Schools will cut deeply Special ed. jobs a bulk of the midyear layoffs By MATTHEW MILLER mrmiller@lsj.com

The Lansing School District will be cutting staff midyear including a counselor, an assistant principal, three secondary school teachers and the equivalent of 11 full-time special education positions. The district is shutting down its sixth-grade basketball and middle school track programs. It is cutting a program for gifted students called the Young People’s College. The cuts, which will save a combined total of $774,000 this fiscal year, were approved Dec. 16 by the district’s Board of Education. “We are at that point in the school year and our budget that we have cuts that have to be made,” said board member Hugh Clarke Jr. “It’s just as plain and simple as that.” School officials had been projecting a $2.9 million funding shortfall for the current year, more than $1

million of that stemming from increases in the district’s contribution to the state retirement fund and to costs associated with retirement incentives, said Venkat Saripalli, the district’s chief financial officer. Clarke Part of the gap was closed without cuts. An increase in the district’s Medicaid reimbursement level will mean an additional $541,000 in special education funding. Officials have worked with the state to secure another $775,000 in federal Title I money for grant-funded programs that had overshot original cost estimates. Alongside the cuts, board members also voted to dip deeper into the district’s rainy day fund — more than $800,000 deeper — leaving a balance of $8 million by end of the fiscal year. When a Lansing woman went to Letts Community Center to vote on Nov. 2, someone noticed she had made the effort even though she had a young child to bring along. They waited while she strapped the child into a stroller and went inside, then they left a pinwheel and a card saying “Thank you for voting today! Democracy rocks!” on her windshield. They left as quietly as they came, but that was the point: the ninja who left the gift of thanks wanted to remain anonymous. Inspired in part by the mission of Secret Agent L, a woman who started a national movement to do random acts of kindness, four Lansing-area people have teamed up to create a cause focused on supporting positive efforts and growth in Lansing. These four ninjas sneaking around Lansing have been leaving gifts around the city since October to show how much they love Lansing, and they are using social media to spread the word.

COLLEGE OF LANSING

Court to close for holidays, furloughs

Lansing’s 54A District Court will be closed Dec. 23 through Jan. 2 because of holidays and furloughs that are part of citywide cost-cutting measures. No filings or payments will be accepted at the court, which is in the City Hall building, during those days. The closure will not affect payment due dates, late penalties or time-sensitive filings. Payments by check or money order can be deposited in a drop-box located on Capitol Avenue, between Michigan and Ottawa avenues. They must include the defendant’s name and case number. Payments due on a date the court is closed will not be considered late, as long as the payment is received by 4:30 p.m., Jan. 3. Arraignments for defendants in police custody still will be conducted.

Meals on Wheels is in need for volunteers to deliver meals in the Mason, Leslie, Dansville and Holt areas. MOW provides hot nutritious meals Monday through Friday. Free books. Free tutoring. Free popcorn. Marcus Brown bellows like a vendor selling snacks at a baseball game. He circles the south Lansing neighborhood with a shopping cart full of gently used children’s books, stuffed animals and paper bags full of fresh popcorn. He shouts out to kids pouring off a school bus, swings around the corner to find some playing in a front yard, and dashes across a busy four lane road to spread the word to a few more. Brown convinces about a dozen to head toward the free tutoring at Village Summit, a micro community center near the intersection of Washington and Barnes avenues. “In this neighborhood, we have about three or four crack houses and one Village Summit,” Brown said. “We’ve had a few shootouts over here, and some gang fights, and some other drama. It just tears me up that these kids have to be exposed to that stuff. We are the countermeasure. We give kids books.” Brown, a former Marine and veteran teacher at Dwight Rich Middle School, started the Village Summit project with his wife last year. They bought

Once again, all options are on the table since Lansing is staring at a $15 million deficit for the budget year that begins July 1, 2011 — the worst deficit of Mayor Virg Bernero’s administration. “The impact of the historic economic meltdown in Michigan continues to have negative impacts on municipal budgets across the state,” city Finance Director Jerry Bernero Ambrose said in a news release. “Even though we have made significant spending cuts and reduced our workforce by 15 percent over the past five years, we continue to face declining revenues and increased costs that will require us to make very difficult decisions going forward.” He projected that the cost of doing business will rise to $118 million for the budget year that begins July 1. The city’s budget for the current fiscal year was based on revenues and expenses of $109.4 million. City revenues are expected to decline to $103 million for 2011-12. Ambrose blamed the city’s precarious circumstances on decreasing property values, declining state revenue, depressed income tax revenue and aggressive property assess-

One of the desolate, brick structures that dots the former campus of the Michigan School for the Blind will be buzzing with life by the end of the year. Construction crews are working to wrap up the final details in transforming the former Michigan School for the Blind Library and Museum into the Neighborhood Empowerment Center. The contemporary design includes 22-foot exposed ceilings, enormous windows, chainmail room dividers and curved hallways — but that isn’t what the Greater Lansing Housing Commission is hoping it will be known for. “The Neighborhood Empowerment Center was pretty much a vision ... to provide easily accessible housing-related services for the residents of Lansing,” said Katherine Draper, executive director of the housing coalition. “It’s kind of like one-stop shopping.” Sixteen buildings sit on the 35-acre campus, most of them vacant. The former superintendent’s office now is home to Rizzi Designs.

The housing coalition hatched an original plan to design the school’s former museum into a gym, but the plans were scrapped in favor of a more dynamic idea, Draper said. “(The gym idea) was useful, but not something that would really excite people,” she said. Ground broke on the center in May. Head Start moved into the building earlier this year. Brown hopes to keep adding activities, but is

glad the Summit has started small. Pulliam agrees. “We’re learning as we go,” Pulliam said. “I’m a baby steps kind of person. We’re still very new (and) trying to get so it’s more open and available for people because both of us work full time.”

Snowball effect

After finishing up some spelling words on a recent afternoon, a group of boys decided to make paper airplanes and have a contest to see who could fly one the farthest across the Summit’s front yard. Brown announced each competitor as if it was an Olympic event.

“Next up we’ve got the Red Baron,” he said. The first plane floated across the sidewalk and caught the eye of a boy walking across the street. Brown noticed the new boy watching from a distance. “You want to make one, too?” The boy nodded. “Ask your mom if you can come down, let your momma know.” The boy returned moments later and headed inside the Summit to build his own airplane. His mother gave Brown a nod of approval. “Twenty years from now maybe he’s a NASA astro-

What is the history and mission of the Lansing Ninjas?

“A couple of us noticed a number of do-good blogs and projects cropping up around the country and saw the positive impact they were having in other cities. Being part of a larger, national mission is great too, but we thought the whole #lovelansing concept naturally lent itself to

a project specific to loving Lansing. The more two of us talked about it, the more we realized it would realistically take four people to carry out the missions. We recruited two more friends and cut the city into quadrants so we could divide and conquer. We try to promote things we love about Lansing through our missions — such as thanking business owners for giving us shop-local options or leaving a $5 Biggby gift card for an unsuspecting person — but we balance that with general feel-good missions.”
