As his first official communication with the U.S. Government, the incoming Secretary of Foreign Affairs is calling for an investigation into the two incidents in which Border Patrol officers fired tear gas canisters from San Diego into Tijuana, Mexico. As the new year was barely getting underway, Border Patrol officers fired several tear gas canisters from Imperial Beach over the border fence. Some of these canisters landed mere feet away from the fork between the Coastal Scenic Highway and the entry road into the beach community of Playas de Tijuana. “Foreign Affairs is calling for an in-depth investigation into the incident that took place that day, as well as the one on Nov.25 in the same area. We also condemn any acts of violence at the Mexico border,” said Foreign Affairs. In both cases, U.S. Border Patrol has argued that they fired the tear gas to repel groups of immigrants who were attempting to cross the border and surrender themselves to Federal agents, as required in order to petition for asylum in the U.S.

Customs and Border Protection (CBP), the parent agency of Border Patrol, insists that petitions can be submitted exclusively at the San Ysidro Port of Entry, in the order that they are called. However, after two months of waiting on the Mexico side of the border, many immigrants lose patience and want to cross sooner to petition for asylum. According to the people in charge of keeping records of the petitioner families so they can go to the Port of Entry when it is their turn, the average wait is approximately three months. “Two months to get to Tijuana, two months of waiting, and then three months to get our turn (to petition for asylum). ¿What are we supposed to do as a family, stuck with no money and no place to go?,” said an immigrant who identified himself only as Jergen. He said that they tried to cross peaceably on Jan 1, and that “we even talked to the officers, asked for their permission,” but all of a sudden 2 hours later “they threw gas at us, just like they did that earlier time, despite there being children present.” Border Patrol quickly

wasted no time in stating in a press release that they had fired the tear gas in response to some immigrants who were throwing rocks at officers. However, according to immigrants and media reporters who witnessed the incident, the Central American migrants did throw rocks, but as a response to the tear gas being fired at them. Border Patrol also said that their officers did not see the tear gas affect any immigrants, “including the children”, but did not address the fact that the canisters were fired over the border fence into a foreign country, into Mexico. In said initial communication, and without getting into the details of the incident, Mexico’s Secretary of Foreign Affairs proposed “inviting Homeland Security to a meeting of the Border Violence Prevention Council.” At the Council meeting, representatives from both countries would study Border Patrol’s current practice for the use of tear gas or other chemical agents. Mexico’s Foreign Affairs is also asking Border Patrol to abstain from firing tear gas into Mexico until the situation gets cleared up.

Asociación Emplea a Personas con Discapacidad Intelectual en Tijuana

Ante la inminente necesidad de crear espacios laborales y recreativos para personas con discapacidad intelectual en México, en 1999 nace el Taller Pro Discapacidad (TallProDis), organismo que busca emplear a personas con discapacidad intelectual que deseen mantenerse activas y recibir una gratificación por su trabajo. “La motivación fue mi hijo, que fue creciendo al mismo tiempo que sus ganas de trabajar”. Nos dice Ángeles Buenrostro, fundadora de TallProDis. “A él como a muchos, su capacidad intelectual no le dio para la escuela, pero sus manos les dan para mucho más.” Así se juntó un grupo de mamás de hijos con tres tipos de discapacidad: autismo, síndrome de down y deficiencia mental. Iniciaron en un salón de la Biblioteca Emiliano Zapata en el Ejido Chilpancingo, en Baja California. Les enseñaron a hacer piñatas, cuya calidad fueron perfeccionando hasta que empezaron a comercializarlas con las dulcerías.

En 2010 inició el taller de confitería, que hoy da vida a una extraordinaria cocina en la que los jóvenes amasan, hornean y decoran cientos de galletas. De jengibre, de avena, de azúcar o de corico, según la temporada, con sabor y apariencia extraordinaria. TallProDis está conformado por 23 jóvenes de entre 18 y 49 años, todos con capacidades diferentes. El objetivo de los talleres de confitería y piñatas es revalorizar el trabajo de alta calidad que hacen las personas con esta condición y promover su autosuficiencia. El requisito para participar es tener alguna discapacidad intelectual y que las familias les apoyen con la transportación. Los talleres son de lunes a viernes, de 9 a.m. a 2 p.m. TallProDis se construyó con un terreno donado, al que se fueron sumando apoyos para construir el área que alberga hoy los talleres de piñatas y confitería, el comedor y la zona recreativa. El proyecto es ambicioso. Falta la casa hogar que hospede a los que así lo requieran “Se están haciendo viejos, se están quedando

solos y no hay lugar que les albergue”, dice Buenrostro. Buenrostro mostró al equipo de La Prensa San Diego la maqueta del proyecto, hecha en forma pro bono por un arquitecto de la Universidad Iberoamericana. Además de la casa hogar, el proyecto incluye las oficinas al centro del complejo, de cristal para supervisar a los jóvenes. Un teatro para el baile y el canto, que les fascina, según nos cuenta. Una vez construido, hay que contratar personal, hay que mantener el complejo. “Sabemos que hay ángeles, empezando por Roberto mi hijo. Requerimos tres millones de pesos para continuar con el proyecto. Lo vamos a lograr”.
