tijerina was a hero, to others he was a controversial figure.

Called a Chicano rights movement leader by the Los Angeles Times, he’s known for his efforts to regain land grants taken from the federal government. During the late 1960’s, Tijerina led a group of armed men to a county courthouse in the small New Mexico community of Tierra Amarilla in a failed attempt to free prisoners who were arrested in a land grant dispute and to place the district attorney under citizen's arrest. La creación del comité es parte de “Women Elevate SD”, el esfuerzo inaugural de Faulconer para honrar y reconocer las contribuciones de las mujeres líderes durante el Mes de la Historia de la Mujer.

Advance Women and Girls, which replaces the inactive Commission on the Status of Women, will consist of volunteer members, each appointed by Faulconer and confirmed by the City Council. This spring, the Mayor’s Office will bring forward proposed changes to the Municipal Code, guidelines and objectives for the committee. The mayor will then request nominations from each of the Councilmembers.

The creation of the committee is part of “Women Elevate SD,” Faulconer’s inaugural effort to honor and recognize the contributions of women leaders during Women’s History Month.

Chicano Legacy On Big Screen at San Diego Latino Film Festival Several Chicano films and documentaries are part of the lineup at this year’s San Diego Latino Film Festival.

Film classic “Mi Vida Loca” returns to the big screen at the Bread and Salt arts center in Logan Heights in celebration of the 30th anniversary of the film. Several members from the cast are scheduled to attend the special screening.

The film tells the story of Chicana gang members in Echo Park, a neighborhood in Los Angeles, and explores different aspects and challenges of female friendships and their connections to gangs during the 1990’s. The film includes performances of actual gang members, Salma Hayek, Danny Trejo, Jacob Vargas, and members of rock band Los Lobos, from East Los Angeles. Allison Anders, the film’s director, lived in Echo Park and got to know Latina women who were part of the inspiration for the film.

Radio host Xavier The X-Man from Magic 92.5 FM and the Sunday Night Oldies show will be the official host at the screening. The screening is part of a special fundraiser in partnership with the Barrio Logan Association, happening on Wednesday, March 20 at 7:00 p.m. at Bread & Salt in Logan Heights. The event includes the movie screening, post Q&A with actors, photo ops, and more.

Leiva Announces Single from New Album LA PRENSA SD NEWSDESK

As always with Spanish artist, Leiva, the wait to hear new songs was worth it. The singer,musician and songwriter unveiled 'Nuclear', the second single of what will soon be part of the fourth album of his solo career.

The new track presents itself with a cover that follows the likes of the previous single No Te Preocupes Por Mí. This new cut that embodies all his personality, like everything he produces, entitled Nuclear, is Leiva in his purest form. In its pampered lyric video version, the track becomes a magical story with the circus world as the protagonist.

Leiva already advanced a small fragment of Nuclear in acoustic form few weeks ago week via Instagram. During that week he continued giving his followers some seconds of the Nuclear lyric video. Today confirms how great of a song it is; made with the same prestigious quality of those in Monstruos, his 2016 album which was one of the best pop rock albums that has been made in Spain in the recent years. This is a Leiva in plenitude and very inspired, as demonstrated with the single No Te Preocupes Por Mí, released in December and one of the most listened to songs on streaming platforms in Spain and accumulating more than five and a half million views ESPAÑOL

on YouTube alone.

Leiva has been in music professionally since the early nineties, but his solo career began in 2012 with the album Diciembre. With three studio albums under his belt, numerous collaborations and a solid facet as a producer, he has received recognitions in these years including the Rolling Stone Award (Spain) for Best Album of the Year, 40 Principales Award for Rock Artist of the Year, LOS 40 Music Award for Artist of the Year and severalLatin Grammy nominations. In February 2018 he won the Spanish film award Goya forBest Original Song for La Llamada, the song nominated also for Best Rock Song in the latest edition of the Latin Grammys.

All this confirms the unanimous applause for the talent of Leiva, a staple of the current scene in our country; an artist who in less than 24 hours has sold out tickets for the performance at the WiZink Center in Madrid on June 29, which has led him to open a new date for the 30th on the same stage. The same thing happened in Barcelona, a "sold out" concert in less than a month, adding a second date on May 26. The first dates for his 2019 Tour were announced throughout all major cities in his home country Spain.

Leiva Anuncia Primer Sencillo de Nuevo Álbum RÉDACCIÓN LA PRENSA SD

Como siempre ocurre con el celebrado artista español Leiva, la espera para escuchar nuevo material ha merecido la pena. Nuclear es el segundo adelanto del que pronto se convertirá en el cuarto álbum de su carrera en solitario. El nuevo tema se presenta con una portada que parece tomar el relevo a la del previo tena No Te Preocupes Por Mí. Este nuevo corte vestido con toda su personalidad, como todo lo que produce, titulado Nuclear, es Leiva en estado puro. En su mimada versión lyric video, el tema se convierte en una mágica historia con el mundo circense como protagonista.

Leiva ya había dado avances por Instagram con pequeños fragmentos de Nuclear en acústico, y días más tarde continuó regalando a sus seguidores algunos segundos del lyric video del tema. Hoy se confirma como la gran canción que es, una pieza a la altura de las que han hecho de Monstruos, su álbum de 2016, uno de los mejores discos de pop rock que se han hecho en España en los últimos años.
