By Jane Harrison Georgia accuses Florida of hyping up water woes and the Sunshine State accuses the Peach State of a “sleight of hand” in responses to the U.S. Solicitor General’s latest ruling in the water wars saga.

Both states filed briefs in the aftermath of Solicitor General Donald B. Verrilli’s decision handed down Sept. 18 that the Supreme Court should delay consideration of Florida’s lawsuit until the completion of the U.S. Army Corps of Engineers master manual for the river system that serves both states. He stated that although delay is preferable, initial legal proceedings may be allowed to take place.

The legal briefs follow up on litigation initiated by Florida just over a year ago. Florida filed suit in federal court in October 2013 alleging that Georgia was hoarding water from the Apalachicola, Chattahoochee and Flint river system and threatening the economic future of Northwest Florida. The region experienced a fishery decline and Scott blamed it partially on a lack of fresh water flowing from Georgia rivers

into oyster beds in Apalachicola Bay. Lake Lanier, the largest reservoir on the system, is Georgia’s major water supplier, serving the metropolitan Atlanta area. Decisions about water flows and allocations along the river basin may influence future withdrawals from the lake that borders Hall, Forsyth, Gwinnett, Dawson, and Lumpkin counties.

In his 24 page Brief Amicus Curiae, Verrilli stated that although it would be possible for the court to pursue equitable apportionment proceedings while work on the manual is ongoing, he believes that “postponing the proceedings until after the Corps’ administrative process is complete would be the preferable course, so that Florida’s injuries, and the need for and scope of any equitable decree can be more fully evaluated in light of the Corps’ decisions about project operations in the Basin.”

Florida responded Oct. 8 that the court should grant Florida’s motion for leave to file the complaint, appoint a special master, and advise the special master to conduct the proceedings in a way

that minimizes potential interference with the manual process.

Florida Solicitor General Allen C. Winsor argues that initial phases of litigation could be conducted while the manual revision is completed. He submitted that “equitable apportionment actions typically take several years, if not a decade or more, to litigate” and that Floridians should not have to

wait that long.

Additionally, he states that the Corps’ manual process “cannot and will not resolve Florida’s water claims” and that awaiting manual completion results in a “litigation distraction” that could delay court action beyond 2017.

Here’s how to properly use the marine radio One of my duties in the Coast Guard Auxiliary is occasionally standing radio watch in our Operations Center located on Lake Lanier. Our purpose there is to monitor marine radio traffic and report any emergencies or calls for help to our vessel on safety patrol duty that day. We also have the ability to communicate with TOW BOAT/US when needed.

Over the past 20 years or so I believe that I’ve heard it all. Some of the things I hear from recreational boats break FCC rules for marine radio use. Should the FCC (Federal Communications Commission) ever monitor these lawbreaking events, the penalty can be severe.

For instance, the misuse of Channel 16, a hailing channel, is serious enough that it is a class D felony in the event a hoax call is made reporting an emergency. It is also a criminal offense to use obscene, indecent or profane language. The fine is up to $10,000 or imprisonment up to two years, or both. I would advise you to guard your set against unauthorized use by friends or young children.

Striper fishing is good. October was a great month for striper fishing and there is no reason it should not continue into November. There are fish being caught lake wide and in the rivers. Down lines with Herring on points over a 20 to 50 foot bottom has been the ticket for bait fishermen. Umbrella rigs pulled at three miles per hour and back 80 to 120 feet over main lake points and humps has been producing some nice fish. Whether you are using bait or Umbrella rigs the same “run and gun” technique should be used. Run up to a point or hump and make several crossing patterns and move on to the next area. If you are using bait put someone on the deck throwing a buck tail jig and you may pick up an extra fish or two. Don’t waste a lot of time in any one area; if they are there you will know it. A few spots and small stripers are being caught on top water but it is very slow. We still have hopes that a top water bite will develop and this upcoming cold front could be the trigger. Well known Noda brothers die 15 months apart; spent decades serving Lanier boaters

By Jane Harrison Lake Lanier lost a legendary adopted son last month with the passing of Jerry Noda, who with his late brother, Jeff, put generations of boaters on the water. The siblings from Cleveland, Ohio knew the Lanier boating industry inside and out, sailing, selling, surveying and forging a deep bond with boat dealers and buyers on the Georgia lake for nearly 40 years.

Jerry, 62, died in hospice in Cleveland Oct. 8 after battling extremely rare appendiceal cancer.

Jeff, 53, was killed in a motor vehicle accident in north Forsyth County in May 2013. Those who knew and worked Jerry Noda with the Lanier “boat boys” shared remembrances about Jerry’s wry wit and salesmanship and Jeff’s ability to take a boat apart and put it back together.

Close friend and former coworker Rick Seelbinder described Jerry as “one of the funniest, wittiest people I’ve been around. He could bring a smile to your face just answering the phone.” Seel-

binder, 24 years younger than the seasoned boat salesman, met Jerry at the Marine Max dealership in 2004. By that time, “Uncle Noda,” had established a clientele stretching back to the late 1970s who sought him out decades later to buy a new boat.

So did their children. People were drawn to the character who could sell them a boat with plain talk before they knew it and regale fellow marine merchants with hilarity and generosity.

Jerry had a comical nickname for almost everyone. Seelbinder said he renamed him and a coworker “Bingo and Bango … the nephews he never wanted.”

“For people in the marine industry, having Jerry’s wit and humor on a gloomy day would brighten things up. He’d never miss an opportunity to share a joke or laugh,” Seelbinder said.

He was a Seinfeld fan who’d fire up the smoker or turkey fryer for a “Festivus” celebration, complete with a pole reminiscent of that famous episode from the 1990s television hit. He loved bringing people together, whether for a beer after work at The Ridge or a Thanksgiving feast at his home.

Even in hospice, where he spent his final three weeks, Jerry relished those who gathered to see him, from his first girlfriend in high school to about a dozen visitors from Lanier. “He was so proud to be bringing so many people together … people from high school, middle school, his boating days … he was so proud he was beaming,” Seelbinder said.

Bryan Noda said his older brothers came down to Georgia’s great lake from Erie’s shores and established respect through hard work, rapport, and knowledge of the boating industry. Jerry migrated south in 1976 and Jeff followed him into the marine business. Jeff was a motivated “self made man” who started out in boatyards, achieved a captain’s license, and received certification as a marine surveyor.

According to his obituary, Jeff ran his own surveying business Southeast Yacht Services for 30 years. He also captained and Jeff Noda maintained the biggest boat on Lake Lanier, “The Amistad,” owned by Tommy Bag-

well, which he piloted for many groups and charities. His favorite group was F.O.C.U.S, Families Of Children Under Stress.

“Jeff did it all from outfitting to surveying” said Mark Lusink, retired owner of Boating Atlanta, who first met Jeff through his brother in late 1970s. “Jeff knew the service end of the business.

He had good clientele, also.”

Lusink said Jerry, whom he knew best from their years together in the sailboat business and later as an enduring friend, wooed customers with a positive attitude and “badger” salesmanship. His longevity on Lanier is what both customers and lake comrades will miss. “He’d been in it a long time and knew everybody.”

Philip Burton, president of Gainesville Marina, also knew both brothers but was closer to Jerry. Jeff was professional and outgoing; people trusted his opinion, he said. “Both looked out for one another, always.”

He recounted Jerry’s tenure from the sailboat business to selling powerboats for Boating Atlanta, Browns Bridge Marine, Marine Max and Gainesville Marina. “Customers always seemed to like him. Once they got to

know Jerry, they’d figure out a way to buy through him, even when they were doing business with another company,” Burton said. “He was certainly one of the old-timers; he became acquainted with hundreds of boating customers over the years.”

“He was an easy going, give you the shirt off his back kind of guy,” Burton said. A gregarious host and great cook, Jerry made pots of soup in the back office to warm co-workers in the winter and shared his Thanksgiving table with Lanier friends. “Thanksgiving was always a good spread,” Burton recalled.

Long time friend Steve Rhodes met Jerry in the mid 1980s when he was called as an expert witness in a lawsuit against his boat dealership. “He ended up helping us more than he did them,” he chuckled. A decades-long friendship ensued. “He was quite a character, fun to be around with a great sense of humor. He could bring levity to every situation.”

His devoted his business life to selling boats, but friendship came first. Rhodes said he fired Jerry from a sales position at 9 a.m. one day and at 1 p.m. Jerry called See Noda, page 51

LAKE LANIER OLYMPIC VENUE New events eyed for future at LLOV

By Jane Harrison A popular singer-songwriter concert, theatrical production, and perhaps even a local Ninja warrior competition are being eyed by Gainesville-Hall ’96 for next year at the Lake Lanier Olympic Venue.

Venue manager Morgan House told board members at the organization’s October 17 meeting that LLOV is rising on the local radar as a potential site for community events.

House reported that John Jarrard Foundation directors were “very excited” about possibly having a spring concert at the venue. The concerts for local charities traditionally bring hundreds of spectators for music shows and kids’ activities at outdoor venues in Gainesville and Dahlonega.

In addition, House said he is discussing production opportunities with Gainesville Theatre Alliance.

The local drama company attracted around 1,000 to the venue for its production of “Half Mile Down” with barely a week’s notice in October. The troupe is interested in re-playing that show and holding a summer day camp.

After contacting American Ninja Warrior fan website creator Etan Ginsberg, House said he will look into hosting a small Ninja event at the venue. The hit television show features amateur athletes who acrobatically maneuver through challenging obstacle courses. House expected to query local gyms about the possibility of holding a community Ninja contest on the LLOV plaza.

GH ’96 aims to bring more community events to the venue which has been used primarily for its Olympic legacy sports, canoe/kayak and rowing.

Hopes are that LLOV will fill its potential as a scenic lakeside setting for local gatherings, such as the wedding held there last month. GH’96 also received authorization from the U.S. Army Corps of Engineers to possibly hold more than 15 water-related events at the venue. House reported the Corps would approve additional lake events “on a case by case basis.”

The organization is upgrading on-shore facilities to better accommodate meetings and festivities. GH ’96 treasurer Darla Eden reported about $125,000 in capital improvements in the September financial report, $108,000 of which went for two new docks. Other improvements have included bathroom renovations, cleaning and painting at the boathouse, stabilizing stones in the grandstand steps, regular landscape maintenance, fiber optic cable and phone repair (after construction of a pedestrian tunnel), security system installation, and hiring of a maintenance employee.

The board approved an additional expenditure of up to $7,300 for a 4-wheeler type utility vehicle to transport equipment and haul garbage between the grandstand and boathouse sides of the venue.

In addition, members requested House to obtain quotes for sun blocking shades for the tower meeting room. The VIP room, as it is known, is situated right on the water and offers a 270 degree view of the lake. But, attendees at morning meetings wear sunglasses to see associates across the table. The board rents the room for $500 per day and offers a per hour rental.

House reported potential LLOV revenues from canoe/kayak and rowing activities could reach $102,000 next year. He said he had not received confirmation from the International Canoe Federation about whether it plans to hold the 2015 International Dragon Boat Festival at LLOV, as it was announced at this year’s closing ceremony.

In other news, GH’96 planned a meeting with state legislators from around Lake Lanier in late October and planned a strategic planning committee meeting, also last month. House said he would be looking into possible grants to accommodate a new program for paracanoe participants. About five participants with physical disabilities were expected to begin the new session offered in conjunction with BlazeSports of Atlanta.

Big crowd dines at chilly Taste of Gainesville

By Jane Harrison A chilly early fall evening greeted more than 500 diners who sampled specialties from 28 area restaurants at the Lake Lanier Olympic Venue Oct. 4. Attendance at the Taste of Gainesville exceeded expectations of organizers, the Lake Lanier Rowing Club, and enabled the club to make an offer on a new boat for its junior squad.

“We were expecting 350 to 400,” said event director Ann Marie Hynes. She believes eight huge banners placed near entrances to the Gainesville limits and other locations helped bolster ticket sales beyond expectations. Tickets went for $25 in advance, $30 at the gate.

“Overall even with the cool weather we couldn’t be happier. I was afraid the cool weather would keep people away; I’m glad that they came,” Hynes said.

The event on the LLOV plaza offered a unique lakeside dining experience with white tablecloths and fresh flower centerpieces and live music from classical guitarist Walter Biel. Temperatures in the 50s and wind that overturned decorations early in the afternoon did not deter diners from coming in

their fall jackets and sweaters. And despite the rowing club’s cancellation of last year’s Taste of Gainesville, folks flocked back and newcomers poured in.

A few restaurateurs ran out of samples to dish up to potential future customers. Raymond Yap, owner of Blue Fin on Cleveland Highway, served up Massaman curry, crab Rangoon, and sushi rolls. His deep fried sushi went fast. He described his first Taste of Gainesville as a successful outing to attract new customers.

Jeannie Copeland ladled steaming cups of organic coconut curried squash soup from her restaurant, Natural Juice Café. “This is a great venue by the lake” for al fresco dining, she said. She expected her soup and harvest orzo samples would lure diners into her new Limestone Parkway eatery.

“I do this to support the community,” said Chris Richardson, owner/operator of Re-cess Southern Gastro Pub, off the Gainesville square. He brought meatloaf bites and shrimp bisque for diners lined up at his booth.

Jill Ashby, visiting Lake Lanier from England, enjoyed the event with friend, Faye Westfall.

“It’s wonderful … a lovely event,” Ashby said. “It’s a good thing to do and a good way to support rowing.”

LLRC has already set the date for next year’s event, Sept. 26.

“We are going to try to stick with the fourth Saturday in September,” Hynes said. The club has hosted the event for about 17 years, missing only last year.

LCKC offers new dragon boat activities

By Jane Harrison The dragons are over-wintering on Lake Lanier … dragon boaters, that is. The Lake Lanier Canoe & Kayak Club is offering dragon boat training this winter and a spring training camp in March for first timers to experienced paddlers.

The winter program is focused on preparing paddlers for potential racing with Dragon Boat USA through a new LCKC dragon boat

membership. Region Coach Jim O’Dell will lead practices at the Lake Lanier Olympic Venue on Saturdays at 10:30 a.m.

The membership fee is $20 a month, along with the annual USA Canoe/Kayak membership.

O’Dell said the group includes several local paddlers who represented the U.S. on the 2014 world champion dragon boat team as

well as newcomers to the sport.

O’Dell also announced the club will be hosting a spring training camp for dragon boaters March 13-15. He invites paddlers who traditionally trek to Florida for spring practices to train at Lake Lanier this year. The camp will serve all levels of paddlers and is limited to 200 participants.

The cost is $225.

Some items to check after winterizing your boat Boats are complicated machines and require periodic checking. One thing that is overlooked and not inspected is seacocks. Even a modest vessel will have a number of thru-hull fittings below the water line – engine water intakes, wash down pump, live well, head intakes should be protected by seacocks and any thru hull hole should be fitted with a seacock. Boat US insurance states that more than 40 percent of boats that sink do so at the dock or on a mooring. This can be due to the lack of inspection to see that you have seacocks that shut the water intake with ease. Hoses should be properly installed using two stainless marine grade hose clamps per connection. Frequent checking should be a standard practice. If your bilge pump runs often this is the first place to check. It is possible for a hose or hose clamp to leak and a seacock that works will shut off the water leak.

If you leave your boat in the water you might want to shut all seacocks and check for security and check for leaks when turned back on.

Make sure seacocks open and close with ease. In an emergency offshore, the faster you can close a seacock the quicker you will save the boat and your passengers from taking a swim. Make sure all hoses connected to seacocks are in good condition. Replace them if you have any doubt. On larger boats, yachts and houseboats you may find it difficult to inspect. I’ve often thought some designers and builders have a grudge against mechanics and marine surveyors with where they place seacocks. In some bilges I’ve inspected seacocks that were so hard to reach that when I did find them it wouldn’t have surprised me if they had a sign on them saying “Bet you had a helluva time finding this one!”

Regardless of where they are, make sure they work. All have a handle which move 90 degrees when in line with the outlet it opens. Turned 90 degrees it is closed. Gate valves should not be used. They are for farm or household use. When purchasing these items always use a marine approved item. When you have finished inspecting or replacing these items remember to record it in your maintenance log. You also might want to alert your frequent cruising crew to the location of

your seacocks in case of an emergency.

Atlantic crossing and return Not long ago I reported on an Atlantic crossing (Spain to Florida) in a 16’ sailboat made from volcanic fibers. Well, Harold Seblacek made the crossing in 87 days aboard “Fipofix.” He returned to Europe on July 2, 2014 and made it in 46 days. Both crossings set records for solo nonstop Atlantic crossings in a 16 foot boat without assistance. This is quite an accomplishment and in a 16 foot boat at that. Makes you wonder where he stored his supplies, water, food and clothes.

Maintenance and manuals If you have read my column in the past you know how important I think maintenance logs are. As I have said before a good maintenance log can be the difference between selling your boat at a reasonable price or a bargain price.

Onboard system management companies are creating “reminders” of when maintenance is due as easy as point and click.

You will immediately know what needs to be serviced and it will be logged when it’s performed. Your owner’s manual will also be online as well as D.I.Y. instructions for jobs you want to perform. The three top names in the rapidly evolving product category of yacht maintenance management are: My-villages, Wheelhouse Technologies and Vessel Vanguard. Check out which one will best suit the maintenance and information you need to keep your boat in bristol condition. Prices vary from $199 for small boats to $599 for 40 to 50 foot yachts. Remember you still have to perform the service and log it. I would also recommend saving all your receipts, especially the ones that cover expensive maintenance.

Old Ironsides The U.S. Constitution, which is the world’s oldest commissioned warship still afloat, recently took a celebratory trip around Boston Harbor. She was pushed by a tugboat. The historic vessel was headed for a major, multi-year restoration project in dry dock. The ship earned its nickname after winning battles in the War of 1812 against Great Britain. The vessel turned 239 years old this week.

When she sailed into battles she had a crew of 450 which included sailors and marines. Her overall length including bow sprit and fantail is 315 feet, L.W.L. is 175 feet. She was built in 1797 at a cost of $300,000.

According to the report I read the cruise to the dry dock included period costumed crew, bands, many guests including the governor. They numbered more than 500 people. With a compliment of 450 during wartime and now having 500 plus on board I wonder if the Coast Guard inspected for PFDs? Can you imagine a command of “battle stations?” Yes, the cannons were working and they fired a 21 gun salute. I’ll bet fun was had by all.

If you get to Boston in a year or two you should stop by and go aboard. She’s quite a ship and a trip back in time.

A serious fishing trip Costa Rica is the billfish capital of the world. During the 2014 Los Sueños Signature Triple Crown Tournament a world record of 5,078 billfish were caught and released. Los Sueños is located on Costa Rica’s central pacific coast. A photo of the International Marina shows more sport fishing yachts in one place than I’ve ever seen. Considering what you get, it’s not that expensive.

A seven night, three day fishing package for four during high season (Jan. 4 to March 3) runs $6,660.00. In the green season as they call it, (April 1 to Dec. 15) it is $5,950.00. They also have snorkeling trips to Isla Tortuga which is part of the Curv Nature Reserve. They also have a crocodile tour with bilingual guides. What El Nino will bring us this winter El Nino continues to develop in the equatorial Pacific Ocean this month.

We continue to see significant warming of the sea surface temperatures. It is likely to be a weak El Nino even for the late fall and winter. That being said, it is still likely to disrupt and change the global wind patterns. So what does that mean for Georgia and the Southeast?

If it behaves like a typical El Nino, our winter is likely to the colder than normal.

The Climate Prediction Center is giving north Georgia a 33 percent chance of below average temperatures from December through February. Precipitation however, is a little more uncertain. During a weak or moderate El Nino, central and south Georgia tends to receive much more rain than north Georgia. Here in north Georgia, we can be divided even further.

The mountains would receive less precipitation than counties to the south. There appears to be much uncertainty about this. To that end, the Climate Prediction Center has placed the area north of Macon in the “Equal Chance” category, meaning we have too many variables to make an accurate prediction. In my 30 years of seeing the effects of El Nino, which occurs about every three to five years, I have seen winters where it has been drier than normal and wetter than normal with nearly identical situations.

Above average winter precipitation during an El Nino is highly deGlenn pendent on the position Burns of the southern branch of the jet stream. It will Lanier travel from the Pacific Outlook Ocean, through California, the southern states, and into Georgia. It could waver only 50 miles north or south and completely change our weather. It is definitely a fine line of variability.

While we all wait for winter weather, I must remind you November is a “transition month.” As we transition from autumn to winter, we can and often do, face devastating severe storms, like we did last month. Six tornadoes touched down on October 14th. Insured losses were more than $6 million.

The tornadoes were spawned along the leading edge of a squall line called a QLCS (quasi-linear convective system).

They are extremely difficult to detect on radar. We did spot them and we did track them and because of the technology we have, no one was hurt. That is and always will be our goal. I would expect to see several more systems like the October outbreak this month, especially with the changing southern branch of the jet stream over us.

So, with that in mind, take a little time to enjoy the remaining fall color. The holiday season is upon us and winter is looming. November is a month of transition so

Bob and Carolyn boated on Lake Lanier until leaving for their adventure in 2002.

And the No. 1 thing to be thankful for: The WiFi signal is fast and free! Your cell phone is connected.

For many of us, life on the water can be more than a little challenging. We could decide to give it all up but the joys seem to out weight the hassle. Some of the more frustrating issues involve completing projects. I have

found that even those things that appear at first to be simple, end up being more complex and considerably more costly and time consuming.

Take for example, replacing a missing screw. Well, finding the right screw is the first issue. The tin can where they are kept seems to have every type of screw but the one I need. A drive to the local hardware store presents another challenge – they don’t stock stainless steel screws. After 30 minutes I find an ACE Hardware store, paid more than I should have, however, I have the screw I need. I better buy two.

Back on the boat I get out my screwdriver which is a little rusty from lack of use and decide to clean it up with some WD-40. I didn’t lay a rag under the screwdriver so when I sprayed, WD-40 went all over the cockpit. I had to clean that up before it stained anything. Now, onto replacing the screw.

Anytime you are near water there is the chance that it will creep into even the tiniest of holes so I always use a sealant to ensure that water doesn’t invade areas

that it shouldn’t. Silicone tends to be my “go to” product, that is unless I also need some adhesive properties. In this case I didn’t have any silicone but found a tube of 3M 5200. The tube had been previously opened and when I removed the cap everything in the tube was solid as a rock. I tried to pry some of the old stuff out of the tube and got it all over my fingers, the rag, the screw and the screwdriver. Now where is the acetone? Carolyn! Where’s the acetone?

It seems I had used it up on another project and an hour later found myself back at ACE looking for acetone.

Would you ever consider that replacing a screw could be so difficult? I finally got the acetone, cleaned the screw, the screwdriver and my fingers. I dipped the screw into the 5200 that was remaining on the rag and carefully inserted the screw into its rightful position. Thankfully there were no other issues and after whip-

ping everything down, I put my tools away with a sigh of relief, and checked the screw project off of my list.

In retrospect the project wasn’t all that bad. I’m just thankful to have a boat to work on and to enjoy when everything is going right. For those that have had similar experiences, I’m sure you will agree. Ally Mbululo once said, “if you have nothing to be thankful for, check your pulse.”

Shore Sweep 2014: Docks, styrofoam and toys

By Pamela A. Keene On the last Saturday in September, hundreds of volunteers descended on Lake Lanier in one of the largest and most successful Shore Sweeps in recent memory.

Presented annually by the Lake Lanier Association, this year’s Shore Sweep collected the equivalent of 12 tractor trailer 18-wheeler truck beds of Styrofoam, abandoned docks, broken down boats, trash, garbage and more.

“We found where old Styrofoam goes to die – actually an illegal dump site in Hall County and picked up at least 30 large pieces just in one area,” said the group’s executive director Joanna Cloud.

“Overall, it was a terrific year for us.”

Several years ago, the association broadened its planning for the annual event, starting earlier in the summer by

sending out scouting teams to survey where volunteers should focus their work.

The organization divided the lake into zones, appointed zone captains and set about to methodically clean the shoreline and many of the islands.

Volunteers drove around the lake the week prior to the event and transferred information about targeted locations with excessive trash onto maps that were used on Shore Sweep day.

“Some of the items we found and collected were amazing, including portions of vessels, a child’s battery-operated Barbie car and even a vintage pull-tab beer can that had been crushed,” Cloud said. “Our scouting program worked so well this year, that I believe it’s the first time we’ve ever had the entire lake pre-scouted before the event.”

“This litigation is over Florida’s equitable rights to the supply of water in the first place, not to the manner in which it happens to flow out of Federal reservoirs,” the brief states.

It also alleges that Florida suffers environmental and economic harm from over-consumption of water from Lake Lanier in the Atlanta area.

Georgia Attorney General Sam Olens followed up with a supplemental brief Oct. 9 that supported some of Verrilli’s decisions and asserted that Florida could not

prove it suffered from low flows on the Apalachicola River. Olens contends that the Corps’ manual may set a new flow rate that could address all or some of Florida’s needs and thus avert federal court action.

Furthermore, he stated that court should not accept any complaints from Florida about the length of time it may take to complete the manual.

He added that initiating legal proceedings prior to completion of the Corps’ manual would be “time consuming and expensive.”

In a second response, Florida accuses Georgia of a sleight of

hand for arguing that the court cannot apportion the ACF system, yet it wants the Corps to do so to eliminate Florida’s alleged injury.

“The problem necessitating the lawsuit is Georgia’s over-consumption of waters before they enter the Corps’ reservoirs (downstream of Lake Lanier),” Florida says. “Water that Georgia overconsumes upstream on the Chattahoochee or Flint Rivers cannot make it to Florida – no matter how the Corps tinkers with its flows.”

As of late October, the U.S. Court had not responded to the states’ supplemental briefs.

Friends: The soul of Don Carter State Park, new chapter formed

By Jane Harrison With the help of friends, Don Carter State Park may build 24 new campsites, offer interpretive programs, and host a bluegrass festival next spring. These are just some of the projects the new Friends of Don Carter State Park organization hopes to tackle in its first year.

“The state built the park’s infrastructure … the Friends breathe the soul into it,” Head Ranger Will Wagner told about 25 people gathered at the inaugural Friends public meeting last month. They form a local volunteer corps that can help blaze trails, put in campsites, install native plants, set up canoe/kayak paddle-in sites, pick up litter, raise funds and perform a variety of tasks to enhance the relatively new 1,316 acre park.

The support group is expected to take the park beyond its current basic infrastructure to offer more to visitors seeking outdoor recreation and solace 11 miles from downtown Gainesville. The park opened in July 2013 with about 2.5 miles of mostly paved trails, 12 primitive campsites, a paved 44-site RV campground, eight cottages, beach and bathhouse, boat ramps, playgrounds, and four picnic shelters.

“If we get everyone in the area supporting the park, the sky’s the limit,” Friends chapter president Will Hicks said at the meeting.

to the Friends’ meeting and was eager to get down to work. She and husband, Doug, have taken their family to Blairsville to spruce up Vogel State Park for several years. They have planted flower beds, cleaned the lakefront, and painted campground facilities. “We have fun while we’re helping,” she said.

Now she’s ready to help out nearer to home. “This is a lot closer,” she said.

Bundle up for holiday festivities at Lanier Islands

By Pamela A. Keene Two special holiday celebrations take center stage this winter at Lanier Islands.

The 1,500-acre lakeside resort will be filled with several months of snow activities this winter when SnowWorld opens.

On November 21, Lanier Islands Christmas paints the resort with dazzling light displays, carnival rides, free skating and more as Magical Nights of Lights morphs into a brand new holiday tradition.

Guests can experience holiday light displays, roast marshmallows and make s’mores at beachside firepits, and ride carnival rides from 5 to 10 p.m. nightly.

Admission to Lanier Islands Christmas is $30 per carload this year and includes free skating.

Set at the island’s LanierWorld, SnowWorld features four snow-packed play areas and the park’s traditional water slides will be converted to snow slides, snow tubing and speed slides for the winter. Rated for excitement using snow-slope codes, slides like the Intimidator and the Triple Threat are black diamonds; the FunDunker has been transformed and Racing Waters takes on a whole new look and feel. Blue squares are intermediate and green circles are best for the youngsters.

Sunset Cove’s enclosed dining features its popular menu plus some holiday additions. The resort’s Gianni’s will also be open during both SnowWorld and Lanier Islands Christmas.

Admission to SnowWorld is $24.99 per day for children under 42 inches tall and $34.99 per day for anyone over 42 inches tall. Children aged 2 and under are admitted free with a paying adult. Season passes are also available at $94.99 for adults.

Lanier Islands Christmas closes on December 31, and SnowWorld will continue until March 1, 2015.

UYC Parade of Lights back after four-year break

Keene With consistently high lake levels going into the winter months this year, the UYC Maritime Foundation is finalizing plans for its Boat Parade of Lights on Saturday, December 6, beginning at 6 p.m. The last time the organization presented the holiday event was in 2010, because of lower lake levels and the associated safety issues.

“Even though we’ve had a warmer fall than usual, planning for the Boat Parade of Lights has gotten us all into the holiday spirit,” said Bill Mueller with the UYC Foundation and chair of this year’s event. “We hope that many boat owners are already developing their designs to help launch the Christmas season in this very traditional way. Presenting this event is the foundation’s gift to the lake.”

In years past, more than 30 boats in various categories have participated.

Skippers stretched their imaginations to create winter scenes, Santa and his reindeer, giant holiday angels and more.

Prizes will be awarded in three categories – sail boat, house boat and cruiser.

There will also be a “Best in Show” recognition for the most festive and decorated boat across all three categories.

The route includes a number of public viewing venues between Holiday and Aqualand marinas, as well as from Van Pugh Park.

Skippers are required to attend the mandatory safety meeting on Saturday, December 6, at 1 p.m. at the University Yacht Club off Gaines Ferry Road. At that time, route information, staging details and complete guidelines will be provided.

Online registration is open at www.lanierparadeoflights.org and boaters are encouraged to register early. The cost is $25 per boat; the amount is tax deductible. Complete details and information about viewing will also be available on the website closer to the event.

Membership requires lifejackets for weekly lakeside lunches Shore Lines From the fascinating to the remarkable, Lake Lanier harbors many personalities and places along its shores. Lakeside presents “Shore Lines” – stories about people who live, work and play around the lake and the places that make the area special.

By Jane Harrison aiting out traffic lights and weaving through busy city streets to be on time for an executive lunch at a fancy restaurant is now passé for a group of Lake Lanier gentlemen. Now that they’ve become ROMEO (Retired Old Men Eating Out), the power lunch has new meaning for this network that bid farewell to the corporate world and now commutes to Friday lunches on SeaDoo watercraft. Life jackets replace dinner coats. Mid-thigh swim trunks take the place of dress trousers. And it’s off with the wingtips, on with the Tevas as the men splash into a watery world beyond the desk.

From spring to fall, ROMEO rendezvous at designated channel markers on Lake Lanier for weekly cruises to lunch at lakeside restaurants. They dine at dockside eateries where restaurateurs welcome patrons voyaging from the water. In late September, Harbour Point resident Gary Lawrence met Nix Bridge area neighbors Dick Cook, David Banish, and Frank Banks at Channel Marker 14C on the Chestatee for their Friday ride to lunch. The ROMEO quartet averaged around 35 miles per hour in a run out to eat at Aqualand Marina’s Dockside Grill.

They arrived high and dry to order up fried grouper and sausage dogs and talk about their Sea-Doo adventures. “We were the only (jet skis) on the lake

today,” said Banks, 68, a retired vice-president of business development for Hitachi. He left his former abode in Roswell for a place on the lake where he can drive to lunch with friends sans traffic or reservations.

Banish, 64, also from Roswell, retired after 33 years as an information technology consultant. He likes skimming over the water in a fast, agile and stable vessel.

“It’s like a sports car, right on the water.” Heading out to lunch on his Sea-Doo with other retirees from the corporate world enables him to “continue to learn things from a different network of people.”

Lawrence and Cook not only buzz out for Lanier lunches, they have also taken multi-night scenic river outings with a PWC tour outfitter. They’ve toured the Savannah River and were part of a 17-member crew covering 490 miles in three days on a Mobile River run.

Lawrence, 67, from Dunwoody, savors the Lanier lunch outings for interesting conversations with a diverse group of lakegoers from various business backgrounds. The eclectic menu might lead off with an appetizing chat about how to solve the world’s problems before getting to the meat of the conversation: sports. The finale, a dessert discussion about where to vacation.

Lawrence’s skills as a management consultant float well on Lake Lanier, where he shares insights about lake happenings with his team of lake riders.

Cook, 67, former CEO of software company Mapics, started the Friday lunch ROMEO chapter about four years ago after meeting a Florida retiree who moved to Cresswind on Lake Lanier. He wanted to get out more on his Sea-Doo. They needed a destination. Lakeside restaurants fit the bill. “So we decided on doing a weekly lunch,” he said. Word got around and the lunch bunch grew to about 11, with a core group of around four to eight.

Cook described the lure of riding a PWC like an escapee from the boardroom: “I like the feeling of speed, of being on open water … and we don’t have to wear helmets. If you fall off or get wet, you laugh hysterically!”

The Lanier ROMEO chapter is one of hundreds in the U.S. that get retired or semi-retired men out of the house for fun, conversation and good food. “We are aware there are a lot of ROMEO Clubs, but we are the only jet-ski ROMEO Club we know of,” Cook said. During their lunch season, May-October, he sends out a weekly email with a weather report, trip sequence, and lunch spot. From their final rally point, they ride four abreast to lunch tables all over the lake, from Sunset Cove to Skogies at Gainesville Marina to The Heron Grill at Chestatee Country Club. “We can drive right up to some restaurants,” like Pelican Pete’s at Port Royale, Lawrence said. At Heron Grill, management sends a golf cart down to pick them up.

“We’re the only guys in the dining room with life jackets,” Banks quipped.

Unlike many jet-skiers who simply go out to play on the fast, nimble lake toys, the ROMEO enjoy having a destination and networking. En route to or from lunch, they may explore a cove, size up lake houses, or evaluate docks. The safety oriented crew prefers a cruise speed about 35 miles per hour, but can top out at 55 mph. “Above 45, you really need to be paying attention,” Lawrence said.

They believe that lack of boater education has powered PWC- riders’ reputation for recklessness. Cook noted that riders who buzz around in 200 yard circles for hours can irritate anglers and lake dwellers. Unlike their cavorting counterparts, the retired executives have a goal: their power lunch.

The lunch outings, like business meetings, have high and low points. Banish recalled a perfect day: a trip to Sunset Cove under a perfectly blue sky on a glassy

lake, “no traffic lights.” A high point for Banks was exploring calm waters near Lula when the lake level was up. “Even the worst experience on a jet ski is better than the best one off,” Banish said.

The guys recalled their worst trip was when two buddies sharing a jet ski fell off. The rider in back injured his ankle. “He still wanted to go to lunch. He thought he sprained his ankle,” Lawrence said. “He sat at lunch with a pile of ice around his foot.” That was his last ROMEO meal. Besides a tough lesson about fresh batteries, that’s the only incident in four years, Cook said.

Lawrence, on the receiving end of the battery lesson, learned the hard way when his battery died and he had to ride behind Cook, where he got roughed up a bit before lunch. “That was the day I had to pull you home,” Banks laughed.

The Lanier ROMEO gathered for their last lunch of the season in October, but with out of town guests in tow, they journeyed by boat instead of Sea-Doos. They plan to continue meeting in the off-season, traveling either by boat or, ugh, car.

“The group gets itchy to get in the water in the spring, but it is hard to predict the weather next spring,” Cook said. “For sure we will be going by May 1st!” He’s already got a possible opening on his business calendar for April 17, weather permitting. The agenda: launching six months of jet ski lunches on Lake Lanier.

Day Use Parks The Corps operates 35 day use parks at Lake Lanier. Facilities range from parks with boat ramps to those with designated swimming areas, picnic tables, shelters and playgrounds.

All day use parks close daily at 10 p.m.

Boat launching is allowed at all hours unless otherwise posted. Alcoholic beverages are prohibited in all parks.

Picnic Shelters Picnic shelters are available at several Corps’ parks around the lake. They can be reserved for a fee. Call the Lake Lanier Management Office at 770-9459531.

Glen-Ella is an elegant taste of history with a modern touch The triangle of land and water contained within lines drawn from Clayton to Hiawassee to Clarkesville holds an abundance of special family memories that became part of my life. During their courtship in the 1920s, my dad and mom would often stir the summer dust along the unpaved roads that led from Cornelia to the cool, clear waters of lakes Burton, Rabun and Seed. They spoke of a picturesque waterfall along the way known as Minnehaha and an elegant old inn that was in disrepair near the Tallulah Gorge, which must have been Glen-Ella Springs.

Following the War Between the States, many people became quite health conscious and sought areas with natural springs for their vacations. So in 1870, Glen Davidson began building GlenElla near a healthy mineral spring within a short distance of the stagecoach line. Finally in 1881, the Tallulah Falls Railroad was completed into Turnersville that was a 16-mile surrey ride back to Glen-Ella. A year later the railroad was extended to the village of Tallulah Falls making it a resort destination until a Christmas fire destroyed the town in the early 1900s, and Glen-Ella was closed.

It sat boarded up until the Aycock family purchased and restored the inn to its former glory in 1987 and ran it through 2006.

It was then bought and continues to be operated by Ed and Luci Kivett who have greatly expanded on the Aycock’s dreams.

Corps provides update on prescribed burning at Lanier In winter 2011/2012 the U.S. Army Corps of Engineers started a prescribed fire program around Lake Sidney Lanier. Many people have probably heard that the Corps is doing this, but probably only a few have seen the results.

So, what has happened with prescribed fire in the past three years? What is the Corps planning for this year? And, why is the Corps doing this at all? All of these are very good questions. And here are the answers.

In the 2011/2012 and 2012/2013 seasons, the Corps, along with local partners, conducted five prescribed burns in three separate parks. One burn was conducted in Forsyth County while the other four were conducted in Hall County.

The total area burned adds up to 72 acres.

The wet winter last year prevented any prescribed burning by the Corps in the 2013/2014 season. This may seem like a slow start to the prescribed burning program, but that is exactly what the Corps wanted.

Because these areas had not burned in decades, large fuel buildup could mean really large fires. The Corps has kept the fires small for safety.

So what is the Corps planning for this year? This year the Corps’ goal is to conduct three prescribed fires and burn a total of 100 acres. One fire is planned for Gwinnett County and one for Forsyth County.

The third fire will be something new for the Corps – a prescribed fire on an island in the lake.

The islands in Lake Lanier provide habitat for wildlife that would benefit from a prescribed fire. In addition, these islands get a great deal of summer recreational use and pose a threat for a large wildfire if a recreational fire accidentally escapes. This is one reason the

Corps requires any recreational fire on an island to be contained within a device designed for fire, such as a barbecue grill. No open fires are allowed to be in contact with the ground.

And that leads into why the Corps is doing this. The two primary reasons are to 1) reduce the buildup of forest fuels and 2) improve wildlife habitat.

Forest fuels are leaves, pine needles, branches and dead trees that naturally build up in a forest. Historically, natural wildfires in the Southeast United States would consume these fuels. But as time went on, humans removed fire for the ecosystem. That allowed these fuels to continue to build to very unsafe levels. Prescribed fire is a safe way to apply a natural process to reduce the risk of a large, damaging wildfire.

The second reason is to improve wildlife habitat. Because natural wildfires were common in the Southeast United States, the native plants and animals are adapted to fire. By removing fire from the ecosystem, nonnative plants that are not adapted to fire have been allowed to move in. Returning fire to the ecosystem in a safe, prescribed manner helps restore those native ecosystems that the native plants and animals depend on.

Rhodes joked about his friend’s knack for inventing witty and somewhat suitable monikers for his associates. Rhodes, a veteran boat dealer, became “the old boat hoe,” a nickname that makes him laugh.

With customers, he’d deliver the cold, hard truth, telling it just as it is, Rhodes said. He’d seal the sale with: “It may not be the smartest thing you ever did, but it will be the best.”

Rhodes added, “He had a kind heart. He would do anything for anybody.” He even loaned his car to a couple who came off the lake for boat service. With repairs stretching long, the couple got antsy about a late appointment.

Jerry told them, “I can take you home or loan you my car.”

leaving in Jerry’s car.

Larry Neustadt, whom Jerry called “Gramps,” became friends with the Noda brothers shortly after they hit shore on Lanier.

They both sailed on his racing crew and Jerry sold two of the boats he owned. He recalled Jerry brought along a female friend for a sailing outing with prospective customers. “He let the girl sail the boat and they bought the boat.”

“He had a funny way … he could be talking about the boat and suddenly they’d say ‘this is great!” and were ready to buy it,” Neustadt said.

Neustadt was among those who visited the hospice near Lake Erie, where Jerry could gaze at seagulls and beautiful sunsets. By all accounts, he was the same Jerry they all knew from around Lanier: still looking strong, cracking jokes, calling nicknames, and grateful to bring people together.

“He never complained, never

said ‘Why me?’ ” said his brother Bryan, who included a list of “Jerryisms” in his eulogy. “He addressed his illness with dignity and strength.”

Bryan said his brothers’ love of great lakes and their people influenced their choices of final resting places. Ironically, Jeff, who died in Georgia, wished his ashes to be spread on Lake Erie.

They were scattered on the water in a ceremony just after Independence Day. Jerry, who left his beloved Lake Lanier to be near family in the Cleveland hospice, wanted to have his remains scattered on the Georgia lake. It was Jerry’s request to include Jeff, somehow, Bryan said.

He is planning a memorial for Jerry on Lanier around the end of April. Folks who knew him here predict it will be a blast on a boat that might be big enough to bring together generations of lakegoers, boat dealers, and friends.

Maybe there’s an app to control my tech shopping issue I have a little problem. It has to do with the perils of technology and the lust for more. Like most people, I have the basics, but not nearly enough. I do have some some geeky stuff laying about the man cave. And that is where I run into trouble.

Pirates of Lanier Poker Run breaks $1 million fund-raising mark

By Pamela A. Keene In six short years, the annual Pirates of Lanier Poker Run has raised more than $1 million for area charities. At the group’s recent wrap-up party and awards celebration, the group presented five children’s charities with a total of $280,000 from this year’s summer event.

Founded and managed by Lanier Partners, the Pirates of Lanier Poker Run raised its largest amount to date with the 2014 event, grossing more than $400,000.

“This year we are able to award our five chosen charities double what we presented last year,” said John Woodruff, president of Lanier Partners. “We are so pleased to be able to continue to support kids in need through our annual event.”

This year’s recipients are Camp Sunshine – $100,000; Camp Twin Lakes – $100,000; Boys and Girls Clubs of Hall County – $60,000; Sunshine on a Ranney Day – $10,000; and The EdmondsonTelford Center for Children – $10,000.

Camp Sunshine has been a recipient of funds from the event since the Poker Run began six years ago.

The three-day Poker Run, based at Lanier Islands, drew participants from across the United States. In all, more than 300 boats participated. Part of the festivities included an impromptu anonymous challenge grant on the night of the Cap-
