Water line problem leads to unplanned street closure By Tom Thelen tthelen@lsj.com

PORTLAND — Kent Street in downtown Portland had restricted access last week as city work crews repaired a water line. The Portland City Council was informed of the leak during its April 18 meeting. The council approved a proposal from Cook Brothers Excavating to fix the leak at a cost of $8,556.

Portland city manager Tom Dempsey said the problem was a leak in a 2” galvanized line that ran from the water main to four businesses in the 100 block of Kent Street. “Our public works staff was able to put a clamp on the line to fix the leak,” said Dempsey. “However, the line shows a crack on the seam beyond the clamp indicating that the line could fail at any time. We would rather control the replacement of that line rather than respond to an emergency because it has failed.” Dempsey said Kent Street would be closed to through

Also a number of these lines had been replaced when street improvement projects had been performed. But we may still see more of these types of failures over the next five to 10 years.”

a proclamation declaring April 29 to be Arbor Day in the city. A ceremonial tree planting will take place on that day at 2 p.m. in Two Rivers Park. • Council members approved a payment of $25,884.66 to Farabee Mechanical to cover repairs to the city’s generator. The generator failed to start in January and water was found on the generator’s cylinders. The problem was a hole in the turbo charger, which allowed water inside the unit. • A boardwalk cafe permit for Cheeky Monkeys was approved by the council. The permit will allow the business to place tables and chairs on the boardwalk for customer use. • The council scheduled a special meeting for Wednesday, April 27, for use as a budget workshop.

The Pewamo-Westphalia Boosters and Clinton County DARE program put on a mock crash for students at P-W High School April 15 to illustrate the dangers of drinking and driving. I have been impressed with what P-W students have accomplished academically. Their ACT scores are amazing and they have good programs from the elementary school on up.”

If all the details are worked out, the board will officially vote to hire Mellema at its next meeting on May 16. P-W Board President Kathy Wood said Mellema’s background was key to his selection. “He is a well-rounded candidate with interests in academics and arts as well as athletics,” said Wood. “He brings an excitement in other areas like technology, too. We believe that he will take P-W to the next level.” Mellema has a bachelors degree in education from Hope College, majoring in social studies with a minor in German. He also received a masters degree in sports administration from Central Michigan University. He is also completing work in the educational leadership program at CMU. Mellema served as a teacher in the Holton School District until being laid off in 2003. After completing work on his masters degree, he was hired by the Ravenna School District in 2004 as the athletic director. He later became the assistant principal at Ravenna High School before

taking his current position as principal/athletic director at Ravenna Middle School. “The good thing is I got to be very involved with the school system,” said Mellema. “With these smaller school districts you have to wear a lot of hats, which also means you have to be flexible and able to adapt.” Mellema also credits his parents for his success in education. “Both of my parents are involved in education,” said Mellema. “My father was a principal in Fremont for many years. And my mother is still a teacher. To have parents who have had that type of experience is a bless-

PORTLAND — The Economic Revitalization Committee of the Portland Main Street program will be hosting a free business seminar entitled, “People Practices for Small Businesses,” on Thursday, May 5, at 6 p.m. at Portland City Hall. The guest speaker will be Julie Mann, CEO and President of the JMann Consulting Group, from Lansing. “This seminar is designed to help small businesses with their human-resource needs,” said Main Street Manager Patrick Reagan. “Small business owners have certain rules and regulations that they must follow whenever they hire a new employee or terminate an existing employee. This seminar will help business owners navigate both of these process correctly, which will allow them to protect their business, their reputations, and their profits.” Diane Smith, Economic Revitalization Chairperson,

PORTLAND — Residents of the Portland School District will fill two seats on the district’s Board of Education during the May 3 election. Two seats on the board will be decided, with each seat having a four-year term. Those seats are currently held by Patrick Blake and Kacie Shaw, both of whom are running for another term. Also on the ballot are Christopher Click and Linda Hoxie-Green. The candidates who receive the two highest vote totals will earn the seats. A questionnaire was sent to all four candidates in the race. Their responses are below, in alphabetical order.

Patrick Blake Background information and relevant experience. Blake: “I have been a resident in Portland for 22 years. My wife and I have always been impressed with the top-notch educators, and the programs offered at Portland Public Schools. I have been a volunteer at school functions since my three children started at Portland Public Schools, and have also coached many youth soccer teams. “My four years of school board experiences have been in extracurricular programs, student relations, technology, Blake school operations, buildings and grounds, transportation safety, and personnel. I have three children, one in college, and two who attend Portland Public Schools. My undergraduate degree is from Michigan State University, and I have a graduate degree from Aquinas College.” Why are you running for a position on the Portland School Board? Blake: “One of the main reasons that I’m running for the Portland School Board is because I have a lot of passion for the children of our schools. There are so many ways to volunteer and help children, and as a school board member, I feel that the decisions made by the members really touch and affect all of our students. “Another reason why I am running for the school board is to best ensure that we maintain and enrich the positive momentum we have at Portland Public Schools.” What are your thoughts on the current state of the Portland School District? Blake: “Having been a member for the last four years, I’ve been able to see exactly why the important decisions have been made. The school board has remained cohesive and united in many of the tough financial decisions that are facing us. The decisions made by the school board are discussed in depth, and as an active member on the board I have received a lot of input from the public that I have conveyed to the rest of the board. I have worked with Portland Public Schools to trim the budget, while trying to keep our schools some of the best in the state. “ What do you see as the challenges facing the district in the near future? Blake: “The most obvious challenges are financial, due to the proposed cuts by the state. However, the biggest challenge is to offer our students more opportunities with a decreased budget. The state of Michigan has just adopted a new K-12 National curriculum called the “common core” curriculum. We need to ensure that our teachers have the information and resources needed to implement these new standards. Our students will be

tested on these new curriculum standards beginning in 2014. “I am impressed with the education that is currently offered to our students. Our top 20 high school senior’s average ACT score was 27 this year, and we are adding three more advanced placement courses in our high school next year. While there will always be unforeseen challenges, my background and experiences have prepared me to deal with whatever tough decisions that we will face.” If elected what issue or issues would you like to address? Blake: “One of the main issues that I would like to address is to continue to prepare our students for their post-graduate lives, while state funding is dwindling. Through an approved Heartland’s program, many students are still receiving valuable life skills that they otherwise would not have available to them while in school. Our expanding advanced placement courses will also help prepare students for the rigors of college. “Early childhood development has also been a focus of mine. I would like to maintain the programs offered to our young students. Research indicates that if we reach students who are having learning problems early on, we can alleviate many learning gaps they could have in their future academic careers. The Portland Public School board members are continuously working with the great educators that we have at Portland Public Schools to offer the very best education in the area.”

Christopher Click Background information and relevant experience. Click: “I’m married to Cindy and we have three children and six grandchildren; this year we are celebrating our 25th wedding anniversary. We moved to Portland in 1987 and all of our children graduated from PHS.” Why are you running for a position on the Portland School Board? Click: “I’m semi-retired and have more flexibility with my daily responsibilities, so I would like to give back a portion of my time serving our community. Portland has been good to me and our family.” What are your thoughts on the current state of the Portland School District Click: “Portland is a wonderful community and we (Cindy and I) are fortunate to have raised our family in such a pleasant environment. I don’t have any negative comments about our school district; the challenges a school board has to address, I suspect are rewarding as well as troublesome. Arm chair quarterbacking our school board isn’t the right thing for me to do at this time. If elected, I’ll address issues as they present themselves and make informed decisions accordingly.” What do you see as the challenges facing the district in the near future? Click: “I believe providing the best educational opportunities possible for our student, is a given. Ultimately the student has free will to choose their path for the future. I want all of our students to embrace their character, develop healthy self-esteem and know accountability is not to be feared, if you understand ownership. The setting aside of fundamental building blocks I believe can lead to goals that are not properly executed leading to disappointment. Additionally, funding will always be an issue; providing education is a business tied to cost. So my expectation is to simply serve to the best of my ability, and hopefully become an asset to a school board that

has a responsibility to all students living in our community.” If elected, what issue or issues would you like to address? Click:: I’m interested in knowing if home schooling is becoming more popular due to student/parent fears of bullying or is our current curriculum a concern? What are we doing/can we do to ensure our students are developing healthy self-esteem? Do we promote character development and where do we draw the line on accountability?”

Linda Hoxie-Green Background information and relevant experience Green: “I am a graduate of Central Michigan University with a degree in elementary education. I also have a masters degree in curriculum and instruction and an educational specialist degree in educational leadership/administration from Michigan State University. I began my career in 1975 at Knox school, a one-room school just outside Portland. In 1976 I began teaching in the Portland district at the Green sixth through eighth grade. In 2005 I left Portland to take a position in administration. I retired from education in 2007. My husband Ron and I have lived in Portland since we started our careers in the district.” Why are you running for a position on the Portland School Board? Green: “I chose to run for the board position in order to give back to a community and district that have been home to me for 30 years. I feel I have skills and expertise that would add to the current board. I would like to help the district to continue offering the students of Portland the best education; one that will prepare them to take their place as a productive citizen. What are your thoughts on the current state of the Portland School District? Green: “The community should be proud of the Portland school district for a number of reasons. The first being its quality employees. They go above and beyond on a regular basis. Many are members of committees and groups that look at and participate in pilot and research efforts. We have staff members who are looked upon as leaders in their fields and have been presenters and trainers for other districts and teachers. “Another plus for the Portland district are the parents and community as a whole that continue to support the district. The best plus for our district is our students. As a teacher, I was always proud of our students. We could take our students anywhere and their behavior was a testament to their upbringing. They represented our district well. We have an 87 percent graduation rate with many students going on to some sort of post-graduation education. These reasons speak well for our district.” What do you see as the challenges facing the district in the near future? Green: “We do face major challenges. The largest and most damaging is Governor Snyder’s proposal to cut $470 per pupil amounting to $961,150 loss to the district. This type of cut would have a devastating effect on any district. In addition, Portland has lost students through no fault of the district. As the funding has gone down the cost of operating has continued to rise just like everyone’s household expenses. cost of operating adds to the stress of maintaining the quality programs that so many worked so hard to achieve. Our students have been and should continue to be our number one priority. Decisions must be made based on what is best for our students and have the least effect on their education.” If elected what issue or issues would you like to address? Green: “If elected the issue that must be dealt with is that of funding. Our legislators need to understand that school districts like Portland have NOT been sitting on the sidelines collecting huge fund reserves. Many districts, including Portland, have been making cuts, finding ways to control spending, and giving their employees less than they deserve. The legislators need to be reminded we are not a business. We don’t have the

luxury of sending our company overseas where everything is cheaper, including the cost of living. We deal with the most important commodity this nation has, our students.”

Kacie Shaw Background information and relevant experience Shaw: “I have three children enrolled in the district. I have been on the Portland School Board for four years. During that time I completed a series of classes offered through the Michigan Association of School Boards which provided me with training and education to help me make informed decisions about our districts students and staff.” Why are you running for a position on the Portland School Board? Shaw: “I am running for this position again because I feel that the experience and knowledge I have gained

Budget proposal hurts schools increased costs. The State’s original budget deficit was estimated to be $1.4 billion. The tax breaks to mostly large corporations and businesses as proposed in the Governor’s budget equate to $1.8 billion, more than doubling the deficit. Schools, retirees, and poor people will pay for over 80 percent of this business tax cut. This is Robin Hood in reverse. The Governor’s proposed budget breaks the promise of Proposal A of 1994. The voters believed that they were supporting a long term stable funding system for K-12 education when they overwhelmingly approved Proposal A, which reduced property taxes, increased the state sales tax and dedicated revenue specifically to schools. The word “schools” was used exclusively throughout the ballot. No mention was made that Proposal A’s wording could be turned around 17 years later to include colleges and universities. The Governor’s proposed budget takes nearly $900 million from public school districts and gives it to community colleges ($195.9 million) and universities ($699.7 million), raiding school coffers that pay to educate our public school students to help pay for college students, many of whom are from out of state and out of the country. Colleges and universities have a means for making up for a loss in state aid. Public schools do not. We can not and should not charge tuition to attend a public school like colleges do. We can not and should not charge students for books, teaching supplies or transportation either. I encourage anyone with a strong opinion on this critical issue to contact their legislators and urge them to reject Gov. Snyder’s proposal to hijack the School Aid Fund to bail out the General Fund and craft a solution that delivers on the promise of Proposal A of 1994 to invest in Michigan’s future, the 1.5 million public school children in our state. While I applaud the Governor’s commitment to deal with the structural deficit in the State’s budget, his budget proposal takes money from public schools and gives it to colleges while giving large tax breaks to businesses, balancing the budget at the expense of our students. I fail to see the equity in his “shared sacrifice” analogy. If the Governor’s budget goes through the Legislature as proposed and we see our enrollment decline as projected, Portland Public Schools will start next year with a $1.6 million hole in our budget. The GoverSUPT. nor’s proposed $470 cut in CORNER per pupil funding will cost Portland Public Schools Charles $961,150. The increase in Dumas the retirement rate will cost us an additional $345,554. A projected decline of 55 students will cost the district another $282,398. The total impact to Portland Public Schools’ 2011-2012 Budget will be $1,589,102 or roughly 10 percent of our annual budget. We will be forced to make cuts equal to 10 percent of our budget before we even begin to think about buying textbooks and teaching supplies or paying for the rising costs for fuel, utilities, insurance, etc. for next year. The thought of what a $1.6 million cut would do to our already frugal budget is crushing. We have already lost administrators, secretaries, counselors, librarians, teacher aides, custodians, teachers and speech therapists. We have reduced the number of extracurricular activities while increasing the amount our families pay for their children to participate in sports. We subcontract for substitute teachers, coaches, the management of our food service program, custodial services and clean our classrooms every other day. We will need to go far beyond these cuts and eliminate things like extracurricular activities, general education transportation, our one remaining assistant principal, the school nurse, our Great Start Readiness Program and lose more teachers and support staff in order to cope with this draconian loss of revenue and

This novel is about the journey of a kidnapped African girl turned into a woman and a slave on a North Carolina plantation. The reader feels if he or she is turning the pages of history, the pages of truth. This book narrates the terrifying story of slavery long before the years of the American Civil War. The author portrays one woman’s remarkable spirit and strength in the face of adversity through six decades and her life on three continents.

Landscaping work session The Library Board would welcome volunteers to help with building a dry stone retaining wall and work on terracing the area on either side of the front steps of the library. we had to add another staff member, as we screened 41 students. • I also discovered on Thursday afternoon that our 3-year-old preschool class has already filled up for the upcoming school year and has a waiting list. We made the decision to add an afternoon 3-year-old preschool session for next school year. • On Saturday evening, we hosted our annual Shamrock Auction fundraiser. 400 people attended the event and over $50,000 was raised! I would like to thank the auction committee and everyone who attended and helped make the auction a huge success. • On Sunday, I traveled to Eagle Eye Golf course where I had the opportunity to attend the annual CMAC Scholar Athlete banquet. Eight St. Patrick School seniors were honored at the banquet along with seniors from the other league schools for having a grade point average of 3.4 or higher and for lettering in two or more sports. Our eight seniors are: Emilee Fox, Tyler Kramer, Evan Pelfrey, Nicole Schneider, Kellie Shattuck, Adrienne Thelen, Richelle Vallier, and Luke Wilcox. Congratulations to these students and their families for this outstanding accomplishment. With so many scheduled outdoor activities on the horizon, including the inaugural game on our new softball field, I’m praying the weather warms up soon. Second Portland Block Party set for May 21 PORTLAND — The second annual Portland Downtown Block Party on Saturday, May 21, will offer many great “family-friendly” activities to visitors. Two activities of note during this event are a classic car show by the Portland Cruisers and a men’s opendivision softball tournament. Classic cars will be on display on Kent Street from 2 to 7 p.m., courtesy of the Portland Cruisers and sponsored by Vollman Ford. “Last year, we had over 200 cars downtown, so we’re pretty excited to have the Portland Cruisers taking part once again in this event,” said Portland Main Street Manager Patrick Reagan. The Portland Downtown Block Party - sponsored by

Portland Main Street and WION 1430 AM and 92.7 FM - will also feature a men’s open-division softball tournament, to be held at Power’s Park and Bogue Flats Park on May 21. “Portland is a very ‘softball friendly’ community, one that actively supports our summer leagues, so we’re expecting a very good turnout for this event,” said recreation programmer Neil Brown. “We’re very pleased to be offering a fun ‘early season’ tournament for both local softball players as well as visitors from out of town.” The cost to register a team for the softball tournament is $125, with a May 4 registration dead-

The officer followed the vehicle as it continued down the road before pulling into a driveway. After an investigation, the driver was arrested for operating while intoxicated and was transported to the Ionia County Jail. Saturday, April 16 1:01 p.m.- request to check the well-being of an individual on

Officers took possession of the dog and returned it to its owner. A citation was also issued to the owner. 8:03 a.m.- report of a vehicle off the road along Interstate 96 near Grand River Avenue. 12:20 p.m.- subject came to the station to report approximately $950 in unauthorized charges to a debit card. PORTLAND — The 2011 Community Clean Up will be held Friday, April 29, and Saturday, April 30, at the Portland DPW yard at 451 Morse Dr. The Community Clean Up is a joint effort between the City of Portland, Portland Township and Danby Township. Hours for this year’s event will be on Friday from 7 a.m. to 5 p.m. and Saturday from 7 a.m. to 3 p.m. Participants must be a resident of the City of Portland, Danby Township, or Portland Township to take part in the Community Clean Up. Persons will be asked to furnish a picture identification at the DPW before being allowed to unload. Any type of junk or trash that can legally be placed in a landfill will be accepted. Items that will not be accepted include: tires, lead acid batteries, sewage, yard trimmings, hazardous waste, liquids, radioactive materials, barrels or drums that are not empty and crushed, compressed gas cylinders that are not empty and disabled, appliances containing Freon (unless a valid reclamation sticker is attached.) Persons disposing of items containing Freon should not cut the Freon lines as they will not be accepted without a sticker. Also, any container with a hazardous waste label, or with ignitable, corrosive, reactive or toxic materials, medical waste (unless

sterilized and labeled), and asbestos waste (unless double wrapped, labeled, and manifested) will not be accepted. Absolutely no hazardous waste will be accepted. Please dispose of household hazardous waste at the Household Hazardous Waste Disposal on Saturday, May 7, at the Emergency Services Building. There will be separate containers for recyclable items such as tin, steel, aluminum, and now electronics. Residents are asked to keep this in mind when loading their truck or trailer. Also, Vintage Tech Recyclers will accept computers, monitors, printers, televisions, and other miscellaneous electronics as part of the Clean Up. Smaller electronics items such as cell phones, smart phones, PDAs, mp3 players, inkjet cartridges, and digital cameras are being recycled by Portland Main Street. The Main Street recycling effort will raise funds for the Main Street program and CURE Childhood Cancer, a non-profit foundation which has approximately 88 percent of its funding go directly to research, fellowship programs, and education and programs aimed at critical and urgent needs of patients and families. Portland tennis team wins twice

EATON RAPIDS — This year’s spring in name only has washed away one of the early events for Portland girls tennis, the Spring Sports Carnival tournament, but the squad posted some impressive results in previous nonleague dual meets, defeating DeWitt 6-2 on April 12 and blanking Eaton Rapids 8-0 on April 14. Portland swept the singles flights, all in straight sets, against the Panthers. Ellee Eldridge took first singles 6-0, 6-3, Emily Quinn won the second flight 6-3, 7-6, Katie Blake took third singles 6-0, 6-2 and Charli Greenhoe completed the singles sweep with a 6-2, 7-5 win in the fourth flight. On the doubles side, Lauren Fowler and Gillian Spitzley win the second flight 6-1, 6-0 and the team of Katie Pline and Laura Ness took third doubles in a three-set roller coaster, 6-1, 1-6, 6-4. Raider head coach Jim Niebling said that the latter match was a significant one. “Katie and Laura are having a great start to the season, but in that match their emotions started getting the better of them when it got close,” Niebling said. “But, they were able to recover their composure and focus on a few tactical changes that we haven’t had much time to practice yet and it paid off for them. It was a real testament to their ability to direct their efforts on how to play each point rather than winning or losing the point. That’s a real step forward for any player.”

Portland was even more dominant at Eaton Rapids, where the four singles flights shut out the Greyhounds in five of the eight sets and dropped just six games total in the four matches. Audrey Dorshimer and Becca Hooker blanked their opponents in the first doubles flight, 6-0, 6-0, and Jaquie Platte and Hanna Schrauben won a tight match in fourth doubles to complete the whitewash, 6-3, 3-6, 7-6. “Jaquie Platte and Hannah Schrauben are two of our newer players on the varsity and were playing a pretty unorthodox team; often that can spell disaster,” Niebling said. “But Hannah and Jaquie were very accepting to some adjustments that we hadn’t yet practiced and were able to hold on to the win. It was a big one for them.” In addition to losing matches, Niebling said that the weather has hampered his team’s preparations. “A few good practices will do us a world of good,” Niebling said. “Nearly all of the challenges we face are fixable at a few good practices.” Still, Niebling is pleased with the progress that he has seen so far. “I really am liking the way this team is shaping up,” he said. “Our returning players are really showing what experience can do for you and our newer players are starting to see what it means to play at a higher level and responding very well to it.” Portland will begin its league season with two home dual matches this week, against Lansing Catholic on Tuesday, April 26, and Lakewood on Thursday, April 28, weather permitting.

Lakewood, Lansing Catholic and Portland all have several skilled players returning and should be able to push the Hornets in the league race. Corunna and Perry will be rebuilding, but both should improve as the season progresses. Boating safety classes offered IONIA — The Ionia County Sheriff’s Office will be holding boating safety classes in May. The class will be held on the following dates: • Saturday, May 7, from 9 a.m. to 4 p.m. at the Campbell Township Hall meeting room (fire department), located at 331 S. Main St. in Clarksville. • Saturday, May 14, from 9 a.m. to 4 p.m. at the Ionia Intermediate School District office, 2191 Harwood Road, Ionia. This class is open to anyone 12 years of age and older who will be operating a powerboat or personal watercraft (Sea-Doo) on any of Michigan’s lakes or rivers.

Michigan law states those 14 years of age and over, born after Dec. 31, 1978, may operate a personal watercraft (such as a Sea-Doo) legally ONLY if they have obtained a boating safety certificate. This class is free, but attendees must call and register with the Ionia County Sheriff’s Office during normal business hours at (616) 527-5737. Lunch will be provided at the May 7 class courtesy of Morrison Lake Property Owners Association. Those attending the May 14 class will need to bring their own lunch.

SPORTS BRIEFS Raider golfers fall by one shot PORTLAND — The Portland boys golf

team lost a heartbreaker in a non-league dual match against Eaton Rapids, by a score of 174-175 at the Portland Country Club on April 14. Scoring for Portland were medalist Alex Haik with a 41. Alec Seal posted a 44, Jake Grapentein shot 44 and Ryan Balderson carded a 46. Previously, the team began their season on March 31 at the Larry Judson scramble at Fowlerville, posting a team score of 210 which was good for fifth place out of 19 teams, and beating Fowlerville 177-227 in their first dual of the season on April 12.

Shamrock baseball begins 4-0 PORTLAND — Portland St. Patrick has

begun its 2011 baseball season with four wins, sweeping doubleheaders against Ashley and Fowler. First, the Shamrocks pounded Ashley, 20-13 and 12-0 in the season opener on April 12. St. Pats then opened their CMAC schedule with wins of 2-1 and 9-2 over Fowler at Father Flohe Field on April 14. Tyler Kramer and Collin Lay picked up the wins on the mound for the Shamrocks against Fowler, who did not manage a single extra-base hit in the twin bill. Kyle Wilcox and Evan Pelfrey scored runs for St. Pats in the opener, while Jerrid Smith went 2-for-3, with a double and 4 RBI in the nightcap, and David Simon had an RBI double and three walks, stealing three bases and scoring twice.

Polson, MT Alma June Darling, passed away unexpectedly on April 13, 2011 in Kalispell, Montana. A memorial service was held at JourneyBe Christian Church in Polson. Interment took place at Lakeview Cemetery, with Grogan Funeral Home officiating.
