Lansing’s Old Town district has landed national recognition for its revitalization efforts. Old Town Lansing Main Street was one of five programs nationwide to receive a 2011 Great American Main Street Award. The award is given out annually by the National Trust for Historic Preservation. It recognizes accomplishments in revitalizing historic and traditional Main Street commercial districts. “A couple things that really stood out for is us the arts and culture focus of the district and how they were able to repurpose a lot of industrial buildings and buildings that had become obsolete,” said Doug Loescher, director of the National Trust Main Street Center. “They really targeted it well for the creative professionals and cultural activities.” The Old Town Commercial Association is part of the Main Street program, run by the National Trust Main Street Center in Washington, D.C. “I think the award is something we’ve known all along,” said David Such, who serves on the board of directors for the Old Town Commercial Association. “We’re one of the best Main Street programs in the state, we knew that for sure. This proves we’re one of the best in the nation.” He attributes the success of Old Town in part to the community involvement. “It’s kind of like a pat on the back for all the volunteers, for all the people who have put in their blood, sweat and tears in this area,” he said. The atmosphere in Old Town could be described as “entrepreneurial-creative,” Such said, with a diversity of businesses and people coming together to create a sustainable energy driving the community forward. It is a different community from what it was in the 1960s, when vacancy rates started rising and buildings fell into disrepair. “It was just a rundown, neglected commercial district with not a lot of activity,” said Tom Arnold, who has lived and worked in Old Town for the past 25 years. Old Town Main Street was incorporated in 1996. Volunteer efforts have focused on rehabilitating buildings, bringing in new businesses and drawing visitors.

Lansing’s parks and recreation director is joining state government. Murdock Jemerson, who has worked for the city since 1993, will become Rose Lake District manager for the Department of Natural Resources’ parks and recreation division. His first day will be June 14.
The Rose Lake District office is located near Bath and Interstate 69. Jemerson will oversee about 12 state park areas that span 13 counties, city officials said May 24. He started his career with the city as leisure services manager. Jemerson also has worked for the cities of Flint and Chicago, and as a consultant for the DNR.

A project to redevelop part of the former Red Cedar Golf Course into a retail and residential complex likely will be delayed after Lansing City Council members failed to authorize a ballot question on the issue May 23. In a surprising move, the council’s committee of the whole did not advance for a formal vote a proposal that would have allowed voters to cast ballots in August on whether to sell the parkland along Michigan Avenue. The rest of the county — including East Lansing, Mason and Williamston — either had modest or significant increases in population. Democrats now hold a 12-4 majority on the Board of Commissioners. A plan approved May 23 redraws Ingham County commissioner district lines, squeezing out one mostly suburban district as well as one urban district. In a 4-1 vote, which followed party lines, the county’s Apportionment Commission approved the plan, which gives the county 14 commissioner districts instead of 16. Barring a successful appeal, the new districts will go into effect in 2012. “It’s gerrymandering — at least some of it is,” said Ingham County Republican Party Chairwoman Linda

It also creates a district that includes much of Delhi Township, although that district was drawn to include part of south Lansing. A few weeks ago, a tornado watch in Ingham County expired without any sign of a funnel cloud. That appears to be the pattern of late, as Michigan remains spared from the rash of destructive tornadoes that have swept through the lower Midwest and South. As Ingham County sheriff’s Sgt. Robert Ott sees it, the Lansing area is about a
month overdue for severe weather. “I think that we haven’t seen everything that we’re going to get yet,” said Ott, Ingham County’s emergency management program manager. “We can’t stop it but we’re really prepared to respond when something happens.” Meteorologists say a cyclical climate pattern known as La Nina, marked by colder ocean water temperatures, could be to blame.

Councilwoman Carol Wood, who didn’t support either ballot issue, said she wants pollution problems solved. But she’s not convinced the city should sell land to do it. Council members have not discussed their visions for the site since learning of the plan, Wood said, adding that time exists for closer study before November. A regional fire study intended to identify the likelihood six local departments could combine services might soon get the green light. East Lansing administrators have delivered an application to the Michigan Municipal League Foundation for grant funds to hire a consultant to analyze everything from sharing services to merging. The six departments include the cities of Lansing and East Lansing, and Delhi, Delta, Lansing and Meridian townships. If the grant application is approved, the six jurisdictions could receive $50,000 among them to put toward the estimated $100,000 study cost. The municipalities, which have approved resolutions supporting the move, would have to pay the remaining amount. “We’re all in this to see what that study will yield, but we have no set outcome,” said Marie McKenna, East Lansing’s assistant city manager. “We are approaching this, I think, with an open mind.”
Six-month time frame
McKenna said the goal would be to complete a study in six months. Fire chiefs have been discussing the idea since last year, she said. No consolidation or merger is planned yet. Departments now respond as needed to each other’s calls and purchase jointly when possible. Lansing, East Lansing and Delta and Meridian township departments serve as the region’s hazardous materials team. “There’s a lot that we’re doing,” Lansing fire Chief Tom Cochran said. “This is just one way to look at the possibility of going to another level with this.”

Leaner staffing
Lansing, for one, could operate a significantly leaner fire department starting July 1. The department stands to lose up to 71 positions and three fire stations to balance a fiscal 2012 budget. The city had a deficit as high as $20 million to overcome in adopting a budget, and voters nixed a ballot proposal that would have raised $8.5 million for fire, police and roads. Gov. Rick Snyder has made regionalism a priority, calling for governments to demonstrate plans to share or consolidate with others to remain eligible for future state revenue sharing payments. Lansing received about $4.5 million more in revenue sharing this year than projected. “The way that the dollars are becoming more and more scarce for operation of your fire departments, it’s important to try to figure out what we can do to save dollars,” Delhi Township fire Chief Richard Royston said.
