By Jane Harrison An early summer music bash at Lake Lanier Olympic Park kicks off the season with dance tunes, food trucks and local craft beer June 3. Jimmy Buffett tribute band Landshark and Van Morrison cover group Domino will rock The Lake Show waterfront stage from 6-10 p.m. while attendees chow down, sip brews, and shake a leg. Gates open at 5 p.m. “We were looking for great tribute bands with cover music everybody likes to dance to,” said Jody Jackson, executive director of the John Jarrard Foundation. He expects the third annual lakeside concert produced by the local charitable foundation to draw about 1,500 by land and boat to the LLOP grandstands and Olympic channel. Jackson said the bands harmonize well with the waterfront venue and perpetuate a party-atmosphere fans expect at the foundation’s concerts. Friends in Atlanta recommended Landshark, Jackson said, which has performed with Jimmy Buffett in Key West and at Margaritaville. Domino, featuring Greg Hester, is sure to get a Moondance going under the stars. “Everyone loves

Van Morrison,” Jackson said of Domino’s music. Partiers who pay admission or reserve tables in the LLOP grandstands get the best seats, plus a plaza dance floor and easy access to food trucks and beer vendors. Those who anchor boats behind the stage can hear the music from speakers facing the water and might get an occasional peek at performers sauntering backstage to sing a line or two. There is no access dock for boaters, who are asked to contribute $25. Jackson said a foundation boat collecting donations will likely set up under Clarks Bridge and those who give will get a “light up flag” to display. He added that more than 75 percent of attendees come by land. As of mid-April, the foundation was still lining up food vendors to join traditional favorite Johnny’s Barbecue. Gainesville craft brew masters from Left Nut Brewery will have suds on tap. To get the most enjoyment from the evening, Jackson suggested “getting a group of friends together and buying a table.” Tables can be reserved for $400 and are set up close to the stage and include seat cushions, lighted ta-

Scene from last year’s Lake Show.

bles and cups, six meal tickets, and 12 drink tickets. Those purchasing $20 general admission tickets can bring their own lounge chairs or cushions for comfort in the stone grandstands. Children 12 and younger get free admission. The music producer was “blown away” with the Olympic venue at his first visit from Nashville 10 years ago. “I love it … it’s got everything and the whole environment is overlooking the water,” Jackson said. He said the concert supports

local charities most dear to John Jarrard, who moved to Nashville from his Gainesville home to write songs recorded by groups Alabama, George Strait, Tracy Lawrence and others. He died of diabetes-related causes in 2001. The Boys and Girls Clubs of Lanier, Good News at Noon Shelter and Clinic, Challenged Child and Friends, and Northeast Georgia Food Bank share concert proceeds. n MORE INFO/TICKETS: www.johnjarrardfoundation.com

May 2017

WCM approved, new drought operations started on the ACF river system By Jane Harrison Within days of signing a Decision of Record for an updated water control manual, the U.S. Army Corps of Engineers initiated new drought control measures on the ApalachicolaChattahoochee-Flint river system. After water releases from Buford Dam were reduced to a minimum the first week of April, Lake Lanier’s level rose about one foot by month’s end. At 1,062.46 feet, the ACF’s largest reservoir was still about eight and a half feet below summer full pool of 1,071 feet. Hopes for a rainy spring to replenish the lake in time for summer recreation went unfulfilled in March and most of April. Heading into summer, swim buoy lines at Lake Lanier beaches rested on muddy ground. Access to public boat ramps may become limited if water recedes farther. Swim areas are designated generally within the 1,064 contour, and there is little opportunity to extend swim areas as the lake levels drop, according to the WCM. When the lake level drops to 1,064 feet, no water is left in the swim areas. Boaters must beware of usually submerged tree trunks, shallow coves, rock outcrops and

other obstacles hazardous to inattentive captains. Some hazards are permanently marked, but as the lake falls, additional hazards are exposed. The Corps urged lake-goers to use caution at all times. The recently updated ACF water control manual, approved March 30, includes a revised Drought Contingency Plan that initiates drought operations when the federal reservoir projects’ composite conservation storage reaches Zone 3 instead of the lower Zone 4. The Corps attempts to operate its five WCM dams as a balanced system and combines lake level readings to calculate Action Zones. The Action Zones range from Zone 1, with optimal levels to meet ACF water needs, to Zone 4, just above Drought Zone. Lake Lanier has measured predominately in Zone 4 since August 2016, rarely exceeding 1,065 feet at the top of zone’s reach. The drought that has shrunk Lanier is the “main trigger driving the drought operations, said Lisa Hunter, Corps District Public Affairs Officer. Two other reservoirs on the Georgia-Alabama line, West Point near LaGrange, and Walter

F. George, at Eufaula, Ala., reached above normal full pools last month. “It is unusual to initiate drought operations when two of the three reservoirs are full, but doing so provides the opportunity to conserve water as conditions are expected to get worse, she said. The composite measurements have put the ACF in Zone 3 since Jan. 29 when the Corps announced that drought operations would be initiated this spring if conditions didn’t improve. “By entering drought operations, the minimum flow into the Apalachicola River (in Florida) to protect threatened and endangered species becomes 5,000 cubic feet per second, Hunter said. “Drought operations improve the likelihood for refilling the reservoirs, while still meeting the habitat requirements for the threatened and endangered species. The drought plan allows reservoirs to maintain this minimum flow and store all available rainfall, when possible until the basin recovers, she said. The WCM requires that drought plan provisions remain in place until the composite conservation storage reaches Zone 1. Corps’ implementation of the

WCM started after Douglas W. Lamont, the Army’s Senior Civil Works Official, signed the document March 30. In a statement, the Corps said “the water control manuals comply with all applicable laws and will govern operations of the five federal dam-and-reservoir projects in the basin under existing congressional authorizations, taking into account changes in basin hydrology and demands from years of growth and development, new and rehabilitated project features, legal developments, water supply uses, and environmental issues. The Corps considered public comments submitted by the states of Alabama, Florida, and Georgia, and many other interested stakeholders. “The manuals and accompanying (Environmental Impact Statement) were developed after extensive stakeholder, state and agency input over a period of many years, Hunter said. “These manuals provide the framework on how the federal projects in the ACF River Basin will be operated. The manual, which grants Georgia all the water it requested from the ACF, has provoked the ire of Florida officials, who claim

it deprives their state of water needed to sustain the ecology and economy of Apalachicola Bay. Florida’s U.S. Congressional delegation has filed bills intended to halt the WCM. Fla. Rep. Neal Dunn said he introduced two bills to rollback water and river management rules. Ga. Rep. Doug Collins, whose district includes Lake Lanier, told Lakeside News those bills are going nowhere since they would impact water policy in a number of states. The EIS indicates that Apalachicola Bay would sustain mostly the same or worse conditions under the new plan. The bay relies on freshwater coming down the rivers to nourish oyster fisheries, which suffered collapse in the 2008 and 2012 droughts. The Corps maintains that updated manuals conform to the terms and conditions of a Biological Opinion issued by the U.SFish and Wildlife Service in 2016 to avoid jeopardy to federally-listed threatened and endangered species in the Apalachicola River and Apalachicola Bay. The Corps also contends that the new drought operations plan will improve the resilience of the system during drought.

The Southern Fishing Report by Ken Sturdivant

A sampling of fishing information and tips from area guides

Lake level: Down 7.9 feet Clarity: Creeks are stained, main lake clear Temperature: 70s Bass fishing Bass fishing is very good. The lake has been on the rise with the recent rains. We are now in seven feet down range at 7.97. We have not seen a seven in front of that number for several months. More of the spots have definitely gone on bed recently. We are seeing a lot of spawning activity around the lake on humps, shoals, and in sandy pockets. We are even starting to catch a few post spawn spots. The fishing has continued to be very good. We have been doing well on numbers and quality every day. There are a number of patterns working right now, and you can pretty much catch fish any way you wish. We are still focused on main and secondary clay/rock points, shallow shoals around the banks and islands, as well as sandy pockets in 12 feet of water or less. A finesse worm or a Senko on a Picasso Shakedown Head has

continued to produce consistently, and should continue to be a producer for several weeks. Look for the shallower brush on points and in pockets through the day as well, as we have been finding some fish staging around this brush which is often now just under the surface a couple of feet with the low water conditions. A new swimbait called the Sweet Herring from the Sweet Bait Company has worked very well on some days in these areas also. The Sweet Herring swimbait has also been good on the windblown rocky points and banks. As the sun gets up, check the shallow docks in ditches and pockets for activity. Docks are always as good bet this time of year. If you want a bite, fish a dock. They will not always be good ones, but you will get a bite! The fluke has continued to produce well also points, docks, humps all of the above are viable. We are continuing to get a top water bite in the AM. A Vixen and a wake bait are starting to produce for us almost every morning. A Sebile swimbait has also been good in the early morning

hours. This is always a fun bite and should continue to get stronger as we move forward through the spring! This report was filed by Jimbo Mathley, www.jimboonlanier.com, 770 542-7764.

It is an added bonus if you can find a good sized brush pile outside the dock. In this case, stay 30 to 40 feet away from the dock and cast your jig to the other side of the brush. Jig it slowly over the brush toward the boat. You may want to experiment and let it fall a little into the brush. Get ready to chow down this season at Lanier’s top eateries By Pamela A. Keene Summer’s not officially here until the restaurants on Lake Lanier are open. While Twisted Oar at Holiday Marina, Coastal Breeze on Lanier Islands Parkway, Big Creek Tavern and Fish Tales at Hideaway Bay stay open throughout the year, they’re joined by a handful of other eateries that signal summertime. Here’s Lakeside’s annual roundup of fun food choices for the boating season. Port Royale’s Pelican Pete’s, Lake Lanier’s only floating eatery, opened in mid-April with a kitchen remodel. “We’ve enhanced the kitchen and brought it to a commercial level with a new flat-top grill that’s bigger than at Waffle House, another fryer and a 16-foot hood,” said Brian Grill, who’s beginning his third season as manager at Pelican Pete’s. “We’ve added some fun burger options, including Pelican Wings, jumbo chicken wings with three different tastes, plus the Propeller Black Angus burger with gorgonzola spread and house-made bacon jam and the Fire Extinguisher Black Angus burger with peppers, onions, provolone, jalapenos and spicy chipotle may-

onnaise.” Pelican Pete’s has a petfriendly patio and offers casual dining with lake views. It’s open Friday through Sunday from 11 a.m. to 9 p.m., then seven days a week after Memorial Day weekend. Guests coming by boat can park at the courtesy slips. More info: 770-877-5717, ext. 5, or www.bestinboating.com. Twisted Oar at Holiday Marina is expanding its menu with made-from-scratch pizzas in three sizes: individual, 12- and 18-inch. They join popular entrees including peel-and-eat shrimp, salmon BLT, fish and chips and coconut shrimp. From deep-fried baskets to plated entrees with sides, Twisted Oar also serves pulled pork, salads and sandwiches. It has a full bar and serves more than a dozen beers on tap. Special events this season feature Trivia Mondays, Taco/Tequila Tuesdays, and prime rib on Friday nights. The restaurant has live music on Wednesday, Friday, Saturday and Sunday. More info: 678-714-7572 or www.facebook.com/twistedoar. Hideaway Bay’s Fish Tales, owned by Dale Ozaki, is open year-round, but he kicks it up a couple of notches for the summer

season. “We’ll have live music every night from Memorial Day until Labor Day,” he said. “And we’ve added some new items or the summer, including madefrom-scratch crab cakes and coconut shrimp.” The eatery’s signature conch fritters, fish tales (grouper fingers), fish tacos and groups sandwiches remain on the menu as long-standing and very popular items. More info: 770-967-3775 or www.fishtaleslakelanier.com. At Ozaki’s other restaurant, Pig Tales at Aqualand, opening day was May 1 for daily operation. In addition to its burgers, wings, barbecue and brisket, the menu has been expanded by adding several seafood entrees. “We’re bringing over some of our more popular items from Fish Tales this summer,” Ozaki said. Pig Tales will have live music on Friday, Saturday and Sunday. More info: 678-828-7676 or www.pigtaleslakelanier.com. Skogie’s at Gainesville Marina underwent a remodel earlier this year, adding a beer garden and changing the restaurant’s décor. LAKE LANIER OLYMPIC PARK High school, college rowing regattas at LLOP in May By Jane Harrison A regional high school regatta and national college rowing championship will bring thousands of rowers and their supporters to Lake Lanier Olympic Park this month. High school athletes will race May 13-14 in the Southeast Regional Youth Regatta. College clubs hit the water May 27-28 in the American Collegiate Rowing Association National Championship. The regattas, hosted by the Lake Lanier Rowing Club and Gainesville-Hall ’96, are expected to bring about 1,500 participants and 500 to 1,000 spectators. John Ferriss, the rowing club’s regatta specialist, said the youth regatta will likely fill more grandstand seats and hotel rooms with youngsters’ parents than the ACRA competition Memorial Day weekend. Crews from LLRC and Riverside Military Academy are among those competing in the regional

youth regatta for a shot at the US Rowing National Championship in June in Sarasota, Fla. High school teams from Georgia, the Carolinas, Florida, and Tennessee will stroke in preliminary heats in eight- to single-seat boats starting around 9:30 Saturday morning. Finals wind down around 4:30 p.m. Sunday, pending no weather delays. US Rowing annually alternates the regional regatta between Florida and upper southern states. “They seem to be happy here,” said Ferriss. ACRA officials also favor LLOP, their national championship site for seven consecutive years. ACRA is composed of club teams that do not have official college affiliation. The high profile regatta draws crews from across the country for their season’s grand finale. Ferriss said local entities actually run both events, with Gainesville-Hall ’96 in charge of all venue-related matters and

LLRC providing motor boats and on-the water support. US Rowing and ACRA bring their own officials. Organizers plan to fill 150 volunteer slots to work the regattas. Ferris said parents of LLRC junior rowers “play a major role” as volunteers. About 23 LLRC youths will compete. Ferriss does not expect low lake levels to hamper the competition. But, it will likely move the launching and disembarking sites from behind the boathouse to docks placed elsewhere on shore. He noted that crews in the John Hunter Regatta in March adapted well to docks set up behind venue’s equipment building. In late April, with the lake down about eight feet, the drop from the platform behind the boathouse and the water was too steep to connect the docks. The two weekends of rowing regattas follow a high stakes national canoe/kayak team trial at LLOP May 20.

19 hometown paddlers competing in national competition

Other LLOP Events

By Jane Harrison For the second consecutive year, the Lanier Canoe & Kayak Club will host, organize and put paddlers between the buoys in the USA Canoe/Kayak Flatwater Sprint National Team Trials. Athletes from around the country will compete for spots on the Senior, Junior or Paracanoe National Team in the trials May 20-21 at Lake Lanier Olympic Park. “We are very fortunate to be hosting this year’s event and to have 19 of our hometown athletes competing” said Tracy Barth, president of LCKC and coordinator of the event. “Our athletes have been training hard all year for this event, sometimes practicing 15-20 hours per week. This is where all of that hard work pays off.” Athletes have the option of competing in 1000, 500 and 200 meter races. USACK Flatwater National Sprint Team officials will select members based on their results. LCKC Head Coach Kalen Scholz, who is also Vice Chair of the USACK Sprint Coaches Association, said the trials show

coaches how their high level athletes measure up against others around the nation. It will also give some of LCKC’s juvenile category Scholz paddlers a chance to “get on the line and race against top competitors in a high stakes environment,” she said. The LCKC trials squad consists mostly of junior and senior athletes, but Scholz is putting in some 15-16 year olds to get racing experience. Most teams traveling long distances, such as those from California, will send only elite junior and seniors; but with the regatta on home waters, LCKC plans to broaden its race roster. “There’s definitely a home advantage,” Scholz said, when paddlers race at a familiar venue and don’t have to fork out travel dollars. It saves money for potential international championships later this summer, she said. Athletes selected for the Team USA qualify to compete in Hungary, Serbia, Czech Republic or Romania for various events, in-

cluding the 2017 Canoe Sprint World Championships and World Cup. LCKC trials participants are “very excited … especially those who are really serious. There’s a lot riding on” their races, the coach said. She added that about 8-10 are aiming for national team berths. Others, including juvenile classification athletes, are focusing on the USACK National Championship in Florida in August and the Olympic Hopes Regatta in the Czech Republic in September. Scholz put 28 team members through intense training last month at spring break camp in Clermont, Fla. The squad of mostly high performance athletes hit it hard with on-the-water speed work, cross-training, and race-preparedness drills in thrice a day practices. Scholz expects some to qualify for the national team this month in front of LCKC members and supporters volunteering their time to run the event. Having the event at home means more work for the club, which is recruiting volunteers to help out.

Docks definitely matter (in lake home values) By Bev Knight One of the most often overlooked aspects of a lake home’s value is the dock. While the quality of the dock won’t necessarily sell the house, it is often a tiebreaker when two homes have similar values. You might be surprised at how many million dollar lake homes have deteriorating or even unsafe old docks. The higher the price tag, the more important it is to maintain your dock properly. Here are a few suggestions for ensuring that your dock is an asset, not a liability. Flotation – As you know, Lanier is a U.S. Army Corps of Engineers’ lake; so, the dock must meet the guidelines they set. They do require that the floats under your dock be encapsulated, not just the naked Styrofoam. When you transfer the ownership of the dock, the Corps will come out for an inspection. If the dock has the old flotation, they are going to require that the new owners get the encapsulated kind before they will transfer the permit. If they do an inspection for your renewal, the same rules apply. Replacing the flotation is fairly expensive, but you are going to have to do it eventually to keep your dock per-

mit. A savvy lake real estate agent will certainly know that and will deduct the cost of replacing the flotation (and probably more) from their offers. There are quite a few companies who do this type of work, but it is in your best interest to find a reputable, experienced company who knows the Corps’ rules. Be sure to ask them how they dispose of the old flotation. Many just push it out into the cove and let if float away while others haul it to an island and dump it. That creates eyesores all over the lake, and groups like the Lake Lanier Association have to hold clean-up days to remove it. Instead, find a company who follows Corps’ guidelines on flotation disposal. We all share this lake, so we should all do our best to be responsible stewards of its beauty and cleanliness. Safety – Keep your dock safe, well-maintained and in good working order to ensure the wellbeing of anyone who might use it. Watch out for jagged edges and loose boards that might become tripping hazards. Don’t let any part of the dock break off and become a boating obstacle for other lake users. Control the rust on

metal parts so the framing remains strong and durable. And by all means, make sure the boards on your dock are solid and adequate for their intended purpose. Potential buyers will definitely walk out on your dock. Aside from the fact that maintaining the dock is the right thing to do, you do not want the liability of someone getting hurt on a faulty dock. Replace rotting boards and be sure they are well-secured with screws, not nails. Stay Afloat – As lake levels rise and fall, you definitely want to keep your dock in the water. This is crucial because it has a huge impact on the salability of the property as a whole, and it keeps your flotation from deteriorating. Sometimes it will crack when it dries out. If moving your dock is a physical challenge for you, there are quite a few companies who, for a fairly reasonable fee, will make sure your dock keeps its “feet wet” by repositioning it as water levels change. You don’t even have to call them. Once the contract is made, they just keep up with lake levels and handle it. If you don’t know who to call, ask a lake real estate agent or Google “Lake Lanier dock

A well-kept dock raises a lake home’s value.

service.” Appearance – Let’s face it, docks age quickly. They are constantly exposed to the sun, weather, waves, and wildlife. Even docks that are structurally sound often look old and tired. One inexpensive trick is to pressure wash the boards to make them look newer. If you get an inexpensive pump, you can even use the lake as your water source. (It just runs right back into the lake once it washes your dock.) Sometimes you can simply flip the boards to put the fresher side up and make it appear newer.

After the boards are clean, apply a sealer to preserve the wood. Also, don’t leave ropes, paddles, floats and other junk on your dock. That clutter just becomes a home for spiders and makes the dock look smaller. Put lake items in a dock box or secure them in a way that looks organized, not cluttered. Stairs – Like just about every aspect of lake living, the Corps has guidelines for the installation of dock stairs. These guidelines exist to make sure your stairs are safe and long-lasting. Be aware See Docks, page 53

El Nino likely to develop this summer I hope everyone is enjoying our spring weather. This past winter felt more like spring and our spring feels more like summer! So, are we going to have another extremely hot summer like we did last year? That’s the question everyone is asking. From what I have seen, we may have more of a typical north Georgia summer. If you’re wondering what “typical” means, I do believe most days will be in the 80s with our fair share of 90s through July. I do not expect record setting consecutive days of 90 degree heat. We have been very fortunate, so far, at avoiding major severe storm outbreaks this spring. We have seen more rain events that have been more typical of July. Slowmoving storms, large hail, and gusty winds have been the rule in a large majority of our spring storms. Climatologists are now forecasting a weak El Nino developing right now. With that in mind, we may have more clouds than usual during our summer days. That will certainly help block the intense summer sun. As with most El Nino episodes, our rain chances will be a little higher than usual. This leads me into writing about a subject you may not want to read about but needs to be said. OK, here goes. Do you remember those two days back in April when we had some very heavy rain from slow moving storms? In the days following, the water quality in the Chattahoochee became horrible. At one point, there were something like 8,000 to

10,000 colonies of E coli bacteria per three ounces of water! NeedGlenn less to say, when the National Park Advisories Burns were issued, no one went near the Hooch. Lanier There are no water monOutlook itoring stations – recording E coli data – that I know of on Lake Lanier. We have the same run-off, only on a much larger scale, in the Lake Lanier basin. The slow moving storms produce enormous run-off into creeks and feeder streams. That run-off contains animal feces, pesticides, and all kinds of garbage that can make some people extremely ill. So, just a word to the wise. You might want to avoid swimming in the lake for two to three days after a big gully washer to be safe. Our lake, river, and stream water quality continues to decline and will no doubt be getting worse in the years ahead. Our population continues to increase at a rapid pace and home building has been skyrocketing. Shopping areas have also been expanding to support the increased housing. This means we have so many more nonporous surfaces like roads, parking lots, driveways, and so forth that there is simply nowhere for the water to go. It does not get absorbed into the ground and underground water supplies. It just runs off and takes terrible things with it. It’s not just bad for humans to come in contact with that kind of pollution. It’s also bad for your pets. My vet actually told me he’s seen a huge increase in illnesses in dogs as a result of the water pollution.

The basics of navigation can improve your boating experience “Navigation General,” is a vital part of knowledge for every type of deck officer seeking a professional license. It covers a wide range of topics, including weather, buoys, markers, and other aids to navigation. This science is one of the most valuable foundations in safe boating and developing good navigation skills. Weather plays a huge role in everything. The ability to recognize a threat and take the proper actions to avoid or mitigate, is significant to your overall success. Many different forms of media provide that data: satellite and other sophisticated technologies deliver near real time information. This is where training, and the preparation to become proficient in the operation of advanced electronics, pays huge dividends in your boating experience. Coupled with the latest high def multi-function displays, your vessel becomes connected, more efficient, and safer to operate. Boating season kicks off a bit early this year The boating season will start early this year. We really didn’t have much winter weather to speak of so it’s time to de-winterize! After your first run, remember to check your water separator. When you tank up remember to add “Stabil” and continue to do it during the boating season. Make sure you get your maintenance log out and do the recommended maintenance before launching. Keep your maintenance log up to date so you won’t miss anything that could cause you a breakdown during the summer cruising season. Re-check all your safety equipment to see that they are in working order. Check your PFDs to make sure they are in good condition and not mildewed or deteriorated. Check your dock lines and anchor and rode. Replace where needed. Inspect fenders so they will protect your hull properly. Check your electronics so they will perform properly. If they are old you might want to update your boat’s electronics. Watch for the West Marine sales and you will save money and you will get electronics that will be technically superior to what you now have. If you are a fisherman you might want to note on your charts the excellent places to fish when Lanier gets an extra 10 feet of water and the lake level will be at 1071. The places you mark on your charts before the lake depth increases will become your future “honey hole” for large bass and stripers, as well as crappie. Those “honey holes” will provide a lot of great fish dinners as well as some large fish for mounting on the wall and great fish stories. If the water doesn’t come up to have reasonable launching and cruising depths and you have a trailerable boat, Georgia has a lot of lakes that are not as drought stricken as Lanier. Another option is the inland waterways in North Florida or on the Georgia coast. If you are a fisherman you have a choice of trout, flounder, reds, kingfish, or tarpon If you ever catch a large tarpon you won’t believe how they fight. You will have a great fish story and probably a great trophy to mount on your wall. If you really want to catch a tarpon, go to Boca Grande, Fla. Tarpon season starts on the full moon in May. Boca Grande is a great place to visit. While there you could visit Ussepa Island and Cabbage Key.

By Jane Harrison The gavel that dropped in a federal court appointee’s ruling was not the final sounding in water war litigation en route to Supreme Court justices. The court last month granted Florida extra time to dispute a report by Special Master Ralph Lancaster that denied its claims against Georgia. Florida’s 2013 lawsuit alleges Georgia hoards water on the Apalachicola-Chattahoochee-Flint river system and caused environmental and ecological harm downstream. Florida’s legal maneuver focused solely on Georgia’s water use, not the U.S. Army Corps of Engineers, which controls the flow of water from five federal dams. Lake Lanier is the largest Corps reservoir on the river system that stretches from the northeast Georgia mountains to Apalachicola Bay. After two years of evidence gathering and a month-long trial, the Special Master ruled that Florida could not prove that limiting Georgia’s water use would increase flow into the Sunshine State. He indicated that regardless of what Georgia does upstream, the Corps controls the volume of flow. The Corps last month began imple-

menting a new ACF water control manual that grants Georgia all the water it requested. Florida’s failure to target the Corps in its 2013 lawsuit hurt its strategy and resulted in Lancaster denying Florida’s pleas. Florida asked for and got an extension to file its objections to the report. The state’s beefs and supporting legal briefs, originally due last month, must now be filed by May 31. The next round of surreplies from Georgia is due by July 31. Florida has until Aug. 30 to rebut the Peach State’s responses. The legal case has cost each state upward of $40 million, including the comparatively small pittance paid to the Special Master. Both states split the $481,257 compensation to Lancaster. Georgia paid 40 full-time attorneys during the discovery period to heap up millions of pages and computer files of evidence. Ga. Gov. Nathan Deal dipped into a special governor’s emergency fund to help finance Georgia’s defense. Florida river advocates have mourned their state’s investment into the lawsuit instead of paying to shore up the infrastructure of oyster fisheries around Apalachicola Bay.

Rent a boat, help the Lake Lanier Association By Pamela A. Keene Tom Stepnowski puts his money where his mouth is. That’s why he’s donating a portion of the proceeds from rentals at Lanier Boat Charter at Aqualand Marina to the Lake Lanier Association. “I believe in giving back, and because we have the opportunity to be on this beautiful lake, what better way to support the work of the Lake Lanier Association than to give back part of the rental for each boat?” he said. Stepnowski recently purchased the Fish Tales rental business from Dale Ozaki. Since then, he has added a vintage houseboat, six Harris tri-toon 24-foot boats, four jet skis, plus canoes, paddleboards and kayaks. “We have partnered with Singleton Marine for the new boats in our fleet,” said the U.S. Coast Guard-certified 100-ton master. “We also offer packages with Fish Tales and Pig Tales with our charters.” Stepnowski credits his wife Andrea as the catalyst for starting the charter business. “She knows how much I have always

loved the water and has been very supportive of me,” he said. His daughter Madison, 19, and son Sean, 16, are also active in the business. He has worked for more than 20 years in ethics compliance, providing code-ofconduct training and services for corporate America. He grew up boating in the Oyster Bay area of Long Island and has lived in Sarasota before coming to Atlanta two decades ago. “I got involved with the Lake Lanier Association ‘organically,’ through Phil Bartoe, who works in real estate,” he said. “I have always been a trash-picker-upper when I’m around water and immediately realized that I wanted to support the organization.” He became a business sponsor. “It was only natural to help support the work of the association,” he said. “We all need to be good stewards and advocates for the lake to keep it clean, safe and full.” n MORE INFO: 678 882-8062,

Is there a good reason not to join the Lake Lanier Association?

So, what are the values of these programs to you?

Before you answer, just think about these questions:

i Protect your property values i Preserve the values that brough ht you to Lake Lanier i Create a better lake recreation experience

i If LLA had not re r moved 25 ² 40 tons of trash each year for th t e last 27 years, what would your view of Lake Lani a er look like?

i If LLA had not mon o itored lake quality for f the past 15 years, what would we know about the condition of th he lake?

:KDW¡V LPSRUWDQW WR \RX" )LVKLQJ VNLLQJ VZLPPLQJ tubing, rowing, jet skiing, family out o ings, scenic views, teaching kids and grandk kids to enjoy water sports, increasing property value es, quiet enjoyment of sunsets?

i If LLA had not pi p cked up the challeng ge of removing aband d ned boats and dereli do e ct docks, who would?

i If LLA had d not accepted the challenge of installing solar lights in the lake, who would have? ?

As the center of population and d economy of Metro Atlanta continues to move north hward, the pressures and challenges to Lak ke Lanier are going to increase. Now is no ot the time for LLA to shy away from those challenges.

i If LLA did not workk with city, ty county, ty state and federal officials on Lake Lanier issues, who would have?

i If LLA did not create a project to protect islands that are disappearing from erosion, who would have? The bottom line is that if LLA did not exist, you would probably create an organization to do what it does. But fortunately LLA has worked on these and other issues for the last 45 years as a volunteer organization.

We need your help to continue to do what we have done and to respond to th hose challenges. Help us protect what is valuable to you! Join us now as we continue to work to pr p otect your lake. group. A graduate of the John Marshall School of Law in Atlanta, he’s a practicing attorney. He and partner Beth Davis manage registration and volunteer check-in with Brenda Musone. He joined the board in 2015 and has managed the casino night for the past several years. “This year I’ll also be manning the card stop at Port Royale,” he said. “That’s where Rea always worked; it was his card stop.” Robert Campbell is one of the original Lanier Partners board members among the group of motorcyclists who transformed their connections to charity into Lanier Partners of North Georgia. He owns Heritage Printing in Buford, the company that does all the promotional and printing for the poker run each year. He’s been boating on Lanier for more than 42 years. “My mother died from breast cancer in 2006, so I knew about the importance of giving back,” Robert said. “Lanier Partners gives us a chance to give back.” Robert works card stops each year. Dan Gordon of Buford has served on the board from the beginning. An avid boater who grew up on the water in Orange Park, Fla., he was in that group of riders who brought their hearts and resources to Lanier Partners. His son, and current board member, Ronnie, is a childhood leukemia survivor who attended Camp Sunshine as a kid. There Dan met members of the Red Devils Yaarab Shrine Clowns and his charity work began, donning clown makeup and costumes and visiting Shrine Hospitals and camps. “Camp Sunshine has always been dear to our hearts,” he says of wife Jenny and his family that includes daughter Sydney, another new board member. “When your child comes that close to death, you just want to keep giving back and that’s what

we’re doing.” Ronnie Gordon is not new to the poker run. For several years, he’s been the group’s tech guru, developing a mobile app and shooting video and photos of the event. As owner of Gordon Media Services, he donates his time and services to the group. “Since Rea passed away, I’ve taken over the website, managing the database and back-of-thehouse operations,” said the graduate of Jacksonville State University in Alabama. He produces the event’s keepsake DVD and is responsible for the nuts and bolts of registration and communications. He continues to be a camp counselor at Camp Sunshine, where he spent time as a camper because of his childhood illness. “Our charities are not picked at random,” he said. “If you ask, you’ll find that each of us have some sort of connection, and it’s truly about the kids.” Dan Schneider of Buford has volunteered with Lanier Partners since the beginning, joining the board in 2011. “My brother Matt is a four-time kidney transplant recipient and he attended Camp Twin Lakes as a camper,” he said. “Now he’s been a counselor for 25 years.” By day, Dan is a national account manager for Michael Foods. His sales experience has positioned him well for his assignment in charge of highprofile sponsorship sales. He and his wife Angie and their teenaged son Jordan have volunteered for six years. It was only natural that he joined the board. An avid boater and fisherman from Coral Springs, Fla., he sums up the philosophy of Lanier Partners and their commitment. “The poker run is all about having a great day on the water and helping some awesome children along the way.” Brenda Musone of Cumming See Shore Lines, page 60

Landscape and garden tips, plus the HCMG Garden Walk Check out some simple do-ityourself money-saving projects for your landscape and home. Then take a day off on Saturday, June 3, to visit private gardens at the biennial Hall County Master Gardeners Garden Walk to learn inside secrets from the county’s best gardeners. Plant colorful annuals in potting soil, fertilize with a slow-release product and water regularly. You can mount them on your outside window sills, along the railings of your deck, on the walls of your home or on the sides of a fence. that the permission for stairs does have to be added to your dock permit, and there are very specific rules for how they have to be built. Check with your contractor to make sure he knows the guidelines, or you can go to the Corps’ website and read them for yourself. (Google U.S. Army Corps of Engineers Lanier.) In fact, it’s a smart practice to visit the guidelines section of their website periodically to make sure you are in compliance. For example, they do not generally allow ceiling fans under the roof of a dock. If you have an old grandfathered-in boat house, you can’t rebuild it with a newer type of material. You can rehab it but only with the type of material originally used in construction. If you have a party deck, they don’t allow a gate on the lake side (because they don’t want people jumping off the roof). These are the types of issues that come up on a dock permit transfer or a permit renewal if there is an inspection. Double-slip permit – The largest dock currently allowed on Lanier is 32’ x 32’. That does not include older docks that are grandfathered-in. In most cases, a dock that size will be a double-slip dock. If you want to maximize the value of your resale, consider applying for a double-slip (or 32’ x 32’) dock permit. You don’t necessarily have to put that size dock in place before

the sale; but, just having a permit for the top size dock is a nice incentive for a buyer who wants a big dock. Be aware that if you decide not to sell the house, you may need to upgrade your dock or lose that designation on your permit at some point. Like everything, the Corps has rules about dock size upgrades. At full pool, the end of your dock (lake side, not shore side) will need to be at least 50’ from the next dock. You can’t impede docks beyond your dock from accessing the path out of the cove. Again, consult the Corps’ site for more information. Note that, because they prefer to take measurements at full pool, you may need to wait for the lake to rise before they’ll let you upgrade. The lake, dock and view add considerable value to your home, sometimes as much as $250k. It makes sense to take care of the dock just as you care for the home and yard. It’s just part of living on the lake; and in the end, you will be the one who benefits from it. Lanier Islands now open for 2017 LanierWorld Season State officials unveil long-term The much-anticipated return of summer comes a little earlier to the shores of Georgia’s Lake Lanier thanks to the opening of Lanier Islands’ beach, boardwalk and waterpark entertainment district – LanierWorld. Packing more than a half-mile stretch of white sandy beach, restaurants and concessions, a five-story high HD TV, miniature golf course, over a dozen waterslides, LanierWorld opened on May 6. Celebrating an extended summer season this year, the park will be open on weekends through October 1, and open daily from May 22 through August 6. “Lanier Islands is looking forward to an ‘eventful’ summer season at LanierWorld,” said Bucky Perry, the resort’s director of operations. “We’re bringing back all of our fan-favorite rides and slides, and placing more of an emphasis on the overall guest experience with great open-air concerts, memorable holiday celebrations, carnival-inspired monthly Full Moon Parties and – new this year – special Community Days to honor our neighboring communities and the people who live there.

tourism development options We’re also debuting a delicious new menu at our popular beachfront Sunset Cove Café.” Broken into four distinct districts, new guests to the Islands can expect to find the following during their visit to LanierWorld: Big Beach: Guests can grab a lounge chair and soak up rays, tackle the water top Wibit inflatable obstacle course, catch a movie on the Spectacular Screen, bounce around Bucky’s Battle Ball Court, watch the little ones make a splash in the Fun Zone or test their bravery on three high thrills waterslides: Blackout, Fast Down and Double Down. Boardwalk: Visitors can peruse the food stands, sidle up to the Dockside Bar, dine on pizza or pasta at Gianni’s Italian Bistro & Pizzeria, soar over the lake on the Thunderbolt Triple Zip, or tackle three awesome waterslides: CAT4, Twister and Typhoon. Family Fun Park: Home to the Islands’ renowned Wildwaves Wave Pool, mom and dad can relax at the edge of the surf while

kids take to the waves. For adventurous guests, the Raging River waterslide awaits. Family Fun Park is also home to the brand new eatery – The Break, created by the founders of Rico’s World Kitchen in Buford and The Brunch Apothecary in Dacula. By Pamela A. Keene Flowery Branch could be poised to be the epicenter for tourism in Hall County, taking the lead as the gateway to the Northeast Georgia Mountains for visitors. In late April, state economic development and tourism officials presented the results of an in-depth three-day visit several months ago to help identify the strengths and challenges that could kick tourism up a notch for Hall and literally put this part of Georgia on the visitation map. From public art projects to the development of historic sites, Hall County is ripe for tourism development. But first, some issues need to be addressed. “Right now there is no clear identity for Hall County, its towns and cities,” said Janice Marshall, tourism and travel consultant who helped put Macon’s music scene and annual international cherry blossom festival on the world stage as long-time director of tourism in Macon/Bibb County. “And you have a unique situation here with two convention and visitors

bureaus – Gainesville CVB and Lanier CVB – who need to work together to identify and consolidate the brand, as well as their resources. By combining resources, you can create a greater impact.” The 15-member team visited virtually every corner of the 429square-mile county – one of the state’s largest – several months ago to assess tourism, attraction and lodging attributes, things that already exist that, with some tweaks can be upgraded and promoted across the Southeast. They identified Flowery Branch, with its proximity to I-85 and I-985, as the perfect place to bring people into Hall County, not only as an access point to Lake Lanier but also as the gateway to the Northeast Georgia Mountains. “Putting an interactive and engaging welcome center in Flowery Branch and creating a billboard campaign to redirect people to this area makes good sense,” Marshall said. “Include a children’s activity area, videos, and a gift shop to engage visitors and show them what this area offers for adventure, sports, history, See Tourism, page 70

For more than 30 years, she worked in corporate America as event manager for some major players, including the launch of BellSouth.net. She and late husband Ralph were active volunteers at the Lanier Harbor Poker Run, working with Barkley as the event continued to grow. Today, she handles volunteer operations and event check-in for the Pirates of Lanier Family Poker Run, interfacing with nearly 150 volunteers who help make the event run smoothly. She also works with Just People Inc., a new organization in Hall County that works with special needs adults. “I’m am so proud to be on the board,” she said. “I have never met a group of people who tirelessly work to give, give and give or their time and financial resources for the children of Georgia.” Bruce Longmore left corporate America in 2008 to, as he put it, “chase the American dream.” After nearly 20 years in health care technology and sales, he purchased a Lenny’s Subs franchise. Monticello, Fla., is laid-back and charming Finding a beautiful town with a slow pace in the midst of chaos in our electronic “speed of light” world these days is refreshing. Appropriately named after the home of Thomas Jefferson in Virginia, Monticello, Fla. is just such a place. Though less than 30 miles from the bustling university and capital city of Tallahassee, this tiny village has numerous historic buildings and a small town feel that is rarely seen anymore. One only has to spend a night at the Avera-Clarke House Bed and Breakfast (www.averaclarke.com) with Troy and Gretchen Avera to taste the true Southern charm and hospitality of another wonderful era. The gorgeous property and their historic 1890s Victorian home sits on an acre amidst towering oaks and colorful magnolia trees. Within two blocks of the magnificent old courthouse at the center of the town, the Avera-Clarke House is the perfect hub from which to explore the rest of Monticello on foot. Other than the massive courthouse in the center of the town square, the Monticello Opera House is a prime attraction. This immaculate structure built in the 1890s has been restored to its original beauty and is in use constantly for all of the arts ... including musicals and plays in the theater on the second floor. One of the highlights, however, is having dinner on the first floor prior to enjoying entertainment on the upper floor. Monticello is also famous for sheer numbers of restored and nationally registered homes and other buildings in the Historic District. Almost 600 buildings are in this area that were built before 1930. Among these is the WirickSimmons House, which was built

Sailing club hosts open house By Pamela A. Keene Come out and experience the sailing life on Saturday, May 13, when Lake Lanier Sailing Club in Flowery Branch hosts its annual open house. Members will offer tours of the clubhouse, marina and beach, sailboat rides, one-design race boat demonstrations, kayaking and stand-up paddleboard, plus information about programs for youth and adults. The club’s beach near Old Federal Park will also be open for swimming. “We want people to come out and experience the fun and camaraderie of sailing,” said Amy Larkin, past commodore of Lake Lanier Sailing Club. “We have a terrific family at-

We did an extensive inventory of the assets here and it’s really incredible.” The 140-page spiral-bound report includes specific attractions, historical sites and potential areas of development to increase the economic impact of tourism in Hall County. It also includes a lengthy section of resources for officials and tourism marketers. “Hall County could be a destination market the way that Savannah is once the county and officials work to create a sense of place, label it, brand it and market it,” Marshall said. “Are you the Chicken Capital, a college town, a lake and recreation community? What are your attractors, the big hook to bring visitors here?” “We were so impressed by the large number of things to do, places to see, historic and heritage sites to promote and outdoor activities so close by, just waiting to be marketed.” Presenters World outfitters, a river cabin stay agreed that Lake Lanier and its assets are a “big wild card” in the and paddling trip and a Dahlonega Paddle and Play pack- marketable tourism mix. “This part of the state is filled with outage. door and adventure opportuniFor more information or to purchase tickets, visit www.chat- ties,” said Jim Langford, president of the MillionMile tahoochee.org. mosphere and a full calendar of activities all year long for children and adults.” Founded in October 1958, the club how has nearly 375 member families. Greenway that was instrumental in creating Atlanta’s Beltway. “Trails can be a great connector between attractions and historic sites. What about a ‘Gold Belt Trail’ that could connect Dahlonega and Lake Lanier to the Silver Comet Trail for hikers, cyclists and adventurers? Or think about water-based trails that draw people to interact with the lake, the rivers and attractions.” The 90-minute presentation touched on creating a number of possibilities at the Lake Lanier Olympic Venue, Historic Healan Mill, Don Carter State Park, the Buford Corn Maze, INK children’s museum, the Atlanta Fal-

cons, Wrigley and Jaemor Farms, among others. “Expedite visitor access to all that you have to offer and capitalize on your assets,” said Chris Cannon, Georgia’s assistant tourism product development director. “Bring in more lodging options, from bed-andbreakfast inns and boutique hotels to downtown lofts, add reasons for people to come and stay here, such as public art and stories about people,” said Cindy Eidson, director of Georgia’s Office of Tourism Project Development. “And certainly encourage your residents to play tourist here in Hall County. They’re among your best promoters.”
