Each year, the Lancaster by the Bay Chamber proudly recognizes individuals who go above and beyond to make our community the special place that both locals and visitors love to call home. These awards are a heartfelt way to honor the dedication, leadership, and passion that help shape the Northern Neck into the welcoming and vibrant region it is today.

This year was no exception as we honored three outstanding individuals whose impact is deeply felt throughout Lancaster County.

Volunteer of the Year: Stacey Akers

Stacey Akers may work full-time at Chesapeake Bank, but she somehow manages to devote all of her free time to giving back. Whether it’s helping organize events, serving on committees, or supporting community initiatives, Stacey is always the first to raise her hand and the last to leave an event. Her energy, generosity, and unwavering commitment to Lancaster make her an invaluable part of our community.

Business Person of the Year: Emily Hoar

Entrepreneur, leader, and community builder—Emily Hoar is the driving force behind Salt and Sand, Bay Bistro, and The Rivah in downtown Kilmarnock. Her passion for creating welcoming spaces and her love for the Northern Neck shine through in each of her businesses. Emily not only contributes to the economic growth of our region but also enhances the experience for locals and visitors alike.

A New Coastal Gem in Lancaster County

Lancaster

County is preparing to unveil one of its most exciting additions to the region’s outdoor offerings—Westland Beach, a premier public access beach along the Chesapeake Bay and the crown jewel of the County’s Maritime Recreational Campus at Windmill Point. Designed to be a yearround destination for both locals and visitors, this vibrant coastal attraction blends natural beauty with a wide array of recreational opportunities.

At the center of the project is a 450-foot fishing pier and observation deck, perfect for anglers and nature lovers eager to take in sweeping views of the Bay. Visitors will enjoy designated areas for sunbathing, swimming, and paddling, making Westland Beach a versatile and family-friendly retreat. Notably, it will be the only premiere Chesapeake Bay public access beach in the region, setting a new standard for coastal recreation in Virginia’s Northern Neck.

Despite challenges from winter weather, Phase 1 is nearing completion. This includes beach nourishment, dredging, and a shoreline and dune restoration project—critical efforts that both expand the beachfront and protect the surrounding ecosystem.

Phase 2 is already underway and will bring public parking and a comfort station, further enhancing accessibility and convenience for day visitors. The beach is slated to open in Spring 2026, offering a welcoming escape for nature enthusiasts, families, and adventure seekers.

Westland Beach is more than a destination—it’s a bold investment in coastal preservation and outdoor recreation that reflects Lancaster County’s commitment to celebrating and protecting its natural treasures.

Steamboat Era Museum – Irvington

This one-of-a-kind museum tells the story of how steamboats shaped life on the Chesapeake Bay. The exhibits are fascinating, and the museum docents bring the stories to life. Ask about the Potomac Pilothouse—the museum’s proudest artifact and an incredible piece of maritime history.

Good Luck Cellars

Tucked into the heart of Lancaster, Good Luck Cellars is a picturesque winery where you can enjoy a five-wine tasting flight on the patio, warm up by the fireplace, and bring your four-legged friends along for the fun. It’s a can’tmiss for wine lovers and dog lovers alike.

Kilmarnock Town Centre Park

Golden Eagle Golf Club

One of the most scenic courses in the Northern Neck, Golden Eagle is open to the public and features rolling elevation changes around a 50-acre lake. After your round, grab a bite at the Golden Eagle Grill and soak in the views.

Did you know Lancaster County is a peninsula? That means water everywhere! The Rappahannock River is a hidden gem for paddling, cruising, and relaxing.

Lancaster Virginia Historical Society Museum

Kilmarnock Lighted Christmas Parade

The oldest lighted Christmas parade in Virginia, this magical event takes place every second Friday of December at 7 PM. With 70–80 lighted floats, music, and a festive atmosphere, it’s a beloved tradition that draws thousands of spectators each year.

Irvington’s Hometown 4th of July Parade

You won’t find a more charming small-town parade than this one. Locals line King Carter Drive to cheer on golf carts, fire trucks, tractors, and kids on bikes. It’s classic Americana and a wholesome, joyful event for all ages.

Kilmarnock Volunteer Firemen’s Festival

Held late July through early August, this is Lancaster County’s very own smalltown carnival. Complete with rides, games, food, and fun, it’s one of the highlights of the summer for families and visitors alike.

There are a few theories about how the town got its name—some say it was inspired by a white stone used to sharpen tools near a local stream, while others trace the origin to an 1819 church deed, referencing land “near the road leading by the white stone.” No matter the story you choose to believe, White Stone is a place with a distinctive name and even more distinctive character.

Kilmarnock has long been the economic heart of Virginia’s Northern Neck, and in recent years, the energy of its award-winning Main Street has expanded to include vibrant side streets like West Church. This one-way street is home to a collection of locally owned businesses, many of which are women-led, that have come together

with a shared vision for success. With a passion for small business and a history of retail success, Karen Burke—part of the powerhouse couple behind Burke’s Fine Jewelry— was the driving force behind this effort. Recognizing the potential of West Church Street, she initiated conversations about strengthening its identity as a retail destination. She approached Kilmarnock’s economic development office to help facilitate what would become a year’s worth of time and talent. Partnering with economic development coordinator Sharon Phillips, these passionate merchants met in the large conference room at Town Hall to collaborate on a unified vision for brand awareness. These meetings laid the foundation for a strategic marketing and branding

initiative designed to highlight the charm and convenience of West Church Street, “the BEST Little Side Street in Kilmarnock!”

Start your journey at Fin & Pearl and WATR (Weekends at the River), owned by Fred and Karen Burke, offering a curated selection of stylish men’s and women’s clothing and accessories, perfect for everyday wear and a line of apparel unique to weekends at the River.

Nearby, Tiles Projects showcases the artistic craftsmanship of Cristianne Cockrell, whose stunning tiles and murals bring color and personality to any space, while her Maressia Totes line features unique tote bags adorned with original Northern Neck-inspired artwork.

For those seeking a one-of-a-kind bookstore experience, The Bookshelf on Church continues a legacy of literary charm. For more than 50 years, this building has housed an independent bookstore, originally known as The Book Nook. After decades of serving the community, The Book Nook closed its doors, but its story was far from over. Today, under the ownership of Lisa McLaughlin, The Bookshelf on Church carries on the tradition, offering a quiet respite where book lovers can explore thoughtfully curated selections in an inviting and cozy atmosphere. At Nacho Average Brew Pub, owned by Shawn Donahue—who also serves as Kilmarnock’s Mayor—Tex-Mex cuisine takes center stage. owners. Barkley’s was the first business to reopen on West Church Street following the Irvington Road fire of 2021, a testament to the resilience and dedication of West Church merchants.

Domino’s Pizza is a well-known pizzaria on West Church Street. Beyond serving its signature pizzas, owners Christina Palmeri and Richard Dyson have played a crucial role in supporting the local business community. In addition to helping relocate Barkley’s Boutique after the fire, they have thoughtfully redeveloped their 5,000-square-foot building into charming boutique retail spaces, adding to the vibrancy and economic growth of West Church Street. As dedicated local partners, Christina and Richard remain deeply committed to fostering small business success in Kilmarnock, ensuring that West Church Street continues to flourish as a welcoming destination.

From its humble beginnings in a 720-square-foot cottage to its current home in a spacious, 27,900-squarefoot facility, the Lancaster Community Library (LCL) has grown alongside the community it serves. With over 700 community meetings hosted annually and 5,000+ WiFi sessions each month, LCL is more than just a library—it’s a lifeline for resources, learning, and local connection.

A Library on the Move!

In 2024, LCL launched a brand-new Mobile Library, replacing the beloved Storymobile. This “library on wheels” brings books, WiFi, and programming

to daycares, senior centers, schools, and community events—expanding access for all ages.

And speaking of expanding access, LCL is now a proud local sponsor of the Dolly Parton Imagination Library, providing free books delivered monthly to children from birth to age five.

For the Young & the Young at Heart, LCL offers nearly 700 children’s programs annually, including:

• Storytime & Babygarten

• Spring Break and Summer Reading Programs

• 68,000+ views of online children’s content in 2023/24

Adults aren’t left out either—with 300+ programs annually, from:

• Sundays at Two speaker series

• Book clubs & writing groups

Over 80 volunteers help power LCL, from assisting at the Circulation Desk to running Dee’s Attic Bookstore, a must-stop for any book lover! With most of its funding coming from individuals, businesses, and local organizations, LCL continues to thrive thanks to the heart and support of our community.

Forover a decade, few events have captured the heart and flavor of the Northern Neck quite like Taste by the Bay. What began as a charming local gathering quickly grew into one of the most anticipated events in the region—a celebration of coastal cuisine, regional wines, craft brews, and community connection.

Held at the picturesque Tides Inn and founded by the visionary Joanna Marchetti, Taste by the Bay became a true staple of the Lancaster by the Bay Chamber’s event calendar. In fact, the 2024 event sold out in just 13 minutes—proof of its enduring popularity and the excitement it generated year after year.

Now, after 11 unforgettable years, the Chamber has made the heartfelt decision to retire Taste by the Bay. With major renovations underway at the Tides Inn, and after thoughtful consideration by the Chamber’s Executive Board, we’ve chosen to preserve the legacy of this beloved event rather than reimagine it elsewhere.

We offer our deepest thanks to the Tides Inn for being a gracious host since the beginning and to Joanna Marchetti for her remarkable leadership and 11 years of food and beverage excellence. Her contributions were instrumental in shaping Taste by the Bay into the cherished experience it became.

Most importantly, we thank our community—our guests, vendors, volunteers, and sponsors—who came together year after year to make this

celebration of local flavor such a standout success. From waterfront tastings and live music to artisan markets and spirited conversations, Taste by the Bay created memories

Though this chapter closes, a new one is about to begin. Stay tuned
