WHERE PASSION MEETS PURPOSE

A

fter a series of struggles in the Barrio Logan community, the proposed construction of a California Highway Patrol station in 1970 was the last straw for neighborhood residents and eventually lead to the construction of Chicano Park, which celebrated its 46th Anniversary this past Saturday.

“We felt we were getting dumped on again,” said community activist and Barrio Logan community leader, Rachel Ortiz.

Ortiz had marched with Cesar Chavez in the years leading up to the creation of Chicano Park.

The struggles faced by the community of Barrio Logan trace back to the waterfront access taken away during World War II, the 1950s when city officials rezoned the area to allow commercial and industrial activity literally next to homes with families, and the splitting of the neighborhood in the 1960s by the construction of the I-5 and the Coronado Bridge.

In April 1970, when residents became aware of the plan to build a police station and jail in their neighborhood instead of a park, community members and college students launched what would be a 12-day

Chavez works for South Bay Community Services as the Communications and External Affairs Director. One of her responsibilities is to get the word out on what the agency is doing, and how its programs are helping people out. That CONTINUED ON PAGE 3

protest to stop construction of the police station.

After months of negotiations, the City Council approved the park design by the community residents organized as the Chicano Park Steering Committee.

That neighborhood committee still manages the activities of the City-owned park.

“The community got together and fought for the park,” said Consuelo Manriquez, Member of the Chicano Park Steering Committee. “Since then, all the murals have gone up, they really represent the history of our people here in Barrio Logan.”

“They started painting the murals to fix the park up. Lots of muralists came and the California Arts Council was what helped as a consultant for the artists and residents,” said Ortiz to La Prensa San Diego. “This is an open air museum.”

Chicano Park represents the power of the people and the self-determination of Barrio Logan residents. Without the struggle of these people, there would not be a public space that now serves as meeting point for families in Barrio Logan and as a legacy for future generations.

San Diego Mayor, Kevin L. Faulconer said the coalition would not only look for opportunities, but it will look for high paying jobs throughout the region.

Chicano Park Celebrates 46 Years

Business leaders of different groups and organizations from San Diego County united to create an unprecedented coalition to coordinate a strategy for job creation.

The San Diego Regional Chamber in partnership with the County of San Diego, the City of San Diego, and the San Diego Association of Governments (SANDAG) created the coalition.

“Through the collaboration, we will identify and share ways we can build a stronger, more resilient regional economy,” said Jerry Sanders, President and CEO of the San Diego Regional Chamber of Commerce.

The coalition, which will meet four times year, includes over 40 of the region’s diverse business organizations.

“A report that contains a clear and direct strategy for job creation will be published early next year,”

Una propuesta de ley de la Asambleísta de California, Lorena González (D-San Diego) plantea establecer protección para empleadas de limpieza que laboran a altas horas de la noche, lo que las hace vulnerables al acoso sexual.

El año pasado, la investigación periodística “Violación en el Turno Nocturno” (Rape on the Night Shift), dada a conocer por el Programa Frontline de la Cadena PBS, evidenció los peligros a los que miles de mujeres dedicadas a la limpieza de edificios, se exponen cada noche en el área de trabajo.

El Departamento de Justicia de Estados Unidos, estima que ocho por ciento de las violaciones sexuales ocurren cuando la víctima está trabajando, además que diariamente cerca de 50 trabajadoras son víctimas de violencia sexual.

Lo alarmante, es que estos delitos son raramente denunciados por sus víctimas, ya que según datos de dicha dependencia federal, el porcentaje de denuncia es de apenas el 24 por ciento, una cifra muy por debajo al índice de denuncia de otros crímenes en el ambiente laboral.

Uno de los factores es que muchas de las mujeres que laboran en estos rubros no cuentan con documentación para estar en el país, por lo que temen represalias si denuncian estos actos de violencia laboral.

OUT AROUND TOWN SAN YSIDRO SMOG STUDY

An EPA funded study will monitor smog levels in San Ysidro to evaluate the level of smog from the dense border traffic. The new $230,000 study will use 12 smog sensors around the community to measure air quality. The planned border crossing expansion is expected to reduce wait times and, therefore, reduce smog at the border.

Idling cars are a major source of air pollution.

WATER USAGE TOO LOW?

After a year of reducing water usage in San Diego, now it’s so low that water treatment plants are being shut down. This winter, usage was so low that San Marcos’ $160 million water treatment plant was temporarily closed. Even during the summer, overall usage was so low that the county had excess capacity at water treatment plants of over 300 million gallons per day.

SANDAG PLAN UNDER FIRE

A proposed half-cent sales tax increase to fund local freeway, road, and public transit is under attack for not promoting public transit enough. The new tax would raise over $20 billion over 35 years to fund new road and freeway improvements, but not enough, critics say, for expansion of public transit for buses and trolleys. The current half-cent tax was passed in 2004 and has funded projects like the Bus Rapid Transit lines that will soon open in Chula Vista and up the 805. The proposed tax increase may be on the ballot in November. The region’s transportation plan through 2050 could cost up to $200 billion.

NOAH’S ARK TO VISIT SD

A life-sized, 2,500-ton replica of the biblical Ark is on the way to Brazil for the Olympics but will then travel to SD later this year.

The Ark was built in the Netherlands and is used as a religious attraction.

The wooden Ark is complete with life-sized fake animals.

Chula Vista Political Residency Is An Overreach

A

nother minor political dust-up in the South Bay has turned into a fake constitutional crisis that is much to do about nothing. Again.

South Bay candidates are engaged in a new sort of turf war now that Chula Vista City Council races will be voted on by districts rather than by all voters in the City. San Diego and other larger cities elect their representatives this way, but it seems South Bay candidates want to use this new election process to cause even more division than we’ve seen in recent years.

The issue at hand is that one candidate for Chula Vista City Council, Dr. Eduardo Reyes, recently registered to vote in what is now District 4, roughly the areas of Chula Vista west of 805 and south of L Street. That address is an apartment on Moss Street. Critics argue Reyes still owns his home in Eastlake where he has lived for years. Accusations of “carpetbagger” have been flying around from a group made up mostly of supporters of Reyes’ main political opponent in the race, former Councilman Rudy Ramirez.

So what’s the big deal here?

Well, state and local elections laws require that candidates for office be registered to vote AND be a resident of the district at the time they file to run for office. Specifically, the Chula Vista charter states that “At the time

On Saturday morning, thousands of Chargers fans gathered at the proposed Downtown stadium site on 13th and K to kick off a signature rally which aims to put the fate of the proposed convention center and football stadium complex in the hands of local voters through a ballot initiative.

The event had live music, food, and also featured notable keynote speakers advocating for the initiative. Making appearances to speak for the Chargers organization and their project were former Chargers superstar LaDainian Tomlinson, Chargers owner Dean Spanos, and NFL commissioner Roger Goodell.

“Over 55 years, we have seen some great players. Let’s build a stadium for the next 55 years so there can be more great players in this community. You deserve it San Diego. Don’t let the Chargers leave. Let’s get those votes,” exclaimed Tomlinson to a cheering multitude.

“Dean [Spanos] says we have a lot of work to do. We all salute Dean Spanos’ decision to stay and make it work here in San Diego,” said Goodell to an enthused audience. “The chargers belong in San Diego and if a new stadium is built, there would simply be

public school systems.

Another irony: Reyes’ opponent, Rudy Ramirez, is criticizing Reyes of moving just to run for office. Maybe Ramirez has a short memory, but, just four years ago, Ramirez himself was criticized for doing the same thing when he moved to run for the 79th State Assembly, a race he lost in June 2012. At that time, Ramirez was finishing his second term on the Chula Vista City Council. Under the City’s term limits, he could not run again unless he sat out for at least one election. After sitting out the last election cycle, this year Ramirez is seeking to return to his former Council seat.

This is not an endorsement of any candidate but, instead, it’s a warning to voters to listen carefully to try to find the truth within the political noise of the campaigns.

Voters will choose between Reyes, an educator that moved recently, Ramirez, a former Councilman that ran for another political position all together and now is seeking to return to the Council, or two others; Emmanuel Soto and Marcos Lopez.

For sure, the last thing we need in Chula Vista are more elections laws to further complicate an already confusing process.

Politicians should let the voters decide who they want to represent them without unnecessary limits.

We trust that voters are smarter than politicians give them credit for.

‘Convadium’ Initiative Kicks Off

elected President of the new US. That’s hardly what’s at play in Chula Vista.

Dr. Reyes has lived in Chula Vista for over 37 years. He’s an elected member of the Chula Vista School District, serving student from the entire City. He’s been a local educator for many years and currently serves as the Principal of Bonita Vista Middle School. He’s also a local business owner. Hardly the description of a carpetbagger.

Reyes’ critics are alleging that someone from Eastlake couldn’t possibly understand what issues need to be addressed just a few miles away.

Come on, we’re not talking about someone from another state moving here yesterday to run for office. And Chula Vista’s issues are not so nuanced by neighborhoods that Reyes wouldn’t understand them.

What’s really ironic about this situation is that the term “carpetbagger” is being used when, in fact, the history of the term would help Reyes in this case.

Carpetbaggers were Northerners that moved to the South right after the end of the Civil War in 1865. The term was coined by Southerners as a derogatory term because they feared these new residents would try to institute progressive reforms after the end of slavery, including supporting civil rights, economic development, the establishment of

nomination papers are issued… a person running for City Council must be a resident of the Council district for which that person seeks election. Additionally, a person must be a registered voter of the City.”

The question remains whether Reyes actually lives at the Moss Street apartment. That’s a fair question for voters to ask and for Reyes to address.

But the group accusing Reyes of being a “carpetbagger” is now asking the City Council to take actions that NO other city, county, or state requires of any candidate; a length of residency requirement before being eligible to run for office.

Now, that’s a step too far.

The only office in the country that has any residency time frame to be eligibile is President of the United States. Article II, Section I, Clause V of the Constitution requires that a candidate “been fourteen Years a Resident within the United States.”

We may remember from history class that the Founding Fathers had just declared independence from England and fought a bloody revolutionary war to secure their freedom.

They’re biggest fear was that British loyalist would be elected President and fall back under the control of England. The residency requirement in the original Constitution, along with being a natural born citizen, was aimed at preventing a proxy for the King of England from being

no better place for a Super Bowl,” Goodell added to much acclaim.

In order to put the initiative for funding a new stadium complex on the November ballot, the Chargers must collect 66,447 valid signatures by mid-June, otherwise the team’s initiative to raise the city’s hotel room tax will not be on the ballot, which is likely to seal the fate of this project.

The Chargers look to collect 100,000 signatures to make sure there are no problems with the certification process in June when the signatures

are turned in.

The funding detailed in the Chargers’ initiative mentions a six percent increase to the hotel room tax in order to fund this project through income brought to the city by tourists.

The projected cost of the facility is expected to be $1.15 billion, of which the Chargers and the NFL are expected to contribute over half of the total costs for the proposed complex.

When inquired about the amount of signatures gathered as of 1 p.m., petition circulators said that they were

not allowed to disclose projections or actual numbers.

“I can’t say anything. All I can tell you that we hope San Diego residents will come together and support the Chargers. You must also be registered to vote in the city of San Diego in order for your signature to be considered as valid,” said a volunteer circulating for petitions who asked to not be identified.

San Diego Mayor Kevin Faulconer was not present at the event.

Bill to Protect Janitors from Sexual Assault Approved

A bill by California State Assemblywoman Lorena Gonzalez (D-San Diego) seeks to protect janitorial workers who work late at night, making them targets for sexual harassment and assault.

Last year’s “Rape on the Night Shift” investigative journalism series by PBS’s Frontline shed light on the dangers faced by the thousands of female janitors while cleaning offices overnight.

The U.S. Department of Justice estimates that 8 percent of all rapes occur while the victim is working, and that about 50 workers a day are sexually assaulted.

The most alarming aspect of this is that these crimes are rarely reported by the victims. According to Department of Justice data, only 24 percent of incidents are reported, which is well below the average in comparison to other violent crimes in the workplace.

One of the factors behind the low reporting percentage is that many of the women who work in this industry are undocumented, so they fear the implications of reporting the incident.

It is estimated that the majority of janitors in San Diego are women, and most of them are minorities.

“Too often these women are overlooked because they work

alone in the dead of night after the rest of us have gone home.

They deserve better,” stated Assemblywoman Gonzalez.

“As we have in other sectors, we have to make sure that vulnerable workers receive appropriate training and protections from sexual assault, and effective, safe ways to report crimes.”

Under Assembly Bill 1978, the California Department of Industrial Relations (DIR) will create sexual harassment prevention training materials, establish a toll-free hotline for reporting complaints, and require employers CONTINUED ON PAGE 9

Local Safety Teams Prepare for Maritime Emergencies

Over the span of the past week, local and federal law enforcement agencies conducted maritime threat drills on San Diego Bay. On Wednesday, April 27, the combined forces showed off a collaborative exercise on board the Hornblower Inspiration vessel, regularly used for gala dinners and party cruises.

Wednesday’s drills began at 11:30 a.m. with diving teams plunging into the water around the USS Midway Museum to conduct an underwater operation. The elaborate sea ship SWAT response drill began promptly at 1 p.m. with the arrival of two Blackhawk helicopters. In this exercise, six Border Patrol Tactical Unit (BORTAC) agents fast roped down onto the Hornblower vessel, currently docked at the Grape Street Pier on the Embarcadero.

tell me, ‘one day things may change, but for now, this is how things are.’ That wasn’t a good enough answer for me.”

When she headed off to San Diego State in 1989 to major in Journalism, she thought she had her whole life planned out. Chavez was convinced she would work her way through school, climb the corporate ladder, get a good paying job in media, and live in a high rise in Chicago or New York City.

Getting married and having kids was not for her, she thought; that was back then though. Chavez is now married and has three children. Her life is quite different from what she once envisioned for herself, but eventually, she noticed titles and money felt somewhat empty. Over time, it was her children who actually led the way in her professional path.

As a mother, she started noticing her community more. She also started speaking out both in her neighborhood and with city leaders. She understood the real life effects policies have on everyday life. So, she decided her voice would be heard loud and clear.

Back in 2005, Chavez was appointed to the Chula Vista City Council where she served for one year. During that time, Chavez collaborated with city engineers to promote traffic safety plans around schools, parks and busy roads.

“That transition of being a very active mom and advocate for my children somehow led me to the City Council,” explains Chavez. “I know what can happen to a community when it’s abandoned. I know what happens to neighborhoods and kids when we’re not speaking out or working with our leadership. Where I grew up it was a mess and this can happen in any community.”

Despite all the ups and downs, the importance of higher education was always clear to Chavez and her family.

Her parents are Mexican immigrants who understood the power of education and its potential. Her father, who worked in a factory, had only a second grade education.

Her mother started attending school in the United States as a child in second grade.

Chavez’s parents were hard working, humble and very determined. The strong family ties she felt growing up have proven essential, especially now that she treads a field where being bicultural and bilingual are key. It is a reality that’s also reflected in some of the shelter services the agency provides.

“For example, if a woman is a victim of domestic violence and doesn’t want to leave the abuser because grandma is staying with them,” explains Chavez, “or if the woman has a son that’s over 12 years old, most shelters don’t allow them to stay in the same room. Or perhaps they have a special needs child. We accommodate for all that.

We’re able to bring the whole family in because we understand the family unit.”

Throughout the interview, Chavez stops herself when she starts getting emotional.

She gets teary eyed just thinking about all the families that have been helped, and all the others who still need support. It is clear that this is about much more than just a job, for Chavez it’s personal.

“It’s not about producing cookie cutter copies,” explains Chavez. “We want our voice to be reflective of what we do.

I look back and remember all those people who helped me and my family out through the years. It’s really come full circle,” Chavez concluded.

insight ranges from shedding light on the painful challenges families go through, all the way to the joy of overcoming them. From separated families to domestic violence and even homelessness, she has seen all types of cases.

“I’m the storyteller,” says Chavez during a one-on-one interview with La Prensa San Diego. “My co-workers do all the hard work. I get emotional with success stories and I also get emotional when I hear cases on child abuse, malnutrition, homelessness; all these things that happen, even before these kids get to us.”

The primary mission of South Bay Community Services is to help, so it is easy to see why Chavez was attracted to this line of work.

Be it through educational programs, shelter services, youth support or counseling, the agency has an impressive support system. Amid all the dark news, there are also countless stories of hope.

Chavez has witnessed the satisfaction that comes from helping teenagers choose the right college, while at the same time, explaining the importance of higher education to parents. She has seen families rise from poverty to self sufficiency and from fear to fearlessness.

Growing up in the in the Van Nuys neighborhood of Los Angeles, Chavez lived in a 500-square-foot home with her parents and three siblings. The Chavez household was full of love, but it was impossible to ignore the chaos going on outside.

“Friday nights were about hearing gunshots outside and helicopters flashing their bright lights,” says Chavez.

“We would watch TV on our tummy because we never knew what could fly by. There were car accidents and drug dealers. My parents would

“The San Diego region is among the best prepared for emergencies in the nation because we do exercises on an annual basis. Our men and women are well trained and equipped. We drill often so we can have have a very well prepared region,” Bolduc stated.

Wurts also emphasized the strong collaboration and commitment to readiness from local law enforcement and rescue agencies.

“We run drills several times a year. Last fall we staged an exercise simulating an airliner crash where teams had to come together and rescue passengers from the water. Today’s focus is more about law enforcement tactics.”

The full preparation exercises began on April 25.

Thirteen local and federal agencies collaborated in testing their joint preparedness and response to maritime distress through Thursday, April 28.

Chief Rick Wurts shared some insight into Wednesday’s emergency rehearsal.

“In this situation, a team will board and secure the boat. The current scenario involves diffusing a criminal situation with lots of citizens on board a cruise ship. Several law enforcement agencies with maritime presence are partaking in this exercise.”

Harbor Police Chief John Bolduc also spoke to La Prensa San Diego about the drill.

“Although the vessel is docked, this rescue scenario can occur anywhere in a maritime environment.

Anytime you deal with a vessel drill, you simulate something that happen anywhere in or out of San Diego Bay, or even in open waters.”

This training is a part of a strong commitment on behalf of all agencies operating in the region to provide effective responses whenever they are needed.

Tijuana y Tecate. Se utilizaron las instalaciones del CEART, Ensenada usó sedes alternas CEART, el Teatro de la ciudad, en Mexicali se realizó en el Gran Teatro del Estado.

Abril: Mes de la Concientización Para Conductores Distraídos POR MARIO A. CORTEZ

El Consejo Nacional de la Seguridad de los Estados Unidos (NSC, por sus siglas en inglés) El Consejo Nacional de la Seguridad de los Estados Unidos “NSC”, publicó los hallazgos de un estudio sobre manejar con distractores, y en reconocimiento al mes de la concientización de conductores distraídos. Los resultados son alarmantes.

El estudio muestra que los conductores quienes utilizan el teléfono celular al manejar, incrementan probabilidades de sufrir un accidente automovilístico, en un 400 por ciento en promedio, un 66 por ciento de conductores hablan desde su teléfono celular en estacionamientos, un lugar de riesgo por el tráfico vehicular, y afluencia de peatones. La presión laboral con 54 por ciento al utilizar los conductores su dispositivo, y tratar asuntos de trabajo al ir manejando.

El estudio reveló que el 82 por ciento de los conductores sienten presión de la familia, al responder

un mensaje cuando van manejando. La presión es aún mayor en adolescentes quienes comentan sentirse presionados por sus amistades y compañeros, más que de la propia familia, lo cual incrementa la cifra de conductores distraídos en una población más joven.

Aún con la llegada de tecnologías manos libres, la concentración de quienes manejan se ve afectada, y siguen con el mismo riesgo y probabilidad de sufrir un accidente. Se ha comprobado que la atención de un conductor le lleva 55 segundos en distraerse y tener consecuencias fatales.

Con el fin de prevenir distractores tras el volante, el NSC sugiere que los conductores descarguen aplicaciones para dispositivos Android o Apple, que previenen la entrada de mensajes mientras se está al volante. También hay formas más tradicionales de prevenir distracciones, como guardar su dispositivo móvil en la guantera, o apagar el teléfono celular mientras maneja.

No hay muchas personas que puedan decir que se apasionan por su trabajo, pero Patty Chávez es una de las afortunadas. A Patty le encanta su trabajo y se nota.

Ella trabaja para South Bay Community Services, como Directora de Comunicación y Asuntos Exteriores. Una de sus responsabilidades es dar a conocer lo que hace la agencia, y cómo sus programas ayudan a personas en la comunidad.

Esto incluye escuchar los dolorosos desafíos que sufren miles de familias, entre ellas familias hispanas.

Chávez ha visto todo tipo de casos: desde familias sepa-

radas, violencia doméstica, e inclusive personas sin hogar que viven en las calles.

“Soy la persona que cuenta sus historias”, explica Chávez en una entrevista con La Prensa San Diego. “Mis colegas hacen el trabajo de día a día, yo lo narro. Me conmueve escuchar historias de éxito, obviamente también me conmueven casos de abuso a menores y personas sin hogar, son problemas que surgen, mucho antes de que estos niños den con nosotros”.

La tarea principal de South Bay Community Services, es ayudar por lo tanto, es fácil ver por qué Chávez optó por estar allí.

La agencia provee programas de educación, refugio, consejería y servicios para jóvenes, y más que nada, la agencia cuenta con un impresionante sistema de apoyo. En medio de tanta noticia negativa, también existen casos que dan esperanza.

El Parque Chicano Celebra su 46 Aniversario ENGLISH P.1

uego de una serie de luchas realizadas por la comunidad de Barrio Logan, la posible construcción de una estación de la Patrulla de Caminos de California fue el colmo para los residentes de este vecindario, y lo que llevó a la construcción del Parque Chicano en 1970, que celebró su 46 aniversario el sábado 23 de abril.

“Sentimos que nos abandonaron de nuevo”, expresó la histórica activista y líder comunitaria de Barrio Logan, Raquel Ortiz. Ortiz había marchado con Cesar Chávez en los años previos a la creación del Parque Chicano.

Los estragos por los que han pasado los integrantes de la comunidad de Barrio Logan van desde el cierre del acceso a la bahía durante la Segunda Guerra Mundial, los años 50 cuando la ciudad impuso una modificación de uso de suelo en el área lo cual puso actividad industrial al lado de casas de familias, y la partición del

vecindario en los años 60 por la construcción de la autopista interestatal 5 y el Puente Coronado.

En abril de 1970, cuando los residentes se enteraron de que se construiría una estación de policía en su vecindario en vez de un parque, miembros de la comunidad y estudiantes universitarios lanzaron lo que sería una protesta de 12 días para detener la

construcción de la estación de policías.

Tras Meses de negociación, el Concilio de la Ciudad de San Diego aprobó el diseño del parque por parte de los residentes de la comunidad en la Junta del Comité del Parque Chicano. Este comité aun maneja las actividades del CONTINUA EN LA PAGINA 9

Residentes de Chula Vista Piden Enmienda sobre Candidatos en Distritos ENGLISH P.9

Un grupo de 25 residentes del distrito 4 de Chula Vista, se reunieron a las afueras del Cabildo de la Ciudad, para pedir que se incorpore una enmienda en los estatutos sobre los Candidatos a Regidores de la Ciudad.

“Estoy horrorizada por tener a un candidato que ha vivido en el Suroeste de Chula Vista, siete meses en un departamento sobre la

calle Moss, que no sabe nada sobre la comunidad, ni se ha involucrado con la comunidad”, expresó Teresa Acerro, residente del Distrito 4 de Chula Vista.

En la boleta de Noviembre del 2012, los residentes de Chula Vista aprobaron la iniciativa B, que permite que se elija a los integrantes de Cabildo de la Ciudad, por el lugar donde residen, pero no se estableció un periodo de residencia.

“Necesitamos a alguien

que defienda a nuestra comunidad, no sólo a la ciudad”, agregó Acerro.

Rick Montañez, residente por 20 años del Distrito 4 en Chula Vista, dijo que se aprobó la medida en el 2012, porque la gente quería representación por distrito.

“Cuando vives por lo menos tres años en la comunidad, te enteras de lo que pasa, necesitamos a alguien que entienda cómo es la comunidad, sus características y lo que

enfrentamos cada día, como lo que enfrentan los niños al ir a la escuela”, expresó Aurora Murillo Clark, residente del área.

El residente del Distrito 4 de Chula Vista, Tino Martínez, propuso establecer una residencia mínima de cuatro años a los candidatos como representantes de distrito.

“No puedes hacer cambios si eres como un visitante en la comunidad”, dijo Martínez.

El Maestro Mendoza, es originario de Mexicali, nació en 1936 y se inició en la música a los 5 años de edad, con la asesoría de su padre el Sr. Fidencio Mendoza Fernández, muy joven se trasladó a la Ciudad de México para continuar sus estudios musicales, con el Dr. en Música, Francisco Argote Camacho, al mismo tiempo trabajó en varias orquestas y sitios de la ciudad, acompañando a artistas de la talla de: Celia Cruz, Alberto Vázquez, Agustín Lara, Olga Guillot, María Victoria, Manuel ¨El Loco¨Valdez, Viruta y Capulina entre otros.

Chikis Mendoza (hija de Chinto), es una cantante mexicana, con 28 años de trayectoria artística. Empezó a cantar en orquestas y grupos que formaba su padre, aprendió de los grandes músicos de la región; participó en grupos de rock, como: ¨Circus¨, y ¨Los Concerts¨, entre otros.

Alex J. Mendoza, es maestro de música en EE:UU, imparte clases a niños de educación especial.

“Con demasiada frecuencia, estas mujeres son ignoradas porque trabajan solas en la oscuridad de la noche, mientras que el resto de nosotros hemos ido a casa”, expresó Lorena González.

“Tenemos que asegurarnos que nuestras trabajadoras más vulnerables, reciban una formación adecuada y protección contra acoso sexual, además de métodos seguros y eficaces para reportar crímenes”.

Bajo la iniciativa AB-1978, el Departamento de Relaciones Industriales de California, crearía un programa y material de información como entrenamiento para prevenir el acoso sexual, además de establecer una línea telefónica gratuita para recibir denuncias.

Con esta ley, empleadores estarían obligados a colocar señalamientos en el lugar de trabajo explicando estas leyes.

Aunado a ello, se obligará a las compañías evitar que mujeres conserjes trabajen solas en el turno nocturno.

Por otro lado, la iniciativa plantea que supervisores y trabajadores reciban por lo menos cuatro horas anuales de capacitación sobre el acoso.

La propuesta de ley avanzó esta semana en el Comité de Trabajo y Empleo de la Asamblea de California.

En próximas semanas, la iniciativa llegará al Comité de Apropiaciones y de ser aprobada, llegaría a la Asamblea en Junio, donde requerirá la mayoría de votos para ser enviada al Senado de California.

El plan de fondos descrita en la iniciativa de los Chargers propone un incremento del 6 por ciento al impuesto sobre hoteles para financiar el proyecto con ingresos que se generan a través del turismo. El costo estimado del proyecto es de $1.15 billones, del cual los Chargers y la NFL cubrirán más de la mitad.

Al ser cuestionados sobre la cantidad de firmas recaudadas a la 1 p.m., los peticionantes voluntarios mencionaron que no estaban autorizados a dar ningún tipo de información o cifras.

“Yo no puedo dar información. Sólo te puedo decir que esperamos que los residentes de San Diego se unan y apoyen a los Chargers.

Tienes que estar registrado para votar en la ciudad de San Diego para que tu firma sea válida”, dijo un peticionante voluntario, quien pidió no ser identificado.

La Banda de Julio Higuera Jazz Band de Mexicali, se destaca por el talento de Julio Higuera (Guitarra), Carlos Quezada (Batería), Eduardo Marroquín (Bajo) y Francisco Javier López Maldonado (Piano).

Esta X Edición del Festival de Jazz 2016 ¨Chinto¨ Mendoza, cumplió su objetivo, impulsar el jazz en todo el estado de Baja California, engalardonado con la presencia del Maestro Mendoza y de su grupo orquestal, los cuales amenizaron este evento.

Para concluir, el 26 de Abril se entregó en el Multiforo del ICBC Tijuana, el Premio Bellas Artes Baja California de Dramaturgia 2015, a la dramaturga y actriz, originaria de la Ciudad de México, Alejandra Reyes Espinoza del Río.

universidad, y a la vez, explicar a los padres acerca de la importancia de una educación formal. Ha visto a familias que surgen de la pobreza a la autosuficiencia, y del temor a la libertad.

Chávez creció en Los Ángeles, en el área de Van Nuys. Vivía con sus padres y sus tres hermanos, en una pequeña casa de 500 pies cuadrados. Aunque la casa estaba llena de amor, no podía ignorar lo que sucedía afuera.

“Los viernes en la noche era bastante común escuchar balazos y helicópteros alumbrando, dice Chávez.

“Veíamos la televisión acostados boca abajo en el piso, por si había un tiroteo.

Había accidentes y se vendían drogas en las calles.

Mis padres me decían “algún día las cosas pueden cambiar, pero no de momento, ahorita las cosas están así. Esa explicación nunca fue suficiente para mí”.

Cuando salió de casa rumbo a San Diego State University, en 1989 para estudiar periodismo, pensaba que ya tenía planeada toda su vida.

Estaba convencida que después de la universidad, encontraría un buen trabajo en los medios y que viviría en un rascacielos en Chicago, o Nueva York. Pensaba que el casarse y tener hijos no era para ella; pero eso era entonces. Su vida hoy es bastante diferente de lo que ella había planeado. Patty está casada y tiene tres hijos.

Explica que eventualmente cayó en cuenta que los títulos y el dinero eran promesas vacías. Con el

pasar del tiempo fueron precisamente sus hijos que la dirigieron en su sendero profesional.

Como madre, empezó a fijarse más en su comunidad, también empezó a hacerse escuchar, no sólo en su vecindario, sino con líderes de la ciudad. Comenzó a ver los efectos que la política tenía en la vida diaria.

En el 2005 fue asignada temporalmente como miembro del concilio en la Ciudad de Chula Vista, donde trabajó por un año, durante ese tiempo Chávez colaboró con los ingenieros de la ciudad, para promover medidas de tráfico alrededor de las escuelas, los parques y calles muy transitadas.

“Esa transición de ser una mamá muy activa, y contener a la vez a mis hijos, me dirigió de alguna manera al gobierno de la ciudad, explica Chávez. “Sé lo que le puede suceder a una comunidad cuando se abandona.

Sé lo que le puede suceder a las comunidades y a los muchachos cuando no estamos dando a conocer nuestras necesidades ni hablando con los dirigentes.

Donde yo crecí era un desastre, y esto le puede suceder a cualquier comunidad”.

Independientemente de las altas y bajas, la importancia de la educación universitaria siempre le fue muy clara a Chávez, sus padres emigrantes de México, entendían el poder y potencial de la educación. Su papá trabajaba en una fábrica. y sólo cursó hasta el segundo año de primaria. Su mamá empezó a asistir a la escuela en Estados Unidos

Eran muy trabajadores, humildes y muy determinados, los fuertes lazos familiares que sintió al crecer, han sido claves en su carrera, especialmente ahora que transita en un campo, donde el ser bilingüe y bicultural es de suma importancia. Es precisamente esto que se refleja en algunos de los servicios que ofrece la agencia.

“Por ejemplo, si una mujer es víctima de violencia doméstica, y no quiere dejar al abusador puesto que la abuelita vive con ellos”, dice Chávez, “o si la mujer tiene un hijo mayor de 12 años, la mayoría de los albergues no permiten que se queden en el mismo cuarto, o si tal vez tienen un niño con discapacidades. Trabajamos con todo eso, podemos unir a la familia entera bajo una unidad, puesto que conocemos la dinámica de familias hispanas”.

A través de la entrevista, Chávez se detiene conmovida, se le llenan de lágrimas los ojos, sólo al pensar en todas las familias que han superado desafíos, y todas las otras familias que aún necesitan ayuda, es evidente que esto es más que un trabajo, para Chávez, es cosa personal.

No se trata de escribir historias típicas con fórmulas ya establecidas explica Chávez. “Queremos que nuestra voz refleje nuestro trabajo, recuerdo años atrás cuando era niña, y recuerdo a todas las personas que me ayudaron a mí y a mi familia; es un círculo completo”.

As time goes by, love and technology came closer and closer. Now, with a simple click, you can arrange a date. There are many applications online for people in search of a partner. These apps allow users to select the age, profile, qualities and even nationality they seek in a mate.

“I think people are busier than ever. People work more hours and they do not have time to socialize or develop relationships. Through a dating app, people can eventually meet a person to go grab coffee or a drink with. I think a dating app saves time, and can help you look for what you want based on age, income, interests, location, and even if they like to cook,” noted Kurt Jolly, expert in smartphone apps.

A recent study by marketers found that 55 percent of couples in the United States met on the Internet. Social media networks like Facebook and Twitter hold the highest spots of virtual approach and in the last five years, new applications for mobile devices have marked a new era in relationships.

“With a single click of a button, you can connect to people with your same interests such as sports or any

home activity. I increasingly meet more couples who not only met on the Internet, but also got married,” added Jolly.

These applications have been so popular internationally, that in the last ten years users have increased from thousands to millions.

However, the creators of these applications have disclosed that safety is not guaranteed if you join these programs, and precautionary measures depend on each user while on these romantic encounters.

Love is not the only personal aspect benefited by technology, personal safety has gained a boon as well. In recent years, technology has taken an important role in finding the whereabouts of criminals, following the launch of new applications that disclose the exact location of a person’s smartphone.

“My parents have this app that allows access to the phone’s location and if anything happens, or if you’re in danger, it sends a text to your parents. They use it with my younger sister”, said a University of California, San Diego student.

“It keeps you safe, and lets you share your location and in case of an emergency, it notifies the police,” added the same UCSD student.

In the United States, a person disappears every 90 seconds. This figure, provided by the Department of Justice, has sent red flags across the United States and mothers are the ones who have shown their interest in using of these tools.

The I’m Getting Kidnapped app, which is one of the top personal safety apps, activates an emergency call to the authorities when activated. There is also a GPS chip for newborns that can help in case of a kidnapping.

“I won’t let [my children] go out unless I am with them. Every parent feels this way and is afraid of something bad happening, so they don’t go if I don’t go with them,”said Grace Johnson, a concerned mother.

Last year, the Federal Bureau of Investigation, received a report on the 600,000 people missing in the United States, most of them are minors. However, they mentioned that the number of missing persons has dropped since the use of these applications began.

According to a study conducted by the University of California, mobile device users currently spend more than half their day with their devices. However, they are unaware that safety applications exist and can save their lives.

Nunca imaginé estar prácticamente dentro de una nube, caminando en una de las siete nuevas maravillas del mundo. Las montañas de Machu Picchu parecen respirar, pero siguen dormidas. La neblina gruesa se ha convertido en una cobija que tampoco está lista para empezar el día, son las 6:00 de la mañana y Machu Picchu acaba de abrir sus puertas, al entrar, abro mi mapa para orientarme un poco, pero la neblina, que quizás ya es lluvia, ha empapado mi mapa en cuestión de minutos, tiró el mapa y sigo adelante, convencida que mi espíritu de aventura será mi brújula, dentro de poco, me doy cuenta que estoy completamente equivocada y perdida.

Las montañas no tienen sólo un camino, son varios. No hay un destino final, sino más bien es cuestión de caminar, escalar y subir montañas que parecen desaparecer en el infinito, hay ruinas arriba, abajo y a los lados, pero llegar a ellas no es fácil ni rápido. A casi 8,000 pies de altura, me sorprende ver pájaros volando tranquilamente, parece que entienden que son protagonistas de un espectáculo, mientras sobrevuelan de una montaña a otra con alas extendidas...Me pregunto si alguna vez, habrán sentido un malestar por la altura.

Es tan temprano que sólo hay un grupo pequeño de turistas a la vista, todos estamos un poco perdidos, pero nuestro orgullo no nos permite aceptarlo, cada quien camina por su cuenta sin destino, la neblina es tan gruesa que sólo se ve vapor blanco, que surge y se mueve del cielo a la tierra y viceversa.

Me siento en una piedra para contemplar el escenario y respirar la experiencia, el aire, las nubes y la tranquilidad son las estrellas del momento. Me imagino cómo era la vida hace siglos cuando los Incas pasaban por allí, y más allá...cómo lograron construir estructuras tan

I never imagined I’d be inside a cloud, walking around one of the seven modern wonders of the world. The high Andes mountains seem to be breathing, but they’re not quite ready to wake up yet.

The thick white fog is the mountain’s blanket and it’s not prepared to start the day off either. It’s 6:00 a.m. --the time when Machu Picchu officially opens its doors to visitors. I look at my folded map a few times to get a sense of direction, but the mist (or is it now rain?) has soaked my map. I can’t open it now, the paper has turned into mush. But who needs a map when you have an adventurous spirit and most importantly a trail? Well, it turns out, I do...

Peru’s Machu Picchu mountains don’t have one main trail, but dozens. There’s no final destination, but rather uphill mountains that seem to disappear into the unknown. There are ruins left and right, but getting to them isn’t easy. This is a hike and not a speedy one. At almost 8,000 feet above sea level, I’m surprised to see a few birds nonchalantly roaming the sky. They seem to be showing off their peaceful ritual, as if they know they have spectators enjoying the show. I wonder if they even know what altitude sickness is.

It’s so early, there’s only a hand full of tourists in sight. All of us are somewhat lost, yet too proud to admit it. We’re all roaming around aimlessly. The fog is still too thick to see far ahead, so one step at a time feels just right.

I sit down on a random rock to simply soak it all in. The air, the clouds and the stillness. I try to envision how on earth the Incas were able to build such an epic structure centuries ago without cranes or powered lifts. The determination that inevitably came when constructing it and the defeat of eventually abandoning it.

Es con “S-H”…no con “C-H” Ya pasaron cinco años desde que los Xolos de Tijuana juegan en Primera División del futbol mexicano, y todavía hay comentaristas en los medios de comunicación, que se empeñan en pronunciar mal el nombre de guerra del cuadro fronterizo.

En español, algunas palabras que se escriben con la letra “x” se pronuncian como si la “x” fuera una “sh”, una “s”, y a veces como una “j”, pero nunca como una “ch”.

Ejemplos: Xochimilco, fonéticamente se escucha “Sochimilco”, no “Chochimilco”, Xel Ha, “Shel Ha”, no “Chel Ha”, México “Méjico”.

La semana pasada me encontré un cable que envió una agencia de noticias, en donde hablaba sobre el equipo de Tijuana.

La nota me provocó retortijones de coraje, primero... y de risa después.

Textualmente la nota dice lo siguiente: “El mediocampista del Puebla, destacó la importancia del juego ante Cholos. El jugador descartó que este duelo pueda considerarse sencillo, dado que Cholos, no ha podido ganar como local en lo que va de este torneo”. “¡Chale!”, digo yo, ahora resulta que los Xolos son los “Cholos” de Tijuana.

Los únicos Cholos que yo conozco, son los que viven por National City o por Barrio Logan.

Este no es un comentario despectivo ni peyorativo, simplemente son las areas de la ciudad, donde suele residir la comunidad Chola en San Diego.

La palabra Cholo se refiere a la persona de origen mexicano, que radica en los Estados Unidos, y que ha asimilado la cultura estadounidense, haciéndose notar por su forma de vestir con ropa muy holgada.

Este término se acuñó en los 60’s, por jóvenes mexicanos avecindados en el estado de California.

En la transmisión de televisión de la semana pasada, del juego de los Xolos en contra de los Pumas, el comentarista de Univision cayó en el mismo error.

Cada vez que se refería al mote del conjunto tijuanense, el cronista decía “Cholos” en lugar de “Xolos”.

“Los Cholos atacan de forma peligrosa”.

“Los Cholos se repliegan para cuidar el resultado”.

Ganas no me faltaron de enviarle un mensaje al periodista, para explicarle, que de hecho, fueron los fanáticos del equipo los que de cariño comenzaron a llamarle Xolos al cuadro fronterizo.

El nombre oficial con el que el equipo está registrado en la Primera División del fútbol mexicano es: Club Tijuana Xoloitzcuintles de Caliente.

Afortunadamente, la gente de la calle, los que van al estadio, los que echan porras, los que pagan su boleto, desecharon el nombrezote que la directiva le endilga al equipo, y decidieron que Xolos, es un excelente nombre de batalla para la escuadra perruna.

Cabe mencionar, como breviario cultural a esta nota informativa, que el xoloitzcuintle, es una raza canina prácticamente sin pelo originaria de de la cultura mexica.

Mexica con “sh”, no mechica con “ch”, ¿entendido?.

Con estos antecedentes, y lo dicho anteriormente, espero que ya no vuelva a leer que los “Cholos” se preparan para enfrentar un juego importante.

Tampoco quiero volver a escuchar la voz de un comentarista de televisión, diciendo que los “Cholos están listos para iniciar el partido”.

Es con S-H…. “sh”…. no con C-H. ¿De acuerdo?.

os Padres de San Diego llegaron a la serie que están disputando en Dodger Stadium, con la segunda peor marca en la Liga Nacional.

Los Bravos de Atlanta, están teniendo una campaña pésima, como la que está sufriendo el

cuadro santiaguino.

Antes de llegar a la casa de los Dodgers, los Padres fueron barridos en la serie de tres juegos, que disputaron en el estadio de los Gigantes de San Francisco.

El primer mes de la temporada de Grandes Ligas, ha sido una verdadera pesadilla para el equipo de San Diego, que hasta el jueves

pasado tenía una marca de siete triunfos, a cambio de 15 derrotas.

Con esa marca, los Padres ocupan el sótano de la División Oeste del Viejo Circuito, y el futuro del equipo se vislumbra complicado, como lo ha sido el inicio de campaña.

Uno de los que se salva del mal arranque de temporada en San

Diego, es Wil Myers, quien en el último partido de la serie contra los Gigantes, extendió a 12 su racha de juegos consecutivos pegando hit.

El primera base de los Padres, tiene un promedio de .373 con tres cuadrangulares, para ser la mejor arma ofensiva del equipo.

“Wil tiene la virtud de concentrarse muy bien cuando está en la caja de bateo, cada turno que tiene lo aprovecha al máximo” dijo el mánager de los Padres, Andy Green.

Con el paso que lleva, Myers es el único jugador de la escuadra sandieguina, que podría ser considerado para participar en el Juego de Estrellas, que se efectuará el 12 de Julio en Petco Park.

Además de ser la bujía ofensiva de los Padres, Myers es uno de los mejores guantes cuando de defender la primera base se refiere.

“Wil es un líder dentro del equipo por la forma en que trabaja, es un ejemplo para muchos de nuestros jóvenes peloteros”, aseguró Green.

Ya es oficial, Miguel Herrera fracasó en su primer torneo al frente de los Xolos de Tijuana.

El mismo técnico, fue quien catalogó como un muy mal trabajo, el que ha realizado con el equipo fronterizo.

“Claro que es un fracaso, el no llegar a la liguilla no se puede nombrar de otra manera!” dijo Herrera.

Con su derrota de la semana pasada de 2-1, en el Estadio de los Pumas, el equipo de Xolos perdió

toda oportunidad de entrar en el grupo de los ocho equipos, que peleará por el título del Torneo Clausura 2016.

Este será el cuarto campeonato consecutivo en que Tijuana se pierda la Liguilla, y lo que es peor...el cuadro canino ya está en serio peligro de descender.

En esta temporada, los Xolos sólo han sumado 16 puntos, y no han podido ganar ningún partido, en el césped artificial de su cancha del Estadio Caliente.

La baja productividad, y la ausencia de un estilo de juego que

convenza a los aficionados, son dos puntos en los que Herrera ha quedado a deber en su paso por Tijuana.

“Yo estoy dispuesto a jugármela con chavos, con jugadores jóvenes, pero más que eso, debemos pensar en cómo mejorar para el siguiente torneo” expresó el entrenador de Xolos.

El viernes, Tijuana recibe al Puebla, en un partido que ya es relevante por el riesgo de descender.

El cuadro de La Franja, es uno de los equipos con el que Xolos

tendrá que dirimir, la permanencia en la Primera División de la Liga MX durante los próximos dos torneos.

La franquicia de Tijuana nunca había estado en una situación tan comprometida, desde su ascenso en el Torneo Apertura 2011.

Después de saldar su compromiso en contra de Puebla, Xolos cerrará la temporada visitando al Atlas, otro equipo que deberá pelear el siguiente año por conservar la categoría.

and stuffed llamas to visitors, I see a woman sitting before her shop, with long black braids and a square top hat.

She is selling all kinds of food and out to the side she has a basket full of coca leaves.

Peruvians use them to prepare tea or sometimes they chew them directly to fight off headaches. I was planning on visiting the Machu Picchu mountains the very next day. I decide right then and there I will not experience it with a headache.

I buy a few leaves and ask the lady how I should prepare them. “Just chew them when you start to feel a headache,” she said. Come nightfall, I still have headache, so I decide to chew some seven or eight coca leaves to get rid of it. Turns out, I can’t sleep... at all.

Every single sound I hear in the hotel seems louder and sharper. My eyes are wide open and my ears on point. I hear it all. A woman opening the door in the lobby, a man in the 4th floor going to the bathroom. Is that rain or is it the river that runs through the town? For the record, when I walk up and down Machu Picchu for about four hours, I notice I don’t have a

I also think of the Spanish conquistadors who thought the land was too far away, too uninhabited or insignificant to conquer. That was back in the 16th century. Years later, millions of people still find the magic in this natural setting-one of the few things that modern technology simply cannot replace. They are mountains without modern marketing tools, but they don’t need them. They are full of raw nature, history and culture. They don’t need any flashy gimmicks because they don’t have a price. The ruins don’t speak, yet they do communicate a message.

They make visitors think about human potential and how much of it is often left untapped.

Time and time again I am warned about the lightheadedness one can feel in such a high altitude. I think back at what happened the night before, when I decided I would not be a victim. When I first arrived to the town of Machu Picchu, I felt a stark headache. It seems like every step was somehow bouncing off my head, vibrating with every stomp.

As I walk through the curvy streets where merchants try to sell t-shirts

Machu Picchu is much more than the typical picture one sees of a visitor before the ruins. It’s hours and hours of trekking and it’s worth every minute.

On my train back to the city of Cusco, a local guide sits next to me. My Machu Picchu experience is complete, but I still want to enjoy all the natural beauty from my seat. Every 15 minutes I stretch out my arm to take photographs. He looks at me and asks: “Did you like Peru?” I smile back as if he’s stating the obvious and say “I love it. I would like to come back.” He smirks and says: “When someone says they’d like to do something, they won’t. You have to say ‘I will do it’ for it to actually happen.” It made perfect sense. So after the three hour or so train ride, I look at him and say “I will definitely come back to Machu Picchu.”

También me pongo a pensar en los conquistadores Españoles que creyeron que en aquellas distancias, entre montaña y montaña, no había nada más de interés, eso fue en el siglo XVI, años después las montañas y ruinas de Machu Picchu, siguen atrayendo a millones de turistas, una de las pocas cosas que la tecnología no puede reemplazar, son montañas que no necesitan campaña publicitaria, porque su belleza se impone por sí misma. Una combinación de naturaleza, historia y cultura en su estado puro, las ruinas comunican un mensaje directo e instigan una pregunta clave: Hasta dónde puede llegar el potencial humano?, Cuánta capacidad queda desaprovechada?, de ahí, me pongo a reflexionar en el desenlace que se dió la noche anterior, cuando llegué al pueblo de Machu Picchu.

Una y otra vez, se me advirtió del malestar que uno puede sentir con la altura, decidí que no sería una

víctima. Al llegar al pueblo y caminar por sus calles, siento un fuerte dolor de cabeza, cada paso que doy lo siento en la punta de la cabeza, veo a una mujer indígena, con trenzas negras y un sombrero alto cuadrado, está sentada frente a su local de frutas y verduras, y al lado tiene una canasta llena de hojas de coca. Los peruanos las consumen seguido para contrarrestar los efectos del dolor de cabeza, las compro, completamente decidida que el dolor de cabeza no me ganará, y mucho menos en una de las maravillas del mundo.

Le pido instrucciones a la mujer, quien sólo me dice que se consumen al gusto cuando uno siente dolor de cabeza. Esa noche, con punzadas en la cabeza, tomé unas ocho hojas de coca y las mastiqué directamente para quitarme el dolor, las pocas horas que tenía programadas para dormir, desaparecieron, no dormí ni un minuto, mis ojos estaban ampliamente abiertos y mis odios muy afinados, escucho todo!... desde la puerta que se abre en el lobby del hotel, hasta el huésped que pasa al baño en el cuarto piso, ese ruido...será

el río que corre por la ciudad, o está lloviendo?. Lo bueno es que sí se me quita el dolor de cabeza, al subir y bajar de Machu Picchu, en un recorrido apresurado de tan sólo cuatro horas, sin dolor de cabeza, el enfoque total fue la belleza de las montañas, el silencio de mi respiración y el ruido que hacen mis zapatos al pisar el camino.

En el tren ya de regreso, un guía de turistas peruano se sienta a mi lado. Mi experiencia ya estaba completa, y sólo quiero disfrutar aún más de la naturaleza impresionante.

Cada 15 minutos tomo una fotografía desde la ventana del tren, en ese momento, se gira hacia mí el guía y me pregunta: “Te ha gustado Perú?” es claro que sólo está recalcando lo obvio, le respondí: “Me encanta y me gustaría regresar”. El, sólo levanta las cejas y me dice “cuando uno dice que quiere hacer algo, no lo hace, es cuestión de decir ‘lo voy a hacer’, para que se lleve a cabo”.

Horas después al bajar del tren, me despedí del guía y le dije: “Regresaré a Machu Picchu”.

With memories of these struggles and victories, the community celebrated Chicano Park’s 46th Anniversary this month.

With “Empowering Our Youth, Ensuring Our Traditions Live On” as this year’s motto, the values and accomplishments of Barrio Logan were celebrated during Chicano Park Day. “Everything is tied to tradition. We want our youth to really continue with these traditions and to not get lost through the politics of today.

We want to make sure that our youth knows our history and heritage,” said

Manriquez.

The celebration, which began at 10 a.m., included performances by Mariachi Imperial, ballet folklorico, Aztec dance performances, a speech by the Brown Berets de Aztlan, and a lowrider show.

“We like everything, the dances, cars, food, and the family environment. This is our second time coming and we plan to come again,” said City Heights resident, Enrique Carrillo. “I come here with all my family, I think it’s a good tradition to celebrate Chicano culture, I haven’t seen anything like this.”

Thousands of people enjoyed the park’s celebration, which featured stands ranging from Mexican food to artists selling their artwork, clothing, and accessories featuring Chicano motifs.

There were also information tables where people could register to vote for the upcoming elections.

“We are becoming the largest population that can vote in the United States, and that can change the politics of our people and we have to do that because we have little representation,” said Manriquez.

“I love this event, I think it’s wonderful, I haven’t seen another event like this,” said Dee Garcia, who traveled from Palmdale, California to participate on the low-rider car show.

“Every year is the same, you can’t see the grass because of all the people that come here. People from around the world come here,” added Manriquez.

AB 1978 is sponsored by the Service Employees International Union (SEIU) of California, and was approved this week by the California Assembly Committee on Labor and Employment.

In the coming weeks, the bill will go before the Appropriations Committee and, if approved, would go to the Assembly in June, where it would need a majority vote in order to move to the State Senate.

“La gente se unió y luchó por un parque”, expresó Consuelo Manríquez, integrante de la Junta del Comité del Parque Chicano. “Y desde ese entonces se levantaron los murales que realmente representan las luchas de la gente de Barrio Logan”.

“Empezaron a pintar los murales para arreglar el parque. Muchos muralistas vinieron y el Consejo de Arte de California ayudó a artistas y residentes como consejeros”, dijo Ortiz a La Prensa San Diego. “Este es un museo al aire libre”.

El Parque Chicano representa el poder de la gente y la autodeterminación de los residentes de Barrio Logan.

Sin la lucha de estas personas, no se contaría con el espacio público que sirve ahora como un punto de reunión para todas las familias de Barrio Logan y como una herencia para futuras generaciones.

Las historias de lucha de la comunidad mexicoamericana y latina en San Diego están plasmadas en las paredes del Puente Coronado y de la carretera interestatal 5, éste último en un principio separó a Logan Heights del resto de Barrio Logan, pero hoy, es un recordatorio de uno de los mayores logros de esta comunidad.

“En los murales se representa el día de la independencia de México, las maquiladoras con una mujer que está cosiendo, el arte de la cultura Azteca, los migrantes y trabajadores de los campos. También tenemos a Frida Kahlo, y a la Virgen de Guadalupe”, dijo Manríquez.

El Parque Chicano es reconocido a nivel mundial por sus muros que son un sitio de arte y se encuentra protegido al estar dentro del Registro de Recursos Históricos de California desde 1997, y en el Registro Nacional de Lugares Históricos desde el 2013.

El parque y sus murales se han convertido en una parte tan importante de la comunidad que, a mediados de los 90s, cuando CalTrans necesitó reforzar el Puente Coronado contra sismos, los ingenieros del estado trabajaron para minimizar el impacto sobre los murales.

Dinero del estado se otorgó para restaurar los murales y hacer mejoras al parque.

Martin Rosen, Director General de Planificación Ambiental para CalTrans en ese entonces reconoció que la historia de CalTrans en Barrio Logan no “era óptima”, y agregó que durante la construcción de las autopistas en los años 60 “el camino con menos

resistencia siempre cruzaba por vecindarios que no retarían a quienes hacen las decisiones”.

Con memoria de estas batallas, el Parque Chicano celebró su 46 aniversario.

Bajo el lema de “Dar Poder a Nuestra Juventud, y Asegurar Que Sigan Nuestras Tradiciones” se celebraron los valores y los logros de la comunidad de Barrio Logan.

“Todo lo que hacemos está ligado a nuestras tradiciones.

Queremos que nuestra juventud siga con esas, y que no se pierda en la política de ahora. Queremos asegurarnos que nuestra juventud conozca nuestra historia y herencia”, dijo Manríquez.

La celebración se realizó desde las 10:00 a.m., e incluyó presentaciones del Mariachi Imperial, ballet folklorico, danza azteca, un discurso de los Brown Berets de Aztlán, y una gran exhibición de carros lowrider.

“Todo nos gusta; la danza, los carros, la comida y el ambiente familiar. Esta es la segunda vez que venimos y planeamos seguir viniendo”, dijo Enrique Carrillo, residente de City Heights.

“Vengo con toda mi familia, me parece una bonita tradición que se celebre la cultura chicana, no he visto nada como esto”.

Chula Vistans Seek Minimum Residency Requisite for District Seats

A group of 25 people from Chula Vista’s District 4 got together to ask Chula Vista’s City Council to amend the rules to require a candidate for a district seat to have a long-term residency requirement to run.

“I’m horrified that we have a candidate that has lived in the Southwestern area of Chula Vista for seven months in an apartment on Moss Street,” said District 4 resident, Teresa Acerro. “He knows nothing about the community and has

not been involved in the community.”

In the November 2012 ballot, Chula Vista voters approved amending the City Charter to require that City Council Members be elected by geographic district, beginning with the 2016 elections, but any long-term residency requirements were not established.

“We need someone that is going to stand up for our community, not for the city as a whole,” added Acerro.

Rick Montanez, a resident of District 4 for 20 years, said

that the 2012 measure was approved because the people wanted district representation.

“When you live for at least three years in the community you know what’s happening.

We need someone that understands the characteristics of the community and knows what we face every day, like what our children face when they go to school,” said the Southwestern Chula Vista resident, Aurora Murillo-Clark.

Larry Breitfelder, a participant of the group seeking the amendment, said a group needs to be established to verify the residency of each of the candidates running for district seats.

“City Council members need to do something about it. If they don’t, we need to put this problem in the spotlight because it’s a violation of our public trust,” added Breitfelder.

District 4 resident Tino Martinez said that they want to establish a minimum residency of four years for candidates running for a district seat.

“You can’t make a change if you are a visitor in our community,” said Martinez.

Miles de personas acudieron a la celebración del parque y pudieron disfrutar de los puestos que ofrecían desde comida hasta la venta de artesanías, ropa, y productos con temas chicanos.

“Nos estamos convirtiendo en la población más grande de Estados Unidos que puede votar y que puede cambiar las políticas que afectan a nuestra gente.

Tenemos que registrarnos porque tenemos poca gente que nos represente”, comentó Manríquez.

“Este evento me encanta. Creo que es maravilloso y no he visto otro evento así”, comentó Dee García, quien viajó desde Palmdale, California para ser parte de la exhibición de automóviles clásicos.

“Cada año está igual. Ya no se ve el pasto de toda la gente que hay. Viene gente de todas partes del mundo”, agregó Manríquez.
