Desde la frontera entre San Diego y Tijuana, no solo los residentes de la zona y agentes de la Patrulla Fronteriza se exponen a las enfermedades y consecuencias de estar cerca de desechos tóxicos en el Río Tijuana, cual divide a Estados Unidos de México. Actualmente, los migrantes que buscan llegar a Estados Unidos por las aguas de este río son los que corren un peligro mayor, de sufrir una seria enfermedad sin tener conocimiento alguno. Los agentes del Sector San Diego de la Patrulla Fronteriza condenan esta situación, la cual en tan sólo cuatro meses ha generado daños en 83 agentes y sobre un gran número de personas que buscaban cruzar la frontera de forma ilegal quienes entraron en contacto con el lodo, agua y tierra contaminada de este cuerpo de agua. “Digamos que tenemos a una mujer con dos niños que vienen de El Salvador, ella viene a este país con sus niños entre el lodo y la suciedad. signed by ten registered voters in the District. The two members, Board President Rosaleah Pallasigue and Antonio Martinez, were each handed a notice of intent to circulate a recall petition, the first step outlined in state law to remove an elected official from office. “Both of these Board members have failed to protect our students, and protect our tax dollars,” said Carmen Ordóñez, the mother of a District student that has suffered

He’s not entirely settled into his new office yet, but Rafael Fernandez de Castro, the recently-appointed Director for the UC San Diego Center for U.S.-Mexican Studies, is ready to take on the new role. His picture frames sit neatly on the floor waiting to be hung and Fernandez de Castro jokingly shares he recently passed his driver's license exam, “I thought it was very difficult but I passed fortunately,” he said and laughs. Fernandez de Castro left his life in Mexico to direct the center, which he refers to as the most important U.S.-Mexico studies center out of all universities in the United States. Esta semana, la Oficina de Protección Financiera al Consumidor (CFPB, por sus siglas en inglés) puso en marcha una nueva norma que tiene como objetivo evitar que los prestamistas abusivos atrapen a personas que no puedan pagar sus préstamos. Los prestamistas deben ahora determinar si los clientes son capaces de pagar sus préstamos, ya que las personas atrapadas en estos arreglos financieros a menudo tienen penalizaciones costosas para la refinanciación de la deuda y otros cargos, al igual que altas tasas de interés. On Monday, Oct. 9, the City of San Diego officially opened up a homeless encampment on the City Operations Yard near Golden Hill Park, this in an effort to treat the current homelessness issue and the hepatitis A outbreak. This year’s hepatitis A outbreak has been linked to the high number of homeless people in the downtown and East Village area, which are living in unhygienic conditions and in close quarters with each other. “This is a safe place for people to be while they wait to be transitioned,” said Robert McElroy, president of local human-services organization Alpha Project. “A lot of people here are sick and tired of being sick and tired, so the camp is really a safe place for people to be at during the time it takes for the larger, more comprehensive structures to be built and while the hepatitis (outbreak) blows over.” The 134-space campsite is being administered by Alpha Project staff members and is equipped with hygienic services such as portable restroom units, hand washing stations, and showers. Other services include 24-hour

Pruebas Gratuitas de Cáncer de Mama para Mujeres en San Diego

Tres meses antes de su mamografía anual, Olga Cardona se dio un autoexamen de mama en casa y encontró un bulto. Una biopsia confirmó que tenía cáncer de mama de etapa dos, que según la National Breast Cancer Foundation, significa que el cáncer de mama está creciendo, pero está contenido en el seno o se ha extendido sólo a los ganglios linfáticos cercanos. "Para mí fue algo muy", Cardona dijo y suspira. "No te digo que fue un shock porque no es la palabra. Fue como algo como que te dan una sentencia, como que te dicen que tu vida ya no va a ser igual". Cardona es una superviviente al cáncer de mama y ahora, más de seis años después de su diagnóstico, anima a las mujeres a educarse sobre los exámenes de mama y aprender sobre sus necesidades de salud. Según la Sociedad Americana del Cáncer, 1 de cada 8 mujeres serán diagnosticadas con cáncer de mama en su vida, y en San Diego, seis mujeres al día son diagnosticadas y una mujer al día se muere de la enfermedad, según la fundación Susan G. Komen San Diego. María Sánchez, gerente de programa para el Centro de Salud San Ysidro, dijo que el acceso es una gran barrera para obtener exámenes de mama de rutina debido a las barreras de transporte o porque la gente no quiere llamar para una cita y tiene que tratar con un mensaje de voz automatizado.

Los próximos exámenes gratuitos serán el viernes, 13 de octubre, en el mercado Northgate González en la Avenida University y el viernes 27 de octubre en el Mercado Northgate González en la Avenida Coronado de 9 a 3 de la tarde. Las mujeres en el evento ingresaron a las unidades móviles del San Ysidro Health Center y recibieron un examen de seno y después recibieron la mamografía en la unidad móvil de Susan G. Komen. Three months before her yearly mammogram exam, Olga Cardona performed an at home breast exam and found a lump. A biopsy confirmed that she had stage two breast cancer, which according to the National Breast Cancer Foundation, means the breast cancer is growing but is contained in the breast or has extended only to nearby lymph nodes. “For me it was very,” Cardona said and pauses to sigh. “I’m not going to tell you it was a shock because that’s not the word. It was like being sentenced, like someone tells you, your life is going to change and it is not going to be the same.” Cardona is a breast cancer survivor and now more than six years after her diagnoses, she actively encourages women to educate themselves on getting routine breast exams and learn about their health needs. According to the American Cancer Society, 1 in 8 women will be diagnosed with breast cancer in their lifetime, and in San Diego, six women a day are diagnosed and one woman a day passes away from the disease, according to Susan G. Komen San Diego. Program Manager for the San Ysidro Health Center Maria Sanchez said access is a huge barrier to getting routine breast exams because of transportation barriers or because people do not want to call for an appointment and have to deal with an automated voice message. To address those obstacles in San Diego communities, Susan G. Komen San Diego is offering free mammogram screenings in partnership with Northgate Gonzalez Markets, San Ysidro Health Center, Every Woman Counts, and Community Health Imaging Centers. y now, just about everyone in the country has heard about NFL players kneeing during the National Anthem. What started as a quiet, peaceful protest by one player has become a national conversation about race, racism, and freedom of speech. Then-San Francisco 49ers Quarterback Colin Kaepernick began sitting during the Anthem last season to protest police brutality against AfricanAmericans, including several shootings deaths. For the first few games, few people even noticed the single player sitting during the song. When he finally spoke about it, Kaepernick said he couldn’t stand for a flag that represents a country that oppresses blacks and other people of color. Later, Kaepernick began taking a knee during the Anthem, and soon, some of his teammates joined him, and lately other teams’ players began kneeling, as well. The young football players were not the first athletes to use their public exposure to draw attention to social injustices: track and field athletes John Carlos and Tommie Smith raised their clinched fists during the Anthem after winning medals at the 1968 Olympics (they were later banned from competing in the international games); NBA players, including LeBron James, wore hoodies during warm ups after the shooting death of Trayvon Martin; and NBA players wore shirts in support of the Black Lives Matter movement after Eric Garner died while in police custody. These and many other smaller protests by other athletes, primarily African-Americans ones, have been peaceful, quiet, and impactful. The protests seek to draw

attention to the issues of racial profiling, police brutality, and racial inequality in the United States criminal justice system. This year, as the number of NFL players taking a knee during the Anthem grew, so did the political responses to their protests. A few weeks ago, Donald Trump spoke out against the protests when he said he thought team owners should “get that son of bitch off the field right now”, referring to any player that kneels during the Anthem. Out of nowhere, as he usually does, Trump jumped on a topic and, as he usually does, turned it into a full on wedge issue that no longer resembles the original issue at hand. Trump said team owners should force players to honor the flag and our military by standing during the Anthem. He thinks players should be fired if they don’t stand. The NFL has rules that state players should stand during the song, but the rule does not describe a penalty. Owners could force players to stand and even cut them for it according to their contracts. And even sponsors could pressure athletes by cutting their lucrative endorsement deals. But, the point of the protests was to expose racial biases against blacks, a populations of Americans that face disproportionately high incarceration rates, longer prison sentences, and higher rates of death by police shootings. The NFL knows that squashing these peaceful protests would look like political censorship against the very group the protests seek to support. It also would make painfully obvious the fact that NFL owners are 97% white and control teams with a racial makeup of 68% black. Bad optics. This past weekend, Vice-

President Mike Pence took the issue to a new high, or low, when he attended a Colts games against the 49ers, only to leave when players from both teams knelt. Pence said he joined Trump in protesting the protest. Both Trump and Pence have now turned the issue into disrespecting the flag and the military, instead of the stated focus of racial bias in America. This week, Trump suggested that the NFL teams should lose tax breaks they receive because of the protests. This new attack by Trump is starting to sound a lot more like government censorship, the exact sacred ground of the First Amendment’s freedom of speech and expression. Threats from the President of the United States to take punitive actions in response to a political protest is exactly what the freedom of speech and expression sought to protect us from. Americans don’t enjoy absolute freedom of speech. We can’t unjustifiably yell “fire” in a crowd, we can’t slander others, and we can’t incite violence, just to name a few. And NFL players could be forced to obey their contracts, rules, and conditions of employment, or face termination by their bosses. That’s all legal. The protections of the First Amendment are designed to protect us from government censorship or suppression of ideas, speech, and protests, especially political ones. The Supreme Court has twice struck down laws against burning an American flag as unconstitutional. In both cases, conservative Justices Antonin Scalia and Anthony Kennedy voted to overturn the laws, citing flag burning as a protected form of

symbolic expression. So, you can burn a flag, wear a flag printed on your underwear, bikini, an even socks. That’s all legal. But, for some reason, professional football players taking a knee during the playing of the National Anthem in silent protest against the real issue of racism in this country has become an insult to the flag, our military, and our President. Our government is based on the inalienable rights of life, liberty, and the pursuit of happiness. Our freedoms are sacred, powerful, and, at times, may be uncomfortable for others. But that’s what freedom is all about. Black athletes protesting at the start of games is a powerful political statement, and they should be allowed to continue without fear of retribution. They could have decided to burn a flag; instead, they chose a peaceful gesture. In some ways, it was more powerful. Maybe that's what’s bothering so many people. Rosa Parks didn’t pick a fight, she just quietly refused to move from her seat on the bus. Martin Luther King, Jr. didn’t make threats, he led peaceful marches. The cause of civil rights in America has progressed through acts of peaceful and legal defiance, and we are all better for them. In her 1903 book about the life of Voltaire, Evelyn Beatrice Hall summarized his Enlightenment thinking in one sentence: “I disapprove of what you say, but I will defend to the death your right to say it.” Her statement perfectly illustrates the careful balance required in a truly free society. We must defend others’ rights in order to preserve our own. Our freedom depends on it.

School Districts Honored for Eliminating Food Waste Several San Diego County school districts were honored by the San Diego Food System Alliance during the 2017 EMIE Unwasted Food Awards for their dedication to practicing food waste prevention and recovery. Among the honorees, was the Vista Unified School District’s Nutrition Services department also known as the WaveCrest Cafe. Director of Child Nutrition Services for Vista Unified School District, Jamie Phillips, said in a press release that they were humbled and thrilled to be recognized. “This is a testament to the hard work, dedication and commitment to excellence that our team displays each and every day,” Phillips said in the

release. During the summer, the district offered free summer meals for children ages 18 and under. And not only did the district focus on providing free meals but also meals made with fresh ingredients. According to the San Diego Hunger Coalition 1 in 5 children in San Diego Country is food insecure. “We are working very intentionally to increase healthy food consumption at our schools, while also working to reduce or even eliminate food waste at our campuses,” Phillips said in the release. “We’ve got lots more planned in these efforts, and this sort of recognition only serves to fuel our desire to improve." The San Diego and Ramona Unified school districts were also honored with an EMIE Unwasted Food Award.

New Ruling to Stop Predatory Payday Loans BY MARIO A. CORTEZ

This week, the The Consumer Financial Protection Bureau (CFPB) set forth a new ruling which aims to prevent predatory payday loans from ensnaring people unable to repay their loans. Lenders must now determine upfront if customers are able to repay their loans since people trapped in loans often times have expensive penalties for refinancing debt and other fees on top of high interest. Payday loans are heavily marketed to people who are financially unstable and often

cannot afford to pay back the full balance when it is due. This scenario leads borrowers to defaulting or borrowing once more in order to not default. According to a press release from the CFPB, about 1 in 4 payday loans are re-borrowed at least nine times. The high number of loan agreements often times leads borrowers paying a higher amount in fees than credit received. “The CFPB’s new rule puts a stop to the payday debt traps that have plagued communities across the country,” said CFPB Director Richard Cordray through a press release. “Too often, borrowers who

need quick cash end up trapped in loans they can’t afford. The rule’s common sense ability-to-repay protections prevent lenders from succeeding by setting up borrowers to fail.” Under the new guidelines, lenders must conduct what has been named the full-payment test, which determines if a borrower can afford to repay their loan without taking out another loan. The new rule also includes a debit attempt cutoff for any short-term loan, balloon-payment loan, or longer-term loan with an CONTINUED ON PAGE 9

Recall Launched Against SY School Board Members officials with the notice of intent to circulate a recall petition. The proponents would then have 120 days to gather 3,222 signatures of registered voters in the District in order to qualify the recall petition. If those requirements are met, the school board would be forced to call a special election where votes would decide to keep the elected officials, or to recall them and elect other candidates. The notices served on Pallasigue and Martinez stated similar reasons for removing them from office, including having voted last month to approve a nearly $400,000 payout to Superintendent Julio Fonseca after he was accused of sexual harassment by a district employee. That employee, Alexis Rodriguez, had been in a romantic relationship with Fonseca with the knowledge of the Board. Rodriguez filed a complaint in August, claiming Fonseca harassed her after they had ended their relationship. Before investigating the claims, the Board voted in a closed-door meeting to approve a separation agreement with Fonseca that included a payout of 18 months of his salary, benefits, and vacation days. The two notices also claim the board members “participated in a cover-up of the hiring of Dr. Fonseca’s girlfriend and voted to pay a whistleblower over $113,000 to keep it quiet.” That payment is the basis for a lawsuit against Fonseca filed by a local taxpayer advocacy group, claiming the payment was illegal. That case is being represented by the District’s lawyers because Fonseca was employed by the District at the time of the payout. Another common claim in the

two notices is that the Board members “voted to pay over $1,000,000 in settlements and legal fees instead of properly investigating illegal uses of public funds.” Pallasigue and Martinez were both re-elected in the November 2016 election. Pallasigue had been appointed to fill a vacancy on the Board in December 2015. Martinez was first elected to the Board in 2012. The notice against Martinez includes two grounds for recall different than those against Pallasigue. “Antonio Martinez neglected his duties as a board member in pursuit of higher office as a city councilmember. He refused to serve as clerk of the board when nominated to focus instead on his political campaign,” the notice states. Martinez recently launched a political campaign for the seat on San Diego City Council that will be vacated by David Alvarez when he is termed out of office next December. Martinez has spent months campaigning and raising money for that race that will have a primary election in June 2018 and a general election in November 2018. Martinez has tapped former San Ysidro School Board member Raquel Marquez Maden to help run his campaign for City Council. Marquez Maden served on the Board for eight years and did not seek re-election in 2012 after it was discovered she and her husband had lived outside of the District for most of her tenure on the Board, which is illegal under state law. Marquez Maden’s husband was also accused of having solicited a bribe from a contractor that ultimately led to a $12 million jury verdict against the District in 2014.

Additionally, the recall notice against Martinez connects him to the administration of former Superintendent Manuel Paul, who was convicted and sent to prison in a wide-ranging corruption investigation that saw 15 other school officials and contractors indicted. Paul served 60 days in federal custody after he admitted he took cash from a prospective constructor looking for work from the District. Martinez is the only current Board member that served during Paul’s tenure as Superintendent “Antonio Martinez is the last member of the corrupt administration of Manuel Paul and is continuing the nepotism of hiring friends and family members at the district, including his own girlfriend,” the notice states. The proponents of the petition charge that Martinez is dating a woman that works as a substitute teacher in the District. They draw a connection to his support of Fonseca’s hiring of his girlfriend, and causing a conflict of interest or creating the perception of favoritism among District leaders and their associates. The District has policies against creating conflicts, and even the perception of conflicts, in its hiring practices by hiring family members or others close to administrators. "We hope they will save the District the expense of a special election, and just resign," Ordóñez said after the meeting Thursday. "We have lost confidence in them and they need to restore trust in our school board by letting new members come in immediately," she added. Both Martinez and Pallasigue declined to comment for this story.

Argentine polo player Ignacio “Nacho” Figueras has made it his mission in life to attract more people to a sport that is often referred to as the “Sport of Kings.” In an effort to do that, Figueras will host the eighth annual Veuve Clicquot Polo Classic in Los Angeles at the Will Rogers State Park on Saturday, Oct. 14. During his trip to California, he made a stop in San Diego to talk to La Prensa San Diego about his career, aspirations, and misconceptions around polo. lines, most of his life’s work has been dedicated to polo. He began his career at an early age and now, with more than 30 years playing polo, Figueras believes he has a lot of work to do. “It’s a big mission of my life to promote the sport of polo,” Figueras said to La Prensa San Diego. What made you want to play polo? Argentina is a place where polo is quite popular. Aún no está completamente instalado en su nueva oficina, pero Rafael Fernández de Castro, el recién nombrado director del Centro de Estudios México-Estados Unidos de la Universidad de California en San Diego, está listo para asumir el cargo. Sus cuadros están en el suelo, esperando ser colgados,

mientras Fernández de Castro en tono de broma comparte que recientemente pasó su examen de licencia de conducir. "Pensé que era muy difícil, pero pasé afortunadamente", dijo con una risa. Fernández de Castro dejó su vida en México para dirigir el centro, al que él se refiere como el centro de estudios sobre la materia más importante de todas las universidades de los Estados Unidos. Este centro es una institución de investigación de políticas que forma parte de la Escuela de Política y Estrategia Mundial de UC San Diego. Este organismo es una fuente de investigación para la creación e implementación de políticas públicas y tiene uno de los programas de becas residenciales más

grandes en los Estados Unidos para la investigación sobre México. "Estoy convencido que ningún centro de estudios en Estados Unidos ha producido tanto conocimiento sobre México y la relación MéxicoEstados Unidos”, dijo Fernández de Castro. Es durante un momento políticamente interesante en que Fernández de Castro asume este nuevo cargo. A medida que los prototipos del muro fronterizo se están construyendo en San Diego y se discuten nuevas políticas migratorias, hay inevitable integración entre los Estados Unidos y México, especialmente en la región San Diego-Tijuana, según Fernández de Castro. San Diego Abre Campamento para Indigentes

l lunes 9 de octubre, la Ciudad de San Diego abrió oficialmente un campamento para personas sin hogar en el Patio de Operaciones de la Ciudad, cerca del parque Golden Hill, esto en un esfuerzo para tratar la problemática de la indigencia y el brote de hepatitis A que se ha presentado.

Este año, el brote de hepatitis A se ha relacionado con el alto número de personas sin hogar en el centro de la ciudad y la zona del East Village, quienes están viviendo en condiciones antihigiénicas y en proximidad directa entre sí. “Este es un lugar seguro para la gente mientras esperan ser transicionados”, dijo Robert McElroy, presidente de la organización

local de servicios humanos Alpha Project. “Mucha gente aquí está cansada de estar enferma y cansada, por lo que el campamento es realmente un lugar seguro para las personas durante el tiempo que le toma construir las estructuras más completas y grandes y termina el brote de la hepatitis A”. El campamento de 134 espacios está siendo admin-

istrado por miembros del personal del Alpha Project y está equipado con servicios higiénicos como baños portátiles, estaciones de lavado de manos y regaderas. Otros servicios incluyen seguridad las 24 horas, servicios médicos, vacunas contra la influenza y la hepatitis A, administradores de casos, servicios personales, almacenamiento y un

servicio de transporte dentro y fuera de la zona. Mientras tanto, el personal del Alpha Project continuará proporcionando ayuda a las personas que más lo necesitan en este campamento hasta que el primero de los tres refugios para personas sin hogar habrá en la Calle 16 y Newton en Barrio Logan en un futuro próximo. “Estamos tomando 200 personas de una población de más de 2 mil personas sin hogar, cual es una gota en una cubeta”, declaró McElroy. “Nuestros equipos de apoyo se han dirigido a los hombres, mujeres y niños que están en mayor riesgo y, por el momento, lo único que queremos es que las personas que más lo necesitan están seguros en este campamento”. El 1 de septiembre, la Junta de Supervisores del Condado declaró una emergencia de salud pública debido a la continua propagación del virus. Esta declaración de emergencia se le dio otra extensión de dos semanas el martes, 10 de octubre A la hora de esta escritura, se han registrado 490 casos de la enfermedad y 18 muertes relacionadas con la hepatitis A.

LA RECONSTRUCCIÓN POR FRANCISCO BARBOSA

Después del temblor del pasado 19 de septiembre que cimbró varios Estados de la república, con efectos particularmente dañinos en la Ciudad de México, el paso obligado es plantear la reconstrucción a partir de diferentes criterios, quizá el más importante sea la recomposición del presupuesto de egresos del año venidero. Por lo menos, esa prioridad se instaló en el discurso oficial según lo declarado recientemente por el Secretario de Hacienda. Sin dejar de reconocer que esa es una tarea de obvia urgencia, también debe ser un tema que exige mayor análisis para no confundir lo inmediato con lo prioritario. Es cierto que el dolor humano es preocupación central y no se puede regatear la ayuda, pero no debe ser motivo para esquivar acciones que también son de importancia crítica para millones de personas que requieren de atención para aliviar las circunstancias de marginación y pobreza atávicas. México pasó, en cifras gruesas, de una población de 14 millones de habitantes en 1917 a 130 millones para 2017 según estimaciones recientes del INEGI. Es decir, en cien años ha crecido 10 veces la población en el mismo espacio. Pero no sucedió de la misma manera en la disponibilidad de recursos, mismos que se concentran en el 0.08 por ciento del territorio nacional que es la superficie de la Ciudad de México, (mil 542 kms2), la cobija no puede ampliarse frente a ingresos limitados. Corresponde entonces al gobierno, tomar medidas prudentes para distribuir los recursos escasos a fin de solventar las enormes necesidades acumuladas en materia de igualdad social e inseguridad y al mismo tiempo encaminar el esfuerzo constructivo a mejores niveles de competencia. Refuerzan Garita por Paso de Fentanilo POR MARINEE ZAVALA

La Agencia de Aduanas y Protección Fronteriza (CBP, por sus siglas en inglés) inició procesos y operativos para reforzar su frontera de San Diego con Baja California. Un incremento de decomisos de droga en las garitas y nuevas estrategias y métodos para tratar de cruzar sustancias ilegales desde México a la Unión Americana dicen ser la principal razón. Pete Flores, director del sector San Diego de la dependencia federal, aseguró haber recibido nuevos instrumentos y tecnologías. Estos, en base a sistemas de lecturas electrónicas, pueden identificar de forma más precisa el paso de sustancias mortales como el fentanilo . “Para poder probar nuevos equipos, hemos recibido nueva tecnología para probar en narcóticos”, informó Flores. “Hemos recibido estos nuevos instru-

mentos con el fin de ayudar a ponerlos a prueba”. Durante el presente año fiscal, se han realizado 54 decomisos de fentanilo, una de las más mortales que al momento existen en el mercado. De estas incautaciones, 480.45 kilogramos intentaron ser cruzados al condado de San Diego, sumando hasta ahora 257 kilos más en comparación al año anterior. CBP asegura que la mayor parte de estos decomisos de droga son detectados en vehículos o portadas por ciudadanos que las ocultan entre sus ropas. “Estamos tomando más medidas de protección en la frontera, esto por el peligro del fentanilo, como lo transportan y lo interceptan, pero también los peligros a oficiales, primeros respondientes y cualquiera que pueda estar expuesto a los narcóticos”, declaró Flores. “Así que lo que hemos hecho, es implementar nuevos procesos para la

detección de drogas, como las probamos y asegurarnos que los agentes k-9 tengan el entrenamiento apropiado, para lidiar con estos narcóticos que buscan entrar por la frontera”, agregó. El mayor número de grupos del crimen organizado que cruza drogas como el fentanilo son de origen mexicano y chino. Estos narcotraficantes utilizan botes de pintura, compartimientos secretos en el auto y comida para cruzar las sustancias. Las autoridades dijeron que, en el caso de los cruces peatonales y vehiculares a San Diego, el número de agentes caninos esperaban incrementara y que los agentes que se encuentran en las casetas de inspección primaria detectaran con anticipación si el ciudadano cuenta con sustancias ilegales u objetos que pudieran poner en peligro la salud y seguridad de la comunidad en Estados Unidos.

Originario de la Ciudad de México, Fernández de Castro se trasladó a Austin, Texas para conseguir su maestría en política pública. Luego obtuvo su doctorado en ciencias políticas de la Universidad Georgetown. Se desempeñó como asesor de política exterior del ex presidente mexicano Felipe Calderón y fue fundador y ex presidente del Departamento de Estudios Internacionales del Instituto Tecnológico Autónomo de México (ITAM) en la Ciudad de México. Ahora, como director del centro en UCSD, su objetivo es hacer que el centro conocido y convertirlo en un lugar donde se pueda facilitar la cooperación entre México y los Estados Unidos. "Como académico, quiero poner mi grano de arena para insistir que, si cooperamos, los mexicanos y los estadounidenses, vamos a tener un mejor futuro", concluyó.

Fronteriza entabló una demanda contra el gobierno federal ante la contaminación del Río Tijuana, la cual llevó a un acuerdo para proporcionar niveles básicos de protección, como no obligar a los oficiales a ingresar a zonas contaminadas. Esta situación, se dice, ya es aprovechada por el crimen organizado y los llamados coyotes, quienes recomiendan a los inmigrantes pasar por dichos espacios de peligro. “Son orientados por coyotes y cárteles que les dicen que corran por estas zonas para alejarse de nosotros, pero ellos no merecen esto tampoco”, Informó Christopher Harris. “No creo que sea una sentencia de muerte, pero pueden resultar seriamente enfermos y no sabemos qué pase después”. Activistas en San Diego también se dijeron preocupados por esta condición, donde la falta de regulación, afecta a uno de los sectores más vulnerables del Condado de San Diego. “Ellos no conocen el ambiente, uno simplemente cree que es lodo cuando tiene en realidad muchos contaminantes y desechos tóxicos, obviamente debe existir algún tipo de señalamientos, indicando que el área es peligrosa”, aseguró Benjamín Prado, coordinador del Programa de México-Estados Unidos de la organización activista Comité de Servicio Amigos Americanos.

Cruizin’ and Barrio Dogg Celebrate Grand Opening

arrio Logan’s newest spot for gourmet hot dogs and lowrider art will be celebrating their grand opening next Saturday, Oct. 21. Barrio Dogg and Cruizin’ Lowrider Galeria have been operating out of a space on Logan Avenue for a little more than six weeks. But now, the art-and-food establishment is ready to celebrate their grand opening. Ernesto A. Gastelum, co-proprietor of the business, spoke with La Prensa San Diego about the origins of the concept and what lies in the future. “Our slogan is ‘for the Barrio, from the Barrio,’” Gastelum commented. “We’re bringing Chicano comfort food to the Barrio through Barrio Dogg and we are also showcasing the lowrider lifestyle with the gallery.” On the front end of the business, Barrio Dogg serves up gourmet hot dogs inspired by the baconwrapped hot dogs often found in Baja as well as home-inspired Mexican side dishes such as sopa de fideos and nopales. According to Gastelum, he and Pablo Rios, one of the establishment’s co-proprietors, enjoy being hosts for social sporting events, such as boxing or mixed martial arts fights. Tired of the usual wings and pizza, Gastelum made some hot dogs which everyone at one of their parties raved about. As prototypes of the border wall are going up in San Diego and immigration policies are being discussed, there is inevitable integration occurring between the U.S. and Mexico especially in the San Diego-Tijuana region, according to Fernandez de Castro. “Mexico and the U.S. are integrating independently from the will of Washington and Mexico City,” he said. “What we can do in this center is generate ideas, generate proposals, so that precisely that process of integration can be easier.” He said this “independent integration” was obvious after San Diego and Tijuana worked together to send aid to Mexico City after it was struck by an earthquake on Sept. 19. “The truth is that it makes me optimistic because beyond the will of politicians, it is very clear to me that people in the U.S. and people in Mexico and especially (people) at the border perfectly understand the value of cooperating,” he said. “They understand perfectly that there is value in coordination, they understand perfectly that we have a shared present and future.” There are several challenges that he sees ahead because the relationship between both countries is very complex and there are many prejudice ideas from both sides but he is determined to insist on more interaction. Fernandez de Castro found his passion for studying the relationship between the two countries early in his career when he completed an internship in Washington with politician Henry Barbosa Gonzalez. He then decided then and there to dedicate his work both at an academic level and government level to the U.S.-Mexican relationship. Originally from Mexico City, Fernandez de Castro moved to Austin, Texas to pursue his master’s in public policy. Then acquired his doctorate in political science at Georgetown University. Fernandez de Castro has served as the foreign policy adviser to former Mexican President Felipe Calderon and was the founder and former chair of the Department of International Studies at Mexico City’s Instituto Tecnológico Autónomo de México (ITAM). Now, as the director of the center at UCSD, his goal is to make the center well known and make it a place where ideas can be generated to facilitate the cooperation between Mexico and the U.S. “As an academic, I want to add my grain of salt to insist that if we cooperate, Mexicans and Americans, we can have a better future,” Fernandez de Castro said.

¿Cuando supiste que esta era la carrera que querías? Cuando tenía más o menos 15 o 16 años empecé a jugar más el polo y me empeze a dar cuenta que eso era lo que me gustaría hacer con mi vida. A los 16 empecé a viajar profesionalmente y por suerte me fue bien.

¿Cómo te sientes mirando lo que has logrado? Me siento orgulloso pero siento que todavia tengo mas para hacer siento que es una responsabilidad utilizar todo lo que he logrado hasta ahora para promover el polo siento que todavía hay mucho por hacer, hay mucho trabajo por hacer. El polo es un deporte que tiene todos los ingredientes para que a la gente le guste pero lo que hace falta es más comunicación para que la gente venga al polo y creo que por eso estos eventos dan buen trabajo porque hay un monton de prensa alrededor del los eventos, la gente se entera de lo que es el polo, mucha gente viene.

Tu misión es llevar el polo a más gente, pero es visto como un deporte elitista, ¿cómo se supera eso? Primero, el polo no es elitista cuando te sumerges en el deporte y juegas al polo te das cuenta de que, como dijo Winston Churchill, "el polo es un pasaporte para el mundo". Polo abre puertas, polo permite a un tipo como yo de Argentina de viajar por el mundo y jugar con el príncipe Henry o hacer un evento en Nueva York con 10 mil personas y Alicia Keys cantando al final. Así que si lo ves de esa manera no es una cosa elitista, me ha permitido y a muchas otras personas llegar a lugares. Por otro lado, es un deporte que reúne a comunidades, hombres y mujeres de diferentes lugares y diferentes razas y orígenes diferentes en un solo lugar.

En el otro extremo, en la zona Tijuana-San Diego se ha mejorado la funcionalidad económica con una modesta obra que facilita el flujo migratorio entre las Californias, espacio que genera la mayor productividad regional a nivel mundial; 6 millones de habitantes generan un producto superior a los 230 mil millones de dólares anuales. Este tipo de contrastes bastarían para que los decisores de las oficinas centrales de la Ciudad de México, tanto los del ámbito del poder Ejecutivo como del Legislativo reaccionaran, y con una mentalidad realmente de cuerpo federal, integrarán un proyecto de desarrollo que beneficie a todo el país: las reglas son por demás claras: disponer recursos para dar mantenimiento a lo deteriorado, terminar las obras en curso priorizando las efectivamente útiles en materia de integración nacional y sólo impulsar nuevos proyectos que tengan impacto regional en el Norte, el Sur y el Centro. La epidemia de consumo de medicamentos recetados y sobredosis en Estados Unidos mantiene como consecuencia la muerte de miles de personas al año. Las autoridades federales registran un incremento en adicciones, abuso y dependencia de casi 2 millones de estadounidenses a opiáceos, una practica que poco respeta nivel social, raza y grado académico y que en muchas ocasiones una sola dosis trae adicción permanente. La muerte de 46 personas al día por consumo de analgésicos prescritos en la Unión Americana mantiene en alerta a agencias federales como la Administración para el Control de Drogas (DEA, por sus siglas en inglés) y el FBI, quienes dicen enfrentarse a una nueva ola de de abuso de narcoticos que ha dejado serios daños en la comunidad. “Los problemas con abuso de medicamentos recetados se han convertido en algo tan serio y es como una epidemia, algo que las autoridades no habíamos visto en un largo tiempo”, informó Davene Butler, agente especial del FBI en San Diego. “Empieza a veces con una receta legítimamente prescrita, pero la gente se hace adicta a esto, y cuando ya no pueden obtener las recetas, buscan en drogas de la calle, como la heroína”. How do you feel looking back "at your accomplishments? I feel proud but I feel that I still have more to do. I feel that it is a responsibility to use everything I have achieved so far to promote polo. I feel that there is still much to be done, there is much work to be done. Polo is a sport that has all the ingredients for people to like but what is needed is more communication for people to come to polo and I think that's why these events (Veuve Clicquot Polo Classic in Los Angeles) do a good job because there is a lot of press around the events, people find out what polo is, many people come.

Your mission is to bring polo to more people, but it is viewed as an elitist sport, how do you overcome that? First, polo is not elitist when you immerse yourself into the sport and you play polo you realize that, like Winston Churchill said, “polo is a passport to the world.” Polo opens doors, polo allows a guy like me from the countryside of Argentina to travel around the world and play with Prince Henry or do an event in New York with 10,000 people and Alicia Keys singing at the end. So, if you look at it that way it’s not an elitist thing, it's allowed me and many other people to make it to places. On the other side, it is a sport that puts together communities, men and women from different places and different races and different backgrounds in one place.
