DeWITT TWP. — Investigators on Wednesday conducted a polygraph examination of at least one person of interest in the case of a woman found dead at a DeWitt Township motel. There have been other polygraph exams in recent days, Clinton County Sheriff Wayne Kangas said, as investigators interview people possibly connected to 47-yearold Benita Reid, who was found dead last week on a motel room floor. No arrests have been announced. The investigation began Oct. 19, when a manager at the Bell Motel on South Business 127 found Reid on the floor of a room she had been renting for a couple of weeks. Manager Pravin Patel said he was train-
ing a new housekeeping employee that afternoon. Patel knocked on the door to the room, so it could be cleaned. There was no answer, and Patel said he screamed Reid’s name several times. Patel then opened the door and saw her on the floor, unresponsive. “I called 911 right away,” he said. Investigators have not released the cause of death or said anything about what they believe happened. Reid’s daughter, Carmenita Reid, said it’s the third homicide involving a family member since 2000. Reid’s son, Steve Eric Reid, was shot and killed in 2000 in south Lansing. He was 15. DeWITT TWP. — Two tax-sharing deals approved by the township and city of Lansing could foster growth at Capital Area International Airport and pay future dividends for the region, local officials said. “The airport needs help to be successful,” township Trustee Steve Musselman said before he and his colleagues voted to approve the agreements, 7-0, on Oct. 24. “If we can make this airport a success, then we’ll all be successful in the long run.” On the same night, the Lansing City Council unanimously approved the Act 425 agreements, meaning the airport can move ahead with an application for a special
economic development designation. The so-called “aerotropolis” designation would make it easier to market the airport on a national and international basis, local officials said. The airport is located entirely within the township. The agreements were needed because many tax incentive programs are available only in the city. Under the agreements, the city and township will split all tax revenues from airport property and undeveloped land in the area. Existing businesses will continue to pay the township’s tax rate. New businesses will pay the city’s higher tax rate. See AGREEMENTS, Page 4

after witnesses recanted or changed their stories. A cousin was killed last year in Columbus, Ohio, Carmenita Reid said. Benita Reid’s death initially was considered suspicious but not necessarily related to a crime. But officials said an autopsy conducted Oct. 20 at the Hurley Medical Center in Flint determined her death was a homicide. DeWitt Township Police Chief Brian Russell said he was notified of that on Oct. 21. Russell then asked the Clinton County Sheriff’s Office to take over the investiga-

tion because his department does not have a detective after a recent retirement. Russell said he and the sheriff’s office decided not to notify the public that it was a homicide. Kangas explained that announcing it as a homicide would have made it more difficult to track down witnesses. It was possible, Kangas said, that those witnesses would “start disappearing.” The homicide came to light Tuesday, after Lansing police said that a house was raided Monday to apprehend a parolee wanted for questioning in an unspecified Clinton County homicide. On Wednesday, five days after Reid’s death was determined to be a homicide, the Clinton County Sheriff’s Office issued a news release saying that it was investigating a homicide.

“Our relationship with the airport has gotten a lot stronger in the past 10 years or so,” township Supervisor Rick Galardi said during the public hearing. “We knew this agreement was an opportunity to actually strengthen the lines of communication.” The 425 agreements also give the township some protection against possible future annexation attempts by the city - an important consideration, township officials said. In the end, the agreements will give the township some boundary protection and help the airport grow, Galardi said. “I think we did the best we could with this,” he said. All businesses will have to pay Lansing’s 1 percent corporate income tax, and people who work at the airport will have to pay the city’s 0.5 percent income tax. Several people who spoke in a public hearing during the Oct. 24 Township Board meeting had questions or mild objections regarding the agreements. Ken Thompson, a Delta Township resident who owns a hangar at the airport, said he’ll have to deal with the city bureaucracy on things like permits, greatly increasing “the hassle factor.” The owner of an engineering firm at the airport called the plan “in general, a good thing.” But he also said it appears to be “a revenue grab” by the city and township. Taxes will go up while services remain the same, he said. Another issue in the negotiations: Under the agreements, the Board of Water and Light will be the sole utility provider for all new development at the airport, meaning Consumers Energy could not compete for those
customers. The township now receives about $40,000 in tax revenue from the airport, Township Manager Rod Taylor said. Under the 425 agreements, revenues are expected to fall to $34,000 in the first year, he said. But cumulative gains could equal $877,000 or more by the 15th year if the aerotropolis plan takes off, Taylor said. City and township officials said the 425 agreements will be dissolved if the airport doesn’t receive a Next Michigan Development Zone designation. A separate agreement between the airport and the township requires regular dialogue on development plans, officials said.

We need board members who understand the board’s limited role: establishing policy, approving budgets, setting a vision and hiring the superintendent and, in addition, who are serving for the right reasons. LETTERS TO THE EDITOR Support Kahler on Nov. 8 I believe that one of the many great aspects of being an American citizen is having both the ability and the choice to participate in the process of political change. I choose to participate in the election process and am excited that Craig Kahler has chosen to play an active role by seeking a seat on the DeWitt Board of Education. I have known Craig for a few years and have worked with him at a professional level within the DeWitt community and have found him to be experienced, insightful, clear thinking and rather humorous. He is a consummate professional who is passionate about the work he does and the community he lives in. He is a thoughtful person whose primary interests revolve around his family and his community. As a busy parent with two children in DeWitt schools Craig also takes the time to be actively involved in the community in a variety of capacities from the President of the Band Boosters to a member of the Schools Strategic Planning Committee. LETTERS TO THE EDITOR
We urge voters to vote Nov. 8 for Craig Kahler, Cliff Flood and Sarah Hartman to fill the three openings on the DeWitt Board of Education. They have the experiences, skills, integrity anAd temperament necessary to guide DeWitt through the uncertain times of the near future. They do not bring any hidden agendas to the table and are each interested only in the continued success of DeWitt Schools. Craig Kahler is currently President of the DeWitt Band Boosters and previously served on the DeWitt Board of Education. He was chief busAiness and financial manager at two large suburban school districts and now works at an institution providing financial services to school districts. Craig understands school finances and business operations at a level few in the state possess. Craig is skilled, smart, savvy, is an empathetic listener, and possesses seasoned skills and experiences that would benefit the district. Cliff Flood is the most senior member of the board, completing his second term. He was a board officer the past five years, the past three, its Vice President. With a background in education, Cliff has represented school districts and community colleges when working as a private practice attorney. He is well respected by administrators and is endorsed by both teachers and the district’s support staff Sarah Hartman has a long history of
supporting the school district and surrounding community. She served as an officer in both the PTA and the Band Boosters, and she has served on several school district committees. She has a tradition of service, currently serving on a committee of DeWitt Township. Sarah is a CPA and CFO of a multi-state company. She possesses a keen, no-nonsense intellect and a can-do approach that will serve the district and its citizens well. All three currently have children or nieces and nephews still in the district. Like all state school districts, DeWitt had some struggles the past years, yet, all things considered, the district is doing well. Test scores remain strong, buildings are in good shape, we have a superintendent who is respected both inside and outside of the school district, and all the district’s employees have new contracts. The district needs smart, experienced, hard-working and forward thinking board members who care only about the health and well being of our schools and students. Vote for Craig Kahler, Cliff Flood and Sarah Hartman for DeWitt school board. GRAND RAPIDS — The top-ranked Division 2 boys soccer team in the state, DeWitt, ended their season with a record of 20-2-2 after a 2-0 loss to second-ranked Spring Lake in their regional semifinal at Grand Rapids Christian Wednesday night. While Spring Lake dominated possession in the game, and DeWitt’s attack never really got into any sort of rhythm, the Panthers were in the thick of the contest until the very end. DeWitt coach Jamal Mubarakeh said that he was disappointed in the play of his attacking players in the game, which was played on artificial turf in a driving rainstorm. “My back line was solid, our goalie did a good job, but I’m really unhappy with the forwards,” Mubarakeh said. “When you get to this level, you have to move the ball, and our basic technique was awful today. You cannot defend the whole game.” The Laker forwards, on the other hand, were testing the resolve of
DeWitt to keep and hold a high offside line in the first half. While the Panther backs were able to frustrate Spring Lake’s attempts to time their runs to beat the offside trap, they fell behind with 14:28 left in the first half, on one of the only times that the Lakers were able to get numbers into the DeWitt box. Panther goalie Nick Iacobellis came up big with a diving save on the initial shot, by Spring Lake’s Kaleb Winter, but the rebound fell to Tanner Berg, who placed it into the open net to make the score 1-0. The Lakers pressed hard for a second goal, but missed two golden opportunities in the last ten minutes of the half. DeWitt’s best chance of the half came with about 90 seconds left, when Blake Smith fought off a Laker defender to get a contested shot off from the 18-yard line, but it went just wide of the post, and the half ended with the score remaining 1-0. BATH TWP. — A junk extravaganza? A yard sale on wheels? Whatever you choose to call it, the “Eliminate the Junk in Your Trunk” sale event will help underprivileged youths participate in basketball, baseball, cheerleading and other recreational programs offered by the township. The event runs from 9 a.m. to 1 p.m. Saturday, Nov. 5, at the township complex on Webster Road. “Anyone who pays $10 can drive in, open their trunk and sells what’s inside,” said Parks and Recreation Director Becky Goodwin. “You cannot sell anything that’s living or anything that’s hot, but cookies or brownies or
whatever are okay.” In other words, the Michigan Cottage Food Law applies, she said. Proceeds will go to the Scholarship Assistance Program created by Goodwin. Youths who qualify will pay 50 percent or $20 of the program cost, whichever is greater, Goodwin said. Programs costing $20 or less would be covered entirely, she said. Goodwin has set a goal of $2,000 for the scholarship fund, $1,200 of which has been donated by the Joe D. Pentacost Foundation, she said. The township offers programs ranging from traditional team sports to activities such as target archery, hunter safety, crafting, snowmobile safety and fly-tying. Costs range from $7 to
$100, with some of those fees likely to increase. The program is open to families who qualify for free or reduced school lunches or for those who qualify for a Bridge Card and/or Medicare services. Parents or guardians must be taxpayers in Bath Township, and the program only applies to activities offered by the township’s Parks and Recreation Department. Registration for the junk sale will run from 8 to 8:50 a.m. on the day of the sale. Sellers must stay until 1 p.m., and they are responsible for all sales tax. Anyone can drop in to shop for items at no charge. Anyone who wants to donate to the scholarship program can call the Township Hall at (517) 641-6728.
