Creative solutions sought for area parks Fees, partnerships possible solutions to lower budgets Christie Bleck

here’s little question that many people in the area like their parks, with their ballfields, picnic facilities and hiking trails. That said, it really might, as the saying goes, “take a village to raise a child” — or in this case, a park. How to provide parks to benefit the greatest number of people is a huge challenge, especially in the light of ongoing fiscal difficulties in the region and state. Take Mason’s Rayner Park, for example. For decades a county park, it had been closed recently because of budget problems. An estimate showed it had cost about $44,000 for the county to maintain the park. The city of Mason stepped in, and entered into an agreement with the county in which the city will pay $1 per

year through Dec. 31, 2016 to lease the park. The city has the rights, after meeting agreement terms, to buy the park for $1. However, that leaves the city with the burden of maintaining Rayner, along with its other parks. Rayner encompasses 59.9 acres and includes a woodlot, ballfields, a castle-like play structure and ponds. “It really is a gem of a park,” City Administrator Marty Colburn said at the July 19, 2010 City Council meeting. In last year’s Nov. 2 election, residents in an advisory vote supported an additional millage of up to 0.5 mills for the fiscal year beginning July 1 of this year to maintain Mason parks. The millage would have raised up to an $106,000 for FY 2011-12 and would cost a household with an average taxable value of $57,000 an additional tax of up to $28.50 per year. However, city Finance Director Eric Smith said staff absorbed the park costs into the budget with no additional millage for residents, relying instead on volunteers. Colburn said the parks budget for Fiscal Year 2011-12 is $163,595.

However, members of the county Park Commission visited the park and saw what Bennett called its “positives.” Those included a picnic area, a shelter, ballfields and a scenic location on the Grand River. “We have some great river frontage,” Bennett pointed out. After looking at Baldwin’s attributes, he said, the Parks Commission decided it wanted to keep it as a county park.

Bennett said volunteers have been working on and off at the park, “which we are very thankful for.” Bennett acknowledged the situation is similar to Rayner, but the expenses to maintain the Mason park are much higher.

Problems at apartment

May 18: An officer responded to a drug overdose of heroin at a Mason apartment building, and the victim was reported not to be breathing. Before the officer arrived, another call was received that the victim was convulsing. When the officer and medical personnel arrived, the victim was attended to and taken to an area hospital for treatment. While at the address, the officer noted the residence was without power, the only supply of which was from an extension cord running to a neighboring unit. Checking further, the officer found the victim had just been released from jail that same day after being arrested by the Michigan State Police on outstanding warrants for automobile theft and theft of gasoline on May 17.

Driver cited

Harassment alleged

May 19: A Mason resident reported a harassment-by-email complaint because of threats she received from her child’s grandmother who lives in a New England state. The complainant stated the suspect had not seen the child but once in nine years and was now threatening to call Child Protective Services because she took the child on a cruise. The complainant wanted the emails to stop and will attempt to obtain a personal protection order. The officer called the suspect who stated she was reporting the mother because one child had broken his arm (determined to be an accident) and another had been left with an adult babysitter for a day. The suspect was told the complainant did not want any more communications and the matter is closed.

dence through an unlocked window. The only known item taken was a Panasonic flat-screen television. Nothing else was obviously disturbed. Follow-up will be conducted.

Quarrel query

May 22: A domestic disturbance was reported to be in progress inside the apartment of a Mason complex. Neighbors reported hearing yelling and loud banging from inside the apartment. However, by the time the officers arrived, both quarrelers had left on foot. The mother of the female half was located and stated the quarrelers were her daughter and daughter’s boyfriend. While checking the area, the officers noticed the male half looking out at them through the apartment window. Investigating further, they found the daughter had also returned, but the boyfriend slipped out the back after seeing the officers. Why he fled, no one knows. He wasn’t wanted and no assault had occurred; however, he did leave without incident, and the matter is closed.

May 22: Officers were summoned to do a welfare check on a Mason apartment complex resident after the complainant heard loud bangings coming from his neighbor’s apartment. When the officers attempted to check the resident’s welfare, the

man responded by yelling and swearing at them through the closed door, refusing to open it. Efforts to check on him further were met with more insults. Noting he was at least able to communicate, the officers left and notified the complainant.

Money troubles

May 22: A threats complaint was taken from a Mason resident who stated the problem started over money he was owed. The complainant explained that he had a friend who had fallen on hard times so he had loaned him a phone to use for awhile. He added that after receiving a $600 phone bill for charges made by the friend, he tried to call and work out the debt. The friend has been ignoring him, but he has heard from the friend’s father who wanted work done. The complainant stated he refused the work because of the problems with the son, and has since been receiving vulgar and threatening text messages. The matter remains open.

The complainant alleged that the suspect was drinking vodka from a Mountain Dew bottle while riding in the car and began touching her leg, after which she became frightened and wanted him out of the car. The suspect alleged the complainant picked him up in Leslie and was driving while drinking beer from the open 12-pack found on the center console. Both the complainant and suspect were cited for transporting open intoxicants. The complainant was released after a ride was called for and had arrived. The suspect was taken to an area hospital for detoxification after being tested and producing an .l29 breath-alcohol level.

Partnerships

The Rayner situation might crop up in other municipalities. Barring new developments, the Eaton

County Parks Department will continue to operate Fitzgerald Park in Grand Ledge for another decade. The county and the city reached a tentative agreement for the 80-acre park, located on city-owned land leased to the Eaton County for the past 30 years for $1 per year. That lease had expired in 2010, and the county told the city it couldn’t renew the lease without a city contribution. The city’s Parks Commission approved the proposed agreement that calls for Grand Ledge to take over maintenance of all park roadways and about 20 percent of the grass-cutting. “I think it’s good for the city and I think it’s good for Eaton County,” said

Bennett said staff is looking at “a lot of small steps” to save money instead of eliminating entire staff positions. “A lot of communities, townships and cities do reduce their parks,” Bennett said. “But in reality, people need access to green space.” The Ingham County Board of Commissioners for 2010 reduced parks appropriation by 26 percent, according to Bennett, and this year it was reduced another 13 percent. There is no fixed information about the 2012 budget this early in the budget process, he said.

Mason soccer players are well represented on the TNT Dynamite u14 boys team as they advanced to the State Cup finals after defeating the Grand Rapids Crew Juniors 2-1 in the quarterfinals and the Michigan Wolves East 1-0 in overtime in the semifinals May 21-22 in Saginaw. Shea Russ, Leutrim Shefkiu and Lirim Shefkiu are members of the team. The boys will face No. 1 ranked Vardar Academy at noon Saturday, June 4 at the East Lansing Soccer Complex for the state title (admission is free). MASON — A plan approved on May 23 redraws Ingham County commissioner district lines, squeezing out one mostly suburban district as well as one urban district. In a 4-1 vote, the county’s Apportionment Commission approved the plan, which gives the county 14

commissioner districts instead of 16. Barring a successful appeal, the new districts will go into effect in 2012. “It’s gerrymandering — at least some of it is,” said Ingham County Republican Party Chairwoman Linda Lee Tarver, who cast the lone vote against the plan. “There is some (attempt to create) a political advantage, which is in violation

The plan makes Meridian Township two whole districts, rather than including part of it in a third. It also creates a district that includes much of Delhi Township, although that district was drawn to include part of south Lansing. Keeping entities such as Delhi Township together was the most important factor, Dunnings said, adding that Lansing had to be broken up slightly because of its population decline. Since 2000, Delhi Township’s population has increased by more than 3,300 residents, according to this year’s census — the biggest jump in the county. By contrast, Lansing’s population declined by about 5,000. Five rural townships, Lansing Township as well

as the towns of Webberville and Leslie, saw small population declines, totaling about 1,100. The rest of the county — including East Lansing, Mason and Williamston — either had modest or significant increases in population. Democrats now hold a 12-4 majority on the Board of Commissioners. Kris Zawisza, a Lansing resident who has observed the process on behalf of the League of Women Voters, said it was important that the commission represent the people’s interest, rather than the interests of individual commissioners, and keep communities intact. “I think you’ve done a very good job,” Zawisza told the commission.

LANSING — Kristin Phillips of Mason is the winner of the 2011 Kathryn Lindahl McCheer Off Scholarship. The award was announced at a ceremony May 12 at Holt High School. Phillips also received the Girl Scout Gold Award. She was honored by Girl Scouts Heart of Michigan for her leadership and dedication to community service. Phillips is a member of Troop 30483. The Lindahl McCheer Off Scholarship, an annual award, goes to a Girl Scout from the Lansing Region who attends Michigan State University. The Girl Scout Gold Award is the equivalent of the Eagle Scout Award in Boy Scouting. Phillips worked with the Ingham County Animal Shelter to make the shelter more appealing to visitors and to streamline the lobby. Working with the shelter director and her grandfather, Phillips built and installed a storage bench in the lobby. While working on the bench, she noticed that many of the cats sat in their litter boxes. To remedy the unhygienic situation, Phillips built 26 raised cat beds out of PVC piping and fabric and donated them to the shelter. She raised funds for the project by conducting several animal-related badge workshops for younger Girl Scouts. A graduate of Mason High School, Phillips now attends Michigan State University in the Residential College of Arts and Humanities. She credits a Girl Scout mentoring opportunity with her decision to become an author. Animal shelter sets Adopt-A-Fest for June 4-5 County Animal Shelter in Mason need your help. The shelter is looking for a few good foster homes — 20, to be exact. MASON — Girl Scouts Heart of Michigan (GSHOM) honored 18 volunteers from Mason at the Lansing Regional Girl and Adult Recognition Event, held May 12 at Holt High School. Roberta Somerville was honored with the Thanks Badge, the highest adult award in Girl Scouting. Mary Arnold, Traci Bergeon and Cynthia Hyaduck all received the Honor Pin. (These awards were originally announced at the GSHOM council wide volunteer recognition luncheon on April 30 at the Kellogg Center at MSU.) Somerville has made her mark as director of the popular Mason Day Camp. Last year, Somerville traveled throughout the 34 counties of the GSHOM, raising awareness of the benefits of camp and recruiting attendees and volunteers.

She has also served as a troop leader, registrar and fall product manager. Arnold is known as a Traci v o l u n t e e r Bergeon who serves, not in the spotlight, but quietly getting things done behind the scenes. Other volunteers say she has a strong moral compass that guides the older girls in her troop. As the area manager for Mason, Bergeon makes sure that the 25-plus troop leaders in her area have the information and resources they need. She also volunteers as a facilitator, training other volunteers in CPR/first aid and water safety. Hyaduck serves as treasurer for the Mason area, troop leader, craft leader at

MASON — Mason senior Sean Wren was ready to get back into track this year, missing his junior season after undergoing two sports-related hernia surgeries. Wren more than made up for the missed time, winning the 110- and 300-meter hurdles, along with taking first in the pole vault to help the Bulldog boys dominate their Division 2 regional meet on May 20. “I think that was a lot of my motivation because I had to sit and watch last year,” Wren said. “I’m back now and it’s my time.” Mason scored 139.5 points at the meet, well ahead of second-place Battle Creek Harper Creek’s 70. Wren posted times of 14.65 and 39.63 seconds in the 110- and 300-meter hurdles, respectively, and cleared 13 feet, 9 inches in the pole vault. Other multiple qualifiers for Mason were Tanner Hinkle in the 1600- and 3200-meter runs and Ian Way in the high jump and the long jump. Mason Vandyke and Joe Cecil each qualified for the state meet in the 3200-meter run, Ben Hinamanu

will compete in the 100-meter dash, Trey Hornberger qualified in the pole vault and Jon Geer qualified in the 800-meter run. Also, Mason’s 1600- and 3200-meter relays qualified for the state finals. The Mason girls finished third as a team in their regional, with 59.5 points, and five Bulldogs qualified for the state meet. Cimone Diggs posted a state-qualifying time of 12.8 seconds in the 100-meter dash, Cassidy Hass qualified in the 3200-meter run with a time of 11:43.9, Emily Reader’s pole vault of 6 feet, 4 inches sent her to the state finals, as did Maycee Robinson’s shot put of 36 feet, 1 inch and Ashley Yallup’s time in the 800-meter run of 2:24.80. The Division 2 State Finals will be held at Houseman Field in Grand Rapids on Saturday, June 4. The Bulldogs were scheduled to compete in the CAAC Red league meet at Waverly on May 25, but the meet was postponed due to rain to May 26, after this paper went to press. MASON — The Williamston soccer team advanced to the CAAC Gold Cup final, and avenged a loss from earlier in the season, with a 3-1 semifinal win over Mason on May 24. Previously, the Bulldogs defeated Williamston 1-0 back on April 14. Lisa Vogel scored one goal and assisted on another for the Hornets, in her first game back from an ankle injury suffered on May 4. Mason coach Christie Hursey said that the better team won. “They (Williamston) played well,” Hursey said. “They came out and executed. We had several chances that we definitely should have converted, but that’s something, obviously, that we have to address.” Gabby Garza and Adrienne Watts scored the other Williamston goals, but it was Mason who controlled the play early and nearly scored three minutes in, when Katie Smith let loose a blast from about 20 yards out that hit the crossbar and caromed straight down behind Hornet keeper Caitlyn Clem. The Bulldogs kept Williamston back on their heels for the bulk of the first half, creating several good chances, but their failure to convert would come back to haunt them. The Hornets opened the scoring against the run of play when Garza was taken down in the Mason box for a clear penalty. Garza stepped up and placed the resulting PK to the left of Mason keeper Emily Bartlett to make the score 1-0 with 11:04 left in the first half. “Mason carried the play in the first half, but
