This map book contains the assessment of sites for the Strategic Housing Land Availability Assessment (SHLAA) 2015. The National Planning Policy Framework (NPPF) requires that councils plan for their full and objectively assessed housing needs during their plan period. The revocation of the Regional Spatial Strategies has meant that the evidence which the housing requirement of 400 new dwellings per year, or 6,000, over 15 years of the Core Strategy was based upon is now out of date. Lancaster City Council instructed Turley Associates to undertake an independent housing requirements study, which includes an update of the council’s Strategic Housing Market Assessment (SHMA) in 2015. This indicated that the district’s new housing requirement is between 650 and 700 new homes per year. This figure has yet to be finalised and adopted by council members.

How the list of site suggestions was assembled The first stage of the SHLAA involved identifying potential sites across the district. Sites have come from a variety of sources, including numerous Call for Sites exercises carried out between June 2008 and September 2015. Members of the public and prospective developers were asked to submit details of sites to be considered in the assessment. Sites were also identified from the 2009 and 2014 SHLAA, the National Land Use Database, and planning applications for housing developments.

Site assessments completed so far The council last published the SHLAA in March 2014. Sites were assessed that were larger than 0.15 hectares or could have 4 or more houses built upon them, with the exception of sites within the Arnside and Silverdale Area of Outstanding Natural Beauty (AONB), to see if they can provide the housing the district needs over the next 15 years. The sites in the Arnside and Silverdale AONB that do not have planning permission require an additional landscape study before they can be assessed.

Status of the assessed sites The SHLAA does not make decisions about the future of sites; but the findings will be used to develop planning policy and in the development management process. The SHLAA will be used to decide which sites to identify in formal development plan documents, particularly, the Land Allocations document. The officer’s assessment of the suitability and availability of individual sites will also be useful in the determination of planning proposals and in demonstrating the availability of a five year supply of housing land.

View plans of the site suggestions All the sites being considered can be viewed in this map book. The sites are identified for information purposes only. Please note that sites will only be allocated through the Land Allocations Development Plan Document (DPD). The SHLAA together with other evidence, including a Sustainability Appraisal, will be used when deciding which sites to allocate.

Some sites are shown on more than page where the map indexes used to create the map book overlap. While every effort has been taken to ensure the accuracy of site boundaries, if an error has been made please do not hesitate to contact the team.

Frequently Asked Questions Why are these sites being published; is the council consulting on them?

Why have sites in the Forest of Bowland AONB been assessed and sites in the Arnside and Silverdale AONB have not?

This map book accompanies the Strategic Housing Land Availability Assessment (SHLAA) Report 2015 prepared by council officers. The SHLAA Report is an evidence document and not a decision-making process about the future of sites. Its purpose is to discover if there are enough sites that could be developed for housing in the district over the next 15 years. The council will consult on the allocation of any new housing sites as the Land Allocations DPD is prepared. Separate consultations will also be held when a planning application is received for a site.

As the council progresses the Local Plan sites are subjected to a Sustainability Appraisal (SA) that assesses, amongst other things, environmental and landscape impacts. The sites within the Forest of Bowland have already been subjected to SA through the preparation of the Land Allocations DPD. Currently the Land Allocations DPD is being prepared ahead of the Arnside and Silverdale AONB DPD, therefore officers have more information with which to assess the sites in the Forest of Bowland AONB.

What do the plans in the map book show?

The next SHLAA will be published in late spring/early summer 2016 ahead of the preferred options consultation for both the Land Allocations DPD and the Arnside and Silverdale AONB DPD. Sustainability Appraisals will have been carried out on all the sites in AONBs by then and officers will have the required information to fully assess the Arnside and Silverdale AONB sites in the next version of the SHLAA.

They show every site as being assessed as one of the following six categories: 

Sites not included within the housing trajectory: 1. Strategic – These are very large sites that could be developed for a mix of housing and employment use. Due to their size and infrastructure requirements, a great deal of evidence needs to be gathered before officers can be confident that any of these sites could deliver housing. These sites are being assessed through the Land Allocations process and will remain grey until officers have enough information to assess them fully. 2. Undeliverable – If a site is deemed not suitable, available or achievable within the next 15 years, it will not be included in the housing trajectory. 3. Arnside and Silverdale AONB – The sites within the Arnside and Silverdale Area of Outstanding Natural Beauty that do not have planning permission require a landscape study to be carried out before they can be assessed for their deliverability. This is being carried out as part of the Arnside and Silverdale AONB DPD.

Sites assessed and included in the housing trajectory 4. Deliverable, 1-5 Year Phase – These are sites of 0.15 ha or more and building is expected to start within the immediate five year period of the housing trajectory. 5. Deliverable, 6-10 Year Phase – These are sites of 0.15 ha or more and building is expected to start within the middle five year period of the housing trajectory. 6. Deliverable, 11-15 Year Phase – These are sites of 0.15 ha or more and building is expected to start within the last five year period of the housing trajectory.

The sites are shown in different colours on the plans, is there any significance to these colours? Yes, the colours illustrate the six categories above that each site has been assessed as. Each page of the map book has a legend that matches the site’s colour to its assessment category.

How many dwellings can be built on the assessed sites? The findings of the SHLAA suggest that there 117 deliverable sites where potentially 7,136 dwellings could be built or started to be built over the next 15 years. There are also 45 strategic sites which, if developable, could deliver an estimated 9,648 homes. Brownfield sites (or previously developed land) accounts for 56% of the land identified.

Can I object to a site which has been identified? This map book shows the outcome of officers’ objective and professional appraisal of the deliverability of housing sites, and is separate to the decision-making process to allocate a site. The allocation of housing sites will be informed by further public consultation of the Local Plan, and when a planning application is submitted for a site.

I own a site that is shown on the plans, I didn't ask for it to be assessed and I don't want it to be developed. Your site might simply be a brownfield site that is listed in the National Land Use Database. Please let us know if this is the case, because if a site is not available then it is not achievable and it should be removed from the list of potentially developable sites.

  

Additional sites might be suggested when the Land Allocations document is being prepared; If an adequate supply of sites to meet the minimum housing requirement is not identified, additional sites would investigated in subsequent versions of the SHLAA; or The council might bring forward additional or alternative sites in pursuit of objectives to create sustainable communities.

Who will want all these houses? The council’s Housing Needs and Demands Study (2012) and Strategic Housing Market Assessment (2015) show that many people need housing in the district and this need will continue into the future. The district's population is growing, people are living for longer and more people are living alone. Unless more homes are built many will not have the opportunity to live in a place of their own and will be forced to live in shared accommodation. The council is responsible for ensuring that it plans for its full housing requirement. The Strategic Housing Market Assessment (SHMA) 2013 suggested that Lancaster district’s objectively assessed housing need is between 564 and 659 new homes per year. Turleys Associates have prepared an updated SHMA that suggests the district’s need is now 650 to 700 homes per year. The council published the latest SHMA in October 2015.

What happens next with the SHLAA? The SHLAA is a significant evidence base document. On the basis of information known at the time of the site assessment, the process has resulted in a list of sites that are thought to be deliverable over the next fifteen years: this means that the assessment determined that they were available, suitable and achievable. The great majority of these sites are in locations that are fully compliant with the council’s approach to development. Some of the sites may need to be brought forward through the development plan process by being identified in the forthcoming Land Allocations document. All development sites also need planning consent before they can be developed.

If a site is not shown in these plans does it mean that it will not be developed in the next 15 years?

In any event, the council will carefully record dwelling completions in order to efficiently match the release of additional housing land to the outstanding dwelling requirement.

No, the assessment is about trying to ensure that there are at least enough housing sites, others may well come forward through other processes. For example:

I have some questions about the sites in the SHLAA – who should I direct these questions to?

 

A petrol station or a warehouse might close in a couple of years and the site could be redeveloped for housing; Areas of land which are adjacent to suggested sites might also be deliverable and could sensibly be incorporated to make a larger site;
