Florida requests oral argument water lawsuit

By Jane Harrison Florida attorneys want another day in court to argue their case for cutting Georgia’s consumption of water that spills across the state line in the ApalachicolaChattahoochee-Flint river basin. The Sunshine State last month asked Special Master Paul J. Kelly, Jr. to consider hearing oral arguments in the lawsuit that has been simmering since Oct. 2013. Kelly, the second court appointed Special Master, has already told warring parties they have amassed sufficient evidence, but left open the possibility of an “additional non-evidentiary hearing.” However, his order did not label potential spoken presentations as “oral argument,” as Florida’s March 12 request did. As of late March, Kelly had made no public disclosure about whether he would allow a hearing. The legal maneuvering stems from Florida’s accusations that Georgia consumes more than its share of water from the river system that starts in the North Georgia mountains and flows across the state line into Apalachicola. Lake Lanier is the largest of five reservoirs on the rivers. Florida

blames Georgia for the collapse of oyster fisheries in Apalachicola Bay, which needs freshwater flow to nourish oyster beds. Georgia has responded that Florida’s own water practices were partly to blame and that cutting Georgia’s water use would thwart the Peach State’s economic growth. The Supreme Court sent the case to Kelly in August 2019 after the initial special master denied Florida’s claims because Florida could not provide clear evidence that limiting Georgia’s water consumption would substantially remedy Florida’s situation. Special Master Ralph Lancaster concluded that because the U.S. Corps of Engineers controls water flow through the dams, a limitation on Georgia’s tap on the rivers would not necessarily pass more water down to Florida. Kelly quickly told attorneys he had enough evidence to consider, but asked them pointed questions about Georgia’s water consumption on the Flint River, the volume of water Florida needs to ameliorate its problems in the Panhandle, and what conservation efforts Georgia has implemented. He also essentially asked for a

cost-benefit analysis: how much would it cost Georgia to cut back and how much would it benefit Florida. States completed responses and rebuttals in February. Florida filed its latest request, stating it “is amenable to any argument format that the Special Master believes would be most helpful in resolving the case, but, given the magnitude of the record

and number of issues … proposes allotting each party ninety minutes for an initial affirmative presentation, followed by an appropriate time for rebuttal and any further questions the Special Master may have.” Georgia attorneys previously said they would support a non-evidentiary hearing to answer the special master’s questions.

Lanier Islands renovates Peachtree Pointe

Keene Peachtree Pointe, Lanier Islands outdoor amphitheater and pavilion, has received a $1 million renovation. “We are so excited about Peachtree Pointe that has now been enclosed and upgraded for a wide variety of special events,” said Missy Burgess, director of public relations and marketing at Lanier Islands. “Now we can accommodate up to 500 guests in the climate-controlled interior and continue to offer people fabulous views of the lake.” The facility, located outside the gates of Lanier Islands, now offers two commercial kitchens and a covered terrace. The 8,500square-foot venue can be divided by an air wall to create two smaller event spaces

that can be used for weddings, reunions, corporate meetings, banquets and graduation parties. Peachtree Pointe has been decorated with chandeliers and is heated and cooled. It also has two bride rooms. Peachtree Pointe offers guests a large venue with ties to the outdoors, adding options for larger events. The resort’s ballroom can handle up to 700 guests in an indoor setting. Throughout Lanier Islands, more than a dozen event venues provide many options for special events. “Peachtree Pointe has always been one of our most beautiful venues with amazing lake views,” Burgess said. “Now that it’s been updated and enclosed, we know that our guests will truly enjoy their events there even more.”

The fish are definitely and finally in full pre-spawn mode. They are still somewhat spread out and somewhat unpredictable, but they are moving. A crankbait and a jerk bait have been our best choices for catching fish recently. Shallow is the word for the fish we have been on. We have been working these baits shallow on rocky and clay points at the mouths of pockets and creeks. A Spro McStick jerk bait and a Castaway 1.5 Shad crank are good choices. Also, these baits will work back shallow in the creeks as well. Some days the wood in these areas is holding fish as well, so make sure to make some casts to the now many pieces of flooded cover. Residents and businesses from the Lanier area responded to the needs of Alabama tornado victims last month. Spokesman and organizer Scott Kanady said the group raised more than $3,500 in funds plus items ranging from clothes, food, baby needs, bottled water and much more. Kanady and others then traveled to the stricken area to help with home repair and distribution of the donated items. He said some of the businesses that made donations included Minds Eye Tattoo, Lanier Dock Watch and Fish Tales. Director expects full bloom for Gainesville’s botanical garden

By Jane Harrison Blooms opening up this spring at the Atlanta Botanical Garden’s Gainesville Garden signal the start of a colorful, eventfilled season at the woodland oasis. From plant sales to concerts, propagation lessons to bourbon sampling, the off shoot of Atlanta’s Midtown garden brings it all to the peaceful respite just north of downtown Gainesville. Long before early spring’s tulip blossoms faded, Garden Director Mildred Fockele was plotting activities to fill the garden’s April-October calendar. Fockele, who lives in Gainesville, recently became full-time Gainesville Garden director after previously splitting her time between her hometown garden and Midtown. In her new assignment, Fockele can “focus her undivided attention to the Gainesville Garden,” said Atlanta Botanical Garden President Mary Pat Matheson. “It’s a lot of fun and a big change,” Fockele said. Not having to drive to Atlanta every week frees up more time for Gainesville, she said. She’s investing her energy planting thoughtful programs and growing events at the amphitheatre. One of her main goals this year, the opening of a new Children’s Garden, has been delayed until fall due to an extremely wet winter. But, she’s excited about what’s sprouting up in the meantime. Woodland Ramble/Spring Plant Sale, April 20 – This annual rite of spring has grown from its origin three years ago to a

full fledged garden festival. Thirty- eight north Georgia craftspeople will show off and sell original nature themed, recycled or upcycled art. “We’re excited about the high number of vendors. We’re hitting our stride,” Fockele said. Expect to find jewelry, pottery, candles, and soaps, among other items. Along with handmade wares, the ramble includes sales of rare plants not usually found in local garden centers. Visitors can shop, stroll through the garden and pick up a bite to eat or a popsicle from food trucks on the garden grounds. Wine in the Woodlands, last Thursday May-Oct. – Enjoy an evening sipping wine, craft beer or soft drinks in the garden during this spring, summer and fall. Fockele said the outdoor after-work relaxer has doubled in attendance since its premiere. The garden pours the beverages and a caterer serves light fare such as small sandwiches, fruit cups and chips with salsa. Corn hole boards and other fun games add some action to happy hour. Brunch with Mom – Mothers get treated to a brunch, cash bar, and woodland garden stroll in the May 11 fete, just before Mother’s Day. LAKE LANIER OLYMPIC PARK

Gainesville seeking year-round control of facility

By Jane Harrison A new era could begin for Lake Lanier Olympic Park this summer, pending local legislation introduced in the 2019 session. Bills permitting the City of Gainesville to annex the 35.5 acre park and raise the hotel/motel tax to support park improvements were submitted just prior to the Georgia General Assembly deadline in March. Legislators were expected to vote on the measures before leaving the Capitol at the close of the session Apr. 2. Approval would add to the string of outdoor jewels managed by the Gainesville Parks & Recreation Department. The venue would become a city park, rather than one jointly managed with Hall County, and the recipient of a budgeted allotment of around $350,000 when the city’s fiscal year begins in July. The city and county have each contributed $150,000 annually since 2014. “The park is a gem, a huge attraction,” said Gainesville Mayor Danny Dunagan. City manager Bryan Lackey estimated that when the economy is good and tourism is as strong as it currently

is, the two percent increase in the hotel/motel tax will contribute $300,000 to $350,000 annually to the park. The council unanimously approved raising the tax from 6 percent to 8 percent last month after previously okaying the proposed annexation. Hall County officials sent letters of recommendation supporting the annexation to state legislators. The city’s vote on the tax increase came just two days before the deadline for legislators to submit local bills. Gainesville Rep. Matt Dubnik expected to file the proposed legislation, which requires the General Assembly’s consent to go into effect, March 21. He said local house and senate members support the measures and that “knock on wood” the General Assembly would vote on them before the session ends. Under the new arrangement, current park management would be employed by the city and venue rentals would go through the parks department. Gainesville-Hall ’96, the nonprofit foundation that in 2013 launched a renaissance of the former site of 1996 Olympic rowing

and canoe/kayak competition, would remain in an advisory capacity. Dunagan said the city has a “want list” of improvements to be funded through the tax imposed on guests staying at city hotels, motels, and vacation rentals. New restrooms to replace portable potties near the beach, boathouse renovations, pavilions, and walking trails are among items on a GH ’96 master plan that the city hopes to eventually complete. He also mentioned the city might look at how to keep park buildings dry when the lake rises out of its banks. “The old tired buildings” at LLOP were built as temporary structures for the Olympics, Dunagan said. With “some TLC” they can shine, he added. The venue has been kept up largely through the efforts of GH ’96 and two clubs that grew out of the Olympics. The Lanier Canoe & Kayak Club and Lake Lanier Rowing Club regularly launch practices from the LLOP boathouse and stage regattas and community events at there. GH ’96 has hosted national and world

championships, completed more than $1 million in renovations, hired park managers, and invited the community to rent the boathouse, finish tower, grandstands and park grounds for weddings, meetings, and festivals. Teaming up the clubs’ connections with the parks department’s promotional strength could bring more events to LLOP, Lackey said. Better facilities, financed by the city, might encourage more group meetings, weddings, family reunions and community outings, he said. “As part of the nationally-accredited Gainesville Parks and Recreation agency, the park would soar on the success of recent major events with a dedicated capital funding source and operational support provided by the city,” city spokesperson Nikki Perry wrote in a press release.

LLOP manager Robyn Lynch believes city management and investment will further enhance LLOP. “I’m excited about the change and the city’s vision for the park and its economic potential to the community,” she said. GH ’96 has relied on private sponsorships, facility rentals, state grants, and proceeds from large events, such last spring’s ICF Dragon Boat World Championships, for LLOP’s day-to-day operation and infrastructure improvements. The city take-over is expected to relieve some of the fundraising pressure. GH ’96 chairperson Mimi Collins previously announced hope to eventually raise and invest $10 million to fulfill the LLOP master plan. She was unavailable for comment on the city takeover by the Lakeside deadline.

A tugboat’s odyssey from Maine to New Jersey and a fourth marriage Several years ago, at my brother’s marina, Teddy, one of the regulars at the bar, came up with a scheme to outwit his three ex-wives. They were always after him for money and the instant he bought anything, (house/car/ whatever), one of them would put a lien on it. He found an old wooden tugboat that had been converted into a yacht in the 1960s. She was 85 feet long and had plenty of room for living, recreation, parties etc. Teddy planned to put it into his mother’s name, moor it in the river in front of her house and live on it. It sure beat the dumpy apartment he was living in. Now Teddy ran a motorcycle shop and had a rudimentary knowledge of outboards, but knew very little about sailing, navigating and virtually nothing about big boats. The only problem was the boat was located in Booth Bay Harbor, Maine, and this was November, and he had to get her down to New Jersey. Nothing insurmountable. Since there is very little to do around the marina in the winter time in NJ, my brother Hank and I decided to go on a road trip and sail her on down. Teddy also enlisted Andy, another of the reg-

It has about 20 miles of coastline on each page with channel markers, water depths, and landmarks such as smokestacks, steeples etc. Basically, all the information you need to safely navigate from point A to point B. We asked Teddy to give us the Chartkit for Buzzards Bay and South, and he said, “Oh, I didn’t get one. You guys sail around this area, so I figured you don’t need it.” Hank and I had a s*#t fit! We had sailed extensively around there with the help of a local chart! Especially since the sea bottom in New England is not the “forgiving” mud and sand we have in New Jersey. Up there you have big hard rocks! Fortunately I happened to have an Exxon road map of Rhode Island, which we used to navigate by “Braille” down to Newport, the closest place with a marine store where we could get a Chartkit! Everything went smoothly after that and once we were safely tied up in our own marina, we went into the bar to celebrate. That very night, Teddy met a

United Airline stewardess (yes, they preferred to be called “stewardesses” back then). She just “loved tugboats” and thought they were “so romantic” and “couldn’t wait to see it” and “couldn’t wait to go out on it” and “would love to live on one” ad nauseum! Six weeks later they were married and as soon as that ring was on her finger, there was no way in the world she was going to set foot on that damp, smelly thing! The upshot was that Teddy moved into her condo and had to sell the boat. He made a deal with my brother to keep the tug at the marina and pay the slip fee from the proceeds once it was sold. Meanwhile we could use it whenever we pleased, just pay for the fuel! We had her for about three years and a bunch of good stories came out of her. Oh, by the way, wife number four lasted about a year and then headed for greener pastures. Mendes has been sailing all his life and on Lake Lanier for the past 25 years. His family owns a marina/bar/restaurant so he has plenty of real life experiences to draw from. His favorite line: “You can’t make this stuff up.”

Spring can bring turmoil when it comes to forecasting

Spring is my least favorite season of the year. Aside from the pollen, spring storms are can be extremely violent. We saw that last month with the biggest tornado outbreak in the Southeast in the past five years. More than 23 people, some children, perished in Alabama. It was a horrific Sunday afternoon. April is a tough forecasting month. It may be difficult to believe, but April is the second driest of the year in north Georgia, behind October. The average rainfall for October is 3.11 inches. Our average rainfall for the month of April is 3.62 inches. We base this on the past 30 years of rainfall. With fewer days of rain maybe we’ll have fewer days of severe storms. I say maybe because we still have El Nino going and there is just no telling when it will go away. If it weakens, then we’ll get a break in the “atmospheric firehose” of rain we have seen since late summer. If not, then we will continue with the rain train, and likely more severe storms. While El Nino may be troublesome for us at this time of year, if it continues into summer, then we can actually benefit from it. El Nino creates a lot of wind shear. When the shear extends out over the ocean, then tropical systems have a very tough time developing. Most will meet an abrupt demise. This time of year many of us like to

begin planting and do a little gardening. In addition to El Nino making Glenn rainfall unpredictable, it Burns also makes temperature forecasting a bit of a challenge. I can see Lanier some late season Outlook freezes, what we sometimes call “Dogwood Winter” or Blackberry Winter.” Many area farmers got hit hard last spring with some seriously cold weather that caused quite a bit of damage to the strawberry and peach crops. My best advice to avoid this is to plant after Easter, or at least wait until after tax day. In conclusion, in my 37 years of forecasting weather for Atlanta and north Georgia, I have seen the majority of weather in April to be rather calm. That was not the case in 2017. On April 3rd, we had a major outbreak of tornadoes. Twenty-seven twisters touched down in Georgia and damage was extensive. Two days later, as people were trying to clean up and make some sense of what had just happened, another squall line brought another seven tornadoes to the state. It was one the most horrific outbreaks of tornadoes I have ever covered. This month, we will all hope for the best but let’s continue to prepare for the worst. Be vigilant this month and don’t let your guard down.

COE expands Friends of Lake Lanier group; hosts open house

By Pamela A. Keene The U.S. Army Corps of Engineers recently formed “Friends of Lake Lanier,” a non-profit 501(c)3 organization of volunteers to assist the Corps in and around Lake Lanier. The Corps is hosting an evening open house on Thursday, April 18. It will take place at the Corps’ Project Management Offices off Buford Dam Road starting at 7 p.m. “We purposefully organized the group as a 501(c)3 non-profit so that it can use its own funds to assist the Corps to provide recreation, services, maintenance and interpretation beyond the scope of the Corps,” said Tim Campion Park Ranger with the Corps of Engineers. “For instance, the organization can sell firewood, ice and install soda machines in parks and then use the funds raised to help pay for volunteer uniforms, equipment repairs and pollinator programs, as an example.” The Friends group began with members of the Corps’ Volunteer Village, a program that provides volunteer park attendants and clerical assistant to the Corps in return for long-term stays at the lake. Volunteer Village was initi-

ated nearly two decades ago by then-Project Operations Manager Erwin Topper as a way to help enhance part services at no additional cost to the Corps. “The work of the Friends group has expanded since its initial agreement with the Corps in 2017, and we are looking for more community members to participate,” Campion said. The meeting will include an overview of the Friends program,

background about its relationship with the Corps of Engineers and information about the scope of the group and its mission. There is no charge to participate. To be formally affiliated with the organization, volunteers are asked to complete and sign an application with contact information. LLA hosts annual meeting April 13 at Aqualand By Pamela A. Keene Mark your calendars for this year’s Annual Meeting of the Lake Lanier Association to be held at Aqualand Marina. It will take place on Saturday, April 13, beginning at 4 p.m. with a business expo and taste of the lake. “Our taste of the lake was so popular last year that we have again invited four of Lanier’s restaurants to provide samples from their menus,” said Joanna Cloud, executive director of the association. “We encourage everyone to come out at support the association and learn about our initiatives for a Full Lake.

Clean Lake. Safe Lake.” Restaurants participating include Skogies, Pelican Pete’s, Fish Tales, and Pig Tales, who will be serving signature food items. The business meeting will begin at 6 p.m. with updates about the group’s Shore Sweep, Abandoned and Derelict Docks and Vessels, Solar Lights, Adopta-Lake, Island Rip Rap and other ongoing projects. President Wilton Rooks will also report about the group’s progress on education about the 100-foot rule, as part of the association’s safety campaign.

Keene Lake Lanier levels had temporary relief from higher than normal rainfall in mid-February, but Mother Nature came back with a vengeance at the end of the month and into March, bringing levels to historic highs exceeding 1076. Marinas and private dock owners took steps to respond to the high lake levels. “We urged our members to cut off the power to their docks as a safety precaution,” said Joanna Cloud, executive director of the Lake Lanier Association. “Many also moved their docks to prevent damage to anchoring systems.” Companies like Marine Specialties Inc. received numerous calls to work with dock owners who reported docks partially submerged. “There was certainly a safety issue of getting on or to their docks,” said Kyle Davis, sales manager with MSI. “Many of the walkways and gangways have junction boxes and if electrical cords were submerged, it could create an electrical hazard.” Davis said that if the breakers on the private docks tripped, the breakers were doing their job, but he urged dock owners to cut the power either at the shoreline or at their homes. He also said that the integrity of dock anchoring sys-

Attendees bring their own low-rise chairs or blankets and find a place to listen in the grass. tems could be put at risk. “We saw a number of docks where the water was so deep that the shoreline stakes were submerged,” he said. “And in some cases, the docks were floating above the spud poles, setting docks free if they were not backed up with shoreline cables.” Davis said the biggest priority has been to secure anchoring systems so that docks will not break free. He said he also anticipates calls from dock owners to inspect anchoring systems as the water subsides. Cloud said that social media helped one homeowner locate a dock after it floated away. Several free-floating docks were reported to have crashed into other docks, boats or the shoreline. “Someone else on the lake posted on Facebook that a dock had ended up near their property,” Cloud said. “Thanks to the post, the owner was reunited with his dock.” Shoreline erosion and siltation from the ups and downs of water levels will most likely be an issue as the lake recedes. “Many of the banks are completely submerged for the first time,” Davis said. “And with the ground so saturated, trees may fall into the lake, onto the shore-

line or even onto docks.” Increased debris is expected in the lake, trash or limbs that have washed off the shore. Marinas prepared A quick poll of Lake Lanier’s marinas showed that marina operators were prepared and responsive to the quickly rising water. In several marinas walkways were submerged, limiting tenants’ access to their boats. “We set up shuttles to help people get to their boats,” said Rick Albrecht of Port Royale. Gainesville Marina cut power and closed its fuel dock and pump-out as the water levels rose. “We had to cut power to some of the smaller docks because of the high water, but we’ve been trying to help tenants who lost power by relocating them within the marina,” said Gainesville Marina’s Philip Burton. “we don’t anticipate reopening the fuel dock and pump-out until the levels get below 1075.” Historic data According to lake elevation data provided by the US Army Corps of Engineers, the last time the lake neared this levels was in 1977, when on April 5, the level was reported at 1076.20. At the end of February, water levels exceeded 1076 feet above mean sea level, more than five

feet above full pool. “It will be hard to gauge exactly when the lake will return to full pool because there are so many variables,” said Chris Lovelady, assistant project operations

manager at Lake Lanier. “The amount of rainfall in the watershed to the rainfall downstream will both affect lake levels, but we are closely monitoring the situation.”

Fockele said the networking effort involves international plant experts, university botanists, and other public gardens in the U.S. The exotic newcomers get a Southern welcome in Gainesville, where they are tested for heat tolerance, cold hardiness, and the potential for invasiveness, an unwanted trait. Lanier’s Olympic venue survives flooding with few scars April 2019

By Jane Harrison Hundreds of rowers marching their racing shells to launch behind the Lake Lanier Olympic Park boathouse the first weekend of spring didn’t have to get their feet wet. Just a few days before, the boathouse backyard laid underwater. The lake had finally receded after three weeks of high water that inundated not just the boathouse apron, but also all facilities at the park which has a master plan for more than $10 million in renovations, but no proposal to control flooding. “None of our work has addressed that,” said architect Matt Millard, a partner in the architectural firm contracted by Gainesville Hall ’96 to design a master plan for park improvements. The boathouse and tower, originally built to accommodate 1996 Olympic canoe/kayak and rowing, are made of concrete and steel, not tons of sheetrock,” Millard said. “Those materials are marginally more tolerant of water,” he said, adding that there are limited options for floodproofing the structures built originally as temporary accommodations for water sports. Since the Olympics, LLOP has emerged as more than a headquarters for local rowers and paddlers into its recent revival as a worldrenown rowing and canoe/kayak venue and community gathering place for food trucks, concerts, weddings, and reunions. It brings in millions of tourism dollars annually. “Every facility like this has to have a plan to deal with high water,” said the architect whose family connections with LLOP go back to the Olympics. Before Millard, Inc. began work on the master plan more than five years ago, droughts and low

water were of greater concern than water getting in. “This was the third time” in less than a year that water seeped into the boathouse, said LLOP Assistant Manager James Watkins said last month. Heavy winter rains that raised the lake to 1076.10 on Feb. 24 also caused unprecedented flooding of the Olympic tower and covered the bottom platform below the grandstands. Picnic tables near the beach appeared as little islands on the flooded shore. Water lapped into a nearby mechanics’ shed and storage building. Before the water rose, Watkins pulled on waders and with Millard observed county laborers piling sandbags in front of the boathouse bay doors and AC units. They turned off the electricity and waited. The lake overlapped the sandbags and covered the boathouse bottom floor with more than a half-foot of water. It entered a tower drain and spilled half inch onto the first floor. While waiting for the water to go down, park management, the Lanier Rowing Club, and the Lake Lanier Canoe & Kayak Club worked around the deluge. A dock was moved to a grassy point so college rowing crews could launch spring break training camps. Paddlers hit the turf running and the gym to work out. Those training for national team trials “waded through the very chilly water and debris and literally paddled out the doors,” said LCKC Coach Jim O’Dell. Organizers of a popular Southeastern rowing regatta pondered how they’d get hundreds of athletes into and out of their boats. “It took a little bit of accommodation,” said John Ferriss, who oversees the rowing club’s colle-

giate rowing training camps at LLOP. Days before University of Michigan and Penn State crews arrived, the water was still thigh high behind the boathouse on 6plus foot tall Ferriss. Despite the tons of debris that washed in, contamination tests showed the water was not unsafe, he said. Ferriss informed incoming crews they had to store boats in the parking circle rather than in or behind the boathouse. Both clubs used rakes, shovels and pitchforks to stack debris for pick up by a bobcat loader and deposited into a dumpster, O’Dell said. They then focused attention inside, where O’Dell noted “some very large and new cracks” in boathouse floors and walls. “Boathouse floors and such still need to be pressure-washed and otherwise disinfected,” he said. When the water receded, rowing referees and officials were

able to hold a scheduled conference in the tower, which had been swept out and dried just in time. And rowers competing in the John Hunter Regatta launched from behind the boathouse on a gorgeous, dry first weekend of spring. All parties invested in LLOP’s future contemplate what to do to prevent future flooding. “We’re counting on the (U.S. Army Corps of Engineers) to regulate the lake to 1,071 (feet), and not to raise it to 1,073,” said Robyn Lynch, LLOP manager. She asserted that if the Corps ever decides to raise the lake level, as advocated by a lake organization and some government officials, the venue would be regularly inundated. boathouse was not a practical solution. Boats are racked nearly floor to ceiling. Boaters carrying long boats in and out would have difficulty maneuvering. Nor is raising the seawall a feasible option. Building up the wall behind the boathouse could create too steep an angle to connect the docks, especially when the lake drops below 1,071. “Going forward, (LLOP entities) can take some lessons and apply them,” Millard said. Sandbag placement, pumping, and additional sealing are likely to be among suggestions tossed about in any action plan. Gainesville Mayor Danny Dunagan said the city would also weigh in. Pending state approval, the city will annex LLOP and take over operations in July. Flood control measures “will be looked into” at the newest city park, Dunagan said.

Meet the Lanier Village resident who visited every U.S. county, all seven continents

From the fascinating to the remarkable, Lake Lanier harbors many personalities and places along its shores. Lakeside presents “Shore Lines” – stories about people who live, work and play around the lake and the places that make the area special.

By Jane Harrison he was the quiet one, sitting in the passenger seat stitching on her lap quilts, check-marking a destination list, and recording specific dates as their old Buick Lasabre station wagon wheeled through county-after-county. By the time Emma Cooper put down her last check mark, the girl who grew up in a secluded Kentucky holler had traveled through every county in the U.S., plus all seven continents. Now 87 years old, bright-eyed and spry, Cooper retells the story of traveling with her husband, Walter, to all 3,148 U.S. counties or their equivalents. In her apartment at Lanier Village Estates, near the northern shores of Lake Lanier, Cooper spread maps, pulled out photo albums, and displayed meticulous hand-written and typed records of the journey she shared with her late husband. Walter Cooper, who passed away five years ago at 80, was the talker, navigator, and the driver of the couple’s ambition to cross every county line and visit every continent. Emma Cooper was the organizer who packed up the pup tents, settled two kids in the back of the station wagon, and took notes in neat cursive about each county. “It’s a good thing I like to travel,” said the Kentucky native who never even saw a sunrise or sunset until she ventured out from her home between two mountains on a senior trip in high school. After she met Walter at Berea College in their home state, the couple married and set off to see the world. Freed from childhood isolation and with a college background in business, Emma Cooper documented their trips. Some visits just over the line Actually, the county counting started years before they met. Heading the list are Boyd and Pike in Kentucky. “We put down the counties were born in,” Emma Cooper said. The main list concludes with their 50th anniversary gift in 2003, a trip to what they thought was their final county, Kalawao in Hawaii. Then they visited dissolved counties to make sure to get every one covered. She’s got it all down.

“Every time we went into a new county, I’d write them down in the notebook and put the date,” Cooper said. In a neat notebook, she listed every state and county alphabetically and filled in the date they drove through. “Sometimes we just got over the line” to count it. After Walter Cooper retired at age 55 from the U.S. Department of Agriculture, they hit the road and airways in earnest. Emma Cooper periodically did medical record keeping and secretarial work and had flexibility to roam with Walter. Their two adopted children accompanied them. The Coopers enrolled in the Extra Miler Club, a non-profit organization founded in 1973 that encourages members to visit every county or its equivalent jurisdiction in every state. As of 2018, 60 members had completed all U.S. counties. Emma and Walter Cooper are listed as numbers 22 and 23. “We took the backroads,” Cooper said, due in part to Walter’s pursuit of postmarks from obscure places. He collected over a million postmarks from around the world. “I’d just throw things in a duffel bag and go,” she said. “He could read a roadmap like I read novels,” she said. It occasionally took more than one voyage to hit each county in a particular state. “We drove to Alaska three times. It sometimes took a lot of flying to get places, too. It took three trips to get all (254) counties in Texas,” she said. Small towns the favorite “I liked the little towns best,” she said. She particularly enjoyed Mason, Texas for its barbecue and golf course. “He walked, I played golf and we ate barbecue,” she said. Walter would stroll golf courses while she made her rounds on the greens. She’s got records of all the places she played. That’s not all. She has records of world records they passed, like the “World’s Largest Ball of Twine” in Branson, Missouri. Add to that, her notes on mileage, weather, animals they saw, and where they spent each night. “In the Northeast, it was hard to get around, because of all the

people. It was so crowded, especially New York City,” she said. The coupled navigated “all those big cities” to check counties off their list. When the kids came along, they laid a mattress in the back of the station wagon for one, left a seat open for the other, and filled every empty space with camping gear, coolers, and supplies, recalled her daughter, Amy Outlaw, of Norcross. When they unpacked the wagon at camp, “my mom would set up a kitchen and cook a whole meal after traveling all day,” she said. In the passenger seat, her mother kept her fingers busy, working a needle over fabric squares making dozens of lap quilts. Emma Cooper said touring never seemed like a chore, just to get the county job done. “It was very enjoyable,” albeit sometimes a bit uncomfortable, she admitted, like the time she wrapped her baby daughter in blankets on a ski lift in New Hampshire or the night spent freezing in a pup tent in South Dakota. “It was too cold to fix breakfast so we drove to a little restaurant,” she said. By the time they covered 300,000 miles in the old Lasabre and replaced it with an extended cab Ford pick-up, Walter had to breathe with a portable oxygen tank. Final county venture Their county venture in

Hawaii ended quite memorably. They staggered into Kalawao County after trekking down 13 switchbacks on a steep slope to the ocean. Emma Cooper had declined the offer to make the descent on a mule. “I wouldn’t get on a mule, I haven’t ever gotten on a horse, much less,” she said. When they got to the bottom, “my legs gave out. I was so weak,” she recalled. Walter helped her onto a bus, where her daughter, son-inlaw and their two children met them to celebrate their achievement on their anniversary. The couple also visited six continents together before Walter passed away. In April 2015, Amy Outlaw took her mother on a trip to Africa, completing her world list. died. She said at first she was a little anxious about taking an apartment by herself, but has developed a group of close friends. She relied on her travel experiences to open up new relationships. “I feel like I’ve learned a lot about people. I’ve come out of my shell some,” she said. Amy Outlaw said their visits to tiny towns, bustling cities, and every place in between made them independent travelers and gave them something to talk about with almost anyone they meet. “It’s a real conversation starter,” she said, when you can mention some point of interest about anyone’s home turf. The travel’s not over. “We’ll go to New York every once in a while to see shows and to the Biltmore House in Asheville,” Amy said. Her mom, the oncequiet girl from a Kentucky holler, still gets around.

Gainesville’s Spring Chicken Festival moves to lake park

By Jane Harrison The city of Gainesville has more to cluck about than chickens, especially when the region’s major tourist draw sparkles between its welcome signs. This month Gainesville pays tribute to the bird that built the town and the resource that is now symbolized in the blue wave-like graphics on its city limit signs. On April 27, Gainesville’s 15th Annual Spring Chicken Festival will roost at Longwood Park, a popular lakeside venue about 1.5 miles from downtown. “We’re so excited to showcase one of our lakeside parks,” said Gainesville spokesperson Nikki Perry. “We’re such a lake community and the opportunity to hold the festival at a lake park highlights Gainesville’s connection to the lake.” The chicken cook-off and local arts market began in Roosevelt Park, adjacent to the Hall County courthouse, and moved to the parking lot on the Downtown Square when it outgrew its original site. Perry said the city decided to move it to Longwood Park due to expected construction on “the fourth side of the square,”

where a developer plans to build a condo/retail/restaurant complex. “Construction could begin any day now,” she said in mid-March. Chicken chefs, both professional and backyard, can fire up their cookers, smokers and grills in the Longwood parking lot on Pearl Nix Parkway, where the aroma will waft over a lake cove. Local artists can show off their crafts at booths on tree-lined paths that weave beside the lake. Children can frolic at the playground with extra activities, including face painting and games. Folks can eat chicken at picnic tables in the lakeside pavilion and at tables and benches elsewhere in the park. Twenty-two cook teams filled up the limit to compete in wing and specialty chicken categories. The free festival lasts from 11 a.m. to 4 p.m. With a $6 Cluck Card, taste testers get samples from the cook teams, which will serve until 3 p.m. While the judges finalize their decisions, everyone enjoys the festival until the cook-off winner is announced at 4 p.m. Cluck Cards are available online at www.gainesville. org, at the Gainesville Conven-

tion & Visitors Bureau at 117 Jesse Jewell Parkway, and will be sold at the festival. Adequate parking may be one potential hitch in the move from downtown to the park, but Perry said the city plans to operate shuttles from the square to the festival. About 800 parking spaces are available across Pearl Nix Parkway in Gainesville school lots. Some attendees might enjoy the 2-mile stroll from the square through three much loved city parks to reach the Longwood destination. Perry compared expected attendance at this event, which usually numbers more than 2,000, to the annual Butterfly Release at Wilshire Trails, across the street from Longwood. Parking has always been manageable at that event, she said. The festival pays homage to Gainesville’s traditional claim to fame as “The Poultry Capital of the World” while moving the chicken alongside a new wave of fame. “When people think of Gainesville, we want them to think of Lake Lanier,” Perry said. A concert on the square at 4 p.m. will feature Atlanta party rock band Redneck Blonde and country artist Joe Hall. The concert is presented by Downtown Drafts, the new Gainesville Business Coalition, Peach State Bank and Northeast Georgia Health System. “The Chicken Festival ends at 4 p.m., so this is our way of keeping the fun going for everyone after it’s over,” said Aimee Hoecker, Downtown Drafts owner.

The wetter than normal winter has created the perfect storm for your lawn, particularly if you didn’t put down a pre-emergent treatment last September. “Because we’ve had such a wet winter, you will certainly see more weeds in your lawn this spring than normal,” said Charlie King, owner of Gainesville-based King Green. “Right now, your lawn may be green, but it may be filled with weeds, especially if you didn’t put down a pre-emergent last September.” Although there may be little you can do about that good crop of weeds now, King recommends steps that you can take to minimize the weeds in warm-season grasses, such as bermuda, zoysia and centipede, begin to green up. “Mow your lawn to about 1 inch tall, but don’t scalp it,” he said. “And the old wives’ tale about burning off your lawn is never a good idea. First and foremost, it is simply not safe and you run the risk of the burn quickly getting out of control. An organized kitchen reduces stress, makes life easier

Last month, we talked about spring cleaning and organizing your whole home. This month let’s focus on organizing your kitchen. When I meet with clients who are looking to remodel their kitchen, one of the main complaints I hear is that their kitchen does not have functional storage and is too difficult to organize. They tell me things get lost in the back of cabinets and they just have stacks of cooking and baking items that require constant shuffling and rearranging. Kitchen organization is key to helping reduce stress both in the mornings when you are getting ready for work or getting kids to school and in the evening after a long day and you need to get dinner made quickly. Even if cooking is not your thing, an organized kitchen can still make life easier. There are many companies out there that offer a plethora of kitchen organization solutions. Some require going through a certified dealer, but others, like Reva-Shelf or The Container Store, sell items direct. Let’s talk about organizing base cabinets. There are so many solutions out there, it’s hard to know where to start, but some of

the items I recommend often are roll-out shelves, tray dividers, peg dividers and corner lazy Susan cabinets. Everyone knows the typical base cabinet layout: a deep shelf on the bottom and that short shelf set back about halfway up. This layout is not very conducive to small appliances or other larger items. I love replacing this layout with a roll-out shelf mounted on the bottom shelf of the cabinet; with the option of a full-depth adjustable height shelf. The roll-out shelf does exactly as its name implies, it rolls out of the cabinet so that you have full access to everything on the shelf. This allows you to put things like a large stand mixer, Instant Pot, crock-pot, etc. on the

roll-out with easy access. If you have extra space above the larger items, that’s where the adjustable shelf can be placed to eliminate wasted space and give you an extra storage spot. Tray and peg dividers are great for keeping items stacked and easy to access without all the contents of the cabinet tumbling out. Tray dividers are wire or wood vertical dividers that can be placed in base cabinets to help organize items like baking sheets, cutting boards, and even pot lids. When these are stored vertically, they are easier to get to and open shelf space for other items. Peg dividers, on the other hand, are used in deep base drawers. They are dowel rods that are placed on a peg board in the bottom of the drawer. They are great for organizing plastic containers and lids by size, as well as everyday plates, bowls, or serving dishes. Most people are fixed on the idea that everyday dishes must go in an upper cabinet but having these in a drawer under the counter makes them easier to access for anyone, including kids and those who are aging and have difficulty getting plates or bowls from above. One major complaint I hear is

about the dreaded ‘blind’ corner cabinets. They really are just wasted space that is not accessible. This includes both upper and lower cabinets. Besides the fact that the space is useless, when you have these cabinets in your kitchen, there’s a good chance that cabinet doors and/or drawers collide with each other because of the poor layout. To solve this issue, I love functional corner cabinets, like a lazy Susan base cabinet. This type of cabinet has a door that opens fully to give you access to two shelves that spin for full access to everything in the cabinet. On the lower end, these shelves are made of a sturdy plastic, and on the higher end, they are made from wood to blend in with the interior of the cabinet. If you don’t have the funds to replace your cabinets now and just need to make a blind corner usable, there are also shelves that can be installed that pivot out for full access to the back of the cabinet; you can find these made for both upper and lower cabinets. This is just the tip of the iceberg when it comes to ways to organize your kitchen cabinets. If you like your cabinets and the

layout of your kitchen, you can look for solutions that can be retro-fitted into existing cabinets. If your kitchen does not have an efficient layout, then it may be time for a remodel. A few years ago, I took a young man fishing as a part of a “one-on-one” rehab program initiated by a retired Gwinnett County school teacher. The youngster was a hard-looking youth with tricolor hair and a gold ring in his nose. I can still recall how he shuffled his wellworn, Michael Jordan tennis shoes the length of the dock as he approached my boat. Despite being no more than 14 years old, the look on his face as he viewed the situation was one of complete indifference. His life experiences to that point guaranteed him that nothing was done for free, and that this “do gooder” with a baseball cap wanted something for his efforts. Even the bass boat, with all of its complicated electronics, didn’t ignite any noticeable interest from the young man. However, when the old fishing guide fired up the big outboard and sped away toward some secret fishin’ hole with a burst of power and spray, a spark of life appeared on the kid’s face! Though almost imperceptible, the transformation had begun. The combination of nature’s beauty, the genuine concern of the older fisherman and the eternal competition between man and fish slowly opened a new world to the hardened young man. The final wall fell when he actually landed his first fish. The youngster returned to the dock a changed person. Instead of the cynical youth who had started the day, a wide-eyed boy returned with his new friend. A definite look of happiness and contentment showed on his face, and there was a sparkle in his eye at the prospect of another outdoor adventure in his future. This is simply a personal example of how outdoor recreation has a positive effect on people. In

fact, a study that was conducted on a youthful offender’s program that featured outdoor sports and other outdoor activities had a far lower rate of repeat offenses than did participants in other non-outdoor programs. Outdoor recreation also contributes to family cohesion. It provides links between generations, such as when parents teach their children to hike, camp, identify wildlife, hunt or fish. The outdoor environment enriches America’s culture as evidenced by books, plays, poetry and art featuring nature and outdoor activities. Additionally, this has stimulated public interest in the quality of the environment and helped generate public support for control of air and water pollution and the preservation of land, water and wildlife. According to Charles Cook, a Pomona, N.Y.-based nature guide and author of Awakening to Nature, spending just few minutes of quality time in the outdoors each day can have a profound effect on both your psyche and health. Nature provides many of the things we need, like fresh air and sunlight, but there is also energy in living things that we connect with when we’re outdoors. One receives an endorphin high from being outside, which makes our
