Waverly grads turn tassels

DELTA TWP. - Waverly Middle School eighth-graders honored one of their own Tuesday night, carving out a large space in their recognition night for someone who held a large space in their hearts: 14-year-old Kaiwan McDonald. McDonald, who drowned June 4 at a Delhi Township park, had found his niche at the middle school on the track team, even though he had never

High school principal Vince Perkins reminded them that “life is all about attitude.” And student speaker Emily Brogan told them to “live your dream.” With these words of wisdom June 5, Waverly’s class of 2011, the first to meet the rigorous new Michigan Merit goals, received their diplomas, turned their tassels and walked out into the spring sunshine to celebrate their coming-of-age milestone with friends and family. First, however, the graduates and their families fell silent for a moment to honor the life of Waverly Middle School eighth-grader Kaiwan McDonald, who had drowned the previous eve-

ning in a pond in Delhi Township’s Valhalla Park. In what may turn out to be their last graduation performance because of budget cuts and schedule changes, the Waverly Reflections sang three numbers, with members taking turns as soloists. The graduates responded to their energy, leaping to their feet and moving to the music. The MSU Auditorium was filled almost to capacity with proud families cheering for their sons and daughters during the ceremony, at times bittersweet, that truly marks a new beginning. Wherever they go, these grads were reminded, they will always carry a part of Waverly with them. They will, as school board vice president Fonda Brewer-Williams put it, “always bleed black and gold.”

DELTA TWP. - Join the Delta Township Historical Society on Thursday, June 16, at 6 p.m. as they take a walking tour through the historic Delta Center Cemetery. As a tribute to the 150th anniversary of the Civil War, the walk will focus in the Civil War soldiers from the area that fought during the war. The walk will include showcasing the cannon that has 83 names of Civil War soldiers from Delta Township. The cemetery has many Civil War graves from soldiers who fought for Michigan. Delta Center Cemetery is one of the oldest cemeteries in the Greater Lansing area. It started out as the main cemetery for the township with its proximity to the local church and township hall.

CHARLOTTE — A deputy clerk who worked at the 56th District Court until she was suspended in December 2010, has been bound over for trial on charges of embezzlement by a public officer. Kelly Jo Beck, 48, of Lansing, appeared before visiting Judge Richard Ball on Thursday, June 2 for a preliminary hearing to determine if there was sufficient evidence for trial. She is accused of manipulating records in a computer system which Ball described as “designed to be used by people who are honest.” Ball, Chief Judge of the 54-B District Court in East Lansing, was assigned to serve as a visiting judge when the judges in the Eaton County District Court

disqualified themselves, because of their role as h e r employer. Renate Anderson, an a u d i t o r employed by the Supreme Court Administrative Office, testified she had found 547 instances of suspicious transactions over a period of several years, with a total value in excess of $80,000. Although she did not testify about all 547 instances, she described several cases where a check, apparently submitted by one defendant to pay a ticket, had been applied to settle the ticket of a second defendant, when the second defendant had paid in cash. Anderson said she found tickets where the amounts of the fines had been

lowered or proceedings stopped, allegedly without the authority of a magistrate or judge, resulting in transactions which appeared to balance even though all of the cash was allegedly not deposited into the court’s account. Beck’s attorney, Jonathan White, argued that there were non-criminal explanations for the transactions identified by the auditor. Ball, while emphasizing that he was not making a finding of sufficient proof for a criminal conviction, ruled there was enough evidence for a trial on the charges. Embezzlement by a public officer is a felony, punishable by up to 10 years in prison or by a fine of not more than $5,000. The prosecutor’s office said a date for trial has not yet been set.

DELTA TWP. - A 60-year-old motorcyclist died Wednesday, June 8, after a collision with a vehicle driven by a 19-year-old Grand Ledge woman, the Eaton County sheriff’s department said. According to a sheriff’s department release, deputies responded to a fatal motorcycle accident on Canal Road south of Mt. Hope Highway 10:20 p.m. The vehicle driven by the Grand Ledge woman turned into the path of a northbound motorcyclist at the entrance to Bridgewater Interiors. Ronald Limbaugh of Lansing died from injuries in the ambulance en route to the hospital. Neither excessive speed nor alcohol were factors in the incident. The woman was picking up a friend from Bridgewater Interiors and Limbaugh had just left work at Ryder which is the next business south of Bridgewater Interiors. When accident investigators complete their reports, the case will be forwarded to the Eaton County Prosecutor’s Office for review.

Now how many have said their hearing aids make some sounds too loud, don’t work well in noise, or they can’t tell if they are really helping them hear at all? Audiologists and dispensers try to make hearing aids function the best they can to give the patient a good outcome. But there were always a lot of difficulties surrounding comfort and understanding of speech. Let’s say you have a small child, an average sized wo woman, and a very large man, all with the same hearing loss. All hearing Julie Pabst aids would be Audiologist programmed the same way, according to the hearing aid manufacturers software. But the ear canals themselves must figure into the process, as well. Without diving into too much physics, ear canal size and shape for the child would be quite small. The woman would be close to the average size ear canals and the man’s ear canals would be quite large and long. The child would receive too much power from the hearing aids, the woman’s fitting would be close, and the man’s hearing aids would seem very quiet. All hearing aid manufacturers base their science off the average ear. But no one has the average ear. Live speech mapping is the latest innovative approach to hearing aid fitting which uses natural speech to show how effective digital hearing THEIR HEARING AIDS?

aids are in helping you to hear speech. With digital speech mapping, an actual speech signal, not tones or hissing sounds, is used to test the hearing aids while inserted in the patient’s ears. This allows for the shape and size of the patient’s ear canals to be included in the fitting process, as well as using the most important signal we hear, speech. For hearing aid fittings to be successful, speech must be appropriately amplified with respect to loudness, clarity, and comfort. Soft speech should be perceived as soft, moderate speech sounds should be perceived as moderate, and loud speech sounds should not reach the patient’s discomfort level. Speech mapping helps to provide a clear “visual” sense of the hearing loss, and the benefits or perhaps the limitations that your current hearing aids offer in relation to actual speech. While wearing hearing aids, a tiny probe microphone is inserted into the ear canal while the hearing aids are running, then a stimulus (voices/ music) is used to measure the output and shows if the hearing aids are amplifying sounds appropriately. The Live Speech Map is displayed on a monitor through easily-understood graphics so that you can actually see sounds that are missing and be presented with a clear visual sense of hearing loss and aided benefits relating to actual speech. It allows you to see graphically just how the aid is performing in a live, real world environment. Once we see what sounds you’re missing, we’ll be able to tune your personal hearing aids until it restores the missing speech patterns and tones. So, not only will you hear the difference a hearing aid makes with your speech, you’ll be able to see the sounds being restored visually as well. A successful hearing aid fitting should be a dynamic, patient-centered

DELTA TWP. - On Wednesday, June 15 at 6:30 p.m., Waverly Community Schools will hold an all district PTO Round-Up in the Waverly High School cafeteria. Instead of Colt Early Childhood Education Center, Elmwood Elementary, and Winans Elementary having separate Parent Teacher Organizations, Waverly current Parent Teacher Organization officers have decided to have one organization for all three elementary schools next year. This will be a great opportunity to meet new parents prior to the reconfiguration of Waverly schools! On June 15, co-officers for each office will be elected as well as chairmen for several committees. More importantly, this meeting will

round up the names and contact information for all interested parents/guardians who desire to belong to the parent teacher support organization for Waverly elementary schools. It will also be the only meeting to organize the Waverly Schools Garage Sale to be held at Waverly High School on July 15. At a recent honor roll meet, in fact, he won several medals and is now, as his friends put it, “running with angels.” Kaiwan wasn’t the kind of kid who cared who had the “better electronics or clothes,” according to teammate Thomas Moreno, speaking during the Eighth Grade Recognition Night, and his talent could have sparked jealousy. Instead, “he gave 100-percent and killed us with kindness,” Thomas said. “He went from being the guy we wanted to hate to the guy we wanted to be like. He was what a true Warrior should be.” The packed auditorium during the event, already scheduled before the tragedy, observed a moment of total silence in honor of Kaiwan’s short life, then spontaneously stood to applaud eighthgrader Ashlie Smith after she read an original poem that likened him to “one more star burning so bright ... up in the dark, night sky.”

Barbara Tate, one of Kaiwan’s teachers, made it a point to tell his mother, Tazha Englert, that she calls each student’s name at the beginning of every class. “I took his hand on Friday,” Tate said. “I let

him know he was important. I loved him.” Besides his parents, Kaiwan is survived by siblings Waverly East student Kamal McDonald, 11, and 7-year-old Aysia McDonald, a student at Winans Elementary and several half-siblings India McDonald, 19, Tangela McDonald, 17 and Austin McDonald, 12.

The following Ordinance was introduced by the Board of Trustees at its regular meeting held on Monday, June 6, 2011. AN ORDINANCE TO AMEND THE ZONING ORDINANCE AND ZONING MAP AT DELTA CHARTER TOWNSHIP PROPERTY: SECTION 1: That the Delta Charter Township Zoning Ordinance be amended and that the zoning district map be changed to indicate a change in zoning from RC, Moderate Density Residential, to B1, Local Service Commercial, for the following described parcel: The following described property is located on the west side of Iris Street, approximately 300 feet south of Saginaw Highway, being the property at 603 Iris Street, immediately south of Reno’s West. The Delta Township Board will consider adoption of the following zoning ordinance at its regular meeting scheduled for 6:00 p.m. on Monday, June 20, 2011. THE CHARTER TOWNSHIP OF DELTA ORDAINS TO AMEND THE DELTA TOWNSHIP ZONING ORDINANCE AS FOLLOWS: Proposed Text (Changes are in Bold Italicized Type & Underlined) Section 3.24.0 SMALL WIND ENERGY CONVERSION SYSTEMS (WECS) A. Intent: It is the intent of this section to regulate the safe, effective, and efficient use of small wind energy conversion systems (WECS) installed to reduce or replace the on-site consumption of electricity supplied by utility companies. B. Permitted Locations: Small WECS shall be permitted as an accessory structure in every zoning district provided that they comply with the standards and requirements of this section. In the RA, RB, RC, RD & RE zoning districts, a principal structure must first be established on the parcel before a small WECS may be constructed/installed. Where two or more abutting lots are held under single ownership, the owner may construct a small WECS on the abutting but separate lot from that on which the principal building is located. C. Additional Turbines: Small WECS may include more than one turbine and/or tower on any non-residentially zoned property provided that all other requirements of this ordinance are met, and provided that the total of all turbines on any one parcel or site does not exceed 10 kilowatts (kW) rating. On parcels zoned RA, RB, RC, RD or RE only one free standing turbine and/or tower may be permitted. Multiple roof top mounted turbines are permitted provided that all other requirements of this ordi nance are met. D. Height/ Towers: (1) For any parcel located in the RA, RB, RC, RD or RE zoning district, the maximum height for a free standing small WECS shall not exceed 50 feet. Rooftop mounted turbines located in the RA, RB, RC, RD or RE zoning district shall have a maximum height of 10 feet above the existing roof peak, as measured from the peak of the roof to the rotor. (2) For any parcel located in the NR, A1, A2, O, B1 or B2 zoning district, the maximum height for a small WECS shall not exceed 70 feet. (3) For any parcel located in the I1 or I2 zoning district there shall be no height limit for a WECS. (4) The height of a free standing WECS shall be measured from the ground level to the rotor (the center point of the blades), or the top of the tower, whichever is higher. Ground level shall be the average grade measured within 25 feet of the base of the tower or supporting structure. (5) The minimum required ground clearance between the lowest point of the blades and the average grade shall be a minimum of 20 feet. (6) Towers and supporting structures shall either maintain a galvanized steel finish, or, subject to any applicable standards of the FAA, be painted and maintain a neutral color intended to reduce visual obtrusiveness to the greatest extent feasible. If any clause, sentence, paragraph, or part of this Ordinance shall for any reason be fiSEVERABILITY nally adjudged by any court of competent jurisdiction to be invalid, such judgment shall not affect, impair or invalidate the remainder of this Ordinance but shall be confined in its operation to the clause, sentence, paragraph or part thereof directly involved in the controversy in which such judgment is rendered. REPEAL All ordinances or parts of ordinances of the Charter Township of Delta inconsistent herein are hereby repealed so far as they may be inconsistent with the provisions of this Ordinance. EFFECTIVE DATE This Ordinance shall take effect upon final publication as required by law.
