“The issue of abandoned and derelict docks has been on our radar for a number of years, but for some reason, it’s been so much worse in the past year,” said Jennifer Flowers, executive director with the Lake Lanier Association. “In partnership with the Corps of Engineers, local law enforcement and the courts, we are upping our pursuit to identify the responsible parties around the lake and protect the lake and its shoreline.”

The association began addressing eyesores and environmental threats to the lake nearly eight years ago. In 2015, the board created the “Abandoned Vessels and Derelict Docks” committee, headed by Matt Williams, to actively identify owners of abandoned boats and derelict docks.

“Since that time, we’ve been able to remove more than a dozen abandoned houseboats and cruisers from the lake,” she said.

“Over the years we have been working with the Corps, the Department of Natural Resources and courts in Hall and Forsyth

counties to pursue those owners and recoup the costs involved.”

As for abandoned docks, each one references back to a specific dock permit issued by the Corps of Engineers. Those dock permits must be renewed every five years, plus any structural changes must be approved by the Corps; that includes a site visit by a Shoreline Management ranger to discuss changes with the owner.

“Lake Lanier reached its carrying capacity of 10,615 docks several years ago, so mostly now it’s about people either replacing their docks or making additions to them,” said Tim Rainey, operations project manager for Laker Lanier. “However, we’re also seeing old or dilapidated docks simply being hauled off across the lake or into coves. It has been a challenge to identify who is responsible for this – whether it’s the owners themselves, people who are buying the docks with the intention of relocating them elsewhere, or contractors seeking an easy way to get rid of them.”

“We can’t really pinpoint why this area is more active, but it

could be people who are replacing their dock floats with newer materials and pushing the old ones away, or that people are putting them in various coves,” Flowers said.

She mentioned that in some cases, she has seen people offer to remove docks for homeowners through neighborhood social media posts. “They offer to remove docks for homeowners, then simply take the money and dump the docks elsewhere instead of taking them to the landfill or another legal disposal site.”

She cited one abandoned dock in Thompson Creek that over time had all the metal removed,

“Maybe they were selling it for scrap.”

Liability is another issue.

“Dock owners who we find are connected to these abandoned docks could be held liable if someone is injured or property is damaged,” Rainey said. “And frankly, this issue has become so rampant that if we can trace an abandoned dock back to a homeowner and show it is their dock, we may even file charges.”

By Pamela A. Keene As a result of the microburst over Lake Lanier in early August, the Corps of Engineers closed several parks around the lake. The bulk of the damage was from felled trees and extreme amounts of rainfall. In some cases, park infrastructure was also compromised.

Van Pugh North Park has been fully closed because of damage to trees, some that were uprooted and others that lost limbs. Vanns Tavern and Two Mile Creek parks have been partially closed.

The day-use/picnic area of Burton Mill is closed, but the boat ramp remains open.

“We have requested funding and hope to start clean-up of these parks by late September,” said Tim Rainey, operations project manager at Lake Lanier. “We will work as quickly as possible to reopen these facilities.”

At the same time, the Corps has received a portion of the funding to address some of the hazardous shoreline at Old Federal Campground, which has been closed this year due to excessive erosion.

“Work on Old Federal, including storm cleanup and remediation of the severe erosion, will begin this fall as well,”

Rainey said. “It is our hope we can reopen at least portions of the campground by the 2021 season.”

Trees and limbs that have fallen on Corps property adjacent to individual homeowner’s land require a permit from to the Corps to be removed.

“Please report any trees posing a threat to public safety or property to the Corps,” he said.

Temperature: Mid 80s Area report: Surprise, surprise, it is hot! It’s really hot, and the afternoon thunderstorms are making late-day fishing excursions a challenge. Best bet for calm, successful fishing has been to hit your favorite local waterbody early before the sun and the waves get up. Forecasted rain might put a damper on your fishing plans, but the heat and humidity will no doubt return and stick around for several more weeks, so plan to fish the summer patterns a while longer. Mountain trouting opportunities are plentiful thanks to abundant rains this summer, so if still water is not your thing, aim high and find some mountain jewels. Or, you can hit up your local tailwater (think Blue Ridge, Lanier, or Hartwell) for a lower elevation trout fishing excursion.

The typical summer patterns are in motion on the North Georgia reservoirs: catfish and panfish are active and fishing well, black bass are taking cover or seeking deeper structure, and the linesides are trying to find their comfort zone

amidst an evolving summer environment. The options are there, and below are a handful or proven tactics to put fish on in the summer. Good luck to the kiddos returning to schooling this week.

It’s obviously not going to be a “normal” school year, but it can still be great, fun and productive.

A fishing trip might be the perfect way to reward the kids (or, yourself) after a long week of in-person or virtual learning.

Bass: Fishing has slowed some over the last couple of weeks, and fish have started to feed early in the mornings on top and then a little later in the day. In between, you are having to pull these guys off structure like man-made brushpiles and deep timber. Look for brush in the 25- to 35-foot range on the main-lake humps and points. Work around and on top of these brushpiles with a jig or a drop-shot rig. For a jig, I like a 3/8-oz. casting jig in either a Georgia craw or herring color. For my drop-shot rig, I like a heavier weight, so I typically use a 3/8-oz. weight on 6-lb. line with a No. 2

drop-shot hook. For plastics, I prefer a 6-inch SpotSticker Drop Shot Worm in either crushed herring or cinnamon purple. These are go-to colors on Lake Lanier when the bite gets tough. Just use a 15- to 18-inch leader, and drop

this rig around fish or structure that you mark on your Lowrance sonar. Be patient. In the mornings, you can still work topwater over humps and points for the aggressive fish, but be there early. Once the sun gets up, that bite slows

dramatically and the fish lock on the structure. This bite will more than likely hold strong for us through August.

32nd annual Shore Sweep: Cleanup set for Sept. 26

By Pamela A. Keene The coronavirus pandemic isn’t stopping the annual Lake Lanier Association Shore Sweep on Sept. 26. In fact, it’s a good reason for even more people to volunteer to help clean up the waters, islands and shorelines of Lake Lanier. Advanced drop off at designated locations begins Sept. 12.

“The lake has been so much busier than in previous years, that we are asking for even more volunteers, not only to help collect trash, but also to come to our collection sites to help,” said Bonny Putney, LLA board member and chairman of Shore Sweep. “We are asking everyone to bring and wear masks; we will be socially distancing throughout the event.

Pre-packaged snacks and beverages will be available for the volunteers.”

Early drop-off points for debris and trash, only accessible by water, are Gaines Ferry Island, Beaver Ruin Road work area, Shady Grove Campground (boat ramp beach), Sportsman Club Road work area, Marker 2WC Island, Gwinnett Park boat ramp, Keith Bridge Island, Nix Island.

Once again this year on the day of the event, there will be a dozen sites around the lake: Aqualand Marina (public boat ramp), Bald Ridge Marina (public boat ramp) Balus Creek Boat Ramp, Clarks Bridge Boat Ramp, Don Carter State Park (public boat ramp), Gainesville Marina (public boat ramp), Gwinnett

Park (boat ramp), Lake Lanier Islands (walkers only at welcome center), Longwood Park (boat ramp), Port Royale Marina (public boat ramp), University Yacht Club (yacht office boat ramp), Warhill Park (boat ramp).

“We are still looking for volunteers with boats to help us out as well,” she said.

Construction begins on SR 53/Dawsonville Highway replacement span

By Pamela A. Keene Using its new Innovative Design-Build process, the Georgia Department of Transportation is taking a different approach to replacing the westbound 2-lane bridge across Lake Lanier on SR 53 at the Chattahoochee River.

Because of the accelerated approach to the construction, the new bridge is expected to be complete within the next 18 months.

Cranes and barges were positioned along the existing structure and shore in mid-July to begin building the replacement for the two-lane westbound Jerry Jackson Bridge, originally built in 1956 when the lake was filled.

The new west-bound bridge will be constructed in between the current spans.

“We’re anticipating a minimal amount of traffic disruption over the course of construction,” said Katie Strickland with District 1 office of GDOT. “Because the replacement structure is being built between the eastbound and westbound bridges, traffic will be able to continue to use these two spans until the new westbound bridge is complete.”

The replacement project, man-

aged by GDOT’s Office of Innovative Delivery using designbuild techniques, is expected to be completed by December 2022.

The Design-Build Team consists of E.R. Snell Contractor Inc. as the contractor and Atlas Technical Consultants as the designer.

The east-bound SR 53 lanes were built in 1992. This span will continue to transport east-bound traffic during and after the new west-bound span is completed.

In the past five years, the Georgia Department of Transportation has rebuilt other bridges across Lake Lanier, including Boling Bridge on SR 53, was begun in 2016 and opened in August 2018; SR 369’s bridges at Six Mile Creek and Two Mile Creek both opened in 2019; and the Longstreet and Bells Mill bridges on SR 11/US 129, which opened earlier this year. Clarks Bridge on SR 284 was widened and rebuilt in 2015. Additionally, traffic across Browns Bridge, sometimes known as the Big Green Bridge, along SR 369 will be shifted to the new structure by the end of 2020.

In Dawson County, SR 136 has a bridge that spans Toto Creek. The contract will be

awarded to a construction contractor in June 2021. This bridge will be replaced in the same footprint, so it will close completely to traffic during construction and a detour will be established.

“The new structures include shoulders, and a few were raised more than a dozen feet to accommodate boat traffic and the rising lake levels, Strickland said.

“However, these new structures might be something folks have to get used to seeing. Gone are the days of the green metal bridges over Lake Lanier.”

Hall County is responsible for maintaining the McEver Road Bridge, which was built in 1961.

By Jane Harrison The Lake Lanier Rowing Club youth program is launching into the fall season with a new coach meeting the challenges of leading teenagers through the rough waters of a pandemic.

“We can’t practice in team boats. All will be in singles,” said Howell Buot, who began coaching duties in late summer. He explained that in his traditional rowing curriculum, beginners start in 8-boats and gradually progress to solo. But, to allow social distancing, members will be alone in assigned boats while he is “herding cats” to keep them together.

“We will be stressing communication on the water,” he said.

“It’s easy to get wrapped up in one’s own system” and not see another boat at the bow. Team members must be patient and alert to practice together in single boats, he said.

Buot will shepherd 8-10 middle schoolers and 20-25 high schoolers for LLRC this season.

He planned to divide teams into two squads practicing in dif-

ferent sessions since the club lacks enough single boats to put them all on the water at the same time. One day a week they will all report for separate water and land workouts.

Since US Rowing canceled all regattas this year, Buot plans some competitive events to incentivize training and gauge raceworthiness. He hopes to host a rowing half-marathon on Lanier and compete in a couple of scrimmages and virtual ergattas.

Dragon boat selection camp canceled

By Jane Harrison Cancellations due to coronavirus shut down another event at Lake Lanier Olympic Park this summer. Team USA Dragon Boat Selection Camp originally scheduled this month was called off.

“It’s impossible to do proper dragon boats with social distancing guidelines,” said Jim O’Dell, Lanier Canoe & Kayak Club Dragon Boat Coach. “World Championships has been canceled, too.” Dragon boats carry from 10 to 20 paddlers in close proximity. The camp would have

brought Team USA hopefuls together to try out for spots to compete in the International Canoe Federation Dragon Boat World Championship originally scheduled early next year.

Team USA won the world championship on Lake Lanier in 2018 when O’Dell served as Dragon Boat USA chairman. As of late August, neither Team USA nor ICF had announced rescheduling.

The dragon boat camp cancellation falls in the wake of numerous other LLOP events lost at LLOP

since March. Those include the John Hunter and American Collegiate Rowing Association rowing regattas, sprint canoe/kayak Olympic team qualifiers, and the Atlanta Hong Kong Dragon Boat Festival, traditionally the largest gathering at the venue.

Food Truck Fridays resumed over the summer, with the finale set for Sept. 11. Prior to Lakeside’s deadline, LCKC still planned on holding Moonlight Paddles Sept. 4 and Oct. 4, and youth paddling events Sept. 12 and 19.

Mr. Zip’s wild ride (or look before you leap) Over the years we have had a bunch of characters working at my brother’s marina. One I remember we called “Zip,” short for “Zipper” because he was so skinny, he could stand sideways and stick out his tongue and he’d look like a zipper! I thought he was a waste of space, but he was really handy if you had to loosen a hose clamp underneath a boat engine or if you dropped a tool into the bilge. He was one of these guys who was always looking for a shortcut to do things and rarely got anything done.

One thing he did accomplish which I thought pretty cool was to buy a Cadillac which had been rear-ended. He got it for next to nothing and except for the damage to the rear, it was a beautiful car. This was back when cars were bolted together, and he went to a junkyard and bought the rear fenders, bumper and trunk lid off the same year car that had gotten hit in the front. He put them together and took it to “Earl Scheib,” a national chain of auto body shops that advertised they would “paint any car for $29.95.”

tacular! The only way you could tell there was anything fishy was it said “Fleetwood” on the front and “El Dorado” on the back. He rode around in that thing like he was a Mafia kingpin or some kind of rock star!

The best story I remember about him and the Caddy was when he somehow got invited to a POSH party up in Manhattan.

For two weeks before the party, all we heard about were the famous movie stars and entertainers who “might” be there. Finally, the big day came, and he was a bit short of cash. He decided he could economize by not paying the tolls on the Garden State Parkway, so he just blew thru all the toll booths. This worked so well he did the same thing on the NJ Turnpike and the Lincoln Tunnel! When he got into Manhattan

he went through a red light and a cop car took off after him. He thought it was the state police who had followed him all the way across the river from New Jersey!

He led them a wild chase going through stop signs and up on sidewalks, the wrong way down one-way streets, and doing all sorts of other crazy things to escape. By this time the police had about a dozen cars involved thinking this was some kind of big drug bust or escaped convict in the Cadillac. Finally, he went down a dead-end street and when he couldn’t go any farther, he took off on foot, ran to the end, and vaulted over a four-foot wall.

He said when he passed a streetlamp on the way down, he knew he was in trouble! He had jumped down onto the entrance ramp of the Lincoln Tunnel! When he hit, he broke both his ankles. He managed to crawl under a parked car and laid low while dozens of cops searched the area with flashlights.

Just when he thought he was home free he heard the car door above him open. Then the engine started, and the car drove away leaving him lying on the pavement! The police took him into

custody, got him to a hospital where they patched him up and then off to jail in a wheelchair.

The height of ignominy was the next day when his mother had to take the bus to New York City and not only bail him out but get the Cadillac out of the impound yard. Then, there was the ride home with him sitting across the back seat, his legs up and his mother reviewing his sinful ways the whole way, meticulously stopping at all the toll plazas.

His ankles healed up quickly and pretty soon he was hobbling around in two walking casts with the help of a cane. This was midsummer on the Jersey Shore and we all rode motorcycles. All the other guys had British bikes like

BSAs and Triumphs, but I had a big Harley”74.”

With the casts, he couldn’t ride his BSA and the footrests of all the other bikes were too small for him to put his feet on. Consequently, I was stuck with him on the back of my Harley. We made quite a pair riding down the road on the with him hanging on behind me, both ankles in casts and his cane tucked underneath his arm – in case he had to run from the cops!

Mendes has been sailing all his life and on Lake Lanier for the past 25 years. His family owns a marina/bar/restaurant so he has plenty of real life experiences to draw from. His favorite line: “You can’t make this stuff up.”

With Lanier as home base couple travels the country Shore Lines From the fascinating to the remarkable, Lake Lanier harbors many personalities and places along its shores. Lakeside presents “Shore Lines” – stories about people who live, work and play around the lake and the places that make the area special.

By Pamela A. Keene ou could say their adventures started when Dave and Karen Watts decided to purchase a houseboat for weekend getaways on Lake Lanier in 2007. Or was it in 2016, when Dave purchased a Can-Am 3-wheel Spyder motorcycle and Karen soon got one to match? But wait: Maybe their lifetime of adventure goes back to their purchase of a DRV luxury Fifth Wheel and a full-sized Volvo Long-Haul Semi-Tractor, outfitted with a kitchen, sleeping quarters, and a place for their matching white Can-Am bikes in 2017.

If you want the truth, the day the couple met back in 1999 through an online dating service was the definitive beginning of their current life’s adventures as footloose explorers of North America.

“I knew the moment I saw her that it was like we’d always known each other,” said Dave, as Karen nods enthusiastically.

“Everything else just led from there,” she said, “from both of us wanting to buy a house on the lake to getting a houseboat to buying our rig to the way we live now.”

The couple, who have been married 19 years, practically finish each other’s sentences.

There’s a little bit of friendly ribbing, a very endearing trait, but you can tell that they’re – pardon the pun – like two peas in a pod.

tain on Lake Erie, so she spent many years power boating and sailing. Dave grew up near Detroit, powerboating and sailing on Lake Huron every summer. Boating had been part of their lives long before they met on the AOL Romance Channel in the late ’90s. They married two years later in 2001.

“We had our honeymoon on a houseboat on Lake Cumberland in Kentucky,” Karen said.

“After that, and we’d had a taste of what houseboats were like, we knew we’d one day buy one of our own.” They needed a few more years of work under their belts before becoming selfproclaimed nomads. Karen, an Ohio/Michigan native, worked in automotive and aerospace quality management. Dave, a builder and cabinet maker, decided to start flipping and/or renting residential real estate.

Finding Lanier online They found Gainesville and Lake Lanier in 2005, much the way they found each other: the internet. “There was a website called FindYourSpot.com, and I completed the questionnaire while Dave was at work one day,” Karen said. “When he got home, I encouraged him to fill out his own responses, and – wouldn’t you know it? – analysis of our two sets of answers brought up about 15 places with several that overlapped, including Gainesville, Georgia.”

and Lake Lanier. The waterlovers had found their niche.

They built a house on the lake in 2005 and started making plans, eventually shopping for a houseboat.

By 2007, a 1990 Summerset caught their eye. They still keep it at Aqualand Marina, where they split time between their house and the houseboat. A pontoon boat provided extra flexibility for exploring the lake’s creeks and coves.

Karen fully retired in September 2017. Shortly after, Dave hired a property management company for his investment homes so that they could start planning for the next phase of their lives.

Adding toys That’s when Dave decided he wanted a Can-Am. An internet search turned up just what he wanted in Florida. Their Georgia dealer brought the bike back to Georgia using a toy hauler, a concept that would further open the door for their future travels.

After Karen rode Dave’s bike, she decided she wanted a matching one.

“It gave us some freedom to take to the road,” Karen said.

“But we realized that we liked having everything with us, so we started looking for an RV.” They both did internet research and traveled to RV shows for more than a year to find exactly what they wanted because a regular RV wouldn’t do. From floorplans to amenities, they finally found a used DRV Mobile Suites, a luxury fifth-wheel camper, with all the comforts of home. Soon they were looking for a tow vehicle big enough to pull it, plus

their two Can-Ams and a Smart Car. They purchased a used Volvo 780 semi-tractor in Kansas, even though neither had ever driven a truck like it.

Additions included a hydraulic stacker lift to the bed of the truck for the two Can-Am motorcycles and a tote to the rear of the fifth wheel to carry the Smart Car. By late 2017, after selling their house, they finally ventured out in their customized rig. They believe their set-up is the only one like it in the world.

Traveling the U.S. Their first trip to Crystal River, Florida, lasted a couple of weeks. “Already we could see that the RV life was such a good way to meet people and do short sight-seeing trips on the motorcycles,” she said. “From there, we just kept going.”

Karen said she always wanted to go out West, so they’ve made several trips that include Colorado, Utah, New Mexico, Arizona, and Texas. Their bucket list includes Alaska. In all, they’ve been to 25 states in about 30 months.

“It’s really not about going to every state or checking off some kind of list,” Dave said. “We just

like to go where we want and take our time to explore this beautiful country and make great new friends.”

They joined an online group called RVillage.com that connects RVers with others who live the life of adventure. “It’s like Facebook for RVers,” Karen said.

“From finding out what events and rallies are out there to catching up with friends we’ve met along the way, it’s been an amazing community builder. We feel like we have friends everywhere.”

Keeping in touch Two years ago, Karen started a YouTube Channel called “Watts on Wheels” to chronicle their travels. It grew into a way to communicate with family, friends, and like-minded people from across the country. As the YouTube channel grew, they added repair and maintenance tips, campground reviews, tourist adventures, and recipes. The videos cover everything from ideas for the road to coverage of the massive microburst in early August on Lake Lanier, known as “The Hour of Terror,” which was broadcast in part on Atlanta television affiliations and the Weather Channel. The video has been viewed more than 360,000 times as of mid-August.

Her YouTube overview sets the stage as Karen introduces their lives: “We’re Dave and Karen from Watts on Wheels,” she narrates. “We sold our sticks and bricks to RV full-time now that we are retired. We travel with our heavy-duty truck LeRoy, two Can-Am motorcycles, our DRV Dixie and our SmartCar Zippy.”

“This is our life and we’re enjoying every single minute,” Karen added. “Who would have thought that 20 years ago, we’d be living life the way we are? You

certainly couldn’t have convinced me, but now, I wouldn’t have it any other way.”

Dave chimed in: “How many people do you know that say, ‘I’ve got my bucket list and I’ll get to it someday?’ ” he said.

“Well, I’ll tell you, there’s no someday. That’s now, my friend.

It’s time to live your dream.”

By Pamela A. Keene In early August, three men boated to moor overnight near Mary Alice Park. The next morning, two of them had died of carbon monoxide poisoning.

The third man was still conscious but disoriented. He was taken to a local hospital.

“Carbon monoxide is called the silent killer because it is odorless, colorless and tasteless,” said Division Chief Jason Shivers, public information officer with the Forsyth County Fire Department. “It’s important to always have a working

carbon monoxide alarm on any vessel with enclosed spaces. If your boat doesn’t have one, they are easily purchased and quickly installed.”

Shivers said that boat owners should be especially cautious if they’re modifying their vessels, such as adding heating equipment or other aftermarket changes.

“Always refer to the manufacturer’s guidelines when making any modifications,” Shivers said.

“In any enclosed space, make sure there is good ventilation.

Carbon monoxide is slightly lighter than air and evenly dis-

perses throughout any given space. It can kill within a matter of minutes. Also, always make sure that any exhaust from gasburning engines or appliances is directed away from your boat or adjacent boats, and always be aware of the prevailing winds when anchored.”

“Remember, the best way to prevent tragedy is to ensure that you have working smoke and carbon monoxide alarms and an ABC grade fire extinguisher on your vessel,” Shivers said. “Taking these simple and inexpensive steps can save a life.”

Time to look at fall, winter predictions Happy September everyone! The Autumnal Equinox, or the first day of fall, will be on Tuesday, September 22 (specifically at 9:30 a.m.).

I have heard from many of you here at the TV station in recent weeks, asking if we are expected to have a cool fall, cold winter, and snow! I have been looking into that and here’s what I’ve found.

There is good evidence to support a developing La Nina. Just off the west coast of South America, there is a rather significant ocean cooling that is currently under way. The colder ocean water will tend to bring us drier than average conditions beginning late fall and continue through the winter. Normally, you get a lot of precipitation that will form over warmer ocean water. It’s just the opposite for cold water.

That means our global wind patterns will be transporting that drier air over the United States, resulting in a drier than average late fall and winter. La Nina will not only bring us drier conditions, it now has a 60 percent chance of bringing us warmer than average temperatures beginning late fall and winter. By now you are asking, does that mean no snow? Probably. However, there could be times we get a decent shot of cold air with a Gulf of Mexico storm. It’s just not the likeliest scenario.

We also should remember the months of September and October are still hurri-

cane season. September is actually the peak of the Atlantic hurricane Glenn season. La Nina tends to Burns create ideal conditions for tropical storms and hurricanes. Some of the Lanier strongest hurricanes in Outlook history have been in September, as they typically form in the Atlantic and have a large chunk of the ocean to intensify. In October, the prime breeding ground is the Gulf of Mexico, where storms have a better chance of impacting Georgia. And this worries me.

As we all know, this summer has been an extremely wet one for most of north Georgia. Tropical storm or hurricane rains falling on already saturated ground is a worst-case scenario for us. However, we have our favorite lake coming to the rescue if needed. Lake Lanier is fun to fish, swim and boat. However, its primary function is flood control. During times of heavy rainfall, runoff waters are stored in Lanier to help prevent flooding downstream of Buford Dam. manner. Then the excess water is released slowly downstream. I worry about all the islands that need rip-rap and how they would handle a flood situation. Lake Lanier has the floodwater storage capacity to rise 14 feet above its full pool to prevent downstream flooding. The highest the lake has been to date was in 1964 when the lake reached over 6 feet above its full pool. There were

States await court’s decision to hear water wars case

By Jane Harrison Florida pleads for Apalachicola’s survival. Georgia stands firm on prior success. Such were the final replies and surreplies as the two states await the Supreme Court’s next move in a long-standing water dispute that Justices are expected to soon consider whether to drop or grant another day in court.

As of late August, the 2013 Fla. V. Ga. lawsuit did not appear on the court’s argument calendar for October and was not listed under its “Granted & Noted List” for oral argument during the Oct. term which continues through April 2021.

Florida’s last request was for justices to grant them another chance to argue for allocation of water in the Apalachicola-Chattahoochee-Flint River System, which they claim is necessary to save the oyster-based economy and ecology of Apalachicola Bay. “In the end, denying Florida relief not only would spell doom for Apalachicola,” Florida attorneys claim.

Georgia, bolstered by a special master’s report that its water use is reasonable and necessary, stood its ground, claiming that Florida failed to prove its case.

Florida filed suit in 2013 alleging that Georgia hoarded water upstream on the ACF and caused the collapse of oyster fisheries in Apalachicola Bay. Early on, stakeholders around Lake Lanier, the largest ACF reservoir and the region’s major water supplier, worried if the water war’s outcome might draw down the lake, a major economic engine run by real estate sales, recreation, and industry that rely on adequate lake level. But, Florida’s latter strategy targeted Georgia agriculture, which saps the Flint River to water crops.

Georgia farms extract more water than all other entities combined.

The initial special master recommended the court drop the case due to insufficient proof that capping Georgia’s water use would significantly remedy Florida’s woes. The court remanded the recommendation after oral arguments in Jan. 2018 and assigned a second special master. Judge Paul J. Kelly, Jr. accepted states’ briefs and allowed a 90-minute oral argument before recommending the court deny Florida’s claims.

In his January 2020 report, Kelly deemed Georgia’s water consumption reasonable, noted Georgia’s conservation efforts and contrasted Georgia’s larger econ-

omy and population with the tiny region at stake on the gulf. Since then, both states have submitted replies and sur-replies supporting their arguments.

The high court’s October argument calendar slates 10 cases for hearing, including several rescheduled from April. One, Texas v.

New Mexico, also involves a longrunning water dispute. Six argument days appear on the Nov. calendar. The court lists five for December.

As Florida and Georgia awaited Justices’ call, the Sunshine State banned wild oyster harvest in Apalachicola Bay possibly through 2025. The Florida Fish and Wildlife Commission temporarily suspended all harvest of wild oysters from the bay and prohibited on-the-water possession of wild oyster harvesting equipment (tongs) through Dec. 31, 2025, or until 300 bags per acre of adult oysters can be found on a significant number of reefs. The commission expects to decide in October if the ban will last through Dec. 31, 2025.

and call and help block the originally proposed changes to the ordinance. Without each person’s help, we were concerned that the ordinances might have been relaxed and allowed increased erosion and siltation into the lake.”

The original proposed ordinance change would have increased the limits from 20 acres to 50 acres at a time to be disturbed without adding better protections.

Between the first reading of the proposed changes in late July until the final reading and vote at the commissioners’ August 13 meeting, lake advocates including the Lake Lanier Association and the Chattahoochee Riverkeeper, plus developer-engineer Brian Rochester of Rochester & Associates Inc., Gainesville, the two sides reached a compromise.

Working from a list of 13 best practices for construction site management developed by Hall County, sites between 20 and 50

acres must follow at least two of the best practices. Sites in excess of 50 acres are required to meet at least three of the best practices. In addition, jobsites in excess of 20 acres that require double rows of silt fence must install hay bales below the double silt fence.

“If it is adjacent to Lake Lanier, double fencing and hay bales will be required,” Flowers said. “we were hoping they would be even more stringent – we realize that we are headed in the right direction toward protecting Lake Lanier and our state’s other invaluable water resources.

“Each party asked for more than it got and got less than it asked for, but in the big picture we reached a workable compromise,” she said. “The fact that Lake Lanier and its membership had a meaningful place at the table demonstrates the power of those of us who stand as advocates and a voice for Lake Lanier.”

“Knowledge is Power.” That’s a quote from Francis Bacon in the late 1500s and used by Thomas Jefferson, also a Founding Father, the third president of the U.S., and founder of a major institution of learning in the State of Virginia. Today, the challenge is how to obtain that essential knowledge and what method of delivery to use? Almost everyone was quickly forced to online learning earlier this year, which in itself can be problematic. It is a useful platform of information but it also requires the ability to reorganize how you receive knowledge and also, what you do with it. I am not qualified to comment on anything in the current educational environment. That is a topic of contentious and vigorous debate.

However, I can comment on the subject matter of training, and assessments for skill-sets as they relate to the maritime realm.

Some USCG License schools are built around a physical location. There is nothing wrong with that business approach, but with the current restrictions of physical distancing, that type of learning environment can have adverse effects while utilizing the classroom method. In-person is still preferred by many because it delivers the personal touch to the learning process. This is made possible because of the additional non-verbal language that comprises most of the communication we experience normally.

online. Again, there are training institutions that currently do not have approved online courses of instruction for the USCG License.

This situation eventually transforms the delivery method to what is commonly referred to as Distance Learning. Instead of being present in class, you can receive the instruction online, live webinar portals, such as Zoom for example. That method of education can be difficult to produce and received by the audience for a wide variety of reasons. It is, however, the system used by some schools with success. There is also a variant of distance learning that incorporates more of a change in the point-of-view. Having a live camera shot from a classroom setting does have more power than just an online webinar presence. The slight change in production delivers more of a live telecast then just a webinar event.

There is another very remarkable educational system I want to introduce, concentrating on boat-

ing safety type instruction, such as the USCG Captain’s License and other subjects. What if you could combine the best of both academic worlds: in-person classrooms with superior online content? It is possible.

Mastering the USCG Navigation Rules of the Road by this blended approach is a prime example of Knowledge is Power.

The understanding of those regulations alone has enduring benefits, giving you the ability to assess risk, predict dangerous situations with accuracy, and taking corrective actions.

The procedures to obtain the license or take a boating safety course of instruction are not as difficult with the right guidance.

That is exactly where my experience can be of service. Whether you need a refresher in the basics, complicated tasks such as piloting or operating your advanced marine technology, there is a large network of professional organizations and schools nearby that can help you achieve your goals in marine education.

There are many different ways to get the most out of your training options. Blended format of training is one of the premier techniques to harness that potential, producing outstanding results in boating safety and compliance.

Local officer named state’s top game warden The Georgia Department of Natural Resources Law Enforcement Division has named Ryan Locke from Hall County as their 2020 Game Warden of the Year.

During the year, Locke checked 155 hunting licenses, 217 fishing licenses, and 490 boats. He Locke documented 183 citations and 186 written

warnings for a total of 369 contacts. He is assigned to one of the busiest lakes in the nation as the Boating Safety Officer on Lake Lanier. Away from the lake, he investigated a poaching case and gathered enough evidence, to identify 63 violations on seven different poachers. The violations included hunting deer at night, hunting from a vehicle, hunting from a public road, possession of over the limit, and numerous license offenses.

Festival pickings slim this fall, farm fun still on

By Jane Harrison Just when we need them most, the festivals that traditionally herald a changing of the season are dropping like autumn leaves. Many of the annual celebrations in Lake Lanier communities and nearby mountain towns are canceled due to coronavirus concerns this year. Normally tens of thousands of tourists flock to north Georgia for craft, music and food fests that pay tribute to the region’s cultural heritage. As of mid-August, a few remained on schedule, but organizers advise prospective visitors to check websites for up-to-date information.

Although festival pickings are slim, area farms still invite folks up for harvest celebrations, including corn mazes, hayrides, family fun and games. Here’s a look at some options to get out this fall: n Mountain Music Day Festival, Blairsville.

Moonrise Distillery making its mark in Georgia mountains

Live music, bourbon tastings, hand-crafted barbecue sauce and even bourbon ice cream are all reasons to take a Sunday drive to Moonrise Distillery.

Purchased in 2018 by Doug Nassaur, who’s also the head distiller, Moonrise Distillery is making its mark in Georgia with the mountains as a backdrop.

Before he created his trademark bourbon whiskeys and other products at Moonrise, Nassaur was a scientist, engineer and inventor. As an international businessman, he traveled globally and was on the leading edge of developing communications technology.

“I’m not the retiring kind,” Nassaur said, “but I was spending so much time on planes and in airports that I almost lost track of what was important.”

Living in Johns Creek, he and his wife Jennifer started looking for something farther north. At first, they settled in Gainesville, but when a distillery facility in Clayton went on the market, he saw his chance. The couple soon

purchased what they call their “forever home” in the foothills near Clayton in Rabun County.

“We had talked about opening a distillery for a couple of years and this was the perfect opportunity,” he said. “Our goal was to create an environment that transported people back to an earlier time when things were made from the land by hand and with pride.”

Everything is hand-crafted, from putting on the labels, filling the bottles, corking them and sealing each with hand-dipped wax.

Moonrise makes three bourbon whiskeys – Single Barrel Cask Strength, Distillers Select and Georgia Bourbon Whiskey – plus Distillery Select Rye Whiskey.

Additionally, it crafts Georgia Artisan Gin, Distillery Select Vodka and Corn Whiskey. Bourbons are aged in new charred American white oak barrels from a cooperage in Minnesota.

Moonrise’s Georgia Bourbon Snow Cream is made with cream from a local dairy, is a smooth and tasty after-dinner drink.

They have five kinds of handmade ice cream laced with bourbon. Visitors can bring home flavors that include Butter Pecan filled with nut pieces and Chocolate Mint Chip that’s packed with generous chunks of dark chocolate.

New hotel, conference center to break ground this fall at resort

By Pamela A. Keene Ground breaking for a new 300-room, $155 million hotel and conference center at Lanier Islands is scheduled to take place this fall.

To be built on the former site of the PineIsle Resort on the south end of Lake Lanier, the new hotel and conference center may be ready to open as early as spring 2023.

During a Zoom presentation to the South Hall Business Coalition in late August, Lanier Islands’ Missy Burgess, director of marketing and public relations, pre-

sented several images of the proposed buildings.

Over the past three years, Lanier Islands’ management has been working with the Lake Lanier Islands Development Authority about the possibility of creating a new hotel and conference center at the Islands.

“We took the lead in doing a feasibility study and a number of other planning documents and

concept ideas about what it might look like,” said Bill Donohue, executive director of LLIDA, the state’s authority that holds the lease with Lanier Islands Management.

The authority partners with the US Army Corps of Engineers, the Georgia Department of Natural Resources and other stakeholder groups. “These documents also provided projected costs and the economics of a new hotel and conference center.”

An architectural team has been developing plans, specifications and drawings that are about 80

percent complete.

“The state will invest in the conference center and Lake Lanier Islands Management Co. will secure the funding for the hotel,” Donohue said. “The state has already contributed more than $30 million in preliminary studies, design and construction.”

LLIM currently has a 50-year lease with the authority with an option for a 10-year extension.

The lease began in 2005.

Lanier Islands opened in 1974 with PineIsle Resort and Golf Course, then managed by Stouffer Hotels, as its sole lodging prop-

erty.

In 1989, the resort opened what became Emerald Pointe Hotel and added a second golf course. After LLIM took over management of the Islands in 2005, PineIsle Hotel was closed and in 2008 it was leveled; the PineIsle golf course was also closed.

Additionally, Emerald Pointe Hotel underwent an extensive multi-million-dollar remodeling and renovation under the management of LLIM; it was renamed Legacy Lodge and reopened in 2008.

A visit to Stonewall Creek Vineyards in Tiger, Ga. This month Lakeside is introducing a new column, Wines & Vineyards, written by Don Duval.

Our beer columnists, Michael and Sali Duling, are taking a break. A job promotion has led Michael to travel the Southeast, leaving him little time for his column.

We have all heard stories about businesses starting in someone’s basement. Although you couldn’t start a vineyard in your basement, you could learn how to ferment grapes and make great tasting wine there.

That’s where this story begins for Drs. Mark and Sandi Diehl. They are the proud owners of Stonewall Creek Vineyards in Mark Diehl Tiger, GA, about an hour drive from downtown Gainesville.

Glassy Mountain serves as the backdrop for the vineyard and sits about 2,200 feet above sea level which is excellent Sandi Diehl for growing certain grapes. The first time my wife and I visited Stonewall Creek Vineyards in Rabun County, we immediately found the well-manicured vineyard and atmosphere extremely pleasant and the wines delicious.

Winemakers to vineyard owners Mark and Sandi’s passion for home winemaking goes back to 2007 when they purchased grapes from Lodi, California, and began making wine under the label Due West Cellars. Sandi fondly remembers helping her grandmother make wine in 1979, so I guess you could say her blood runs Cab red. Their “hobby” was so successful they won a gold medal for their Cabernet Sauvignon and began educating other home winemakers in Cobb County. In addition, they participated in a three-year Wine Judge Certification Program and have served as wine judges at various U.S. competitions.

As Mark and Sandi continued to progress as home winemakers, they reconnected with Dr. Carl and Carla Fackler, Founders of Stonewall Creek Vineyards. Mark met Carl at Scottish Rite Hospital In the early 1980s while he was an orthopedic surgery resident.

Carl was the attending orthopedic surgeon. In 2004, Dr. Carl and his

Mark and Sandi’s vision for Stonewall Creek Vineyards is focusing on creating quality wines and continuing to make improvements and adjustments to the vineyard to get the best grapes.

They also focus on educating customers about wine and food pairings through social media videos and interacting with customers in the tasting room. Lastly, they want everyone to feel welcome and relaxed while enjoying their wines. They also allow dogs on a leash.

New Corps Lanier Master Plan nearing completion

By Pamela A. Keene The updated Lake Sidney Lanier Master Plan is nearing completion, after nearly four years of public input, recommendations, drafts, surveys and reviews. The plan, in the works since 2017, will replace the most recent Lake Lanier Master Plan that was approved in 1989.

“An update to the master plan was long overdue and we are nearing the completion of this arduous process,” said Tim

Rainey, operations project manager at Lake Lanier. “Much has changed at the project since the last time the master plan was updated. This new document will address changes in regional land use, population, outdoor recreation trends, and Corps of Engineers management policies. The master plan will address revised land classifications, new natural and recreational resource management objectives, recreation facility needs, and special considerations unique to Lake

Lanier.”

In spite of the virtual shutdown when COVID-19 began, the Corps has continued work on the plan. “The process has been moving forward, from incorporating public comments to creating the necessary support documentation to make the plan viable,” he said.

Once the draft plan is approved by leadership in the Mobile District, which is expected by early September, the Corps will begin the required Environmental

Assessment this winter.

“Our hope is to have a fully approved new master plan by spring of 2021,” Rainey said.

“It has been a long time coming, but we have been very pleased with the participation in feedback and public comment sessions. It has been a balance to take so many issues into consideration, including recreation, water management and environmental concerns.”

When complete, the Master Plan will be posted online.

Counting the ways to improve your ‘space’ When it comes to home remodeling, the first rooms that come to mind are kitchens and bathrooms because they tend to show their age the fastest. However, there are many other rooms or creative ways to update other spaces in your home to make them more functional. Remodeling is just as much about making space effective as it is about making it pretty.

For example, who says you can’t have an organized laundry or mudroom? These rooms tend to be the catch-alls of the home, but when designed and organized properly, they can be both functional and beautiful. First of all, the right cabinetry can have a huge impact on these rooms. Cabinets can help organize the space so things can be put away but still be easily within reach.

Along the same lines, where there are cabinets, there is countertop. This could become a builtin folding or ironing station.

Maybe you don’t have room for cabinets? Wall shelving or overthe-door hanging organizers will do just fine. There are even companies that specialize in small space organization. In a mudroom, a bench with storage under-

Do you have an extra storage shed, barn, garage, or outbuilding on your property that’s not being used to its full potential? If it is salvageable and you don’t need it for storage, why not turn it into a usable space? You will first want to make sure the structure is sound and weather-proof. Once that is confirmed, the options are endless. Maybe you want to create a home gym to focus on your

health. It might cost a little more up-front than going to a commercial gym, but it will save you time and money in the long run. Or maybe you want to let your creative juices flow in an art or craft studio, and you haven’t found the space to make that happen yet.

Alternatively, maybe you just need a place to go and have some peace and quiet away from it all.

“She sheds” and man caves have been popular for a while now, and we continue to see them. If you do not have an extra building for these options, you still have the option of converting existing space in your home, like an unused bedroom or basement. If those don’t exist either, there’s always the option of an addition.

An area of the home that’s typically an afterthought and not at the top of most people’s remodeling list is the entryway or foyer.

Yes, this space in most homes is usually on the smaller side, but that doesn’t mean it can’t be interesting. Changing out your front door will not only add to the appeal of your foyer, but also your home’s curb appeal. If you have a small foyer, consider a front door with glass in it, even if the glass is obscured, this will

still provide some much-needed natural light to brighten up the space. There are also other ways to add interest, such as creating a feature wall or adding a unique light fixture.

Another non-traditional space to remodel is a bedroom. Most people think there’s not much that can be done to a bedroom, but that’s not the case. Ideally, most people want to add space, but if that can’t be done easily from existing square footage in your home, you could consider an addition. For example, a master suite doesn’t always feel like a suite, especially in an older home.

By adding space to the room, it can feel grander and less cramped. If you don’t want to go to the expense of adding onto the

bedroom(s) in your home, there are still ways to up the designfactor. Adding elements like a tray ceiling, wainscoting, or even a small fireplace can make the room feel more custom and homier. If your room is too dark, consider adding more windows.

Even something as simple as changing the wall colors, or adding crown moulding, can have a big impact.

The ways to update your home are endless. Just remember, the space should not only be beautiful but also functional for your family’s lifestyle. It’s time to think outside the kitchen and bathroom box!

Day Use Parks The Corps operates 35 day use parks at Lake Lanier. Facilities range from parks with boat ramps to those with designated swimming areas, picnic tables, shelters and playgrounds.

All day use parks close daily at 10 p.m.

Boat launching is allowed at all hours unless otherwise posted. Alcoholic beverages are prohibited in all parks.

Picnic Shelters Picnic shelters are available at several Corps’ parks around the lake. They can be reserved for a fee. Call the Lake Lanier Management Office at 770-9459531.

Day Use Fees Day use fees are charged at some park areas which have boat ramps or beach areas. Lanier lap record holder tackles Eco Challenge Fiji

By Jane Harrison If he had paddled with a bamboo stalk around Lake Lanier, adventure racer Joshua Forester might have been more adept at maneuvering a bilibili in Fiji. The 37- year-old adrenaline junky who completed a 400-mile Lanier Lap last summer found himself with a slashed bamboo stalk as a paddle in Stage 1 of his dream race, the Eco Challenge in Fiji.

The record-holder for circumnavigating Lanier in a kayak went on to the jungles, whitewater rapids, South Pacific tides, and steep cliffs of Fiji to complete the endurance feat that inspired him as a teenager watching it on TV. “It was everything I saw on TV and more,” Forester said in retrospect of “World’s Toughest Race: Eco Challenge Fiji” which began streaming on Amazon Prime last month. Forester was

sworn to secrecy and recently cleared to talk with Lakeside News about his September 2019 adventure.

Shin-bashing underwater boulders, mud as sticky as peanut butter, shoulder-high rivers, steep canyons, and torrential rain threw test after test at the 66 teams attempting to traverse 416 miles in the tropical archipelago in 11 days. There’s blood, sweat, tears, and vomit as racers push their bodies and psyches to the limit.

And, there’s a five-second close up of Forester determinedly trudging through nearly neckhigh water in the third episode.

“My five seconds of fame,” he joked later.

When Amazon Prime streamed the show last month Forester’s “Lake Mama” and Lanier family looked for “our boy” among the diverse roster who paddled,

trekked, biked, roped, and sloshed the treacherous route on the beautiful, yet rugged cluster of islands. Whenever they thought they caught a glimpse of him, Lu Treadway and a small party of Forester’s supporters would stop, rewind and pause to double check. Treadway said she would have loved being among the Fijian villagers who rallied to feed, porter, and repair gear for Forester and other competitors.

In the Lanier Lap, Forester’s final big individual push before shoving off for Fiji, Treadway led dozens of Lanier dwellers who tracked and fed the charismatic sojourner on his six-and-a-halfday journey around Lanier.

“It was an uplifting experience to do before (Fiji),” Forester said recently. “I knew I had a lot of people at home cheering for me.”

Although the paddle sections of the race weren’t what he expected, Forester said his time on Lanier further hardened his resolve to finish Fiji. “Mentally, just being in the water paddling and pushing so long” definitely enhanced his resume, he said. A stand-up paddle board lesson or two from the Lanier Canoe & Kayak Club might have helped, too, he quipped.

from Virginia. A fifth team member, Kevin Howser, an Army retiree from West Virginia, didn’t race but helped with logistics and set up recovery camps for brief stops.

Their adventure in Fiji started on a narrow river with a crash in a jam of camakaus, native canoes outfitted with optional sails. Reeling at the sight of a 9-inch gash in their boat, Forester wondered if his decades-long dream would be over in five minutes. Fiji villagers came running with wood, hammer and nails. The particle board patch up would do until just before the crew reached the Pacific, where an Eco Challenge ocean squad repaired the boat for an open water crossing and deep dive to retrieve a submerged medallion.

jaunt. Small green flecks of bioluminescent plankton sparkled under his paddle. “Seeing the faint, green sparks was so pleasurable. It was like fireworks coming off each stroke,” he said.

The worst parts were a close call between sticky mud nearly up to their derailleurs on the moun-

tain bike and a river scramble over potentially bone-cracking boulders. Forester described the bike trek as “ridiculous. I’ve never seen mud like that. We struggled with it.” Worse still was a “huge, massive assent” up canyon walls that later put the sleep-deprived adventurers in a flooding river. “It was night and the river was cold,” Forester recalled. Flashlight batteries went dead. “Even more unbearable were the rocks, bowling ball to Volkswagen size, slimy, wet rocks” that team members feared could bludgeon them to death.

Tubb gashed his shin. Thorn nearly broke her helmet against a rock. Forester’s shoes disintegrated during the gnarly moonlit yoga-style spider crawl. “We were happy to be past that,” he said.

Through it all, Forester’s squad kept drama-free, he said.

“We were really blessed,” he said.

“There was great humility on the team. We checked egos at the door.” He said he drew on his own special ability to “stay happy through a lot of suffering.” Early life struggles overcoming depression taught him how to maintain optimism. “I’m generally a very happy person and enjoyed a lot of the race,” he said.

Would he do it again? Yep, but first he’ll get married and honeymoon in Africa where he hopes to summit Mount Kilimanjaro. He plans to wed Shanna Irving, his “first mate” support on his Lanier Lap. Treadway said she’ll keep following Forester’s wake. “He’s somebody everyone needs in their life,” she said, adding that he reminds her of her son, another adrenaline junky. “It was a pleasure and an honor to follow him, serve him and feed him” around Lanier.

Cloudland Canyon is Georgia’s hidden jewel Though I have lived in the Peach State most of my life and have visited both the Tennessee and the Alabama sides of Lookout Mountain, the breathtaking beauty of Georgia’s own Cloudland Canyon had eluded me. This magnificent and picturesque state park located on the western limits of Lookout Mountain is one of the most scenic geological marvels in the USA. Over millions of years, this wonder of nature was slowly cut more than 1,000 feet into the rocky crust of the Earth by Sitton Gulch Creek. Numerous trails are available to see the canyon, but my suggestion would be the popular – but very strenuous – Waterfall Trail that takes you right down to the bottom of the canyon.

This is the signature trail in Cloudland Canyon that allows you to see and experience two beautiful waterfalls. The hard part of this venture into the canyon is going down and returning the 600 stairs to enjoy the falls. Such an undertaking is quite difficult for smaller children and extremely tough on dogs because of the small metal grates on the stairs that seem to hurt their feet. Many people end up having to carry their dogs up the many stairs.

Nevertheless, I took my service dog, Yogi, who weighs 125 pounds, and he made the trip without incident. But slowly.

Ari and the Alibis is a 5 piece Jazz Funk and Soul fusion band that is composed of electric guitar, bass, drums, trombone and a power house vocalist. Based in Central Florida these 5 musicians bring a fun, high energy show with a 昀avorful taste of many in昀uences that any music appreciator will de昀nitely enjoy. Ari and the Alibis quickly became one of the top acts in their native Tampa Bay music scene, as evidenced by their nomination for best local band in

Tampa Bay and Ari for best Jazz vocalist. In these short years, they have toured the U.S., Recorded their second album, and had two of those compositions “Dirty Little Secret” and “Bon Appetit” made Grammy NOD 2017.
