By Jane Harrison The lure of woods and the water always beckoned Jason Roberson, who dreamed of making a living outdoors as a kid.

When he went to work as an enforcement ranger for the Georgia Department of Natural Resources Roberson 14 years ago, Roberson began a career that put him on Lake Lanier and in north Georgia forests. His law enforcement efforts on Lanier earned Corporal Roberson the top honor from the National Association of Boating Law Administrators last month.

Roberson was recognized as National Boating Officer of the Year at the 26th annual NASBLA conference in Wichita, Kansas Sept. 16 for his outstanding contributions to the field of boating law enforcement. The award followed state and regional titles for his exceptional work on Lanier.

“I was surprised and humbled.

It is definitely an honor,” said Roberson in an interview from his division office in Gainesville.

“There are numerous people I

work with who are just as deserving.”

Roberson’s reputation for enforcing Boating Under the Influence laws and pursuing those who participate in illegal drug activity is well known on and around Lake Lanier, where his top priority is removing dangerous boaters from the water.

Reporters who’ve accompanied Roberson on patrol are quick to note his firm, professional manner with boaters and his courteous and good-humored nature addressing them while surveying their faces, actions and vessel for signs of inebriation or rules infractions.

“When Jason’s in the boat, he is the best of the best when it comes to boating enforcement,” said DNR Law Enforcement Director Colonel Eddie Henson in a press release. “I can’t think of a more deserving officer to receive this prestigious award.”

“We have a Law Enforcement Division full of great officers, but rangers like Jason don’t come along every day,” stated Georgia DNR Commissioner Mark Williams.

In addition to his expertise in enforcing law on the water,

Roberson is also skilled in Search and Rescue operations. In 2014 he conducted 15 SAR missions, some involving victims who needed immediate medical attention.

Early that year, long after the busy boating season ended on Lanier, he was back on the water assisting in recovery of two missing boys whose bodies were found in an icy cove.

“Boating is actually a small percentage of what we do” around Lake Lanier, Roberson said. “We are responsible for all the state’s hunting, fishing and environmental laws,” he said. He added he’ll be “in the woods” most of the time during the lake’s off-season.

The Southern Fishing Report by Ken Sturdivant

A sampling of fishing information and tips from area guides Lake level: Down about 4.4 feet Clarity: Clear Temperature: High 70s Bass fishing Bass fishing is good. The water temperatures have dropped several more degrees and all of a sudden we’re all living in a rain forest, at least early this month.

But, I will say the fish like it. It’s like somebody flipped a switch and it’s on. We have been starting most mornings by working jerkbaits, Spro Crankbaits, and spinnerbaits around rocky points. The fish seem to have moved to the flatter rock and clay in the morning. Sometimes they are active and will hit the above lures, but some mornings things seem a bit slower. When that happens, work a Davis Shaky Head/Trick Worm combo as well as jigs and drop shots for the best success.

The fish often are very shallow, especially in cloudy or rainy conditions. We have been running this pattern most of the mornings.

Later in the day, we have been moving to the brush and throwing top water such as Zara Spooks, shallow running jerk baits such as

the Spro McStick, as well as a variety of swimbaits for some very good bites. Some of the brush is absolutely loaded now and coughing up some good fish. The classic Lanier fall bite is on.

Striper fishing Striper fishing has been ranging from very good to beyond excellent. The fish are showing up in deeper water from Browns Bridge to the dam and just off the creek channels. Six Mile Creek, Four Mile Creek, Flowery Branch, Flat Creek, Shoal Creek and main lake, deep water pockets (Cocktail Cove and the cove between Shady Grove and the mouth of Young Deer are examples) are all good places to start your search. Your Lowrance electronics are critical in locating these deep water fish. Turn your sensitivity up to ensure you can see a fish at 100 plus feet. The stripers are getting very stressed from being hauled up through the hot water layer. Eighty degree water to a striper is like poison.

They cannot tolerate this warm water and need to get back down below the thermocline as quickly as possible. When you catch a striper in the summer, get him to the boat and release as quickly as possible. Do not take him out of the water or use a net. Take the hook out with the fish in the water and pick him up and torpedo him head first back into the water. Do not try to revive him by sloshing him around in the hot surface water; you are only adding to the stress. The faster we get the fish released and down into the cold water, the better our chances are of catching him again. Hopefully years from now.

All the typical summertime techniques are now working.

Down rod fishing with blueback herring 30 to 90 feet deep is a great way to get numbers once you find a big school while trolling. You can run across mega schools like the good old days.

Down rods with 2 ounce weights and 6 to 8 foot, 12 pound test fluorocarbon leaders are your best approach. The critical factor with summertime, live bait fishing is lively bait. Bait that is alive and

lively bait are not the same thing.

We are starting our day with seven to nine dozen blue back herring and changing them every five minutes on a rotating basis.

Never “check” the bait, and then drop it back down. If it is time to check the bait, it is time to change it. The act of bringing the herring up through warm water is enough to stress it out and degrade its performance. Never grab a net full from your bait tank. Net a couple, leave the net in water and grab a bait. Don’t knock off the scales of the baits you’re not using. Keep bait tank water temp at 70 or below. If you drop one on the floor, don’t use it. Save your dead baits in a small cooler. Cut them up in very tiny pieces for chum. Buy a pair scissors just for that. Get the most out of your bait. Use these cut baits when over a school to keep the school with your boat, or you can tip a jig with cut bait when trolling or power reeling.

Trolling with lead core line eight to nine colors back with a 1 ounce buck tail jig, curly tail or a 4 inch shad body (tipped with a herring) has been very productive.

Fish the umbrella rigs with a 3 ounce jig frame and nine, 1 ounce buck tail jigs 150 feet back. One technique to try when the fishing is slow is to power reel. Power reeling is simply an approach used to try to trigger a reaction bite by dropping a bait down past the fish and reeling it up through the fish. An example would be if the fish are at 35 feet, then drop your bait to 50 feet, and reel it up to 20. Vary the speed you reel up from lightning fast to a standard retrieve. If you are using a down rod with a herring to power reel, shorten your leader to no more than two feet to avoid knots in your leader. You can also use a 2 ounce buck tail jig with a herring or shad body for power reeling.

The big Ben Parker spoon bite is also picking up.

Documents pile up as lawsuit discovery deadline approaches

By Jane Harrison Georgia and Florida attorneys have piled up an Everest of documents during the discovery period in a Supreme Court lawsuit over water rights. With written discovery and document production deadline approaching Nov. 10, both states have heaped more than 3.2 million pages of doc- Lancaster uments into pre-trail record officiated by special master Ralph Lancaster.

January 15, 2016 is the last date for attorneys to designate non-expert witnesses in the legal case filed by Florida in Oct. 2014.

Florida is seeking a cap on Georgia water consumption from the Apalachicola-ChattahoocheeFlint rivers system, on which Lake Lanier is the largest reservoir.

The lawsuit stems from Florida claims that Georgia has hoarded water from the Chattahoochee and Flint rivers and caused ecological and economic harm to the Apalachicola region downstream.

Florida’s subpoenas sent to

Georgia farmers near the Flint River indicate attorneys are looking beyond metro-Atlanta’s water consumption from Lake Lanier to the Peach State’s rural region, which accounts for more than half of the state’s water use. Small farms and mega-agriculture complexes pipe water from the Flint and withdraw groundwater from its basin to grow corn, peanuts, cotton, sorghum, wheat and other crops.

Florida attorneys have posited that capping Georgia’s water depletions on the Flint alone might be enough to redress alleged harms to the Apalachicola region, which relies on fresh water inflow to feed its oyster fisheries.

Research presented by ACF Stakeholders, an independent non-profit organization seeking to solve the water dispute out of court, concludes that agriculture is the largest water-using sector in the ACF basin. Florida has sought, but has not received ACFS documents, and has subpoenaed university professors and contractors who helped compose an ACFS Sustainable Water Management Plan.

Florida attorneys brought up ACFS refusal to submit evidence

in their September status report to Lancaster and indicated they might seek the court’s assistance after a “meet and confer” teleconference scheduled with ACFS officials. No record of that conference was available by Lakeside deadline. ACFS has declined comment on court proceedings.

Georgia reported to the special master that it had requested and obtained some documents from government agencies, including the U.S. Army Corps of Engineers, Fish and Wildlife, Geological Survey, Agriculture and Commerce departments. Both states have already sought water use documents from cities and counties up and down the river system.

Lancaster followed up states’ reports with a four-minute teleconference Sept. 8 during which he reminded attorneys of upcoming deadlines and encouraged settlement discussions. Another teleconference was scheduled Sept. 29, but the docket did not state the agenda. Information about the legal proceeding is limited due to Lancaster’s order for parties not to communicate with the media.

GH ’96 gets ARC grant for LLOV upgrade

By Jane Harrison A $300,000 Appalachian Regional Commission grant to Gainesville-Hall ’96 will help finance renovations to the Lake Lanier Olympic Venue. Venue manager Morgan House reported the grant, approved last month, will go toward the planned $1.4 million upgrade of the facility originally constructed for 1996 Olympic flatwater events.

GH ’96, the venue’s governing body, hopes to break ground on renovations in early November.

The non-profit organization has been working in earnest to plan and expedite improvements for an Olympic qualifier set for May 1922, 2016.

About 200 Olympic hopefuls from 33 North and South American countries will compete in the prestigious Pan American Spring Canoe/Kayak Championships, the final continental qualifier for paddlers seeking Olympic berths in the Brazil Summer Olympics.

Renovation plans by local architect Millard, Inc. were scheduled to go out for bid Oct. 1, with an early bid date set for Oct. 22.

The groundbreaking ceremony is tentatively set for 5:30 p.m. Nov.

Work would start on the venue’s tower side where a bridge to the tower from the plaza and a handicap ramp are planned. The design also calls for additional renovations at the tower and service building on the plaza, replacement of restrooms at Clarks Bridge Park across the street from the tower, and an octagonal pavilion on the park side. The boathouse would also be revamped with a new entryway and extended balcony overlooking the lake. Most of the costs are associated with tower-side improvements estimated around $897,000.

“We are hoping everything can be completed” in time for the Pan Am Games, House said. He added that most of the work, particularly on the prioritized tower side, is indoors. “I am confident after speaking with the architect that it can be completed,” House said.

Hall County and Gainesville governments are also helping fund the project with Hall County approving $300,000 from SPLOST VII for capital improvements and $100,000 from its general fund. Gainesville is contributing $150,000 from its general fund and $250,000 in SPLOST money.

LAKE LANIER OLYMPIC VENUE Corps allows ACRA to return for 2016

By Jane Harrison Overwhelming support for a large collegiate regatta traditionally held on Lake Lanier Memorial Day weekend persuaded the U.S. Army Corps of Engineers to allow it to return next year. All but one or two of 50-60 comments submitted to a Corps’ email address were in favor of continuing the American Collegiate Rowing Association Championship at the Lake Lanier Olympic Venue on the busy holiday weekend. Nick Baggett, Resource Manager for Lake Lanier, said he “read each and every one” of the messages linked to his email address during the 30-day public comment period that began in late July.

He said the decision came after reviewing feedback and considering the “design and purpose” of the venue, which was developed for 1996 Olympic rowing and paddling competition. ACRA officials will still have to apply for a special permit, as is required for others planning public events on the Corps’ lake.

“It’s fantastic! Everyone’s thrilled,” said LLOV manager Morgan House of the Corps’ decision.

Tourism officials estimated the 1,500-participant regatta pumps about $1.5 million into the local economy. It also caps off the rowing season that brings about 20 collegiate teams to Lanier for winter and spring training. The loss of the regatta likely would have stemmed the revenue stream from thousands of off-season collegiate rowers visiting the area.

Officials from Hall County, the city of Gainesville, the Gainesville-Hall 96 board, which governs LLOV, and tourism organizations encouraged residents to express opinions about the regatta.

Baggett said it appeared some comments also came

from ACRA fans outside the area.

ACRA President Desmond Stahl said the organization is thankful for the community support. “I’m very appreciative that the local community enjoys and values our presence every spring. We’ve established good relationships with the local rowing community, and our member teams have forged ongoing relationships with the various hotels and restaurants they frequent every year,” he said by email.

The September decision to allow ACRA to return reverses a Corps’ announcement last summer that it would no longer permit the regatta. Citing concerns about navigation and safety, plus a desire for consistent enforcement of permit policy, the Corps’ planned to end the regatta’s five-year run on Lake Lanier. After LLOV and government officials pleaded for special consideration, the Corps decided to seek public comment.

Baggett said the only negative comments cited potential navigation problems on the Chattahoochee channel that flows into the main body of the lake. On regatta days, rowers dominate the center of the channel with eight lanes for racing, forcing motor boaters to travel the sides of the course.

The regatta on Memorial Day Weekend, the traditional end of collegiate rowing season, is also the busy start of summer boating on the north Georgia lake.

Veteran college rower to steer LLRC juniors

By Jane Harrison Tracey Tallman put her hands to the oar as a University of Minnesota freshman more than a decade ago and has hardly let loose since.

The veteran college rower and coach took the helm of the Lake Lanier Rowing Club junior squad in August in time to steer them into the fall regatta season.

“I’ve never known life without sports,” said the 2007 Minnesota Tallman graduate with a master’s degree in sports business. Her original goal to become a major league sports event planner dissolved when college rowing success led to coaching opportunities. “Rowing fell into my lap,” said the 31-year-old who’s taking on her first position outside the collegiate realm.

“They’ll keep you young!” she said of the 25 high school rowers she’s training for three regattas this fall. The 14-18 year olds bound into the boathouse after school looking for fun, camaraderie, and guidance. Coaching them is different from leading goaldriven hard core college crews. Tallman knows that as the first rowing coach many will have, she has to

launch youngsters into the tough sport with fun, instructional practices. She said that the kids’ enjoyment learning the sport takes priority over end results. “Don’t get me wrong, I’m a very competitive person,” she added.

Her competitiveness for four years at Minnesota helped drive the Golden Gophers into Big 10 and NCAA Championships. She started her freshmen year in the women’s novice 8, channeling it toward the league title. Her efforts earned her “Most Valuable Rower” recognition on the novice squad.

In a women’s varsity four boat as a junior she rowed to win the Big 10 Championship and came back the next year to haul in the school’s first ever gold in a varsity event at the conference championship.

As a senior in 2007, she stroked in the program’s first NCAA championship where Minnesota finished sixth. She still smiles with pride at that accomplishment, a reward for pushing herself beyond the point where she thought she could go.

“Rowing already is a demanding sport,” she said, but when you find that point when you think you can’t continue, you have to push on or let it defeat you. She learned from the “college of rowing” that “if you survive rowing, you can survive anything.”

After graduation, Tallman worked as assistant coach at St. Lawrence in 2008-09, where she guided the women’s team to its first Division III NCAA Championship appearances. She went on to Sacramento State in 2009 to take the first-ever See LLRC, page 20

Our motto for cruising: Live, Love, Bark Bob and Carolyn Wilson, aboard Sea Island Girl, continue Lakeside's long running series of cruising adventures which began in the mid-1990s. To date we've had the Johnston family, Jean and Bill Bayman, and Mechelle and Bill Cooksey all contribute to the series. Bob and Carolyn boated on Lake Lanier until leaving for their adventure in 2002.

There is nothing quite as comforting or entertaining as having a dog onboard your boat. Over the years we have shared our space with a handful and as our collection of pictures reveals they have always been a continual resource of companionship.

As we have learned over the years, not everyone shares our enthusiasm. There are those that detest anything with four legs.

Thank goodness it appears that they are in the minority. Some are frightened when approached by a dog. Ironically the reverse is true, as dogs recognize this uneasiness and will characteristically let everyone know they’re just as uncomfortable. Our philosophy has been our philosophy is it’s best not to try to change the thinking

It was an effort to get her comfortable going ashore in the dinghy and her preference was to stay aboard and serve as our watchdog.

As if one wasn’t enough we rescued a Nova Scotia Duck Tolling Retriever puppy from the Bahamas. Robert, as he was so aptly named, quickly became Master of the Ship and to this day he always positions himself beneath the helm in the pilothouse when we travel. He and Coco were well suited for each other, and for a pair of rescues the

yachting life turned out to be the right life.

We experienced some sad times as well. One evening Coco slipped getting off the boat while attempting to go ashore and suffered undetectable internal injuries. Unfortunately Carolyn, Robert and I could do nothing more than watch and keep her comfortable. The day we lost Coco was the saddest day in all of our years of boating.

Continued from page 14 novice 8 to the Grand Finals at San Diego Classic. She served as assistant coach for Duke University from 2011-2013 to oversee the development squad and assist with recruiting. She also coached for a stint at the University of Central Florida, where she led the varsity four to third place ranking in NCAA South Region Division I Poll.

Despite rowing and coaching from coast to coast, Tallman had never rowed on Lake Lanier until she made contact with LLRC. The local club was seeking a new coach to replace junior head coach Brian Ransom and assistant coach Meredith Brichacek, who left to pursue graduate degrees at University of Georgia and Illinois, respectively. Tallman’s move to the Lanier area not only continued her coaching career, it also put her closer to her fiancé who lives in Snellville.

“It’s beautiful … a great body of water,” she said of the lake that attracts thousands of collegiate rowers annually for spring break training and regional and national regattas.

“There’s an enormous amount of water to keep going,” she said, providing ample space for her rowers to log a 10K in onthe-water practices. “Right now we’re putting in the mileage, working on the base.”

Tallman also emphasizes proper form with workouts on the boathouse ergometers. “If you instill good technique you can

soar past rowers with higher erg scores,” she said.

She hopes to build a foundation that will help junior rowers avoid injury, move the boat efficiently, and possibly move on to the next step, if they choose to row in college. LLRC President Duane Schlereth pointed to Tallman’s emphasis on technique and college connections as major attributes for coaching the club’s juniors.

“I know a lot of the inner workings and expectations of colleges now,” Tallman said. The growth of high school rowing around the nation has ushered in more college scholarships. Rowing “can help you get into the academic (program) you want,” she said.

She wants the young people she coaches to take lessons from rowing beyond high school and college. “I want to help them find their true potential, to break down that wall” whatever it is.

Tallman, originally from Saratoga Springs, N.Y, said that since taking up oars, she’s made friends throughout the U.S., pushed past her comfort zone, and “done a lot of growing up and learning about myself. Part of why I coach is seeing things I could do better and teaching them these things.”

When she’s not on the water or in the boathouse, Tallman enjoys hiking. “I’m excited to get on the AT (Appalachian Trail) a bit.”

It’s that time of year again – winterize your boat Winter is not far away and that means our boating season is essentially over. Now is the time to winterize your boat and do it properly so you will have less “get ready” chores next spring.

Here are some tips: Outdrives and outboards need to have the lower units checked.

Drain out the gear case oil and inspect it for water. If it has water in it that means the prop seal has failed and needs to be replaced.

This can be caused by age. Or monofilament line (fishing line) could have wrapped around the prop shaft and damaged the seal.

Remove the prop and inspect. If your prop has damage, send it in for repair or upgrade to a new one. Remember, oil and seals are cheap, lower units that get frozen because of water in the gear case are expensive.

Inboard boats and four cycle outboards need to have an oil and filter change. Don’t wait until spring because the acids in old oil can damage your engine’s internal parts.

Fuel filters and water separators should be cleaned and inspected. Replace where needed.

Check fuel lines and hose clamps.

Make sure fuel line is U.S. Coast Guard approved for fuel using ethanol, replace if not. Also, use only approved stainless steel hose clamps, and double clamp. Add Sta-bil or an approved additive to your fuel tank.

Inspect bilges for hose and clamps, as well as wiring and connections. Replace or repair with approved parts where needed.

Check navigation lights, remove bulbs and spray WD-40 in bulb socket. It’s something you won’t have to do come spring.

Check your batteries and stow properly. Make sure connections are clean and use a proper charger whether you leave them aboard or remove to store. If batteries are old and need to be replaced, wait until spring battery sales.

Check your zincs and replace where needed. If they have excessive wear then find the cause.

Those of you who keep your boats in the water year round do the same winterizing on engines and generators (houseboats, cruisers, and sailboats). You should also haul your boat once a year to inspect the bottom and running gear after pressure washing. Paint if needed, and replace zincs where needed. A good wash down, clean and wax will make it easier to get ready in spring.

If you trailer your boat, don’t just park and forget it. Remember to check tires, bearings, winch and line, trailer lights. Note: you might want to upgrade your trailer lights with a new and waterproof L.E.D. kit. It will end all that fooling around with lights.

If you cover and stow your boat outside you might want to put some moth balls in a bowl to keep out the little varmints that think your boat would make a great winter home.

Check your engine manuals to make sure you haven’t missed anything on your particular model. If you have lost your manual they are available online.

Check your electronic gear and if it’s in need of repair send it in so it will be ready come spring.

You might want to wait and see what new electronics are available at the 2016 Atlanta Boat Show in January and replace with new and updated models.

Remember to record everything you do in your maintenance log. If you are not recording a log, you need to start one, as it will help you sell your boat. Go online to find logs. There are several available that will make it easy. The more you do during winterizing the less you will have to do at spring get ready. Treasure hunting Many boaters, when they head offshore, wonder if sunken treasure could be below. Especially if they run across what could be a wreck when looking for structures via their depth finder. A lot of this mystery of discovering millions in sunken treasure was fueled by Mel Fisher’s discovery of the sunken “Atocha” and what that treasure was worth.

The sunken wrecks are not that far offshore either, 11 Spanish ships laden with gold, silver and other goods went down during a hurricane on July 31, 1715 while sailing from Cuba to Spain. One wreck was found 1,000 feet off of Ft. Pierce in 15 feet of water. Another one is off Vero Beach in six

feet of water.

They use a pipe called a mailbox and use prop wash through it to deflect sand around the wrecks and then they dive on the area using metal detectors. Their usual find is lead sinkers and beer cans.

One salvage vessel treasure hunting the 11 wrecks from that hurricane found more than 350 gold coins valued at $4.5 million on July 30-31, the 300th anniversary of the hurricane that sunk the ships.

The money for the artifacts that are found are divided in such a way where the treasure hunter doesn’t receive everything. When found near Florida, the first 20 percent of the artifacts they find go to the state of Florida for display in the historical museum in Tallahassee. The remaining 80 percent is split between the boat and the salvage permit holder.

The boat’s share is usually divvied up between the crew.

It’s a lot of work and you need a lot of luck to get your fortune.

250 mile endurance race The sailboat race from Port Townsend, Washington to Ketchikan, Alaska is over. One sailor, Robert Mann braved the 750 miles through the notorious Inside Passage. He experienced 50 degree water, double digit currents, storm force winds, snorting whales, and a lot of lonely

scenery. His boat was a Hobie Mirage Adventure Island Trimiran. The sailing kayak is not even 17 feet long. He loaded the boat with 42 pounds of dehydrated food and water.

First place was $10,000.

Twenty five teams dropped out.

Roger said he feels lucky to finish the race. I’m surprised the Coast Guard even allowed the race.

Formula is right for fall color Can you believe it’s already October? I think fall is, by far, most everyone’s favorite season of the year. After that long and very hot summer, most people are enjoying the respite from the heat.

However, according to the Climate Prediction Center forecast, October will be warmer than average. For you cool weather lovers, don’t panic! With the lower sun angle and fewer light hours, I don’t think we’ll see any 90 degree heat.

What I love most about the fall is the fall color. Last autumn the leaf color was little dull and did not last very long. So what do we need for descent fall color?

According to the United States National Arboretum, the process that starts the cascade of events that result in fall color is actually a growth process.

In late summer or early autumn, the days begin to get shorter, and nights are longer. Like most plants, deciduous trees and shrubs are rather sensitive to length of the dark period each day. When nights reach a threshold value and are long enough, the cells near the juncture of the leaf and the stem divide rapidly, but they do not expand. This abscission layer is a corky layer of cells that slowly begins to block transport of materials such as carbohydrates from the leaf to the branch. It also blocks the flow of minerals from the roots into the leaves.

Because the starting time of the whole

process is dependent on night length, fall colors appear at about the same Glenn time each year in a Burns given location, whether temperatures are cooler or warmer than normal.

Lanier So, while you may have Outlook heard that frost or cold weather causes the leaves to change color, it is only one of many environmental factors that play a part. Temperature does however, play a role with the color and its intensity of fall foliage.

So what will this autumn’s fall foliage be like? You know we had a very hot and a very wet summer. The best weather for brilliant fall foliage is summer with a lot of rain followed by a dry, cool and sunny autumn with warm days and cool but frostless nights. So we did have a wet and warming growing season. We can put that into the plus column. When we have cool nights with a lot of sunshine during the day the red and purple pigments become brilliant. So, we can put that into the plus column.

What we don’t want to see are freezing temperatures, highs winds, or heavy rain.

With the prediction of seeing near average or slightly above average rain this month, we can put that into the plus column too.

October is usually one of the driest months of the year.

So, based on all of this, I would say we are going to have an excellent fall color season this autumn. Only time will tell.

Dragon Boat Festival celebrates 20th year

By Jane Harrison Twenty years ago eight teams boarded colorful long boats on a late summer morning and raced across the lake at Stone Mountain in an event few people in the south had ever heard of. The Atlanta Hong Kong Dragon Boat Festival burst from its tiny beginning to become one of the biggest, most vibrant happenings on Lake Lanier.

The Sept. 12 dragon boat extravaganza at the Lake Lanier Olympic Venue drew an estimated 5,000 people to paddle, eat, and get immersed in a multicultural celebration rooted in ancient Chinese tradition. A capacity 72 teams registered for the 20th anniversary rendition which spotlighted heroes prominent in the festival history.

Local hero Connie Hagler, former executive director of the Lanier Canoe & Kayak Club, was among those honored during the opening ceremony. Festival organizer Gene Hanratty, from the Hong Kong Atlanta Information Center, told thousands gathered at the anniversary that when the event outgrew its former Stone Mountain site, he followed up on a suggestion to check out a location on Lake Lanier. It was then he met Hagler.

“I learned the first day anytime I had a problem, all I had to do was call Connie,” he said. He added LCKC carries on the same trust and confidence he bestowed on her.

Hagler’s efficient management style and LCKC’s regatta-running talents gave the festival its home on the north Georgia lake. Now more than 150 volunteers from

LCKC and the community help steer vessels, assemble teams on the docks, bail out water, pilot safety boats and perform a myriad of tasks to run the competition.

Hagler and other individuals who contributed to the festival’s growth took part in the ceremonial dotting the eyes of dragon on the center dock. Honorees included officials from the Hong Kong economic trade office in New York and a parade of sponsors including Harrah’s casinos, PepsiCo, AT&T, Newell Rubbermaid, SunTrust, and newcomer, Delta airlines.

Each daubed paint onto dragon boat heads in a ritual that symbolizes vitality, prosperity and good fortune. Those attributes played out throughout the day in races, live entertainment, and exotic cuisine rarely served near the shores of Lake Lanier.

The LLOV awards circle transformed into center stage for acrobats whirling pink and yellow scarves and belly dancers gyrating in flowing skirts in the traditional noontime show. Hungry athletes and spectators filled plates with basil rolls and Asian kabobs and sipped fresh squeezed cane juice. Teams of 20 paddled furiously down the course in 39nine foot boats fitted with dragon heads and dragon tails. Drummers pounded a rhythm and steerers screamed encouragement as competitors, many of them first timers, stroked, strained and laughed in good fun.

liminary heats, she exclaimed “Oh my gosh … I’m not ready” for the final. She, like many in attendance, had never experienced anything like the multicultural mingling of dragon boat festival.

Attendee Kat Cearbaugh, visiting Lanier with a mission group, said “the “mixture of different cultures” impressed her most. Her friends concurred that the races themselves were fun to watch, but the cultural experience about equaled the excitement on the water.

American southern tradition also took a stand in the sea of multiculturalism. In a packed parking lot a Confederate flag and the old Georgia flag flowed from the bed of a pick-up truck. Young Shore Sweep volunteer: ‘It’s not right to leave your trash behind’ Shore Lines From the fascinating to the remarkable, Lake Lanier harbors many personalities and places along its shores. Lakeside presents “Shore Lines” – stories about people who live, work and play around the lake and the places that make the area special.

This year, he wore his neon-green gloves and a hooded jacket to join his older sister Fiona and his mom Stephanie of Buford on a dreary, chilly and windy day at Big Creek Park to do his part to keep Lake Lanier clean.

“I’ve already picked up a lot of glass bottles and other trash this morning,” he said. “It’s just not right that people throw trash and bottles in the lake and on the shore. It’s ugly and it could ruin people’s boats.”

Joshua’s message is an inspiration to boaters and echoes the motto of the Lake Lanier Association: “Clean Lake. Full Lake.

Safe Lake.” In recent years, the association has more than doubled its “take” of trash, garbage and Styrofoam collected each September. Using a zone system with area captains, and initiating several weeks of advance collection by volunteers and area businesses, the group has been able to remove more than 40 tons of debris at its annual Shore Sweep.

Bonny Putney has been volunteering for Shore Sweep since its inception more than 25 years ago.

In fact, in environmental circles, she’s known around the lake – and around the state – as “the trash lady.” She’s been an event organizer, area captain and an inthe-water trash collector, often using her kayak or pontoon boat to clean up after other people who come to the lake. “When we reported the tonnage of our collec-

tions to Rivers Alive, at first they didn’t believe our statistics,” she said. “But when I started detailing the items we found – batteries, water-logged Styrofoam and dock floats, abandoned fishing boats and tires – they realized how quickly the weight adds up. And now that we’re doing advance collection points during September, along with our zoned collection on the last Saturday of September, they realized that our numbers are pretty accurate.”

Social media and smart phones have also helped increase collection on the lake. Executive Director Joanna Cloud uses the group’s website and Facebook, as well as regular eblasts to engage lake supporters in the cause. This year, the association publicized a special phone app called TrashOut that allows people to locate, photograph and “ping” debris around the lake, capturing GPS coordinates for teams to collect and take to various approved sites during September.

The association puts out dumpsters a week or so in advance for debris deposit, but the tale is told on Shore Sweep day.

“By 9 a.m. the dumpsters at our Gwinnett site were already full,” Putney said. “It’s incredible the things we find and how much people support keeping the lake clean.”

Volunteers lead the charge The association has always relied on volunteers for Shore Sweep. When it began 27 years ago, area residents, church groups and boy scouts came together at a central location at 8 a.m. on the last Saturday in September to

pick up several oversized plastic garbage bags – plus information about the after-party and centralized drop off – and head out to their assigned area. Volunteers would exchange their filled trash bags for a commemorative Tshirt, then celebrate with a cookout, door prizes and sometimes entertainment.

About six years ago, long-time board member Gordon Brand suggested using a zone system with area captains to make the operation more widespread and effective. After creating a pilot program in Dawson County, the organization rolled the zone approach out around the lake. The group also encouraged advance collections with central drop-off locations and has expanded its reach to many areas that had previously not been addressed.

As the program became established, area captains returned year after year, shared their observances and suggestions and improved the process even further.

Many of the captains have served for multiple years and see familiar faces as the same volunteers turn out to their areas.

Volunteers like the Alsup family cited several reasons for coming back each year. Fiona belongs to two organizations that allow members to earn volunteer service hours – Key Club at her high school and Rainbow Girls. Joshua volunteers as part of his Boy Scout group. “Our involvement

really started when Joshua was in Tiger Scouts, and he got us to come to Shore Sweep,” Stephanie said. “Plus the lake is such a pretty place, especially Big Creek where we volunteer every year, and we spend time on the lake, so it makes sense that we give our time to help keep it clean.”

While the majority of workers each year live on or near Lanier, the event has also attracted people from other states. This year, regular volunteer Mike Hunter of Flowery Branch not only brought

his pontoon boat, he introduced his brother-in-law Dave Absher from Wilmington, Illinois, to the biggest lake clean-up in Georgia.

Although the weather was more like early winter than late summer, Absher’s positive outlook was evident. “It’s a really beautiful day,” he said with a huge smile.

Business support The number of businesses supporting Shore Sweep has also increased over the past several years. At Big Creek, Singleton Marine had a big presence, with staff manning the grills and managing operations for the area. The company’s Jeremy Euers served as area captain for the first time, but he’s been a Shore Sweep volunteer for a number of years. He was quick to recognize other businesses who support the event.

“We couldn’t do this event without people like Marine Specialties Inc. and Aqua Sports at Holiday Marina,” he said. “And Aqua Sports has not only donated their time, they’ve brought out their rental pontoon boats and their staff to work here today, then they’ll take the boats back and at their own expense clean the boats up to be back in their fleet. Curtis Frampton (owner of Aqua Sports) is taking his assets out there to help keep the lake clean.”

Taste of Gainesville shines despite rain Special Olympics State Games

Rain sent the annual Lake Lanier Rowing Club fundraiser indoors for the second time since the event moved to the LLOV plaza more than 10 years ago. Area restaurants served up their specialties to guests who dined upstairs in the boathouse. The event normally attracts around 500 diners, about half of whom buy tickets on dinner day. Reservations were up this year, but but walk-up attendance was down.

You don’t have to be an expert in any of the six events to bring smiles to participants’ faces.

Volunteer coordinator Whitney Warren needs individuals for simple tasks like escorting teams from their waiting tent to the field and walking award recipients to the podium.

An estimated 1,400 athletes are expected for softball, bocce, golf, and cycling events, plus softball skills and unified softball games.

Whitney said the biggest need for volunteers is the 5-10:30 p.m. shift Oct. 10 for softball and bocce at North Hall Park, but slots also remain open for help with Saturday morning games at North Hall, cycling and unified

softball at Laurel Park, and golf at Chicopee Woods Golf Course.

Some volunteers are needed to officiate games, record scores, drive golf carts, chase foul balls and help in other ways to promote a happy experience for participants.

“All volunteers will be trained ahead of time, given an orientation and a chance to ask questions,” Warren said. However, she added that organizers will not turn away volunteers who come to the venues on game days. “I’d rather have too many than not enough … the more the merrier,” she said.

The Games kick off Oct. 9 with an opening ceremony, torch lighting and dance at Gainesville Middle School.

Day Use Parks The Corps operates 35 day use parks at Lake Lanier. Facilities range from parks with boat ramps to those with designated swimming areas, picnic tables, shelters and playgrounds.

All day use parks close daily at 10 p.m.

Boat launching is allowed at all hours unless otherwise posted. Alcoholic beverages are prohibited in all parks.

Picnic Shelters Picnic shelters are available at several Corps’ parks around the lake. They can be reserved for a fee. Call the Lake Lanier Management Office at 770-9459531.

Day Use Fees Day use fees are charged at some park areas which have boat ramps or beach areas.

Here are some answers to questions about hunting dates, fishing on Lanier At this time of year the Corps of Engineers usually starts getting two questions from the public who hunt and fish on Lake Lanier. Hunters ask, “Are you going to have the hunts again this year?” Fishermen ask, “Can I get a permit to sink brush in the lake?” The answer to both questions is, “Yes.” If you have been asking yourself these same questions, here is a little information that you need to know.

For those familiar with the hunting opportunities on Lanier, not much has changed for this year. Deer hunting on Corps of Engineers’ property around Lanier is limited to two archeryonly quota hunts – “Islands Hunt” and “Buford Dam Hunt.” The Islands Hunt occurs on specified, undeveloped islands in Lake Lanier. Access is typically by boat only. The hunt is divided into three four-day hunts. This year the hunting dates are November

To improve fish habitats in the lake, a permit is required from the Corps to sink brush in the lake.

Much of the woody vegetation between elevation 1035 mean sea level (msl) and 1070 msl was cleared by the Corps during construction of the lake. This left the top 35 feet of Lanier without much fish habitat. The Georgia Department of Natural Resources, the Corps of Engineers and the public have worked through the years to restore the fish habitat, generally with man-made structures called fish attractors. Fish attractors can be made with a variety of materials, but sunken brush and used Christmas trees are the most common.

The Corps issues permits for creating fish habitats. The permit is free of charge, but for safety there are some restrictions on types of materials, water depth

Stahl indicated ACRA had gotten bids from other venues for its championship regatta, but had hoped to come back to Lanier. “Lake Lanier and Gainesville-Hall '96 have been good partners with ACRA for the last five years, and our championship has grown and the overall experience for our athletes has improved as a result. Add to that their efforts over the summer to obtain permission for 2016, and our decision ultimately was an easy one to return next spring.”

Pending the final permit, the ACRA championship is set for May 28-29, according to crew websites already posting it on their schedule.

Beware – To be careful, take heed, and watch out are all part of the total equation of safety but “Be Aware” takes the lead in every sense of the word and meaning. That’s what boating safety is all about: to discern problems and take corrective steps to prevent “bad things” from happening in the first place.

As discussed many times before, proper education develops a keen understanding of what the outcome will be if certain actions are taken, both positive and negative. It all stems from risk assessment and in order to do that properly you should be aware of all the possible scenarios. Tallulah Gorge, a wonder of the Cherokee world, is right here in Georgia When the white man first ventured into what is now North Georgia, my ancestors, the Cherokee Indians, were already living here in one of the marvelous wonders of their world ... known today as Tallulah Gorge. In fact, some historians still believe that the modern name comes from the Cherokee word meaning “terrible” but the Indians called it Ugunyi, which has never been translated. Nevertheless, the Cherokee viewed Tallulah Falls as wild, mysterious and dangerous, and generally avoided the area of the falls.

Formed by the slow erosive action of the Tallulah River that sliced through the Tallulah Dome’s quartzite rock formation millions of years ago, the gorge is more than two miles long and 1,000 ft. deep. There are six spectacular waterfalls that range from the 96 feet of Hurricane Falls to 76 feet at Tempesta Falls, then Oceana Falls is 50 ft. high, L’Eau d’Or Falls is 46 ft. high, Bridal Veil Falls is 17 ft. high and Lovers Leap Falls is 16 ft. high.

Following the Civil War, Tallulah Falls became a major tourist attraction and when a railroad was built from Atlanta in 1882, thousands of people came to see the gorge and the falls. Soon, the little town of Tallulah Falls had more than 20 hotels and boarding

houses, bars and other tourist businesses. Numerous fires burned down the small village, but each time, they built it back even better than before, which kept the tourist traffic flowing.

Tallulah Falls was often referred to as the Niagara of the South complete with horse riding stables, billiard tournaments, tennis and nightly music and dancing. They even had the first high wire crossing of the gorge by Professor Leon on July 24, 1886, which was duplicated by the great Karl Wallenda on July 18, 1970.

The downfall of this early Southern tourist attraction came when politicians and businessmen saw the possibilities for generating power from all the rushing water. Local people and early en-

vironmentalists battled to keep the falls in its natural form, but in the end, the big money and powerful politicians won and allowed Georgia Power to complete a dam in 1912. Visitation dwindled but the town hung on until a fire again destroyed it in December of 1921.

As early as 1905, there were discussions of making Tallulah Gorge into a park, but nothing was done until 1993 when Governor Zell Miller established the Tallulah Gorge State Park. Visitors can hike rim trails to several overlooks, or they can obtain a permit to hike to the gorge floor (100 per day, not available during water releases). A suspension bridge sways 80 feet above the rocky bottom, providing spectac-

ular views of the river and waterfalls. A paved path follows an on old railroad bed, perfect for strollers and bicycles, while mountain bikers can test their skills on a challenging 10-mile trail. Exhibits in the park’s Jane Hurt Yarn Interpretive Center highlight the rich history of this Victorian resort town, as well as the rugged terrain and fragile ecosystem of the area. An awardwinning film takes viewers on a dramatic journey through the gorge, including footage of rock climbers and kayakers.

If you love nature and like a healthy workout, this place offers spectacular views while going down and back almost 1,000 stairs. Those who are really hardy, are expert swimmers and

want to traverse the river at the bottom of the gorge need to be at the center on or before 7:30 a.m. to acquire a permit. Otherwise, there is no need to wake up that early as you can enjoy the trail and the vistas at an easy pace from above.

The cascading waters of the Tallulah River passing through huge rock outcrops as it descends rapidly in the deep recesses of the gorge is an unforgettable sight!

Draft EIS ready for public view; plan could determine future water usage for Lake Lanier operation

By Jane Harrison The long awaited Draft Environmental Impact Statement that could determine future water storage in Lake Lanier will be ready for public view Oct. 2.

The U.S. Army Corps of Engineers Mobile District announced in a press release last month it filed the DEIS for the updated Master Water Control Manual for the Apalachicola-ChattahoocheeFlint River Basin in Alabama, Florida, and Georgia.

The master manual includes a water supply storage assessment for reallocation of storage in Lake Lanier with the U.S. Environmental Protection Agency. Lake Lanier is the largest reservoir on the river system.

The public will have 60 days to review and comment on the document and appendices that the Corps plans to use as a guide to operate Buford Dam and Lake Lanier plus four other reservoir projects on the Chattahoochee River, West Point Dam and Lake; Walter F. George Lock, Dam, and Lake; George W. Andrews Lock, Dam, and Lake; and Jim Woodruff Lock and Dam and Lake Seminole. The Corps has no

dams on the Flint River. The Chattahoochee and Flint come together at Lake Seminole, where they flow out of Jim Woodruff dam into the Apalachicola River in Florida.

The DEIS will be available for inspection Oct. 2 at Corps’ website http://www.sam.usace. army.mil/Missions/PlanningEnvironmental/ACFMasterWaterControlManualUpdate/ACFDocument Library.aspx.

The first open house meeting is set for 4-7 p.m. Oct. 26 at the Gainesville Civic Center. The Corps will accept comments submitted on cards or through the court reporter at the meetings, by mail to the aforementioned address, or by email to: acf-wcm@usace.army.mil.

The expected timetable for the ACF Master Control Manual and EIS proposes final submission of EIS documents with public comments next spring and decision on

plan implementation next fall.

The updated water control plan would go into effect in winter/spring 2017.

The purpose and need for the federal action is to determine how federal projects in the ACF Basin should be operated for their authorized purposes, in light of current conditions and applicable law, and to implement those operations through updated water control plans and manuals.

The documents will guide how the Corps manages the projects for water supply, demands from years of growth and development, new and rehabilitated structural features, power generation, plus the potential for drought and floods, environmental concerns and other demands on the river system.

It will also take into account the June 28, 2011 Circuit Court of Appeals conclusion that water supply is an authorized purpose for Lake Lanier.

The proposed WCM will replace the current plan completed in 1958, when Lanier was neared its first full pool.

operating some of the smaller reservoirs or address water supply operations, according to the Corps’ website. EIS documents for the reservoirs date back to the 1970s.

The Corps reported that litigation between Georgia, Florida and Alabama has delayed completion of the updated documents. An ACF Water Control Plan pro-

posed in 1989 was derailed by an Alabama lawsuit.

After that litigation was deferred, other legal maneuvering continued to bear on the master plan’s completion.

Prior to the current Florida v.

Georgia litigation, the last major case was the 2011 ruling. Corps’ personnel have been working on the current draft EIS since then.
